WASHINGTON—Advocates fighting radical gender ideology are pushing the White House to target child welfare programs, The Daily Wire has learned, pointing to national examples of the state removing children from loving parents who refuse to support gender ideology.
Many of the advocates involved in this effort played pivotal roles fighting gender extremism over the past decade. These individuals are intimately acquainted with the stories of parents who lost custody of their children for refusing to call their daughter a son or refusing to put their child through life altering transgender procedures.
The Daily Wire reviewed the copy of a draft executive order that these advocates plan to present to President Donald Trump, an executive order that proposes the president tie child welfare programs&#8217; federal funding to a rejection of gender ideology. The advocates plan to follow up on this proposed order with legislation in Congress.
The order redefines child abuse and neglect, since, under the current language, leftist organizations claim that child abuse includes refusing to affirm a child&#8217;s gender identity. It would also tie federal funding for foster care to state plans that don&#8217;t refuse foster parents for their religious or political beliefs, as well as programs that don&#8217;t house foster children according to gender identity.
The proposed language of the executive order paints a stark picture of the parents facing Child Protective Services investigations, threats of losing custody, and denials of custody because they will not affirm child gender transitions. It describes how many child welfare services and family court personnel have been trained to remove children from parents who refuse to agree to sex-rejecting interventions.
And it notes that family courts in custody cases often award custody of children to the parent who affirms that child&#8217;s gender identity confusion. Ted Hudacko, for example, <a href="https://nypost.com/2022/02/26/dad-lost-custody-after-questioning-sons-transgender-identity/">lost custody of one of his sons</a> to his ex-wife for questioning the impacts of gender transition attempts on children.
Advocates explained to The Daily Wire that their goal is for Trump to consider withholding federal funds from agencies that are investigating parents for &#8220;child abuse&#8221; for refusing to transition their kids, and to protect families that refuse to comply with ideological foster care principles.
&#8220;My team and I have been pulling on every level to get this proposed executive order in front of the President, contacting every contact we have in the administration, including agency leaders,&#8221; shared Erin Friday, president of Our Duty-USA, a non-partisan parent advocacy group. Friday, one of the advocates spearheading the effort, was investigated for refusing to affirm her daughter&#8217;s supposed gender identity.
&#8220;This administration is dedicated to protecting children and families from gender ideology,&#8221; she explained, &#8220;and if we could meet with President Trump or get the proposed order in his hands, parents would be able to stop living in fear that if they refuse to treat their child as the opposite sex, they will be adjudicated abusive.&#8221;
Though the president <a href="https://www.whitehouse.gov/presidential-actions/2025/11/fostering-the-future-for-american-children-and-families/">extensively reformed the foster care system</a> with a November executive order, there is concern that the recent order does not address the complete issue: notably, the enticement aspect, where pro-transgender activists coach children on how to circumvent their parents who refuse to consent to transgender procedures, and get themselves into the foster care system where they can begin transgender treatments.
The Daily Wire obtained a copy of a letter from a West Coast Child Welfare Agency sent to a parent who refused to support or affirm their child&#8217;s new gender identity. The parent asked to remain anonymous pending trial, and the child has been placed in an &#8220;affirming&#8221; residence during the interim period.
The letter informs the parent that &#8220;our office received a report of abuse,&#8221; accusing the parent of being &#8220;responsible for the mental injury&#8221; of the child.
&#8220;Your actions and statements towards [the child] have caused significant mental injury,&#8221; the letter states. &#8220;The severe harm perpetrated showed serious disregard for [child&#8217;s] social and emotional well-being. Your adverse reactions to [child] expressing their gender identity have caused serious harm to [child&#8217;s] psychological functioning.&#8221;
Friday argues that there are many more such cases, often kept from the public eye due to legal constraints on the parents.
&#8220;The public is unaware that children are being kidnapped by child protective services and family judges because these cases are usually sealed or there are confidentiality laws that prevent parents from going public,&#8221; she explained.
In many states, foster care laws grant children a right to begin transgender interventions and to be housed with families or institutions that will validate and promote transgenderism. This opens up a whole other can of worms: in California, for example, foster care <a href="https://www.cdss.ca.gov/inforesources/foster-care/extended-foster-care-ab-12">can extend</a> up to the age of 25 in some circumstances, meaning that a grown man who says he identifies as a woman could be sharing living quarters with an already at-risk young girl.
Erin Lee is a mother who was investigated by CPS for refusing to &#8220;affirm&#8221; her 12-year-old daughter when she said that she was a transgender boy. Lee, who sued the school with her husband, told The Daily Wire that school employees &#8220;secretly groomed and transitioned&#8221; her daughter and sent a &#8220;mandated reporter to my home for a &#8216;well-child check'&#8221; when she refused to comply.
&#8220;We managed to evade losing our children that day, but I’ve met many parents who weren’t so lucky,&#8221; Lee shared. &#8220;I also had a six-year-old and infant at the time, and I shudder to think that I could have lost all three of my kids for being a good parent, for being unwilling to lie to my daughter and send her down a path of self-hatred and destruction. I was labeled abusive for not affirming my child’s mental health distress.&#8221;
The Lee&#8217;s case went all the way to the Supreme Court, which ultimately refused to take up the case. But Justices Clarence Thomas, Samuel Alito, and Neil Gorsuch said in a statement that they were concerned about federal courts avoiding the “particularly contentious” question of whether schools are violating parents&#8217; fundamental rights when they &#8220;without parental knowledge or consent&#8221; encourage or assist &#8220;a student to transition to a new gender.&#8221;
Since Lee has gone public, she has met hundreds of families who have come into contact with Child Protective Services for not affirming their child&#8217;s gender confusion. This is particularly common in Colorado, she shared, where children are influenced by school officials or teachers who then use the &#8220;broken and rotten family court system to gain custody of the minor child.&#8221;
Colorado&#8217;s HB 24-1039 mandates that schools affirm a student&#8217;s social gender transition, meaning use the name of a student&#8217;s choice during school and extracurricular activities, declaring it &#8220;discriminatory to knowingly or intentionally use a name other than the student&#8217;s chosen name.&#8221; Students can file a report with the school, or a federal civil rights complaint, if they are &#8220;discriminated&#8221; against by a teacher who calls them a different name.
The state&#8217;s HB 24-1017 establishes a bill of rights for foster kids in Colorado, mandating that all foster families must affirm their foster child&#8217;s gender identity, essentially mandating that families who will not affirm a child&#8217;s gender identity cannot foster.
&#8220;In court, all these kids and their groomers have to say is that parents are not using the new name and pronouns, and 100% of the time, that’s enough to warrant parents losing custody of their children,&#8221; Lee insisted. &#8220;It feels like the twilight zone. How could this be happening, and why is no one doing anything about it?&#8221;
Advocates have long argued that the first step on the conveyor belt toward child gender transition is often public school, where leftwing teachers and counselors encourage children to explore their gender identity or identify as transgender.
Lee saw this firsthand: her young daughter came home confused about her sex, and within days, her family had CPS knocking on the door.
&#8220;They abused our child, yet we were the ones being labeled abusive,&#8221; she said.

