Vice President Kamala Harris and her allies outspent former President Donald Trump and Republicans by nearly $600 million, a disjunction that did not translate into victory.
Harris and allied outside groups spent around $1.7 billion, compared to $1.1 billion by Trump and allies, according to <a href="https://www.opensecrets.org/2024-presidential-race" target="_blank" rel="noopener">OpenSecrets. </a> Based on the number of votes tallied thus far, that means Democrats spent $24 for every Harris vote while Republicans spent $15 for every Trump vote.
It&#8217;s not the first time Trump defeated a candidate who outspent him In 2016, the Hillary Clinton campaign and its allies outspent Trump by 78%. In 2020, Joe Biden’s side outspent him by 49%. The figures suggest that big money operations may no longer be the key to securing victory in a presidential election.
Post-election news <a href="https://www.newsweek.com/kamala-harris-campaign-20m-debt-what-we-know-1981936">reports</a> said that despite Harris raising more than $1 billion — in addition to more than $600 million from outside sources — the campaign is now $20 million in debt.
The Harris campaign spent $430 million on media buys and production, and $26 million on text messages, according to Federal Election Commission filings. More than $100 million each was disbursed to Gambit Strategies, Bully Pulpit Interactive, and Dupont Circle Strategies. 
Most of Harris’s outside spending — about $400 million — came from Future Forward USA, according to OpenSecrets. The group, designed to accept contributions larger than the campaign could legally accept, was funded by multi-million dollar donations from people like LinkedIn founder Reid Hoffman, Facebook cofounder Dustin Moskovitz, Google’s Eric Schmidt, and Ilinois’ Jay Pritzker. A union representing government workers also chipped in $1 million.
Elon Musk’s America PAC, by comparison, spent some $130 million on Trump&#8217;s behalf.

The Department of Labor said Thursday that it will “begin a phased pause&#8221; of an almost $2 billion federal job training program that has persisted since 1964 despite a dubious record.
The Job Corps houses a mix of runaway teens and 20-something ex-cons in residential campuses, where 16- to 24-year-olds are paid to receive their GED diplomas and training in several trades. 
For decades, there has been evidence that monetary incentives have led to fraud, with contractors — who get paid bonuses for recruiting students and for having positive job-placement statistics — cooking the books to misrepresent post-graduation job outcomes, and tolerating criminal behavior on campus to avoid the loss of federal dollars that would come from expulsions.
Contractors, including large for-profit companies, operate 99 of the Job Corps’ 131 facilities, which collectively house 25,000 students. Those contracts were “terminated for convenience” on Thursday, with the contractors beginning to “mobilize students safely to their home of record” by June 30, the Labor Department said. Campuses operated by government entities, such as the Department of Agriculture, are not affected by the pause.
&#8220;Job Corps was created to help young adults build a pathway to a better life through education, training, and community,” Labor Secretary Lori Chavez-DeRemer said in a statement. “However, a startling number of serious incident reports and our in-depth fiscal analysis reveal the program is no longer achieving the intended outcomes that students deserve. We remain committed to ensuring all participants are supported through this transition and connected with the resources they need to succeed as we evaluate the program’s possibilities.”
The Daily Wire reported in April that the Job Corps spends up to <a href="https://www.dailywire.com/news/job-corps-spends-764k-per-graduate" target="_blank" rel="noopener">$764,000 per graduate</a>, while participants go on to earn $17,000 annually. One-third of students typically simply disappear, one-third are expelled for serious misconduct, and the remaining third graduate. 
The Labor Department said it is not eliminating the Job Corps, which only Congress can do, but that finances dictated ending the contracts. It said the program was operating at a $140 million deficit in 2024, and that the Biden administration paused operations at two campuses as a result. The deficit was projected to grow to $213 million in 2025.
It also said the program is “failing students,” with the post-program wages of participants hovering barely above the poverty line, despite an average cost per student higher than Harvard’s.
“Considering only two out of every five participants actually graduate from the program, this is a massive amount of money being spent with little results,” it said in a statement.
Job Corps critics have long pointed out that GEDs and vocational training are available for free in most locations through public school systems and unions, and that many people who signed up for Job Corps were simply looking for a $1,200 stipend and free room and board. The Department of Labor said it will cover costs for students to return home, and connect them with other existing job and training opportunities.
The department also said the model of housing 16- to 24-year-olds — many of whom had criminal records — together was harming children. &#8220;Our nation&#8217;s vulnerable young adults deserve better,&#8221; it said.
According to <a href="https://www.dailywire.com/news/multi-billion-dollar-federal-job-corps-breeding-ground-rape-crime">data</a> obtained by The Daily Wire, more than 500 sexual assaults have been reported at Job Corps facilities in the last three years, including a male student climbing through a female student’s window and raping her as she slept, according to a source with knowledge of the program.
Last year, a 16-year-old girl who identified as a transgender boy, and whom the Job Corps apparently enabled to be separated from her parents, was assigned to room with a 23-year-old man at the Glenmont Job Corps near Albany, New York. <a href="https://spotlightnews.com/news/crime/2024/08/27/student-charged-with-raping-transgender-male-at-glenmont-job-corps/">Demetrius Fair</a> allegedly intimidated his “roommate” into performing oral sex on him before pinning her to the bed and raping her.
Then there were 4,600 reported violent assaults and 8,000 drug-related incidents over the past three years. Those numbers likely significantly understate the reality, since only the most severe incidents are recorded. Democrats have introduced legislation in recent years to further tolerate bad behavior at Job Corps centers by making it more difficult to expel people.

