A coalition of conservative activists is urging Congress to reinstate a ban on one of the “swampiest” practices used by lawmakers in the nation’s capital. 
Led by the organization Advancing American Freedom, 24 conservative advocates sent a letter to every member of Congress on Wednesday asking them to reinstate a ban on earmarks as they consider government funding for the next fiscal year. Earmarks are provisions inserted into appropriations bills by lawmakers to allocate taxpayer dollars to a particular project or entity they want to fund. 
“As the United States Congress proceeds with Fiscal Year (FY) 2026 appropriations, many of your colleagues will once again seek to direct taxpayer dollars to their favorite pet projects through earmarks, one of the swampiest features of policymaking in Washington, D.C.,” wrote Advancing American Freedom President Tim Chapman in a <a href="https://dw-wp-production.imgix.net/2025/09/AAF-Earmark-Coalition-Letter-9.17-24.pdf">letter</a> obtained by The Daily Wire. 
The letter says that earmarked funds from fiscal year 2024 went toward leftist projects, including “abortion centers, transgender indoctrination, radical climate activism, and entities engaged in crass antisemitism.”
An appropriations bill is currently making its way through the House with a September 30 deadline before the previous funding bill expires. The current House bill is a seven-week continuing resolution, meaning that spending would continue at previous approved levels. 
Chapman and the other signatories want Congress to reinstate a ban on earmarks that Congress agreed to in 2011 that lasted until around 2021. 
“Historically, conservatives recognized the problem with using earmarks to lure legislators into supporting reckless budget agreements,” the letter said. “For good reason, the House Republican Conference prohibited earmarks for more than a decade. In fact, earmarks were so broadly unpopular that President Obama committed to vetoing any bill containing earmarks, and former Speaker Pelosi refrained from reinstating the practice for the first two years of her tenure.”
Other signatories of the letter included Eagle Forum President Kristen Ullman, Open the Books CEO John Hart, Students for Life Action Government Affairs Coordinator Savanna Deretich, and former Virginia Representative Bob Good. 
“In the 2024 elections, voters delivered a clear mandate to Republicans to overturn a broken status quo, granting them a federal trifecta,” they wrote. 
Earmarks in the past have sent millions of dollars <a href="https://www.dailywire.com/news/report-congress-secures-16-billion-in-earmark-funding-for-local-pet-projects">towards projects</a> such as the American LGBTQ+ Museum, the  “National Great Blacks in Wax” museum, and the Universal Hip Hop Museum.

JOHN: Joining us now is Maya MacGuineas, president of the Committee for Responsible Federal Budget. Maya, thanks so much for coming on. First, tell us, what exactly is the <a href="https://www.crfb.org/">Committee for a Responsible Federal Budget</a>?
MAYA: Thanks for having me. Other than a mouthful of a name, it&#8217;s a bipartisan nonprofit watchdog group. Basically, we&#8217;re very concerned about fiscal policy, meaning how big our debt and deficits are and we don&#8217;t have a political agenda at all. I&#8217;m a political independent. Our board and our staff are from across the political spectrum. But we are deeply concerned that our political environment now focuses on borrowing when we shouldn&#8217;t be because of the political benefits of not actually dealing with trade-offs. And that concern has been growing over time.
JOHN: I wanted to ask you exactly about that. You&#8217;ve been warning about borrowing. Why is the growing debt so dangerous for the U.S. economy? What specific ways will it actually impact Americans?
MAYA: I think that&#8217;s one of the biggest challenges about this whole issue. It&#8217;s really not something that feels directly related to us as individuals, but it&#8217;s directly related to everything we care about. The fiscal health of the country is really the underpinning of both our economic and our national security strength. So, if your debt is too high — and ours without question is — every warning sign that there is is blinking bright, bright red right now. But if your debt is too high, it actually means that the government borrows so much money, it squeezes out the investment possibility and the private sector. It slows growth and slows productivity, it pushes up inflation, pushes up interest rates, all sorts of things that slow economic growth, which translates into lower wages, lower standard of living, and less job security. Nothing good on the economic front. That&#8217;s one. 
