Across the country, policymakers have long assumed that boosting K-12 funding is the surest path to better student outcomes. Yet decades of rising spending have proven otherwise. The missing ingredient is not money — it’s meaningful choice.
Florida provides one of the clearest examples. In <a href="https://www.fldoe.org/schools/school-choice/k-12-scholarship-programs/ftc/">2001</a>, the state launched a modest tax-credit scholarship program to help low-income students access alternative educational options. Roughly 15,000 students participated in the program’s first year. Today, Florida’s school choice ecosystem serves <a href="https://www.edchoice.org/state/florida/">over 500,000 students</a> across multiple programs, giving families options tailored to their children’s needs.
Critics long warned that policies empowering parents with educational options for their children harm public schools and their students. The data, however, tell a different story — the positive effects of school choice extend beyond participating students.
Florida public school students exposed to greater levels of school choice competition have experienced learning gains equivalent to as much as <a href="https://www.federationforchildren.org/florida-school-choice-cost-effectiveness-study/">120 additional days</a> of instruction in reading — nearly two-thirds of a school year. These effects are especially strong for low-income students, who often have little to no alternative to their residentially assigned district public school, regardless of whether it fails to educate children in the basics or to keep them physically safe.
A substantial body of <a href="https://www.edchoice.org/wp-content/uploads/2022/04/123-of-School-Choice.pdf">research</a> across multiple states — including Florida, Ohio, and North Carolina — shows that as public schools face increased competition, students who remain in traditional public schools achieve higher test scores and stronger outcomes.
It is no coincidence that students do better when school choice exists. When families have options, schools must compete. The market force of competition is a powerful incentive that can drive innovation, sharpen priorities, and shift the focus from bureaucratic compliance to providing improved academic instruction. It also encourages schools to be more responsive to parents and more intentional in how they use resources.
For years, however, the default answer in education debates has been simple: spend more money. Calls to “fully fund” public schools are constant, yet rarely defined — and even less often tied to accountability for results. What matters is not how much is spent, but whether those dollars translate into improved student learning.
Despite steady increases in per-student spending nationwide, academic outcomes have persistently been low for years. According to the National Assessment of Educational Progress (NAEP), often called the “Nation’s Report Card,” <a href="https://www.nationsreportcard.gov/reports/reading/2024/g4_8/">reading scores</a> and <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/?grade=4">math scores</a> remained relatively flat, then declined sharply following the pandemic and prolonged school closures.
The most recent results reveal that <a href="https://www.nationsreportcard.gov/reports/reading/2024/g4_8/?grade=4">69% of fourth-grade students</a> and <a href="https://www.nationsreportcard.gov/reports/reading/2024/g4_8/?grade=8">70% of eighth-grade students</a> are not proficient in reading, while <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/">61% of fourth-grade students</a> and <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/">72% of eighth-grade students</a> aren’t proficient in math. With an additional <a href="https://www.aei.org/research-products/report/the-200-billion-question-how-much-of-federal-covid-19-relief-funding-for-schools-will-go-to-covid-19-relief/">$200 billion</a> poured into K-12 public education during the pandemic, these figures underscore that greater funding does not equate to increased student learning.
Simply put, more money has not produced better outcomes. Instead, what has made a measurable difference is competition.
A recent <a href="https://www.federationforchildren.org/florida-school-choice-cost-effectiveness-study/">analysis</a> by Patrick Graff finds that Florida’s school choice programs are more than 11 times as cost-effective at improving public school student achievement compared with equivalent increases in K–12 spending. Achieving similar gains through funding alone would have required more than $1,400 in additional spending per student annually, totaling roughly <a href="https://www.federationforchildren.org/florida-school-choice-cost-effectiveness-study/">$31.8 billion</a> over 15 years.
Nationwide, school choice spending accounts for an incredibly small share of state funding. For example, in 2022, school choice programs accounted for just <a href="https://www.edchoice.org/the-fiscal-effects-of-school-choice/">0.3%</a> of total state spending. In Arizona, critics have fear-mongered that the state’s school choice program with universal eligibility would bankrupt the state. The claim is far from factual as the <a href="https://www.edchoice.org/the-fiscal-effects-of-school-choice/">Arizona Empowerment Scholarship Account</a> program funding in 2022 was “only 0.9% of the state budget,” and the state experienced a <a href="https://www.goldwaterinstitute.org/arizonas-universal-esa-program-a-history-of-surplus-savings-media-misinformation/">$2 billion surplus</a>. The end result of school choice is enormous savings to the state.
These are not isolated cases, but are becoming a consistent pattern emerging across the country. The improved outcomes driven by school choice are becoming increasingly difficult to ignore.
A 2025 <a href="https://bpb-us-e1.wpmucdn.com/wordpressua.uark.edu/dist/9/544/files/2025/10/2024-25arkansaseducationfreedomaccountsprogramannualreport.pdf">study</a> of Arkansas’ Education Freedom Accounts finds that school choice is delivering strong academic performance, high family satisfaction, and sustained participation, signaling real benefits for students.
In Washington, D.C., students who used a scholarship through the D.C. Opportunity Scholarship Program were <a href="https://www.congress.gov/event/112th-congress/house-event/LC2715/text?utm_source=chatgpt.com">21 percentage points</a> more likely to graduate from high school than their peers who did not receive one.
Similarly, in Milwaukee — home to the country’s longest-running modern private school scholarship program — longitudinal research shows that students participating in a school choice program are <a href="https://scdp.uark.edu/milwaukee-parental-choice-program-evaluation/">more likely</a> to graduate from high school and attend college than comparable public school students.
A study by the Urban Institute on the Educational Choice Scholarship program found that students in Ohio using private school scholarships were significantly more likely to <a href="https://www.urban.org/research/publication/effects-ohios-edchoice-voucher-program-college-enrollment-and-graduation">attend and complete college</a>, including higher rates of bachelor’s degree attainment.
Together, these findings point to lasting benefits that extend beyond K–12.
As the traditional system continues to fall short, the evidence points to a clear reality: funding levels alone do not account for differences in student performance. What does make a difference is access to educational options. School choice introduces the kind of competitive pressure that has long driven improvement in other sectors — and education is no exception. As more families recognize these benefits, demand grows further.
If the goal is to raise student achievement — particularly for the most vulnerable — expanding access to educational options warrants adoption. It delivers significant advantages for students who pursue alternatives and for those who remain in traditional public schools.
Education policy should be guided by what works. For decades, the prevailing assumption has been that increased spending will reliably produce better results. The data tells a different story. School choice, by contrast, has demonstrated consistent, measurable effects — not only on academic performance but also on long-term outcomes such as high school graduation, college enrollment, and degree attainment.
The question is no longer if school choice works — it’s whether policymakers elected by the taxpayers, but beholden to the teachers unions, are willing to act on the evidence.

It’s <a href="https://schoolchoiceweek.com/">National School Choice Week</a> in America, and the advancement of education freedom is sweeping the country.
Governors are opting-in their states to the new federal tax credit scholarship at rapid rates. The scholarship allows taxpayers to contribute up to $1,700 per year to a qualified non-profit scholarship-granting organization and receive a nonrefundable dollar-for-dollar tax credit. Organizations like <a href="https://www.acescholarships.org/">ACE Scholarships</a> award scholarships to K-12 students. Federal tax credit scholarships can be used for a variety of educational expenses, including tuition, fees, books, tutoring, transportation, and services for students with special needs.
The landmark legislation was fittingly <a href="https://thefederalist.com/2025/07/09/how-trumps-big-beautiful-bill-will-help-kids-escape-failing-government-schools/">signed</a> into law on Independence Day last year by President Donald Trump as part of the One Big Beautiful Bill.
Already, nineteen states are set to participate in the federal tax credit scholarship, and more are on the way.
Nebraska Governor Jim Pillen took the lead in late September, signing an executive order communicating the intention for Nebraska to participate in the program.
Governor Pillen <a href="https://governor.nebraska.gov/surrounded-students-gov-pillen-signs-order-opting-federal-scholarship-tax-credit#:~:text=by%20Students%2C%20Gov.-,Pillen%20Signs%20Order%20Opting%20into%20Federal%20Scholarship%20Tax%20Credit,choice%20opportunities%20beginning%20in%202027.">explained</a>, “This program is a game-changer for Nebraska students and their families, generating funds that will help send students to the school of their choice.” Continuing, he <a href="https://governor.nebraska.gov/surrounded-students-gov-pillen-signs-order-opting-federal-scholarship-tax-credit#:~:text=by%20Students%2C%20Gov.-,Pillen%20Signs%20Order%20Opting%20into%20Federal%20Scholarship%20Tax%20Credit,choice%20opportunities%20beginning%20in%202027.">said</a>, “When it comes to educating our kids, we need to ensure that every student is in an environment that allows them to succeed. This program provides that opportunity, and I’m pleased to say that Nebraska will take part.”
Going a step further to communicate his full and enthusiastic support, Governor Pillen <a href="https://nebraskaexaminer.com/2025/09/29/nebraska-gets-a-private-school-tax-credit-thanks-to-trump/">declared</a>, “I am not opting this in … I am cannonballing it into the state of Nebraska.”
Governor Bill Lee of Tennessee, a strong school choice proponent, followed. South Dakota Governor Larry Rhoden announced opt-in plans by mid-November, <a href="https://news.sd.gov/news?id=news_kb_article_view&amp;sys_id=d8db85984799b290a497127ba26d43a7#:~:text=Article%20Body,take%20advantage%20of%20the%20program.">stating</a>, “Our students are the future of our state, and we must equip them with the skills and resources they need to thrive. Parents should have the freedom to choose the learning environment that sets their kids up for success.” Additionally, Governor Rhoden <a href="https://news.sd.gov/news?id=news_kb_article_view&amp;sys_id=d8db85984799b290a497127ba26d43a7#:~:text=Article%20Body,take%20advantage%20of%20the%20program.">noted</a>, “My goal as Governor is to support innovation — not stand in the way. So, we will continue to champion policies that expand the freedom to learn for our students.”

