A number of tax-deductible charities and financial service providers are helping fund groups linked to U.S.-designated terrorist organizations including Hamas and the Popular Front for the Liberation of Palestine, a new report alleges.
Published by the Jerusalem-based <a href="https://ngo-monitor.org/" target="_blank" rel="noopener">NGO Monitor</a>, the report accuses terrorist-linked groups of raising funds in the United States through tax-exempt 501(c)(3) organizations and through donor-advised financial service providers.
“The sharp rise in violent anti-Semitism in the wake of the October 7th massacre highlights the urgent need for greater vigilance in preventing the diversion of aid and NGO funding to terror and hate,” Professor Gerald M. Steinberg, Founder and President of NGO Monitor told The Daily Wire. “This includes systematically investigating and documenting the support that IRS-registered charities receive from and provide to individuals and organizations linked to designated terror groups or active in spreading hate propaganda.&#8221;
The report cites several NGOs tied to the PFLP and designated as terror groups by Israel, including the Union of Agricultural Work Committees (UAWC), Al-Haq, Defense for Children International-Palestine (DCI-P), and Palestinian Centre for Human Rights (PCHR). NGO Monitor accuses Al Mezan of having members with ties to both Hamas and the PFLP.
The Foundation for Middle East Peace (FMEP), a 501(c)(3) based in Washington, D.C., claims on its website that <a href="https://fmep.org/our-grantees/" target="_blank" rel="noopener">in 2025</a> it provided funds to Al Haq, Al Mezan, DCI-P, and PCHR. Its website does not state how much it has given, but according to <a href="https://projects.propublica.org/nonprofits/organizations/526055574/202442149349100604/full" target="_blank" rel="noopener">2023 IRS filings</a>, FMEP granted $10,000 to Al Mezan, and $58,000 to Al-Haq.
Open Society Foundations, founded by George Soros, provided $800,000 between 2020-2023 to Al Haq, $250,000 between 2023-2025 to Al Haq Europe, $170,000 to Al Mezan in 2023, and $450,000 to Al Mezan between 2021-2024.
Grassroots International has been <a href="https://grassrootsonline.org/palestine/" target="_blank" rel="noopener">soliciting donations</a> for the Palestinian Centre for Human Rights, which the group <a href="https://grassrootsonline.org/wp-content/uploads/2024/04/Inside-Philanthropy-April-10-2024-Funding-in-Gaza-and-Haiti-Amid-Devastating-Violence.pdf" target="_blank" rel="noopener">has called</a> a “long-term partner,” according to NGO Monitor.
Other tax-deductible American charities that provided funds include the Rockefeller Brothers Fund (RBF) which granted $100,000 to DCI-P for 2020-2022 and Cultures of Resistance Network which has funded Al-Haq, DCI-P, the UAWC, and Al Mezan, according to NGO monitor.
A 2023 report from the New York Post <a href="https://nypost.com/2023/12/02/metro/rockefeller-brothers-fund-funding-palestinian-terror-groups/" target="_blank" rel="noopener">revealed</a> that RBF shelled out millions since 2018 directly or indirectly to six anti-Israel organizations, some of which openly celebrated Hamas’s October 7 attack on civilians. In <a href="https://www.rbf.org/news/rbf-statement-grantmaking-israel-palestine" target="_blank" rel="noopener">response</a>, RBF rejected any claim that their “grantee organizations support, materially or ideologically, acts of terrorism.”
NGO Monitor’s report points out that the Alexandria, Virginia-based Charities Aid Foundation, which facilitated donor-advised grantmaking, lists DCI-P as a member of its “vetted network&#8221; of charitable organizations.
The report added that Al-Haq and the Hind Rajab Foundation — whose founder boasts his ties to Hezbollah — use the San Francisco-based Stripe Inc. to process donations.
The Hind Rajab Foundation, founded in Belgium, initiated legal proceedings to seek the arrests of IDF veterans, including American citizens, and has demanded the arrest of former President Joe Biden and former Secretary of State Antony Blinken. Its founder, Dyab Abou Jahjah, in <a href="https://www.nytimes.com/2003/03/01/world/the-saturday-profile-an-outspoken-arab-in-europe-demon-or-hero.html" target="_blank" rel="noopener">2003 claimed</a> he “joined the Hezbollah resistance against Israel,” <a href="https://web.archive.org/web/20110608080952/http://www.mediamonitors.net/dyababoujahjah1.html" target="_blank" rel="noopener">called the</a> September 11, 2001 attacks “sweet revenge” and is reportedly on the U.S. no-fly list. A <a href="https://www.jpost.com/middle-east/article-841011" target="_blank" rel="noopener">Jerusalem Post</a> report from last month reports that Jahjah has family and business links to actors designated as part of Hezbollah’s terror funding network.
Al Mezan’s director, Issam Younis, participated in a 2017 panel discussion alongside now-deceased Hamas leader Yahya Sinwar at an event that was also attended by leaders of other U.S.-designated terror organizations including Palestinian Islamic Jihad and PFLP. One of Al Mezan’s board members from 2010 to 2022 was Nafiz Al-Madhoun, the former Director-General of the Hamas-controlled Palestinian Legislative Council, according to NGO Monitor.
UAWC has been identified by a <a href="https://pdf.usaid.gov/pdf_docs/PNABY769.pdf" target="_blank" rel="noopener">USAID audit</a> as the “agricultural arm” of the PFLP and a 2022 audit by the Dutch government <a href="https://www.tweedekamer.nl/kamerstukken/brieven_regering/detail?id=2022Z00093&amp;did=2022D00176" target="_blank" rel="noopener">found</a> that 34 individuals held politicians in both UAWC and PFLP between 2007-2020. Two of UAWC’s financial officers were arrested in 2019 for leading a PFLP terror cell that murdered a 17-year-old Israeli in a bombing.
The Israeli Ministry of Defense <a href="https://nbctf.mod.gov.il/en/Pages/211021EN.aspx" target="_blank" rel="noopener">designated</a> Al-Haq as a terrorist entity in 2021 because it operated on behalf of the PFLP. In 2018, the group had its online credit card donations <a href="https://www.uklfi.com/credit-card-donations-to-terrorist-linked-ngos-terminated" target="_blank" rel="noopener">shut down</a> by Visa, Mastercard, and American Express because of its PFLP ties, reported NGO Monitor. The group&#8217;s director, Shawan Jabarin, has been identified as a leading PFLP member by the Israeli Supreme Court and has identified several PFLP events. He also was part of the 2017 panel alongside Sinwar and Younis.
PCHR’s founder and director, Raji Sourani, was imprisoned in 1979 for three years for being a member of the PFLP and denied entry to the United States in 2012, according to the report. He admitted his PFLP affiliation in a <a href="https://web.archive.org/web/20181018125346/https:/video.alwatanvoice.com/view/2014/02/17/496986.html" target="_blank" rel="noopener">2014 speech</a> in Gaza where he said he was “proud” of the organization where he “fought in its ranks.”
DCI-P was designated as a terror entity by Israel in 2021, which claimed it operated on behalf of the PFLP. The group was reportedly cut off from Citibank, Arab Bank PLC, and the U.S.-based Global Giving crowdfunding because of its terror ties. Numerous members with PFLP ties have been employed and appointed as board members, according to NGO monitor.
Stripe, FMEP, Open Society Foundation, Grassroots International, RBF, and Cultures of Resistance did not immediately respond to a request for comment.

