WASHINGTON—The House of Representatives voted late Friday to fund the Department of Homeland Security for 60 days, rejecting a compromise the Senate passed earlier in the day.
The vote was largely along party lines, with three Democrats crossing the aisle to fully fund the department through May 22. The final tally was 213—203.
The vote was a rebuke of the Senate, which early Friday morning passed a bill that carved ICE and Border Patrol out from the rest of the funding. While House Democrats fought to take up the Senate&#8217;s proposal, the measure seemed dead on arrival after President Donald Trump expressed his disapproval of the measure.

These people are crazy.&#8221;
Trump’s comments came after House Speaker Mike Johnson (R-LA) and other House Republicans trashed the Senate proposal and the subsequent departure of senators for a two-week Easter recess.
“They’ve gone half the fiscal year without a regular paycheck; we cannot ask that of anyone,” Johnson said in reference to TSA agents, who have dealt with the brunt of both the full federal government shutdown last fall and the current shutdown. “Republicans will do the responsible and honorable thing, and Democrats will continue to play politics.&#8221;
With both chambers heading out for Easter without a deal, the shutdown is on track to become the longest in history, now in its 42nd day.
Trump signed an executive order on Friday to pay TSA agents, as travelers have faced long wait times at airports nationwide due to officer callouts and resignations.
The House&#8217;s 60-day funding bill is unlikely to gain traction in the Senate, with Minority Leader Chuck Schumer (D-NY) calling the bill &#8220;dead on arrival.&#8221;
“Democrats will fund critical Homeland Security functions,&#8221; Schumer said. &#8220;But we will not give a blank check to Trump’s lawless and deadly immigration militia without reforms.”

Only 15 Democrats were willing to vote with Republicans on Thursday on a measure that would make non-citizens who harmed police animals — such as dogs or horses — either inadmissible or subject to deportation.
The BOWOW Act <a href="https://x.com/CraigCaplan/status/2034639336612745286">passed the U.S. House</a> on Thursday by a margin of 228-190, with every Republican voting in favor of the legislation. It will head to the Senate next.
Rep. Ken Calvert (R-CA) <a href="https://calvert.house.gov/media/press-releases/rep-calverts-bowow-act-advanced-judiciary-committee">introduced</a> the bill in June of 2025 &#8220;after Freddie, a Customs and Border Patrol agriculture detector dog, was <a class="ext" title="(opens in a new window)" href="https://www.cbp.gov/newsroom/local-media-release/egyptian-traveler-eats-federal-charges-kicking-dulles-cbp-beagle" target="_blank" rel="noopener nofollow noreferrer" data-entity-type="external" data-extlink="">assaulted</a> in June by a non-citizen from Egypt&#8221; — and the House Judiciary Committee voted to advance the measure in November.
&#8220;I appreciate my colleagues on the Judiciary Committee advancing the BOWOW Act and joining me in standing up for our law enforcement animals who help keep Americans safe. Coming to America is a privilege, not a right. Anyone who assaults an animal, like Freddie, simply has no place in our country,&#8221; Calvert said at the time.
The purpose of the bill, according to its <a href="https://www.congress.gov/bill/119th-congress/house-bill/4638/text">official description</a>, is &#8220;to amend the Immigration and Nationality Act to deem any alien who has been convicted of or admits to harming a federal law enforcement animal as inadmissible and deportable.&#8221;
The bill would affect non-citizens who were convicted under 18 U.S.C. 1368 — which pertains to the abuse of animals used in federal law enforcement such as service dogs and horses — or those who have admitted to assaulting such animals. Anyone who fit that description would either be inadmissible to the United States or subject to deportation.
The 15 Democrats who voted in favor of the bill were as follows: Reps. Henry Cuellar (TX), Sharice Davids (KS), Don Davis (NC), John Garamendi (CA), Jared Golden (ME), Vicente Gonzalez (TX), Josh Gottheimer (NJ), Adam Gray (CA), Chrissy Houlahan (PA), Greg Landsman (OH), Marie Gluesenkamp Perez (WA), Josh Riley (NY), Eric Sorensen (IL), Tom Suozzi (NY), and Eugene Vindman (VA).
Rep. Kevin Kiley (I-CA), in his first vote since leaving the Republican Party, also voted with the Republicans in favor of the measure.

