At the end of April, a United Nations Analytical Support and Sanctions Monitoring Team presented a report on the Taliban in which it acknowledged the close ties between the Taliban and the terrorist group Al-Qaeda, writing, “The Taliban and Al-Qaida remain closely aligned and show no indication of breaking ties.”

The report noted the violent record of the Taliban in 2020 and that the rampage continued in 2021:
