Secretary of State Marco Rubio on Sunday clarified President Donald Trump&#8217;s claim that the United States will &#8220;run&#8221; Venezuela, stressing that it will not involve seizing control of the government or deploying American troops.
Rubio spoke with ABC News anchor George Stephanopoulos on &#8220;This Week,&#8221; where he clarified some of the statements Trump made after Saturday&#8217;s capture of Venezuelan dictator Nicolás Maduro — in particular his claim that the United States would &#8220;run the country until such time as we can do a safe, proper and judicious transition.&#8221;

&#8220;So is the United States running Venezuela right now?&#8221; Stephanopoulos asked.
&#8220;What we are running is the direction that this is going to move moving forward,&#8221; Rubio replied. &#8220;We have leverage. This leverage we are using — and we intend to use, and we have started using already.&#8221;
&#8220;The armada of boats that are currently positioned allow us to seize any sanctioned boats coming into or out of Venezuela, loaded with oil or on its way in to pick up oil, and we can pick and choose which ones we go after. We have court orders for each one,&#8221; he added.
While Rubio <a href="https://www.cnbc.com/2026/01/04/rubio-explains-how-us-might-run-venezuela-after-maduros-ouster-.html">assured Stephanopoulos</a> that the United States would keep all options on the table — including additional military action, should the Trump administration deem it necessary — he said that the goal was to bring Venezuela around using sanctions and the leverage that came with them.
&#8220;What’s going to happen here is we have a quarantine on their oil. That means their economy will not be able to move forward until the conditions that are in the national interest of the United States and the interests of the Venezuelan people are met, and that’s what we intend to do,” Rubio explained. “That leverage remains, that leverage is ongoing and we expect that it’s going to lead to results here.&#8221;
Rubio made a similar statement on NBC&#8217;s &#8220;Meet the Press,&#8221; telling host Kristen Welker that the United States was using leverage to effect policy changes, not taking control of the nation&#8217;s government.

U.S. President Donald Trump&#8217;s administration has prepared additional sanctions it could use to target key areas of Russia&#8217;s economy if President Vladimir Putin continues to delay ending Moscow&#8217;s war in Ukraine, according to a U.S. official and another person familiar with the matter.
U.S. officials have also told European counterparts that they support the EU using frozen Russian assets to buy U.S. weapons for Kyiv, and Washington has held nascent internal conversations about leveraging Russian assets held in the U.S. to support Ukraine&#8217;s war effort, two U.S. officials said.
While it is not clear whether Washington will actually carry out any of those moves in the immediate term, it shows there is a well-developed toolkit within the administration to up the ante further after Trump imposed sanctions on Russia on Wednesday for the first time since returning to office in January.
Trump has positioned himself as a global peacemaker, but has admitted that trying to end Russia&#8217;s more-than-three-year war in neighboring Ukraine has proven harder than he had anticipated.
European allies &#8211; buffeted by Trump&#8217;s swings between accommodation and anger toward Putin &#8211; hope he keeps upping the pressure on Moscow, and are also mulling major actions of their own.
One senior U.S. official told Reuters that he would like to see European allies make the next big Russia move, which could be additional sanctions or tariffs. A separate source with knowledge of internal administration dynamics said Trump was likely to hit pause for a few weeks and gauge Russia&#8217;s reaction to Wednesday&#8217;s sanctions announcement.
Those sanctions took aim at oil companies Lukoil and Rosneft. The moves spiked oil prices by more than $2 and sent major Chinese and Indian buyers of Russian crude looking for alternatives.
Some of the additional sanctions the U.S. has prepared are geared toward Russia&#8217;s banking sector and the infrastructure used to get oil to market, said a U.S. official and another person familiar with the matter.
Last week, Ukrainian officials pitched the U.S. with new sanctions activity, said one source with knowledge of those conversations. Among the specific ideas put forward were measures to cut off all Russian banks from the dollar-based system with U.S. counterparts, two sources said. It is not clear, however, how seriously Ukraine&#8217;s specific requests are under consideration.
The U.S. Senate is also making moves, with some lawmakers renewing a push to get a long-stalled bipartisan sanctions bill over the line.
The person with knowledge of internal administration dynamics said Trump is open to endorsing the package. The source warned, though, that such an endorsement is unlikely this month.
The Treasury Department did not respond to a request for comment.
Kirill Dmitriev, Russian President Vladimir Putin&#8217;s special envoy for investment and economic cooperation, said on Friday he believes his country, the United States and Ukraine are close to a diplomatic solution to end Russia&#8217;s war in Ukraine.
Halyna Yusypiuk, Ukrainian Embassy spokesperson in Washington, said the recent sanctions decision was appreciated, but did not otherwise comment.
&#8220;Dismantling Russia&#8217;s war machine is the most humane way to bring this war to an end,&#8221; Yusypiuk wrote in an email.

