Some Department of Homeland Security employees, including Transportation Security Administration agents, will receive only partial paychecks this week as the department&#8217;s funding lapse continues.
The standoff between the White House and congressional Democrats shows little sign of resolution. At issue are proposed restrictions on federal immigration enforcement tactics, which Democrats are seeking in exchange for restoring funding.
“Democrats have submitted a laundry list of demands in order for the government to fund the Department of Homeland Security,” Senate Majority Whip John Barrasso (R-WY) said on the Senate floor Thursday.
&#8220;260,000 people in all working without pay. It&#8217;s the Democrats that shut down the Department of Homeland Security, or at least refused to pay them. They’re still working, but they’re not getting paid because of the Democrats,” Barrasso said, adding that “Republicans have offered fair terms for a deal.”
Few details on any compromise have been made public, despite counteroffers exchanged as recently as Thursday, a White House official confirmed on background on Friday.
&#8220;Yesterday, the White House made another serious counteroffer. Democrats need to make a move to end the shutdown before more Americans are harmed by a lack of funding for critical services like disaster relief,&#8221; the official stated.
Since TSA agents are considered essential government employees, many will continue working without full pay. A similar shutdown last fall led to high absenteeism among screeners.
Democrats have pushed for major reforms to Immigration and Customs Enforcement operations, including an end to masking and the use of judicial warrants. Despite the demands, ICE is already primarily funded through the “One Big Beautiful Bill Act” that Trump signed in July.
“The American people know that ICE needs to be reined in,” House Minority Leader Hakeem Jeffries (D-NY) said during a press conference earlier this month, accusing Republicans of refusing to compromise.
Senate Minority Leader Chuck Schumer (D-NY) criticized the Trump administration over a pause in Global Entry services, calling it a &#8220;bullying tactic.&#8221;
“The Trump administration is choosing to inflict pain on the public instead of adopting common sense ICE reforms,&#8221; he added in the statement.
Other DHS agencies, including the U.S. Coast Guard and FEMA, are also affected. Homeland Security Secretary Kristi Noem said Thursday that &#8220;significant portions&#8221; of FEMA staff were placed on administrative leave.
&#8220;The longer DHS goes without funding, the less prepared our nation will be for threats at the FIFA World Cup and America 250,&#8221; Noem posted on X. &#8220;This Democrat shutdown directly impacts DHS’s ability to keep Americans safe at these events and our national security.&#8221;
The partial shutdown began on February 14, after DHS was separated from a broader government spending package following escalating tensions over immigration enforcement operations in Minnesota.

The more than 20 million Americans who pay for expedited airport security with TSA PreCheck will be stuck with everyone else as long as the government shutdown continues.
The partial government shutdown has resulted in the temporary suspension of both the Transportation Security Administration (TSA) PreCheck and Global Entry security programs – a move Homeland Security Secretary Kristi Noem said was designed to prioritize the general pool of travelers.
“Shutdowns have serious real world consequences,&#8221; <a href="https://apnews.com/article/homeland-security-tsa-precheck-global-entry-dc1d2ccd913a74fa2c8b91dad340a3b3">Noem said</a>, adding, &#8220;TSA and CBP are prioritizing the general traveling population at our airports and ports of entry and suspending courtesy and special privilege escorts.”
The two programs work in tandem to speed up security lines for departing travelers. TSA PreCheck allows registered travelers to check in for flights more quickly. Pre-approved travelers are not required to remove electronics from their bags, and security lines often move through in ten minutes or less.
For arriving travelers, the Global Entry program allows them to use an automated kiosk equipped with facial recognition software to avoid the long customs lines and complete passport verification. It is designed to eliminate the need to stand in long customs lines when returning to the United States from abroad. Travelers who pay for the Global Entry program also receive the benefits offered to TSA PreCheck members.
Democrats on the Homeland Security Committee released a statement claiming that the suspension of those programs was entirely political and accused DHS of intentionally punishing travelers.

TSA released a <a href="https://x.com/TSA/status/2022067729503858905">similar statement</a> at the start of the shutdown, blaming Democrats for leveraging the TSA in their efforts to force President Donald Trump&#8217;s administration into making changes to Immigration and Customs Enforcement (ICE).
&#8220;The government shutdown will cease pay for all of TSA’s more than 63,000-person workforce and suspend non-essential services. Over 99% of that workforce resides in communities across the country,&#8221; Senior Official Performing the Duties of Deputy Administrator Adam Stahl said in a statement. &#8220;Democrats should fund the department and stop punishing our workforce and the everyday travelers they serve. A prolonged shutdown could result in significant attrition and increased callout rates of our officers including noticeable impacts at airports, including delays, longer wait times and cancelled flights.&#8221;

More police chiefs and sheriffs are apparently on board with honoring ICE detainers, and ICE will be readily available and stationed near jails to pick up inmates, rather than forcing local jurisdictions to hold them longer than necessary. 
Homan added that President Donald Trump greenlit the decision. Homan’s announcement is the big step toward Trump’s softer approach toward interior immigration enforcement after the shooting deaths of two Americans by federal agents in Minneapolis.