Two, it means that our budget has huge pressure because interest payments start to absorb more and more of our resources. Whether you want huge tax cuts or huge growth in spending, we can fight about those things, but interest payments get the first claim on the dollar in the budget. Right now it&#8217;s our second largest item in the budget and the single fastest growing item. It also means that when we have national emergencies where you should be borrowing, it&#8217;s more difficult to do so. And it means that, if you&#8217;re trying to fight a recession or a pandemic or a national emergency, you may have high pressure on upward interest rates when you&#8217;re trying to borrow. Whereas, if your debt&#8217;s lower, that doesn&#8217;t happen. 
But it&#8217;s also expanded now where it&#8217;s not just an economic issue, it is a national security issue. We are borrowing from countries with whom we are not aligned. We are not able to make our own national security decisions just from a strategic and security perspective, we have to think about budget resources and you don&#8217;t want to be in that position. So it weakens our ability to respond to emergencies, take advantage of opportunities. But bottom line, we can do fewer things and we become poor as a nation.
And finally, for those people who worry about the next generation, it&#8217;s really, really [hosing] a generation that&#8217;s already facing so many challenges. They are facing a much more difficult, fast-paced, changing world and we have tied up their budget with interest payments and promises to seniors. They don&#8217;t have the fiscal flexibility to respond and they owe a whole lot of debt because of the borrowing we took on.

JOHN: Like you said, it&#8217;s insidious because you don&#8217;t feel a lot of the effects. There are a lot of things that we can&#8217;t do now, things that we could have done if we had more money available. And then, kicking the can down the road. We&#8217;re not feeling it now – but our kids will feel it, and their kids will feel it. Is there any progress on this in Washington? Anyone paying attention to this?
MAYA: Yes, it&#8217;s so discouraging, honestly, because the situation is getting worse. Our debt to GDP is getting worse. Our annual deficits are getting worse, and this is outside of emergencies. And, frankly, our political environment and willingness to talk about this is much, much worse. We&#8217;re so polarized. You have both parties basically fighting with each other by giving away more things. &#8220;I&#8217;ll give you tax cuts, no taxes on this.&#8221; &#8220;Well, I&#8217;ll give you bigger tax cuts, and I&#8217;ll increase the spending.&#8221; &#8220;I&#8217;ll also increase the spending.&#8221; It used to be that you thought of Republicans as wanting tax cuts and Democrats as wanting spending increases. It&#8217;s literally both now. So, they fight for these huge giveaways. 
So, no, the situation is frankly very troubling both from an economic, national security, but also a political perspective. And internally, because it&#8217;s frustrating to work on an issue where you know we&#8217;re not going to have the big debt deal that we really need to have this year, for instance, a lot of times the best we can do and sort of why we&#8217;re able to pat ourselves on the back for some work is when things would have been worse without the kind of fiscal pressure we put on. But it&#8217;s really frustrating to say, &#8220;Well, we borrowed a trillion dollars, but we might have borrowed a trillion and a half if it weren&#8217;t for our pushing against this issue.&#8221; We&#8217;ve got to do better than that. We&#8217;ve got to start actually turning the ship around and bringing the debt as a share of GDP trajectory down instead of continuing to grow it&#8230;

House Speaker Mike Johnson made a triumphant return to his former organization, the Alliance Defending Freedom (ADF), and praised the &#8220;One Big, Beautiful Bill&#8221; as a significant victory for American families and the pro-life movement.
The Louisiana Republican addressed the group&#8217;s 2025 summit in Florida with a pre-recorded speech last week after the House sent the legislation to President Donald Trump ahead of his July 4 deadline.
After touting the bill&#8217;s provisions to invest in national defense and border security as well as its tax cuts, Johnson added that it was also &#8220;a monumental win for American families and includes many of the pro-family victories that we&#8217;ve all been fighting to achieve for many decades.&#8221;
Johnson went over a few specifics.
&#8220;We increased the child tax credit. It&#8217;s going to help everybody,&#8221; he said. &#8220;We expanded paid family leave, we created investment accounts for newborns, and we lowered the tax burden on all American families, so that the American dream of starting a family and owning a home are within reach.&#8221;
The speaker then explained how the legislation aligns with ADF&#8217;s pro-life mission.