<a href="https://prh.jobcorps.gov/Exhibits/Exhibit%201-1%20Job%20Corps%20Eligibility%20Requirements.pdf">Eligibility requirements</a> say that only people on welfare or living in poverty are eligible for the Job Corps, that refugees and non-citizen parolees are eligible, and that “no individual shall be denied enrollment in Job Corps solely on the basis of contact with the criminal justice system, except for the disqualifying felony convictions of murder…child abuse, or a crime involving rape or sexual assault.”
The program requires that applicants not be able to read at higher than an eighth grade level, saying they must be “unable to compute or solve problems…at a level necessary to function on the job, in the individual’s family, or in society,” or he must be homeless, a runaway, a high school dropout, or a victim of sex trafficking.
Staff are trained to tell applicants, “I see that you have (describe gang-related behavior, symbol, activity). Do you agree that if you are admitted to Job Corps, you will not (use/wear/display) (list behavior or symbols, etc.)?”
Although the program&#8217;s intent was to take youth from the margins of society and get them on the straight and narrow, over time, the dominant culture of Job Corps campuses became so heavily gang-ridden that, participants told The Daily Wire, it was more likely to turn a good kid bad than the reverse.
The program has been combatting a reputation as a dysfunctional inner city program since soon after its inception. In 1966, the New York Times ran a piece with the<a href="https://www.nytimes.com/1966/04/18/archives/job-corps-seeks-racial-balance-acts-to-halt-trend-toward-allnegro.html"> headline</a> “Job Corps Seeks Racial Balance; Acts to Halt Trend Toward All-Negro Enrollment.”
In the 2010s, the Job Corps became a YouTube sensation, where the program&#8217;s “students” would post videos of them viciously fighting each other on their “campuses,” often while other participants stood by cheering.
A <a href="https://www.youtube.com/watch?v=G3GgBICeO5A">CBS investigation</a> from that time period obtained video of a student cutting lines of white powder on a textbook during class. The head of security at a Job Corps facility told CBS he was pressured not to report crimes, because doing so could jeopardize the contractor’s funding. A Job Corps “career adviser” told CBS that 85% of the “job placements” reported by the contractor were fake, existing only to trick Congress about the efficacy of the program, and to get bonuses for staff who hit targets. Another teacher said students wouldn’t show up to class, but were certified as welders anyway, potentially creating safety issues for anyone who hired the person.
An inspector general report found that Job Corps graduates often wound up in fast food jobs that did not require any “training.”

Trump Administration To ‘Pause’ Scandal-Plagued, $2 Billion ‘Job Corps’

A black media personality was convicted last week of faking a hate crime against Colorado Springs Mayor Yemi Mobolade to gin up votes for him, with the ringleader Derrick Bernard testifying that Mobolade was in on the hoax, and the FBI testifying that the mayor misled agents about his contact with Bernard.
Mobolade, who is Nigerian, won the election as a left-leaning independent in the traditional Republican stronghold in 2023 after the n-word was scrawled on one of his campaign signs and a cross set ablaze in front of it. Video of the scene was sent to the media, resulting in a swell of sympathy.
At the five-day trial in federal court for Bernard and his wife, Ashley Blackcloud, that concluded May 23, FBI agent Ethan Doherty testified that the mayor falsely denied contact with Bernard, despite records showing the pair was in contact before, the day of the hate crime, and afterward. Doherty testified that when the FBI interviewed the mayor, Mobolade said he was “120% sure” he did not have a phone call with Bernard three days after the incident, and that Mobolade seemed “nervous,” according to <a href="https://www.koaa.com/news/news5-investigates/fbi-agent-defendant-testify-in-election-hate-crime-hoax-trial" target="_blank" rel="noopener">KOAA</a>. Doherty also revealed that Mobolade began using a <a href="https://gazette.com/news/courts/bernard-blames-colorado-springs-mayor-other-politicians-in-hate-crime-hoax-trial/article_2f4a6ffe-07be-4d4b-ae28-afbaf5267596.html">new cell phone</a> the day after the hoax.
The FBI’s courtroom testimony <a href="https://www.dailywire.com/news/mayor-lied-in-hate-crime-hoax-probe-but-doj-refused-to-charge-him-fbi-official-says" target="_blank" rel="noopener">corroborated</a> Daily Wire reporting from November 2024, which Mobolade denied at the time. Mobolade <a href="https://gazette.com/government/mobolade-statement-hate-crime-investigation/article_52f0bf8e-acdf-11ef-8efc-1b6a6e58dabc.html" target="_blank" rel="noopener">told</a> the local paper that “politically motivated websites will weigh in with no regard for accuracy or truth,” and his deputy chief of staff told the city council the article was “unfounded.” He produced a video in response, saying “I did not lie to the FBI,” and claiming he had paperwork from the Department of Justice showing he was a victim.
But a Justice Department document produced at trial said that Mobolade was at one point under investigation, that the investigation was closed but could be reopened, and that its closure should not be considered an exoneration.
The hoax began after an April 12, 2023 election in which neither Mobolade nor Wayne Williams, a white Republican, received a majority, triggering a runoff. According to court papers, the next day Bernard texted Mobolade: “Theirs [sic] a plot amidst. I’m mobilizing my squadron in defense and for the final push. Black ops style big brother. The klan cannot be allowed to run this city again.”