President Donald Trump signed bills to reopen the federal government on Tuesday evening, after a partial shutdown that started over the weekend, in an Oval Office ceremony surrounded by GOP lawmakers, including House Speaker Mike Johnson (R-LA).
The House voted by a narrow bipartisan margin to fund the government following its closure on Friday. The Senate previously approved the five funding bills that will last until September, as well as a continuing resolution that will fund the Department of Homeland Security (DHS) through Feb. 13.
“This bill is a great victory for the American people. Instead of a bloated and wasteful omnibus monstrosity full of special interest handouts, we’ve succeeded in passing a fiscally responsible package that actually cuts wasteful federal spending, while supporting critical programs for the safety, security, and prosperity of the American people,” Trump said.
Many Democrats called for DHS funding to be split from the other appropriations bills to prevent a prolonged shutdown, as they want restrictions on the Trump administration’s immigration enforcement policies following the shooting of Alex Pretti in Minneapolis.
Even after the White House reached an agreement with Senate Democrats, there were still hiccups in the House to get the spending package through, including some GOP lawmakers who wanted the SAVE Act — a bill to require documentary proof of citizenship in order to register to vote — thrown into the package.
The SAVE Act legislation has already passed the House, but it has yet to be voted on in the Senate. On Monday, Trump posted to Truth Social that “there can be NO CHANGES at this time” to the bill, as Senate Minority Leader Chuck Schumer (D-NY) also said that the SAVE Act would be a dealbreaker if it were placed into the spending package.
As for the negotiations on immigration enforcement, a lively debate is expected to unfold in Congress as Democrats want to see reforms, like the end of masking for immigration officers and changing the types of warrants used, but the proposals could face an uphill battle with the Republican trifecta. Much of the Trump administration&#8217;s immigration agenda, including hiring more ICE agents, was already signed into law by the president in July as part of the &#8220;One Big Beautiful Bill Act.&#8221;
&#8220;Democrats want commonsense reform for ICE: End the roving patrols and racial profiling. Take accountability and abide by the same rules as local police. Masks need to come off, body cameras need to stay on—no secret police in the United States of America,&#8221; Schumer posted to X on Tuesday.
The government was only funded for a short period of time following the 43-day-long shutdown last year over Affordable Care Act subsidies, which meant that Congress would have to go back to the drawing board in January anyway. The federal government&#8217;s fiscal year ends on Sept. 30.

The House voted to end the government shutdown on Tuesday in a 217 to 214 bipartisan vote, and the appropriations bills will head to President Donald Trump’s desk for his signature.
The spending package returned to the House after the White House and Senate Democrats agreed to split Department of Homeland Security funding from the rest of the broader legislation. Lawmakers instead opted for a continuing resolution to fund DHS while immigration enforcement policies remain under debate. The CR for DHS is set to expire on Feb. 13, while the other bills would fund the federal government through September.
The House had already passed the spending bills, but they were punted back to the chamber after pressure from Senate Democrats for the DHS split following the fatal shooting of Alex Pretti in Minneapolis last month.
Some Republican lawmakers wanted the SAVE Act, a bill that would require documentary proof of citizenship to register to vote, inserted into the package to send it back to the Senate.
The proposal has already passed the House, but it has not progressed in the Senate, with GOP House lawmakers calling on Senate Rules Committee Chair Mitch McConnell (R-KY) to get the process started.
However, Trump said Monday that there should be no changes to the spending package the Senate approved on Friday.
“I am working hard with Speaker Johnson to get the current funding deal, which passed in the Senate last week, through the House and to my desk, where I will sign it into Law, IMMEDIATELY!” Trump posted to Truth Social at the time.
“There can be NO CHANGES at this time. We will work together in good faith to address the issues that have been raised, but we cannot have another long, pointless, and destructive Shutdown that will hurt our Country so badly — One that will not benefit Republicans or Democrats. I hope everyone will vote, YES!” He continued.
As for the DHS debate, House Speaker Mike Johnson (R-LA) expects tension in Washington.
“Next week and the week after will be intense. The two sides are pretty far apart,” Johnson (R-LA) told Punchbowl News on Tuesday.
Democrats have a long list of demands that they want for ICE and CBP to limit their current immigration enforcement tactics, including the end of masking for agents.
“No more anonymous agents. No more secret operatives,” Schumer said last week.
“These are common-sense reforms – ones that Americans know and expect from law enforcement,” he added.