In a viral video, a Maine school board member confronted the board after he learned students could be suspended for referring to their classmates by their biological sex rather than their chosen gender identity.
Josh Tabor, who was elected as a write-in candidate for the North Berwick section of the <a href="https://www.rsu60.org/board-budget">Maine School Administrative District</a> following his two-week campaign, had the following exchange with members of the school board:
Tabor: Just for clarification, is this the policy that’s used: if a student misuses a pronoun, they are suspended?
School board member: An intentional, yeah, that’s part of the definition of bullying.
Tabor: So if I raise my daughters to, if the person is a female, appears to be a female, to use she pronouns, and that student says, “no, I want to be something else” will my child be suspended for that?
School board member: Oh, yeah. That would be harassment.
Tabor: When I heard that students are being suspended because they are using the wrong pronoun, I was aghast. I didn’t realize that. … One is biological facts, it’s actually XX chromosome, XY chromosomes. Those are facts. We can’t change those. It doesn’t matter what our opinion is. We can’t change those things.  Those are immutable facts. And I’m wondering…my question is, are we suspending students for immutable facts? That’s what I’m asking.
School board member: Not for making a genuine mistake. If someone is doing sort of what you’re sort of doing here, and sort of trying to attack somebody because you don’t agree with it, that’s very different and I think that’s what they’re talking about is, I’m going to keep saying it, because I know it bothers you, then yes, this policy should apply.
Tabor: I think that you are out of line by assuming that I am attacking anybody.
School board member: Then I don’t know what you mean.
Tabor: I’m asking a general question.
School board member: I think it’s been answered. I think if you accidentally do it, and somebody corrects you, fine, it’s not an issue.
Another board member:  I mean, think about the other kids. So what is your goal here? That they’re allowed to be dead-named?
Tabor: I do not believe it is harmful to speak the truth.
School board member: You don’t think it’s harmful to be called something you don’t identify with?
Tabor:  I don’t think it’s harmful to speak the truth.