&#8220;We also did something that advocates in this audience have worked towards for as long as I&#8217;ve been in the arena,&#8221; Johnson said. &#8220;We finally passed legislation to make sure that the forced funding of abortion is no longer a thing in America. No longer will our tax dollars fund evil organizations explicitly focused on killing unborn babies. We defunded that.&#8221;
However, it remains to be seen if that victory remains fully intact. There is litigation in which a judge <a href="https://thehill.com/regulation/court-battles/5412759-judge-blocks-trump-administration-from-cutting-planned-parenthood-funding/" target="_blank" rel="noopener">temporarily paused</a> a ban on funds to Planned Parenthood that had been included in the bill.
Johnson credited ADF for helping to prepare him for the hardships of being speaker of the House.
&#8220;I do miss my days as an allied attorney and as a staff attorney at ADF,&#8221; he said. &#8220;It was a formative time in my life, prepared me in so many ways for the crazy job that I&#8217;m doing right now. And so my hat&#8217;s off to all of you for being involved, staying engaged, and being there to fellowship together &#8230; God bless the Alliance Defending Freedom and everybody involved. There&#8217;s never been a more important time for that work than there is right now.”
Kristen Waggoner, the president, CEO, and chief legal counsel of ADF, expressed her gratitude to Johnson in an exclusive statement to The Daily Wire.

With a reference to the recent Supreme Court <a href="https://www.dailywire.com/news/supreme-court-says-states-can-cut-off-medicaid-funds-for-planned-parenthood" target="_blank" rel="noopener">ruling</a> that South Carolina is allowed to ban Medicaid funds from going to Planned Parenthood, she continued, &#8220;Speaker Johnson celebrated the meaningful advancements in pro-life legislation, and we&#8217;re grateful at ADF for our recent major victory at the Supreme Court in Medina v. Planned Parenthood South Atlantic.
&#8220;Combined, wins like Medina and pro-life provisions in the ‘Big Beautiful Bill’ encourage us that the tide is turning back towards life, yet it will take continued diligence to ensure pro-life laws are not only passed — but fully upheld and enforced.&#8221;

Fresh off the <a href="https://www.dailywire.com/news/the-house-delivers-trumps-9b-cut-to-global-aid-and-public-broadcasting-gets-final-approval" target="_blank" rel="noopener">passage</a> of a $9 billion rescissions package and other legislative victories during the first <a href="https://www.dailywire.com/news/six-months-in-trump-celebrates-revival-of-hottest-country-in-the-world" target="_blank" rel="noopener">six months</a> of President Donald Trump&#8217;s second term, Senate Majority Leader John Thune (R-SD) says Republicans are &#8220;anxiously&#8221; waiting to see whether Minority Leader Chuck Schumer (D-NY) and other Democrats will eschew bipartisanship and push the government toward a shutdown at the beginning of October.
During an interview on Fox News, Thune spoke to &#8220;Sunday Morning Futures&#8221; host Maria Bartiromo about the dozen 2026 fiscal year appropriations bills which lawmakers on Capitol Hill are putting together ahead of a September 30 deadline.
&#8220;We have got a couple, three or four of them now reported out of the Appropriations Committee. We&#8217;re going to try and get one up on the floor next week. And I hope we will find that the Democrats want to work with us,&#8221; Thune said. &#8220;They haven&#8217;t demonstrated much of a willingness on anything so far. I mean, they are making it extremely difficult to get any of the president&#8217;s nominees through the process here. It&#8217;s obstruct, it&#8217;s delay, it&#8217;s block. That&#8217;s been the pattern. And it&#8217;s Trump Derangement Syndrome on full display here in the United States Senate.&#8221;
Schumer <a href="https://www.democrats.senate.gov/news/press-releases/leader-schumer-floor-remarks-on-republicans-ruthless-rescissions-package-that-would-undermine-bipartisanship-and-gut-critical-programs" target="_blank" rel="noopener">suggested</a> earlier this month that Democrats would not be willing to cooperate if the GOP-led House and Senate chose to claw back $9 billion in funds allocated to foreign aid and public broadcasting for programs that Republicans deemed to be wasteful and idealogical driven.
&#8220;If Republicans cave to Donald Trump and gut these investments agreed to by both parties, that would be an affront — a huge affront — to the bipartisan appropriations process,&#8221; Schumer said on the Senate floor. &#8220;It is absurd to expect Democrats to play along with funding the government if Republicans are just going to renege on a bipartisan agreement by concocting rescissions packages behind closed doors that can pass with only their votes, not the customary 60 votes required in the appropriation process.&#8221;
Both the rescissions package and the &#8220;One Big, Beautiful Bill,&#8221; which contained many of Trump&#8217;s spending and tax cut priorities, passed through Congress via processes that allowed the Senate to bypass the filibuster. However, other measures to come may not be able to avoid the hurdle.
