Homeland Security Secretary Markwayne Mullin won&#8217;t say whether he briefed President Donald Trump before briefly pausing Immigration and Customs Enforcement (ICE) traffic stops in the wake of two recent fatal shootings.
During a Friday briefing on the department&#8217;s efforts to clean up the voter rolls of noncitizens, Daily Wire White House Correspondent Mary Margaret Olohan asked Mullin to clarify if he informed Trump before suspending ICE traffic stops.
&#8220;The president and I are very close. I was texting with him this morning,&#8221; Mullin said. &#8220;There&#8217;s no daylight between us and the enforcement. In fact, we have ramped up our enforcement in our arresting illegals.&#8221;
Mullin then redirected the conversation to arrest and deportation data.
&#8220;Our arrests are up, we&#8217;re hitting single-day records every single day, but what we’ve done is I’ve turned down the temperature of the stove to try to get it correct without boiling over,&#8221; he said.
The decision to pause vehicle stops followed two recent fatal shootings of migrants by ICE officers trying to pull over vehicles in Houston and Biddeford, Maine. In the Houston case, ICE said Mexican illegal immigrant Lorenzo Salgado Araujo &#8220;attempted to evade arrest&#8221; and &#8220;rammed&#8221; an ICE vehicle before he &#8220;weaponized his vehicle in an attempt to run over an ICE law enforcement officer resulting in our officer firing his weapon in self-defense.&#8221;
In the Biddeford shooting, which occurred last week, an ICE officer fatally shot a Colombian man who “attempted to flee the scene” of a traffic stop, the agency said.
The morning after vehicle stops were paused, Trump posted on Truth Social that he opposed the change and viewed it as capitulating to criminals and anti-ICE Democrats.
“The Open Border Policy of Sleepy Joe Biden allowed 25,000,000 people to pour into our Country, unchecked and unvetted,” the president said. “Many were Criminals, and we have to get them out. In order to do this, we must be strong, tough, and smart, and we CANNOT give up one of I.C.E.’s most important and effective Crime Fighting tools, THE TRAFFIC STOP! Once we do, we are playing right into the criminal’s hands.”
“The Radical Left Dumocrats would like to see this done, but it won’t happen on my watch. I.C.E., be judicious, fair and smart, and go back and do your very important job,” he said. “Keep those Crime Stat Records coming! Remember, you are loved and respected in America.”
ICE sources also questioned whether Mullin informed Trump before enacting the pause.
“Not sure how they don’t consult Trump about this before they send out guidance to every field office,” one agency source said.
White House border czar Tom Homan on Tuesday credited Mullin with deciding to cease the tactic, emphasizing that it was a &#8220;temporary&#8221; measure, not &#8220;a policy change.&#8221;
ICE officers across the country received orders to resume vehicle stops on Thursday, with some new changes, including a requirement that at least one agent on the team have a body camera, sources said. There is concern within ICE that not all officers have received body cameras, making it impossible to resume traffic stops in some parts of the country.
White House Press Secretary Karoline Leavitt addressed the concerns during her Thursday briefing, saying all ICE body cameras will be distributed within the next 60 days.
“It’s been a slower rollout than we would have hoped, but that’s because [of] the Democrats’ decision to shut down DHS for several weeks. So, we expect to fully execute on the promise of body cams to all field offices across the country very soon,” she said.

At least one shooter opened fire on an Immigration and Customs Enforcement (ICE) office in Phoenix Tuesday, the FBI said Thursday.
Several rounds struck the building&#8217;s exterior &#8220;on various parts of the structure,&#8221; the FBI said, adding that &#8220;one or more unidentified people&#8221; fired the shots.
No injuries were reported as a result of the shooting. It is not yet clear whether anyone is in custody.
One video of the building appeared to show some of the damage to windows riddled with bullet holes.