On April 23, Bernard, Blackcloud, and a third conspirator named Deanna West, who previously pleaded guilty, worked together to scrawl the n-word on a campaign sign at 3:00 a.m., erect a cross with twine on it, and set the twine on fire. They photographed the display and sent it to the media, suggesting that white Republican supporters of Williams were to blame.
That night, Bernard texted Mobolade, “I guarantee the finish,” referring to a request from Mobolade to help him get across the finish line. Three days later, the pair spoke on the phone for five minutes. After Mobolade won the May runoff, Bernard texted him: “We got you through it all brother&#8230; Another time though, we’ll handle business.”
Bernard, who is now serving life in prison without the possibility of parole for an unrelated killing, testified that Mobolade, along with state Rep. Regina English (D-El Paso), helped plan the hoax, according to <a href="https://krdo.com/news/2025/05/23/couple-found-guilty-of-threatening-yemi-mobolade-with-hate-crime-hoax-during-2023-mayoral-race/" target="_blank" rel="noopener">KRDO</a>. He said Mobolade was to have steered city money to Bernard’s radio station in return. Blackcloud did not testify, but told the <a href="https://apnews.com/article/cross-burning-hoax-colorado-springs-black-mayor-1900f7765e9fe5693d5df2a5ea50ffee" target="_blank" rel="noopener">Associated Press</a> that the mayor was in on it from the beginning.

There was evidence that the mayor did not seem to want a thorough investigation into the incident. He waited until the Monday after the news broke to contact the local police chief, whom he told “I don’t want to make a big deal about this,” according to <a href="https://www.koaa.com/news/news5-investigates/mayor-mobolade-testimony-continues-in-hate-crime-hoax-trial" target="_blank" rel="noopener">testimony</a>. After the FBI identified Bernard as a suspect, Mobolade did not tell investigators that he had been in contact with him, testifying at trial that he was waiting for the FBI to <a href="https://krdo.com/news/2025/05/20/mayor-yemi-mobolade-and-wife-take-the-stand-in-colorado-springs-hate-crime-hoax-case/" target="_blank" rel="noopener">take the lead</a> by asking questions, according to KRDO.
That seemed to contradict the fact that when the FBI did ask him, he denied the contact. At trial, Mobolade said he didn’t recall denying his phone call with Bernard to the FBI, until he was presented with a transcript of his FBI interview.
&#8220;At the time I was confident,&#8221; Mobolade testified, according to the <a href="https://gazette.com/news/courts/colorado-springs-mayor-grilled-on-day-2-of-hate-crime-hoax-trial/article_ce378cbc-adde-4547-a91a-0625bce9b6db.html" target="_blank" rel="noopener">Colorado Springs Gazette</a>.
The Gazette reported that “Mobolade appeared flustered as he fielded questions from the defense about the timeline of events and specific details about his communication with Bernard. He often was not able to provide an answer.” He could still not explain what the five-minute phone call was about.
Bernard testified that the five-minute call was about the “hoax,” and that Mobolade “promised to ‘squash’ the story when Bernard expressed concern over backlash,” the <a href="https://gazette.com/news/courts/bernard-blames-colorado-springs-mayor-other-politicians-in-hate-crime-hoax-trial/article_2f4a6ffe-07be-4d4b-ae28-afbaf5267596.html" target="_blank" rel="noopener">Gazette</a> reported.
The day after the call, KRDO ran a story quoting the Mobolade campaign asking people not to give the incident “<a href="https://krdo.com/news/2023/04/24/colorado-springs-mayoral-candidates-sign-painted-with-a-racial-slur-in-front-of-burning-cross-springs-mayoral-candidates-sign-painted-with-a-racial-slur-in-front-of-burning-cross/" target="_blank" rel="noopener">any oxygen</a>.” At trial, Mobolade acknowledged that “he tried to keep the story under wraps at the time, saying he ‘didn&#8217;t want that to be the story of Colorado Springs,’” the Gazette reported.
Emails obtained by The Daily Wire show that, after he became mayor, Mobolade used city employees to deter the local media from picking up The Daily Wire’s report that Mobolade had given false information to the FBI.
When The Daily Wire notified spokeswoman Vanessa Zink about the allegation that Mobolade lied to the FBI, the mayor’s chief of staff, Jamie Fabos, intervened to encourage her to take an ad hominem approach, calling the Wire a “bizarre far right” outlet whose reporters “don’t actually qualify as journalists.”
When the Gazette asked for comment about The Daily Wire’s story, Zink wrote: “Use caution in perpetuating gossip and rumors from politically biased outlets.”
“I guess I had hoped that our community could rise above what appears to be political bait from a source that doesn’t even have the decency to blur out racial slurs on its graphics, but, sadly, it seems that is not possible,” she wrote.
When media outlets used a blurred version of the photo to obscure the n-word, the blurring also concealed the fact that the fire was clearly coming not from the wooden cross, but from a small amount of twine wrapped around it. That was strong evidence from the beginning that it was a hoax, since twine would only burn for a few seconds, meaning the people who took the photo and sent it to the media were likely the same people who set the fire, rather than passersby. At trial, security camera footage confirmed that the fire only burned for 20 seconds.
City Councilman Dave Donelson said Zink resigned her job shortly after the trial, though he doesn’t know the reason.