When Bartiromo asked Thune if he believes Schumer would like to see a government shutdown in the coming weeks, the majority leader did not dismiss the idea.
&#8220;I think he probably thinks that it&#8217;s beneficial to their political base, the far left of the Democrat Party, and you see it on — you can kind of see what&#8217;s happening up there in New York politics,&#8221; Thune replied, alluding to socialist Zohran Mamdani winning the primary in the race for New York City major.
&#8220;This is a party struggling for an identity. This is a party that&#8217;s completely out of step with the mainstream of this country. And I think, frankly, although it&#8217;s not going to be in their interest in the long term to do it, we&#8217;re going to be waiting to see anxiously what Chuck Schumer and other leaders on the Democrat side decide to do,&#8221; he added. &#8220;Because, ultimately, keeping the government funded is good for the country, and hopefully we will have bipartisan cooperation to do that. But if their recent track record is any indication, they&#8217;re under a tremendous amount of pressure from that far left wing of the Democrat Party to shut the government down.&#8221;

The GOP-led House sent a $9 billion rescissions package to President Donald Trump&#8217;s desk just after midnight on Friday, a victory for the Department of Government Efficiency (DOGE) drive to defund programs that many Republicans deem wasteful and ideologically driven.
Lawmakers in the lower chamber voted <a href="https://clerk.house.gov/Votes/2025203" target="_blank" rel="noopener">216-213</a>, largely along party lines, in favor of the rescissions measure, which claws back funds allocated to foreign aid projects and the Corporation for Public Broadcasting (CPB), a funding source for NPR and PBS.
&#8220;President Trump and House Republicans promised fiscal responsibility and government efficiency. Today, we’re once again delivering on that promise,&#8221; House Speaker Mike Johnson (R-LA) said. &#8220;This package eliminates $9 billion in unnecessary and wasteful spending at the State Department, USAID, and the Corporation for Public Broadcasting.&#8221;
He added, &#8220;The American people will no longer be forced to fund politically biased media and more than $8 billion in outrageous expenses overseas. While Republicans continue to deliver real accountability, restore fiscal discipline, and protect taxpayer dollars, Democrats continue to defend waste, fraud, and abuse. This isn’t the end, it’s the beginning. We look forward to passing additional rescissions bills throughout the 119th Congress.&#8221;
Previously, the House passed a $9.4 billion rescissions package in line with the White House&#8217;s request in early June. However, the GOP-led Senate <a href="https://www.dailywire.com/news/senate-republicans-drop-aids-relief-cuts-from-rescissions-package" target="_blank" rel="noopener">pulled</a> $400 million in cuts to the President’s Emergency Plan for AIDS Relief (PEPFAR) program as some members had voiced dismay with that part of the proposal.
Under the Impoundment Control Act, any rescissions measure requires only a simple majority in the House and Senate, meaning the filibuster threshold could be ignored. But it also gave Congress just 45 days to deliver legislation in response to a president&#8217;s request. The deadline, in this case, was the end of the day on Friday.
A continuation of the spending reductions is possible if they make it into fiscal 2026 legislation that is being put together now. Sources on Capitol Hill and the White House previously said they expected more requests from the Trump administration to implement so-called DOGE cuts as part of a wider effort to reduce the deficit, which has ballooned past a trillion dollars in recent years, so long as the first bill passed.
Critics of the rescissions package raised <a href="https://x.com/bresreports/status/1945297767649435793" target="_blank" rel="noopener">concerns</a> about how defunding public broadcasting could <a href="https://x.com/lisamurkowski/status/1945637668479479894" target="_blank" rel="noopener">diminish</a> helpful services to Americans, lamented a lack of clarity on the Trump administration&#8217;s plan to implement the cuts, and <a href="https://x.com/SenatorDurbin/status/1945919451678875833" target="_blank" rel="noopener">decried</a> the prospect of cutting back on food and medicine for people in poor countries.
&#8220;Instead of protecting the health, safety and well-being of the American people, House Republicans have once again rubber stamped Donald Trump’s extreme, reckless rescissions legislation,&#8221; Minority Leader Hakeem Jeffries (D-NY) and other Democrat leaders in the House said in a joint statement.