The 28-year-old transgender-identifying woman who murdered six people at a Christian school in Nashville in March 2023 hated white people and religion, portions of her newly released writings reveal. 
The FBI <a href="https://vault.fbi.gov/nashville-covenant-school-shooting/nashville-covenant-school-shooting-part-06/view">posted</a> more of the disturbing ramblings of The Covenant School attacker on December 22, including notes that suggest she purchased the weapon used in the killings using federal financial aid. The writings were published after a judge ordered the agency to release documents related to the attack. 
The latest release includes 230 pages of the shooter’s notes and plans leading up to the mass murder. On March 27, 2023, she entered the school and killed three young children and three adults before she was fatally shot by Nashville police officers. 
Among the pages published by the FBI, the attacker listed “advantages” of targeting The Covenant School, where she had attended for a few years. She noted that the school was a “predominantly white school (white pple I hate)” and that it was a “Christian school (hate religion).”
The writings also reveal that the attacker considered targeting a middle school in the Nashville area, but leaned against it because a higher percentage of black students were enrolled there. 
The shooter wrote that school would be in line with her goals because a “massacre” there would be “more notorious/prolific.” Still, she said the “disadvantages” were that it was a “predominantly black school (black people I love),” adding that it would put “black people in dispair + suffering (I don’t want to cause that).” 
Also in the writings, included references that she appeared to use student loan money to purchase the gun used in the attack. In a section of the writings labeled “Account Savings Record,” she listed off various sources of income, including “FASFA [sic] grant checks started at $2,050.86,” followed by entries like “$2,656.87 (x3 checks from Nossi)” and “+$530.00 (x1 check Nossi) ($3,186.87).”
The shooter appeared to be referencing checks from her time at Nossi College of Art and Design in Nashville and from the Free Application for Federal Student Aid (FAFSA). Those entries followed a list of gun and ammo expenses. The attacker’s parents previously told investigators that she bought the firearm she used in the massacre with Pell Grant funds. 
Most of the newly released pages focus on different types of guns, ammunition, and local gun stores and ranges. Receipts included indicate that just months before the attack, she took several gun classes at the Royal Range in Nashville. She also expounded on “Biden’s horrible gun plans.&#8221; 
The writings also included many references to previous mass shooters and noted the number of victims in each incident. 
The Nashville police department <a href="https://www.dailywire.com/news/nashville-police-in-final-report-downplay-covenant-shooters-transgender-identity-hatred-of-christianity?author=Leif+Le+Mahieu&amp;category=News&amp;elementPosition=undefined&amp;row=0&amp;rowType=Vertical+List&amp;title=Nashville+Police+In+Final+Report+Downplay+Covenant+Shooter’s+Transgender+Identity%2C+Hatred+Of+Christianity">released</a> its final report on the attack in April and downplayed the shooter&#8217;s transgender identity and documented animus toward Christianity, white people, and the wealthy. Instead, the department said that she wanted to gain notoriety.

This final report didn’t appear to fully take into account the attacker’s transgender identity, which dominated her life.
In journal entries previously published by The Daily Wire, she wrote just weeks before the deadly shooting about her fantasy of having an “imaginary penis” and said that it was a “f***ing curse” that she was born a woman.
“I want to know what that’s like, but I never will because I was damned to be born this way,” she wrote in the journal of her desire to have a penis. “I swear to f*** I hate it so goddamned much. It’s a f***ing curse.”

A coalition of Democrat attorneys general sued to block the Trump administration’s efforts to protect children from transgender medical procedures. 
Oregon Attorney General Dan Rayfield filed a <a href="https://www.doj.state.or.us/wp-content/uploads/2025/12/Oregon-v-Kennedy-Complaint-25cv02409.pdf">suit</a> on Tuesday seeking to challenge the Department of Health and Human Services’ actions to cut off funding for hospitals that perform transgender procedures on kids. In the suit, the Democrat officials claim that transgender procedures are “safe and effective” for young children. 
“By targeting Oregon providers, HHS is putting care at risk and forcing families to choose between their personal health care choices and their doctor’s ability to practice,” Rayfield claimed. “Healthcare decisions belong with families and their healthcare providers, not the government.”
Other states that joined the suit included California, New York, Wisconsin, and over a dozen others. Pennsylvania Governor Josh Shapiro also joined the suit. The suit claimed that HHS violated the Administrative Procedure Act and the Medicare and Medicaid statutes when it moved to cut funding for hospitals. 
“Research and clinical data support gender-affirming care as a safe and effective treatment for gender dysphoria in adolescents. Patients receiving gender-affirming care have high rates of satisfaction and low incidence of regret compared with other medical treatments,” the suit said. 
Those claims run afoul of research that shows that treatments like puberty blockers and cross-sex hormones can cause infertility, impaired sexual function, diminished bone density, altered brain development, and other irreversible physiological effects. The procedures endorsed by the Democrat officials also include genital mutilation and double mastectomies for girls who identify as boys.

Last week, HHS <a href="https://www.dailywire.com/news/trump-admin-to-cut-funding-from-all-hospitals-that-perform-trans-procedures-on-kids">posted rules</a> that will bar hospitals that offer transgender procedures to minors from participating in Medicare and Medicaid programs. The rules will also prohibit federal funding of Medicaid’s Children’s Health Insurance Program from going toward transgender procedures on those under 19 years of age. 
“Nearly all U.S. hospitals participate in Medicare and Medicaid, and this action is designed to ensure that the U.S. government will not be in business with organizations that intentionally or unintentionally inflict permanent harm on children,” an HHS background document on the announcement said. 
Earlier this year, President Donald Trump signed an executive order that directed his administration to take action to end all support and funding for transgender procedures on children.

A U.S. District Court judge blocked California from forcing teachers to lie to parents about their children&#8217;s secret gender transitions in a major <a href="https://cdn.prod.website-files.com/63d954d4e4ad424df7819d46/6949e11ea6bae817c8eaf637_Dkt%20%20307_MSJ%20Order.pdf">ruling</a> on Monday.
The case stemmed from a class-action lawsuit brought by two Christian teachers who pushed back against the law requiring them to hide students&#8217; gender transitions from parents and use students&#8217; preferred pronouns. Monday&#8217;s ruling from Judge Roger T. Benitez &#8220;permanently&#8221; ends &#8220;California&#8217;s dangerous and unconstitutional regime of gender secrecy policies in schools,&#8221; according to the Thomas More Society, which filed the lawsuit.
“In a landmark class-action ruling, Thomas More Society achieved a historic victory in Mirabelli, et al. v. Olson, et al., ending California’s gender secrecy policies and restoring transparency and parental involvement in public education,&#8221; the Thomas More Society <a href="http://t.co/cD3Ue3I02P">said</a>. &#8220;The decision and federal court order issuing a class-wide permanent injunction—issued by U.S. District Court Judge Roger T. Benitez just days before Christmas—secures justice not only for teachers Elizabeth Mirabelli and Lori West who began the lawsuit, but for all parents and teachers harmed by these policies statewide.&#8221;
Benitez wrote that the case dealt with “four questions about a parent’s rights to information as against a public school’s policy of secrecy when it comes to a student’s gender identification.” Those questions were:

<li>Do parents have a right to gender information based on the Fourteenth Amendment’s substantive due process clause?</li>
<li>Do parents have a right to gender information protected by the First Amendment’s free exercise of religion clause?</li>
<li>Do religious public school teachers have a right to provide gender information to parents based on the First Amendment’s free exercise clause?</li>
<li>Do public school teachers have a right to communicate accurate gender information to parents based on the First Amendment free speech clause?</li>
</ol>
“In each case, this Court concludes that, as a matter of law, the answer is ‘yes,” he wrote. “Parents have a right to receive gender information and teachers have a right to provide to parents accurate information about a child’s gender identity.”

“California’s public school system parental exclusion policies place a communication barrier between parents and teachers,” he opined. “Some parents who do not want such barriers may have the wherewithal to place their children in private schools or homeschool, or to move to a different public school district. Families in middle or lower socio-economic circumstances have no such options.  For these parents, the new policy appears to undermine their own constitutional rights while it conflicts with knowledgeable medical opinion.  The State Defendants are, in essence, asking this Court to limit, and restrict a common-sense and legally sound description by the United States Supreme Court of parental rights.  That, this Court will not do.”
“The parental exclusion policies create a trifecta of harm: they harm the child who needs parental guidance and possibly mental health intervention to determine if the incongruence is organic or whether it is the result of bullying, peer pressure, or a fleeting impulse. They harm the parents by depriving them of the long-recognized Fourteenth Amendment right to care, guide, and make health care decisions for their children, and by substantially burdening many parents’ First Amendment right to train their children in their sincerely held religious beliefs  And finally, they harm teachers who are compelled to violate the sincerely held beliefs and the parent’s rights by forcing them to conceal information they feel is critical for the welfare of their students,” he concluded.

On Thursday, police <a href="https://www.dailywire.com/news/brown-shooting-suspect-found-dead-by-suicide-in-new-hampshire-storage-facility">found</a> the body of the man who they said was responsible for the deaths of two students at Brown University and a professor at MIT. Claudio Manuel Neves Valente, 48, died by suicide in a storage locker he had rented in New Hampshire. His last known address was in Miami, Florida, but he originally came from Portugal. Authorities said he attended Brown in the early 2000s as a PhD student, but he never completed the program. The Trump administration has moved to cut off federal funding for hospitals performing transgender procedures and surgeries on minors, a fulfillment of a major Trump campaign promise. A number of new rules are being applied to cut off federal funding to any facility that performs trans procedures on children, including puberty blockers, cross-sex hormones, or surgical operations. The Centers for Medicare &amp; Medicaid Services (CMS) will bar hospitals from performing any of these procedures on children under 18 as a condition of participation in Medicare and Medicaid programs. New rules will also block funding of Medicaid’s Children’s Health Insurance Program for trans procedures on anyone under 19. That program, known as CHIP, covers millions of kids nationwide.

November’s Consumer Price Index report <a href="https://www.dailywire.com/news/inflation-report-surprises-economists-as-key-metric-drops-to-lowest-level-since-2021">shows</a> that inflation cooled last month, defying expert predictions and providing political relief for President Trump. The report was especially important, as it was the first since September. The October report was lost to the federal shutdown. Economists had originally predicted a month-over-month rise of 3.1%, but inflation actually came in at 2.7%. That is down from a peak 9% in 2022 under President Joe Biden. Looking at core inflation, which strips out prices on volatile goods such as food and gas, the numbers appear even better. In November, CPI was 2.6%, the lowest since March 2021. The Trump administration took a victory lap on Thursday, and investors were also thrilled by the news, as the DOW, NASDAQ, and S&amp;P 500 all climbed significantly.

A Utah state employee accused Republican Governor Spencer Cox of engaging in &#8220;reprehensible censorship” for ordering a review that included flagging content related to radical gender and racial ideology in state documents, according to emails viewed by The Daily Wire. 
An employee with the Utah Department of Health attacked Cox, accusing him of &#8220;dehumanizing&#8221; minorities and saying more should be done to “push back” against the review, emails obtained by Do No Harm show. The employee made the comment amid a sensitive content review that directed officials at Utah’s Department of Health to go through content and watch for words like “anti-racism,” “environmental justice,” “gender identity,” “LGBTQ(IA+),” “Racism,” “transgender,” “white privilege,” “white fragility,” abortion, and more. 
The call to &#8220;push back&#8221; was apparently made during a staff meeting and passed along by public information officer Charla Haley, whose job is to communicate with the public about what’s happening at the health department, to other employees in the Utah Department of Health in an email on January 10, 2024.
&#8220;Why isn&#8217;t more being done to push back against the Sensitive Content Assignment issued by the governor&#8217;s office?&#8221; the quote shared by Haley read. &#8220;This effort to remove references to health equity, race, gender identity, ethnicity, and sexual orientation is reprehensible censorship that invisibilizes communities who have already experienced disproportionate negative health outcomes from systemic oppression. It is dehumanizing and will further marginalize diverse people in Utah, including employees and Partners.&#8221; 
Utah Department of Health and Human Services Director Mike Grass said in an email to The Daily Wire that Haley passed the message along to other employees &#8220;who had some questions.&#8221; It was not clear what the questions were.
&#8220;With respect to the comment sent by Charla Haley, this was simply a direct quote written by an employee made during a staff meeting. She passed it along to three staff members who had some questions,&#8221; the Utah Department of Health told The Daily Wire.

