Ohio Governor <a href="https://www.dailywire.com/topic/mike-dewine" target="_blank" rel="noopener">Mike DeWine</a> (R) is sending law enforcement and millions of dollars to Springfield, Ohio, after residents&#8217; public grievances about the influx of 20,000 Haitian migrants to their community garnered national attention.
DeWine said Tuesday that state troopers will be sent to help address the growing reckless driving issue, largely sparked by the migrant influx. He&#8217;ll also be dedicating $2.5 million toward health care. Wait times for health care have significantly increased for residents due to the migrants.
&#8220;I want the people of Springfield and Clark County to know that as we move forward, we will continue to do everything we can to help the community deal with this surge of migrants,&#8221; DeWine <a href="https://governor.ohio.gov/media/news-and-media/governor-dewine-announces-healthcare-public-safety-support-for-springfield-and-clark-county" target="_blank" rel="noopener">said</a>. &#8220;The federal government has not demonstrated that they have any kind of plan to deal with the issue. We will not walk away.&#8221;
&#8220;The influx of Haitians to Springfield and Clark County has significantly impacted local primary care providers due to the increased number of patients and the need for more translation services,&#8221; a press release from the governor&#8217;s office said. &#8220;In general, migrants from Haiti have had little to no healthcare services prior to arriving in the United States, including vaccinations.&#8221;
&#8220;To address the increase in dangerous driving in Springfield by inexperienced Haitian drivers and all others who disregard traffic laws, Governor DeWine directed the Ohio State Highway Patrol (OSHP) to support the Springfield Police Department with traffic enforcement,&#8221; the press release noted. &#8220;Beginning [Thursday] morning, OSHP troopers will patrol local roads with the highest crash rates and hold accountable any driver who drives erratically and risks the safety of others.&#8221;

In addition to DeWine&#8217;s action, the state&#8217;s Republican Attorney General Dave Yost directed his office to research legal avenues to stop the federal government from sending “an unlimited number of migrants to Ohio communities.&#8221;
The Biden-Harris administration in June gave 300,000 Haitians temporary legal status, which lasts until at least February 2026. This allows these migrants to remain and work in the U.S. until then, and possibly beyond. This was awarded to any Haitian in the U.S. who was here before or on June 3, and included thousands of Haitians in Springfield.
City Manager Bryan Heck said his town attracted migrants because of its affordable housing and job openings. The city was in turmoil for years, but had a turnaround when manufacturing picked up.
Numerous residents have said they witnessed “buses” of these migrants being dropped off at gas stations and laundromats.

A county judge in <a href="https://www.dailywire.com/topic/ohio">Ohio</a> placed a temporary block on the state’s law shielding individuals under 18 years old from life-altering transgender procedures for two weeks or until consideration of a broader injunction against the law. 
The law, called the “Save Adolescents from Experimentation Act,” bans so-called &#8220;gender-affirming&#8221; surgeries, such as double mastectomies on girls who identify as boys, in addition to prohibiting giving minors cross-sex hormones and puberty blockers. The law does not prevent minors who were already placed on puberty blockers or cross-sex hormones before the legislation passed from staying on them. 
Franklin County Judge Michael J. Holbrook put a hold on the law <a href="https://www.10tv.com/article/news/politics/ohio-law-transgender-care-ban-blocked-by-judge/530-598b7f3b-477d-49a9-9ad7-336f2b8897d9" target="_blank" rel="noopener">saying</a> that it may have been unlawful because the Ohio Constitution says that bills should have no “more than one subject.” The “Safe Act” included both a ban on transgender procedures and stipulated that males could not compete on female sports teams at grades K-12 and the collegiate level. 
The law, slated to go into effect on April 24, will be placed on hold for two weeks unless a hearing for a preliminary injunction against it takes place before that time. The ACLU challenged the law, claiming it was discriminatory. 
Ohio Attorney General Dave Yost, a Republican, said he expected the law to be upheld eventually. 
“This is just the first page of the book,” he <a href="https://www.ohioattorneygeneral.gov/Media/News-Releases/April-2024/Statement-from-AG-Yost-on-House-Bill-68-Ruling" target="_blank" rel="noopener">said</a>. “We will fight vigorously to defend this properly enacted statute, which protects our children from irrevocable adult decisions. I am confident that this law will be upheld.”
The law was <a href="https://www.dailywire.com/news/ohio-republicans-ban-trans-procedures-on-minors-boys-in-girls-sports-in-vote-overriding-gop-governor" target="_blank" rel="noopener">passed</a> by Republican lawmakers in January over the veto of GOP Governor Mike DeWine. It was sponsored by state Rep. Gary Click (R), who said Tuesday that the law would be upheld after litigation was resolved.