Upon announcing its request, the White House&#8217;s budget office <a href="https://www.dailywire.com/news/dei-insect-powder-and-trans-resilience-trump-unveils-woke-spending-cuts-request" target="_blank" rel="noopener">said</a> that it wanted to claw back funds steeped in &#8220;waste, fraud, and abuse&#8221; from the CPB, which Trump singled out in an <a href="https://www.whitehouse.gov/presidential-actions/2025/05/ending-taxpayer-subsidization-of-biased-media/" target="_blank" rel="noopener">executive order</a> seeking to defund NPR and PBS amid claims they were biased, as well as money for foreign aid programs.
Johnson&#8217;s office said the final product &#8220;rescinds $9 billion of wasteful spending uncovered by DOGE,&#8221; including: $1.1 billion for the CPB, $135 million in contributions to the corrupt and dangerous World Health Organization, $18 million to improve gender diversity in Mexican street lighting, $4.4 million for a Melanesian Youth Climate Corps, $3.9 million for LGBTQI+ advocacy programs in the Western Balkans, $2.5 million to teach children how to make environmentally friendly “reproductive health” decisions, $300,000 to fund a Pride parade in Lesotho, $500,000 for electric buses in Rwanda, $500,000 for a gender equality and empowerment hub, and $8,000 for promoting vegan food in Zambia.
Trump had <a href="https://www.dailywire.com/news/trump-warns-republican-senators-defund-npr-and-pbs-or-lose-my-endorsement" target="_blank" rel="noopener">warned</a> GOP lawmakers that there would be political consequences for opposing the rescissions effort, particularly when it came to PBS and NPR. Among the Senate Republicans who <a href="https://www.dailywire.com/news/taking-back-control-senate-votes-to-claw-back-9b-from-foreign-aid-public-broadcasting" target="_blank" rel="noopener">voted</a> against the measure with the Democrats and independents were Lisa Murkowski of Alaska and Susan Collins of Maine. The GOP lawmakers in the House who <a href="https://x.com/CraigCaplan/status/1946059570570281055" target="_blank" rel="noopener">voted</a> against it, via a rule, were Reps. Mike Turner (R-OH) and Brian Fitzpatrick (R-PA).
In an early Friday morning post on Truth Social, Trump <a href="https://truthsocial.com/@realDonaldTrump/posts/114872393229075156" target="_blank" rel="noopener">exclaimed</a> in all caps, &#8220;HOUSE APPROVES NINE BILLION DOLLAR CUTS PACKAGE, INCLUDING ATROCIOUS NPR AND PUBLIC BROADCASTING, WHERE BILLIONS OF DOLLARS A YEAR WERE WASTED. Now the rescissions package heads back to the House, which has only until Friday to pass it.
&#8220;This isn&#8217;t just about saving money. It&#8217;s about taking back control,&#8221; Sen. Eric Schmitt (R-MO), who spearheaded the effort to pass the package, <a href="https://x.com/Eric_Schmitt/status/1945556733230772231" target="_blank" rel="noopener">said</a> on X. &#8220;It&#8217;s time to remind the NGOs, the foreign lobbyists and their friends in the media that America is not a tax farm for global leftism. We&#8217;re a sovereign nation — and it&#8217;s time to start acting like one again.&#8221;

Passage came after the Senate worked through a lengthy &#8220;vote-a-rama&#8221; that included a flurry of amendments, mostly from Democrats.
The sole lawmaker to miss the final vote series was Sen. Tina Smith (D-MN). Her office <a href="https://x.com/SenTinaSmith/status/1945597468357329093" target="_blank" rel="noopener">said</a> the Democrat would be staying overnight at George Washington University Hospital after she began to feel unwell at the Capitol.
Next, the rescissions package heads back to the House, which had already <a href="https://www.dailywire.com/news/house-passes-doge-cuts-targeting-foreign-aid-npr-and-pbs" target="_blank" rel="noopener">passed</a> a $9.4 billion measure in mid-June. The lower chamber must vote again on the package after the Senate Republicans opted to <a href="https://www.dailywire.com/news/senate-republicans-drop-aids-relief-cuts-from-rescissions-package" target="_blank" rel="noopener">pull</a> $400 million in cuts to the President’s Emergency Plan for AIDS Relief (PEPFAR) program.