Trump&#8217;s decision to hit Russia with sanctions capped a tumultuous week with respect to the administration&#8217;s Ukraine policy.
Trump spoke with Putin last week and then announced the pair planned to meet in Budapest, catching Ukraine off guard.
A day later Trump met with Ukrainian President Volodymyr Zelenskiy in Washington, where U.S. officials pressed Zelenskiy to give up territory in the Donbas region as part of a lopsided land swap to end the war. Zelenskiy pushed back, and Trump left the meeting with the position that the conflict should be frozen at its frontlines.
Then last weekend Russia sent a diplomatic note to Washington reiterating previous peace terms. A few days later Trump told reporters the planned meeting with Putin was off because &#8220;it just didn&#8217;t feel right to me.&#8221;
Speaking to CNN on Friday after arriving in Washington for talks with U.S. officials, Dmitriev said a meeting between Trump and Putin had not been cancelled, as the U.S. president described it, and that the two leaders will likely meet at a later date.
Trump ultimately decided to slap Russia with sanctions during a Wednesday meeting with Treasury Secretary Scott Bessent and Secretary of State Marco Rubio, a senior White House official said.
Behind the scenes, Ukraine got an apparent U.S. boost after the U.S. approval process for providing targeting data for long-range Ukrainian strikes in Russia was moved to U.S. European Command in Germany &#8211; viewed by U.S. and European officials as more hawkish on Russia &#8211; from the Pentagon in Washington, according to a U.S. and a European official.
However, Trump has said he was still not ready to provide Ukraine with long-range Tomahawk missiles, which Kyiv has requested.
The U.S. is also putting pressure on Europe to further tighten the financial screws on Moscow. In announcing the U.S. sanctions, Bessent pushed the EU to follow. Broadly speaking, U.S. officials have criticized EU and NATO countries for not taking more decisive steps to stand up to Russia.
It will be more difficult, though, for the EU to unleash full-blocking sanctions on Lukoil than it is for the U.S., one senior EU official argued, given how heavily entangled Lukoil is with Europe&#8217;s economy. The oil company owns refineries in Bulgaria and Romania and has a robust retail gas station network throughout the continent.
&#8220;I think we need to find a way to disengage&#8230;before we can fully sanction,&#8221; the EU official said.

The United States placed sanctions on Russia’s two largest oil companies on Wednesday after plans for an expected meeting between presidents Donald Trump and Vladimir Putin fell through.
The sanctions, the first the Trump administration has leveled against Russia since taking over the White House in January, are a signal that the president has run short on patience with Moscow. Trump has called for the battle lines to be frozen in Ukraine and for the two sides to meet for peace talks.
The sanctions target Russian oil giants Rosneft and Lukoil and dozens of their subsidiaries, but will likely have little direct impact on the money that flows into Russia’s treasury from its substantial energy industry. While the United States did billions of dollars worth of <a href="https://www.cnn.com/2025/08/14/europe/us-europe-trade-business-with-russia-intl">trade</a> with Russia last year, the majority of that was for fertilizer, precious metals, uranium, and plutonium.
The sanctions package is a signal to other countries purchasing Russian oil and natural gas that the Trump administration may soon crack down on buyers, as well.
“[E]ngaging in certain transactions involving the persons designated today may risk the imposition of secondary sanctions on participating foreign financial institutions,” the <a href="https://home.treasury.gov/news/press-releases/sb0290">announcement</a> from the Treasury Department states. “[The Treasury] can prohibit or impose strict conditions on opening or maintaining, in the United States, a correspondent account or a payable-through account of a foreign financial institution that knowingly conducts or facilitates any significant transaction on behalf of a person who is designated pursuant to the relevant authority.”
China remains one of Moscow&#8217;s largest buyers for energy, though India, another major purchaser of Russian oil, has already promised to cut back its reliance on Russian energy.
The European Union <a href="https://www.reuters.com/world/china/eu-approves-19th-package-russian-sanctions-including-lng-ban-2025-10-22/">joined</a> the United States with a sanctions package targeting Russian energy, as well, including Rosneft. The E.U. sanctions package may bring more direct pain to Moscow’s coffers because of the increased reliance of Europe on Russian oil and natural gas exports.
“Appreciated this evening’s call with [Bessent] and the Treasury decision to sanction major Russian oil companies in the face of Russia’s lack of commitment to the peace process,” said E.U. Commission President Ursula von der Leyen in a <a href="https://x.com/vonderleyen/status/1981109768581243195">post</a> on X. “With the imminent adoption of the EU’s 19th package, this is a clear signal from both sides of the Atlantic that we will keep up collective pressure on the aggressor.”
The United Kingdom approved a similar sanctions package on Russian energy last week in what has become a wave of financial penalties targeting Russia’s most important export industry.