DeWine said he expected the court battle to go to the state Supreme Court. 
&#8220;Everybody knew that this would go to court eventually,” DeWine said. “Whatever the decision the local judge makes, it will go up to the court of appeals and I&#8217;m sure it will go from there to the Ohio Supreme Court.”
More than 20 states have passed similar laws to Ohio&#8217;s, with most surviving court challenges so far. The Supreme Court on Monday allowed an Idaho law protecting minors from transgender procedures to go into effect while litigation against it proceeds. 
Meanwhile, on Tuesday, a federal appeals court ruled that West Virginia&#8217;s transgender sports ban violates a federal civil rights law that protects students from sex-based discrimination.

A federal official with the National Transportation Safety Board said that the controlled burning of toxic chemicals in <a href="https://www.dailywire.com/topic/east-palestine" target="_blank" rel="noopener">East Palestine</a>, Ohio, after a massive train derailment last year was not justified. 
NTSB Chair Jennifer Homendy told lawmakers on Wednesday that there would have been alternatives to busting open the train cars and burning the vinyl chloride chemicals inside after a train operated by Norfolk Southern crashed in February of 2023. The burn released toxic fumes into the area and left residents with concerns about their health and safety. 
The company in charge of the chemicals, Oxy Vinyls, reportedly did not think a deadly explosion would occur, telling contractors with Norfolk Southern that “there was no justification to do a vent and burn,” according to Homendy. Instead, they could have waited and let the chemicals cool down. 
Homendy said that Governor Mike DeWine (R-OH) and other first responders did not know that this was a possibility. 
“So Oxy Vinyls was on scene providing information to Norfolk Southern’s contractor who was in the room when the decision was made, and when advice was given to the governor of Ohio, to the incident commander, they were not given full information because no one was told Oxy Vinyls was on scene,” Homendy said. “They were left out of the room. The incident commander didn’t even know they existed. Neither did the governor. So they were provided incomplete information to make a decision.”
The information came out as Homendy was <a href="https://www.vance.senate.gov/press-releases/ntsb-chair-homendy-chemical-explosion-in-east-palestine-didnt-need-to-happen-experts-were-ignored/" target="_blank" rel="noopener">questioned</a> by Sen. J.D. Vance (R-OH) about whether the controlled burn was necessary to avoid an explosion of the toxic chemicals.

“To sort of recap for folks, the mushroom cloud, the chemical mushroom cloud that captured headlines across the country was the result of a controlled burn,” Vance said, before saying that the central question was whether the burn was justified or not. Vance pointed out that the measured temperature of the chemical tank cars had dropped and stabilized after the crash.

Homendy said that to justify the burn, temperatures in the chemical tank cars would have to be rapidly increasing and there would have to be an infusion of oxygen into the cars. Both of these factors were not in play, according to Homendy. 
Vance called the revelations “extraordinary” and suggested that the burn was done so that more traffic and freight could be moved through quickly. 
After the crash, many East Palestine residents were forced to evacuate their homes after the derailment as the toxic chemicals burned, releasing poisonous fumes into the air, ground, and water. Norfolk Southern was sued by East Palestine <a href="https://www.dailywire.com/news/breaking-class-action-lawsuit-filed-by-residents-against-norfolk-southern" target="_blank" rel="noopener">residents</a>, the state of <a href="https://www.dailywire.com/news/entirely-avoidable-ohio-sues-norfolk-southern-for-train-disaster" target="_blank" rel="noopener">Ohio</a>, and the <a href="https://www.dailywire.com/news/doj-epa-unveil-lawsuit-against-norfolk-southern-over-east-palestine-train-crash" target="_blank" rel="noopener">federal government</a>.