In December, Colorado Governor Jared Polis, the first Democratic governor to declare his intention to opt his state into the federal tax credit scholarship, <a href="https://www.wsj.com/opinion/colorado-jared-polis-school-choice-opt-in-tax-credit-70684840?gaa_at=eafs&amp;gaa_n=AWEtsqd6Gye1vD2r7iUve5VEV6nzbD8u4mqRJLNak6f2V_Ylx0BjOxObBbVmsCc2AwQ%3D&amp;gaa_ts=6976b435&amp;gaa_sig=VbmoDJ1phVmO6EUWJXlAZUmF_eRQMR6-1pQ0SHu8_PMWR2HoDzDg868wS9sO71EZTxDbbDLyUi94rz6lm37Btg%3D%3D">said</a>, “I would be crazy not to.” A spokesman for Governor Polis <a href="https://www.wsj.com/opinion/colorado-jared-polis-school-choice-opt-in-tax-credit-70684840?gaa_at=eafs&amp;gaa_n=AWEtsqd6Gye1vD2r7iUve5VEV6nzbD8u4mqRJLNak6f2V_Ylx0BjOxObBbVmsCc2AwQ%3D&amp;gaa_ts=6976b435&amp;gaa_sig=VbmoDJ1phVmO6EUWJXlAZUmF_eRQMR6-1pQ0SHu8_PMWR2HoDzDg868wS9sO71EZTxDbbDLyUi94rz6lm37Btg%3D%3D">explained</a> that the tax credit creates an “immense opportunity for Coloradans to support students in our state, but only if we opt in.”
That’s a key point because taxpayers nationwide can contribute up to $1,700 annually to a scholarship-granting organization, but scholarships can only be awarded to students in states that have opted in by the governor or a designee. Individuals residing in states that aren’t opted in may still contribute to a scholarship-granting organization in another state and receive the dollar-for-dollar tax credit up to $1,700. For this point alone, all governors nationwide — regardless of political party — should opt in so that students in their state benefit from the contributions of residents of their state. <a href="https://www.wsj.com/opinion/colorado-jared-polis-school-choice-opt-in-tax-credit-70684840?gaa_at=eafs&amp;gaa_n=AWEtsqd6Gye1vD2r7iUve5VEV6nzbD8u4mqRJLNak6f2V_Ylx0BjOxObBbVmsCc2AwQ%3D&amp;gaa_ts=6976b435&amp;gaa_sig=VbmoDJ1phVmO6EUWJXlAZUmF_eRQMR6-1pQ0SHu8_PMWR2HoDzDg868wS9sO71EZTxDbbDLyUi94rz6lm37Btg%3D%3D">Governor Polis</a> is right — Governors “would be crazy not to.”
Texas Governor Greg Abbott was the next to declare intention to participate. Governor Abbott has worked relentlessly to advance school choice in the Lone Star State. After calling <a href="https://dailycaller.com/2024/06/04/opinion-greg-abbott-went-to-war-with-texas-rinos-over-school-choice-he-appears-to-have-won-dr-keri-d-ingraham/?eer" target="_blank" rel="noopener">multiple special legislative sessions</a> in 2023 and then in 2024, <a href="https://dailycaller.com/2024/06/04/opinion-greg-abbott-went-to-war-with-texas-rinos-over-school-choice-he-appears-to-have-won-dr-keri-d-ingraham/?eer" target="_blank" rel="noopener">voters ousted</a> several Texas House of Representatives members who had voted against school choice, Governor Abbott <a href="https://gov.texas.gov/news/post/governor-abbott-signs-landmark-school-choice-legislation-into-law" target="_blank" rel="noopener">signed</a> universal school choice into law in 2025.
By mid-December, Louisiana Governor Jeff Landry joined the early round of governors to opt in to the federal tax credit scholarship. In Governor Landry’s <a href="https://www.instagram.com/govjefflandry/p/DSYUHfvjxu1/?hl=af">words</a>, it “is yet another way we’re expanding opportunity and helping every child reach their full potential.”
But when January hit, the floodgates opened with governors opting their states in one right after another. First with Iowa Governor Kim Reynolds, followed by Virginia Governor Glenn Youngkin, Missouri Governor Mike Kehoe, Arkansas Governor Sarah Huckabee Sanders, Alabama Governor Kay Ivey, Alaska Governor Mike Dunleavy, Idaho Governor Brad Little, South Carolina Governor Henry McMaster, Mississippi Governor Tate Reeves, Georgia Governor Brian Kemp, Montana Governor Greg Gianforte, Indiana Governor Mike Braun, and Nevada Governor Joe Lombardo.
This week, during National School Choice Week, it’s anticipated that Florida Governor Ron DeSantis, a leader when it comes to education freedom for families, and Oklahoma Governor Kevin Stitt will make announcements.
Not to be left out, look for the remaining Republican governors to add their states. They include New Hampshire Governor Kelly Ayotte, North Dakota Governor Kelly Armstrong, Ohio Governor Mike DeWine, Utah Governor Spencer Cox, Vermont Governor Phil Scott, West Virginia Governor Patrick Morrisey, and Wyoming Governor Mark Gordon.
Additionally, there are 22 remaining Democratic Governors yet to opt in who would be wise to allow students in their states to benefit from scholarships funded by taxpayer contributions, recognizing that participating costs the states nothing. The typical claim that school choice takes money from public schools falls not only flat but is entirely false, as it’s a federal tax credit.
With the federal tax credit scholarship opt-ins combined with <a href="https://www.dailywire.com/news/live-free-or-die-state-becomes-first-universal-school-choice-state-in-the-northeast">seventeen states</a> — West Virginia, Arizona, Iowa, Utah, Arkansas, Florida, Oklahoma, Ohio, North Carolina, Alabama, Louisiana, Tennessee, Idaho, Wyoming, Texas, Indiana, and New Hampshire — enacting universal school choice over the past five years, education freedom is advancing across America.
It’s picking up speed and not poised to slow any time soon — all to the benefit of families, freedom, and the future of our nation.