The sanctions target Open Joint Stock Company Rosneft Oil Company, Lukoil OAO, and dozens of their subsidiaries. In a <a href="https://home.treasury.gov/news/press-releases/sb0290">press release</a>, the Trump administration said the sanctions were necessary because of &#8220;Russia’s lack of serious commitment to a peace process to end the war in Ukraine.&#8221;
“Now is the time to stop the killing and for an immediate ceasefire,” said Treasury Secretary Scott Bessent. “Given President Putin’s refusal to end this senseless war, Treasury is sanctioning Russia’s two largest oil companies that fund the Kremlin’s war machine. Treasury is prepared to take further action if necessary to support President Trump’s effort to end yet another war. We encourage our allies to join us in and adhere to these sanctions.”
Just before the sanctions were announced, Bessent discussed the move in an interview on Fox Business on Wednesday afternoon,  saying it will be &#8220;one of the largest sanctions that we have done against the Russian Federation.&#8221;
&#8220;President Putin has not come to the table in an honest and forthright manner, as we&#8217;d hoped,&#8221; he added. &#8220;There were talks in Alaska. President Trump walked away when he realized that things were not moving forward. U.S. sanctions on Russia come as the European Union approved the 19th batch of sanctions against Moscow on Wednesday, Reuters <a href="https://www.reuters.com/world/china/eu-approves-19th-package-russian-sanctions-including-lng-ban-2025-10-22/">reported</a>. In July, Trump threatened to punish Russia with sanctions if it did not agree to end the war within 50 days. After meeting with Putin in Alaska in August, Trump said he was still considering &#8220;very serious&#8221; sanctions on Russia.
The Trump administration finally moved forward with sanctions after a planned second summit with Russian dictator Vladimir Putin was <a href="https://www.dailywire.com/news/second-trump-putin-summit-in-doubt-after-rubio-talks-with-russian-foreign-minister">placed on hold</a> on Tuesday. Trump had a &#8220;lengthy&#8221; <a href="about:blank">call</a> with Putin last Thursday, after which he announced that he would meet with the Russian dictator for another round of peace talks in Budapest in the near future. On Tuesday, the White House said that following a call between Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov, “there are no plans for President Trump to meet with President Putin in the immediate future.”
Trump commented on the summit in the Oval Office later on Tuesday, leaving the door open for a meeting with Putin, but adding, “I don’t want to have a wasted meeting. I don’t want to have a waste of time.”

U.S. President Donald Trump said on Tuesday he is prepared to impose economic sanctions against Russia if its president, Vladimir Putin, fails to agree to a ceasefire in the war in Ukraine.
&#8220;It&#8217;s very, very serious what I have in mind, if I have to do it, but I want to see it end,&#8221; Trump told a reporter who asked if Putin would face consequences. &#8220;We have economic sanctions. I&#8217;m talking about economic because we&#8217;re not going to get into a world war.&#8221;
The president has withheld long-threatened sanctions against Putin in his latest push to end the more than three-year-long war that has so far defied his efforts at mediation.
Trump is seeking one-on-one talks between Ukrainian President Volodymyr Zelensky and Putin. Though Zelensky has agreed in principle to such talks, Putin has not. The Kremlin has suggested no such meeting is currently on the cards.
&#8220;It will not be a world war, but it will be an economic war,&#8221; Trump said at a White House Cabinet meeting. &#8220;An economic war is going to be bad, and it&#8217;s going to be bad for Russia, and I don&#8217;t want that.&#8221;
He added: &#8220;Zelensky is not exactly innocent, either.&#8221;
Despite slow diplomatic progress, U.S. and European officials have been discussing potential security guarantees that Washington might provide Kyiv after a hypothetical deal is reached, potentially including support by air or intelligence sharing.