The latest shooting comes amid rising tensions across the country following two recent shootings by ICE officers in Houston last week and Maine on Monday that have resulted in the deaths of two migrant men.
Anti-ICE demonstrators have taken to the streets to express outrage with the agency and lawmakers supporting it.
ICE has faced a massive surge in attacks since the Trump administration commenced its mass deportation effort.
In one case, a group of Antifa members lured officers out of a North Texas ICE facility with fireworks on July 4, 2025, before opening fire. One local police officer was shot in the neck but survived.
The Trump administration brought its first terrorism case against Antifa as a result of the attack. More than a dozen Antifa militants received hefty charges for their roles in carrying out the ambush.
The ringleader, former Marine Corps Reservist Benjamin Hanil Song, <a href="https://www.dailywire.com/news/antifa-terror-cell-leader-in-anti-ice-ambush-gets-hefty-prison-sentence" target="_blank" rel="noopener">received</a> the maximum sentence of 100 years for his crimes during a sentencing hearing last month.
Last September, anti-ICE shooter Joshua Jahn attempted to shoot ICE officers from a rooftop adjacent to the agency&#8217;s facility in Dallas. Jahn killed two ICE detainees and turned the gun on himself.
Jahn left bullet casings at the scene that were engraved with the phrase “ANTI-ICE.&#8221;

After a brief halt on traffic stops, Immigration and Customs Enforcement (ICE) officers received a directive Thursday to resume them, but with new restrictions in place.
Sources familiar with the new orders told The Daily Wire that teams making traffic stops must have at least one officer with a body camera, a teammate with specialized prosecutions training, and an &#8220;operational&#8221; justification for the stop. The short suspension on traffic stops came just one day after the latest fatal ICE-involved shooting of a Colombian migrant driver in Maine on Monday.
The order also followed an ICE-involved shooting just days earlier in Houston, where an officer conducting a traffic stop fatally shot a Mexican illegal immigrant.
While vehicle stops are back on, the new restrictions still make it difficult for officers to make arrests since ICE hasn&#8217;t distributed body cameras yet to all its officers after receiving funding from Congress.
&#8220;Basically, it boils down to unless someone has a body-worn camera, no vehicle stops can be made. Since the majority of officers do not have body worn cameras, hardly any stops will be made,&#8221; said one agency source.
White House Press Secretary Karoline Leavitt addressed concerns that the agency has been slow to distribute body cameras to agents since the officers involved in the latest shootings didn&#8217;t appear to be wearing them.
&#8220;With respect to body cameras, I know there’s been some questions about that in recent days. Over half of all ICE field offices now do have body cameras and the remainder of the field offices are expected within 60 days,&#8221; Leavitt told reporters.
&#8220;It’s been a slower rollout than we would have hoped, but that’s because [of] the Democrats&#8217; decision to shut down DHS for several weeks. So, we expect to fully execute on the promise of body cams to all field offices across the country very soon,&#8221; she said.
When the pause began, ICE sources fumed that it would restrict their ability to make arrests.
“Numbers are going down, we can’t do sh*t,” one source said.
By Wednesday morning, President Donald Trump posted on Truth Social that he wanted the suspension to end, saying the change would play into the hands of criminals and Democrats.