The White House <a href="https://thehill.com/homenews/senate/5402273-white-house-accepts-pepfar-exemption/" target="_blank" rel="noopener">reportedly</a> gave its blessing to remove the part of the package that defunded PEPFAR, as some members had voiced dismay with that part of the proposal.
Under the Impoundment Control Act, Congress was given 45 days to act on the Trump administration&#8217;s rescissions request in early June, and it requires only a simple majority in the House and Senate, meaning the filibuster threshold can be ignored.
Both chambers of Congress must pass a single version of the package by Friday, the deadline.
The Office of Management and Budget <a href="https://www.dailywire.com/news/dei-insect-powder-and-trans-resilience-trump-unveils-woke-spending-cuts-request" target="_blank" rel="noopener">said</a> that its rescissions wishlist included getting rid of $1.1 billion for the Corporation for Public Broadcasting, which Trump singled out in a <a href="https://www.whitehouse.gov/presidential-actions/2025/05/ending-taxpayer-subsidization-of-biased-media/" target="_blank" rel="noopener">executive order</a> seeking to defund NPR and PBS amid claims they were biased, as well as money for various foreign aid programs such as “net zero cities” in Mexico, Iraqi “Sesame Street,” and global LGBTQ+ initiatives.
While sources on Capitol Hill and the White House have said they expect more requests to implement so-called DOGE cuts to follow, that is assuming the first package manages to pass through Congress.
Trump has <a href="https://www.dailywire.com/news/trump-warns-republican-senators-defund-npr-and-pbs-or-lose-my-endorsement" target="_blank" rel="noopener">warned</a> GOP lawmakers that there will be political consequences for opposing the effort.

Senate Republicans are removing $400 million in proposed funding cuts to the President’s Emergency Plan for AIDS Relief (PEPFAR) program from a rescissions package ahead of a deadline at the end of this week.
The decision was announced after GOP senators met on Tuesday with White House Director Russell Vought regarding the measure designed to codify spending reductions in line with recommendations from the Department of Government Efficiency (DOGE).
Majority Leader John Thune (R-SD) <a href="https://x.com/cspan/status/1945193756086378516" target="_blank" rel="noopener">told</a> reporters there was &#8220;a lot of interest among our members in doing something on the PEPFAR issue,&#8221; resulting in a &#8220;small modification&#8221; that leaves the rescissions package, which seeks to slash funds for programs Republicans deem to be wasteful and ideologically driven, at roughly $9 billion.
The GOP-led House narrowly <a href="https://www.dailywire.com/news/house-passes-doge-cuts-targeting-foreign-aid-npr-and-pbs" target="_blank" rel="noopener">passed</a> the rescissions package in June following a request by the Trump administration. It sought to claw back $9.4 billion in &#8220;reckless spending,&#8221; as House Majority Whip Tom Emmer (R-MN) told The Daily Wire, by targeting foreign aid projects and the Corporation for Public Broadcasting, which provides funds to NPR and PBS.
Under the Impoundment Control Act, lawmakers in Congress were given 45 days to act on the request, and it requires only a simple majority in the House and Senate — meaning the filibuster threshold can be ignored. The deadline is Friday, meaning the Senate and the House must both pass the revised measure in the next couple of days.
House Republicans had been urging the Senate not to make any changes, but they could end up approving the slimmer version, particularly after the White House <a href="https://thehill.com/homenews/senate/5402273-white-house-accepts-pepfar-exemption/" target="_blank" rel="noopener">reportedly</a> gave the Senate its blessing to remove the PEPFAR section.
Rep. Mark Harris (R-NC) responded in particular to Sen. Susan Collins (R-ME), who said she wanted to strike the PEPFAR cuts from the rescissions package, contending the program was a success in saving millions of lives.
&#8220;All of that spending” is a far cry from PEPFAR’s original mission, to combat &#8220;the AIDS epidemic in Africa when it first started,&#8221; Harris <a href="https://www.dailywire.com/news/house-republicans-urge-senate-colleagues-to-pass-rescissions-package-with-sense-of-urgency" target="_blank" rel="noopener">told</a> The Daily Wire.
