The Wisconsin Supreme Court opened an investigation into a judge who helped an illegal immigrant evade capture by Immigration and Customs Enforcement (ICE), a probe that could lead to her disbarment, according to a letter issued by the court and obtained by The Daily Wire.
The investigation comes after the Center to Advance Security in America (CASA) filed a complaint with the Wisconsin Office of Lawyer Regulation in July, requesting former Milwaukee County Circuit Court Judge Hannah Dugan’s disbarment.
In December, a jury found Dugan guilty of felony obstruction after she diverted ICE officers while moving an illegal immigrant with a criminal history through a “jury door” away from them in April 2025.
Dugan became “visibly angry” when ICE showed up to the courthouse and called the situation “absurd,” authorities said.

She directed the officers to the chief judge’s chambers and instructed Eduardo Flores-Ruiz, who was charged in Milwaukee with three counts of battery, domestic abuse, and infliction of physical pain or injury, to leave through the “jury door” leading to a nonpublic area of the courthouse.
ICE later located the illegal immigrant outside the building and began a foot chase, before eventually catching up with and arresting him.
CASA argued in its complaint that Dugan “shockingly” had failed to express remorse “for her actions.”
During her July sentencing hearing, Dugan said she hoped to one day return to public service, according to local reports.
While federal guidelines recommended a sentence between 15 and 21 months behind bars in Dugan’s case, she ended up being spared prison time and was instead ordered to pay a $5,000 fine.
Curtis Schube, CASA’s Director of Research and Policy, argued Dugan has yet to face full accountability for her actions.
“I am pleased to find out that the Supreme Court of Wisconsin has taken the step to investigate Hannah Dugan as a result of CASA’s grievance. Not only did her actions make her unfit to be a judge, but they also call into question her fitness as an attorney,” Schube said in a statement shared with The Daily Wire.
“ICE is a branch of federal law enforcement. To hinder ICE’s ability to enforce the United States’ immigration code is no different than hindering a police or FBI investigation. Dugan should be held accountable for her actions,” he added.