Ohio is backtracking on proposed restrictions to curb <a href="https://www.dailywire.com/topic/transgender" target="_blank" rel="noopener">transgender</a> medicalization for adults.
The state health department said Wednesday that it has changed its new proposed administrative rules on transgender medical treatments to apply only to children. The department said it received public comments opposing restrictions on adults for such treatments.
&#8220;The comments revealed a significant interest in the original draft’s impact on adult patients. The revised quality standard rules are now applicable only to care for minors,&#8221; the health department said in a <a href="https://odh.ohio.gov/wps/wcm/connect/gov/9b217d95-bcc9-483f-8771-f4786bb93b56/Combined+to+Post.pdf?MOD=AJPERES&amp;CONVERT_TO=url&amp;CACHEID=ROOTWORKSPACE.Z18_M1HGGIK0N0JO00QO9DDDDM3000-9b217d95-bcc9-483f-8771-f4786bb93b56-oS58U7u" target="_blank" rel="noreferrer noopener">memo</a> noting the changes.
Earlier this month, Governor Mike DeWine (R) announced the new rules restricting transgender medical treatments for both adults and children.
One of the rules would have required trans-identifying adults to have a team of an endocrinologist, a bioethicist, and a psychiatrist evaluating them rather than just one clinician.
Another rule would have required adults under 21 to have at least six months of counseling before starting cross-sex hormones or getting gender surgery.
“Candidly, as I expressed a week ago, I am concerned that there could be fly-by-night providers and clinics that might be dispensing medication to adults with no counseling and no basic standards to assure quality care,” DeWine <a href="https://thehill.com/homenews/state-watch/4391617-gender-affirming-care-access-ohio-trans-adults-restricted-new-administrative-rules/" target="_blank" rel="noopener">said</a> when he announced the rules.

“The rules that we are announcing today will take care of that. We need to ensure that adults, as well as children, are protected,” the governor said.
A week earlier, DeWine had vetoed a bill that banned transgender hormone treatments and surgeries for children and prohibited trans-identifying students from competing on sports teams of the opposite sex.
Ohio&#8217;s GOP-majority legislature overrode DeWine&#8217;s veto several days later.
That law will take effect in April unless a legal challenge from the American Civil Liberties Union (ACLU) halts its enforcement before then.
At least 21 states have enacted some kind of ban on transgender medical treatments for minors, although some have not taken effect yet, and Arkansas&#8217; ban was struck down in court.
Florida is the only other state that has restricted transgender medicalization for adults.
Last summer, a new Florida law went into effect <a href="https://apnews.com/article/florida-transgender-health-care-adults-e7ae55eec634923e6593a4c0685969b2" target="_blank" rel="noopener">requiring</a> a physician to oversee transgender treatments for adults. Adults must also see that doctor in person, not virtually on a telehealth appointment. The law also requires adults to sign an informed consent form for transgender treatments.
Cross-sex hormones, one of the most common transgender treatments, come with serious side effects.
They can <a href="https://www.dailywire.com/news/transgender-young-people-in-u-s-have-nearly-doubled-recently-report-shows" target="_blank" rel="noopener">cause</a> infertility, deadly blood clots, heart attacks, increased cancer risks of the breasts and ovaries, liver dysfunction, worsening psychological illness, and other serious conditions. These hormone treatments can also lower a female&#8217;s voice permanently.

<a href="https://www.dailywire.com/topic/ohio" target="_blank" rel="noopener">Ohio</a> Republicans on Wednesday successfully banned transgender hormone treatments and procedures from being performed on children, and barred boys and men from competing against girls and women in athletic competitions.
Republicans in the Ohio state Senate voted to override Republican Governor Mike DeWine’s <a href="https://www.dailywire.com/news/ohio-gop-governor-vetoes-bans-on-gender-procedures-for-minors-biological-boys-competing-in-girls-sports" target="_blank" rel="noopener">veto of the bill</a>, following House Republicans&#8217; January 10 vote to do the same, with that vote ending up 65-28, as <a href="https://www.dailywire.com/news/ohio-house-votes-to-override-gop-governors-veto-on-banning-gender-procedures-on-children-biological-boys-competing-in-girls-sports" target="_blank" rel="noopener">The Daily Wire</a> previously reported.
<a href="https://search-prod.lis.state.oh.us/solarapi/v1/general_assembly_135/bills/hb68/EN/05/hb68_05_EN?format=pdf">House Bill 68</a> is made up of two acts: the “Save Adolescents from Experimentation Act” and the “Save Women’s Sports Act.” It bans transgender procedures on minors, such as double mastectomies on girls who identify as boys, and other genital procedures for children with gender dysphoria. It also prohibits males from competing in female sports across the state, grades K-12, and the collegiate level.
When DeWine initially vetoed the bill, he argued that passing the it would hinder parental rights.
“Ohio would be saying that the state, that the government, knows better what is medically best for a child than the two people who love that child the most, the parents,&#8221; he said.
He also made the claim that he was acting to preserve &#8220;life.&#8221;
&#8220;Ultimately, I believe this is about protecting human life,&#8221; DeWine said. &#8220;Many parents have told me that their child would not have survived, would be dead today, if they had not received the treatment they received from one of Ohio&#8217;s children&#8217;s hospitals. I&#8217;ve also been told by those who are now grown adults that but for this care, they would have taken their life when they were teenagers.&#8221;
Though Republicans are generally in agreement that these types of irreversible procedures are harmful for children and therefore should be banned, Republicans like former New Jersey Governor Chris Christie have argued in the way of DeWine.
While making his short-lived 2024 presidential bid, Christie <a href="https://thehill.com/homenews/campaign/4065197-christie-knocks-transgender-health-care-bans-on-campaign-trail/" target="_blank" rel="noopener">argued</a> that procedures like double mastectomies and penis-removing vaginoplasty surgeries are a &#8220;parent&#8217;s decision.&#8221;