EXCLUSIVE: ICE Traffic Stops Are Back, But There Are Some Big Changes

A Cuban operative accused of assisting far-left activists, including Hasan Piker, posed as a tourist to come to the United States before overstaying his visa by nearly a year, The Daily Wire has learned.
Immigration and Customs Enforcement (ICE) officers nabbed Carlos Antonio Lloga Dominguez in Buffalo, New York, on June 26.
Lloga Dominguez came to the United States in March 2025 on a tourist visa that expired on September 26, 2025, a Department of Homeland Security (DHS) spokesperson told The Daily Wire. The Cuban national had previously left the country after entering the United States in October 2003 on a work visa reserved for foreign government officials and diplomats.
Upon his latest visit, Lloga Dominguez &#8220;refused to leave &#8230; and remained in the United States in violation of our nation’s immigration laws,&#8221; the spokesperson said. He will remain in ICE custody pending the outcome of his deportation proceedings.
Federal authorities also arrested Lloga Dominguez’s wife and son.
While in the United States, Lloga Dominguez “spent more than a decade employed by the Cuban Institute of Friendship with the People (ICAP),” a communist organization sanctioned by Secretary of State Marco Rubio in June over its ties to the Cuban regime, State Department spokesperson Thomas Pigott said in a recent statement.
“He has continued to maintain ties to the transnational communist subversion network throughout his time residing in our nation,” Pigott said.
ICAP is “the central node in a sprawling Cuban intelligence and influence operation, claiming to span more than 2,000 organizations across more than 150 countries,” and “has a long and intimate relationship” with Cuban intelligence officials, according to the State Department.
Fernando González Llort, ICAP’s current president, served 15 years in an American prison for acting as a Cuban spy, according to the State Department.
The Marxist group, founded by Fidel Castro in 1960, has been complicit in “trafficking in vile anti-American propaganda, cultivating pro-Havana regime activists and politicians, and lobbying federal, state and local politicians on behalf of the Cuban dictatorship,” Pigott said.
The group has sought to use America’s left-wing activists to export Cuba’s communism, Pigott said.
ICAP organized alongside left-wing nonprofits in the United States, including the People’s Forum, Progressive International, and Code Pink, to orchestrate a convoy that Piker joined in March to deliver supplies to Cuba, Fox News previously <a href="https://www.foxnews.com/politics/rubio-sanctions-cuban-groups-ties-us-nonprofit-network-funded-communist-donor-neville-roy-singham" target="_blank" rel="noopener">reported</a>.
“Under the Trump Administration, America will never become home for Cuban Communist regime thugs who peddle propaganda, run foreign influence operations, or seek to wage revolution against American civilization,” Pigott said.
Federal authorities are investigating advocacy groups in the United States that have been working alongside officials with the Cuban regime, according to Fox News.
The probe has focused on Piker, Code Pink co-founder Medea Benjamin, and Code Pink D.C. coordinator Olivia DiNucci.
Piker and Benjamin were the subjects of administrative subpoenas issued by the Treasury Department for records related to their travel to Cuba, communications, and financial activity connected to the convoy, Fox News <a href="https://www.foxnews.com/politics/doj-treasury-investigate-nonprofits-leaders-allegedly-coordinating-cuba-influence-campaign" target="_blank" rel="noopener">reported</a> in May.
Piker denied knowing Lloga Dominguez or ICAP in an earlier Twitch stream.
“I don’t understand why they’re covering this as like the organization that sent Hasan Piker to Cuba,” he said.
“Bro, Trump is gonna put me in f*ckin’ prison, I swear to God, what the hell is going on?” Piker said. “We’re about to hit f*ckin’ 1930s Germany if we haven’t already hit it and … these dumb f*cks on the Democratic Party side are still complaining about the people that the Trump admin is actively targeting, and they’re also taking advantage of that active targeting because they also don’t like us, great.”
In a resurfaced clip, Piker claimed a contact was communicating with the Cuban regime on his behalf to plan a trip.
“The Cuban government actually hit my contact from the embassy and told them that ‘if the only thing stopping Hasan from coming to Cuba was the consistent internet access, we can make it happen,’” Piker said.
ICAP has denied acting on behalf of the Cuban regime, according to Fox News.