An FBI official told The Daily Wire in November 2024 that Mobolade repeatedly concealed his contacts with Bernard from the FBI, despite scrolling through his phone in the interview room. The official said the Department of Justice under President Joe Biden refused the bureau’s request to indict the mayor for false statements because “we can’t indict the first black mayor of Colorado Springs,” instead telling agents to interview him again so he could change his story.
When the Justice Department indicted the trio, it issued a press release that falsely said that one of Bernard’s incriminating messages — that he was “mobilizing my squad” for “black ops” — was sent to his co-defendants, when it was actually sent to Mobolade.
A Trump-appointed U.S. Attorney for Colorado has still not been confirmed, and under Acting U.S. Attorney J. Bishop Grewell, a career Justice Department lawyer, the federal government has portrayed Mobolade, not the Republican candidate Williams, as the victim. That&#8217;s despite the fact that the culprits, in their anonymous message to the media, explicitly used the burning cross to frame supporters of the white Republican and harm Williams’ candidacy, and Williams ultimately lost the race.
Prosecutors charged the trio using a legal theory that seemed to require making it seem like Mobolade had no knowledge of the stunt in order to secure convictions against Bernard and his accomplices for making “threats” to him.
The defendants said it was “political theater” designed to win an election, not a threat, since the black left-wing operatives obviously did not intend to actually harm the black left-wing candidate because of his race.
But the trio was charged with “Willfully making a threat to kill, injure or intimidate by fire” and “Maliciously conveying false information concerning a threat to kill, injure or intimidate by fire, knowing the information to be false.”
As a result, the <a href="https://storage.courtlistener.com/recap/gov.uscourts.cod.238660/gov.uscourts.cod.238660.178.0.pdf" target="_blank" rel="noopener">judge’s instructions</a> said in order to secure a conviction, prosecutors “must prove beyond a reasonable doubt that the defendants willfully meant the cross burning not as political hyperbole or political theater but rather, for Candidate 1 to fear a real possibility that violence would follow.”
Assistant U.S. Attorney Candyce Cline said in the prosecution’s opening argument that the burning cross was not “political theater,” but rather a “threat of violence,” according to the Gazette. “Lead U.S. Attorney Bryan Fields argued the incident was not a hoax to the Mobolade family, but rather their worst nightmare,” it <a href="https://gazette.com/news/courts/hate-crime-hoax-trial-jury-returns-guilty-verdict-on-all-counts-after-4-hour-deliberation/article_94cc53e8-55c4-4109-b9d5-904240bee57d.html" target="_blank" rel="noopener">reported</a>.
Mobolade cried on the witness stand and, despite evidence that the Mobolade campaign suspected that a black person was behind the hoax at the time, claimed that the defaced sign left him living in fear.
His wife “Abbey Mobolade testified she bought a fire ladder and trauma kit in the weeks after the incident, adding that she doesn&#8217;t let her kids outside alone anymore,” the Gazette reported.
The convicts have not yet been sentenced, but West, who pleaded guilty, is expected to receive only probation.
Mobolade issued a statement after the convictions that cast the hoax as a reminder of the importance of anti-racism.
“This moment brings a sense of closure and relief, not only for our family, but for the Colorado Springs community as a whole. We deeply appreciate the work of the judicial system, federal prosecutors, law enforcement, and everyone who worked diligently to bring this case to justice. Moments like this remind us that hate has no home in our city. As we move forward, we do so with gratitude, healing, and a commitment to the values that make Colorado Springs a safe, just, and united community,” he said.
Councilman Donelson told The Daily Wire that the statement painting Mobolade as the victim was unseemly. He said now that the trial is over, Mobolade is out of excuses to stay mum. “For this councilman, something doesn’t add up. If I were the mayor, I’d want to clear this up,” he said.
He said new Justice Department leadership should examine whether the false-statements case into Mobolade was closed for political reasons, and whether it should be reopened. He questioned whether the DOJ’s strategy showed a bias towards protecting Mobelade. “The DOJ charges were that this was truly a threat to Mobelade. If he knew about it, then their case falls apart,” he said.
He said at a city council meeting: &#8220;I call for an investigation into these accusations and actions.  The citizens of Colorado Springs deserve answers about the mayor’s involvement.”

