Activist group One Fair Wage is pushing a 2026 ballot effort in Maryland to get a $25 minimum wage, which would be much higher than any other state in the nation – sparking concerns from some economists about the potential impact.
“$25 isn’t radical! It’s survival,” the group posted to X on Friday morning. “One Fair Wage is pushing a 2026 ballot measure to make Maryland the first state with a true living wage for all workers.”
The federal minimum wage is $7.25 an hour, but many states and territories go beyond that, with California at $16.50 an hour and Washington, D.C., at $17.95 an hour. If One Fair Wage’s proposal went into effect, a full-time worker could make a minimum of $52,000 a year.
Maryland-based economist Rachel Greszler, Senior Research Fellow at The Heritage Foundation, said that the proposal could create serious issues because of its drastic nature.
The Old Line State’s minimum wage is currently $15 an hour, with Montgomery County having a minimum wage as high as $17.65 for companies over 51 people.

“I think it’s insane. Maryland’s already trying to compete, especially with Virginia nearby, and you were losing businesses, especially the small businesses, which are disproportionately affected by high minimum wages, and to do this is just gonna exacerbate the problems that we’re having with the budget, of course, and of having good jobs for people,” she said, noting that “good intentions don’t necessarily lead to good outcomes.&#8221; Virginia&#8217;s minimum wage will go $12.77 an hour starting January 1.
“You need these starting wages to be able to step onto the ladder and then be able to climb it. If that first step is $25 an hour or $52,000 a year, a lot of people would just never be able to step onto it,” she said, noting the risk of youth employment decline even further.
Greszler wrote in September for the <a href="https://epicforamerica.org/education-workforce-retirement/americas-youth-employment-lacking/" target="_blank" rel="noopener">Economic Policy Innovation Center</a> that teen employment has gone down 15.6% since 2000 to only 30%.
Non-partisan business groups have also raised concerns about the suggested increase.
&#8220;We understand that many Marylanders are struggling with the cost of living and want better opportunities to get ahead. But Maryland&#8217;s economy is already struggling to create and keep jobs, and raising the minimum wage to $25 would make it even harder,” the Maryland Chamber of Commerce told <a href="https://www.wmar2news.com/local/a-minimum-wage-of-25-an-hour-in-maryland-could-be-put-to-a-vote-in-2026" target="_blank" rel="noopener">WMAR 2 News Baltimore</a> in November.
If it makes it to the ballot, Greszler is not confident that the measure would pass, despite the hope from activists that it could excite voters, according to WMAR.
“I think it’s such a big jump,” she said. “I could see them going for a smaller one.”
The economist noted that she feels “sympathy” on the issue due to cost-of-living concerns, but added that “there’s no way that that’s gonna be sustainable.”
“Half of people who earn it are under age 24. It’s primarily teenagers. And more than half of the people who are earning the minimum wage are just working part-time,” she noted.

Democrat strategists have revealed their latest plan to retake the White House: Project 2029.
Project 2029 aims to create a list of policies for the next Democrat presidential nominee, The New York Times <a href="https://www.nytimes.com/2025/06/30/us/politics/democrats-project-2029.html?unlocked_article_code=1.S08.3w9n.qKQ9kNPgnL-o&amp;smid=url-share">reported</a>.
Andrei Cherny, a former Bill Clinton speechwriter and Arizona congressional candidate, is organizing the effort through Democracy: A Journal of Ideas, a liberal thought magazine Cherny co-founded in 2006.
The name is a play on the Heritage Foundation&#8217;s Project 2025, despite leftists making it the center of their attacks against President Donald Trump in 2024. Trump repeatedly <a href="https://www.dailywire.com/news/trump-again-addresses-project-2025-says-dems-are-engaging-in-pure-disinformation">distanced</a> himself from the project, <a href="https://www.donaldjtrump.com/agenda47">focusing</a> instead on Agenda 47.
But Cherny plans to use Project 2029 to &#8220;rally leading Democratic presidential candidates,&#8221; the Times said.
Cherny launched Project 2029 after the failed Kamala Harris campaign. He said Harris failed because she ran against Trump instead of for her own policies, the Times reported.
Cherny told the Times that Project 2029 will release over the next two years in quarterly installments and will eventually be made into a book, like Project 2025.
The advisory board for Project 2029 &#8220;includes Jake Sullivan, the national security adviser under former President Joseph R. Biden Jr.; Anne-Marie Slaughter, the former president of the New America Foundation; the economist Justin Wolfers; Felicia Wong, until recently the president of the progressive Roosevelt Institute; and Jim Kessler, a founder of the centrist group Third Way,&#8221; the Times said.
Cherny called the group &#8220;the Justice League&#8221; or &#8220;the Avengers of public policy,&#8221; the Times reported. The board will work through policy differences at public conferences.
The Times did not report the project&#8217;s planned policies, but a March 2025 Democracy article, <a href="https://democracyjournal.org/arguments/needed-a-peoples-project-2029/">titled</a> &#8220;Needed: A People&#8217;s Project 2029,&#8221; proposes increasing the minimum wage.
&#8220;Bold, popular solutions like a $25 minimum wage and ending the subminimum wage are just the beginning,&#8221; the article said.