The House of Representatives is currently debating the government spending package that could end the partial government shutdown if approved.
President Donald Trump is expected to sign five appropriations bills along with a continuing resolution to fund the Department of Homeland Security for the next 10 days, as lawmakers negotiate potential restrictions on federal immigration enforcement.
Before the House Rules Committee meeting on Monday to advance the package in the chamber, Trump said on X that he did not want any changes to the Senate package. That package was approved on Friday as part of a deal between the White House and Senate Democrats.
The fatal shooting of Alex Pretti in Minneapolis escalated tensions surrounding immigration operations by the Trump administration. Democrats threatened a shutdown if DHS funding was not split from the rest of the spending package in the Senate, even though the House had already approved it before the shooting death on a bipartisan basis.
However, because the House was out of session, most government operations closed starting on Saturday. A handful of Republicans wanted the SAVE Act, a House-approved bill requiring documentary proof of citizenship to vote, tacked onto the package to force a Senate vote.
Claims circulated that Senate leaders had agreed to bring the SAVE Act to a floor vote by scrapping the filibuster in order to win over House GOP holdouts and end the shutdown. But Senate Majority Leader John Thune (R-SD) quickly poured cold water on those reports.
“We’ve got some members, as you know, who expressed an interest in that, so we&#8217;re going to have a conversation about it, but there weren’t any commitments made,” Thune said Tuesday, according to <a href="https://x.com/AlexMillerFox1/status/2018707272860336324?s=20" target="_blank" rel="noopener">Fox News</a>.
The dispute ruffled feathers during a procedural vote, including from Rep. John Rose (R-TN), who accused the Senate leader of “already backtracking on what he reportedly told some House Republicans: that if we reopened the government, he’d keep his word and bring the SAVE Act to the floor.”
“House Republicans MUST hold the line and refuse to fold on something as fundamental as election integrity. The SAVE Act belongs on must-pass legislation,” Rose, who’s running for governor of Tennessee, continued.
The procedural vote narrowly passed 217-215 along party lines, with Rep. Thomas Massie (R-KY) voting against the legislation and Rose eventually changing his “no” vote to &#8220;yes.&#8221;
Funding DHS through September is shaping up to be a bruising fight, as Republicans demand tougher action against sanctuary cities while Democrats seek serious restrictions on ICE and CBP.

Last week, the White House brokered a deal with Schumer to pass the funding bills and secure Department of Homeland Security (DHS) funding through a short-term continuing resolution — even as Democrats want to see more regulations on federal immigration enforcement. Changes being demanded by the Democrats range from a switch from administrative to judicial warrants for immigration arrests to the end of masking for immigration authorities, despite doxxing concerns having been raised amid a surge in assaults against Immigration and Customs Enforcement (ICE) agents.
The House Rules Committee is currently meeting to go through the procedural process to get the funding bills up to the House floor on Tuesday.
Johnson told a scrum of reporters on Monday afternoon that “we’re gonna get this job done, get the government reopened.”
Although Johnson has a one-seat Republican majority, the spending bills prior to the DHS deal were already approved by the House last month before they headed to the Senate.
For the current version of the spending bills, Appropriations Ranking Member Rosa DeLauro (D-CT) indicated during the rules committee hearing that she is going to back the spending package, saying, “It gives us time, and it gives us leverage to secure the protections we need for our communities,” according to the Washington Examiner.
Schumer lambasted the SAVE Act as a relic of the Jim Crow era, despite similar policies already being in place in multiple states. “The SAVE Act is nothing more than Jim Crow 2.0. It would disenfranchise millions of Americans,” he posted to X. &#8220;Every single Senate Democrat will vote against any bill that contains it. Speaker Johnson should tell SAVE Act Republicans to stand down or else this shutdown will be on them.&#8221;