Proponents of President Donald Trump&#8217;s mass deportation effort have become increasingly concerned that the administration is falling short of its lofty goal of carrying out one million removals each year while appearing to inflate the numbers.
A lawsuit <a href="https://itsyourgov.org/press/oversight-project-announces-investigation-for-deportation-data-the-two-commas-compliance-tracker" target="_blank" rel="noopener">announced</a> against the Trump administration by the Oversight Project, a nonprofit group advocating for a &#8220;mass deportation,&#8221; has brought those concerns to light. The complaint centers on the Trump administration&#8217;s failure to respond to outstanding Freedom of Information Act (FOIA) requests for deportation data.
The group alleges that the Department of Homeland Security (DHS) may have provided deportation data to the American people that are &#8220;contradictory&#8221; to the numbers presented to lawmakers.
The claim is significant given the Oversight Project&#8217;s support of the Trump administration&#8217;s historic deportation push.
Scott Mechkowski, a visiting fellow for deportation studies at the Oversight Project, told The Daily Wire that he hopes &#8220;the numbers aren&#8217;t inflated,&#8221; adding that he has his doubts.
&#8220;I&#8217;m hoping that the numbers aren&#8217;t inflated, but I just don&#8217;t see [it] with the current daily jail populations being down. I know that just recently in the last week or two, they&#8217;ve said they&#8217;ve arrested a couple thousand people. But before that, the numbers were down,&#8221; the former ICE official said.
&#8220;So, if the numbers are down, either they&#8217;re deporting more people &#8230; but then, where are all the charter flights? What flights are they leaving on? &#8230; If it meets the president&#8217;s agenda, why wouldn&#8217;t there be more press on that? If I&#8217;m getting rid of charter after charter of people,&#8221; Mechkowski added.
In one example cited by the nonprofit organization, a department press <a href="https://www.dhs.gov/news/2026/01/20/dhs-sets-stage-another-historic-record-breaking-year-under-president-trump" target="_blank" rel="noopener">release</a> from January 20, 2026, stated that &#8220;over 3 million illegal aliens are out of the country, as DHS has removed more than 675,000 illegal aliens and estimated 2.2 million illegal aliens have self-deported.&#8221;
However, the department informed Congress in its fiscal year 2027 budget justification that &#8220;it had removed and returned a total of 442,637 aliens in Fiscal Year 2025 — which includes the final months of the Biden Administration,&#8221; the Oversight Project said in a recent press release.
Citing an internal agency document, CNN <a href="https://www.cnn.com/2026/03/18/us/dhs-self-deport-project-homecoming-invs" target="_blank" rel="noopener">reported</a> in March that 72,000 foreigners had self-deported through the Trump administration&#8217;s exit program.
In May, DHS <a href="https://www.foxnews.com/politics/dhs-touts-millions-illegal-immigrant-departures-border-crossings-drop-94-under-trump?utm_source=chatgpt.com" target="_blank" rel="noopener">told</a> Fox News that deportations stood at 3 million, with more than 900,000 removals by federal authorities and another 2.2 million self-deportations.
The numbers &#8220;simply do not make sense,&#8221; the Oversight Project said, adding, &#8220;Our FOIAs and subsequent lawsuits seek to obtain actual data in a form that is easily understandable and gives the American people the ability to see the true deportation numbers.&#8221;
Immigration and Customs Enforcement (ICE) has also failed to publish an annual report for fiscal year 2025, as they have in previous years.
&#8220;ICE has published an annual enforcement report every year, covering FY2020 through FY2024, with predecessor Year in Review reports going back to 2016. Congress directed ICE to keep publishing it, no later than 90 days after the close of each fiscal year, with five years of comparison data in a sortable, downloadable, and printable format,&#8221; the group said.
&#8220;FY2025 ended on September 30, 2025. The report was due by late December. More than six months later, it has not appeared.&#8221;
At the end of the day, &#8220;actions gotta match words,&#8221; Mechkowski said.
&#8220;You got Markwayne Mullin up there on day one saying this is gonna happen, I want to be transparent &#8230; And you know what, nothing&#8217;s being published. And why isn&#8217;t it being published?&#8221; Mechkowski said.
In response to the Oversight Project&#8217;s concerns, a DHS spokesperson said that during Trump&#8217;s first year of his second term, &#8220;more than 3 million illegal aliens have left the U.S. because of the Trump administration’s crackdown on illegal immigration including an estimated 2.2 million self-deportations.&#8221;
&#8220;As of July 12, we have now deported over 985,000 illegal aliens and arrested over 1 million illegal aliens,&#8221; the spokesperson said.

Federal authorities found three bags of what they believe to be meth inside the van driven by the Mexican man who was shot and killed by Immigration and Customs Enforcement in Houston last week.
An FBI search warrant <a href="https://www.click2houston.com/news/local/2026/07/15/fbi-search-warrant-says-crystal-like-substance-found-in-lorenzo-salgado-araujos-work-van-after-fatal-ice-shooting/?utm_source=twitter&amp;utm_medium=social&amp;utm_campaign=snd&amp;utm_content=kprc2" target="_blank" rel="noopener">said</a> investigators found bags containing a &#8220;white crystal-like substance” that “is consistent with methamphetamine&#8221; inside the vehicle driven by Lorenzo Salgado Araujo.
ICE officers were &#8220;conducting an immigration enforcement operation&#8221; last Tuesday when they tried to stop a vehicle with four people inside, including one they believed was their target, according to the search warrant. The driver, who was later identified as Araujo, &#8220;refused to stop and instead drove over a median in an attempt to flee.&#8221;
The officers did not chase the vehicle and later &#8220;relocated&#8221; it in a different area before &#8220;attempting to stop&#8221; it, the warrant stated.
Araujo then &#8220;rammed an ICE law enforcement vehicle, refused to follow multiple verbal commands, and weaponized his vehicle in an attempt to run over an ICE law enforcement officer resulting in our officer firing his weapon in self-defense,&#8221; ICE said, adding that the driver was in the United States illegally.
The Department of Homeland Security later said that none of the vehicle&#8217;s occupants was their intended target. ICE took the three passengers into custody, who later said they were heading to work at a construction site when the shooting occurred, <a href="https://www.washingtonpost.com/immigration/2026/07/10/migrants-who-saw-man-killed-by-ice-houston-say-he-did-not-ram-officers/?utm_source=chatgpt.com" target="_blank" rel="noopener">according</a> to The Washington Post.
Araujo&#8217;s death was followed by another ICE-involved shooting in Biddeford, Maine, where an officer fatally shot Joan Sebastian Guerrero, a 25-year-old from Colombia, on Monday.
ICE said the Colombian migrant had “attempted to flee” and that the officer who fired the fatal shot was “fearing for public safety.”

ICE said the Houston shooting involved a Mexican illegal immigrant who &#8220;weaponized&#8221; his vehicle against ICE officers. Multiple ICE sources told The Daily Wire they have already had difficulties making arrests under the latest pause and are ready to start pulling over vehicles again.
&#8220;I&#8217;m happy,&#8221; one source said in response to Trump&#8217;s post.
&#8220;Hopefully they let us stop soon,&#8221; the source said, adding that it was &#8220;a lot harder&#8221; to make arrests under the pause.
Sources also questioned whether Trump was consulted before the pause was ordered.
&#8220;Not sure how they don&#8217;t consult Trump about this before they send out guidance to every field office,&#8221; one source said.
On Tuesday, Trump&#8217;s border czar Tom Homan credited Homeland Security Secretary Markwayne Mullin with making the decision to cease vehicle stops, adding that it wasn&#8217;t &#8220;a policy change&#8221; and just a &#8220;temporary pause.&#8221;
A White House official told The Daily Wire that Trump had officially overturned the freeze on vehicle stops. Sources within ICE, however, say they&#8217;ve yet to receive official orders to resume the tactic.

In <a href="https://x.com/SecMullinDHS/status/2077403133580357895">response</a> to Trump&#8217;s Truth Social post, Mullin said the Department of Homeland Security&#8217;s &#8220;#1 goal is to keep our officers safe and get criminals OFF our streets,&#8221; adding that &#8220;Illegal aliens will be arrested and deported wherever they are.&#8221;
&#8220;If you are here illegally, LEAVE NOW. As our officers carry out operations to enforce our nation&#8217;s laws, they are facing a more than 1,300% increase in vehicle attacks,&#8221; Mullin said.
“We remind illegal aliens attempting to evade arrest is dangerous. This reckless illegal alien activity comes after sanctuary politicians held webinars and shared resources for how to openly defy ICE,&#8221; he added.

A Clinton-appointed federal judge ordered the release of a Cuban national who hijacked a passenger plane in 2003, freeing him from Immigration and Customs Enforcement (ICE) detention after he served more than two decades in prison for his crimes.
Maikel Guerra Morales was released last week despite his role in the hijacking of a Cuban Airlines flight and forcing it to divert from Cuba to Florida. U.S. District Judge John E. Steele said he granted Morales&#8217; petition for release because he&#8217;d been held in ICE custody for too long.
During the hijacking, Morales assaulted the flight crew and forced the pilot to divert the aircraft to Key West, where it was intercepted by fighter jets, according to the New York Post, which cited his release order.
The U.S. Marshals Service arrested Morales, who was later convicted of aircraft piracy and conspiracy to interfere with a flight crew.
The Department of Homeland Security blasted Judge Steele&#8217;s decision.
“This activist judge forced ICE to release a criminal illegal alien who was convicted and sentenced to 22 years for hijacking a plane back into American communities,” Homeland Security Acting Assistant Secretary Lauren Bis said in a statement.
“This is yet another example of an activist judge trying to thwart President Trump’s mandate from the American people to remove criminal illegal aliens from our country. Under President Trump and Secretary Mullin, DHS will continue to fight for the detention and removal of criminal illegal aliens who have no right to be in our country,” she added.
DHS said Morales received a deportation order on March 1, 2023, and that ICE took him into custody in December 2025 after he completed his prison sentence.

