<p>A California girl appeared shocked and confused that she could be charged with a felony for shoplifting as her accomplice explained the state has &#8220;new laws,&#8221; police video shows.</p>
<p>On Monday, the Seal Beach Police Department in Orange County <a href="https://www.instagram.com/p/DD52lOVJewh/" target="_blank" rel="noopener">published</a> a compilation of security, police body cam, and police dash cam footage that shows three young women allegedly stealing products from an Ulta Beauty and a Kohl&#8217;s.</p>
<p>The girls allegedly walked out with $648 worth of products from Ulta and at least $237 from Kohl&#8217;s.</p>

<p>The footage shows police chasing the girls down in a parking lot, handcuffing them, and putting them in the back of a cop car.</p>
<p>&#8220;It&#8217;s a felony?&#8221; one girl asks her friend as they are strapped in the cop car together.</p>
<p>&#8220;B***h, new laws,&#8221; her friend responds. &#8220;Stealing is a felony.&#8221;</p>
<p>&#8220;And this is Orange County, b***h, they don&#8217;t play,&#8221; she continued. &#8220;That&#8217;s why I asked, &#8216;what county is it?&#8217; That&#8217;s where I went to jail last year and had to get on probation for a year for stealing out of Target.&#8221;</p>
<p>The short video is set to &#8220;These Boots Are Made For Walkin'&#8221; by Nancy Sinatra and at one point it playfully zooms in on the very furry Uggs one of the alleged shoplifters is wearing.</p>
<p>&#8220;One of these days these boots are gonna walk all over you,&#8221; the song says, and also, &#8220;You&#8217;ve been messin&#8217; where you shouldn&#8217;t have been messin.'&#8221;</p>
<p>The Seal Beach Police Department warned would-be criminals in the caption of the video not to try their luck.</p>
<p>&#8220;One of mother’s favorite songs and a friendly reminder that Proposition 36, which increases punishments for some retail theft and drug possession offenses, went into effect Wednesday morning in California,&#8221; the police department wrote.</p>
<p>Last month during the election, nearly 70% of California voted to pass Proposition 36, a tough-on-crime ballot measure that reverses some of the changes made by a 2014 ballot measure, which turned certain nonviolent felonies into misdemeanors and shortened prison sentences.</p>
<p>Afterward, retail theft skyrocketed in California. Theft of products worth $950 or less was only a misdemeanor under Proposition 47, but Proposition 36 reverses that to make it a felony if the person has two prior convictions for certain crimes.</p>
<p>The measure was specifically targeted at retail theft, including &#8220;flash mobs,&#8221; where groups of thieves overwhelm a store.</p>
<p>&#8220;Here in Seal Beach we never believed in the cite and release program, but this new proposition only strengthens our commitment to combatting Organized Retail Theft,&#8221; the police department wrote.</p>
<p>&#8220;Remember folks, Don’t Steal in Seal,&#8221; the department added.</p>
