<p>The Federal Bureau of Prisons (FBOP) has about 22,000 foreign nationals in its custody, the Daily Wire has learned, and it appears that all of these prisoners are eligible for taxpayer-funded gender transitions.</p>
<p>The topic came up during last week&#8217;s debate, when former President Donald Trump highlighted Vice President Kamala Harris&#8217; support for taxpayer-funded gender transitions for incarcerated illegal immigrants, prompting the Harris campaign to suggest that Harris is <a href="https://abcnews.go.com/Politics/trumps-transgender-operations-illegal-aliens-debate-claim/story?id=113584635">not currently proposing</a> the policy as part of her platform.</p>
<p>Asked about whether it would provide a gender transition surgery for an illegal immigrant, however, a spokeswoman for the federal prison system, Emery Nelson, said the Bureau under Harris is &#8220;committed to providing all incarcerated individuals a safe and humane environment, including providing gender-affirming housing and medical care as appropriate.&#8221;</p>
<p>The FBOP would not share how many federal prisoners have requested trans procedures.</p>
<p>&#8220;There have been two individuals who have undergone gender-affirming surgery while in the custody of the Federal Bureau of Prisons,&#8221; spokesman Donald Murphy told The Daily Wire, asked whether any illegal immigrants have undergone taxpayer-funded transgender surgeries. The Bureau said that &#8220;privacy, safety, and security reasons&#8221; were what restricted it from answering questions about how many prisoners have requested trans procedures.</p>
<p>The two individuals referenced appear to be two men who now identify as transgender women: <a href="https://19thnews.org/2023/03/bureau-of-prisons-gender-affirming-surgery-incarcerated-trans-people/">Donna Langan</a> (also known as Peter Kevin Langan) and <a href="https://www.aclu-il.org/en/press-releases/federal-bureau-prisons-provides-gender-affirming-surgery-amid-historic-legal-victory">Cristina Nichole Iglesia</a> (also known as Cristian Noel Iglesias <a href="https://4w.pub/anthrax-terror-inmate-trans/">and</a> Kenneth R. West), who both received taxpayer funded gender transitions. Iglesia has since been released from prison, but Langan, a neo-Nazi <a href="https://m.ktvl.com/news/nation-world/bureau-of-prisons-expedites-gender-transition-surgery-ex-neo-nazi-bank-robber-oklahoma-city-bombing#">accused of robbing 22 banks</a> during a two year window, is serving a life sentence in a federal prison in Texas.</p>
<p>As of September 5, there are a total of 158,525 federal inmates, <a href="https://www.bop.gov/about/statistics/population_statistics.jsp">according to the FBOP,</a> meaning that foreign nationals currently make up about 13.9% of federal inmates. The largest chunk, 12,339, or about 7.9%, are from Mexico</p>

<p>FBOP data and documents indicate that these taxpayer-funded surgeries for illegal immigrants could already be in progress — and the procedures available to trans-identifying inmates include over-the-counter laser hair removal devices, breast implants, the &#8220;removal of all of or part of the penis,&#8221; the &#8220;surgical creation of a clitoris,&#8221; &#8220;removal of one or both testicles,&#8221; and more.</p>
<p>FBOP&#8217;s 2023 clinical guidance on &#8220;Gender-Affirming Care of Transgender and Gender Nonbinary Persons,&#8221; obtained by the Heritage Foundation&#8217;s Oversight Project and shared with The Daily Wire, makes clear that any prisoner who self-identifies as transgender or gender nonbinary to an FBOP staff member will then be referred to a mental health professional or medical provider.</p>
<p>That mental health professional completes an assessment, documents the inmate&#8217;s gender dysphoria or lack thereof, and initiates the &#8220;gender-affirming live experiences within the prison system.&#8221; The inmate will then meet with a medical provider and can then initiate hormone treatments.</p>
<p>After this, the inmate can request &#8220;further gender affirmation&#8221; by living in an institution that matches his or her gender identity: for example, a male inmate who identifies as a transgender woman can request to be transferred to a female prison.</p>
<p>The prison&#8217;s warden will request an administrative review by the FBOP Transgender Executive Council (TEC), and if approved, the inmate will be transferred to that institution aligning with their gender-identity.</p>
<p>After 12 months of living in that institution, or 12 months of living in his or her original institution, the inmate can request &#8220;lesser&#8221; or non-invasive procedures or full-on invasive gender procedures. This request also has to be reviewed by the TEC. If the inmate meets the proper criteria, and the BOP Medical Director approves, the inmate can then undergo surgery.</p>