Colorado Springs’ First Black Mayor Implicated In Hate-Crime Hoax At Federal Trial

Ten prisoners, including four charged with murder, escaped from the New Orleans jail on Friday after the city elected as sheriff a progressive activist who had never worn a badge.
Orleans Parish became a trial run in a plan by left-wing billionaires to extend George Soros&#8217; campaign of installing anti-police prosecutors even further, into electing anti-law-and-order sheriffs. Susan Hutson was elected in December 2021, with <a href="https://www.wwno.org/politics/2021-12-10/a-susan-hutson-win-could-give-new-orleans-and-the-u-s-its-1st-progressive-sheriff" target="_blank" rel="noopener">New Orleans Public Radio</a> saying at the time that “a Susan Hutson win could give New Orleans — and the U.S. — its 1st progressive sheriff.”
Hutson had never served as a law enforcement officer, but rather worked as an “independent police monitor” who criticized police, New Orleans Public Radio said. The outlet stated she would “reform the criminal justice system with a left-wing ideology.” The primary role of the sheriff in Orleans Parish is to run the jail.
Hutson squeaked into office after the incumbent, another black Democrat, got 48% in the primary compared to her 35%, which led to a runoff since the incumbent did not get 50%. In the runoff, the dynamic flipped with the assistance of big-money out-of-state groups, including PAC for Justice, which wants to divert the jail budget to “social programs.”
During the initial election, Hutson “struggled to pull in money, only taking in $131,000 from donors, but during the runoff, <a href="https://www.flipthebench2020.com" target="_blank" rel="noopener">PAC for Justice</a> received a $200,000 donation from a national group named FWD.us, which has also donated funds to end non-unanimous jury trials,” New Orleans Public Radio said. FWD.us was co-founded by Facebook founder Mark Zuckerberg. PAC for Justice&#8217;s other <a href="https://eap.ethics.la.gov/CFSearch/LA-108137.pdf" target="_blank" rel="noopener">donors</a>, almost all out-of-state, also included groups that were, in turn, funded by Soros.
“Hutson said if elected, she would also support promoting women to deputies to diversify the workplace, helping to buck the national trend of the white male sheriff,” the outlet added.
Sean Kennedy of Virginians for Safe Communities, which opposes lenient prosecutors, told The Daily Wire that Hutson “was an anti-police activist lawyer who never wore a badge but won anyway with $160,000 from Soros PACs and another $200,000 from Mark Zuckerberg — neither of which (last time I checked) are from New Orleans.”
“George Soros and his allies have expanded their attempted takeover of the criminal justice system. On top of the $50 million Soros spent on prosecutors, he is now spending millions more to buy local sheriff races and install radical incompetents like he did in New Orleans, Phoenix, and on Cape Cod,” he added.
Hutson lashed out on Friday about how having four accused murderers on the loose would affect her own election.
&#8220;Why did it happen just right now, right in the middle, as we&#8217;re getting ready to start this sheriff&#8217;s race?&#8221; she said at a press conference on the escape, according to <a href="https://abcnews.go.com/amp/US/11-men-escape-new-orleans-jail-considered-armed/story?id=121879077" target="_blank" rel="noopener">ABC News</a>. &#8220;This is very suspicious. We know that they had help. We&#8217;re showing you they had help. This was coordinated. There&#8217;s much more than meets the eye.&#8221;
The remark suggested that she believes that rather than the escape happening due to her incompetence, it was orchestrated by jail guards who wanted to see her replaced as sheriff.
The <a href="https://www.dailywire.com/news/documents-reveal-how-george-soros-controls-prosecutors" target="_blank" rel="noopener">Soros takeover of the legal system</a> is one of the most remarkable political phenomena of the last decade. The billionaire financier, an expert in arbitrage, discovered that rather than influencing state legislators to change laws, it is cheaper and easier to elect prosecutors who will simply nullify laws they don’t like by refusing to prosecute them.
Mainstream Democrat and Republican prosecutors believe it is a violation of the separation of the branches of government to ignore laws. But Soros also discovered that by targeting cities where residents “vote blue no matter who,” it is possible to replace Democrat incumbents with leftists who don&#8217;t share those ethical concerns by injecting unheard-of amounts of cash into primary elections, which were historically cheap, low-turnout affairs.
Instead of donating to a candidate&#8217;s campaign, the Soros machine essentially runs it for the candidate, through &#8220;independent expenditures&#8221; such as ads and mailers that it designs, pays for, and runs on its own.
Putting national cash into local races for sheriff represents a significant advancement of the project, one that would place anti-police activists in charge of a region’s public safety.
Ten inmates left the jail through a hole behind a toilet at 1:01 a.m., while only one employee—a civilian rather than law enforcement—was assigned to watch their pod, and while that person left to get food, officials said. At 8:30 a.m., they were discovered missing.
&#8220;These folks that were able to get out did so because of defective locks on the cells,&#8221; Hutson said, while also saying, “We have the indication that these detainees received assistance in their escape from inside our department.”

This Foreign Aid Agency Locked Its Doors To Keep DOGE Out. Now We Know Why.

A USAID employee in charge of managing contracts for the agency created a fake company to fraudulently secure coronavirus benefits for himself, federal prosecutors said Friday.
“Yusuf Akoll worked as a Senior Procurement Contract Specialist at the U.S. Agency for International Development,” according to a previously unreported <a href="https://storage.courtlistener.com/recap/gov.uscourts.dcd.280449/gov.uscourts.dcd.280449.2.0.pdf" target="_blank" rel="noopener">court document</a>. “From at least in or around March 2021, and continuing through at least in or around August 2021, Akoll [made] materially false, fictitious, and fraudulent statements…that resulted in Akoll receiving two [Paycheck Protection Program] loans totaling approximately $16,666 that he was not entitled to receive.”
Prosecutors said that in November 2020, Akoll registered a company in Virginia called Naagode Consulting LLC, then applied for a Paycheck Protection Program (PPP) loan under the coronavirus bailout package, claiming he worked at Naagode and the money was necessary to prevent job losses.
Only companies in operation in February 2020 were eligible, so he falsely said it was established in January 2020. To establish a loss of income, he said the company had $40,000 in income in 2019 when it actually had no income, prosecutors said.
Akoll was accused of making false statements in Washington, D.C., federal court via an “information,” which typically signals a plea deal.
The fact that the money was paid out highlights how carelessly the government disbursed massive sums during coronavirus. The claim that the company had $40,000 in revenue in 2019 contradicts his own claim that it didn’t exist until January 2020.
The fact that Small Business Administration officials didn’t check state corporation records and catch the fact that it was actually established in November 2020 — or federal tax returns to verify the $40,000 — indicate that the government wasn’t doing basic database cross-referencing, the kind of thing the Department of Government Efficiency has made its bread and butter.
USAID was shuttered, with its remnants folded into the State Department, amidst concern by Republicans and the Department of Government Efficiency that the money was mismanaged. Akoll was in charge of hundreds of thousands of dollars flowing to foreign countries, where the money could be difficult to monitor, records <a href="https://www.highergov.com/people/yakoll-usaid-dot-gov/" target="_blank" rel="noopener">show</a>.
Coronavirus payments were disbursed with little vetting under a “pay and chase” model, where fraudulent claims would ostensibly be recovered later. But the Biden administration quickly gave up on chasing.
The Biden administration said in 2023 that it <a href="https://www.dailywire.com/news/sba-wont-even-try-to-collect-on-ppp-loans-that-are-supposed-to-be-paid-back-citing-equity" target="_blank" rel="noopener">would not seek to collect</a> on loans of less than $100,000 that were required to be paid back, citing “equity.” Most of the loans were designed to be forgiven, but those who did not meet the requirements were supposed to repay them.
That’s despite the Small Business Administration’s inspector general saying the move “is not in compliance with applicable criteria,” and that not even attempting to stop people from cheating the government encouraged future fraud.  
Congress nearly let the Special Inspector General for Pandemic Recovery, which was set up to police fraud in the pandemic bailout, expire in March 2025, which would have quickly closed the book on the government’s largest and most chaotic payment frenzy ever.
Sen. Ed Markey (D-MA) said the Special Inspector General for Pandemic Recovery had only recovered three dollars for every dollar spent on its staff, which should have been higher. <a href="https://www.courtwatch.news/p/court-watch-112-you-re-about-to-lose-577-billion-dollars" target="_blank" rel="noopener">CourtWatch</a>, which advocated for its continuance, said the Special Inspector General for Pandemic Recovery had meager resources of only a few dozen employees, and that shutting it down could lead to even less recovery. CourtWatch said the Special Inspector General for Pandemic Recovery had open investigations into $577 million in suspected fraud.
 Sen. Joni Ernst (R-Iowa), the head of the Senate DOGE Caucus, fought to keep the inspector general, saying, “I will not allow fraudsters to get away with stealing hundreds of billions of dollars from taxpayers.”
The head of Lexis Nexis Risk Solutions testified to Congress that criminals stole <a href="https://www.nationalreview.com/news/witness-at-first-doge-hearing-confronts-lawmakers-with-scale-of-covid-fraud-they-stole-1-trillion/" target="_blank" rel="noopener">$1 trillion</a> in COVID money, most of which went overseas.