Hospitals across the country are still pushing woke policies, despite a nationwide backlash against diversity, equity, and inclusion (DEI), a watchdog warned Congress. 
Consumers’ Research said lawmakers must hold hospitals receiving federal tax privileges accountable for pushing racially-focused initiatives and transgender procedures on kids, according to a <a href="https://consumersresearch.org/wp-content/uploads/2026/03/CR_Woke_Hospital_Letter_EC_Final.pdf">letter</a> obtained by The Daily Wire. The letter came ahead of a congressional hearing on Wednesday morning by the House Energy and Commerce committee on improving healthcare transparency. 
“As nonprofit hospitals keep prioritizing divisive woke ideology, Congress must hold them accountable,” Consumers’ Research Executive Director Will Hild told The Daily Wire. “Federal funding and tax-exempt privileges should never be used by hospitals to advance a radical political agenda.”
“When hospitals go unchecked with access to taxpayer dollars, consumers are left footing the bill for woke policies that distract hospital support meant for patients. This pattern of waste and abuse at hospitals across the country needs to be stopped,” he added. 
Hild’s letter to House Committee on Energy and Commerce Chair Brett Guthrie and other committee members highlighted multiple examples of hospital systems he said were “using federal funding streams and taxpayer-sponsored resources to fund political agendas at the expense of patient care.”
An example in the letter included the California-based Kaiser Permanente, the largest private nonprofit healthcare organization in the country. The provider made headlines for ending transgender surgeries on children, but still has several racially focused initiatives in place. 
The aim of its <a href="https://kpcenterforblackhealth.org/">Center for Black Health and Wellness</a> is to “improve the health of our Black members, elevate their care experience, continue to build trust, create culturally responsive care, and best practices that can be shared across our organization and the health care community.”
Kaiser Permanente cites <a href="https://www.dailywire.com/news/study-saying-black-babies-more-likely-to-die-under-white-doctors-didnt-control-for-1-key-factor">questionable research</a> that black patients require black doctors for better health outcomes. It says the center is rooted in “equity” with the purpose of enhancing and expanding “the care of our Black patients.”
Another example cited in the letter included the University of California-San Francisco Benioff Children&#8217;s Hospital, which has a “Child and Adolescent Gender Center.” The <a href="https://www.ucsfbenioffchildrens.org/clinics/child-and-adolescent-gender-center">center</a> “offers comprehensive medical and psychological care, as well as advocacy and legal support, to transgender, nonbinary and gender-diverse children and adolescents.”
The clinic accepts patients between the ages of 3 and 17. 
“Before the onset of puberty, our care focuses strictly on social and emotional development, and we don’t offer gender-affirming medical treatments,” the clinic said. “Once a patient reaches puberty, gender-affirming medical treatments may be considered following a thorough mental health assessment by a gender specialist.”
The clinic offers puberty blockers to kids, treatments it claims are “reversible.” Groups like Do No Harm have <a href="https://www.dailywire.com/news/taxpayer-funded-medical-school-promotes-reversible-puberty-blockers-for-kids">highlighted</a> how puberty blockers can permanently impact bone development, particularly density in the hip and spine.
Consumers’ Research has launched the &#8220;<a href="https://consumersresearch.org/badmedicine/">Bad Medicine</a>&#8221; campaign targeting health systems it says push woke politics. Last week, it <a href="https://www.dailywire.com/news/a-major-health-system-scrubbed-the-woke-from-its-website-it-hasnt-really-changed">highlighted</a> how the University of Miami Health System recently scrubbed DEI and transgender-related content from its website. 
Hild told lawmakers that hospitals should be held accountable for woke policies. 
“This isn’t isolated activism. These kinds of misguided and potentially illegal policies must be stopped,” Hild wrote. “It is imperative for patients that hospitals return to their core mission of patient care and use federal funding as it was intended.”