School choice advocate Erika Donalds said that students will be better off when parents have better access to what their kids are learning and when schools are held accountable for veering away from what should be taught.
Donalds, the wife of Congressman Byron Donalds (R-FL), sat down with The Daily Wire&#8217;s Tim Rice and Mary Margaret Olohan for an interview at Turning Point USA&#8217;s 2025 AmFest, the first one held without the group&#8217;s late founder, Charlie Kirk.
Donalds began by saying that she was excited to see so many people of all ages attending breakout sessions at the conference that were devoted to reforming education — and how fixing what was wrong with education in the United States played into saving the republic as well.
&#8220;President Trump is doing exactly what he promised the American people,&#8221; Donalds said of President Donald Trump&#8217;s plan to first dismantle the Department of Education as a federal entity and then return power to the schools and the states. &#8220;He&#8217;s going to return that power not just to the states, but expand school choice and give power to the parents to make decisions on behalf of their children.&#8221;
Donalds praised Education Secretary Linda McMahon, saying that she had been instrumental in delivering on Trump&#8217;s promises.
The conversation turned to charter schools — several of which Donalds has had a hand in founding — and she said that they can serve as valuable school choice options, especially in areas where private schools are too expensive or otherwise inaccessible. She said that even with advances in school choice, she saw a major role for charter schools to partner with Education Savings Accounts (ESAs) and to offer more &#8220;modular style&#8221; classes.
In her home state, Donalds noted, charter schools were already adapting to the changing educational landscape by offering &#8220;individual courses and extracurricular activities that families can access using their ESA dollars.&#8221;
Responding to a question from Olohan, who noted she was homeschooled for a time herself, Donalds said that the number of families homeschooling in the United States was higher than it had ever been — and that even more families indicated that they&#8217;d like to homeschool if they could. Donald made it clear that one of her goals was to help families remove as many of the barriers preventing potential homeschoolers from moving forward as possible.
Rice then raised the issue of artificial intelligence — and how the knee-jerk reaction is often to keep AI out of schools because students will obviously use it to cheat — but Donalds argued that she believed there was certainly room for AI in education.
There should certainly be guard rails in place, Donalds argued, but AI could be used to find gaps in education and help children to succeed who might otherwise fall through the cracks.
&#8220;We need guardrails and we need parents to have visibility into what&#8217;s going on in the AI used in their classrooms,&#8221; she said. &#8220;Once those guardrails are in place, I believe AI can absolutely help with the abysmal academic results in this country.&#8221;
She went on to explain that AI could help a child struggling with reading by identifying the particular concept that was causing the hang-up and tailoring a curriculum to the child&#8217;s needs. The same could be done with other subjects, she said, giving the example of a child having difficulty with algebra and saying that AI could identify where they were going wrong — even if it was a skill they should have picked up in elementary school.
The remainder of the interview focused on ideological and cultural issues seeping into the education system and how expanding parental rights and access to resources and curriculum were the best guard against that.
&#8220;We want to make sure that when students are graduating 12th grade that they are civically literate,&#8221; Donalds said, arguing that if America&#8217;s young people did not understand how the founders had built the country or why the government had been set up the way that it had, they would be unable to defend it in the future.

Few things are more important than the education of our young people. 
That’s why, when the National Assessment of Educational Progress (NAEP) released the <a href="https://www.nationsreportcard.gov/">Nation’s Report Card</a> earlier this week, I became concerned. Average scores among 8th and 12th grade students were lower across all three primary assessments — science, math, and reading. For example, only 22% of 12th graders were proficient at their level of mathematics and 35% were proficient at their level of reading.
Scores like these should remind all of us just how important a high-quality education is for every student. While these scores are discouraging, I believe when parents and students are given a choice in education and the right leadership is in place, we will see test scores like these go up, not down. 
Most students spend more awake time in school than at home during the week and thousands of families are counting on their state officials to deliver for their children. That’s why I’m running for governor of South Carolina, to ensure that every student has access to a high-quality education – whether that’s their local traditional public school, a high-performing public charter school, or a high-quality private school. I am confident that there are thousands of outstanding teachers across South Carolina, but there are also gaps in excellence in far too many places.
I’ve spent my career in business and understand that competition makes everyone better. When traditional public schools are competing against private and public charter schools, it drives innovation, efficiency, and a desire for excellence. This free-market principle is what creates great organizations that serve people well, and it’s the same principle that will improve education for South Carolina students.
Status quo politicians and special interests have tried to pit education freedom against great public schools. I fundamentally reject this flawed argument. I attended public school and many of my grandchildren currently attend public school – and I strongly support education freedom. South Carolina parents deserve the opportunity to choose what’s best for their child.
Fortunately, South Carolina has made significant strides in improving student-centered education over the past few years, but we have room to grow. As governor, my mission will be to improve public education, increase education freedom, and ensure high school graduates are ready for a job or college.
We know what moves the needle in public education – great teachers in classrooms and great principals leading schools. The research is overwhelming: the quality of teachers and principals are two of the top in-school factors for student success. I firmly believe that leaders should make data-informed decisions, and that’s why, based on this research, we should be rewarding our top-performing teachers and principals across the state.
I want South Carolina to become the top destination in the country for the best and brightest teachers and principals. We should create a merit pay structure statewide that offers bonuses to educators who are top performers – and we should offer an extra incentive to educators who are willing to bring their high-quality instruction to low performing schools. Infusing the principles of the free market into public education will improve outcomes for students.
Concurrent with statewide merit pay, South Carolina must expand education freedom for all families in the state. Education freedom is about ensuring parents are empowered to exercise their God-given right to choose what’s best for their children. As governor, I will work every day to expand education freedom until every family has the opportunity to choose the best education for their child.
Finally, as governor, I am committed to dramatically expanding career and technical education in South Carolina. For too long, schools and businesses have been ships passing in the night. Schools enroll students in career and technical education without actually talking to businesses about what skills are needed in the workforce. I’ve spent most of my life in the private sector and I know what it takes to bring business leaders into the conversation and ensure our students are being prepared with the skills needed for family-sustaining jobs. When schools and businesses are working together for student success, the entire state wins.
Few things are more important than education. As governor, I will focus every day on leading with students at the center of the conversation. Education funding is a core function of government and it should be treated as a treasure to invest in our next generation’s education.

The Supreme Court on Wednesday will hear arguments in a case to decide whether an Oklahoma Catholic school can participate in the state&#8217;s charter school program, pitting the school against the state&#8217;s Republican attorney general.
The controversy arose after the Oklahoma Statewide Charter School Board approved a charter application from the Oklahoma City-based St. Isidore of Seville Catholic Virtual School. After taking office, Attorney General Gentner Drummond sued to block the school from being eligible for the program, saying that Oklahoma law mandated charter schools be &#8220;nonsectarian.&#8221;
The Oklahoma Supreme Court <a href="https://dm1l19z832j5m.cloudfront.net/2024-06/Drummond-v-OK-SVCSB-2024-06-25-Majority-Decision.pdf" target="_blank" rel="noopener">agreed</a> with Drummond and blocked St. Isidore from receiving more public funds for its school. Represented by the Alliance Defending Freedom, the charter board argues that St. Isidore&#8217;s First Amendment rights are being discriminated against.
“Instead of embracing schools like St. Isidore who are stepping up to provide solutions are discriminating against them just because of their faith,&#8221; charter board chair Brian Shellum said in a press call attended by The Daily Wire. &#8220;That’s not just unfair, it&#8217;s unconstitutional. Parents understand what’s at stake in this case. They are seeking results not roadblocks.&#8221;
Oklahoma charter schools, which are free and open to all students, are privately run but publicly supported.
In January, the Supreme Court agreed to hear the case and will look at <a href="https://www.supremecourt.gov/qp/24-00394qp.pdf" target="_blank" rel="noopener">two questions.</a> The first is &#8220;whether the academic and pedagogical choices of a privately owned and run school constitute state action simply because it contracts with the state to offer a free educational option for interested students.&#8221; The second is whether Oklahoma is violating the Free Exercise Clause by excluding St. Isidore.
A win for St. Isidore would strike down a provision of the Oklahoma Charter School Act that expressly forbids religious charter schools and could open the door for more religious charter schools across the country.

