A Canadian woman living legally in Michigan says she was shocked to receive voter registration materials in the mail twice despite never registering to vote in the United States.
The woman, identified by Fox 2 Detroit as Jacqueline S., said she has lived in the United States as a green-card holder since 1993. She told the local Fox affiliate that the registration materials arrived after she renewed her driver’s license at a Michigan Secretary of State office in Oakland County in the summer of 2025.
“I was surprised, I was really, really surprised because I’ve never registered to vote,” Jacqueline told Fox 2.
The Michigan Secretary of State’s office said it is investigating the case and intends to cancel her registration. The incident comes just days before the November 3 midterm elections, as election security and concerns about noncitizen registration have become prominent issues in the national political debate.
Jacqueline said the exchange at the Secretary of State’s office made the subsequent registration card particularly puzzling. When a clerk asked whether she had her green card, she said she did not, explaining that she had renewed her license numerous times without needing to present it before.

She said the encounter made clear that officials knew she was not an American citizen, yet she received a voter registration card approximately five days later. “I’m Canadian. I was born in the Niagara Falls area,” she said. Jacqueline emphasized that she has not voted in the United States and has no intention of doing so. She said she was concerned that other noncitizens might receive similar registration materials and potentially attempt to vote.
“Just in light of the way things are today. I just feel like I need to say something,” she told FOX 2.
Michigan Secretary of State spokesperson Cheri Hardmon said the state was examining the case and would cancel Jacqueline’s registration. “Over the past eight years, we’ve strengthened how we review the voter file,” Hardmon said. “Since 2022, BOE and local clerks have cancelled more than 400 registrations through these reviews, including those who were mistakenly registered under previous administrations.”
Hardmon added that Jacqueline’s driver’s record was more than 30 years old, that she had no voting history, and that no record exists that she had received an absentee ballot. The state’s Office of the Auditor General reviewed its process in August 2026, she said.
“Only U.S. citizens can register and vote,” Hardmon said. She advised anyone who receives voter registration materials but is ineligible to contact their local clerk or the Secretary of State’s office.
Michigan’s published election guidance says its automatic voter registration system is designed to register eligible U.S. citizens when they apply for or update a driver’s license or state identification card. The state says its computerized system uses citizenship documentation to prevent noncitizens from being registered through that process, and additional checks are used to identify and correct accidental registrations.
The case raises questions about how Jacqueline’s registration was generated and why the state’s safeguards did not prevent it. The Secretary of State’s investigation had not yet publicly established the cause of the error.
The incident also lands amid heightened public concern about election administration. A Pew Research Center survey conducted September 28 through October 4 found that as elections draw near, almost a third of registered voters were not confident that noncitizens who attempted to cast ballots would be stopped. That figure varied sharply by political affiliation: 45% of supporters of Republican congressional candidates expressed confidence in the safeguards, compared with 90% of supporters of Democratic candidates.
Republicans have increasingly focused on voter registration procedures, citizenship verification, and mail-in ballots. Democrats have accused President Donald Trump and his allies of amplifying unsubstantiated claims of widespread election fraud.