“I don’t think that the government should ever be stepping into the place of the parents in helping to move their children through a process where those children are confused or concerned about their gender,” Christie <a href="https://thehill.com/homenews/campaign/4065197-christie-knocks-transgender-health-care-bans-on-campaign-trail/" target="_blank" rel="noopener">told</a> CNN. “The parents are the people who are best positioned to make these judgments.”
“What I’d like to make sure each state does is require that parents be involved in these decisions,” he added. “Folks who are under the age of 18 should have parental support and guidance and love as they make all of the key decisions of their life, and this should not be one that’s excluded by the government in any way.”
The law will take effect in about three months.

Buttigieg replied, &#8220;Look, leaving aside — I don&#8217;t know all the legalities of the emergency management process, I do know what we can do as a department to make sure that railroads are safer. We&#8217;ve been taking action on everything from focused inspection of railroads, to making sure that there&#8217;s better hazardous material-related regulations, to just investing in better railroad infrastructure.&#8221;
Biden <a href="https://www.whitehouse.gov/briefing-room/presidential-actions/2023/09/20/executive-order-on-ensuring-the-people-of-east-palestine-are-protected-now-and-in-the-future/" target="_blank" rel="noopener">issued</a> an executive order in September instructing FEMA to designate a federal disaster recovery coordinator to &#8220;oversee long-term recovery efforts in the affected communities and conduct a comprehensive assessment of unmet needs of the affected communities in recovering from the derailment beyond the cleanup work directed by EPA.&#8221; A coordinator, Jim McPherson, was <a href="https://www.wkyc.com/article/news/special-reports/train-derailment/fema-appoints-coordinator-recovery-efforts-east-palestine-toxic-train-derailment/95-1019191e-d9ce-463f-8373-0eec065caf91" target="_blank" rel="noopener">appointed</a> later that month. But no <a href="https://www.wkyc.com/article/news/special-reports/train-derailment/biden-norfolk-southern-accountable-ohio-derailment/95-46dc5fca-9626-4c64-94b5-1c772a383854" target="_blank" rel="noopener">disaster declaration</a>.
Tapper also confronted Buttigieg on why Biden has not visited East Palestine since the derailment in early February of 2023 — a question which has been <a href="https://twitter.com/RNCResearch/status/1748089612382134759" target="_blank" rel="noopener">posed to the White House many times</a> over the past year, often answered by statements about how the president was planning to go at some point but did not get around to scheduling it.