The <a href="https://www.dailywire.com/news/new-details-emerge-on-how-israel-got-booby-trapped-pagers-walkie-talkies-into-hezbollahs-hands">pager operation</a>, carried out by Israel’s intelligence service Mossad, was many years in the making.
In 2015, Israel began covertly selling Hezbollah booby-trapped walkie-talkies that featured hidden explosives that were virtually undetectable and a transmission system that allowed Israel total access to Hezbollah’s communications.
Several years later, Mossad decided to try to sell the Iranian-backed terrorist group pagers, also booby-trapped with explosives.
Because the terrorist group was already paranoid about Israeli infiltration, they would not purchase any products made in Israel, the U.S., or other allied nations.
Mossad decided to sell Hezbollah Apollo pagers, made by a Taiwanese company that was well established and had no knowledge of the plan.
The sales pitch came from a woman two years ago who worked in the Middle East and had created her own company to sell Apollo products. She was already trusted by Hezbollah and was completely unaware of Mossad’s plot.
The terrorist group fell in love with the AR924 pager after she told them that it was a rugged model designed to survive battlefield conditions, was waterproof, had a battery that could last months, could be charged with a cable, and had an encryption feature that would protect communications from Israeli surveillance.
Hezbollah purchased 5,000 pagers and started giving them to mid-level operatives and logistics personnel in early 2024.
Unknown to Hezbollah and to their trusted sales rep, the devices were secretly manufactured in Israel by Mossad. The explosives were so well hidden that they were not detectable once disassembled or by X-ray.
One of the most ingenious features of the device was that its encryption feature required users to press buttons with both hands simultaneously to read the messages.
When Israel decided to detonate the devices on September 17, Mossad first sent out an encrypted message to the pagers. Terrorists who picked up the devices had to use both hands to push the buttons on the device to read the message and, when they did, their fingers and hands were blown off, rendering them useless on the battlefield.
Less than a minute later, Mossad sent out a signal that forced the detonation of all the remaining pagers whose owners had not yet pressed the buttons on the devices. The result was hundreds of terrorists getting their genitals blown off by pagers that were inside their pant pockets.
Approximately 3,000 Hezbollah fighters were injured or killed by the exploding pagers.
By the next day, Hezbollah had switched to using only walkie-talkies — the very ones that Israel had previously sold to the group nearly a decade earlier. Mossad detonated the walkie-talkies, which carried a much larger explosive charge that blew up cars and rooms inside buildings.