USAID Contracting Officer Charged With Pandemic Bailout Fraud

A small, USAID-like federal agency called the African Development Foundation refused to hire white people, and treated white employees who did slip through so poorly that one soiled herself because she was afraid to leave her desk to use the bathroom, employees told The Daily Wire.
The agency violated so many rules and laws that its general counsel was flabbergasted — but when he called attention to it, officials framed him for violent threats and removed him from his job with a bizarre manifesto that called him “grimy” and “unwholesome,” the general counsel, Mateo Dunne, who is white, said.
The agency attracted attention by locking the doors to prevent auditors from the Department of Government Efficiency from seeing its books, and suing Elon Musk to prevent a takeover. The lawsuit is pending, but all of its employees have been laid off after the Trump administration gained access to the office space using U.S. Marshals.
From 2021 until February, the agency was led by CEO Travis Adkins, who came to it after a short stint at USAID as a Joe Biden political appointee.
Adkins’ former assistant, who is black, said in a sworn affidavit that “On at least three occasions, Mr. Adkins told me that he wanted his entire team (to include the General Counsel) to consist only of Black people. He wanted all of his direct reports to be Black.”
“He was very adamant in only hiring African Americans, mainly female, and he told me many times he would not hire a white person or a veteran. I said that’s discrimination, and he said ‘I’m the president and CEO, I can do what I want,’” the assistant told The Daily Wire on condition of anonymity. Adkins is also a lecturer at Georgetown University.
The African Development Foundation was created by Congress in 1980 as a board whose members are appointed by the president of the United States to six-year terms, who in turn appoint a CEO to run day-to-day operations. The board chair was Jack Leslie, a white former staffer to former Sen. Ted Kennedy (D-MA) who was appointed to the board by Presidents George W. Bush and Barack Obama.
Adkins bragged about concealing operations from the board, saying “them white motherf&#8212;ers, they don’t need to know… I don’t think I should tell them sh&#8211;,” according to the assistant.
A junior employee disappeared a few months after she took complaints to the board, and the assistant asked what happened to her; Adkins replied, “I just put the white b&#8212;h on a contract and then the contract ended,” the assistant said.
The situation was the same under the prior CEO, C.D. Glin, a former Peace Corps DEI officer and later an Obama political appointee to the Peace Corps who led the agency from 2016 to 2021. “C.D. [Glin] literally said to me that he needed to hire black people,” another employee told The Daily Wire on condition of anonymity. “Virtually everyone he hired in programs was black.”
In 2021, the agency had to pay a settlement after it laid off a white senior executive without paying her severance or following federal rules, and she alleged it was because of her race. It conducted a “reduction in force” that was targeted at her, and falsely claimed she didn’t have the qualifications to shift into another job, even though many of those jobs had actually reported to her.
In previous installments in this series, The Daily Wire reported how its agency&#8217;s CFO received payments to his personal bank account from a company to which he steered $1 million. The agency gave money to African grantees and then instructed them to re-route it to the agency&#8217;s employees and friends in America, and even pushed a for-profit multi-level marketing scheme run by a board member on poor Africans.

<h3>Retaliation</h3>
In a government agency, the job of the general counsel is to ensure that rules and laws are followed. Glin ensured that the role was either empty or filled with junior lawyers with no experience in government, even though the agency engaged in complex international finance.
After he departed as CEO in May 2021, there was a brief period in which the agency had no permanent leader, and a traditional general counsel managed to slip through. When Mateo Dunne, a white former high-level Defense Department executive, took the job, he was appalled by how little the African Development Foundation seemed to care about laws and rules.
The lawyer set out to interview employees about conflicts of interest, purchase card abuse, contracting fraud, and a toxic workplace environment. In a matter of days, the evidence started stacking up. He told the acting CEO, Elisabeth Feleke, that outside lawyers would have to be brought in to document the full scope of the lawbreaking.
Instead, Feleke ordered him to stop the investigation, told him to change the preliminary findings, and falsely told the board the probe was complete, he told The Daily Wire. Dunne stopped investigating, but sent his preliminary report to the board.
He soon learned that despite nearly uniform agreement that Glin had been abusive, the organization wasn’t getting a fresh start. The board agreed to hire a decades-long friend of Glin’s, Travis Adkins, to replace him. When Adkins entered the office for the first time, Glin enveloped him in a bear hug.
Adkins later testified under oath that he was selected to lead the African Development Foundation without even applying for the job, and that he couldn’t recall when or how he managed to be selected.
As Adkins’ start date neared, Dunne prepared to show him the lawbreaking he had found so that Adkins could reform the agency. But it seemed that Adkins already knew, and his first priority was shutting Dunne’s investigation down.
Within hours of Adkins being sworn in as president and CEO in January 2022, he put Dunne on leave and cut off his access to evidence before he could even speak, video shows.
“You will be on administrative leave the very moment that we hang up this call. You will have a box mailed to your home to allow you to send back to us any USADF-issued equipment,” he told Dunne. “You are not to contact any of the members of the USADF staff. And again, your access to all of our data and systems will be closed down immediately.”
Dunne replied: “I had prepared this slide deck to introduce myself and what I’ve done at USADF. This conversation obviously went a different way … I guess I have a couple of questions.”
“We’re not going to do questions and answers,” Adkins said. “We’re not going to have a back and forth about this.” Dunne was never told why he was placed on paid leave, which Adkins acknowledged was the first step in a discipline process.
Internally, the agency sought to build a justification for firing the white lawyer, with chief of staff Brandi James compiling a 75-page manifesto that called Dunne “Adversarial, Belittling, Calculating, Combative, Condescending, Deceitful, Defensive, Grimy, Sinister, and Unwholesome.”
The report called Dunne a “danger to USADF’s mission and staff.” But the details made clear that the risk was not to anyone’s life, but rather the livelihoods of law-breaking bureaucrats. The dossier faulted him for his “insistence on tying up staff time on investigatory digs.”
The evidence of insubordination was that he had investigated apparent spending on luxuries and personal items by top staff, when Acting CEO Elisabeth Feleke said, “I have not given Mateo direction or mandate to investigate credit card fraud.”