In addition, a senior Trump administration official told The Daily Wire on Tuesday that &#8220;limited&#8221; program cuts to PEPFAR took aim at &#8220;LGBTQ education and capacity building — not core life-saving care.&#8221;
Democrat senators and the independents who caucus with them are likely to vote in unison against passing the measure, leaving Republicans and their <a href="https://www.senate.gov/history/partydiv.htm" target="_blank" rel="noopener">slim</a> majority unable to afford more than a couple GOP defectors. Vice President JD Vance might be needed for a tie-breaker.
Sen. Democrats in Congress have begun to celebrate parts of the &#8220;One Big, Beautiful Bill&#8221; — a measure they voted against.
Reps. Sharice Davids (D-KS) and Emanuel Cleaver (D-MO) issued a <a href="https://cleaver.house.gov/media-center/press-releases/following-bipartisan-push-reps-cleaver-davids-congress-passes-625" target="_blank" rel="noopener">joint press release</a> last week touting a <a href="https://www.congress.gov/bill/119th-congress/house-bill/1/text" target="_blank" rel="noopener">provision</a> tucked into the legislation that locked in $625 million for World Cup security. While the pair heralded a bipartisan push to secure funds geared toward safety across the 11 host cities in the United States for the 2026 tournament — in particular Kansas City, which has a metropolitan area that spans both their districts — they left out any mention of the vehicle by which the money passed.
&#8220;I’ve been proud to work with Congressman Cleaver and a bipartisan group of colleagues to advocate for these much-needed resources, and I’ll keep working to make sure Kansas City is ready to shine on the global stage,&#8221; Davids said.
&#8220;After joining with representatives from across the country to push for federal investments that will ensure a safe and orderly event, I’m very happy that we were able to secure $625 million to support security efforts in the 11 host cities, including Kansas City,&#8221; added Cleaver.

The &#8220;One Big, Beautiful Bill,&#8221; which is hundreds of pages long, aims to fulfill many of President Donald Trump’s spending goals in his second term. Democrats, along with a couple of GOP holdouts, criticized the measure over its Medicaid reforms, as well as concerns about the debt and tax cuts benefiting the wealthy.

President Donald Trump scored another major legislative victory on Tuesday with the GOP-led Senate narrowly passing &#8220;One Big, Beautiful Bill&#8221; with the help of Vice President JD Vance, keeping alive the prospect of Congress getting the centerpiece measure to his desk by Independence Day.

GOP leaders in the House and Senate have been racing to get the bill to Trump by his stated deadline of <a href="https://www.dailywire.com/news/down-to-the-wire-can-congress-meet-trumps-july-4-deadline-for-the-big-beautiful-bill" target="_blank" rel="noopener">July 4</a>. Topline items include extending the 2017 tax cuts, which are set to expire at the end of this year, boosting funds for border security and the military, cutting red tape for American energy production, and raising the debt ceiling by trillions of dollars.
&#8220;Republicans, the One Big Beautiful Bill, perhaps the greatest and most important of its kind in history, gives the largest Tax Cuts and Border Security ever, Jobs by the Millions, Military/Vets increases, and so much more,&#8221; Trump said in an overnight <a href="https://truthsocial.com/@realDonaldTrump/posts/114775981239886599" target="_blank" rel="noopener">post</a> on Truth Social. &#8220;The failure to pass means a whopping 68% Tax increase, the largest in history!!!&#8221;
Now the bill is headed back to the House, where it initially <a href="https://www.dailywire.com/news/house-passes-one-big-beautiful-bill-in-massive-win-for-trump" target="_blank" rel="noopener">passed</a> in late May. The House Rules Committee is expected to meet as early as noon. If the panel is able to pass a rule for consideration of the bill, the full House will come into play. However, there will likely not be a quick resolution. Speaker Mike Johnson (R-LA) <a href="https://www.youtube.com/watch?v=iUAhVS_GsVs" target="_blank" rel="noopener">said</a> last week that he would honor the customary 72 hours to allow members three days to review the text of the legislation. He also <a href="https://x.com/meredithllee/status/1938613838582026495" target="_blank" rel="noopener">conceded</a> that it is &#8220;possible&#8221; the bill&#8217;s timeline may slide past July 4, Trump&#8217;s stated deadline.
Many changes have been made over the past month. That is due in part to the Senate Parliamentarian <a href="https://www.dailywire.com/news/gop-furious-as-unelected-bureaucrat-yanks-conservative-elements-from-big-beautiful-bill" target="_blank" rel="noopener">determining</a> that certain provisions did not adhere to the rules for the reconciliation process.
