The Atlanta Police Foundation is giving every officer in the Atlanta Police Department a $500 check, a roughly $2 million investment to lift the spirits of local law enforcement.
The foundation announced the donation to each individual officer on Thursday, saying that the one-time payment was to thank police officers for working through the coronavirus pandemic and putting in overtime during recent protests and riots, according to <a href="https://www.fox5atlanta.com/news/every-atlanta-police-department-officer-to-receive-500-bonus">Fox 5 Atlanta</a>.
“In an effort to stem attrition and boost morale, we issued a $500 bonus to each Atlanta Police Department officer,” the Atlanta Police Foundation said in a Thursday statement.
In addition to the checks, the foundation will also feed officers working 12-hour shifts and replace at least 20 police vehicles that were damaged or destroyed by rioters. Experts working with the charity are creating a police reform proposal to present to Atlanta Mayor Keisha Lance Bottoms.
“The plan will reflect the ideas of a broad array of law enforcement, business, social justice, and community experts. It will identify standards of operational excellence and reflect best practices from successful public safety programs across the nation, including some of our own work in Atlanta,” the foundation said.
The investment in police came less than 24 hours after reportedly dozens of Atlanta police officers called in sick or walked off the job in protest after Fulton County District Attorney Paul Howard charged a now-fired officer with murdering Rayshard Brooks. Howard <a href="https://www.dailywire.com/news/breaking-former-atlanta-officer-charged-with-felony-murder-in-shooting-of-rayshard-brooks">announced</a> 11 charges against Garrett Rolfe on Wednesday. The DA also brought three charges against Rolfe’s partner, Devin Brosnan, who has been placed on administrative leave.
Rolfe and Brosnan attempted to arrest Brooks last week after Brooks was found passed out in his car in the middle of a Wendy’s drive through. The officers ran Brooks through a field sobriety test, and a breathalyzer measured Brooks over the legal limit for alcohol, according to police <a href="https://www.dailywire.com/news/watch-police-body-cam-footage-challenges-narrative-on-death-of-rayshard-brooks">body cam footage</a>. As the officers attempted to take Brooks into custody, Brooks wrestled a taser away from one officer and fled several steps before turning the taser on Rolfe who then shot Brooks.
On Wednesday night, dozens of officers reportedly boycotted the night shift. Bottoms, who has also called Brooks’ death a “murder,” <a href="https://www.dailywire.com/news/atlanta-mayor-acknoweldges-police-morale-is-down-ten-fold-begs-officers-to-return-to-work-after-walkout">appeared</a> on CNN to reassure Atlanta residents that the protest would not have any significant impact on police department functions. She did not say how many officers had not shown up for work.
“This has been a very tough few weeks in Atlanta and with the tragedy of Mr. Brooks, and then on top of that the excessive force charges that were brought against the officers involved with the college students, there’s a lot happening in our city, and the police officers are receiving the brunt of it quite frankly,” Bottoms said, acknowledging that police moral is “down ten-fold” across the city.

Fox News host Tucker Carlson reported on Thursday evening that the stepmother of Atlanta police officer Garrett Rolfe, the officer who allegedly shot and killed Rayshard Brooks, has been fired from her job at a mortgage company in the area.
&#8220;Until today, his stepmother, her name is Melissa Rolfe, was the HR director at a place called Equity Prime Mortgage in Atlanta, Georgia,&#8221; Carlson said. &#8220;But today, she was let go. She&#8217;s no longer in that role, apparently she was fired and her only crime was being officer Rolfe&#8217;s stepmother.&#8221;
&#8220;According to a source familiar with the matter who spoke to this program, Rolfe was promised that her job was safe, but today she was told, &#8216;We have to terminate our relationship with you,'&#8221; Carlson continued. &#8220;No other explanation was offered and honestly no other explanation was needed. It was obvious what happened.&#8221;
&#8220;Rolfe has already been scrubbed from the company&#8217;s website, wiped away as the Bolshevik&#8217;s did with those who lost favor with Joseph Stalin,&#8221; Carlson added. &#8220;That will keep happening until lawmakers decided to resist the mob and protect ordinary people from its predations. This is where the country is going, it&#8217;s becoming a place where you can be punished for the supposed misdeeds of your relatives. You don&#8217;t want to be that country. All of us should put on the breaks immediately.&#8221;
Later in the program, Carlson said that the company reached out and claimed that Rolfe was fired for social media posts, but did not elaborate on what the posts were or what they said.
Carlson concluded, &#8220;The bottom line is, it seems pretty clear they fired this woman because of who her step son was, and just to restate the obvious, that shouldn&#8217;t happen in this country because it&#8217;s wrong and people should say it&#8217;s wrong, or it will continue to keep happening.&#8221;