<a href="https://www.dailywire.com/topic/israel" target="_blank" rel="noopener">Israel’s</a> ceasefire agreement with the terror group Hezbollah is mainly about biding time for Israel until U.S. President Joe Biden leaves office, according to Daily Wire editor emeritus Ben Shapiro.
Israel and Hezbollah have agreed to a 60-day ceasefire that went into effect on Wednesday morning, the day after Israeli lawmakers approved its terms. Negotiators from France and the United States brokered the deal, which Biden <a href="https://www.whitehouse.gov/briefing-room/speeches-remarks/2024/11/26/remarks-by-president-biden-announcing-cessation-of-hostilities-between-israel-and-hezbollah/" target="_blank" rel="noopener">said</a> on Tuesday was “designed to be a permanent cessation of hostilities.”
Under the terms of the ceasefire, Hezbollah has agreed to pull its forces out of southern Lebanon and north of the Litani River. Israel will slowly withdraw its own forces from southern Lebanon, while Lebanese and United Nations forces are to occupy a buffer zone, according to <a href="https://www.nytimes.com/2024/11/27/world/middleeast/israel-lebanon-ceasefire.html" target="_blank" rel="noopener">The New York Times</a>.
The deal is similar to an agreement struck in 2006, Resolution 1701, that failed after Hezbollah entrenched itself in southern Lebanon despite the presence of U.N. Peacekeeping forces in the region.
Shapiro was less optimistic than Biden about the durability of the current ceasefire.
“If Hezbollah abides by the terms, so much the better: Israelis go home and live in security in the north,” Shapiro said in a post on X on Wednesday. “But Israel is working under the likely correct assumption that Hezbollah will not abide by the terms, and that the agreement as interpreted by the Trump administration will actually allow Israel freedom of action (a freedom of action denied by Biden under his spurious and ugly interpretation of the same agreement).”
Shapiro said that Israel, though it has been successful in its war against Hezbollah, agreed to the ceasefire because of three main reasons.