&#8220;A ruling for Petitioners will promote parental choice, individual liberty, educational diversity, and student achievement. It will also improve the lives of economically disadvantaged families and children by creating high-quality educational opportunities that are currently out of their reach,&#8221; lawyers for Alliance Defending Freedom wrote in a <a href="https://www.supremecourt.gov/DocketPDF/24/24-394/356083/20250421111247727_24-394%20Reply%20Brief.pdf" target="_blank" rel="noopener">brief</a>. &#8220;Excluding religious groups from Oklahoma’s charter-school program denies these opportunities and causes real harm. The Court should uphold the First Amendment and end this discrimination.&#8221;
Alliance Defending Freedom lawyer Jim Campbell pointed The Daily Wire to three recent Supreme Court cases — Trinity Lutheran v. Comer, Espinoza v. Montana Department of Revenue, and Carson v. Makin — as examples of the high court siding with religious organizations that had been locked out of state programs. In Carson, the Supreme Court struck down a ban in Maine on vouchers from going toward religious schools.
Drummond also says that religious liberty is at stake, saying that it would be wrong to make the public fund religious schools that they are opposed to.
&#8220;As a committed Christian, the last thing I want is for my tax dollars to be used to fund the radical teachings of Sharia or the demonic worship of Satan. Thankfully, the Court agreed with my position and our religious liberty is protected — for now,&#8221; he said in July. &#8220;Let me be clear: Religious liberty means every citizen is free to worship as he or she believes. Religious liberty does not mean that the government should fund religious indoctrination with our tax dollars.&#8221;
He reiterated that argument in an <a href="https://www.oklahoman.com/story/opinion/2025/04/27/ag-st-isidore-schools-ok-would-threaten-religious-liberty-opinion/83193358007/" target="_blank" rel="noopener">op-ed</a> published on Monday in The Oklahoman, where he said that he supported religious private schools, but did not want the government to fund them in any form.
&#8220;I swore an oath to uphold the United States Constitution, and I believe our Founding Fathers knew best how to protect religious liberty: by preventing the government from funding any religion at all. I do not want Oklahoma schoolchildren indoctrinated in public schools — I want them educated,&#8221; he wrote.
A spokesman for Drummond told The Daily Wire that the op-ed summarized the heart of his arguments and pointed to <a href="https://oklahoma.gov/oag/news/generally-speaking/2024/july-a-triumph-for-religious-liberty.html" target="_blank" rel="noopener">comments</a> he made after he won at the Oklahoma Supreme Court.
Other top Oklahoma GOP officials, including Governor Kevin Stitt and Oklahoma State School Superintendent Ryan Walters, disagree with Drummond.
&#8220;Oklahomans know the Bible and Christian values shaped our nation — and they’re tired of seeing faith driven out of our schools,&#8221; Walters said. &#8220;AG Drummond is out of step with Oklahoma conservatives who know what made America great.&#8221;

Gov. Brad Little (R) came through for the families of Idaho last Thursday morning by signing House Bill 93, the <a href="https://legislature.idaho.gov/sessioninfo/2025/legislation/h0093/">Parental Choice Tax Credit bill</a>, into law shortly before the 11:46 a.m. deadline. Idaho now has a school choice program for the first time in the state’s history.
The bill enacts a $50 million private school choice tax credit program with all schoolchildren statewide eligible. Idaho becomes the 14th state in the nation to enact universal (or near-universal) school choice, joining Alabama, Arizona, Arkansas, Florida, Indiana, Iowa, Louisiana, North Carolina, Ohio, Oklahoma, Tennessee, Utah, and West Virginia.
Upon signing the bill, Gov. Little <a href="https://gov.idaho.gov/pressrelease/gov-little-signs-house-bill-93-creating-the-parental-choice-tax-credit-program/">declared</a>, “With the passage of the $50 million Parental Choice Tax Credit program, Idaho boasts even more abundant schooling options for Idaho students and families.”
Early in February, the state House passed the bill by a vote of <a href="https://legislature.idaho.gov/sessioninfo/2025/legislation/h0093/">42-28</a>, providing hope to parents that Idaho may finally see school choice become a reality. The longtime Republican-controlled state had been void of any form of private school choice, resembling its Democratic-controlled West Coast neighbors of Washington, Oregon, and California.
On February 16, President Donald Trump weighed in with strong support by <a href="https://truthsocial.com/@realDonaldTrump/posts/114015581630558522">posting</a> on Truth Social: “Congratulations to Governor Brad Little, and Idaho Legislators, who are fighting to bring School Choice to their beautiful State. $50 Million Dollars to empower parents to provide the very best Education for their child – GREAT news for Idaho families. This Bill, which has my Complete and Total Support, MUST PASS!”
Then, on February 19, the Idaho Senate voted <a href="https://legislature.idaho.gov/sessioninfo/2025/legislation/h0093/">20-15</a> in favor of the bill, which sent it to the Governor’s desk for signature.
Yet, in uncanny measure for a red state governor, who already had the votes from the legislature and public support from the President of the United States, Gov. Little signaled it was not a given that he would sign the bill.
Before the bill reached his desk on February 21, Gov. Little’s Office had quickly placed an automatic voice message for all incoming calls. The message instructed callers to press one if the call relates to House Bill 93. From there, the voice recording stated that the Governor’s Office was only receiving calls from Idaho residents and only one call per household. It continued, “If you would like Gov. Little to sign House Bill 93, please press one. If you would like Gov. Little to veto House Bill 93, please press two.”
Within a few days of the bill reaching the governor, Press Secretary Joan Varsek <a href="https://www.eastidahonews.com/2025/02/thousands-of-phone-calls-flood-governors-desk-as-school-choice-bill-awaits-his-decision/" target="_blank" rel="noopener">said</a> the Governor’s office received “thousands of calls, emails, and voicemails on both sides in reference to H.B. 93.”
On Monday, the specific number of responses was released, which totaled <a href="https://www.idahoednews.org/state-policy/governors-office-received-more-than-32k-requests-to-veto-house-bill-93/" target="_blank" rel="noopener">37,457</a>. Only 13.6% of those who reached out were in support of the governor signing the bill, while 86.4% were in opposition.
Yet, these last-minute cries for a veto were far from an accurate reflection of Idahoans’ support of school choice. A <a href="https://www.clubforgrowth.org/wp-content/uploads/securepdfs/2025/02/CfG_ID_ParentalChoiceTaxCredit_PollingMemo1.pdf" target="_blank" rel="noopener">February 11-12 poll</a> showed that “nearly three-in-five Idaho voters support passing the Idaho Parental Choice Tax Credit bill.” The favorability of parental choice in education is nothing new as a 2024 poll of Idahoans by Boise State University found that <a href="https://www.boisestate.edu/sps/2024-idaho-public-policy-survey/#education" target="_blank" rel="noopener">49%</a> strongly favor or somewhat favor education funding following a student to a “private or religious” school whereas only <a href="https://www.boisestate.edu/sps/2024-idaho-public-policy-survey/#education" target="_blank" rel="noopener">41.1%</a> somewhat or strongly oppose it.
While the Governor may never reveal why he waited until just a few hours before the deadline to sign the bill or why his office set up the phone poll when the results didn’t sway him, parents with schoolchildren statewide are grateful nevertheless that he delivered.
With House Bill 93 now law, parents who opt for a different education avenue than the failing public school system will be eligible to receive a refundable tax credit of up to <a href="https://idahocapitalsun.com/2025/02/19/private-education-tax-credit-bill-heads-to-idaho-governor/" target="_blank" rel="noopener">$5,000</a> per student. The amount will increase to <a href="https://idahocapitalsun.com/2025/02/19/private-education-tax-credit-bill-heads-to-idaho-governor/" target="_blank" rel="noopener">$7,500</a> per student for those with special needs. Both amounts are thousands of dollars less than public schools spend per student, with unacceptable educational outcomes.
As evidenced by the latest National Assessment of Educational Progress Exam scores, <a href="https://nces.ed.gov/nationsreportcard/subject/publications/stt2024/pdf/2024219ID4.pdf" target="_blank" rel="noopener">60%</a> of fourth-grade and <a href="https://nces.ed.gov/nationsreportcard/subject/publications/stt2024/pdf/2024219ID8.pdf" target="_blank" rel="noopener">69%</a> of eighth-grade public school students in Idaho are not proficient in math. Reading is worse, as <a href="https://nces.ed.gov/nationsreportcard/subject/publications/stt2024/pdf/2024220ID4.pdf" target="_blank" rel="noopener">69%</a> of fourth-grade and <a href="https://nces.ed.gov/nationsreportcard/subject/publications/stt2024/pdf/2024220ID8.pdf" target="_blank" rel="noopener">68%</a> of eighth-grade public school students in Idaho aren’t proficient. That’s nearly seven out of ten children failed by the system and robbed of their future.
Idaho is long overdue for allowing parents the freedom to select a better learning option for their children. Parents should not be bound to a failing system and left hoping their child will be one of the three out of the ten students who learn to read and perform math proficiently by the eighth grade.
The Office of the Governor website, on the “About Governor Brad Little” page, <a href="https://gov.idaho.gov/our-governor/" target="_blank" rel="noopener">states</a>: “Governor Little is committed to making decisions through one lens: the lens of ensuring Idaho’s children and grandchildren have the best opportunities to stay in Idaho and for the ones who have left to choose to return.
While it may have been in the eleventh hour, Gov. Little took action, recognizing that school choice is the solution to ensuring Idaho’s children and grandchildren have the best opportunities. Continuing course without an exit option for families from schools failing to provide students with proficiency would plague not only each child’s life but the state’s future. Not to mention, families with schoolchildren who have left Idaho would not have been incentivized to return when school choice abounds in other red states.
But thanks to a monumental signature last Thursday, that won’t be the case for the Gem State.