The Safeguard American Voter Eligibility (SAVE) Act would require states to obtain documentary proof of U.S. citizenship and identity to register to vote, a requirement already in place in a small number of states.
&#8220;I have said it before and I&#8217;ll say it again, the SAVE Act would impose Jim Crow-type laws to the entire country and is dead on arrival in the Senate,&#8221; Schumer said in a statement on Monday. &#8220;It is a poison pill that will kill any legislation that it is attached to. If House Republicans add the SAVE Act to the bipartisan appropriations package it will lead to another prolonged Trump government shutdown.”
&#8220;Let&#8217;s be clear, the SAVE Act is not about securing our elections,&#8221; he continued. &#8220;It is about suppressing voters. Luna responded to the reports of Schumer’s opposition by posting on X that “the SAVE Act is dead on arrival unless Thune removes the filibuster or Democrats break from Schumer to save their own billions of dollars in projects.”
The Senate sent five spending bills and a short-term Department of Homeland Security continuing resolution to the House under a deal between the White House and Schumer to split DHS funding from the other appropriations measures, allowing immigration negotiations to continue without a prolonged government shutdown.
The House had already passed six appropriations bills prior to the fatal shooting of Alex Pretti, a leftist protester who was killed by federal immigration agents last month. If the House makes further changes to the spending package, it will have to return to the Senate. Speaker Mike Johnson (R-LA) told “Meet the Press” on Sunday that he wants to see the shutdown end by Tuesday.
“Our intention is by Tuesday, all agencies of the federal government, except for that one, and then we’ll have two weeks of good faith negotiations, to figure it out,” Johnson told the NBC News program. “Republicans are going do the responsible thing and fund the government.”
The House Rules Committee is expected to meet at 4 p.m. to begin the procedural steps needed to bring the funding bills to the floor.

WASHINGTON—The partial government shutdown is in full swing after Senate Majority Leader Chuck Schumer and the White House agreed to pass five funding bills separate from contentious Department of Homeland Security funding.

House Speaker Mike Johnson said on “Meet the Press” Sunday that he’s confident the shutdown will be brief, and he’s hoping to see it end by Tuesday.
“Our intention is by Tuesday, all agencies of the federal government, except for that one, and then we’ll have two weeks of good faith negotiations, to figure it out,” Johnson said. &#8220;Republicans are going do the responsible thing and fund the government.&#8221;
But it is unclear how many House Democrats will back the spending package, given that House Minority Leader Hakeem Jeffries (D-NY) was not part of the deal between the White House and Schumer, saying in a statement on Friday that the caucus “will evaluate the spending legislation passed by the Senate on its merits and then decide how to proceed legislatively.”
The House Rules Committee is set to meet Monday afternoon in hopes to move the package forward. The new deal swaps DHS funding for a continuing resolution that covers money for the agency through Feb. 13, whereas the other bills covered funds through the end of the fiscal year in September.
Homeland Security funding became a flashpoint for Democrats after the killing of Alex Pretti by Border Patrol agents in Minneapolis. Democrats are calling for sweeping changes to the Trump administration&#8217;s immigration policies, with some going so far as to call for the total defunding of Homeland Security.
Their defunding efforts may be fruitless, as the immigration agencies were largely funded by the One Big Beautiful Bill Act. Still, Democrats seem hopeful that they can leverage the entire department’s funding, which includes the budgets of FEMA and TSA, to push for reform. Schumer and other Democrats are asking for sweeping changes to ICE and Border Patrol, including the ending of masking for agents and the use of judicial warrants as opposed to administrative ones, which could make some arrests much more difficult, <a href="https://www.dailywire.com/news/heres-how-democrats-could-cripple-ice-without-defunding-dhs" target="_blank" rel="noopener">The Daily Wire</a> reported.
“There is currently not a structure in the federal government to add millions of judicial immigration warrants,&#8221; a federal official told The Daily Wire. &#8220;This effort is being pushed to roadblock the deportation agenda of the president.&#8221;
Prior to Pretti&#8217;s death, the House had approved all of the government spending bills and sent them to the Senate. There are 12 appropriations bills in total, six of which President Donald Trump has already signed.