Trump has long suggested using economic tools as leverage against warring nations. He is preparing to slap 25% more in tariffs on India&#8217;s U.S.-bound exports on Wednesday over New Delhi&#8217;s Russian oil buying.
India is one of the biggest consumers of Russian oil.
Trump suggested on Tuesday that he was open to &#8220;using a very strong tariff system that&#8217;s very costly to Russia or Ukraine&#8221; to make peace.

Trump Still Weighing ‘Very Serious’ Economic Sanctions On Russia

U.S. President Donald Trump renewed a threat to impose sanctions on Russia on Friday if there is no progress toward a peaceful settlement in Ukraine in two weeks, showing frustration at Moscow a week after his meeting with Russian President Vladimir Putin in Alaska.
&#8220;I&#8217;m going to make a decision as to what we do and it&#8217;s going to be, it&#8217;s going to be a very important decision, and that&#8217;s whether or not it&#8217;s massive sanctions or massive tariffs or both, or we do nothing and say it&#8217;s your fight,&#8221; Trump said.
He was unhappy about Russia&#8217;s deadly strike on a factory in Ukraine this week, he said.
&#8220;I&#8217;m not happy about it, and I&#8217;m not happy about anything having to do with that war,&#8221; Trump told reporters at the White House.
Ukrainian President Volodymyr Zelensky, meanwhile, said on Friday that Russia was doing everything it could to prevent a meeting between him and Putin, while Russia&#8217;s foreign minister said the agenda for such a meeting was not ready.
Zelensky has repeatedly called for Putin to meet him, saying it is the only way to negotiate an end to the war.
Trump had said he had begun the arrangements for a Putin-Zelensky meeting after a call with the Russian leader on Monday that followed their Alaska meeting on August 15.
Zelensky accused Russia of stalling.
&#8220;The meeting is one of the components of how to end the war,&#8221; he said on Friday at a press conference in Kyiv with NATO Secretary General Mark Rutte. &#8220;And since they don&#8217;t want to end it, they will look for space to (avoid it).&#8221;
Russian Foreign Minister Sergei Lavrov told NBC there was no agenda for such a summit.
&#8220;Putin is ready to meet with Zelensky when the agenda would be ready for a summit. And this agenda is not ready at all,&#8221; he said.
The statement echoed Moscow&#8217;s established rhetoric about a leaders&#8217; meeting being impossible unless certain conditions were met.
Asked for his response to Lavrov&#8217;s comments and what the next steps are, Trump told reporters earlier on Friday: &#8220;Well, we&#8217;ll see. We&#8217;re going to see if Putin and Zelensky will be working together. It&#8217;s like oil and vinegar a little bit.&#8221;

Trump had taken sanctions off the table in preparation for his summit in Anchorage with Putin. But at the same White House event where he mentioned possible sanctions, he showed a photograph of his meeting with Putin on the red carpet in Alaska, saying Putin wanted to attend the World Cup 2026 soccer tournament in the United States.
&#8220;I&#8217;m going to sign this for him. But I was sent one, and I thought you would like to see it, it&#8217;s a man named Vladimir Putin, who I believe will be coming, depending on what happens. He may be coming, and he may not, depending on what happens,&#8221; Trump said.
Trump&#8217;s comments did not address the fact that Russia was banned from international competitions such as the World Cup after the 2022 invasion of Ukraine and has not taken part in qualification for the 2026 tournament, which will be hosted by the U.S., Canada and Mexico.
During a visit to a nuclear research center on Friday, Putin said Trump&#8217;s leadership qualities would help restore U.S.-Russia relations.
&#8220;With the arrival of President Trump, I think that a light at the end of the tunnel has finally loomed. And now we had a very good, meaningful and frank meeting in Alaska,&#8221; Putin said.
Thousands of Ukrainian civilians have been killed in the full-scale invasion of Ukraine that Russia launched in 2022. Analysts estimate that more than a million soldiers on both sides have been killed or wounded and fighting is continuing unabated, with both sides also attacking energy facilities.
Russia has maintained its longstanding demand for Ukraine to give up land it still holds in two eastern regions while proposing to freeze the front line in two more southerly regions Moscow claims fully as its own and possibly hand back small pieces of other Ukrainian territory it controls.
Zelensky meanwhile has dropped his demand for a lengthy ceasefire as a prerequisite for a leaders&#8217; meeting, although he has previously said Ukraine cannot negotiate under the barrel of a gun.
At the press conference with Rutte, Zelensky said they had discussed security guarantees for Ukraine. He said the guarantees ought to be similar to NATO&#8217;s Article 5, which considers an attack on one member of the alliance as an attack against all.
Rutte said NATO allies and Ukraine are working together to ensure security guarantees are strong enough that Russia will never try to attack again.
&#8220;Robust security guarantees will be essential, and this is what we are now working on to define,&#8221; he said.