The company released a statement on their Twitter account that did not mention Rolfe&#8217;s stepmother&#8217;s name but appeared to allude to her termination and stressed that the company was committed to diversity. The statement said:

A sheriff&#8217;s deputy saved the life of an 11-month-old baby last month after he was flagged down by the boy&#8217;s mother, who was attending a protest with the child in the wake of the death of George Floyd.
“Protests and all that aside, that was someone who needed help,&#8221; Palmdale Sheriff&#8217;s Station Deputy Cameron Kinsey told <a href="https://www.nbclosangeles.com/news/local/new-video-shows-officer-saving-choking-baby-during-palmdale-rally/2381914/">NBC Los Angeles</a>. &#8220;That baby, in that moment, that was what was important.&#8221;
Security cameras caught the life-or-death moments of the intense incident (see below).
&#8220;A Palmdale Sheriff&#8217;s Station deputy took swift action at a park recently, when he encountered a desperate mother and her son, who was in physical distress,&#8221; a <a href="https://www.facebook.com/watch/?v=550770299144162">Facebook post</a> from the sheriff&#8217;s department said. &#8220;On Sunday, May 31, 2020, security camera footage captured the intense moment when two women ran frantically across a supermarket parking lot in the 3000 block of Rancho Vista Boulevard; one of them carried a limp, 11-month-old boy and stopped to administer back blows upon him.&#8221;
The woman was attending a Black Lives Matter <a href="https://www.dailymail.co.uk/news/article-8437909/Sheriffs-deputy-saves-life-11-month-old-boy-stopped-breathing-swallowed-quarter.html">protest</a>.
&#8220;Moments earlier, the women were participating in a protest at the park, when the baby got sick, stopped breathing and lost consciousness,&#8221; the post explained. &#8220;They ran toward deputies who were across the street, monitoring the protest, to seek assistance.&#8221;
&#8220;Deputy Cameron Kinsey spotted the women coming his way, ran toward them, and met them in the parking lot,&#8221; the department said. &#8220;An anxious mother handed her son to the deputy, who immediately recognized something was gravely wrong. Deputy Kinsey assessed the child, administered a mouth sweep with his finger and dislodged vomit.&#8221;
The footage of the incident shows &#8220;clear relief in the posture of everyone encircling when the baby began to breathe again and regained alertness,&#8221; the post added. &#8220;Paramedics arrived shortly afterward and transported the toddler to the hospital for treatment. It was later determined the little one swallowed a coin, which lodged in his throat and blocked the airway. It was Deputy Kinsey who opened the airway with the mouth sweep procedure and turned the coin sideways, allowing air to pass through.&#8221;
&#8220;None of that other stuff matters,” Deputy Kinsey said. “Just the baby.”
Anti-police Black Lives Matter rallies and protests erupted last month following the death of Floyd, a black male who died after an officer had his knee on the 46-year-old’s neck for over eight minutes during an arrest, according to viral video footage. The officer at the center of the arrest, Derek Chauvin, has been charged with second-degree murder.
At least 17 Americans have already been killed in the aftermath of Floyd&#8217;s death during the rioting and protesting, as of June 6. &#8220;Some of the victims were either former or current law enforcement or innocent bystanders trying to get home or protect their business,&#8221; <a href="https://disrn.com/news/the-16-people-who-have-died-in-the-riots-following-george-floyds-death">Disrn</a> reported.

