The Committee on Oversight and Government Reform is investigating Wikipedia over alleged pro-Kremlin, anti-Western, and anti-Israel bias, raising serious concerns given that AI chatbots heavily rely on the site’s information.

“Profound, a company helping brands monitor and influence their presence in AI search engines, has analyzed 30 million citations across ChatGPT, Google AI Overviews, and Perplexity from August 2024 to June 2025,” CyberNews reported in June. “OpenAI’s ChatGPT shows a clear preference for Wikipedia, which accounts for nearly half (47.9%) of its top citations within its top 10 most-cited sources.”

“Multiple studies and reports have highlighted efforts to manipulate information on the Wikipedia platform for propaganda aimed at Western audiences,” The Committee on Oversight and Government Reform wrote in a letter to Maryana Iskander, the CEO of the Wikipedia Foundation.  “One recent report raised troubling questions about potentially systematic efforts to advance antisemitic and anti-Israel information in Wikipedia articles related to conflicts with the State of Israel. A second investigation detailed actions by hostile nation-state actors to expose Western audiences to pro-Kremlin and anti-Western messaging by manipulating Wikipedia articles and other news outlets relied on for training AI chatbots.”

A comprehensive October 2024 report delineated how pro-Hamas editors at Wikipedia were promoting pro-Palestinian propaganda, erasing vital information about Hamas, and biasing the narrative against Israel. An April 2025 report titled, “Exposing Pravda: How pro-Kremlin forces are poisoning AI models and rewriting Wikipedia,” showed how pro-Kremlin, anti-Western propaganda was being pushed on the site.

Larry Sanger, co-founder of Wikipedia, expressed his gratitude that the Committee was launching an investigation, saying, “I am glad that Congress is investigating the use of foreign and U.S. government funds to pay for biased editing on Wikipedia. … There is clearly massive support for this sort of investigation.”

Sanger said Wikipedia “makes broad editorial decisions about what constitutes reliable sources, which must be respected by large numbers of participants. … The Wikipedia Foundation could address the situation but does not.”  He noted that the Wikipedia Foundation also “refuses to reveal the identity of its most powerful editors or to override decisions by editors.”