ICE detainees, like Morales, have been increasingly filing what are known as habeas petitions to get released from detention centers across the country, <a href="https://www.dailywire.com/news/illegal-immigrants-found-a-new-way-to-get-released-from-ice-detention">as previously reported</a>.
In March, Timothy Courchaine, United States Attorney for the District of Arizona, told The Daily Wire that his office had gone from receiving 10 habeas petitions in immigration cases to “nearly a thousand” since Trump&#8217;s second term began.
“It is definitely a new trend … Now, those aren’t all just the bond hearings, but that’s the vast, vast, vast majority,” Courchaine told The Daily Wire.
“In most of them, they are [granting bond] … so we’ve been losing almost all of these and the folks will be released,” he added.
Immigration lawyers resort to filing habeas petitions after it becomes clear that their clients either have no chance of obtaining bond from immigration judges or have already been denied bond.
Scott Mechkowski, former ICE deputy field office director in New York, likened it to taking “two bites of the apple &#8230; because you essentially have the immigration judges already rendered that that person’s on bond eligible or not going to give them a bond.”

A Plane Hijacker From Cuba Is Walking Free Thanks To A Democrat-Appointed Judge

Federal immigration officers across the country have been told to stop pulling over vehicles after recent shootings in Maine and Texas.
Three Homeland Security sources told The Daily Wire Tuesday that they were told &#8220;no more vehicle stops for now.&#8221; The new directive has the potential to massively impact ICE&#8217;s ability to make arrests, as officers often prefer to catch targets during traffic stops rather than at suspects&#8217; homes, where illegal immigrants could have access to weapons. Officers also need a judicial warrant to enter a suspect&#8217;s home without their permission, but no such restriction exists for traffic stops.
&#8220;Numbers are going down, we can&#8217;t do sh*t,&#8221; an agency source fumed.
An ICE spokesperson said the agency is &#8220;always evaluating our procedures to keep our officers safe and criminals off our streets,&#8221; adding that &#8220;We will not disclose or discuss law enforcement tactics.&#8221;
The latest change provides limited exceptions when officers have a criminal warrant, with the agency saying that they must work with outside agencies to pull over the target.
The pause comes a day after a 26-year-old Colombian man was fatally shot by Immigration and Customs Enforcement (ICE) officers as they were trying to pull over his vehicle in Biddeford, Maine.
Maine Sen. Angus King (I-ME) said Homeland Security Secretary Markwayne Mullin told him the man who was shot was not the person ICE was trying to arrest, according to CNN. King was walking back a previous statement where he claimed that Mullin said the deceased man was ICE&#8217;s target.
In a statement Monday, ICE said the driver, who was shot and killed, &#8220;attempted to flee&#8221; and that the officer who fired their weapon was &#8220;fearing for public safety.&#8221;
“The driver of the vehicle was struck, and emergency services were immediately contacted. He passed away from his injuries,” ICE said.
Unlike during prior traffic stops-turned-shootings, ICE did not claim that the man shot and killed by officers tried to hit them with his vehicle, and emphasized that the incident is still under investigation. The deceased man&#8217;s identity has yet to be released.
The Biddeford Police Department and the FBI responded to the scene, while DHS&#8217; Office of Inspector General was “notified&#8221; of the incident, ICE said.
“This is a developing situation, and we will update the public when more information is available,” ICE said.
Last Tuesday, an ICE officer in Houston fatally shot Mexican illegal immigrant Lorenzo Salgado Araujo while conducting a vehicle stop. The Department of Homeland Security (DHS) said Araujo wasn&#8217;t their original target, but claimed that he &#8220;weaponized&#8221; his vehicle and tried to run over an officer, prompting one to fire &#8220;in self-defense.&#8221;
Anti-ICE protesters have taken to the streets in Texas and Maine to express their outrage over the latest shootings. Demonstrators attempted to storm Sen. Susan Collins’ (R-ME) office Monday, shouting “vote her out.”

Immigration and Customs Enforcement (ICE) released new details after a federal immigration agent fatally shot a man in Biddeford, Maine, on Monday.
The agency, which waited nearly 12 hours after the shooting to release any details, said that the incident took place around 7 a.m. local time when agents were &#8220;conducting targeted surveillance on the last known address of an illegal alien with a final order of removal.&#8221;
An illegal immigrant left the residence in a vehicle before ICE agents &#8220;attempted to conduct a vehicle stop.&#8221; When the driver &#8220;attempted to flee,&#8221; an officer &#8220;fearing for public safety&#8221; then fired his weapon, ICE said.
“The driver of the vehicle was struck, and emergency services were immediately contacted. He passed away from his injuries,&#8221; ICE said.