Project 2029 comes as Democrats are trying to course-correct after the 2024 election.
In November 2024, Democrat strategist Julian Epstein <a href="https://www.dailywire.com/news/democrat-strategist-the-left-has-a-wokeness-moral-condescension-problem">said</a> that the Democrats needed to recruit “better candidates and they need to move back to the center on economic and cultural policies.”
Epstein said the Democrats had become the &#8220;party of wokeness&#8221; and &#8220;moral condescension.&#8221;
&#8220;And what that has done is it has caused the Left to shut its ears and to stop listening to people,&#8221; he said. &#8220;And it’s made it a lot dumber.&#8221;
In April 2025, CNN chief data analyst Harry Enten said approval ratings of Democratic leaders have fallen dramatically since last year. In 2024, Democrats in Congress had an 80% approval rating. Senator Josh Hawley joined with a Democrat colleague on Tuesday to introduce a bill that would raise the federal minimum wage to $15.
&#8220;For decades, working Americans have seen their wages flatline,” the Missouri Republican told <a href="https://www.cbsnews.com/news/josh-hawley-raise-federal-minimum-wage/" target="_blank" rel="noopener">CBS News.</a> “One major culprit of this is the failure of the federal minimum wage to keep up with the economic reality facing hard-working Americans every day.”
Along with Sen. Peter Welch (D-VT), Hawley introduced the Higher Wages for American Workers Act, which would raise the federal minimum wage from $7.25 an hour, where it’s been since 2009. The bill would also provide a tax credit for workers making under minimum wage.
&#8220;We&#8217;re in the midst of a severe affordability crisis, with families in red and blue states alike struggling to afford necessities like housing and groceries,&#8221; Hawley said. &#8220;Every hard-working American deserves a living wage that helps put a roof over their head and food on the table — $7.25 an hour doesn&#8217;t even come close.&#8221;
Hawley is the latest Republican lawmaker to challenge his party’s economic orthodoxy. But it’s unclear if Hawley’s colleagues will throw their support behind his effort. In 2021, every Republican Senator voted against a <a href="https://www.wusa9.com/article/news/nation-world/senators-vote-15-dollar-minimum-wage/507-ca50e569-4757-4bed-a13f-f687853c85c0" target="_blank" rel="noopener">proposal</a> to institute a $15 minimum wage. Conservative groups like the Heritage Foundation have <a href="https://www.heritage.org/jobs-and-labor/commentary/increasing-the-minimum-wage-comes-too-high-price-workers" target="_blank" rel="noopener">historically opposed</a> minimum wage hikes.
Opposition is already mounting against Hawley’s proposal.
“Sen. Hawley should know better,”<a href="https://www.restaurantbusinessonline.com/workforce/republican-senator-wants-more-double-federal-minimum-wage"> said</a> Rebekah Paxton, research director at the Employment Policies Institute. “This proposal would more than double the minimum wage and slash over 800,000 jobs.”
“Hawley’s proposal would take similar failed policies like California’s and export them nationwide,” Paxton <a href="https://fox59.com/news/national-world/federal-minimum-wage-would-rise-to-15-under-sen-hawley-bill/">continued</a>.
California recently raised the minimum wage for fast food workers to $20 an hour — a policy that has caused restaurants to cut staff and reduce hours, <a href="https://www.wsj.com/business/hospitality/california-restaurants-cut-jobs-as-fast-food-wages-set-to-rise-eb5ddaaa?mod=hp_lead_pos4" target="_blank" rel="noopener">according</a> to The Wall Street Journal.
At least one Senate Republican has already come out against Hawley’s proposal.
“I don&#8217;t even know why we have a &#8216;federal minimum wage&#8217; to be honest,&#8221; Sen. Kevin Cramer (ND) <a href="https://x.com/atrupar/status/1932443558260138493" target="_blank" rel="noopener">said in an interview</a> with Fox Business today. “I think the market works really well,” he said, adding, “I just think manipulating markets with mandatory wages doesn&#8217;t make any sense.&#8221;

