A Haitian migrant who raped a young disabled girl in Massachusetts after he entered the United States under a Biden-era parole program will now spend more than a decade in jail for his crime.

Cory Alvarez, 27, entered the United States on June 26, 2023, as part of the Biden administration’s CHNV scheme to allow 30,000 Cuban, Haitian, Nicaraguan, and Venezuelan migrants to fly into the country and receive a two-year permission to stay and work, according to Immigration and Customs Enforcement. Alvarez then raped the helpless 15-year-old girl last year at the Comfort Inn on Hingham Street, which was temporarily housing migrants as part of a government program.

The young victim told investigators that Alvarez lured her to his room by offering to help put apps on her tablet before he sexually assaulted her, according to NBC10 Boston.

The girl cried out to Alvarez to leave her alone, “but he didn’t stop,” the outlet reported, citing court documents.

Alvarez was found guilty last month and has a mandatory minimum sentence of 10 years in state prison, according to Boston 10. Prosecutors, however, sought to keep him behind bars for 15 to 18 years.

Alvarez was initially arrested by the Rockland Police Department on March 14, 2024, the day after he raped the young girl, according to ICE. Later that day, ICE lodged a detainer with the local authorities, asking them to hand him over if he was to be released.

The Plymouth County Superior Court of Brockton, however, flouted the detainer on June 27, 2024, and allowed Alvarez to go free on a $500 bond.

ICE was able to track him down and arrested him on August 13,  2024, near his home in Brockton. Federal officers eventually handed Alvarez back to local police to face local prosecution.

Upon returning to the White House, President Donald Trump ended the Biden administration’s controversial parole scheme that brought more than 500,000 migrants to the U.S., according to the Department of Homeland Security.

“The Biden Administration lied to America. They allowed more than half a million poorly vetted aliens from Cuba, Haiti, Nicaragua, and Venezuela and their immediate family members to enter the United States through these disastrous parole programs; granted them opportunities to compete for American jobs and undercut American workers; forced career civil servants to promote the programs even when fraud was identified; and then blamed Republicans in Congress for the chaos that ensued and the crime that followed,” Assistant Homeland Security Secretary Tricia McLaughlin said at the time.

“Ending the CHNV parole programs, as well as the paroles of those who exploited it, will be a necessary return to common-sense policies, a return to public safety, and a return to America First,” she added.

The Biden administration temporarily shut the program down after discovering large amounts of fraud in migrants’ applications, according to Fox News.

Applicants recycled social security numbers, addresses, and phone numbers, Fox reported. There were also 100,948 forms filled out by 3,218 serial sponsors, according to the outlet.

Some applications had the contact information of dead people and addresses to non-existent locations and even storage units, according to the outlet.