ICE&#8217;s statement did not allege that the man shot and killed by officers tried to hit them with his vehicle.
Local officials earlier identified the suspect as a 26-year-old Colombian man, but did not reveal his name.
Maine Sen. Angus King (I-ME) said Homeland Security Secretary Markwayne Mullin told him that the man who was shot was not their intended target, according to CNN. King made the statement while walking back an earlier claim he said Mullin made that the deceased man was the intended target.
“Senator King continued to emphasize the need for a full, comprehensive, and transparent investigation,” his office said in a statement.
The shooting comes just days after an ICE officer fatally shot a Mexican illegal immigrant, Lorenzo Salgado Araujo, in Houston.
Both shootings have sparked protests in both Texas and Maine. Anti-ICE demonstrators quickly assembled at Republican Maine Sen. Susan Collins&#8217; office Monday, shouting “Vote her out.”

What Happened During The Latest ICE-Involved Shooting

Before launching his latest bid for Senate, Democrat Roy Cooper implemented policies as North Carolina&#8217;s governor that created a sanctuary state and shielded some bad hombres from federal immigration authorities.
As governor, Cooper <a href="https://webservices.ncleg.gov/ViewBillDocument/2021/55334/0/S101-BILL-NBC-9598" target="_blank" rel="noopener">vetoed</a> a bill in 2022 that would&#8217;ve required local police to make an effort to determine the immigration status of inmates being held in their jails, and to notify Immigration and Customs Enforcement (ICE) of their findings.
At the time, the Democratic politician said the proposed legislation was &#8220;only about scoring political points and using fear to divide North Carolinians.&#8221; He went on to claim it could hurt local law enforcement&#8217;s &#8220;ability to protect their counties.&#8221;
In 2019, Cooper vetoed a similar bill to force local police to hold detainees for ICE to pick them up in compliance with federal immigration detainers.
After Cooper&#8217;s vetoes, several illegal immigrant criminals were shielded from ICE.

Local authorities allowed Guatemalan national Julio Cesar Xocop-Vicente to walk free after he was convicted in 2023 for driving under the influence and without a license, and had a criminal record that includes a previous arrest for assault on a female, <a href="https://www.ice.gov/news/releases/operation-charlottes-web-ice-arrests-criminal-illegal-alien-who-killed-15-year-old" target="_blank" rel="noopener">according</a> to ICE.
Xocop-Vicente went on to kill 15-year-old Amber Paris after speeding through a stop sign in a Charlotte neighborhood on November 24, 2025, the agency said in January after finally catching up to the suspect who had been let go for a second time.
Cooper was not serving as governor when the Guatemalan man was released for the second time.

Under Cooper&#8217;s leadership, Claudy Ngoy, of the Democratic Republic of Congo, also had multiple releases despite having a rap sheet.
Authorities charged the illegal immigrant in August 2020 with second-degree trespass, intoxicated and disruptive, and resisting a public officer, but the charges were subsequently dropped, according to court records.
Ngoy was charged with trespassing in December 2020 and a misdemeanor probation violation.
He was then caught for allegedly trespassing again in July 2021, but the charge was dismissed.
In August 2021, Ngoy was charged with possession of a controlled substance on prison or jail premises, which was ultimately dismissed by the district attorney.
Ngoy turned up on local law enforcement&#8217;s radar again in April 2023 for alleged breaking and entering, larceny, and resisting a public officer, according to court records. The charges for larceny and resisting an officer were dismissed, while he pleaded guilty to a lesser charge for breaking and entering.
Still, he was released onto the streets again, according to court records.
In July 2024, Ngoy was charged with trespassing and sentenced to one day behind bars, according to court records.
Ngoy allegedly assaulted a woman and was hit with another trespassing charge in August 2024, for which he received a 35-day sentence, per court records.
Authorities hit Ngoy with an indictment for assault with a deadly weapon with intent to kill in January 2025, after Cooper left office. He was released the next month and <a href="https://www.dhs.gov/news/2026/02/23/wowdhsgov-over-weekend-ice-arrests-pedophiles-rapists-violent-assailants-and-other" target="_blank" rel="noopener">ICE</a> was able to quickly nab him.
ICE issued a detainer with the Mecklenburg County Sheriff&#8217;s Office in May 2019 for the arrest of Honduran national Luis Analberto Pineda-Anchecta after he was charged locally for domestic assault, according to The Charlotte Observer. Pineda-Anchecta, who was previously deported in 2006 after entering the country illegally, was released on bond.
Four days later, he allegedly kidnapped his ex-girlfriend, wrapping a plastic rope around her neck and driving her to a fishing hole where he planned to kill her, The Charlotte Observer reported. During the incident, he allegedly told her &#8220;I love you and I’m going to kill you.”
Days later, Pineda-Anchecta was arrested after an hours-long standoff with local police, according to WBTV. ICE filed a detainer in the case, but the request was reportedly ignored by the Mecklenburg County Sheriff&#8217;s Office.
ICE tracked him down the next day and took him into custody while he was sitting in a vehicle that had a loaded firearm and ammunition inside, according to The Charlotte Observer.
Cooper&#8217;s Senate campaign didn&#8217;t respond to a request for comment.