A hot debate has now broken out in the Republican Party over the so-called SAVE Act.
Republicans support the SAVE Act, which would force voter ID nationally. Democrats in the Senate have been holding it up.
President Trump correctly <a href="https://www.c-span.org/program/white-house-event/president-trump-addresses-house-republicans-at-annual-retreat/674954">points out </a>that the SAVE Act is quite popular with Americans.
“Even the Democrats — you saw the numbers today?— Democrats voted 86% that this stuff should be passed,” he noted. “With the Republicans, you&#8217;re at 98%. But Democrats are at 86%, except for the people that run the Democrat Party, because they want to try and win elections illegally. The only reason you vote against voter I.D. is because you want to cheat. There&#8217;s no other reason. They come up with reasons; they say it&#8217;s racist. That&#8217;s their number one: racist. Then they have to explain it, and they&#8217;re just sitting there mumbling. They can&#8217;t explain it.”
President Trump has also been having fun <a href="https://www.c-span.org/program/white-house-event/president-trump-addresses-house-republicans-at-annual-retreat/674954">mocking</a> Chuck Schumer: “It&#8217;s the easiest thing we have. Now the problem is you call it the SAVE Act, and nobody knew what the hell the SAVE Act was. &#8230; It&#8217;s called ‘The Save America Act’. And I saw Schumer yesterday: ‘We will stop Save America.’ He’s getting killed. They can&#8217;t do it.”
President Trump says that Republicans should <a href="https://www.c-span.org/program/white-house-event/president-trump-addresses-house-republicans-at-annual-retreat/674954">not approve anything</a> until the SAVE Act passes:
“But they have to get it done. Because if we don&#8217;t get this done, if it takes six months, I&#8217;m for not approving anything. I don&#8217;t think we should approve anything until this is approved. And they can&#8217;t win politically. Look, you have them in a corner, and they&#8217;re listening to every word I&#8217;m saying. It doesn&#8217;t matter because they can&#8217;t win it politically. Because when they say, ‘We don&#8217;t want voter identification. We don&#8217;t want proof of citizenship,” all these things are just losers for them.”
Chuck Schumer, for his part, keeps arguing that if we clean the voter rolls of people who have moved or are dead and require people to use voter ID, somehow this is going to result in mass voter disenfranchisement, a proposition that pretty much no one actually agrees with. 
“It allows ICE to kick tens of millions of people off the rolls, off the rolls, and they don&#8217;t tell them until Election Day,” he <a href="https://www.c-span.org/program/news-conference/senate-democratic-agenda/675075">huffed</a>. “And you show them, you say. ‘You&#8217;re not registered anymore, you&#8217;re not registered here, you&#8217;re not on the rolls.’ And they say, ‘I didn&#8217;t know that.’ This is a bill that destroys the country. And it is not about showing ID when you show up to vote. It&#8217;s about the voter registration rolls, destroying them, purging them, not letting people know, and taking the rights in an algorithm put together by ICE, put together by DOGE and Musk. It&#8217;s an outrage.”

This is silly. If you can&#8217;t abide by the law with regard to voting, you shouldn&#8217;t vote. And if you moved and you didn&#8217;t tell them you moved, then you probably should tell them you moved. Democrats trying to turn basic adult functions into some sort of Mensa test are lying. It’s not that hard to register to vote. It&#8217;s not hard to determine where and how to vote. People have been figuring it out for decades.
But now, because Democrats are trying to filibuster the SAVE Act in the Senate, to prevent it from passing by forcing Republicans to find 60 votes in the Senate, President Trump is talking about killing the filibuster.
Senate Majority Leader John Thune, by contrast, says, no, we&#8217;re not doing that.
“We don&#8217;t have the votes either to proceed, get on a talking filibuster, nor to sustain one if we got on it,” he <a href="https://www.youtube.com/shorts/-EQvN-hLoz0">stated</a>. “But that is just a function of math. &#8230; I understand the president&#8217;s got a passion to see this issue addressed, as we all do. We’ll continue to make that argument because I think it&#8217;s important that everybody understands this is really about the votes. It&#8217;s about the math.”
A lot of people are asking, why doesn&#8217;t Thune kill the filibuster? The answer is simple. He&#8217;s concerned if Republicans kill the filibuster, the next time the Democrats have a majority in the House and the Senate and run the presidency, they simply run roughshod over Republicans and essentially end any chance of possible parity in future elections, all with just 51 votes. They add new states, they add new senators, and they change the voting rules and all the rest.
There have been two arguments that have been put out there to counter John Thune’s argument. First, there&#8217;s the argument that Republicans should end what&#8217;s known as the “talking filibuster.” When most people think about the filibuster, they think of Jimmy Stewart talking for hours until he faints in the film “Mr. Smith goes to Washington.”
It takes 60 votes to ensure “cloture,” which means to stop a talking filibuster. Under Senate Rule 19, each senator can speak twice per day. Members of the same party can hold the floor continuously. Theoretically, Johnson could force Democrats to do that, get up there and just talk and talk and talk and talk.
In the past, however, opposing parties have allowed the so-called “silent filibuster,” a filibuster that all agree would be possible in the absence of talking for days at a time. People basically say, “You don&#8217;t have 60 votes. Instead of making us talk for weeks on end, we are not going to do that. You don’t have 60 votes to kill it anyway.”
So why doesn&#8217;t John Thune kill the silent filibuster? There are a few practical reasons. First, if 47 Democrats each gave six-hour speeches and did that continuously in a cycle, they could stop the business of the Senate for months. The only way to keep the Senate in session, in order to keep the pressure on Democrats to keep talking, would be for Republicans to maintain a quorum, meaning 51 senators nearby. If they didn&#8217;t have a quorum, if somebody goes home and suddenly there are 49 senators, Democrats can move to adjourn the session, the clock restarts, and all the senators can speak twice again. Which means that killing the silent filibuster basically ensures pain, but not gain.
That&#8217;s not going to stop critics from attacking Senator Thune and other Republicans as somehow feeble or insufficient in their defense of conservative policy. That&#8217;s always the rap from people in my industry toward politicians: “The reason that Republicans don&#8217;t do enough is a lack of will. If only they had more Nietzschean willpower! Or maybe they&#8217;re corrupt?” 
 