During a sit-down conversation with Chick-fil-A CEO Dan Cathy, Christian rapper Lecrae, and Pastor Louie Giglio posted on Monday, Cathy urged white people to repent of their racism and justified rioters looting and burning down a Wendy&#8217;s restaurant in Atlanta, Georgia, following the death of Rayshard Brooks on Friday.
&#8220;We as caucasians, until we’re willing to just pick up the baton and fight for our black, African-American brothers and sisters, which they are as one human race, we’re shameful,&#8221; Cathy said, according to <a href="https://www.bucksexton.com/content/2020-06-18-chick-fil-a-ceo-white-christians-should-repent-of-racism/">BuckSexton.com</a>. &#8220;We’re just adding to it.&#8221;
&#8220;Our silence is so huge at this time,&#8221; he said, channeling the far-left refrain that &#8220;silence is violence.&#8221; &#8220;We cannot be silent. Somebody has to fight and God has so blessed our city, but it’s shameful how we let things get so out of whack.&#8221;
Then, before literally polishing the shoes of Lecrae, who is black, Cathy added that white Christians should have a &#8220;sense of shame&#8221; and an &#8220;apologetic heart.&#8221;
&#8220;Any expressions of a contrite heart, of a sense of humility, a sense of shame, a sense of embarrassment &#8230; an apologetic heart,&#8221; he said, &#8220;I think that&#8217;s what our world needs to hear today.&#8221;

During the same sit-down, the chicken chain CEO seemed to justify the burning down of a Wendy&#8217;s restaurant in Atlanta on Friday, citing black people&#8217;s &#8220;incredible amounts of frustration and pain&#8221; that &#8220;white people&#8221; are &#8220;simply just out-of-sight, out-of-mind oblivious to.&#8221;
&#8220;I think, before we try to jump into action, I would say that we need a period of contrition and a broken heart in the city of Atlanta,&#8221; said Cathy. &#8220;And a sense of real identity, not just criticizing people that are burning down that restaurant last night. We&#8217;ve got a heart for the Rayshard Brooks and others that you&#8217;ve (Lecrae) mentioned, we&#8217;ve gotta have a sense of empathy of what led to this. This is a tip of the iceberg of incredible amounts of frustration and pain that the whole spectrum of the African American community [is feeling] &#8230; that most of us white people are simply just out-of-sight, out-of-mind oblivious to. We cannot let this moment pass.&#8221;
Later in the sit-down, the CEO said that &#8220;a dozen Chick-fil-A restaurants have been vandalized in the last week,&#8221; while urging &#8220;white people&#8221; to feel the &#8220;pain&#8221; of the rioters.
In 2019, Chick-fil-A announced a stop to their donations to Christian-based charities deemed “anti-LGBT” by the Left, <a href="https://www.dailywire.com/news/report-chick-fil-a-to-stop-donating-to-christian-charities-branded-anti-lgbt">The Daily Wire</a> reported:

Atlanta Mayor Keisha Lance Bottoms acknowledged that police morale is &#8220;down ten-fold&#8221; in the city Wednesday night after dozens of officers reportedly called in sick or refused to leave their precincts following a decision by the Fulton County district attorney to charge officer Garrett Rolfe with felony murder in the shooting death of Rayshard Brooks.
She also begged police to honor their commitment to their community and return to patrol.
&#8220;I think ours is down ten-fold,&#8221; Bottoms told CNN anchor Chris Cuomo in regard to Atlanta PD&#8217;s department morale. &#8220;This has been a very tough few weeks in Atlanta and with the tragedy of Mr. Brooks, and then on top of that the excessive force charges that were brought against the officers involved with the college students, there&#8217;s a lot happening in our city, and the police officers are receiving the brunt of it quite frankly.&#8221;
She went on to claim that the Atlanta city government has &#8220;a great working relationship with police&#8221; and that the issues with morale were temporary.
&#8220;In fact, our officers were given a historic pay raise by our administration, and it was so our officers wouldn&#8217;t have to work three jobs and be fatigued so that they could afford to live in the city of Atlanta, so they wouldn&#8217;t be resentful about policing our streets so that we could have the best to choose from on our force,&#8221; Bottoms told Cuomo. &#8220;We expect that our officers will keep their commitment to our communities.&#8221;
Some Atlanta police officers refused to report for the night shift Wednesday, The Daily Wire reported Wednesday night, after Fulton County District Attorney Paul Howard announced that prosecutors were seeking a harsh penalty against Rolfe, who shot Brooks twice in the back following an intense confrontation. The DA&#8217;s announcement was the second such announcement in recent weeks, leaving many officers reportedly convinced that the DA was targeting them directly.
In response, officers in the Atlanta Police Department were &#8220;reportedly not responding to calls in multiple zones&#8221; Wednesday night.
“Atlanta police officers are not responding to calls in three of the department’s six zones,” CNN <a href="https://www.cnn.com/2020/06/17/us/rayshard-brooks-atlanta-police-not-answering-calls/index.html">reported</a> late Wednesday “Atlanta police officers each patrol one of six zones covering some 500,000 residents who live in the city limits. They also cover Atlanta’s Hartsfield-Jackson International Airport.”
Atlanta police denied that officers had organized a walkout, but Georgia police union officials appeared to confirm reports of a &#8220;blue flu.&#8221;
&#8220;The department is experiencing a higher than usual number of call-outs with the oncoming shift,&#8221; Atlanta PD said Wednesday. &#8220;We have enough resources to maintain operations and remain able to respond to incidents.&#8221;
Bottoms echoed that sentiment in her interview.
We do have enough officers to cover us through the night,&#8221; she said. &#8220;Our streets won&#8217;t be any less safe because of the number of officers who called out, but it is just my hope again that our officers will remember the commitment that they made when they held up their hand and they were sworn in as police officers.&#8221;