With No Ukraine Peace Deal, Trump Again Threatens Russia Sanctions

China is reportedly using a “dark fleet” to conduct secret ship-to-ship transfers of Iranian oil in an effort to evade U.S. sanctions on Tehran’s tankers.
<a href="https://www.cbsnews.com/news/china-iran-us-sanctions-dark-fleet/">CBS News</a> sent a crew to scout an area roughly 80 nautical miles from Singapore and found four ship-to-ship transfers occurring; all the “dark fleet” tankers had their transponders switched off, and “clearly do not want to be identified,” the outlet reported.
“Both ships have a net or something, a tarp, deployed over the stern, covering the name and identification number — it’s obvious deceptive practice,” Charlie Brown, senior adviser with United Against Nuclear Iran and advisor to the Trump administration, who has been studying the “dark fleet” for years, stated.
“This is ‘dark fleet’ parking central,” he commented, calling one ship, the Tifani, “a well-known ‘dark fleet’ tanker.”
“The tankers, full of oil, sail from the Persian Gulf through the Strait of Malacca to the Riau archipelago,” CBS News noted. “There, they transfer the crude to ships bound for China, which buys 90% of Iran’s oil. &#8230; According to a congressional report last year, this trade generated as much as $70 billion for Iran, propping up the regime and its nuclear weapons program. &#8230; By the end of the day, 12 ship-to-ship transfers were recorded in the Riau archipelago — an unprecedented number and a clear indication Iran and China are only ramping up this illicit activity.”
On Wednesday, in its most significant Iran-related action since 2018, the Treasury Department imposed <a href="https://home.treasury.gov/news/press-releases/sb0215">new sanctions</a> on more than 50 individuals and entities and identified more than 50 vessels that are part of the vast shipping empire controlled by Mohammad Hossein Shamkhani (Hossein). Hossein is the son of Ali Shamkhani, a top political advisor to the Supreme Leader of Iran.
“The Shamkhani family’s shipping empire highlights how the Iranian regime elites leverage their positions to accrue massive wealth and fund the regime’s dangerous behavior,” Secretary of the Treasury Scott Bessent stated. “The over 115 sanctions issued today are the largest to-date since the Trump Administration implemented our campaign of maximum pressure on Iran. These actions put America first by targeting regime elites that profit while Tehran threatens the safety of the United States.”
“Hossein’s network exerts control over a significant portion of Iran’s crude oil exports, the proceeds of which substantially benefit his family and the Iranian regime,” the Treasury Department declared. “His father, Ali Shamkhani was <a href="https://home.treasury.gov/news/press-releases/sm870">previously sanctioned by the U.S. in 2020</a>.”
“Mohammad Hossein Shamkhani’s (Hossein) network comprises a vast fleet of vessels, ship management firms, and front companies—some posing as legitimate financial services firms—that launder billions in profits from global sales of Iranian and Russian crude oil and other petroleum products, most often to buyers in China,” the Treasury Department added. “The network employs significant measures to disguise its operations and obfuscate its ties to the Shamkhani family, Iran, and Russia.”

