Top lawmakers on the House Oversight Committee will review an FBI document containing allegations that President Joe Biden received a multi-million-dollar bribe from an “adversarial country” on Monday.

Committee chairman Rep. James Comer (R-KY) and ranking member Rep. Jamie Raskin (D-MD) will review the document in a secured facility, known as the SCIF, for reviewing sensitive intelligence. The document will not be handed over to Congress, despite recent reports suggesting otherwise.

“Chairman Comer will receive a briefing from the FBI and review the document on Monday. Chairman Comer has been clear that anything short of producing the FD-1023 form to the House Oversight Committee is not compliance with his subpoena. This unclassified record contains pages of details that need to be investigated further by the House Oversight Committee,” an Oversight Committee spokesperson told The Daily Wire in a statement.

Congressional Republicans, led by Comer, have threatened to hold the FBI and Director Christopher Wray in contempt of Congress for refusing to comply with a subpoena for the 1023 form. Comer and his committee have led an investigation into allegations of influence peddling and corrupt dealings involving members of Biden’s family.

Wray has said that releasing the form, though unclassified, risks revealing sensitive FBI sources and intelligence gathering techniques. The FBI head spoke with Comer and Sen. Chuck Grassley (R-IA) on Wednesday and offered the lawmakers the chance to review the form in question, but refused to turn it over.

“Today, FBI Director Wray confirmed the existence of the FD-1023 form alleging then-Vice President Biden engaged in a criminal bribery scheme with a foreign national,” Comer said in a statement after the call with Wray. “However, Director Wray did not commit to producing the documents subpoenaed by the House Oversight Committee.”

“While Director Wray — after a month of refusing to even acknowledge that the form existed — has offered to allow us to see the documents in person at FBI headquarters, we have been clear that anything short of producing these documents to the House Oversight Committee is not in compliance with the subpoena,” he said.

The FBI said in a statement that Wray is trying to accommodate the lawmakers’ request while “protecting the confidentiality and safety of sources and important investigative sensitives.”

Little is known about the 1023 form. In an interview on Newsmax on Thursday, Comer said that the form contains allegations that Biden, when he served as vice president in the Obama administration, accepted a $5 million bribe from an “adversarial country.” He said that the country was not China, Romania, or Ukraine, which the committee has already uncovered Biden family financial ties to.

“The most reputable country that the Biden family was taking money from was China, if that tells you anything,” Comer said.