First, “Joe Biden has been slow-walking aid to Israel. That slow-walking has gotten Israeli troops killed,” according to Shapiro. The ceasefire gives Israel time to re-arm and wait for President-elect Donald Trump, who is much more supportive of Israel, to take office.
Second, the ceasefire relieves international pressure to end the conflict in Hezbollah that Israel has been under from the U.S. and France. And third, “Even under these conditions, Israel has an interest in taking Hezbollah off the board as a chess piece with regard to Hamas. Hamas has attempted throughout the October 7 war to rope in other powers to save it,” according to Shapiro.
“It is a 60 day ceasefire. Joe Biden leaves office in 54 days. That is not a coincidence,” Shapiro said.
One of the major aims of Israel’s war against Hezbollah is the return of about 70,000 Israelis to their homes in northern Israel. They were forced to flee the region because of the threat posed by Hezbollah rockets. Even with the ceasefire, Israeli Prime Minister Benjamin Netanyahu has not yet called for those Israelis to return home.
Netanyahu’s silence suggests that Israel is not confident in the ceasefire and is likely waiting out Biden’s final days in the presidency, Shapiro said.
“The durability of the ceasefire is completely dependent on Hezbollah and Lebanon abiding by it. If they don’t, and January 20 comes, Israel will do what it must,” he added.

Israeli Prime Minister Benjamin Netanyahu said in a televised address that he was recommending that the country&#8217;s war cabinet agree to the ceasefire deal.
&#8220;The length of the ceasefire depends on what happens in Lebanon,&#8221; Netayahu said. &#8220;With the United States&#8217; full understanding, we maintain full freedom of military action. If Hezbollah violates the agreement and tries to arm itself, we will attack.&#8221;
&#8220;If it tries to rebuild terrorist infrastructure near the border, we will attack,&#8221; he continued. &#8220;If it launches a rocket, if it digs a tunnel, if it brings in a truck carrying rockets, we will attack.&#8221;
Netanyahu pointed to three main reasons why Israel should agree to the ceasefire at this time.
&#8220;The first reason is to focus on the Iranian threat, and I won&#8217;t expand on that,&#8221; he said. &#8220;The second reason is to give our forces a breather and replenish stocks.&#8221;
&#8220;And the third reason for having a ceasefire is to separate the fronts and isolate Hamas,&#8221; he added. &#8220;From day two of the war, Hamas was counting on Hezbollah to fight by its side. With Hezbollah out of the picture, Hamas is left on its own. We will increase our pressure on Hamas and that will help us in our sacred mission of releasing our hostages.&#8221;

Netanyahu pointed to Israel&#8217;s successes in decimating Hezbollah through intense strikes over the last year, including killing the group&#8217;s leader and nearly all of its top commanders.
&#8220;We have destroyed most of their rockets and missiles, we have killed thousands of terrorists and we demolished their underground terror infrastructure abutting our border, infrastructure they had been building for years,&#8221; he added.
He also confirmed during his address that Israel did strike a facility inside Iran late last month that was a critical component of their nuclear weapons program.
The strikes inside Iran came in response to Iran firing approximately 180 ballistic missiles inside Israel at the start of October.

Israel Expected To Enter Ceasefire With Hezbollah; Netanyahu Hints At What’s Next

In October, journalists from leading mainstream media outlets embedded with the Israeli Defense Forces on tours in Lebanon. But when Hezbollah threatened legal action against the journalists, they all abandoned ship — and a month later, none have returned.
The IDF organized the tours on September 30, October 11, and October 13 to expose Hezbollah’s vast terror infrastructure. Reporters were given a firsthand look at tunnels and weapons caches hidden in villages, and other Hezbollah resources Israel faces as it attempts to dismantle the terrorist group.
Among the outlets represented during the 90 to 120-minute visits were the BBC, CNN, Fox News, the Associated Press, the New York Times, the Washington Post, the Wall Street Journal, and Reuters.
On October 12, BBC reporter Lucy Williamson <a href="https://www.bbc.com/news/articles/c80r9zyk89yo" target="_blank" rel="noopener">published a report</a> titled, “Inside Israel’s combat zone in southern Lebanon” about what she witnessed. In response, on October 14, Hezbollah condemned the BBC, accusing it of violating Lebanon’s sovereignty and calling for legal action against the outlet and its staff in Lebanon.
“Not only did the BBC, across all its platforms and languages, display blatant bias towards the killers and criminals, justifying the Zionist barbarism against the Palestinian and Lebanese people, but it also shamelessly sent a team of journalists who entered one of the southern villages accompanied by the occupying army, violating Lebanese territory, sovereignty, and laws, as shown in the reports published by the organization,” Hezbollah wrote.