The Republican-controlled Ohio state House voted on Wednesday to override Governor Mike DeWine&#8217;s <a href="https://www.dailywire.com/news/ohio-gop-governor-vetoes-bans-on-gender-procedures-for-minors-biological-boys-competing-in-girls-sports" target="_blank" rel="noopener">veto of a bill</a> that would ban gender procedures for minors and prevent boys who identify as girls from competing in girls’ sports.
After a 65-28 vote, Ohio House Republicans will now send the vote to the Senate. State lawmakers must come up with three-fifths of both the House and the Senate to vote for DeWine&#8217;s veto to be overridden and for the bill to become law. During the vote, many Ohio House Democrats wore dark-colored clothing and colorful pins or rainbow earrings to show their support for the LGBTQ community and to protest the Republicans&#8217; support of overriding the veto, Fox 19 <a href="https://www.fox19.com/2024/01/10/ohio-house-overrides-gov-dewines-veto-trans-sports-healthcare-bill/" target="_blank" rel="noopener">reported</a>.
Senate President Matt Huffman, a Republican, <a href="https://www.nbc4i.com/news/politics/ohio-house-expected-to-override-gov-dewines-veto-of-trans-athlete-healthcare-bill/" target="_blank" rel="noopener">told</a> NBC 4 that the state Senate will likely vote to override DeWine&#8217;s veto on January 24.
Ohio <a href="https://search-prod.lis.state.oh.us/solarapi/v1/general_assembly_135/bills/hb68/EN/05/hb68_05_EN?format=pdf">House Bill 68</a>, which was passed by the Republican-controlled Ohio General Assembly, was made up of two acts: the “Save Adolescents from Experimentation Act” and the “Save Women’s Sports Act.” The bill would ban transgender procedures on minors, such as double mastectomies on girls who identify as boys, and other genital procedures for children with gender dysphoria. It would also prohibit biological boys from competing in girls’ sports across the state.
HB 68 <a href="https://www.dailywire.com/news/ohio-bill-banning-trans-surgeries-on-kids-heads-to-governors-desk">passed</a> mostly along party lines on December 13, with the Ohio House <a href="https://www.legislature.ohio.gov/legislation/135/hb68/votes">voting</a> 62-27 and the Ohio Senate voting 24-8 to approve the legislation, but after issuing his veto on Friday, DeWine said he was concerned about the legal implications of signing HB 68 into law.
“I truly believe that we can address a number of goals in House Bill 68 by administrative rules that will have likely a better chance of surviving judicial review and being adopted,” DeWine said at a press conference, ABC News <a href="https://abcnews.go.com/US/ohio-governor-vetoes-transgender-sports-gender-affirming-care/story?id=105988126" target="_blank" rel="noopener">reported</a>.
DeWine defended his veto, arguing, “Ultimately, I believe this is about protecting human life.&#8221;
“Many parents have told me that their child would not have survived, would be dead today, if they did not receive the treatment they received from one of Ohio’s children’s hospitals,&#8221; the governor added. &#8220;I’ve also been told by those who are now grown adults that, but for this care, they would’ve taken their life when they were teenagers.”

Last Friday, DeWine <a href="https://www.dailywire.com/news/dewine-signs-limited-order-on-transgender-surgeries-for-kids-as-ohio-republicans-push-for-full-protections" target="_blank" rel="noopener">signed</a> a limited executive order banning transgender surgeries on children, <a href="https://www.dailysignal.com/2024/01/10/ohio-house-votes-override-governors-veto-bill-protecting-kids-transgender-surgeries-hormones/" target="_blank" rel="noopener">saying</a> in the order, “Although I vetoed … House Bill 68, I stated clearly in my veto message that I agreed with the General Assembly that no gender-transition surgeries should be performed on anyone under the age of 18, and I directed agencies under my purview to draft rules to ban this practice in Ohio.&#8221;
The House&#8217;s vote to override DeWine&#8217;s veto of bans on gender procedures and boys competing in girls&#8217; sports was praised by conservative leaders.

Logan Church, the political director of CatholicVote, in a statement shared with The Daily Wire celebrated the House&#8217;s vote and said his organization will continue to urge the state Senate to follow through.