Atlanta Mayor Acknowledges Police Morale Is ‘Down Ten-Fold,’ Begs Officers To Return To Work After Walkout

On Monday, the mayor of Albuquerque, New Mexico, announced that some 911 calls would be addressed not by police, but rather unarmed social workers, as he said he would create a new department to address such situations.
Albuquerque Democrat Mayor Tim Keller stated, &#8220;We&#8217;ve placed more and more issues on the plates of officers who are not trained — despite their best efforts and despite some training — they&#8217;re not totally trained to be a social worker, or to be an addiction counselor, or to deal with things around child abuse when they&#8217;re just answering a call. We should have trained professionals do this, instead of folks with a gun and a badge.”
Keller said, “There is a huge portion of our community that doesn’t necessarily want two officers showing up when they call about a situation with respect to behavioral and mental health. So this is a new path forward for us that has been illuminated because of what we’ve learned during these times.&#8221; Keller obliquely referenced the recent protests across the nation, stating, &#8220;Look, there’s political will; there was not political will to make this huge of a step three weeks ago,” according to <a href="https://www.washingtonpost.com/nation/2020/06/15/wake-calls-defund-police-albuquerque-creates-an-alternative-department/">The Washington Post.</a>
Albuquerque Police Chief Mike Geier told his staff that police officers were “relieved,” telling the Post, “This is the solution” to overburdened police departments around the country.
The new public safety department, called Albuquerque Community Safety, “would refocus millions of dollars through the budget process into a public health model with a civilian-based response,” according to <a href="https://www.foxnews.com/us/albuquerque-social-workers-911-calls">Fox News</a>.
On Tuesday, six of the 15 members of the Los Angeles City Council signed a motion that would suggest using unarmed social workers instead of police to respond to nonviolent calls for service. “Councilman Herb Wesson, one of the authors, credited the efforts of Angelenos who took to the streets in recent weeks to call for the re-setting of priorities within the city budget, through a plan known as the ‘People’s Budget LA,’ a Black Lives Matter-led effort that calls for a drastic scaling back of the LAPD budget,” The <a href="https://www.dailynews.com/2020/06/16/2-la-council-members-want-social-workers-not-police-to-respond-to-non-violent-calls/">Los Angeles Daily News</a> reported.
Wesson added that the protesters “have asked us to re-imagine public safety in the 21st century, and that is what we are doing … These calls need to be directed to workers with specialized training who are better equipped to handle the situation.”
“Multiple cities across the country as well as the federal government are working to update policies and respond to the nationwide protests calling for change to law enforcement practices. Many have suggested the use of social workers and specialized medics as first responders to help prevent police calls from escalating and turning violent, and several other U.S. cities have implemented such changes,” <a href="https://thehill.com/homenews/state-watch/502856-albuquerque-will-use-social-workers-to-respond-to-certain-911-calls">The Hill</a> reported.