This State’s Governor Delivers On School Choice In The Eleventh Hour

President Donald Trump hit the ground running, reforming K-12 education and restoring parental rights during his second week back in the Oval Office, which coincided with the 15th annual National School Choice Week.
Last week, President Trump issued the “<a href="https://www.whitehouse.gov/presidential-actions/2025/01/expanding-educational-freedom-and-opportunity-for-families/">Expanding Educational Freedom and Opportunity for Families</a>” executive order. According to a White House <a href="https://www.whitehouse.gov/fact-sheets/2025/01/fact-sheet-president-donald-j-trump-expands-educational-opportunities-for-american-families/">fact sheet</a>, the order “recognizes that parents, not the government, play a fundamental role in choosing and directing the upbringing and education of their children.”
The <a href="https://www.whitehouse.gov/presidential-actions/2025/01/expanding-educational-freedom-and-opportunity-for-families/">executive order</a> states that within 60 days, “the Secretary of Education shall issue guidance regarding how States can use Federal formula funds to support K-12 educational choice initiatives.” It also “directs the Secretary of Education to prioritize school choice programs in the Department’s discretionary grant programs.”
Additionally, the Department of Health and Human Services must issue guidance related to “how states receiving block grants for children and families can use those funds to support educational alternatives, including private and faith-based options.”
Furthermore, the <a href="https://www.whitehouse.gov/presidential-actions/2025/01/expanding-educational-freedom-and-opportunity-for-families/">executive order</a> requires the Secretary of Defense to review and make a plan for how military families “may use funds from the Department of Defense to attend schools of their choice … beginning in the 2025-2026 school year.” Finally, the Secretary of the Interior must submit a plan concerning “how families with students attending Bureau of Indian Education schools can use federal funds to send their children to the school of their choice.”
With clarity and resolve, the President <a href="https://www.whitehouse.gov/presidential-actions/2025/01/expanding-educational-freedom-and-opportunity-for-families/">communicated</a>: “It is the policy of my Administration to support parents in choosing and directing the upbringing and education of their children.”
The timing couldn’t have been more fitting as it was the same day the National Assessment of Educational Progress <a href="https://nces.ed.gov/nationsreportcard/">exam scores</a> were released. The scores revealed that <a href="https://www.nationsreportcard.gov/reports/reading/2024/g4_8/?grade=8">7 out of 10</a> schoolchildren cannot read on grade level. Math scores showed that <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/?grade=4">6 out of 10</a> fourth-grade students and <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/?grade=8">7 out of 10</a> eighth-grade students are not proficient for their grade. These scores make an <a href="https://www.dailywire.com/news/new-national-test-scores-make-undeniable-case-for-school-choice">undeniable case for school choice</a>.
Also, on Wednesday, the President issued the “<a href="https://www.whitehouse.gov/presidential-actions/2025/01/ending-radical-indoctrination-in-k-12-schooling/">Ending Radical Indoctrination in K-12 Schooling</a>” executive order. The order <a href="https://www.whitehouse.gov/presidential-actions/2025/01/ending-radical-indoctrination-in-k-12-schooling/">stated</a> that “In recent years &#8230; parents have witnessed schools indoctrinate their children in radical, anti-American ideologies while deliberately blocking parental oversight.”
The Secretary of Education, Secretary of Defense, and the Secretary of Health and Human Services, consulting with the Attorney General, have 90 days to formulate an “Ending Indoctrination Strategy.” It will include <a href="https://www.whitehouse.gov/presidential-actions/2025/01/ending-radical-indoctrination-in-k-12-schooling/" target="_blank" rel="noopener">a plan</a> for “eliminating Federal funding or support for illegal and discriminatory treatment and indoctrination in K-12 schools, including based on gender ideology and discriminatory equity ideology; and protecting parental rights.”
The historic week also included the Trump Administration U.S. Department of Education issuing a <a href="https://www.ed.gov/about/news/press-release/us-department-of-education-enforce-2020-title-ix-rule-protecting-women" target="_blank" rel="noopener">press release</a> stating that it “will return to enforcing Title IX protections on the basis of biological sex in school and on campuses.” This was a necessary measure as <a href="https://edworkforce.house.gov/news/documentsingle.aspx?DocumentID=411780">the Biden Administration’s rule</a> had redefined the term sex to include ‘gender identity,’ therefore removing protection and equal opportunity for women.
The week prior, under the direction of the President, the <a href="https://www.ed.gov/about/news/press-release/us-department-of-education-takes-action-eliminate-dei" target="_blank" rel="noopener">U.S. Department of Education</a> took action to “eliminate harmful Diversity, Equity, and Inclusion (DEI) initiatives.” <a href="https://www.chalkboardnews.com/issues/cultural-issues/article_89d2f95a-da74-11ef-881f-c31173f69a5c.html?seyid=48320" target="_blank" rel="noopener">More specifically</a>, “The agency said staff leading DEI initiatives have been placed on administrative leave, and over 200 web pages with DEI resources that ‘promote or endorse harmful ideological programs’ have been deleted. It also killed over $2.5 million of DEI contracts.”
President Trump is far from alone in the charge to reform education and empower parents with educational choice for their children. At the state level, last week, the Tennessee House and Senate passed the <a href="https://tneducationfreedom.com/" target="_blank" rel="noopener">Education Freedom Act of 2025</a>. With Gov. Bill Lee’s signature, Tennessee will become the <a href="https://www.dailywire.com/news/with-gov-lees-signature-tennessee-will-become-13th-state-to-enact-universal-school-choice" target="_blank" rel="noopener">13th state in the nation</a> to enact universal (or near-universal) school choice, joining Alabama, Arizona, Arkansas, Florida, Indiana, Iowa, Louisiana, North Carolina, Ohio, Oklahoma, Utah, and West Virginia.
At the federal level, last week, Senators Bill Cassidy and Tim Scott, along with <a href="https://www.cassidy.senate.gov/newsroom/press-releases/cassidy-scott-lead-colleagues-in-reintroducing-bill-to-expand-school-choice-educational-opportunity/" target="_blank" rel="noopener">24 Republican colleagues</a>, introduced <a href="https://www.cassidy.senate.gov/wp-content/uploads/2025/01/ECCA.pdf" target="_blank" rel="noopener">The Educational Choice for Children Act</a>. The <a href="https://www.theadvertiser.com/story/news/local/2025/01/29/cassidy-scott-introduces-bill-expanding-school-choice-and-education-opportunity/77716817007/">bill</a> “would provide $10 billion in annual tax credits for individuals and businesses to fund K-12 scholarships.” If passed, roughly 2 million children across the country will have access to scholarship funds for private school tuition and fees, and other educational expenses, including homeschooling.
According to Press Secretary Karoline Leavitt, <a href="https://x.com/WhiteHouse/status/1885388215692988724" target="_blank" rel="noopener">during a briefing</a> on Friday, President Trump communicated that “American education should focus on cultivating patriotic citizens who are ready for the workforce.” The President is not only right, but his executive orders last week to empower parental choice and end radical indoctrination in K-12 schooling are essential and foundational steps in the right direction.
More of these swift and sound common-sense measures are needed and undoubtedly on the way from this Administration.