For the <a href="https://californiaglobe.com/fr/voters-hand-gov-newsom-first-statewide-minimum-wage-ballot-failure-in-california-history/" target="_blank" rel="noopener">first time</a> in California history, a ballot measure seeking a statewide minimum wage increase has failed.
The ballot measure results were finally called by the <a href="https://apnews.com/article/california-proposition-32-minimum-wage-ballot-68e5320b2716d2a5844dc51b97a6e235" target="_blank" rel="noopener">Associated Press</a> on Tuesday, two weeks after Election Day. California Proposition 32, which would have increased the minimum wage to $18 an hour by 2026, failed by approximately <a href="https://ballotpedia.org/California_Proposition_32,_$18_Minimum_Wage_Initiative_(2024)" target="_blank" rel="noopener">240,000 votes</a>, a less-than-2% difference.
The proposition was strongly opposed by the California Chamber of Commerce, which argued that the measure would increase taxes and force businesses to cut jobs, according to the AP. Earlier this year, Democrat-led California <a href="https://www.dailywire.com/news/ca-fast-food-joints-warn-of-price-hikes-ahead-of-new-minimum-wage-definitely-going-to-pass-this-on" target="_blank" rel="noopener">instituted</a> a $20-an-hour minimum wage for fast-food workers, a move that caused many restaurants to hike prices and cut back on staff.
&#8220;Californians are sending Gavin Newsom and the SEIU a clear message: They&#8217;re sick of being lab rats for their pet projects,&#8221; said Rebekah Paxton, research director at the Employment Policies Institute (EPI), a conservative think tank. &#8220;Voters saw the devastating economic fallout of the $20 fast food minimum wage law, and for the first time in state history, voted against a statewide minimum wage hike.&#8221;
An EPI <a href="https://epionline.org/app/uploads/2024/07/2024-06-California-Limited-Service-Restaurant-Operator-Survey-Final-Booklet.pdf" target="_blank" rel="noopener">survey</a> of 182 limited-service restaurant operators in California published in July found that 98% of fast-food restaurants in the Golden State increased prices after the minimum wage hike, 89% reduced employee hours, and 70% reduced the size of their staff.
In September, Newsom wrote an <a href="https://www.foxnews.com/opinion/gavin-newsom-critics-said-californias-minimum-wage-increase-would-job-killer-opposite-happened" target="_blank" rel="noopener">opinion piece</a> published by Fox News arguing that the &#8220;modest&#8221; fast-food minimum wage increase resulted in more fast-food jobs in the state along with &#8220;better working conditions, reduced financial stress and greater opportunities for upward mobility.&#8221;
&#8220;Our commitment to raising the minimum wage is a testament to California&#8217;s values,&#8221; Newsom wrote. &#8220;We believe in fairness, equity and the idea that everyone deserves a chance to succeed. And these results dispel the cynics who say we must choose between protecting workers and growing the economy.&#8221;

The broader minimum wage hike that went before voters earlier this month was pushed by unions such as the SEIU and UFCW 770. Kathy Finn, president of UFCW 770, which represents around 30,000 workers, said, &#8220;Proposition 32’s failure to pass is disappointing for all Californians who believe that everyone who works should earn enough to support their families.&#8221;
California&#8217;s minimum wage is already one of the <a href="https://pro.bloomberglaw.com/insights/labor-employment/these-states-have-the-highest-and-lowest-minimum-wages/" target="_blank" rel="noopener">highest</a> in the country at $16 an hour for most workers, and six cities and counties in the state already have an $18-an-hour minimum wage. West Hollywood has the highest minimum wage in the state at $ 19.08 an hour for non-hotel employees, set to increase to $19.65 on January 1.

A <a href="https://www.dailywire.com/topic/mcdonalds" target="_blank" rel="noopener">McDonald&#8217;s</a> location in <a href="https://www.dailywire.com/topic/san-francisco" target="_blank" rel="noopener">San Francisco</a> closed after more than three decades in a move the franchisee owner partially attributed to California&#8217;s newly-implemented <a href="https://www.dailywire.com/topic/minimum-wage" target="_blank" rel="noopener">minimum wage</a>.
The fast-food restaurant at Stonestown Galleria shopping mall near San Francisco State University and a high school shut down over the weekend.
Franchisee Scott Rodrick <a href="https://www.sfchronicle.com/sf/article/stonestown-mcdonald-s-closes-30-years-blaming-19531095.php" target="_blank" rel="noopener">told the San Francisco Chronicle</a> there were two main reasons behind the &#8220;long and difficult&#8221; decision to shut down the location that he purchased in 2014.
Rodrick blamed a failure to reach a deal on rent with the landlord as he noted the property taxes and tenant fees are relatively high at the shopping mall.
California&#8217;s $20 minimum wage for fast-food workers — that Democratic Governor Gavin Newsom <a href="https://www.gov.ca.gov/2023/09/28/california-increases-minimum-wage-protections-for-fast-food-workers/" target="_blank" rel="noopener">signed</a> last year and went into effect on April 1 — was the second issue he mentioned.
The change proved to be &#8220;an extraordinary headwind against operating a successful, family owned business,&#8221; Rodrick said.
&#8220;It has never been as challenging in my 30 years of owning a franchise in California as it is today,&#8221; he added.
Rodrick told <a href="https://www.news3lv.com/news/nation-world/san-fran-mcdonalds-closes-after-30-years-cites-high-property-tax-minimum-wage-increase-consumer-business-revenue-loss-management-decisions-longevity-control-losses" target="_blank" rel="noopener">local ABC affiliate KGO-TV</a> that all of the employees at the shuttered McDonald&#8217;s were offered jobs at nearby locations and most chose to remain with the company.
The home of the Big Mac is not the only chain in which there have been restaurant closures after California instituted its $20 minimum wage earlier this year.
Rubio&#8217;s Coastal Grill <a href="https://www.restaurantdive.com/news/rubios-closes-48-stores-california-minimum-wage-impact/717792/" target="_blank" rel="noopener">announced</a> earlier this month the closure of 48 locations in California while <a href="https://www.latimes.com/business/story/2024-06-03/rubios-coastal-grill-citing-rising-business-costs-abruptly-shuts-down-48-restaurants-in-california" target="_blank" rel="noopener">citing rising business costs</a> in the state. The chain <a href="https://www.foxbusiness.com/lifestyle/california-based-rubios-coastal-grill-files-bankruptcy" target="_blank" rel="noopener">filed for bankruptcy</a> soon afterwards.
A letter posted at the entrance of the McDonald&#8217;s restaurant at Stonestown Galleria announced to customers that the location was permanently closing on Sunday, <a href="https://www.kron4.com/news/bay-area/mcdonalds-at-stonestown-closes-after-more-than-30-years-in-san-francisco/" target="_blank" rel="noopener">according to local station KRON4</a>.
&#8220;It has been a pleasure for my entire team and I to serve the 19th Avenue and Ingleside neighborhoods for more than 30 years,” Rodrick wrote in the message.
He added, &#8220;We are thankful to have been a part of your daily meal routine, either for an Egg McMuffin in the morning or a Happy Meal with the kids after an afternoon of shopping at Stonestown.&#8221;