Kurt Miceli, the medical Director of Do No Harm, said the comment showed that there were political ideologues embedded in Utah&#8217;s Department of Health and Human Services. 
 “What Do No Harm has uncovered makes it clear that there are political ideologues in Utah’s DHHS who are interested in pushing an agenda, not science,&#8221; he said. &#8220;These activists within Utah’s DHHS should stop pushing their political agenda and spend more time helping the people of their state.”
A few hours after passing along the quote attacking the governor, Haley sent an email to another health department employee telling them to pull &#8220;concerning&#8221; handouts &#8220;for the time being.&#8221; 
“So, you might want to go through some of your handouts that might be concerning and pull them for the time being. Your disease reports should be fine for now and we can review them and rebrand them after the 15th,” she wrote. 
Grass told The Daily Wire that the reference to rebranding had to do with a merger, and the department was not trying to hide DEI-focused materials.
&#8220;DHHS is compliant with the governor’s directive. DHHS materials were not rebranded to hide references to DEI activities; however, materials were revised to comply with the governor’s directive and the department’s internal policies,&#8221; he said. &#8220;Additionally, the department’s efforts to rebrand and the references to rebranding were necessary due to the merger between the Utah Department of Health and the Utah Department of Human Services in July 2022. After the merger, the department’s website continued to contain documents with old logos. The rebranding comments simply referred to making sure they all had the new logo.&#8221;
Grass said those conducting the review were &#8220;instructed to watch for certain words&#8221; and &#8220;the context in which those words were used during the review process.&#8221;
&#8220;The use of those words alone did not necessarily result in revisions to particular materials,&#8221; he said. 
In another email sent to a health department employee in February 2024, Haley shared a rant from someone named “Mikey” who she said was “definitely in touch with his emotions.” In the rant, “Mikey” said that parents should allow their kids to identify as transgender. 
“The LGBTQIA+ community does not want your children. They want to give a safe space for your child when you decide they are no longer your child because they came out as gay or trans. YOU, as a parent, are a failure if you feel that is the only acceptable response to your child telling you what has been plaguing their minds the most,” the person wrote. 
In another email from April 16, 2024, obtained by Do No Harm, a then-health department employee, Andrea Hood, discussed editing an LGBT-focused resource to get it through the content review process. 
“I was wondering if we want to edit this resource for parents and submit it through the DHHS ‘sensitive topics’ review process,” she wrote. “What are your thoughts? I created it to go with Inclusive Spaces training but I think it could be useful on its own. I&#8217;m open to making adjustments to it if there are pieces that might be particularly scrutinized we can brainstorm how to do that.”
The resource pushed parents to get involved in politics and embrace their kids&#8217; gender expression.
The resource said that using “chosen name &amp; pronouns,” supporting “gender expression,” encouraging “inclusive practices,” and being “active in the legislative process,” would “increase the likelihood of your LGBTQ+ child having a healthy and happy future.”

The resource also said to “speak up when you hear stereotypes about LGBTQ+ people,” and “talk with your religious leaders to help your congregation become more supportive of LGBTQ+ people.”
The inclusive practices the resource said to support included “including pronouns on enrollment forms,” “name and pronoun change procedures,” “LGBTQ+ professional development for staff,” “sports participation for transgender and gender non-binary youth,” “inclusive curricula,” and “affirming clubs (Gender &amp; Sexuality Alliances).”
The resource told parents to use their children&#8217;s chosen pronouns, not their biological ones, and to &#8220;correct&#8221; themselves when they &#8220;make a mistake.&#8221; 
“Listen to your child to understand what being transgender or gender nonbinary means to them, and what it feels like,” the resource said, adding, “Try to use their chosen name and pronouns, and correct yourself in the moment when you make a mistake.”
The resource also claimed that studies “found that youth who have parental and school support to transition socially have significantly better mental health outcomes than youth without that support.”
Cox&#8217;s office did not respond to requests for comment on the emails.