Governor <a href="https://www.dailywire.com/topic/mike-dewine" target="_blank" rel="noopener">Mike DeWine</a> (R-OH) signed a limited executive order on Friday banning transgender surgeries on children just one week after he vetoed a bill that would have prohibited all transgender procedures on minors. 
DeWine’s executive order comes as Republicans in the state push to override his veto of the &#8220;Saving Adolescents from Experimentation&#8221; Act (HB 68), a bill that would have protected children from transgender surgeries as well as puberty blockers and cross-sex hormones, which have life-altering impacts and can harm fertility, bone development, and heart health.
“There’s a broad, broad consensus against surgeries for minors, so let’s put that into a law so we can move on and talk about other things,&#8221; DeWine <a href="https://www.dispatch.com/story/news/politics/2024/01/05/mike-dewine-talks-transgender-health-care-after-house-bill-68-veto/72118289007/" target="_blank" rel="noopener">said</a> on Friday after facing <a href="https://www.dailywire.com/news/what-was-he-thinking-trump-rips-ohio-governor-over-veto-of-bill-banning-transgender-surgeries-on-children" target="_blank" rel="noopener">sharp criticism</a> over his veto from Republicans like Sen. J.D. Vance (R-OH) and former President Donald Trump. 
 The state House of Representatives is expected to vote next week to override DeWines veto of the bill, which also would have kept men out of women’s sports.
In his <a href="https://governor.ohio.gov/media/executive-orders/executive-order-2024-01D" target="_blank" rel="noopener">executive order</a>, DeWine said that he instructed the Ohio Department of Health to come up with rules to ban “gender transition surgeries” on minors. According to the Ohio Department of Health (ODH), the emergency rules <a href="https://odh.ohio.gov/wps/wcm/connect/gov/9b217d95-bcc9-483f-8771-f4786bb93b56/Post+for+Public+Comment+3%2C+59%2C+83.pdf?MOD=AJPERES&amp;CONVERT_TO=url&amp;CACHEID=ROOTWORKSPACE.Z18_M1HGGIK0N0JO00QO9DDDDM3000-9b217d95-bcc9-483f-8771-f4786bb93b56-oPsE9DG" target="_blank" rel="noopener">filed</a> on Friday “Prohibit health care facilities, including ambulatory surgical facilities, and hospitals from performing gender surgeries on minors.” 
The ODH also filed draft rules that “Set forth quality standards for those hospitals and ambulatory surgical facilities that wish to treat gender-related conditions.”
According to a draft of the rules, “gender transition surgeries” are defined as “any surgery performed for the purpose of assisting an individual with gender transition that seeks to surgically alter or remove healthy physical or anatomical characteristics or features that are typical for the individual&#8217;s biological sex, in order to instill or create physiological or anatomical characteristics that resemble a sex different from the individual&#8217;s birth sex, including genital or non-genital gender reassignment surgery.”

State Republican Rep. Gary Click, the primary sponsor of the HB 68, was not impressed with DeWine’s order, <a href="https://twitter.com/clickforohio/status/1743364559199506454">saying</a> that it was no “substitute for solid legislation.”
”While I support his efforts as a temporary measure, I cannot accept them as a substitute for the SAFE Act. His suggestion that we take his measures and place them in a bill for his signature was insulting. He had ample opportunity to participate in the SAFE Act and he vetoed it. There are no mulligans.”
The Ohio House is expected to meet on Wednesday, January 10, to override DeWine’s veto.

DeWine Signs Limited Order On Transgender Surgeries For Kids As Ohio Republicans Push For Full Protections

An Ohio hospital that actively lobbied Republican Gov. Mike DeWine to veto a ban on transgender procedures for minors has grossly misrepresented its approach to parental involvement in decisions, according to internal training videos obtained by The Daily Wire. 
Cincinnati Children’s Hospital, which both <a href="https://www.dispatch.com/story/news/politics/2023/12/22/dewine-visits-ohio-hospitals-before-gender-affirming-care-ban-decision/72009737007/">hosted DeWine onsite</a> ahead of his veto of the ban on transgender procedures and <a href="https://dw-wp-production.imgix.net/2024/01/HB68_SDavis_Opponent.pdf">testified against it</a> in the legislature, said publicly in its opposition campaign that parental involvement is a priority. Steve Davis, the hospital’s president and CEO, testified that the bill “would hinder doctors and parents from collaboratively deciding the best treatment for their children.” He also stated that parental consent is always required.
Top officials in the hospital’s heralded Transgender Health Center, however, said otherwise in an internal training session on how to approach transgender-identifying children. The training sessions reveal not only that doctors strategize how to circumvent parents skeptical about their children undergoing sex-change procedures, but also that they are actively steering children towards undergoing treatments, which have skyrocketed in recent years at the facility. 
<a href="https://www.cincinnatichildrens.org/bio/c/leeann-conard">Dr. Lee Ann Conard</a>, the center’s director who introduced herself along with her pronouns and refers to parents predominantly as “caregivers,” says in the training video that there are ways to progress a child towards so-called “gender-affirmation” without parental support. Dr. Conard suggests putting the child in therapy without telling the parent why, and even stopping a young girl’s periods.
“Some kids aren’t ready to tell the parents, and we shouldn’t out them,” Dr. Conard says. “If the kid doesn&#8217;t wanna talk to the parent … are there things that we can do medically to help? We can refer a child for therapy without the parent knowing that the kid told us they&#8217;re transgender. If they&#8217;re having significant anxiety and depression, the other thing is menstrual suppression.”