California&#8217;s legislature is trying to delay a new $25 minimum wage for health care workers after Democrats realized it will have larger ramifications for the state&#8217;s budget.
Governor Gavin Newsom (D) signed the law back in October despite warnings from legislative analysts about the high cost to the state itself.
The Democrat-controlled legislature is now scrambling to delay the <a href="https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202320240SB525" target="_blank" rel="noopener">law</a>, which is set to take effect on June 1 and would start phasing in a $25 minimum wage for healthcare workers by 2028.
The state has predicted the new minimum wage law will likely cost California another $4 billion a year. This is mainly because Medicaid costs would jump, and the state would have to pay more to its own workers at state-owned health care facilities.
Health care providers have also warned that mandating higher pay could force them to pare down patient services. Some California hospitals <a href="https://calmatters.org/health/2024/05/minimum-wage-health-care-deadline/" target="_blank" rel="noopener">say</a> they expect the law to cost them tens of millions of dollars.
Meanwhile, California&#8217;s budget deficit is now a <a href="https://www.wsj.com/articles/californias-25-an-hour-minimum-wage-boomerang-newsom-healthcare-d86c8515" target="_blank" rel="noopener">whopping</a> $45 billion.
Last week, Newsom presented his latest budget proposal. He said that the governor&#8217;s office, the legislature, and supporters of the new minimum wage are currently working out a deal on potential changes to the law.
“This budget will not be signed without that deal that we committed to being addressed,” Newsom <a href="https://calmatters.org/health/2024/05/minimum-wage-health-care-deadline/" target="_blank" rel="noopener">said</a>.
However, it is not clear whether a deal will be reached before Saturday, when the law takes effect. It is also not clear what the sticking points are in the negotiations.
If no changes are made by this weekend, the minimum wage for health care workers will jump to between $18 and $23 an hour, depending on the health care provider. By 2028, almost all workers at health care facilities in California will be paid at least $25 an hour.
Some health care facilities have <a href="https://calmatters.org/health/2024/05/minimum-wage-health-care-deadline/" target="_blank" rel="noopener">already</a> begun raising wages for workers in anticipation of the law. Others have not done so yet.
California&#8217;s current minimum wage for all workers is $16 an hour.
In September, Newsom also signed a law establishing a new $20 an hour minimum wage for fast food workers, which kicked in last month. However, the governor carved out several expeditions, <a href="https://www.thecentersquare.com/california/article_7f58528e-ebbb-11ee-88bd-27a7c58ce048.html" target="_blank" rel="noopener">including</a> for fast food restaurants located on certain government-owned lands.
Since the law was signed, California fast food restaurants have increased prices by 10% overall, more than any other state, <a href="https://abcnews.go.com/GMA/Food/california-restaurants-face-stark-realities-burdens-after-minimum/story?id=109741431" target="_blank" rel="noopener">according</a> to the market research firm, Dataessential.
One Pizza Hut franchise operator said it was laying off 1,200 drivers, and Chipotle and Mcdonald&#8217;s said they would raise prices as a result of the law.

For several years now, Democrats in the state of California have enjoyed all the perks of one-party rule. With supermajorities in the state assembly, they don&#8217;t have to deal with an opposition party. They certainly don&#8217;t need to provide any kind of transparency to the public. They&#8217;re completely free to enact the Democratic Party&#8217;s grand vision — just like the leaders of notorious utopias like Baltimore, Selma, Detroit, or Oakland. If states are the laboratories of democracy, then California is the laboratory of the Democratic Party. Whatever Democrats want, they get.
That&#8217;s why hundreds of thousands of people flee California every year and it&#8217;s why a lot more are about to leave the state. California, without much discussion or debate, just raised its minimum wage for certain fast-food workers to $20 an hour. This is a 25% wage hike, up from $16 an hour. The law applies to chains with 60 or more locations in California, including franchises — many of which are family-owned.
The totally foreseeable and inevitable followed, and a bunch of fast-food chains announced mass layoffs. Others started raising prices, and at least one restaurant so far has closed down completely. Watch:

Those employees at Foster&#8217;s Freeze went from $16 an hour to zero dollars an hour, thanks to the minimum wage hike which California declared a &#8220;win for workers.&#8221; And they&#8217;re not alone.
When this law was signed, two large Pizza Hut franchisees <a href="https://www.nrn.com/top-500-restaurants/two-california-pizza-hut-franchisees-lay-delivery-workers-ahead-minimum-wage" target="_blank" rel="noopener">laid off</a> more than 1,200 delivery drivers. In San Jose, The Wall Street Journal reports that two small Vitality Bowls restaurants have <a href="https://www.wsj.com/business/hospitality/california-restaurants-cut-jobs-as-fast-food-wages-set-to-rise-eb5ddaaa" target="_blank" rel="noopener">cut their workforce</a> in half. Restaurants like Jack in the Box are &#8220;testing fryer robots and automated drink dispensers&#8221; so they can fire more employees soon. Hours are being cut and of course, prices are going up too, across the board. 
The New York Post <a href="https://nypost.com/2024/04/02/us-news/californias-20-fast-food-wage-raises-prices-by-up-to-1-80/#" target="_blank" rel="noopener">reported</a>, at one Los Angeles-area Burger King, prices for a Texas Double Whopper went from $15.09 on March 29 to $16.89 on April 1, once the law went into effect. That&#8217;s an increase of nearly $2 for the same exact — already horrifically overpriced — food in just two days. The Big Fish meal went up by $4, from $7.49 to $11.49. That&#8217;s the precise increase in hourly wage, passed directly onto customers. Several other menu items went up &#8220;anywhere from 25 cents to a dollar,&#8221; the Post found. 
From what I’ve seen, some of the advocates of the minimum wage hike on social media have tried to dismiss the concerns over the price hikes by saying that 25 cents to a dollar isn’t a very steep increase. But what they’re ignoring is that, first of all, as a percentage of the overall price of the item, these hikes are already significant. And second, this law has been in effect for less than two days and this is what has happened only in that time frame. We can assume that prices will continue to go up.

One of the many fast-food companies raising prices is the fried chicken restaurant Raising Cane&#8217;s. The CEO of the company went on CNBC recently to talk about the impact of this legislation on his business.
Now, based on everything you&#8217;ve just read, you might assume that the CNBC anchor conducting the interview would have a dim view of this new legislation. After all, you&#8217;d expect someone at a business-oriented network to understand that higher prices and fewer jobs are generally a bad thing. But here&#8217;s how she frames her question:

The CEO doesn&#8217;t really answer the question, probably because he&#8217;s there for a nice PR opportunity and he doesn&#8217;t get adversarial or maybe he wasn&#8217;t paying attention. But it&#8217;s an incredible question to ask in earnest, which she appears to be doing. If you give minimum wage workers a raise, but in the process make it more expensive for them to live and eat, you have not really given them a raise. You haven&#8217;t made it easier for them to purchase more chicken fingers.
This is especially the case for the many workers who have already lost their jobs because of it, and the many more who will in the near future.
The fact that this is apparently difficult to say out loud — even for the CEO of Raising Cane&#8217;s — tells us a lot about how California got in this position. Very few people in the state seem to understand basic principles of economics — or at least, they don&#8217;t want to talk about them. But the fast food workers themselves understand what&#8217;s going on here. They realize that they didn&#8217;t actually get a raise.

How does a fast-food worker understand the economics of this situation better than the CNBC anchors? Why is she raising issues that California politicians don&#8217;t seem to understand? Whatever the answer is, this is getting to be a running theme in California.
A couple of years ago, California sent out millions of &#8220;inflation relief checks,&#8221; which accomplished <a href="https://www.cnn.com/2022/09/30/politics/inflation-relief-checks/index.html" target="_blank" rel="noopener">nothing</a> except making inflation even worse. But there was no opposition party that could block those checks, just like there&#8217;s no opposition party to block this minimum wage increase.
In fact, in California, the labor unions <a href="https://www.kcra.com/article/california-fast-food-law-panera-newsom-nda/60117858" target="_blank" rel="noopener">obtained</a> nondisclosure agreements during the negotiations for the minimum wage bill. So no one can talk about how exactly this bill came about. There&#8217;s never going to be a full explanation for why Gavin Newsom&#8217;s friend and donor at Panera Bread managed to secure an exemption for fast-food restaurants that make bread, for example. (Not that we really need an explanation for that. It&#8217;s the kind of naked corruption that one-party states are well known for).
But you don&#8217;t need an insider&#8217;s look into the legislative process to know how poorly conceived this law is. That&#8217;s because, after the bill was passed, legislators went back and <a href="https://news.bloomberglaw.com/in-house-counsel/california-airports-stadiums-now-exempted-under-fast-food-law" target="_blank" rel="noopener">added</a> a bunch of other exemptions, including fast-food locations in airports and stadiums. That&#8217;s how you know you&#8217;re dealing with a very well-thought-out law — the legislators just go back and redo it a few weeks later. These are the people manipulating the economy in the most populated state in the country. They&#8217;re doing it as haphazardly as you&#8217;d expect.
The truth is that raising the minimum wage (by 25%, which is obviously a very sizable hike) in the midst of inflation and a struggling economy is incredibly stupid. There&#8217;s really no other word for it. It attempts an end-run around the actual problems facing Californians. Except, really, it&#8217;s worse than that. They aren&#8217;t just avoiding the problems, but actively making everything worse. They’re trying to solve problems by creating more of the problems they’re allegedly trying to solve. And they aren’t done. 
In fact, some leaders in California think that $20 an hour is still too low. It’s not even half of what they think the minimum should be. Here’s Rep. Barbara Lee:

Just do the math. Do the math, says the woman who apparently can’t add two plus two. She wants to mandate six-figure incomes for the people who run the cash register at McDonald’s. You notice that she was asked about the economic sustainability of such a plan and did not pretend to even address that concern. That’s because it is, of course, not sustainable at all. $20 an hour isn’t even sustainable. $20 an hour has already caused a bloodbath of layoffs and price hikes. $50 an hour would simply be the end of commerce in California, which means the end of California itself. So, on second thought, maybe her plan has some benefits.
But you notice what Lee said in that clip. She said that a family of four needs a six-figure income just to get by. That’s not really true — you can get by on less, my family did at one time — but think about how that applies here. She’s saying that minimum wage workers need a massive, mandatory raise because that’s what’s necessary for families of four to survive. This obviously implies that there are a lot of single-income households of four where the breadwinner makes minimum wage. But that’s not generally the case, and this is really, perhaps, the most important point here. Minimum wage jobs are not meant to be careers. These are supposed to be jobs for teenagers working part-time while they finish high school. These aren’t jobs that grown adults with kids and mortgages are supposed to be doing for years on end. So if you’ve been working at a job for five or ten years and you still make minimum wage, there’s obviously a serious problem — and it’s not one a minimum wage hike can solve.

Personally, I want every minimum wage worker to get a hefty raise. But that can be achieved, and should be achieved, by earning a raise. It can also be achieved by getting some work experience under your belt and then finding a better job somewhere else. Minimum wage is supposed to be a stepping stone. Not a foundation to build your life on.
It’s a bit like if lawmakers passed a law declaring that all tent manufacturers must make their tents big enough and sturdy enough that they can be lived in for six months at a time. But that’s not what tents are supposed to be used for. That’s not what a tent is. A tent is something you stay in for a few days at a time. Now, lawmakers in California might respond, “No that’s not true. In our state lots of people live in tents for years. They set them up right on the sidewalk!” Yes, but the problem there is not that the tents are insufficient homes. The problem is that those people are trying to turn tents into homes. The problem is with how the tent is being used. Minimum wage is like the tent of salaries. It’s meant to be very temporary.
The advantage of working a minimum wage job is that the bar is pretty low. Show up on time, look presentable, put in the effort, be reliable, be moderately competent, cover all the basics, and you’ll be on the fast track to a better job — either at your current place of work or somewhere else. You don’t need to wait around for the government to force your employer to give you a raise.
As I’ve said plenty of times before, the best way for a minimum wage worker to make more money is to not be a minimum wage worker anymore. That’s a basic truth that you won’t hear from politicians like Barbara Lee. Instead they’ll promise you the pie in the sky. The bad news is that they probably won’t deliver on that promise.
The worse news is that they might. And then everyone’s problems will get much worse.

Virginia Republican Governor Glenn Youngkin vetoed two bills on Thursday that were largely backed by Democrats in the state.
Youngkin released a statement explaining his decision to veto a bill that would allow the retail sale of cannabis along with a bill that would gradually raise the state’s minimum wage to $15 an hour, WRIC <a href="https://www.wric.com/news/politics/capitol-connection/youngkin-vetoes-democrat-led-bills-to-raise-virginias-minimum-wage-and-open-legal-retail-cannabis-market/" target="_blank" rel="noopener">reported</a>. The Republican governor cited dangers to “Virginians’ health and safety” — especially for children — as the main reason for vetoing the marijuana bill.
“The proposed legalization of retail marijuana in the Commonwealth endangers Virginians’ health and safety. States following this path have seen adverse effects on children’s and adolescent’s health and safety, increased gang activity and violent crime, significant deterioration in mental health, decreased road safety, and significant costs associated with retail marijuana that far exceed tax revenue,” Youngkin wrote in the statement.
Virginia was the first Southern state to legalize marijuana in 2021, but the law didn’t allow for retail sales of the drug, according to the <a href="https://apnews.com/article/virginia-retail-marijuana-veto-youngkin-minimum-wage-d90ee994918c41eacb5a62c61378e37e" target="_blank" rel="noopener">Associated Press</a>. While it’s legal for Virginians who are 21 and older to possess and grow small amounts of cannabis as well as purchase cannabis through the state’s medical program, sales for recreational weed remain illegal with Youngkin’s veto.
“Addressing the inconsistencies in enforcement and regulation in Virginia’s current laws does not justify expanding access to cannabis, following the failed paths of other states and endangering Virginians’ health and safety,” Youngkin said.
Youngkin also vetoed another Democrat-supported bill that would raise the state’s minimum wage, which stands at $12 an hour, to $13.50 by 2025 and $15 by 2026. The governor said the proposed minimum wage increase “imperils market freedom and economic competitiveness.”
“The free market for salaries and wages works,” said Youngkin. “It operates dynamically, responding to the nuances of varying economic conditions and regional differences.”
Youngkin also expressed concern about how the minimum wage bill would affect small businesses in rural parts of Virginia, where the economic conditions don’t match those of the cities in the northern part of the state.

“Implementing a $15-per-hour wage mandate may not impact Northern Virginia, where economic conditions create a higher cost of living, but this approach is detrimental for small businesses across the rest of Virginia, especially in Southwest and Southside,” he said. “A one-size-fits-all mandate ignores the vast economic and geographic differences and undermines the ability to adapt to regional cost-of-living differences and market dynamics.”
The minimum wage increase passed by Virginia Democrats in 2020 established the $12-an-hour rate and allows for further bumps in the future as long as the state’s Assembly votes in favor of increasing the minimum wage again. Currently, Virginia has a <a href="https://www.paycom.com/resources/blog/minimum-wage-rate-by-state/" target="_blank" rel="noopener">higher minimum wage</a> than over half of the country.