Utah’s Department of Health has<a href="https://www.dailywire.com/news/utah-lawmakers-are-getting-terribly-flawed-information-on-transgender-procedures-watchdog-warns?author=Leif+Le+Mahieu&amp;category=News&amp;elementPosition=undefined&amp;row=0&amp;rowType=Vertical+List&amp;title=Utah+Lawmakers+Are+Getting+%E2%80%98Terribly+Flawed%E2%80%99+Information+On+Transgender+Procedures%2C+Watchdog+Warns"> been criticized</a> for producing a “terribly flawed” report on the science behind transgender procedures for kids. The report, which was sent from the department to the Utah legislature, significantly misrepresents the scientific record and glosses over the danger of transgender procedures, Do No Harm said in a memo last week. 
The report also came alongside recommendations from the Utah Department of Health, which Miceli said silently supported undoing protections for kids from transgender procedures. 
The recommendations are all contingent on the moratorium being lifted, Miceli said. These included things like setting up a board to oversee the moratorium, creating specific standards of care, and limiting those who prescribe transgender procedures to “demonstrated experts.”
Utah’s Department of Health also <a href="https://dhhs.utah.gov/public-health-training-hub/self-paced-trainings/">maintains</a> a “self-paced” training page on the topics of “advancing health equity,” “an anti-racist imperative for public health data,” and “How to be Anti-Racist in the Everyday Practice of Public Health.”
“Each day, we have opportunities to fight racism and bias in our work in public health. From our hiring practices to microaggressions that occur in internal meetings to the data we collect to the policies we influence, enact, and enforce — racism and bias impact all facets of public health. Studies show that this ultimately causes a negative impact on health outcomes and hinders our efforts to reduce racial inequities in health,” the course description says. 
In January 2023, Cox signed legislation placing a moratorium on doctors giving kids cross-sex hormones and puberty blockers and banning transgender surgeries. That came after he previously vetoed a bill keeping males out of female sports.

Democrats are looking at 2028 and see Republican vulnerability.
What they see is a 2024 election that — while it was fairly solid as a win for Republicans in the Electoral College — was a pretty narrow win in the popular vote. They think that perhaps they can reverse the tide, perhaps take the White House in 2028 with someone like Gavin Newsom.
Thus, Democrats have shifted away from their 2024 failing strategy, taking the least popular parts of their agenda and moving those to the back burner.
We heard all about equity in the run-up to the 2020 election. It was the centerpiece of the Joe Biden campaign. In 2024, it was again the centerpiece of the late-breaking Kamala Harris campaign in 2024.
You no longer hear Democrats talking about equity each and every day the way that they were before. Instead, they are talking about “affordability.” The same thing is true about radical trans issues. The politics of transgenderism are awful for Democrats.
The vast majority of Americans believe that boys are boys and girls are girls, and boys cannot become girls, and attempts to brainwash children into the idea that they are, in fact, members of the opposite sex, or even could be members of the opposite sex, is perverse. Telling a young kid that you might have a girl’s brain in a boy&#8217;s body is not only gnostic and scientifically nonsensical, it is also terribly wrong to do that to children.
That was the general perception among Americans, and it drove huge numbers for President Trump. The single most effective ad of the 2024 campaign was on this issue from the Trump campaign, and suggested that Kamala was for transgenders while President Trump was for you.
If you talk to people in minority communities who swiveled from Democrat to Republican, this was a major issue because the trans issue — which affected a fairly small percentage of the population, went to fundamental truths about our society.
Could you trust people who told such a basic lie: that boys could be girls?
The answer was no.

So Democrats have decided that they are going to put that on the back burner. One of those Democrats was Gavin Newsom.
A few months ago, Gavin Newsom was doing a podcast with the late Charlie Kirk in which Charlie pressed Gavin Newsom on trans politics. Newsom admitted that boys should not be playing in girls’ sports, admitting that it was unfair.
But — the other day, Newsom — having been asked questions by members of the Democratic base and believing that he is the front runner for the 2028 Democratic nomination — did a podcast with Ezra Klein of The New York Times in which he was asked about his take on trans politics.
Now that Newsom believes that he has to win primaries in the Democratic Party as he prepares for that 2028 run, he swiveled back into a losing strategy for Democrats. 
“I want to see trans kids,” he proclaimed, continuing: “I have a trans godson. There’s no governor that’s done more pro-trans legislation than I have. No one has been a stronger advocate for the LGBTQ community.” 
The normie position is that there is no such thing as a trans kid. There are kids who may have gender dysphoria. That is a different thing. There is no such thing as a kid who is a boy in a girl&#8217;s body, or upon whom we should be performing hormonal therapies and surgeries that are utterly unscientific and permanently damaging to them.
So when Gavin Newsom says, “I want to see trans kids, there&#8217;s no governor that&#8217;s done more pro trans legislation than I have,” that creates a real awkwardness for the Democratic Party. 
This broke into the open because it precipitated a confrontation with Elon Musk.
America, a PAC founded by Musk, posted the video of Newsom, and it went viral. Gavin Newsom&#8217;s press office replied, referring to one of Musk’s sons who identifies as a woman, “We&#8217;re sorry your daughter hates you, Elon.”
It&#8217;s insane to get personal on these sorts of issues.
When I discuss these issues, I try not to get personal. The reason I try not to get personal is because once you&#8217;re into the emotional valence of somebody&#8217;s family, you have a problem.
A few years ago, I spoke at the University of British Columbia in Canada, and it was about this issue. A person got up who identified as a woman. He started personalizing the question, saying, “My family treats me as though I&#8217;m a girl.”
I replied, “You know, I would really appreciate it if we could keep this on the level of the philosophical and issue-based, because once we get into critiquing interpersonal relations, this is going to get very personal very quickly.”
This person kept insisting, ”No, I know that I&#8217;m a woman because my family treats me as a woman.” And I kept saying, “Please, I don&#8217;t want to talk about how your family treats you because that&#8217;s about your family. It&#8217;s about the broader issue, which is the question of public policy and how we ought to deal with these issues as a general society”.
But the person wouldn&#8217;t stop. Finally I said, “The reason that your family is saying to you that you are a woman and confirming you in your delusion is because they are afraid that you will do something bad to yourself, not because they actually believe that you are a woman. They do not believe that you are a girl. They know that you are not. They are trying to humor you because they&#8217;re afraid of what will happen if they do not.”
This person got extremely emotional and rushed out of the room. It was a perfect YouTube clip, but the reason you&#8217;ve never seen that on YouTube is because I went to the organizers of the event and asked them to remove that from the tape of the event, because I knew that this person was going to be damaged by that tape. It would have hurt him.
Not only that, I then found friends of the person and asked this person to come to breakfast the next morning with me to make sure this person was okay.
That’s because when you merge the personal and the political in this way, it gets really ugly, really quickly.
Gavin Newsom&#8217;s press office targeting Musk over his child was truly ugly stuff.
Musk then tweeted back, “I assume you’re referring to my son, Xavier, who has a tragic mental illness caused by the evil woke mind virus you push on vulnerable children. I love Xavier very much and hope he recovers. My daughters are Azure, Exa (she goes by Y) and Arcadia, and they do indeed love me very much.”
The fact that Newsom&#8217;s office went that low is really disgusting, and shows how the Democrats are going to run headlong into their own radicalism on this issue.
Newsom seems like he&#8217;s trying to avoid the issue altogether. But if he is dragged back into discussing this issue, and if Democrats keep making the same moral litmus test as to whether boys can be girls, especially minors, then they&#8217;re going to be in for a world of hurt.