CNN law enforcement analyst Charles Ramsey blamed the media on Wednesday when asked about why large numbers of police officers are resigning across the country in recent weeks after the death of George Floyd.
&#8220;Chief Ramsey, you have a phenomenon now in a number of police departments, in a number of communities, where you have police officers who were resigning in numbers in the midst of this,&#8221; CNN host Jim Sciutto said. &#8220;And I wonder, if you were still commanding the police departments in Philadelphia or New York, how would you explain to your officers that this is not targeting police officers in general. It is targeting certain bad behaviors that lead to bad and sometimes deadly outcomes. How would you get that message across?&#8221;
&#8220;Well, I mean, listen, obviously you&#8217;d be, you know, visiting roll calls and so forth, but that&#8217;s a hard sell because, unfortunately, there&#8217;s really not a whole lot of balances taking place in terms of the reporting, in terms of the demonstrators,&#8221; Ramsey responded. &#8220;And don&#8217;t get me wrong, we need demonstrations. I mean there needs to be police reform. But in the &#8212; I think one of the consequences of what&#8217;s going on right now, police are being demonized to a large extent.&#8221;
&#8220;That&#8217;s the good cops that really are looking at this saying, you know, why am I bothering?&#8221; Ramsey continued. &#8220;Why am I doing this? So I think we need to find that balance and encourage the good police officers to continue doing what they do, but also help work to &#8212; to get rid of those officers that should not be police officers. So we need to find a little better balance because right now morale is really, you know, weighed down, and understandably so.&#8221;
When pressed by host Alisyn Camerota on the issue, Ramsey said, &#8220;Well, I mean, just &#8212; wherever you can find balance, find a balance. St. Cloud, Minnesota, the other day, a police officer was shot by an 18-year-old black youth.&#8221;
&#8220;The kid was not injured. In Philadelphia, last August, five police officers shot by an individual who was taken into custody without injury. I mean there&#8217;s been a lot of examples out there where police have used a tremendous amount of restraint. And all I&#8217;m saying is, if there&#8217;s balance there, then maybe we can start to get that message across to the men and women because right now, every time you turn on the television, all you&#8217;re seeing are the bad shootings, the use of force, and so forth,&#8221; Ramsey continued. &#8220;But, without balance, it does affect moral and you&#8217;re going to get some of these young cops that will say, listen, I can find some other line of work. I don&#8217;t need this. And that&#8217;s unfortunate.&#8221;

Obviously, I mean I know that you&#8217;re saying that you blame the reporting in part, and I hear you. I mean, you know, we report on the extremes. We report on the things that are outside the norm. We report on the deadly encounters. Not all of &#8212; I mean on NEW DAY we also report on, you know, at the end of our show, &#8220;The Good Stuff&#8221; and good things that police do all the time. But I understand why that&#8217;s being eclipsed right now by these deadly encounters.
RAMSEY: Yes.
ALISYN CAMEROTA: And so what&#8217;s the answer?
RAMSEY: Well, I mean, just &#8212; wherever you can find balance, find a balance. St. Cloud, Minnesota, the other day, a police officer was shot by an 18-year-old black youth.

Reports surfaced on Wednesday night that many Atlanta police officers, furious that Fulton County District Attorney Paul Howard announced that the police officer who shot Rayshard Brooks last week was charged with felony murder, <a href="https://www.dailywire.com/news/breaking-atlanta-police-seeing-higher-than-usual-number-of-call-outs-comes-after-d-a-charged-police-officer-with-murder-of-rayshard-brooks">didn’t report for their shifts</a>. The rumors of police officers walking off the job is reminiscent of a scene roughly 39 years ago.
In December 1981, police officers in Milwaukee, Wisconsin, went on a 16-hour strike after two police officers were shot and killed by a black teenager, and a Milwaukee alderman stated, &#8220;The person could have suspected that the police were simply going to kill him, and because of that, he might have acted out of fear rather than out of any kind of sensible surrender to the police.&#8221;
Following the comment, roughly 2,200 police officers walked out, according to <a href="https://www.upi.com/Archives/1981/12/23/The-Milwaukee-police-union-went-on-strike-Wednesday-night/6777377931600/">UPI.</a>
“Police Association President Robert Kliesmet called the walkout and then said he would ask the officers to stay out until the Common Council considered a list of demands that would provide safer working conditions,” UPI reported, adding that Kliesmet said Alderman Roy Nabors&#8217; comments “were the straw that broke the camel&#8217;s back” in reference to incidents in which police had been accused of brutality and unnecessary force.
A spokesman for the police association stated, &#8220;The officers just don&#8217;t know where to go anymore. This is causing so much confusion to our men on the street, they don&#8217;t know what proper action to take any more.&#8221;