Dr. Conard is followed in the training video by <a href="https://www.cincinnatichildrens.org/bio/h/bridget-hagood">Dr. Bridget Hagood</a>, who conducts the “gender-focused therapy” that Dr. Conard suggests for kids to receive without parental consent. Dr. Hagood explains that the hospital’s approach is always “gender-affirming,” and also that she has “comfort in writing letters for hormones.” 
<a href="https://queerkentucky.com/transgender-therapist-and-social-worker-creates-resource-hub-for-northern-kentucky-ohio-communities/">Evie Heflin</a>, a social worker for the transgender clinic, warns during the training that doctors should avoid references to transgenderism in a child’s medical chart because parents could access it. 
“It is really important to think about with the Cares Act, and like, families having more direct access to medical records, to really think about how we&#8217;re charting and the things that we&#8217;re putting in there,” says Heflin, who is a trans-identifying man. “We want to make sure that we&#8217;re able to protect the safety and the privacy of our patients, especially for families that might not be affirming.”
All of the panelists make clear that the goal of the clinic is to get as many kids as possible, and get them “affirming” care such as hormone treatments or chest binders, both of which have proven to be dangerous for kids.
“Once the child says ‘I’m transgender,’ the work begins for you of trying to help the family understand and get them into our care so that we can help,” Dr. Conard says, before advising primary care physicians to begin screening for transgenderism in annual physicals for three-year-olds. Dr. Conard suggests that this annual screening should be done “when we&#8217;re doing our confidential part of the annual exam” for adolescents, an indication that the goal again is to avoid parental knowledge.
Dr. Conard says doctors should ask boy toddlers questions such as whether they “want to wear a tutu and go to dance class” — if they do, she suggests doctors refer them for gender-focused therapy. She says elementary school-aged children should be asked directly whether they consider themselves a boy or a girl.
The videos, which were once <a href="https://alumni.cincinnatichildrens.org/s/welcome/educational-opportunities">linked publicly on the hospital’s website</a> but have since been removed, appear to contradict the hospital’s public explanations of its approach to transgender procedures. The goal of the hospital’s transgender clinic is openly to affirm any notion of gender dysphoria, and parents who have concerns appear to be convinced otherwise or circumvented. 
Do No Harm, a nonprofit organization that works to protect minors from radical gender ideology and first discovered the training videos, said that DeWine is failing to “protect children” by siding with hospitals such as Cincinnati Children’s. 
“Governor DeWine made a terrible mistake when he rejected common sense legislation to protect children from irreversible cross-sex treatments,” said Kristina Rasmussen, Do No Harm’s executive director. “Hospitals are benefiting financially from convincing kids they are born in the wrong body, and that needs to come to an end.&#8221;
DeWine leaned on the role parents should play in matters regarding their children’s medical care in his explanation for his veto. 
“Were House Bill 68 to become law, Ohio would be saying that the state, that the government knows better what is medically best for a child than the two people who love that child the most, the parents,” DeWine said. “These are gut-wrenching decisions that should be made by parents and should be informed by teams of doctors who are advising them.”
Reached for comment about the Cincinnati Children’s Hospital training videos showing that parents are not put first, DeWine’s office asked for the videos to be provided. After The Daily Wire shared the video, the governor’s office declined to comment.
Cincinnati Children’s Hospital, which has <a href="https://dailycaller.com/2023/12/29/republican-gov-thousands-dollars-donors-opposed-trans-bill-vetoed/#:~:text=Do%20No%20Harm-,GOP%20Gov%20Who%20Vetoed%20Trans%20Bills%20Received%20Over%20%2440%2C000,Hospitals%20Supporting%20Sex%20Change%20Procedures&amp;text=Font%20Size%3A,ban%20the%20procedures%20for%20minors.">contributed thousands of dollars to DeWine’s campaigns</a>, did not respond to a request for comment on the trainings.
The Cincinnati Children&#8217;s Hospital transgender center was <a href="https://www.cincinnati.com/story/news/2018/06/20/pure-romance-ceo-donates-2-million-childrens-hospital-transgender-patient-care/717433002/">funded largely</a> by the owners of <a href="https://pureromance.com/">Pure Romance</a>, which sells sex toys and other intimate products. The couple behind Pure Romance has a transgender-identifying child, and donated millions to the hospital to grow its offerings in the field — they are thanked on the website, which says the center is &#8220;funded by love.&#8221; Dr. Conard says in the video that the center is growing.
It would not be the first hospital to misrepresent its offerings for transgender-identifying minors. A whistleblower at Texas Children’s Hospital came forward with evidence that the hospital was <a href="https://www.city-journal.org/article/sex-change-procedures-at-texas-childrens-hospital">actively performing transgender medical interventions</a>, including the use of implantable puberty blockers, even after publicly claiming it had ceased these procedures.
DeWine has faced a wave of criticism from within his own party for his veto of the legislation that would ban hospitals like Cincinnati Children’s Hospital from using puberty-blockers, hormone treatments, and other so-called “gender-affirming” procedures on minors.
The Republican-controlled legislature has the ability to override DeWine’s veto, and has reportedly already taken steps towards doing so.