Rapper Nicki Minaj took a social media sledgehammer to Governor Gavin Newsom (D-CA) on Friday, mocking him and warning him against entering the 2028 presidential race.
Minaj, fresh off her United Nations <a href="https://www.dailywire.com/news/nicki-minaj-drops-mic-on-nigerias-anti-christian-violence-at-un">testimony</a> calling for the defense of persecuted Christians, initially lashed out at Newsom over a recent interview in which he said, &#8220;I want to see trans kids.&#8221;

Texas Attorney General Ken Paxton has expanded a 2024 lawsuit based on new evidence that accuses two doctors of lying to healthcare providers about prescribing transgender procedures on kids in defiance of state law.
Paxton <a href="https://www.texasattorneygeneral.gov/news/releases/attorney-general-paxton-files-landmark-healthcare-fraud-lawsuit-against-doctors-who-illegally-forced">announced</a> additional allegations on Wednesday against two doctors, May Lau and M. Brett Cooper, over alleged healthcare fraud related to their prescription of transgender drugs to minors. Both Lau and Cooper had prescribed transgender drugs to dozens of kids in violation of state law, Paxton said.  
“What these radicals were doing was evil, and I will pursue every available legal tool to stop and punish this cruel child abuse,” Paxton said. “Any fraudulent scheme to steal hardworking Texans’ taxpayer dollars will be stopped and repaid in full. Under my watch, the transgender activists using their positions in the medical field to illegally ‘transition’ children will face the full force of the law.”
Paxton previously filed lawsuits against the doctors for allegedly prescribing the drugs. Last Friday, he added two Texas Health Care Program Fraud Prevention Act claims to the suits. His office described the suits as &#8220;first-of-their kind&#8221; medical fraud suits against doctors who performed transgender procedures on minors.
Paxton wants the doctors to repay the state three times what they billed for the procedures and to impose additional civil penalties.

In the most recent <a href="https://www.texasattorneygeneral.gov/sites/default/files/images/press/Cooper.pdf">filing</a> against Cooper, Paxton said the Dallas-based doctor “engaged in false, misleading, and deceptive acts and practices to mislead pharmacies, insurance providers, and/or patients by falsifying medical records, prescriptions, and billing records to conceal that his treatments and prescriptions were for the purposes of transitioning a child’s biological sex or affirming a child’s belief that their gender identity is inconsistent with their biological sex.”
Cooper previously lamented the passage of legislation in Texas banning transgender procedures on kids, calling it a &#8220;sad day for Texans&#8221; and a decision driven by &#8220;political ideology.&#8221;
According to the filing, Cooper prescribed testosterone to teenage girls as young as 14-years-old. He then billed healthcare providers “something other than the purpose of transitioning their biological sex or affirming their belief that their gender identity is inconsistent with their biological sex,” the suit alleges. 
Lau is also <a href="https://www.texasattorneygeneral.gov/sites/default/files/images/press/Lau.pdf">accused</a> of prescribing testosterone to teenage girls in defiance of state law. In October, Lau <a href="https://www.texasattorneygeneral.gov/news/releases/radical-doctor-surrenders-medical-license-after-attorney-general-paxton-sued-her-prescribing">surrendered</a> her medical license amid the ongoing legal action. 
&#8220;Lau is a scofflaw who is putting the health and safety of minors at risk by prescribing testosterone, a controlled substance, to biological female minors and estrogen to a biological male minor for the purposes of transitioning their biological sex or affirming their belief that their gender identity is inconsistent with their biological sex,&#8221; the suit said.
In a statement to The Daily Wire, Lau&#8217;s legal team said that Paxton&#8217;s allegations were completely false.
&#8220;Ken Paxton’s latest press release is false in every material aspect,&#8221; they said. &#8220;It reflects only Paxton’s and his office’s continued effort to spread baseless lies and inflammatory rhetoric about Dr. Lau in an effort to taint the jury pool.  His team has failed to find facts to support his allegations against Dr. Lau and so attempts to cover up that failure with repeated amendments to his claims, of which this new amendment is only the latest misguided effort.&#8221;
Lau denied Paxton&#8217;s allegations and said she had complied with all federal and state law.
&#8220;Dr. Lau is a revered pediatrician who not only has provided life-saving and life-sustaining care to adolescents in North Texas and beyond but who also was named by D magazine as best adolescent medicine specialist in 2013-23 and 2025. Dr. Lau did not force any treatment on any of her patients and her care complied with Texas and federal law in every respect,&#8221; her legal team added. 
The doctors allegedly billed Texas Medicaid for the drugs by falsifying records, altering diagnosis codes, and submitting deceptive billing information.