The State Department on Thursday unveiled sanctions on the Palestinian Authority and the Palestine Liberation Organization as major American allies announced plans to recognize a state of &#8220;Palestine&#8221; in the coming months.
&#8220;It is in our national security interests to impose consequences and hold the PLO and PA accountable for not complying with their commitments and undermining the prospects for peace,&#8221; the <a href="https://www.state.gov/releases/office-of-the-spokesperson/2025/07/sanctioning-officials-of-the-palestinian-authority-and-members-of-the-palestine-liberation-organization/" target="_blank" rel="noopener">announcement</a> read.
The announcement cited the two groups&#8217; noncompliance with legislation aimed at developing a concrete plan towards peace and away from terrorism.
The State Department also said the groups violated agreements through attempts to &#8220;internationalize its conflict with Israel&#8221; <a href="https://www.dailywire.com/news/international-criminal-court-did-not-rule-israel-committed-genocide-judge-says" target="_blank" rel="noopener">by petitioning</a> the International Criminal Court and the International Court of Justice.
Most notably, the State Department found that the two groups continued to support terrorism by the &#8220;incitement and glorification of violence,&#8221; as well as providing money to terrorists and their families.
This move may complicate further votes in the UN General Assembly by restricting the ability of officials with the Palestinian Authority and the Palestinian Liberation Organization from obtaining visas to travel to New York to attend the assembly, where many Western powers <a href="https://www.dailywire.com/news/united-kingdom-threatens-to-recognize-state-of-palestine-if-israel-doesnt-agree-to-ceasefire">announced</a> they plan on recognizing Palestinian sovereignty in September.

&#8220;We reiterate that Hamas must immediately release all hostages taken in the horrific terrorist attack of October 7,&#8221; Carney said in the statement. &#8220;That that Hamas must disarm; and that Hamas must play no role in the future governance of Palestine.&#8221;
&#8220;Canada will always steadfastly support Israel&#8217;s existence as an independent state in the Middle East living in peace and security,&#8221; he added. &#8220;Any path to lasting peace for Israel also requires a viable and stable Palestinian state, and one that recognizes Israel&#8217;s inalienable right to security and peace.&#8221;
President Donald Trump has continued to denounce calls for recognition of a Palestinian state, pointing out that doing so.

So I&#8217;m not in that camp, to be honest. Democrats on the House Foreign Affairs Committee were outraged that President Donald Trump lifted sanctions on Russia.
There are just two problems with that: he didn’t lift sanctions. And the policy they’re slamming began under President Joe Biden.
“While both parties in Congress push to tighten sanctions, Trump signals—again—whose side he’s on,” the official account for the Democrats on the House Affairs Committee <a href="https://x.com/HouseForeign/status/1939723170141098295" target="_blank" rel="noopener">posted on X Monday</a>. “He won’t hold Russia accountable. Congress must.”
The account was referencing <a href="https://ofac.treasury.gov/recent-actions/20250627" target="_blank" rel="noopener">a general license renewal</a> from the Treasury Department’s Office of Foreign Assets Control (OFAC), which allows certain Russian banks to temporarily operate without sanctions. The post did not mention that the license is a continuation of a policy implemented by the Biden administration in December 2024, and renewed again in January 2025 — weeks before Trump took office.
A Treasury Department spokesman confirmed to The Daily Wire that the general license is not a sanctions rollback, but an extension of an earlier measure.
“The Trump administration has not lifted sanctions; all sanctions remain in effect, and there has been no change to our sanctions policy in regard to Russia,” the spokesperson said. “This general license is a continuation of a general license initially granted in 2024 under the Biden administration.”
A Republican spokesman for the committee called the Democrats’ post attacking Trump “verifiably false” in a statement to The Daily Wire.
“We are not taking pressure off of Russia, and these licenses were greenlit under Biden,” the spokesperson said. “Democrats are still grasping for anything to lie about President Trump’s record on Russia.”
The spokesman added that “Democrats lying about President Trump for a few clicks does nothing to end the bloodshed in Ukraine.”
The Democrats&#8217; House Foreign Affairs Committee has not yet deleted the post. But a Democrat spokesman for the committee backtracked in a statement to The Daily Wire, claiming that the Trump administration is “carving out exceptions.”
“Unfortunately, the Administration appears more focused on carving out exceptions to existing sanctions than on imposing new ones, despite strong bipartisan support in Congress for a policy of strength,” the spokesman said.
They added that Ranking Member Gregory Meeks drafted Section 307 of his Ukraine Support Act “to explicitly block this general license — regardless of which President issued it.”
“Ranking Member Meeks’ position is clear and consistent: he supports additional sanctions on Russia to defund Putin’s war machine,” the spokesperson said.
The general license was implemented by the outgoing Biden administration to give Trump leverage in negotiating between Russia and Ukraine.
A former senior advisor for OFAC under the Biden administration also concluded that the Trump administration did not lift sanctions.
“This is not a lifting of any sanctions — it simply extends a general license that was previously in place,” Brad Brooks-Rubin, a former Senior Advisor in the Office of Sanctions Coordination at the U.S. Department of State,  <a href="https://www.kyivpost.com/post/55461" target="_blank" rel="noopener">told the Kyiv Post</a>.
The June 27 general license extension temporarily permits 13 major Russian financial institutions involved in civilian nuclear energy transactions to continue operating without sanctions.

