'It does raise some serious questions."

Pennsylvania Governor Josh Shapiro (D) suggested on Sunday that “law enforcement” should investigate Elon Musk after the billionaire tech executive announced an offer to give $1 million each day to a randomly-selected person who signs a petition from his super PAC.

Kristen Welker, moderator of NBC’s “Meet The Press,” asked Shapiro if such an offer is legal after Musk announced the idea during a town hall in Harrisburg, Pennsylvania, on Saturday night. Musk has been holding events in the swing state to rally support for former President Donald Trump‘s White House campaign.

“I think there are real questions with how he is spending money in this race, how the dark money is flowing, not just into Pennsylvania, but apparently now into the pockets of Pennsylvanians. That is deeply concerning,” Shapiro said.

“Look, Musk obviously has a right to be able to express his views,” he added. “He’s made it very, very clear that he supports Donald Trump. I don’t – obviously, we have a difference of opinion. I don’t deny him that right. But when you start flowing this kind of money into politics, I think it raises serious questions that folks may want to take a look at.”

Welker pressed Shapiro again on whether he thinks the offer was legal or not, to which the governor replied: “I think it’s something that law enforcement could take a look at. I’m not the attorney general anymore of Pennsylvania. I’m the governor, but it does raise some serious questions.”

Shapiro served as attorney general of Pennsylvania from 2017 to 2023 before becoming governor. Vice President Kamala Harris considered Shapiro as a running mate, among others, before she settled on Minnesota Governor Tim Walz. Shapiro has since hit the campaign trail for the Harris-Walz ticket.

Musk, who owns X and other companies such as Tesla and SpaceX, said at his event on Saturday that he would be giving $1 million every day until Election Day to a random person who signed the America PAC petition that pledges support for the First and Second Amendments. He noted the offer was meant to help get the word out about the petition as “the legacy media won’t report on it.” Musk then revealed a man named John Dreher was the first winner and handed off a giant check.

The America PAC website says one petition signer will earn $1 million in Pittsburgh on Sunday and a signer will get the same amount in Pennsylvania on Monday. Then, each day from Tuesday until November 5 — Election Day — one petition signer from the battleground states of Pennsylvania, Georgia, Nevada, Arizona, Michigan, Wisconsin, or North Carolina will earn $1 million. America PAC is also offering $47 to anyone who refers a registered swing state voter to sign the petition, and for Pennsylvania in particular, $100 for signers and those who refer another petition signer.