Governor Mike DeWine (R-OH) raised eyebrows when he vetoed House Bill 68 on Friday — a measure that would have prevented biological males from participating in women&#8217;s athletics and barred doctors from prescribing puberty blockers and cross-sex hormones to children — but critics questioned whether campaign donations may have been behind the eleventh-hour veto.
According to a <a href="https://dailycaller.com/2023/12/29/republican-gov-thousands-dollars-donors-opposed-trans-bill-vetoed/" target="_blank" rel="noopener">report</a> published that same day by The Daily Caller News Foundation, between 2018 and 2023 DeWine had received some $40,000 in campaign donations from several children&#8217;s hospitals and organizations that support access to transgender medical treatment for minors.
The donations in question reportedly came from the Ohio Children’s Hospital Association (OCHA) — $20,000, Cincinnati Children’s Hospital — $300, Nationwide Children’s Hospital — $10,000, and ProMedica Children’s Hospital — $10,000.

At least one of the hospitals, Cincinnati Children&#8217;s, has a Transgender Health Center that accepts patients as young as five years old and <a href="https://www.cincinnatichildrens.org/service/t/transgender/faq" target="_blank" rel="noopener">does not list</a> an age limit for starting drugs like puberty blockers and cross-sex hormones.
DeWine defended his veto in a press conference, saying, &#8220;Parents have looked me in the eye and told me but for this treatment, their child would be dead. Former President Donald Trump slammed Governor Mike DeWine (R-OH) after he vetoed a law that would have banned transgender surgeries on children. 
Trump’s comments came just one day after DeWine vetoed a bill that would have banned gender procedures on minors and prevented boys from competing in girls’ sports. The former president also called on the Ohio legislature, where Republicans have a supermajority, to override DeWine’s veto. 
“DeWine has fallen to the Radical Left. No wonder he gets loudly booed in Ohio every time I introduce him at Rallies, but I won’t be introducing him any more. I’m finished with this ‘stiff.’ What was he thinking. The bill would have stopped child mutilation, and prevented men from playing in women’s sports. Legislature will hopefully overturn. Do it FAST!!!” Trump <a href="https://truthsocial.com/@realDonaldTrump/posts/111670318044948931">posted</a> on Truth Social. 
Though Trump was initially critical of DeWine after the 2020 election, he <a href="https://www.cnn.com/2022/09/07/politics/trump-endorsement-dewine-ohio-governor-race/index.html">endorsed</a> the governor&#8217;s re-election bid in 2022. DeWine received less than 50% of the Republican primary vote after he faced multiple challengers amid criticism from conservatives over his handling of COVID. 
DeWine <a href="https://www.dailywire.com/news/mike-dewine-defends-vetoing-ban-on-gender-procedures-for-minors-j-d-vance-slams-his-reasoning" target="_blank" rel="noopener">said</a> at a press conference following his decision to veto the legislation that if the bill were to become law, the government would be encroaching on parents’ rights. He was widely criticized by Ohio Republicans for his decision, including Sen. J.D. Vance. 
Vance slammed DeWine’s reasoning, saying that the governor pointing to parents’ rights to make medical decisions for their children is simply using “a slogan” to defend his veto. 
“This is a slogan, not a justification. There are many things the law rightfully says no one, including parents, may do to children,” Vance <a href="https://twitter.com/JDVance1/status/1740776818054230345" target="_blank" rel="noopener">wrote</a> on X. “This slogan also ignores the extraordinary pressure from interest groups and big pharma to green light poorly understood, irreversible procedures. I’m extremely disappointed in the governor’s decision and hope it is overridden.”