A subsequent statement <a href="https://daraj.media/en/journalists-accompanying-israeli-occupation-forces-in-southern-lebanon-where-do-ethical-and-professional-boundaries-lie/" target="_blank" rel="noopener">reportedly expanded</a> the condemnation to all outlets that participated.
An Israeli government official granted anonymity told The Daily Wire that several reporters said they could no longer participate in the tours for fear of the safety of their colleagues working in Lebanon. Not a single mainstream outlet has accepted an invitation to embed since Hezbollah issued its letter, but many are requesting access to travel to Gaza with the IDF, according to the source.

Following the BBC report, seven BBC Arabic employees suspended their work in protest over their colleague’s participation in the tour, <a href="https://english.almanar.com.lb/2231946" target="_blank" rel="noopener">Hezbollah-run outlet Al-Manar</a> reported.
The employees, Sanaa al-Khoury, Mohammad Hamdar, Marie-Josee Azzi, and Joy Slim, and three others from the BBC Extra team, reportedly refused to return to work unless the BBC issued an apology or disciplined their colleagues who were embedded with the IDF. The BBC has not issued a formal apology or stated that they disciplined the team that entered Lebanon through Israel.
The Media Secretariat of the Lebanese Popular Conference urged the Lebanese government “to halt the operations of the BBC team in Lebanon due to its cooperation with the Zionist enemy forces and its violation of Lebanese laws and national sovereignty,” <a href="https://www.presstv.ir/Detail/2024/10/16/735377/bbc-fox-news-line-fire-embedding-journalists-south-lebanon-israeli-army" target="_blank" rel="noopener">according to</a> the Iranian regime-run outlet, PressTV.

Just a week ago, during a heated discussion between conservative commentator Ryan Girdusky and terror apologist <a href="https://dailycaller.com/2024/10/29/conservative-journalist-banned-from-cnn-after-spat-with-ex-msnbc-host-who-labeled-trump-supporters-nazis/" target="_blank" rel="noopener">Mehdi Hasan</a>, Hasan implied repeatedly that anyone who supported former President Donald Trump&#8217;s supporter was a Nazi. Girdusky referenced the recent Israeli attack using pagers to target Hezbollah terrorists and said he hoped Hasan&#8217;s pager didn&#8217;t &#8220;go off.&#8221;
Phillip immediately jumped in, telling Girdusky that he had gone too far and within hours, had offered a second apology both to Hasan and viewers via X. The Israel Defense Forces declassified information on Monday giving up a location where the Iranian-backed Hezbollah terrorist organization is allegedly storing $500 million in cash and gold.
Israel Defense Forces (IDF) spokesman Rear Adm. Daniel Hagari said in a video that the money was being stored in a secret bunker that belonged to the group&#8217;s former leader, Hassan Nasrallah.
The IDF had no plans of hitting the bunker, which is located under the al-Sahel hospital, he said.
&#8220;The bunker was deliberately placed under a hospital, and it holds more than half a billion dollars in cash and gold,&#8221; Hagari said. &#8220;That money could have been used to rehabilitate Lebanon, but it went to rehabilitate Hezbollah.&#8221;
He said that Hezbollah&#8217;s financial network relies on getting direct payments from Iran and factories that it has built in Syria, Lebanon, Yemen, and Turkey.
Hezbollah also relies on <a href="https://crsreports.congress.gov/product/pdf/IF/IF10703">criminal activity</a> around the world, including hubs in Africa and Latin America.