Sections that did not make the final cut included a 10-year artificial intelligence law <a href="https://x.com/commercedems/status/1939989882874519711" target="_blank" rel="noopener">moratorium</a> on the states and a <a href="https://x.com/SenMikeLee/status/1939132778605388207" target="_blank" rel="noopener">proposal</a> from Sen. Mike Lee (R-UT) to sell public lands.
Ultimately, the process could come down to a Friday showdown on the House floor. Fiscal hawks in the lower chamber have been raising concerns about the Senate version <a href="https://x.com/freedomcaucus/status/1939739118113546623" target="_blank" rel="noopener">ballooning</a> the national debt. Any further changes would need to be approved by the House and Senate.
Johnson <a href="https://x.com/SpeakerJohnson/status/1939742277686964474" target="_blank" rel="noopener">said</a> in a post on X that the bill will be &#8220;JET FUEL&#8221; for the United States economy. &#8220;It makes the Trump tax cuts permanent, eliminates taxes on tips and overtime, provides tax relief for seniors, and slashes regulations to spur job creation and economic growth,&#8221; he added.
Trump has threatened to back primary challengers against Republicans who have opposed the &#8220;One Big, Beautiful Bill.&#8221; One of them, Tillis, <a href="https://www.dailywire.com/news/tillis-buckles-to-trump-threat-wont-seek-reelection" target="_blank" rel="noopener">announced</a> on Sunday he would not seek re-election. Another is Rep. Thomas Massie (R-KY), whom billionaire tech entrepreneur Elon Musk <a href="https://www.dailywire.com/news/elon-musk-warns-republicans-vote-for-big-beautiful-bill-lose-your-next-primary" target="_blank" rel="noopener">said</a> he would support, while also warning Republicans who voted to pass the legislation that he would actively work to ensure they lose their next primary.

Billionaire tech entrepreneur Elon Musk said on Monday he will actively work toward ensuring GOP lawmakers who vote to pass the &#8220;One Big, Beautiful Bill&#8221; despite campaigning on promises to rein in government spending will lose their primaries.
The warning from Musk, whose alliance with President Donald Trump <a href="https://www.dailywire.com/news/trump-says-hes-very-disappointed-with-elon-musk-fires-back" target="_blank" rel="noopener">crumbled</a> several weeks ago after he began openly criticizing the legislation, came as Republicans worked toward getting the 900-page-plus measure passed by the end of this week through the budget reconciliation process.
&#8220;Every member of Congress who campaigned on reducing government spending and then immediately voted for the biggest debt increase in history should hang their head in shame!&#8221; Musk <a href="https://x.com/elonmusk/status/1939776586989150590" target="_blank" rel="noopener">said</a> in a post on X. &#8220;And they will lose their primary next year if it is the last thing I do on this Earth.&#8221;
Such a move would mark a huge turnaround for Musk, who <a href="https://www.washingtonpost.com/politics/2025/01/31/elon-musk-trump-donor-2024-election/" target="_blank" rel="noopener">spent more</a> than $250 million to help Trump and other Republicans win elections last year before spearheading the current administration&#8217;s Department of Government Efficiency effort through last month with a stated mission of getting rid of waste, fraud, and abuse.

While the legislation did initially pass out of the House in late May, provisions in the bill have undergone a makeover, in part because the Senate parliamentarian <a href="https://www.dailywire.com/news/gop-furious-as-unelected-bureaucrat-yanks-conservative-elements-from-big-beautiful-bill" target="_blank" rel="noopener">determined</a> they did not adhere to rules for reconciliation. As of press time, the process was ongoing as the upper chamber worked through a vote-a-rama on amendments.
Some, but not all <a href="https://x.com/JohnCornyn/status/1939786916527735287" target="_blank" rel="noopener">proposed</a> reforms, including an offering from Sen. John Cornyn (R-TX) to &#8220;punish states that give Medicaid benefits to illegal aliens convicted or charged with crimes like murder or sex trafficking,&#8221; do not appear to be making it into the final product.
Rep. Chip Roy (R-TX), one of the Freedom Caucus members singled out by Musk, took a swipe at Senate Republicans for how their version of the bill is shaping up.