Authorities released an Uzbek trucker who couldn&#8217;t speak English after he allegedly killed a star college soccer goalie.
The crash occurred on July 5, when <a href="https://www.dailywire.com/news/foreign-trucker-who-couldnt-speak-english-accused-of-killing-college-soccer-star">Bekhzod Asrarov</a>, 42, rammed his semi-truck into the back of University of Massachusetts Lowell men’s soccer goalie Tobias Christopher Forsythe’s vehicle on Interstate 71 in Madison County, Ohio.
Asrarov is charged with tampering with evidence after he &#8220;ripped out his dash cam and hid it in his pocket,&#8221; Transportation Secretary Sean Duffy said, adding that the trucker &#8220;failed his English language proficiency test&#8221; and that &#8220;state troopers had to use Google Translate to talk to him.&#8221;
Local prosecutors said more charges could be coming after the completion of crash reconstruction and toxicology reports.
Last week, Asrarov was released from jail without bond, <a href="https://www.nbc4i.com/news/local-news/madison-county/truck-driver-in-madison-county-crash-that-killed-gahanna-graduate-released-without-bond/" target="_blank" rel="noopener">according</a> to NBC4. He was given an ankle monitor before walking free.
Asrarov&#8217;s defense argued that the Uzbek national was in the country legally, maintained residence in Maineville, Ohio, had no criminal record, and maintained a &#8220;flawless&#8221; driving history, according to NBC4.
The trucker entered the United States legally in 2024 and was granted a green card by the Biden administration, the Department of Homeland Security (DHS) told The Daily Wire.
Forsythe played for Ashland University and Shawnee State University, where he started all 17 games during the 2025 season before joining the UMass Lowell team in 2026. The 21-year-old was also an economics major.
&#8220;We cannot let truckers like Asrarov, who can’t read our road signs or speak to law enforcement, drive 80,000-pound rigs on America’s highways,&#8221; Duffy said on X Tuesday.
&#8220;I am praying for Toby’s family and loved ones after this horrible loss. We will never stop fighting to keep these dangerous truck drivers OFF THE ROAD so no other parents have to endure this unimaginable grief,&#8221; Duffy added.
The head coach of the UMass Lowell men’s soccer program, Kyle Zenoni, described Forsythe as an incredible student-athlete and an &#8220;even better person.&#8221;
&#8220;He was humble, honest, selfless, and the definition of hard work,&#8221; Zenoni said in a previous statement.
&#8220;Every single day, he showed up ready to compete, improve, and do whatever was asked of him. He never looked for shortcuts and never expected anything to be given to him — he simply wanted the opportunity to earn it,&#8221; Zenoni added.
The <a href="https://www.dailywire.com/news/ice-zeroes-in-on-illegal-immigrant-trucker-accused-of-killing-state-trooper">Trump administration</a> has pushed to enforce English-language requirements for truckers while threatening to withhold federal funding from states handing commercial driver&#8217;s licenses to illegal immigrants.
In one recent incident, a Haitian semi-truck driver allegedly killed a Pennsylvania state trooper in a devastating crash. The Biden administration allowed the foreign trucker into the United States through its signature humanitarian parole program, which allowed migrants to fly directly into the country and bypass the border, <a href="https://www.foxnews.com/us/illegal-immigrant-truck-driver-charged-death-trooper-who-moved-home-care-mom-cancer" target="_blank" rel="noopener">according</a> to Fox News.
The Haitian illegal immigrant later received a Massachusetts commercial driver&#8217;s license, allowing him to work as a truck driver, the outlet reported.