<p>“Illegal aliens should be deported, not de-genitaled in prison,&#8221; the Oversight Project&#8217;s Executive Director, Mike Howell, told The Daily Wire. &#8220;It sounds crazy to say but the Harris-Biden Administration has a really highly structured policy and process for transgendering federal prisoners, including illegal aliens.  They&#8217;re not just doing the basics, they&#8217;re giving them the extras like facial hair removal.&#8221;</p>
<p>&#8220;It will make it harder to locate and deport an illegal who has been transgendered after they&#8217;re released from prison,&#8221; Howell added. &#8220;They&#8217;ll have a whole new identity and look.”</p>

<p>Among the &#8220;minimally invasive and non-invasive gender-affirming&#8221; treatments offered by the FBOP are voice and communication training (to make an inmate&#8217;s voice sound less masculine or feminine), professional laser facial hair removal (for men who are attempting to transition to women), and &#8220;chondrolaryngoplasty,&#8221; which is tracheal shaving.</p>
<p>&#8220;Less invasive or minor surgical procedures may be deemed medically necessary and considered on a case-by-case basis,&#8221; the 2023 clinical guidance says, citing activist claims that trans-identifying adults are at great risk of suicide if they cannot undergo gender transitions.</p>
<p>The guidance also describes more invasive procedures for trans-identifying inmates who &#8220;have been compliant with all aspects of gender affirming care.&#8221; These transgender surgeries, which the BOP calls &#8220;gender confirming surgery,&#8221; may even be considered &#8220;medically necessary and is considered on a case-by-case basis.&#8221;</p>
<p>Male inmates who want to try to become women can undergo a number of feminizing surgical procedures, including breast augmentation, a clitoroplasty (the creation of a fake clitoris), a labiaplasty (the creation of a fake labia around the fake vagina), a penectomy (the removal of all or part of the penis), and orchiectomy (the removal of one or both testicles).</p>
<p>Female inmates who want to attempt a transition to become a man can undergo masculinizing surgical procedures, such as a bilateral mastectomy, male chest contouring, a hysterectomy, an ovariectomy (the removal of ovaries), a salpingo-oophorectomy (the removal of ovaries and fallopian tubes), a penile prosthesis (wherein an &#8220;erectile prosthetic device is placed to allow for an erection&#8221;), a phalloplasty (the creation of a fake penis, which can involve a number of surgeries), a scrotoplasty (the creation of a fake scrotum) and more.</p>
<p>Discussing intake screening, the guidance cites the &#8220;Prison Rape Elimination Act&#8221; as it states that individuals &#8220;may not be disciplined for refusing to disclose&#8221; whether they identify as gay, lesbian, bisexual, transgender, intersex, or gender nonconforming, and staff cannot search or physically examine inmates for the &#8220;sole purpose of determining the inmate&#8217;s genital status.&#8221;</p>
<p>It also discusses medical conditions that require increased monitoring with testosterone therapy. If, for example, a woman who identifies as a transgender man is pregnant or breastfeeding, she should be monitored as she takes high dosages of testosterone in her attempts to become a man.</p>
<p>The FBOP figures do not include inmates incarcerated at state correctional facilities, where it is <a href="https://www.dailysignal.com/2024/02/26/exclusive-female-inmate-forced-to-bunk-with-masturbating-transgender-prisoner-who-raped-daughter-messages-claim/">already known</a> that hundreds of prisoners are self-reporting as transgender, requesting transfers to facilities correlating with their gender identity, and in some cases, actually obtaining transgender surgeries and interventions.</p>
<p>Mark Campbell, a registered sex offender <a href="https://www.dailysignal.com/2023/09/21/confirmed-man-who-raped-10-year-old-daughter-housed-female-prison-inmates/">who raped his own daughter,</a> is currently housed in a prison for women — Taycheedah Correctional Institution in Fond du Lac, Wisconsin — where he has <a href="https://www.dailysignal.com/2024/02/26/exclusive-female-inmate-forced-to-bunk-with-masturbating-transgender-prisoner-who-raped-daughter-messages-claim/">reportedly</a> undergone a gender transition. Jason Michael Hann, who now goes by Jessica Hann and underwent taxpayer-funded gender transition, <a href="https://dailycaller.com/2021/04/08/california-transgender-prison-inmate-jessica-hann/">is housed</a> on death row at Central California Women&#8217;s Facility for murdering his two children.</p>