Fast-food restaurateurs in California are warning customers to expect price bumps ahead of a new minimum wage for the industry, which will go into effect on Monday.
California Democratic Governor Gavin Newsom signed a bill in September lifting the minimum wage for fast food workers from the state minimum of $16 an hour to an industry-specific rate of $20 an hour. The bill is set to go into effect on April 1.
With the new wage floor just days away, fast-food businesses are preparing to cut jobs and hike prices to offset the increase in costs.
“It’s going to be a pretty significant increase to our labor,” Chipotle chief financial officer Jack Hartung said during an earnings call last year, according to the Los Angeles Times. Hartung said that a significant amount of the cost would be passed on to customers in “a mid-to-high single-digit” percentage price increase.
“We are definitely going to pass this on,” Hartung said.
A Starbucks spokesman said the company would offset the added labor costs “through a variety of levers—including near-term pricing as well as other efficiencies.”
In addition to price increases, some employees will be cut to make way for cheaper automated options. Other business owners may quit California entirely.
“Where they can automate, they will automate more,” said Harry Holzer, Georgetown University professor and former Labor Department chief economist. “Maybe some franchises will move out of state.”
Jamie Bynum, a Dickey’s Barbecue Pit franchisee, said the new law would raise expenses at his southern California location by $3,000 to $4,000 monthly, additional costs he will pass on to customers.
“People don’t understand that when wages rise, so do the prices,” Bynum told <a href="https://www.nytimes.com/2024/03/28/business/economy/fast-food-minimum-wage-california.html">The New York Times</a>. He said that in the past, when he has been forced to raise prices, fewer customers have come to his business, eating away at his earnings and forcing him to make cuts to his workforce.

The new law will make California’s minimum wage for fast-food workers the second-highest in the country for minimum wage workers. The only other place with a higher floor is a small city outside Seattle, where the minimum is set at $20.29 for some.
The bill signed by Newsom last year will force most fast food chains to raise pay, though the bill included a carveout for businesses that also make and sell bread as a separate menu item. The carveout was criticized as some alleged it was a favor to one of Newsom’s financial backers, Greg Flynn, a billionaire whose business runs two dozen Panera locations in the state. Newsom <a href="https://thehill.com/homenews/state-watch/4499331-gavin-newsom-says-panera-not-exempt-from-california-minimum-wage-law/">denied</a> the accusation and insisted Panera was not exempt from the new law. Still, Flynn <a href="https://www.cnn.com/2024/03/05/business/panera-franchise-california-to-raise-minimum-wage/index.html">pledged</a> to increase the hourly wage at his Panera locations to $20 an hour after criticism erupted over the exception in the law.

Governor Gavin Newsom (D) pushed back last week on accusations that Panera Bread is exempt from California&#8217;s new $20 minimum wage for fast-food restaurant employees.
Republicans have accused Newsom of giving the chain special treatment because a high school classmate and donor to Newsom&#8217;s campaigns, Greg Flynn, runs two dozen Panera Bread restaurants in California. Bloomberg News first reported that Panera appeared to be exempt from the new minimum wage law, which takes effect in April and raises the minimum wage for fast-food workers from $16 to $20.
The law carves out an exception for businesses that produce their own bread on the premises. The exemption was added late in the bill&#8217;s process, and Newsom&#8217;s administration has not explained the reason for it — but now his team contends that Panera won&#8217;t be exempt from the law.
“The Governor never met with Flynn about this bill and this story is absurd. Our legal team has reviewed and it appears Panera is not exempt from the law,” Newsom spokesman Alex Stack <a href="https://www.sacbee.com/news/politics-government/capitol-alert/article286132126.html" target="_blank" rel="noopener">said</a>.
Previously, Assembly Republican Leader James Gallagher called for an investigation and accused Newsom of setting his special interests up with “favors at the expense of regular Californians.”
“This type of crooked dealmaking is wrong and exactly why our constituents think the government isn’t looking out for them,” Gallagher said.
“Campaign contributions should not buy you exemptions in legislation. The public deserves to know the truth about the allegations of Governor Newsom’s crony capitalism,” Senate Minority Leader Brian Jones (R) said in a statement.
Bloomberg reported that Newsom had fought for Panera&#8217;s exemption.
Newsom&#8217;s office <a href="https://www.sacbee.com/news/politics-government/capitol-alert/article286131426.html" target="_blank" rel="noopener">argued</a> that Panera is not exempt since the restaurants do not technically &#8220;produce&#8221; their own bread. The law says the minimum wage increase does not apply to businesses with a bakery that “produces for sale on the establishment’s premises bread.”
Panera locations do not make their own dough on the premises, although they do bake their own bread.
Bloomberg&#8217;s reporting also named Paris Baguette and Great Harvest Bread Co. as exempt from the minimum wage hike. It is unclear whether those companies produce their own bread entirely on the premises.
Flynn <a href="https://fox40.com/news/california-connection/newsom-now-says-panera-bread-is-not-exempt-from-californias-minimum-wage-hike/amp/" target="_blank" rel="noopener">reportedly</a> donated $100,000 to Newsom in 2021 to help him fight a recall effort, as well as $64,800 in 2022 for Newsom&#8217;s re-election campaign.
Flynn said that while he opposed the minimum wage bill, he never asked for special treatment.