But that&#8217;s not what&#8217;s happening. The simple case here is that in the Senate, which happens to be a more collegial body than the House, Republicans must always have one eye on the question of what happens when the political shoe is on the other foot.
Just as Democrats killed the judicial filibuster only to watch Republicans stack the Supreme Court, Republicans have to be careful not to kill the filibuster on other issues, just to watch Democrats ram through fundamental changes to the nature of American life and law.
Democrats are obstructing, there&#8217;s no question about it.
They aren’t interested in honest voting.

Rep. Kevin Kiley is ditching the Republican Party and re-registering as an independent, but he still plans to caucus with the party facing a razor-thin majority in the House.
Republicans now hold just 217 seats, and Kiley’s exit makes him the only member of the House not registered under any party.
Kiley is running in California’s Sixth Congressional District this November, and he currently represents the 3rd Congressional District. Kiley was heavily impacted by Prop. 50&#8217;s passage last year, which instituted mid-decade redistricting in favor of five Democratic-leaning seats in the Golden State.
“Gerrymandering is a plague on democracy, one that Gavin Newsom has brought back to California. But there’s a way we can fight back and protect our democracy from his partisan games: by removing partisanship from the equation. Today, I filed for reelection as ‘No Party Preference,’” Kiley posted to X on Friday.
“This means I will not have a party affiliation on the ballot or as an officeholder. That’s how it already is with most offices in our state: mayors, city councilors, school board members, county supervisors, sheriffs, and DAs are all nonpartisan,” he continued.
On Monday, he said that he’s &#8220;asking the clerk of the U.S. House of Representatives to have that reflected in the official roster,” according to <a href="https://x.com/kate_santaliz/status/2031053849016828317?s=20" target="_blank" rel="noopener">Axios</a>. However, he did not inform Republican leadership ahead of his decision on Friday, <a href="https://x.com/casssemyon/status/2031054700426985473?s=20" target="_blank" rel="noopener">Spectrum News DC</a> reported.
The congressman has sponsored legislation to end mid-decade redistricting at the federal level, saying in an August statement that it would &#8220;stop a damaging redistricting war from breaking out across the country.”
Kiley took office in 2023 after being endorsed by President Donald Trump in 2022, after several years as a foe of Gov. Gavin Newsom and Democrats as a state assemblyman in Sacramento. The congressman voted in agreement with the president 98.3% of the time in 2025, according to VoteHub.
The Cook Political Report currently ranks both the third and sixth districts as “Solid Democrat” in the upcoming election, as Prop. 50 allows for a more Democrat-friendly redraw until the formal redistricting process occurs after the 2030 census.
The report ranks 18 House races as “toss-ups” this election cycle, with 14 others considered “Lean Democrat” and 4 considered “Lean Republican.” Both parties are expected to pour a hefty amount of financial resources into the hotly competitive districts in order to keep the majorities for the remainder of Trump&#8217;s presidency.
Mid-decade redistricting took place in several other states this year, including Texas, which added five Republican-favored seats.
On April 21, Virginia will also be voting on an amendment to allow for mid-decade redistricting intended to favor Democrats.