Hezbollah propagandists working in the media went to the hospital and claimed that there was no money there as they showed images of hospital beds and other medical equipment.
IDF spokesman Lieutenant Colonel Nadav Shoshani released a statement on Tuesday providing instructions to the journalists on how to get to the bunker.
&#8220;One of the entrances to the bunker, containing more than half a billion dollars in gold and dollars, is on the eastern side of the basement of the Al-Ahmedi building, located south of the Al-Sahel hospital,&#8221; he posted on X. &#8220;The basement is on the second floor down (level -2).&#8221;

&#8220;The prime minister and his wife were not at the residence at the time of the attack and there were no casualties,&#8221; his office said in a statement.

Elahi has lauded Khomeini, who founded the Islamic Republic of Iran, as “the leader who led the greatest revolution in the history of Islam” and “an exceptional religious authority who combined religion and reason, morality and modernization, purification and civilization.”
Elahi served as head of the Iranian Navy’s political-ideological office in 1982, according to a CIA report. The GWU report stated that “what arguably constitutes the most problematic aspect of Imam Elahi’s persona is his explicit and continuous support for Hezbollah.”
In 2007, he said, “We need to have another interview talking about whether Hezbollah is a terrorist organization or not. I know that legally in the U.S. now, Hezbollah is on that list. [&#8230;] They [Hezbollah] were resisting against [Israeli] occupation. I think that is something that is supported even by our government.”

A drone attack launched on Sunday against the Israel Defense Forces (IDF) by Hezbollah, an Iranian-backed Islamic terrorist group based in southern Lebanon, killed four soldiers and wounded dozens more.
The drone hit an IDF base adjacent to Binyamina in central-northern Israel, Israel said in a statement.
&#8220;All the injured individuals have been evacuated to hospitals and their families have been notified,&#8221; the statement said. &#8220;Four IDF soldiers were killed in the incident and an additional seven were severely injured.&#8221;
The four soldiers who were killed were identified as Sergeant Omri Tamari, 19, from Mazkeret Batya; Sergeant Yosef Hieb, 19, from Tuba-Zangariyye; Sergeant Yoav Agmon, 19, from Binyamina-Giv&#8217;at Ada; and Sergeant Amitay Alon, 19, from Ramot Naftali.
Various publications pinned the number of soldiers injured at 58.
The news comes as Israel has conducted ground operations inside Lebanon for the past couple of weeks as it seeks to push Hezbollah away from Israel&#8217;s northern border, where tens of thousands of Israeli citizens have been forced to evacuate their homes due to thousands of missiles, rockets, and drones that have been fired by the terrorist group.
Israel has, in large part, dismantled the terrorist organization, effectively killing off its leaders and entire senior command; killing and maiming thousands of terrorist operatives in covert pager and walkie-talkie bombings and aerial bombings; and destroying large stockpiles of weapons that have been amassed by the group for years.
The other major news out of the region over the weekend came from the U.S., which announced that it was sending an anti-missile system to Israel to protect it from Iranian ballistic missile attacks as it prepares retaliatory strikes against the Islamic regime for a missile attack it launched against Israel at the start of the month.
“The THAAD Battery will augment Israel’s integrated air defense system,” the Pentagon <a href="https://www.dailywire.com/news/u-s-military-sending-thaad-battery-troops-to-israel?topStoryPosition=4">said</a> in a statement. “This action underscores the United States’ ironclad commitment to the defense of Israel, and to defend Americans in Israel, from any further ballistic missile attacks by Iran.”
The THAAD system uses “hit-to-kill” technology to destroy incoming missiles and is capable of engaging targets well over 100 miles away.
In the U.S. arsenal, the THAAD “covers the [U.S. ballistic missile defense] middle tier and defends a larger area than the Patriot Air and Missile Defense System,” according to congressional research documents. “It complements the Patriot, the Navy’s AEGIS Missile Defense System, and the Ground-based Midcourse Defense System.”
A THAAD battery typically consists of “95 soldiers, six truck mounted launchers, 48 interceptors (eight per launcher), one Army/Navy Transportable Radar Surveillance and Control Mode 2 (AN/TPY-2) radar, and a Tactical Fire Control/Communications component.”
