Trans Evangelism: How The State Department Is Pushing The Left’s Gender Ideology Around The World

While leading America into World War I, President Woodrow Wilson declared the mission of the United States to “make the world safe for democracy.” Like Wilson, President Biden also has a worldview he wants to spread globally: radical gender ideology.

Crucial to Biden’s push for an international acceptance of gender ideology is the State Department, which has worked to implement Biden’s February 2021 memorandum designed to advance the “human rights of lesbian, gay, transgender, queer, and intersex persons around the world.”

While some of the initiatives involve targeting violence, many other aspects of the diplomatic strategy, such as pushing other countries to expand legal identifications from male and female to promoting transgender health clinics, are ideological.

In September 2021, the State Department brought on former Human Rights Watch researcher Jessica Stern as a special envoy for LGBTQ rights. Since her appointment, Stern has traveled around the world promoting gender theories and marching in at least one “pride” parade.

In Taiwan, while speaking on gender-based violence, she declared that “trans women” (biological males) are women. “Some claim that trans women aren’t women, but that’s false. Trans women are women, trans men are men, and persons of any gender can experience gender-based violence,” she said in May 2022.

During the same talk she claimed everyone has a “gender identity” and that she hoped Taiwan would ensure “equal access to assisted reproductive technology for LGBTQI+ families.” She also urged Taiwan to offer a “third gender marker” on legal documentation.

In a visit to Vietnam in December, Stern tied things like overturning the country’s ban on gay marriage in 2014 and a proposed “Gender Affirmation Law” as key to “Vietnam’s economic development.” Stern also said she had invited government officials from Vietnam to the U.S. “to study progress on LGBTQI+ issues.”

The efforts to push gender ideology abroad have met with pushback from Republicans. In September, Republicans led by Rep. Jim Banks (R-IN) sent a letter to Stern over concerns that the State Department would take punitive action against countries who allow counseling children against making so-called gender transitions.

The State Department is also channeling money to groups that back gender activism abroad through its Bureau of Democracy, Human Rights and Labor (DRL). The DRL is currently accepting applications for three to six organizations to each receive up to $1.5 million in grants as part of the Global Equality LGBTQI+ initiative.

Accepted program objectives from grant applicants include: developing strategies to address “‘anti-gender’ movements,” strengthening lesbian leadership, supporting local LGBTQ organizations, and providing “accountability” for those offering “conversion therapy.”

A ban on conversion therapy could mean punishments for those who counsel children against taking puberty blockers or cross-sex hormones.

According to the State Department, the resources for the grants come from the Global Equality Fund, a public-private partnership including the governments of Australia, the U.S., and Canada, in addition to groups like the John D. Evans Foundation, the Royal Bank of Canada, Hilton, Bloomberg LP, and the Thomson Reuters Foundation TrustLaw Initiative.

In India, where U.S. gender imperialism appears to be particularly strong, the State Department has pushed for transgender health clinics.

The U.S. Consulate General Kolkata aided in the opening of “the first transgender clinic in eastern India,” in February 2020, according to Share America, the State Department’s news platform.

Another transgender clinic was opened in March 2021 with fanfare from the consulate, which a State Department writer described as an “outcome” of the U.S. led “Rainbow Talks Initiative.” Services provided by the clinic include “linkages for the gender change transition support.”

Elsewhere in India, the U.S Consulate Chennai has promoted “pride” and hosted events about “pride in American literature.”

The State Department’s office for Global Women’s Issues has also expanded its focus from biological women to include biological men who self-identify as women. “The empowerment of women & girls ​in all their diversity, including those who are transgender, is essential to our security & prosperity,” the official twitter account for the office tweeted in March. The account has also claimed that menstrual health is a major priority for transgender and non-binary individuals.

Additionally, the department has issued “X gender” passports, and flown the progress flag over its headquarters in Washington, D.C.

The State Department told The Daily Wire that it was proud to carry out Biden’s gender initiatives. “The United States proudly advances efforts around the globe to protect LGBTQI+ persons from violence and abuse, criminalization, discrimination, and stigma, and to empower local LGBTQI+ movements and persons,” a spokesperson said.

Unfortunately the State Department is not alone in its promotion of the gender revolution. Other government entities have pursued the international gender agenda, including the Peace Corps. The agency has participated in pride parades in countries like the Dominican Republic and Peru, worked specifically to recruit transgender individuals, and brought in transgender activists for “educational workshops” in countries like Cambodia.

These examples of the Biden administration spreading gender ideology around the world mirror the efforts of previous administrations to use U.S. clout to promote abortion abroad.

Funding for groups that promote abortion, like the International Planned Parenthood Federation, began as a major plank for U.S. foreign policy under Presidents Lyndon Johnson and Richard Nixon.

The first president to reverse the trend was Republican President Ronald Reagan, who introduced the Mexico City Policy in 1984 to prevent federal funding from going toward groups that fund or promote abortions. Since Reagan, the policy has been in place under Republican presidents and reversed by Democrat presidents (the Clinton administration gave $75 million to the International Planned Parenthood Federation).

For those opposed to American influence being used to promote radical gender activism, a new policy may be in order to ward off transgenderism from being spread under the guise of diplomacy or human rights.

In any case, using America’s influence to promote its own cultural decadence is far off from Reagan’s vision of the nation being a shiny city on a hill.