As evidence of Dunne “circumventing and breaching USADF protocols,” the dossier complained that Dunne notified Glin that he had not filed years&#8217; worth of mandatory Office of Government Ethics conflict-of-interest forms, carrying a $600 penalty, even though Feleke told him not to raise the issue. As general counsel, Dunne was the agency’s “designated ethics officer” and required to do so by the government-wide ethics office. The forms would have revealed that the African group had paid money to a group associated with Glin, and refusal to file them can carry criminal penalties.
Adkins went as far as implying that Dunne had threatened to kill him, alluding to something “being sent to people regarding the death of government officials, as all of us are government officials.” This, it turned out, was a fantastical distortion of Dunne sharing a sentimental quote from a New York governor acknowledging the passing of a former legislator.
Then a new comment appeared on the agency’s profile on the employer-review site GlassDoor that said, under “Advice to Management”: “die.” The post was attributed to “General Counsel.” The African Development Foundation sicced four different law enforcement agencies on Dunne for making death threats.
The former Sunday school-teaching lawyer said he was framed. “If I was going to do an anonymous post I would obviously not put my job title in there,&#8221; he said.
Adkins was forthright with the board’s chair, Jack Leslie, about what was really going on. He wrote to Leslie that Dunne was placed on leave for his “efforts to damage USADF’s reputation via the Office of Inspector General…Dunne conducted an unauthorized, backward-focused investigation that unsettled staff. &#8230; He then began leveling accusations that USADF senior leadership was ‘interfering’ with his investigations and General Counsel functions.”
<h3>Lies </h3>
The African Development Foundation never told Dunne what he was being investigated for, or formally moved to fire him, which would require proving that he did something wrong. It simply left him on paid leave indefinitely, violating a <a href="https://www.law.cornell.edu/uscode/text/5/6329b" target="_blank" rel="noopener">law</a> that limits investigative leave to 90 days. After six months, in July 2022, he quit to take another job.
An agency’s top lawyer calling attention to rampant lawbreaking, only for him to be removed from duty, is as remarkable a case of whistleblower retaliation as the government has seen. Dunne provided documentation to the Office of Special Counsel, which exists to investigate whistleblower retaliation. But it closed his file when the employee he’d been working with left her job, he said.
He filed a complaint with the Equal Employment Opportunity Commission alleging discrimination on the basis of his race and retaliation. In August 2024, an administrative law judge dismissed his case, even though he had an affidavit from a black employee saying that Adkins had told her repeatedly that he did not want any white people working for him. Dunne is appealing in court.
Dunne deposed African Development Foundation staff in the course of that lawsuit. In his sworn testimony, Adkins denied saying he wouldn’t hire white people — but also claimed he didn’t know how many people worked for him, that he could only remember the names of two, and that he didn’t know what race various employees were.

Adkins’ sworn testimony was repeatedly contradicted by documents and the testimony of other employees.
Adkins had told the board that a government-wide human resource office had “recommended Mr. Dunne immediately be placed on Administrative Leave for misconduct and performance.” A representative of that office testified that it was not true.
He denied plotting to remove Dunne as general counsel before he even started as CEO in an effort to spare his friend Glin and officials like Mathieu Zahui, the chief financial officer, and a target of the investigation.
But discovery in the lawsuit showed that Zahui had written during that time period that “The board and the incoming president would like to explore the possibilities of a do-over” on the general counsel hire.
Adkins did not return a request for comment from The Daily Wire.
Dunne said it has been painful to watch some turn the African Development Foundation into a “martyr,” seemingly to avoid acknowledging that DOGE’s scrutiny was warranted, when no one cared to fix it, though signs were abundant that it was broken.
He said he left his job at the Defense Department to come to the African agency “because I wanted to help people,” but found that widespread rule-breaking was short-changing both Africans and low-level staff.
“I think USADF deserved the fate that it received, because if it couldn’t be run correctly, then it shouldn’t be run at all. If the leaders of that agency couldn’t act, and members of the foreign policy establishment wouldn’t act,” he said. “It’s an indictment of the entire system.”