The House of Representatives passed a new version of the SAVE America Act on Wednesday evening, giving some new life to legislation that would require photo identification and proof of U.S. citizenship for voters.
The vote went largely along party lines, with every Republican who was present voting in favor of the measure. The lone Democrat to break with his party and vote for the SAVE America Act was Henry Cuellar (D-TX).
The bill, introduced by Texas Republican Rep. Chip Roy and pushed by President Donald Trump, now heads to the Senate, where it faces an uphill battle to reach Trump&#8217;s desk. To pass the Senate, the SAVE Act will have to reach the 60-vote threshold to overcome the filibuster, meaning at least seven Democrats would have to join all Republicans in approving the bill, which is unlikely.
Recent polling shows that the vast majority of Americans support photo ID requirements for voting, but legislation mandating ID requirements has struggled to gain traction in Congress. On Tuesday, Republican Sen. Lisa Murkowski of Alaska also came out <a href="https://www.nbcnews.com/politics/congress/gop-sen-lisa-murkowski-comes-trumps-election-bill-warning-party-rcna258353">against</a> the bill, arguing that it would &#8220;effectively&#8221; federalize elections, something she said Republicans have opposed in the past.
The House passed another version of the SAVE Act last year, but it stalled in the Senate. The revamped version of the bill would require voters to provide proof of citizenship along with photo ID before they cast their ballots, meaning people would have to show additional documentation such as a passport or a birth certificate.
Democrats claim that the SAVE America Act would &#8220;disenfranchise millions of Americans.&#8221; Earlier this month, Senate Minority Leader Chuck Schumer <a href="https://x.com/SenSchumer/status/2018443554201452623">called</a> the bill &#8220;Jim Crow 2.0,&#8221; the same criticism Democrats used for Georgia&#8217;s photo ID law that passed in 2021.
&#8220;Millions of American citizens — millions — don’t have access to the paperwork that SAVE would require and would be in danger of getting shut out of our democracy,&#8221; Schumer <a href="https://www.democrats.senate.gov/news/press-releases/leader-schumer-floor-remarks-on-how-the-save-act-would-disenfranchise-millions-of-american-voters-says-it-is-dead-on-arrival-in-the-senate">said</a> during remarks on the Senate floor on Monday. &#8220;For example, if you’re one of the 50% of Americans who doesn’t have a passport, or if you’re one of the tens of millions of Americans who can’t quickly access your birth certificate, the SAVE Act could, in effect, take away your right to vote.&#8221;
Republicans have pushed back on Democrats&#8217; arguments, saying that U.S. citizens can obtain passports and copies of their birth certificates.
“The SAVE America Act provides multiple ways to prove citizenship, as millions of Americans do every day for work, travel, and financial transactions,” <a href="https://www.deseret.com/politics/2026/02/10/mike-lee-save-act-women-voters/">said</a> Utah Republican Sen. Mike Lee, who introduced the legislation in the Senate. “It’s sad that congressional Democrats are so afraid of election security that they’re willing to spread falsehoods about commonsense safeguards supported by a majority of both Republicans and Democrats across the country.”
For months, Trump has called on Republicans to abolish the filibuster, which would help them pass some of his important agenda items like the SAVE Act, but Republican leaders have pushed back. Earlier this week, Senate Majority Leader John Thune (R-SD) said, &#8220;There aren’t anywhere close to the votes, not even close, to nuking the filibuster.&#8221;
Lee told Deseret News that there could be another way to pass the SAVE Act without &#8220;nuking&#8221; the filibuster. He said the Senate could revive the talking filibuster, which requires senators to be on the floor and actively speaking to stall a vote, a move that could circumvent the 60-vote threshold needed for cloture.
“Nothing in the Senate’s an easy move. This one’s certainly not,” Lee added. “But if we want to do this, this is how we have to go about it.”

The National Republican Campaign Committee will host President Donald Trump for the second consecutive year at its presidential dinner fundraiser on March 25, underscoring an extremely competitive midterm election cycle.
In a video first shared with The Daily Wire, the dinner is expected to honor the president as he begins the second year of his second term.
“Republicans will fight for every state, every seat, and every single vote. We&#8217;re going to fight like hell, and we&#8217;re going to win, win, win like we&#8217;ve never won before,” Trump said in his address from last year, which is shown in the video. The spot highlighted various GOP incumbents in key races, including Reps. Juan Ciscomani (R-AZ), Mariannette Miller-Meeks (R-IA), and Jen Kiggans (R-VA).
The NRCC’s role is to focus on target races for Republicans to either flip or retain – a large undertaking with the GOP&#8217;s razor-thin House majority.

The group slightly outraised its Democratic counterpart, the DCCC, by more than $2 million in 2025, according to <a href="https://www.newsmax.com/politics/midterms-fundraising-gop/2026/02/03/id/1244668/" target="_blank" rel="noopener">Newsmax</a>.

Trump is expected to hit the campaign trail this year seeking to maintain or grow his majorities to keep his agenda alive. Most notably, Congress passed the “One Big Beautiful Bill Act” last July, which addressed several of the administration’s goals, including tax cuts and immigration, and will likely be debated in congressional districts nationwide as November approaches.
&#8220;I’m gonna do a lot of campaign traveling,” Trump said in January, according to <a href="https://www.foxnews.com/politics/trump-vows-heavy-campaign-push-gop-cites-midterm-curse-sitting-presidents" target="_blank" rel="noopener">Fox News</a>. &#8220;We’re going to work hard.&#8221;
In his official capacity, the president has delivered several recent economic speeches in states with swing districts, including Pennsylvania, North Carolina, and Iowa, as affordability is expected to be a top issue in the general election.
On the Senate side, where Republicans currently hold a 53-47 majority, the Cook Political Report <a href="https://www.cookpolitical.com/ratings/senate-race-ratings">rates</a> four races as &#8220;toss-ups&#8221; in Maine, Michigan, Georgia, and North Carolina.
On Wednesday morning, the committee sent an email blasting Republicans in various target races after a failed House vote to block resolutions against the administration&#8217;s tariffs. The DCCC claimed GOP lawmakers &#8220;voted to shield Donald Trump from Congressional oversight on his sweeping, reckless tariffs that are raising costs.&#8221;