<blockquote>Controversy over police conduct and reform had been simmering in Milwaukee for months. Three cop-involved deaths that year – of a black man in police custody, a businessman accosted during a traffic chase, and a nightclub dancer – had raised concern about police brutality and inflamed tensions between law enforcement and the public. The police union president called one Milwaukee district attorney a “persecutor” for investigating misconduct.</blockquote>
When the police announced they were striking, Milwaukee Mayor Henry Maier issued a declaration of emergency permitting him to impose a curfew if there were no law enforcement, as <a href="http://www.nytimes.com/1981/12/24/us/milwaukee-police-strike-after-2-officers-are-slain.html">The New York Times</a> noted.
Nabors made his remarks regarding the fatal shooting of Officers John Machjewski, 24, and Charles Mehlberg, 25, by Robert Lee Collins, 19. Collins, according to the police, had a lengthy record. Nabors said, &#8220;The person could have suspected that the police were simply going to kill him, and because of that, he might have acted out of fear rather than out of any kind of sensible surrender to the police. I think anytime that a police officer approaches a person in the black community there is that state of panic.&#8221;
About 200 deputies were sent from the Milwaukee Sheriff&#8217;s Office to aid in law enforcement.

FLASHBACK: Milwaukee Cops Went On 1981 Strike After Two Cops Were Killed And Cops Thought Local Official Justified It

Fulton County District Attorney Paul Howard announced on Wednesday that the police officer who killed Rayshard Brooks last week was being charged with felony murder and that Brooks did not pose a threat to the officer even though Brooks fired a taser at the officer.
The remarks from Howard come after he charged a police officer earlier this month &#8220;for pointing a taser&#8221; at someone because a taser is considered to be a &#8220;deadly weapon&#8221; under Georgia law.
In explaining the charges against former Atlanta Police Officer Garrett Rolfe, Howard said, “We’ve concluded at the time Mr. Brooks was shot that he did not pose an immediate threat of death or serious physical injury to the officer or officers.”
Howard continued by noting that Brooks fired a taser, which he took from the officer on scene, at Rolfe and that Rolfe opened fire on Brooks after that.
&#8220;But I don’t know if you can see it clearly,&#8221; Howard told the media in announcing the charges on Wednesday while showing a blown-up photograph of the incident. &#8220;The prongs from the taser were actually fired above Officer Rolfe here.&#8221;
Howard went on to say that after Brooks fired the taser at Rolfe, the distance between the two increased, leading Howard to say, &#8220;So based upon that information, we have concluded that Mr. Brooks was running away at the time that the shot was fired. Mr. Brooks was shot twice in the back.&#8221;
Earlier this month, however, Howard <a href="https://www.npr.org/2020/06/02/868126089/6-atlanta-officers-charged-after-release-of-disturbing-arrest-video">announced</a> charges against several police officers in a case about alleged excessive use of force against two college students during the protests that took place after the death of George Floyd.
In announcing charges against one of the officers, Howard said that the officer was charged with &#8220;aggravated assault&#8221; for &#8220;pointing a taser&#8221; at one of the students because &#8220;under Georgia law a taser is considered a deadly weapon.&#8221;

APD tweeted: “Earlier suggestions that multiple officers from each zone had walked off the job were inaccurate. The department is experiencing a higher than usual number of call outs with the incoming shift. We have enough resources to maintain operations &amp; remain able to respond to incidents.”
Atlanta Democrat Mayor Keisha Lance Bottoms <a href="https://www.dailywire.com/news/breaking-atlanta-police-seeing-higher-than-usual-number-of-call-outs-comes-after-d-a-charged-police-officer-with-murder-of-rayshard-brooks">told</a> CNN during an interview that the situation in the city has been &#8220;very tough&#8221; over the past few weeks over the two incidents with law enforcement.
“Across the country, morale is down with police departments, and I think ours is down ten-fold,&#8221; Bottoms said.

“Our streets won’t be any less safe because of the number of officers who called out,” she added. “But it’s just my hope again that our officers will remember the commitment that they made when they held up their hand and they were sworn in as police officers.”

The Atlanta Police Department (APD) said on Wednesday evening that they are seeing a &#8220;higher than usual&#8221; number of police officers not coming in for their shifts. This comes just hours after Fulton County District Attorney Paul Howard announced that the police officer who shot Rayshard Brooks last week was charged with felony murder.
The statement from APD came after numerous reports began to swirl online suggesting that police officers were walking off the job in response to Howard&#8217;s announcement.