Texas Accuses 'Radical' Doctors Of Billing State For Secret Trans Procedures On Teenagers

Taxpayers in Pennsylvania continue to pay for transgender procedures on children despite actions from the Trump administration to protect them from the life-altering procedures, according to government data shared with The Daily Wire. 
Pennsylvania funding for the procedures has continued to surge, even with President Donald Trump’s executive actions to cut funding for entities that promote the procedures on kids. From January to September 18, 2025, Pennsylvania has shelled out nearly $3 million in funding for the procedures, according to data obtained by the Pennsylvania Family Institute. 
The spending numbers come from “Right to Know” requests filed with the Pennsylvania Department of Health and Human Services by Dan Bartkowiak, the chief strategy officer at the Pennsylvania Family Institute. He said that there should be a drop in funding due to the Trump administration’s actions. 
“So are other entities doing this?  Will we see the drop?” he said. “The assumption would be, it&#8217;s going to be less than last year&#8217;s total.” 
In 2015, Pennsylvania&#8217;s spending on “sex reassignment and transition-related services and drugs” for children and young adults surged from $74,000 per year to over $5 million in 2024. In total, the commonwealth has spent over $31 million on transgender procedures on 6,229 patients between the ages of 5 and 18 since 2015.
Despite increasing backlash from lawmakers and parents about the dangers of the procedures, the spending hasn’t appeared to slow down.
How young were the patients? According to the data, there were 133 children last year between the ages of 6 and 12 who received transgender procedures.

One of the hospitals that has performed transgender procedures on kids, the Children’s Hospital of Philadelphia, is currently fighting the Trump administration’s efforts to gain data on the use of puberty blockers. They sued to block the Justice Department&#8217;s efforts to investigate the hospital. 
From January until September 18, $2,925,736 in Pennsylvania Medical Assistance has gone toward the procedures through the Children’s Health Insurance Program (CHIP), fee-for-service claims, physical health paid encounters, and behavioral health paid encounters, according to the data.

Bartkowiak flagged the increasing amount of CHIP funds going toward the procedures, rising from just over $15,000 in 2015 to over $1,114,367 in 2024. Already over $487,00 in CHIP funding has been spent on the procedures. CHIP is Pennsylvania’s program for uninsured kids and teenagers who aren’t eligible for Medicaid. 
The Pennsylvania Department of Health and Human Services told The Daily Wire that it is &#8220;required to follow all applicable federal and state Medicaid rules and covers services related to gender transition that otherwise fall within a beneficiary’s scope of covered Medicaid benefits, such as physician’s services, inpatient and outpatient hospital services, behavioral health services, and prescribed drugs when medically necessary.&#8221;
It added that relies on the guidance from the radical World Professional Association for Transgender Health &#8220;in determining medical necessity for gender-affirming health care services.&#8221;
Senator Judy Ward, a Pennsylvania Republican, is attempting to stop taxpayer funding of the procedures and protect kids from gender surgeries, cross-sex hormones, and puberty blockers. In June, she introduced the &#8220;<a href="https://www.palegis.us/legislation/bills/text/PDF/2025/0/SB0843/PN0921">Do No Harm Act</a>&#8221; to shield kids from the procedures. 
“It&#8217;s just a horrible, horrible thing, and we&#8217;re doing it to children,” Ward told The Daily Wire of the transgender procedures. “It is child abuse [in] every sense of the word.”
Ward did not believe that Democrat Governor Josh Shapiro would sign the legislation if it passed the Republican-controlled Senate and managed to get across the finish line in the Democrat-run House. Under Shapiro, $14 million has been spent on the procedures. Shapiro did not respond to a request for whether he would sign Ward’s legislation. 
She said that more awareness is needed to make Pennsylvanians aware of where their hard-earned money is going. 
As a registered nurse, Ward said that health professionals were supposed to help people, not push them into experimental treatments. 
“We are to help people to heal and to be the best person that they can be physically, mentally, spiritually, even, and in doing this sort of care is not helping people,” she said. “I think it&#8217;s taking advantage of someone who is confused.&#8221;
