The announcement from Kim Jong Un comes a day after South Korea <a href="http://www.foxnews.com/world/2018/01/03/north-korea-to-reopen-cross-border-communication-with-south-korea-seoul-says.html">proposed</a> coordinating talks with North Korea about the upcoming Winter Olympics.</p>