House Democrats Falsely Accuse Trump Of Lifting Russia Sanctions: ‘Verifiably False’

President Donald Trump issued an executive order on Monday lifting sanctions on Syria, the latest step in warming relations between Trump and Syria&#8217;s new president, Ahmed al-Sharaa.
The executive order, Providing for the Revocation of Syria Sanctions, will terminate various sanctions programs on Syria and the national emergency with respect to Syria, beginning on January 1, according to the Secretary of State Marco Rubio.
“These actions reflect the President’s vision of fostering a new relationship between the United States and a Syria that is stable, unified, and at peace with itself and its neighbors,” Rubio said in a statement. “U.S. sanctions will not be an impediment to Syria’s future.”
The announcement comes after Trump <a href="https://www.dailywire.com/news/how-trump-lifting-syria-sanctions-could-transform-the-middle-east" target="_blank" rel="noopener">met with Sharaa</a> — who toppled Syria&#8217;s anti-American dictator, Bashar al-Assad — during his visit to Gulf nations in May. After the meeting, Trump described the terrorist turned head of state as a “young attractive guy” with a “very strong past.” The meeting between Trump and Sharaa was the first meeting between an American president and a Syrian leader in 25 years.
“He’s got a real shot at holding it together,” Trump said of Sharaa. “I spoke with [Turkish] President Erdogan, who is very friendly with him. He feels he’s got a shot of doing a good job. It’s a torn-up country.”

Al-Assad was <a href="https://www.dailywire.com/news/who-is-syrian-rebel-leader-mohammad-al-jolani" target="_blank" rel="noopener">toppled by Sharaa</a> and his U.S.-designated terrorist organization, Hay’at Tahrir al-Sham, in December. Sharaa, who was once affiliated with Al-Qaeda and ISIS leader Abu Bakr al-Baghdadi, had a $10 million <a href="https://www.bbc.com/news/articles/c07gv3j818ko" target="_blank" rel="noopener">FBI bounty</a> on his head for almost a decade before it was lifted in 2024.
Rubio said he will also take “appropriate action” with regard to the Foreign Terrorist Organization designation of Hay’at Tahrir al-Sham group, and review the Specially Designated Global Terrorist designations of the group and Sharaa.
Rubio will also reexamine Syria’s designation as a State Sponsor of Terrorism, enacted in 1979.
“Today’s actions mark the beginning of a new chapter for the people of Syria as they work to shape a future that is safe, stable, and successful,” Rubio added.
The executive order also states that Rubio will determine if the Caesar Syria Civilian Protection Act, signed by Trump in 2019, should be suspended. The act sanctioned the former Syrian government for war crimes and designated several Syrian industries, but includes a provision for the president to waive sanctions if certain conditions are met.
Sanctions will remain on Assad, his associates, human rights abusers, traffickers, people linked to Syria’s past proliferation activities, ISIS and Al-Qaeda affiliates, and Iran and its terrorist proxies.
The executive order will also relax some restrictions on exports to Syria.
&#8220;This is in an effort to promote and support the country&#8217;s path to stability and peace,” White House Press Secretary Karoline Leavitt told reporters on Monday. “The order will remove sanctions on Syria while maintaining sanctions on the former president Assad and his associates, human rights abusers, drug traffickers, persons linked to chemical weapons activities, ISIS and their affiliates, and Iranian proxies.”
According to the order, “the United States is committed to supporting a Syria that is stable, unified, and at peace with itself and neighbors” and a “Syria that does not offer a safe haven for terrorist organizations and ensures the security of its religious and ethnic minorities will support regional security and prosperity.”
It adds that Syria has been transformed in the last six months since Sharaa’s government took over for Assad.
Sharaa has been accused of grave human rights violations and <a href="https://www.reuters.com/world/middle-east/syrias-new-leaders-turn-islamic-law-effort-rebuild-assads-police-2025-01-23/" target="_blank" rel="noopener">reportedly plans</a> to impose strict sharia law in the country. But since taking office, he has also sought to reinvent himself as a moderate force for a tolerant Syria.
He has repeatedly denied that he was a terrorist, including in a PBS interview where he said “it’s a political label that carries no truth or credibility.”
Sharaa has worked hard to grow relations with Trump since he took office, including signaling he would be willing to normalize relations with Israel, allow the United States to have access to Syrian oil and gas, and <a href="https://www.reuters.com/world/middle-east/trump-tower-damascus-syria-seeks-charm-us-president-sanctions-relief-2025-05-11/" target="_blank" rel="noopener">reportedly stating</a> he wants a Trump Tower in Damascus.