Redistricting efforts by Virginia Democrats hit a serious snag on Tuesday when Tazewell County Circuit Court Judge Jack Hurley ruled against a proposed constitutional amendment the Democratic-majority General Assembly approved last year.
The amendment — initially set to make its way to voters in April — would have redrawn the congressional map in the commonwealth to favor Democrats more heavily ahead of the 2026 election if Virginians passed it.
Hurley&#8217;s ruling argued, in part, that Democratic lawmakers &#8220;failed to comply with a state law requiring proposed constitutional amendments to be publicly posted and published ahead of the next election,&#8221; <a href="https://www.foxnews.com/politics/virginia-judge-voids-redistricting-push-rules-lawmakers-overstepped-authority">according</a> to Fox News.
“Therefore, the Court FINDS that following the October 31, 2025 vote and passage of House Joint Resolution 6007 there HAS NOT BEEN an ensuing general election of the House of Delegates, and such ensuing general election CANNOT occur until 2027,” the ruling stated.
“Thus, the action of the General Assembly during its Regular Session 2026 CANNOT meet the second passage required of Article XII, Section 1 of the Virginia Constitution, which second passage must occur before the same can be submitted to the voters of Virginia for adoption,” Hurley&#8217;s ruling added.
Democrats in the General Assembly vow to continue the redistricting battle, as several other states, including Texas and California, have made mid-decade redistricting moves.
“We always knew this would be a fight— because this has never been about what’s easy. It’s about what’s right: leveling the playing field and protecting the right to vote,” House of Delegates Speaker Don Scott posted to X. “Today’s ruling won’t deter us. Republicans who can’t win at the ballot box are abusing the courts to sow confusion and block Virginians from voting. We will appeal immediately, and we expect to prevail. Voters—not politicians—will have the final say.”
A statement from Democratic leadership, including Senate President Pro Tempore Louise Lucas, also accused Republicans of “court-shopping,” as the ruling came from deeply Republican Tazewell County, according to <a href="https://x.com/TylerEnglander/status/2016264172095361324?s=20" target="_blank" rel="noopener">ABC 8 News</a>.
Republicans applauded the ruling, with some arguing that maps would limit representation for people in rural parts of the state.
“Today’s court ruling is a major win for fair representation for rural Virginians,” Delegate Tony Wilt posted to social media. “The Circuit Court found Democrats’ attempt to revive partisan gerrymandering wasn’t lawfully passed on multiple counts. This is an important step in stopping a partisan power grab.”
The race for the House of Representatives will likely continue to intensify nationwide in both the courts and on the campaign trail, as Republicans currently hold a narrow 218-213 majority, with four seats currently empty. Currently, the <a href="https://www.cookpolitical.com/ratings/house-race-ratings" target="_blank" rel="noopener">Cook Political Report</a> has three Virginia seats it considers to be more competitive — the First Congressional District is rated &#8220;Lean Republican,&#8221; the Second Congressional District is rated a &#8220;toss-up,&#8221; and the Seventh District is rated &#8220;Lean Democrat.&#8221;

West Virginia Rep. Riley Moore is pushing for the House to adopt an amendment that would codify President Donald Trump&#8217;s executive order that protects kids from transgender medical procedures, The Daily Wire has learned. 
Moore introduced the amendment on Tuesday night to the Consolidated Appropriations Act of 2026, which is set to provide funding for multiple departments, including Health and Human Services and Homeland Security. 
The amendment would ensure that none of the funding could be used in opposition to Trump&#8217;s <a href="https://www.whitehouse.gov/presidential-actions/2025/01/protecting-children-from-chemical-and-surgical-mutilation/">executive order</a> that orders no federal funding to go toward entities and institutions that perform transgender medical procedures on kids. 
“None of the funds made available by this Act may be used in contravention of Executive Order 14187 (90 Fed. Reg. 8771; relating to Protecting Children From Chemical and Surgical Mutilation,” a copy of the <a href="https://dw-wp-production.imgix.net/2026/01/MOORWV_041_xml.pdf">amendment</a> shared with The Daily Wire reads. 
The bill under consideration also <a href="https://appropriations.house.gov/news/press-releases/completing-fy26-committee-releases-conferenced-defense-homeland-lhhs-and-thud">provides funding</a> to the War Department, the Labor Department, the Department of Transportation, and the Department of Housing and Urban Development. The House Rules Committee is meeting Wednesday to discuss advancing the legislation.
Trump&#8217;s executive order directed all agencies and departments of the federal government to &#8220;not fund, sponsor, promote, assist, or support the so-called &#8216;transition&#8217; of a child from one sex to another, and it will rigorously enforce all laws that prohibit or limit these destructive and life-altering procedures.&#8221;
American Principles Project President Terry Schilling urged House Republicans to support the Moore ammendment.
&#8220;Voters sent Republicans to Congress and the White House with a clear mandate to protect children from predatory doctors and their Democratic enablers,&#8221; he told The Daily Wire. &#8220;The Moore Amendment is a barrier to medical malpractice that has done untold harm to a generation of vulnerable children.&#8221; 
Last month, HHS <a href="https://www.dailywire.com/news/trump-admin-to-cut-funding-from-all-hospitals-that-perform-trans-procedures-on-kids">rolled out rules</a> to defund hospitals that perform transgender procedures on children and penalize doctors who administer those procedures. The rules bar hospitals that offer transgender procedures to minors from participating in Medicare and Medicaid programs. The rules will prohibit federal funding of Medicaid’s Children’s Health Insurance Program from going toward transgender procedures on those under 19 years of age.
While the House has been able to advance measures similar to Moore’s in the past, it could face hurdles in the Senate. 
During the previous debate over the passage of President Donald Trump’s signature “One Big, Beautiful Bill,” the House passed an <a href="https://www.dailywire.com/news/long-overdue-house-republicans-vote-to-end-federal-funding-for-transgender-procedures">amendment</a> from Rep. Dan Crenshaw that would have prohibited all federal funding for transgender procedures on both children and adults. 
That provision was later cut from the legislation in the Senate after the Senate Parliamentarian <a href="https://www.budget.senate.gov/ranking-member/newsroom/press/byrd-rule-violations-continue-to-mount-on-the-republicans-one-big-beautiful-bill">ruled</a> that it was not in compliance with the Byrd Rule, a provision governing what can be included in a budget reconciliation bill.