During a legislative special session on Thursday, the Tennessee Senate passed the <a href="https://tneducationfreedom.com/" target="_blank" rel="noopener">Education Freedom Act of 2025</a> by a vote of <a href="https://www.wbir.com/article/news/education/tennessee-senate-on-universal-school-voucher-program-propsal/51-a16d86f9-3499-41d8-9a7b-f2f06a9bc4a3" target="_blank" rel="noopener">20 to 13</a>. The bill had passed the House <a href="https://www.wbir.com/article/news/local/tennessee-house-passes-amended-universal-school-voucher-bill/51-10d2cbf2-c8bc-4dae-a1f0-cca50d5ab8bc" target="_blank" rel="noopener">54 to 44</a> earlier in the day. It now heads to the governor’s desk for his signature. With the stroke of Gov. Bill Lee’s pen, Tennessee will become the 13th state in the nation to enact universal (or near-universal) school choice.
While it’s not official yet, there is no question regarding whether Gov. Lee will sign the bill into law. He has been an enthusiastic education freedom champion and called the Tennessee General Assembly for a <a href="https://www.tn.gov/governor/news/2025/1/15/gov--lee-announces-special-session-to-begin-january-27.html" target="_blank" rel="noopener">special session</a> with the purpose of passing the Education Freedom Act. Last month, Gov. Lee <a href="https://www.youtube.com/watch?v=3GmEmon6DcE" target="_blank" rel="noopener">said</a>, “When it comes to education, more freedom is what our children need to succeed. That means empowering parents with school choice…. that’s why we need to pass the Education Freedom Act in Tennessee.”
<a href="https://tneducationfreedom.com/" target="_blank" rel="noopener">According to Gov. Lee</a>, “Education has the power to change the trajectory of a child’s life, and every Tennessee child deserves to attend the school that fits their unique needs — regardless of income or zip code.”
The Tennessee Education Freedom website <a href="https://tneducationfreedom.com/" target="_blank" rel="noopener">explains</a>, “The Education Freedom Act will extend school choice to every family across rural and urban Tennessee, putting parents at the forefront of their child’s education so that students find the best school for their needs to succeed in the classroom and beyond.”
The education scholarship amount will <a href="https://www.capitol.tn.gov/Bills/114/Bill/HB0001.pdf" target="_blank" rel="noopener">equal the state base funding</a> amount per student, which is around $7,000. The <a href="https://www.capitol.tn.gov/Bills/114/Bill/HB0001.pdf" target="_blank" rel="noopener">funds can be used toward</a> private school tuition and fees. If funds remain, they can be allocated toward required school textbooks, curricula, instructional materials, uniforms, tutoring services, school transportation fees, educational technology, test fees, early postsecondary courses, and educational therapies for qualifying students. Under this act, students must be enrolled in a private school to participate.
The universal school choice program will be implemented in two steps. During the <a href="https://tneducationfreedom.com/" target="_blank" rel="noopener">2025-2026 school year</a>, 20,000 scholarships will be available for students, with half of those directed toward students from households at or below 300% of the income for free or reduced-price lunch, students with a disability, or those already eligible for an existing Tennessee education savings account program. All students statewide are eligible to participate starting in the <a href="https://tneducationfreedom.com/" target="_blank" rel="noopener">2026-2027 school year</a>.
Beyond the private school scholarships, the Education Freedom Act also includes a <a href="https://tneducationfreedom.com/#list-with-large-icons-6" target="_blank" rel="noopener">$2,000 bonus</a> for all 86,000 public school teachers in the state.
Despite cries from the opposition, the school choice program will not harm public school finances. According to Representative William Lamberth (R-Portland) on the House floor on Thursday, Tennessee will continue to spend <a href="https://www.youtube.com/watch?v=woqswb_O7p8" target="_blank" rel="noopener">$7 billion annually</a> on K-12 public education.
Thanks to Gov. Lee’s steadfast commitment to education freedom for Tennesseans, the parents of <a href="https://www.tn.gov/education/about-the-tdoe.html#:~:text=The%20Tennessee%20Department%20of%20Education%20serves%20over,to%20provide%20the%20best%20for%20all%20students." target="_blank" rel="noopener">more than 900,000 K-12 public school children</a> and <a href="https://www.privateschoolreview.com/tennessee" target="_blank" rel="noopener">over 115,000 private school students</a> will soon be empowered with school choice.
Tennessee will join the universal school choice ranks with Alabama, Arizona, Arkansas, Florida, Indiana, Iowa, Louisiana, North Carolina, Ohio, Oklahoma, Utah, and West Virginia.
Now, eyes turn to Texas as well as Georgia, Idaho, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, South Carolina, South Dakota, and Wyoming. With a <a href="https://ballotpedia.org/State_government_trifectas" target="_blank" rel="noopener">Republican trifecta</a> in each of these states, it’s time for their lawmakers to advance universal education freedom. 
As education freedom states reap the far-reaching academic, workforce development, economic, and societal benefits of a free market K-12 education environment, other states will be forced to take notice. Lawmakers in those states will have to decide if they will double down with the teacher unions in trapping children in failing schools — to the detriment of their state’s future — or empower the parents. By advancing laws that allow education funding to follow students, lawmakers will support parents and the general public, who, <a href="https://www.edchoice.org/engage/support-for-school-choice-policies-remains-high/" target="_blank" rel="noopener">by majority, support school choice</a>.
With each state to pass universal school choice, the tide is turning toward a better and brighter future for America because nothing will impact the future of our country more than the education of the next generation.
So, which state will be number 14? Republican governors, it’s time to rally your lawmakers toward education freedom victory.

With Gov. Lee’s Signature, Tennessee Will Become 13th State To Enact Universal School Choice

It is National School Choice Week in America, and the latest National Assessment of Educational Progress (NAEP) exam scores were released on Wednesday. The horrifically low student academic performance scores make the undeniable case that American government-run K-12 education is an epic failure.
According to the NAEP results provided by The Nation’s Report Card, <a href="https://www.nationsreportcard.gov/reports/reading/2024/g4_8/?grade=4" target="_blank" rel="noopener">69% of fourth-grade students</a> and <a href="https://www.nationsreportcard.gov/reports/reading/2024/g4_8/?grade=8" target="_blank" rel="noopener">70% of eighth-grade students</a> aren’t proficient at reading — that’s only 3 out of 10 schoolchildren learning to read soundly. When students can’t read at grade level, it significantly hinders their other academic learning.
The NAEP math scores similarly confirm that a change of course in K-12 education is desperately needed. An astonishing <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/?grade=4" target="_blank" rel="noopener">61% of fourth-grade students</a> and <a href="https://www.nationsreportcard.gov/reports/mathematics/2024/g4_8/?grade=8" target="_blank" rel="noopener">72% of eighth-grade students</a> aren’t proficient in math.
As a nation, we can no longer justify restricting children to these failing schools for their education. Nor can the ever-increasing astronomical spending — well over<a href="https://www.census.gov/newsroom/press-releases/2024/public-school-spending-per-pupil.html" target="_blank" rel="noopener"> $850 billion</a> annually — on the public education system continue to support the status quo. Change is urgently needed. And that change will require competition.
As Andy Puzder, <a href="https://thehill.com/homenews/administration/5102389-trump-andrew-puzder-fast-food-chain-ceo-eu-ambassador/" target="_blank" rel="noopener">President Trump’s nomination for U.S. Ambassador to the European Union</a>, recently <a href="https://www.youtube.com/watch?v=3IyfK6emqCA" target="_blank" rel="noopener">explained</a>, “Competition is the only thing that increases quality and decreases price.” It’s the basics of a free market, which is long overdue in K-12 education in the United States.
With the 2025 legislative sessions now underway in almost all states and Congress, there is an opportunity to enact critically needed school choice laws. Bills should be put forth from all angles to provide parents access to alternative educational avenues from the government-run, teacher union-controlled public education monopoly.
This year, several red states will work to pass new school choice programs or expand eligibility for existing programs. Since 2021, a dozen states — <a href="https://nypost.com/2024/11/17/opinion/why-trump-was-the-candidate-for-educational-freedom/" target="_blank" rel="noopener">11 of which had a Republican trifecta at the time</a> — have signed universal or near-universal school choice into law. Thirteen <a href="https://ballotpedia.org/State_government_trifectas" target="_blank" rel="noopener">Republican trifecta states</a> have yet to pass widespread school choice programs. This is the year several of those states have a shot at successfully setting all families statewide free to select an education alternative from the public school system.
While the state-level universal education freedom wins are happening in red states for now, parents living in purple and blue states must be empowered with educational options for their children. Congress passing the <a href="https://www.congress.gov/bill/118th-congress/house-bill/9462/text" target="_blank" rel="noopener">Educational Choice for Children Act</a> would be a critical step forward in this effort. The Act would allow up to two million students to receive a scholarship from a non-profit granting organization. According to the <a href="https://investineducation.org/" target="_blank" rel="noopener">Invest in Education</a> website, “Scholarships would be funded with private donations, not federal dollars, and donors would receive a federal tax credit.”
Additionally, at the federal level, on Inauguration Day, Senator Ted Cruz (R-TX) <a href="https://www.cruz.senate.gov/newsroom/press-releases/sen-cruz-rep-hern-introduce-school-choice-legislation-prioritizing-the-right-to-a-quality-education-for-every-child" target="_blank" rel="noopener">introduced</a> the <a href="https://www.cruz.senate.gov/imo/media/doc/student_empowerment_act_20251.pdf" target="_blank" rel="noopener">Student Empowerment Act</a> to expand the allowed usage of 529 tax-deferred education savings plan funds. That would include usage for <a href="https://www.cruz.senate.gov/newsroom/press-releases/sen-cruz-rep-hern-introduce-school-choice-legislation-prioritizing-the-right-to-a-quality-education-for-every-child" target="_blank" rel="noopener">educational expenses</a> beyond tuition, such as “school curriculum, books, tutoring, testing fees,” and educational therapies for students with disabilities. Parents could use their 529 funds for the qualifying K-12 educational expenses regardless of whether their student is enrolled in a public or private school, or homeschool.
U.S. Representative Kevin Hern (R-OK), a co-sponsor of the bill, <a href="https://www.cruz.senate.gov/newsroom/press-releases/sen-cruz-rep-hern-introduce-school-choice-legislation-prioritizing-the-right-to-a-quality-education-for-every-child" target="_blank" rel="noopener">commented</a> that “Expanding 529 accounts is a game-changer for education, giving students, workers, and families the freedom and opportunity they deserve, whether that’s in a traditional classroom setting or homeschool. It’s time to make education more affordable and meet the evolving needs of our workforce.”
Beyond private school choice and homeschooling, parents must also have choices within the public school system. That should come in the form of states passing open enrollment laws allowing students to enroll in a different public district school within (intra-district) and outside of (inter-district) their residential assignment as space allows. Zip code must not bind a student to a certain public school. That’s not how other taxpayer-funded government services, such as public parks and libraries, work.
Public charter schools, magnet schools, and other choice schools are no different, and laws must be enacted at the state level that allow families to select these schools. Laws must also not restrict growing the supply of these sought-after public school options.
The education of our future generation is too important to allow the public education monopoly to continue to trap children in failing schools, robbing them of their future. It’s past time for the market forces of competition to reign in America’s K-12 education environment — increasing quality and decreasing price. As a nation, we must keep advancing school choice through all means. Our children deserve nothing less than access to a high-quality education.