“To be clear, at no time did I ask for an exemption or special considerations. In fact, the idea never even occurred to me and I was surprised when the exemption appeared in the final legislation. I also never met with Governor Newsom about this bill, though I did meet with his staff in a group meeting with other restaurant owners,” Flynn <a href="https://fox40.com/news/california-connection/newsom-now-says-panera-bread-is-not-exempt-from-californias-minimum-wage-hike/amp/" target="_blank" rel="noopener">said</a>.
Thanks to the law, some fast food will become more expensive in California. McDonalds and Chipotle, which are not exempt from the minimum wage increase, have already <a href="https://ktla.com/news/california/fast-food-in-california-is-about-to-get-more-expensive/" target="_blank" rel="noopener">announced</a> plans to raise prices.

California Governor <a href="https://www.dailywire.com/topic/gavin-newsom" target="_blank" rel="noopener">Gavin Newsom</a>, who is considered a rising star in the Democrat Party, is under fire after a report this week revealed that he pushed for a special carveout in the state&#8217;s new $20 minimum wage law that affects businesses owned by one of his top political allies and donors.
Bloomberg News <a href="https://www.bloomberg.com/news/articles/2024-02-28/panera-bread-exempt-from-california-s-minimum-wage-increase-for-fast-food-worker" target="_blank" rel="noopener">reported</a> that billionaire Greg Flynn was getting a &#8220;new boost&#8221; after his chain of Panera Bread locations were exempted from a new law that forces fast food restaurants to increase their minimum wage from $16 to $20 per hour. Flynn is the largest &#8220;restaurant franchisee in the US, if not the world,&#8221; the report added.
Panera Bread was spared from the law because it offered &#8220;unusual exemption for chains that bake bread and sell it as a standalone item.&#8221; The report states that Newsom &#8220;pushed for that break.&#8221;
The report showed the numerous connections that the two men have, including going to the same high school, Flynn donating significant sums of money to Newsom&#8217;s political campaigns, Flynn allegedly bragging about his easy access to Newsom, and Flynn buying a resort managed by a company that Newsom owned.
Newsom and his office refused to disclose details about how they decided to create the carveout that benefited Newsom&#8217;s donor and only claimed that it was the &#8220;result of countless hours of negotiations with dozens of stakeholders&#8221; and was &#8220;part of the sausage-making&#8221; in politics.
The report noted that Flynn, who has also been involved in &#8220;business dealings&#8221; with the governor, would not respond to questions about his connections to Newsom. Panera Bread also would not respond to requests for comment, according to Bloomberg.

Flynn strongly opposed the law, dubbed the FAST Act, saying that it would harm franchise businesses. The report said that he &#8220;urged the governor’s top aides to reconsider whether fast-casual chains such as Panera should be classified as fast food,&#8221; which ultimately went nowhere.
&#8220;The Service Employees International Union, a labor group that was the driving force behind the bill, decided to accept a narrower carve-out as the talks progressed — one that would only apply to restaurants operating bakeries,&#8221; the report added. &#8220;That position was adopted as a means of winning the governor&#8217;s support for the legislation, said a person with knowledge of the discussions. The rationale was the governor’s longstanding relationship with a Panera franchisee, the person said.&#8221;
The report highlighted multiple examples of major entities in the fast food industry who were puzzled about the special carve out and who also said that law was a &#8220;devastating financial blow&#8221; to businesses.
Flynn owns thousands of restaurants, including Applebee&#8217;s, Pizza Hut, Taco Bell, Wendy’s, Panera Bread, and more. The only restaurants he owns in California are Applebee&#8217;s — which is exempt from the law because it&#8217;s not a fast food restaurant — and Panera Bread.

Gavin Newsom Exempts Panera Bread From New Minimum Wage Law That Affects Owner Who Donated To Governor: Reports

Rep. <a href="https://www.dailywire.com/topic/minimum-wage" target="_blank" rel="noopener">Barbara Lee</a> (D-CA) said during a debate this week for one of California&#8217;s U.S. Senate seats that it makes sense to raise the minimum wage to $50 an hour.
Lee, whose proposal means that minimum wage workers would make more than $100,000 per year, made the remarks while on stage Monday night facing off against Reps. Adam Schiff (D-CA), Katie Porter (D-CA), and Republican Steve Garvey.
Schiff and Porter both have called for increasing the minimum wage to at least $20 an hour while Garvey has <a href="https://www.youtube.com/watch?v=4j01L69eXdI" target="_blank" rel="noopener">correctly pushed back</a> against raising the minimum wage.
&#8220;In the Bay Area, I believe it was the United Way that came out with a report that very recently $127,000 for a family of four is just barely enough to get by,&#8221; Lee said. &#8220;Another survey very recently: $104,000. For a family of one, barely enough to get by low income because of the affordability crisis.&#8221;
&#8220;Just do the math! Just do the math!&#8221; she continued. &#8220;Of course we have national minimum wages that we need to raise to a living raise,” she said. &#8220;You’re talking about 20, 25 dollars, fine, but I have got to be focused on what California needs and what the affordability factor is when we calculate this wage.&#8221;