The House on Wednesday approved a bill that would prohibit doctors across the country from performing transgender surgeries on minors or giving gender-confused kids puberty blockers or cross-sex hormones.
The legislation, introduced by outgoing Rep. Marjorie Taylor Greene (R-GA), passed 216-211. Under Greene&#8217;s proposal, doctors who provide transgender procedures to children could face steep fines or up to 10 years in prison. 
“One of the most serious responsibilities we have is adults and particularly those of us who are elected and hold power when it comes to legislating and making laws is to protect children. Today, the House is delivering on what the American people voted for,” Greene said from the House floor. “Most Americans agree that kids just need to grow up before they do anything radical, like a mastectomy on a 15-year-old girl, castrate themselves through surgery, or even take dangerous drugs that have lifelong effects.”
Democrat Reps. Henry Cuellar (Texas), Donald Davis (North Carolina), and Vicente Gonzalez (Texas) joined 213 Republicans in backing the measure. Four Republicans, including Reps. Gabe Evans (Colorado), Brian Fitzpatrick (Pennsylvania), Mike Kennedy (Utah), and Mike Lawler (New York) voted against the bill. 
More than three dozen Republicans co-sponsored the proposal, known as the “Protect Children’s Innocence Act.” 
The procedures prohibited in the bill include giving males who identify as girls estrogen and females who identify as boys testosterone. Cross-sex hormones given to children can have profound impacts on fertility, sexual function, and heart health. The law also blocks doctors from giving kids puberty blockers, which can significantly harm bone development. 
It would also ban genital surgeries and the removal of the breasts of girls who identify as boys.

American Principles Project President Terry Schilling praised the bill&#8217;s passage. 
“Republicans showed today that they are as committed to protecting children as Democrats are to disfiguring them,” he told The Daily Wire. “Bipartisan supermajorities support commonsense protections for at-risk children, and yet only three Democrats had the moral courage to stand up to a multi-billion-dollar industry that profits off of the misery of American kids. Democrats have been captured by an ideology that is as poisonous as it is profitable.”
The legislation now heads to the Senate, where Republicans have previously introduced similar proposals. In September, Sen. Marsha Blackburn (R-TN) <a href="https://www.dailywire.com/news/exclusive-new-blackburn-bill-would-end-barbaric-transgender-procedures-nationwide">introduced</a> legislation to ban transgender procedures nationwide, a measure the Trump administration quickly endorsed. The bill has not advanced since its introduction and has not yet received a committee hearing or vote.
More than two dozen states have moved to enact similar bans on transgender procedures over the last few years.