There was a massive red wave last Tuesday night across the nation, and Texas was no exception. 
Texas Governor Greg Abbott took to <a href="https://x.com/GregAbbott_TX/status/1854328594245312722" target="_blank" rel="noopener">X last week,</a> once again making his commitment to education freedom known: “Parents know their kids better than anyone, &amp; they want to put them on the best path to success.” He <a href="https://x.com/GregAbbott_TX/status/1854328594245312722" target="_blank" rel="noopener">continued</a>, “With last night’s election results, we can provide school choice for every Texan.” 
Less than 90 minutes later, the governor <a href="https://x.com/GregAbbott_TX/status/1854350583047802994" target="_blank" rel="noopener">posted</a> a pledge, “Texas will deliver school choice.”

Texas, known for freedom, has been an outlier among historically conservative states when it comes to the rights of dads and moms to have education options for their children outside of the public school system. This is despite only <a href="https://edchoice.morningconsultintelligence.com/texas/" target="_blank" rel="noopener">37%</a> of Texans thinking K-12 education in the local school district within Texas is headed in the right direction. 
Abbott’s commitment to empowering parents with education options is nothing new. He has advocated for school choice in the Lone Star State <a href="https://gov.texas.gov/news/post/advocates_praise_governor_abbotts_call_for_expanded_school_choice" target="_blank" rel="noopener">since 2017</a>. 
During the Texas fourth legislative special session in November 2023, the school choice effort died by an amendment to House Bill 1, which removed a school choice provision from the education spending bill by a House vote of <a href="https://www.texastribune.org/2024/05/28/texas-primary-runoff-school-vouchers-abbott/" target="_blank" rel="noopener">84-63</a>. The 21-point defeat resulted from 21 Republican representatives from rural areas in the state voting with Democrats against school choice.
With the Texas legislative session convening only every other year, Abbott used the intervening time effectively to campaign to get those anti-school choice Republican representatives out of office and, in turn, elect pro-education freedom candidates.
The Texas primary election in March was successful to this end, as six Republican representatives who voted against school choice lost their seats. The March <a href="https://www.cbsnews.com/texas/news/texas-houses-shift-to-the-right-expected-to-cause-contention-at-state-capitol/" target="_blank" rel="noopener">run-off election</a> resulted in another three Republican anti-school choice representatives getting voted out of office. 
Added to those numbers were <a href="https://www.discovery.org/education/2024/06/05/greg-abbott-went-to-war-for-school-choice-he-appears-to-have-won/" target="_blank" rel="noopener">five others</a> who forwent seeking reelection, knowing a reckoning was coming. Each of those representatives was replaced by a pro-education freedom candidate. A total of 14 seats were flipped from anti-school choice Republican representatives to education freedom champions. That 14-seat pick-up translates into a 28-point positive swing for school choice — giving Abbott the numbers needed in the Texas House to pass a sweeping school choice bill for families. The Texas Senate had not been the barrier.
The November 5 general election results are still coming in, but it has been <a href="https://www.texastribune.org/2024/11/05/adam-hinojosa-morgan-lamantia-texas-senate-rio-grande-valley/" target="_blank" rel="noopener">reported</a> that Republicans have flipped one Texas Senate seat, resulting in a <a href="https://apps.texastribune.org/features/2024/texas-2024-general-election-results/" target="_blank" rel="noopener">20-11</a> Republican majority. The victorious Republican candidate Adam Hinojosa, referred to by the <a href="https://x.com/SchoolChoiceNow/status/1854161544239632650" target="_blank" rel="noopener">American Federation of Children</a> as a “school choice champion,” is the <a href="https://www.texastribune.org/2024/11/05/adam-hinojosa-morgan-lamantia-texas-senate-rio-grande-valley/" target="_blank" rel="noopener">first Republican</a> to win the Rio Grande Valley since Reconstruction. 
In the Texas House, similar results are still being reported, but it is currently anticipated that Republicans will flip two seats, making their majority <a href="https://apps.texastribune.org/features/2024/texas-2024-general-election-results/" target="_blank" rel="noopener">88-62</a>. It’s no surprise that Abbott is confident this time around — not just that it’s possible to enact education freedom in Texas, but it is probable with the new legislators. 
As of 2023, of the <a href="https://nces.ed.gov/programs/digest/d13/tables/dt13_203.20.asp" target="_blank" rel="noopener">52.1</a> million K-12 public school students in the United States, nearly <a href="https://nces.ed.gov/programs/digest/d13/tables/dt13_203.20.asp" target="_blank" rel="noopener">5.7 million</a> lived in Texas. That translates to 11.88% of all students nationwide. Should Texas pass a universal school choice bill, that would increase the total number of public school students with school choice access in America from <a href="https://www.discovery.org/education/2024/10/03/historic-education-freedom-is-happening-and-it-is-worthy-of-a-celebration/" target="_blank" rel="noopener">18.9 million</a> to 24.6 million — from <a href="https://www.edchoice.org/engage/educational-freedom-and-choice-hits-escape-velocity-end-of-session-wrap/" target="_blank" rel="noopener">36.3%</a> to 47.21%. 
The benefits of education freedom are significant for each individual child, their family, and community. Additionally, widespread school choice programs <a href="https://thefederalist.com/2024/10/22/the-school-choice-programs-democrats-hate-have-saved-taxpayers-up-to-45-billion/" target="_blank" rel="noopener">save a state enormous sums of money</a> because the funding provided to the family to take to an alternative education option is generally only one-third to half the amount public education spends per student. 
As Martin F. Lueken <a href="https://www.wsj.com/opinion/school-choice-saves-taxpayer-dollars-education-policy-c4b32b6b?page=1" target="_blank" rel="noopener">wrote</a> in The Wall Street Journal, “a recent EdChoice <a href="https://www.wsj.com/public/resources/documents/EdChoiceOct2024.pdf?mod=article_inline" target="_blank" rel="noopener">analysis</a> of 48 school-choice programs across 26 states through 2022 estimates that school-choice programs generated cumulative net fiscal benefits for taxpayers worth between $19.4 billion and $45.6 billion.” That number is dramatically on the rise because, since that time, ten states have joined West Virginia and Arizona in signing universal or near-universal school choice into law. 
With the current K-12 public education spending on Texas students topping <a href="https://www.edchoice.org/state_fast_facts/texas/" target="_blank" rel="noopener">$70.6 billion</a> annually, massive savings will result in the years to come. Therefore, empowering parents with education freedom for their children is not only the right thing to do but also has positive fiscal benefits for the state’s bottom line. For Texas, that will be billions of dollars saved each year once Abbott’s persistent leadership in delivering school choice is across the finish line. 
The great news for Texas families is that the reality of education freedom could be merely months away.