The Trump administration announced that it is sanctioning over 30 individuals and entities tied to three Iranian brothers who have laundered billions of dollars as part of Iran’s “shadow banking&#8221; network, which helps Tehran evade sanctions and fund the regime&#8217;s nuclear program and terrorist proxies.
Mansour, Nasser, and Fazlolah Zarringhalam have used Iranian exchange houses and foreign front companies to help Iran evade sanctions and move money from its oil and petrochemical sales, according to the Department of the Treasury’s Office of Foreign Assets Control (OFAC).
“Iran’s shadow banking system is a critical lifeline for the regime through which it accesses the proceeds from its oil sales, moves money, and funds its destabilizing activities,” Treasury Secretary Scott Bessent in <a href="https://x.com/SecScottBessent/status/1931028124009197990" target="_blank" rel="noopener">a statement on X</a>. “Treasury will continue to leverage all available tools to target the critical nodes in this network and disrupt its operations, which enrich the regime’s elite and encourage corruption at the expense of the people of Iran.”

The sanctions come as President Donald Trump follows through on his campaign promise to curb the Iranian regime. OFAC has sanctioned hundreds of individuals, entities, and vessels related to Iran and its proxies since Trump took office.
Despite being in active <a href="https://www.dailywire.com/news/heres-what-you-need-to-know-about-saturdays-nuclear-talks-between-the-u-s-and-iran" target="_blank" rel="noopener">nuclear negotiations</a> with the Iranian regime, Trump has kept up his “maximum pressure” campaign on Iran to prevent it from obtaining a nuclear weapon and stop its backing of terror organizations across the Middle East.
The Zarringhalam brothers used front companies in both Hong Kong and the United Arab Emirates to assist sanctioned Iranian regime officials and affiliated businessmen in receiving payments from petroleum sales and other commodities. Their network is used by Iran’s main oil and petrochemical exporters and the Iranian military to evade sanctions, according to OFAC.

The exchange houses include Mansour Zarrin Ghalam and Partners Company (also known as GCM Exchange), and Nasser Zarrin Ghalam and Partners Company, all of which oversee a sprawling network of front companies. The Hong Kong-based front companies being sanctioned are: Bstshesh HK Limited, Fitage Limited, Gutown Trade Limited, Konosag Trading Limited, Lastsix Trading Limited, Magical Eagle Limited, Marlena Trading Limited, Prettandy Trading Limited, Profu Company Limited, Saledige Trading Limited, and Xia Trading Limited. The UAE-based sanctioned front companies are: Wide Vision General Trading L.L.C, J.S Serenity FZE, Moderate General Trading L.L.C, Ace Petrochem FZE, and Golden Pen General Trading L.L.C.

According to OFAC, Iran’s shadow banking networks are composed of numerous financial facilitators like the Zarringhalam brothers, and allow &#8220;sanctioned Iranian persons and military organizations to access the international financial system and facilitate Iran’s international exports, the proceeds of which fund Iran’s military and its terrorist proxies.”
The network often uses front companies outside of Iran, located primarily in Hong Kong and the United Arab Emirates. These companies often use falsified invoices and transactions to hide payments for sanctioned goods, according to OFAC.

“The shadow banking system negatively impacts the Iranian people as well; Iranian whistleblowers have highlighted instances of Iranian government agents embezzling billions of dollars and other acts of corruption through this banking network,” OFAC said.
The sanctions will block all American property and interests in property belonging to the designated individuals, and prohibit American citizens from contributing funds, goods, or services to them.