The House of Representatives passed a massive bipartisan $900 billion package on Wednesday to increase pay for troops, authorize defense infrastructure spending, and provide hundreds of millions in funding for Ukraine.
The 3,000-page National Defense Authorization Act (NDAA) <a href="https://clerk.house.gov/Votes/2025320">passed</a> 312-112 with 197 Republicans and 115 Democrats voting in favor. House Republican leadership celebrated the legislation, saying that it was critical to advancing the Trump administration’s foreign policy goals. 
“With the NDAA, President Trump and Congressional Republicans are restoring American strength, defending our homeland, standing with our allies, and ensuring the United States remains the most powerful and capable military force the world has ever known,” House Speaker Mike Johnson (R-LA) <a href="https://x.com/SpeakerJohnson/status/1998935936164327660">said</a>. 
House Republicans said that the bill would codify 15 of President Donald Trump’s executive orders, including removing diversity, equity, and inclusion (DEI) mandates and initiatives from the military, declaring an emergency at the southern border, banning men from participating on women’s sports teams at military academies, and building a “Golden Dome” missile defense system.
&#8220;America is the world’s strongest country because of our military,&#8221; said Rep. Roger Williams (R-TX). &#8220;With FY26 NDAA, Congress sends a clear message: We are committed to protecting our homeland, keeping our troops safe, and preserving peace.&#8221;
The bill allocates $800 million in support to Ukraine the next two years, increases spending on shipbuilding, forces War Secretary Pete Hegseth to turn over footage of strikes on drug boats or face cuts to his travel budget, limits Hegseth’s authority to pull American troops out of Europe, repeals certain sanctions on Syria, increases troop pay by 3.8%, and repeals the authorizations of force for the 2003 Iraq War and the Persian Gulf War.
A ban on the Department of War funding transgender surgeries for troops did not make the final version of the legislation.

Eighteen Republicans, mostly members of the conservative House Freedom Caucus, voted against the final passage of the bill. Some voiced concerns about the amount of spending and aid allocated to Ukraine and other foreign countries, while others believe not enough waste was cut. 
Rep. Keith Self (R-TX) <a href="https://x.com/RepKeithSelf/status/1998885041263292751">said</a> that he voted no because there was no provision included to ban a central bank digital currency. Self said he had been promised that language because a central bank digital currency would be an “ultimate tool for government surveillance and control over every American’s finances. It would hand the federal government unprecedented power to track, restrict, and even freeze transactions.”
Rep. Tim Burchett (R-TN) took issue with the hundreds of millions allocated for Ukraine and said lawmakers did not have enough time to review the legislation. 
“Over 100 Democrats voted to pass this. That ought to tell you right there what this is about. Got some liberal stuff tucked in there, and it&#8217;s over 3,000 pages. We get it on Sunday, and they&#8217;re voting on it today. There&#8217;s no way we will ever know what was in there,” he said. 
The bill will now head to the Senate.

House Minority Leader Hakeem Jeffries agreed with President Donald Trump’s decision to pardon Rep. Henry Cuellar on bribery, money laundering, and “foreign influence” charges from the Biden-era Justice Department in 2024.
“Listen, the reality is this indictment was very thin to begin with, in my view. The charges were eventually going to be dismissed, if not at the trial court level by the Supreme Court, as they&#8217;ve repeatedly done in instances just like this,” the Democrat leader said on CNN’s “The Situation Room” on Wednesday, adding that Cuellar is a “beloved” member of the chamber.
He further added, “I don&#8217;t know why the President decided to do this. I think the outcome was exactly the right outcome.”
When CNN asked Jeffries if Cuellar had planned to switch parties, as he represents a south Texas district that the president won last year, he anticipates that the lawmaker will remain a Democrat.
“I think Congressman Cuellar is a highly-valued Member of the House Democratic Caucus, and I expect that he&#8217;ll continue to remain a highly-valued Member of the House Democratic Caucus,” he added.

The Texas Democrat filed to run in the Democratic primary earlier on Wednesday. Punchbowl News reported that Cuellar said “nothing has changed” when asked on Capitol Hill after the pardon whether he planned to become a Republican.
The 2024 indictment alleged that Cuellar and his wife, Imelda Cuellar, “accepted approximately $600,000 in bribes from two foreign entities: an oil and gas company wholly owned and controlled by the Government of Azerbaijan, and a bank headquartered in Mexico City.”
Trump has been a critic of the indictment since it was announced in May 2024, saying it was politically motivated due to the congressman’s opposition to the Biden administration&#8217;s lax border policies. The Biden administration caught flak from Republicans and a handful of Democrats for the border crisis that persisted throughout the term, which led to major humanitarian issues in communities throughout the southwest that were ill-equipped to handle the resulting massive influx of individuals crossing illegally.
“I want to thank President Trump for his tremendous leadership and for taking the time to look at the facts. I thank God for standing with my family and I during this difficult time. This decision clears the air and lets us move forward for South Texas,” the Democrat said in an X post on Wednesday. “This pardon gives us a clean slate. The noise is gone. The work remains. And I intend to meet it head on.”
Trump wrote in a Truth Social post that Cuellar had ultimately been targeted for “speaking the TRUTH.”
“Henry, I don’t know you, but you can sleep well tonight — Your nightmare is finally over!” the president added.
Cuellar is expected to have a competitive race in 2026, with the Cook Political Report rating his district as a “toss-up.”