Abbott Set To Deliver On Texas School Choice In 2025

Opponents of school choice can’t be happy. The past three years have seen a flood of school-choice victories – and, ironically, we can thank two very “progressive” groups.
Two thirds of all states now have some form of private school-choice policies. Notably, 11 states have universal education choice, a policy no state had just three years ago. Even in states where school choice is still elusive, the dam is breaking. In Texas, opponents of education freedom were roundly defeated in the primaries this past spring.
What has transpired in these 36 months? As scholars who have closely studied and chronicled these developments, the only response we can give is that American parents rebelled against what happened four years ago.
So as people who fully welcome policies that liberate American families and leave them free to educate their children as they see fit, and not remain shackled to bad public schools set on indoctrinating their young children, we’d like to thank Black Lives Matter.
Yes, BLM.
If it weren’t for all the damage they have inflicted on society, we would consider sending handwritten thank-you notes to founders Alicia Garza, Patrisse Cullors, and the rest.
Without the chaos and violence created in 2020 by the BLM organizations — founded by these Marxists with the express goal of achieving systemic-wide societal change — combined with the radical gender ideology infecting local schools, parents maybe have been slower to demand an escape hatch to let them opt out of the indoctrination meted out in public schools.
They did, and the progress speaks for itself.
Of course, we don’t want to leave out the teachers&#8217; unions. Bless them, they also did their part.
The shutdowns they demanded were the first instance of public schools breaking faith with families; failing to reopen their doors long after we knew it was safe for them to do so. In rapid succession, parents saw the second instance: emergency remote learning gave them a window into what their children were being taught, raising red flags in school board meetings across the country.
States responded, giving parents the ability to vote with their feet. And vote they did. The number of children exercising school choice – using a voucher, tax credit scholarship, or education savings account – has roughly doubled from the 2019 pre-pandemic level to nearly 1 million students.
Today, 19 states have Education Savings Accounts (ESAs) or ESA-style policies enabling families to choose schools and learning options that are right for their children. ESAs are accounts into which the state deposits a portion—usually 90 percent—of the money that would have been spent on a child in their district school.
The parents can use the money in the account to pay for private school tuition, online learning, special education services and therapies, tutoring, textbooks, and a host of other education-related services, products, and providers. And unused funds can be rolled over from year to year, and even rolled into a college savings account.
This year alone four states established ESA options: Wyoming, Louisiana, Alabama, and Georgia. Louisiana went all-in with universal ESAs, opening up eligibility to every family in the state, regardless of income.
In Texas, up until this year, state legislators who call themselves Republicans had stood in the way of school choice programs out of concern for what it might mean for the district public school.
Well, this year the Lone Star State had elections. Six out of eight incumbent Republican lawmakers who had stood in the way of school choice lost their primaries or the runoffs.
This was a big win for Gov. Greg Abbott, who made school choice a hill to die on, and now more than ever looks like a reality in the Lone Star State.
If Texas finally adopts school choice, some 40% of all kids in the country would be eligible to choose a school other than their assigned district school. At that point, we can reasonably say that Milton Friedman’s vision of breaking the public schooling monopoly – some 70 years in the making – has come to fruition.
Which brings us back to how we got here. Four years ago, this country was caught up in one of its biggest political convulsions in decades, after BLM manipulated the tragic death of George Floyd to carry out their plan. We had weeks of rioting, burning, and looting.
As if the physical damage didn’t take enough of a toll, the stewards of our cultural institutions — our schools and universities, our libraries and museums, our theaters and movie studios, everyone involved in industries that create meaning and content — then capitulated and accepted as facts a number of falsehoods they should have had the confidence to dismiss.
America is systemically racist; white supremacy is the operating system of our society; the founding of America took place in 1619, when a group of Africans arrived in Jamestown, not 1776, when America’s founders signed the Declaration of Independence. These and other fabrications were accepted as facts.
The idea was to stain and destroy the idea of America. Rather than being conceived in liberty, everyone was told to believe that ugly racism and oppression was the post-partum reality.
Then there were the sexual delusions. Among these were that a man could become a woman or vice versa, or that children could be born in the “wrong body.” America circa 2020 thus fell into what can only be described as a moment of mass hysteria.
These ideas swarmed into our classrooms and children began to be indoctrinated into these hallucinations. Their purveyors intentionally targeted our schools, fully cognizant of the fact that if you capture a generation of children, if you interrupt the transmission of culture and facts and you change the narrative, you have created a new hegemony.
This movement had the wind fully at its back in 2020. The world was going its way.
But then something happened: parents and grandparents, especially mothers and grandmothers, started to fight back, a counterrevolution that gathered force in early 2021. They organized, went to school board meetings, and voted. They demanded the freedom to opt out of the frenzy. School choice was the way out.
They put pressure on politicians in states like Texas. And they voted out recalcitrant politicians standing in their way.
If you ask us, that is the reason why education choice has met the success it has.

Tennessee unveiled a broad new school choice initiative this week.
Governor Bill Lee (R) <a href="https://www.tn.gov/governor/news/2023/11/28/gov--lee--legislative-leadership-call-for-statewide-school-choice--unveil-education-freedom-scholarship-act.html" target="_blank" rel="noopener">announced</a> the Education Freedom Scholarship Act on Tuesday at the Tennessee State Museum alongside Arkansas Governor Sarah Huckabee Sanders (R). Arkansas adopted a universal school choice policy earlier this year.
Lee&#8217;s proposal would establish universal school choice for every public school student across the state.
Next school year, 20,000 scholarships would be available. Half of those would go to Tennessee students at or below 300% of the federal poverty line, who have a disability, or are eligible for the existing Education Savings Account pilot program.
By the school year that starts in 2025, all public school students would be eligible for a scholarship.
No bill has been formally filed in the legislature yet, but Lee <a href="https://www.tennessean.com/story/news/politics/2023/11/28/tennessee-school-choice-vouchers-gov-bill-lee-unveils-expanded-statewide-program/71714741007/#" target="_blank" rel="noopener">said</a> his office would work with the legislature on the &#8220;final details&#8221; when the General Assembly reconvenes in January.
Families could spend their child&#8217;s scholarship money on tuition at a private or religious school, uniforms, technology, transportation, or home school expenses. Families can also spend the money on tutoring, after school programs, and SAT and ACT exam fees.
Lee also said the scholarship program would be funded separately from Tennessee&#8217;s Investment in Student Achievement funding structure for K-12 education.
Lee said Tennessee should do two things at once — strive to have the best public school system in the country and provide families with school choice.
&#8220;These two ideas are not in conflict, and conservative states across the country are proof,&#8221; Lee said in a statement provided to The Daily Wire.

Lee added that he has &#8220;firsthand&#8221; knowledge of the benefits of school choice since his children have been in public school and private school and been homeschooled, and his wife is a teacher.
&#8220;We can all agree that every Tennessee child deserves a shot at success. Every student has unique needs and every classroom offers unique value,&#8221; Lee said. &#8220;Parents know best and should have the freedom to choose the right education for their child, regardless of income or zip code.&#8221;
Sanders praised Tennessee&#8217;s school choice plan, <a href="https://www.tennessean.com/story/news/politics/2023/11/28/tennessee-school-choice-vouchers-gov-bill-lee-unveils-expanded-statewide-program/71714741007/#" target="_blank" rel="noopener">calling</a> it part of &#8220;an absolute conservative education revolution in our country.”
A wave of school choice bills have worked their way through state legislatures in recent years. Arizona, Utah, Arkansas, Florida, Oklahoma, Ohio, Indiana, Iowa, South Carolina, and New Hampshire <a href="https://www.vox.com/politics/23689496/school-choice-education-savings-accounts-american-federation-children" target="_blank" rel="noopener">were all</a> successful in creating or expanding school choice programs.
During the pandemic, parents across the country became frustrated with school COVID restrictions and controversial curriculum content, <a href="https://cbsaustin.com/news/nation-world/parents-are-pulling-students-from-public-schools-at-record-rates-students-covid-pandemic-remote-learning-homeschooling-charter-private-mountain-districts" target="_blank" rel="noopener">leading</a> many families to pull their children out of public school permanently.