Partial Government Shutdown Fully Underway As Congress Takes Up Spending Bills

The majority of the federal government will shut down at midnight, but the closure is expected to be brief with the House expected to return on Monday to get most of the spending bills to President Donald Trump’s desk.
The Senate passed the government funding package 71-29; however, it will still need to head to the House, which is expected to come back early next week.
The funding debate hinged on separating Homeland Security spending from the rest of the bills following recent tensions in Minnesota over federal immigration enforcement. Funding was approved for the Department of Homeland Security until February 13, but the others will last until Sept. 30, according to CSPAN.
Democrats have a laundry list of requested reforms to ICE and Border Patrol, and that debate is expected to escalate in the coming days as long-term funding for the department will likely hinge on a deal being made on it.
Some Republicans slammed Democrats over the funding fight, as the House had already passed six spending bills on a bipartisan basis last week.
“It is always a tragedy when a human life is ended, but it is inexcusable that Democrats are using such tragedy as a scapegoat to try and force changes to government funding that they know cannot be made before midnight tonight. They are willfully punishing 330 million Americans for a political stunt,&#8221; Sen. John Cornyn (R-TX) said in a statement. “I am grateful to President Trump for negotiating legislation to avoid a more damaging, long-term Democrat shutdown like we saw this past fall, and I urge House Republicans to pass this bill to reopen the government as soon as possible.”
The fight is just beginning over DHS, as Democrats are calling on a whole host of new regulations on federal immigration authorities including ending masks, changing the types of warrants used and a ban on &#8220;roving patrols.&#8221;
House Minority Leader Hakeem Jeffries said in a statement on Friday that &#8220;the Trump administration must set forth an ironclad path that dramatically reforms ICE and other DHS agencies that the American people know have become lawless and heavy-handed.&#8221;
&#8220;It is in the best interest of the country that this is done before the Congress reconvenes on Monday evening and legislation is brought to the House floor,&#8221; he continued.
&#8220;My Progressive Caucus colleagues and I have been clear: not another cent to ICE until we stop the chaos and the lawlessness. If this comes to the House, I’m voting no,&#8221; Rep. Greg Casar (D-TX) posted to X on Friday afternoon.
This will be the second shutdown in just three months, as the federal government closed for 43 days over the pandemic-era Affordable Care Act subsidy debate last October.

Senate Reaches Funding Deal, With Shutdown Still Set To Begin At Midnight

An expected Senate vote on a package to avert a government shutdown was scrapped on Thursday night after Sen. Lindsey Graham (R-SC) objected to the removal of a provision allowing senators to sue if their phone records were snooped on. 
Graham’s opposition came after the White House and Senate Democrats <a href="https://www.dailywire.com/news/white-house-and-senate-dems-strike-deal-ahead-of-government-shutdown?topStoryPosition=undefined&amp;author=Tim+Pearce&amp;category=News&amp;elementPosition=2&amp;row=1&amp;rowHeadline=Top+Stories&amp;rowType=Top+Stories&amp;title=White+House+And+Senate+Dems+Strike+Deal+Ahead+Of+Government+Shutdown">reached a deal</a> to separate out funding for the Department of Homeland Security from five appropriation bills previously approved by the House. As senators prepared to vote, Graham met with Senate Majority Leader John Thune (R-SD) to discuss the agreement. 
“We’re not voting tonight,” Graham said Thursday night after leaving Thune’s office, The Hill <a href="https://thehill.com/homenews/senate/5714316-senate-government-funding-shutdown/">reported</a>. 
Part of Graham’s objection stemmed from the House vote to repeal a <a href="https://www.dailywire.com/news/shutdown-deal-packs-a-surprise-as-republicans-strike-back-after-phone-snooping">provision tucked</a> into the continuing resolution passed in November that allowed senators to sue for damages if the government accessed their records without their knowledge. That provision was added after it was revealed that the FBI had analyzed the metadata of phone calls from several congressional Republicans as part of the investigation into President Donald Trump following the January 6 attack. 
“What senator wouldn’t want notification that they’re looking at your phone?” Graham said. 
“I fixed the problem that people had. I’m not going to ignore what happened. If you were abused, you think you were abused, your phone records were illegally seized — you should have your day in court,” he added. “Every senator should want to make sure this never happens again.”
After the passage of the continuing resolution in November, House Speaker Mike Johnson (R-LA) promised a vote on repealing the provision, saying that it should apply to all Americans, not just senators. The House followed through earlier this month, repealing the measure as part of the appropriations package it passed. 
Graham also said he opposed separating out funding for DHS.
“The cops need us right now,” he said. “They’re being demonized. They’re being spat upon. They can’t sleep at night.“
Thune said Thursday that he was hopeful that the Senate would be able to vote on the White House-backed deal. The government will shut down at midnight on Friday without any further funding. 
“Hopefully by sometime tomorrow we’ll be in a better spot,” Thune <a href="https://www.politico.com/live-updates/2026/01/30/congress/shutdown-deal-lindsey-graham-dhs-00756840">said</a> on Thursday. “Tomorrow’s another day, and hopefully people will be in a spirit to try and get this done.”
Trump urged lawmakers on Thursday to support the deal with Democrats to pass the appropriations bill and a two-week extension of Homeland Security funds to allow time for negotiations.
“Republicans and Democrats in Congress have come together to get the vast majority of the Government funded until September, while at the same time providing an extension to the Department of Homeland Security (including the very important Coast Guard, which we are expanding and rebuilding like never before),” Trump wrote on Truth Social. “Hopefully, both Republicans and Democrats will give a very much needed Bipartisan ‘YES’ Vote.”