The department is experiencing a higher than usual number of call outs with the incoming shift. We have enough resources to maintain operations &amp; remain able to respond to incidents.&#8221;

Atlanta Democrat Mayor Keisha Lance Bottoms responded to the situation on CNN during an interview with Chris Cuomo.
&#8220;Across the country, morale is down with police departments, and I think ours is down ten-fold. This has been a very tough few weeks in Atlanta, with the tragedy of Mr. Brooks and then on top of that, the excessive force charges that were brought against the officers involved with the college students, there&#8217;s a lot happening in our city and our police officers are receiving the brunt of it quite frankly,&#8221; Bottoms said. &#8220;What I will say is this, my administration&#8217;s had a great working relationship with our officers. In fact, our officers were given a historic pay raise by our administration, and it was so our officers wouldn&#8217;t have to work three jobs and be fatigued, so they could afford to live in the city of Atlanta, so that they would not be resentful about policing our streets, so that we could have the best to choose from on our force.&#8221;
Bottoms continued, &#8220;And so what I would say is, in the same way our administration&#8217;s made that commitment to our officers, we expect our officers will keep their commitment to our communities.&#8221;
Cuomo followed Bottoms&#8217; statement by asking: &#8220;Do you think that the charges that came down today against Officer Rolfe warrant this kind of potential revolt by police officers?&#8221;
&#8220;No, I don&#8217;t. I don&#8217;t,&#8221; Bottoms snapped back. &#8220;Everything in this country has changed. I think what is surprising to many is the swiftness of the charges in the same way it was surprising with the college students two weeks ago, simply because we don&#8217;t normally get charges this quickly.&#8221;

Atlanta Police Seeing ‘Higher Than Usual Number Of Call Outs,’ Comes After D.A. Charged Police Officer With Murder Of Rayshard Brooks

A former Atlanta police officer is facing felony charges after fatally shooting Rayshard Brooks in a Wendy’s parking lot last week.
Fulton County District Attorney Paul Howard announced the charges against Garrett Rolfe, who was fired over the weekend, on Wednesday. Rolfe is facing 11 counts, including felony murder and assault with a deadly weapon. Rolfe’s partner who was present during Brooks’ shooting, Devin Brosnan, is facing three charges and has been placed on administrative leave, according to The Wall Street Journal.
Rolfe <a href="https://www.dailywire.com/news/report-atlanta-man-fatally-shot-by-police-after-struggle-outside-drive-thru">killed</a> Brooks late on Friday night after responding to a call from a Wendy&#8217;s employee that a man had fallen asleep behind the wheel in his car in the drive-through and was obstructing traffic. The officers ran Brooks through a field sobriety test and a breathalyzer that pegged Brooks’ blood alcohol concentration at .108%, according to body cam footage released by the Atlanta police department. The legal limit to drive is .08%.
After cooperating for nearly half an hour, Brooks <a href="https://www.dailywire.com/news/watch-police-body-cam-footage-challenges-narrative-on-death-of-rayshard-brooks">fought</a> with the officers as they tried to place him in handcuffs. All three struggled and fell to the ground where Brooks managed to take Brosnan’s taser and escape the officers. Rolfe shot after Brooks fired the stolen taser at him.

Rolfe and Brosnan responded to the charges in statements given by their respective attorneys, according to <a href="https://www.11alive.com/article/news/local/rayshard-brooks-death-da-to-announce-charging-decision-for-cops/85-72dd891d-e5d1-43e7-931d-f6e159501b77">WXIA</a>.
“The decision to initiate charges by the Fulton County DA’s office is irrational and obviously based on factors which should have nothing to do with the proper administration of justice,” Brosnan&#8217;s attorney said. “This was not a rush to judgment. This was a rush to misjudgment.”
“Officer Rolfe is well known to the courts and there is no compelling reason to bring any charges against them before the GBI has completed its investigation and published its findings,” Rolfe’s attorney said.
Brooks’ shooting sparked protests in the city of Atlanta and local officials criticized and cracked down on the officers involved. Atlanta police chief Erika Shields resigned on Saturday over the incident.
“For more than two decades, I have served alongside some of the finest men and women in the Atlanta Police Department. Out of a deep and abiding love for this City and this department, I offered to step aside as police chief. APD has my full support, and Mayor Bottoms has my support on the future direction of this department,” Shields said, according to <a href="https://www.cbs46.com/news/8-atlanta-officers-resign-as-morale-plummets/article_d7c10d36-af4b-11ea-9aed-db1ef14247a6.html">CBS 46</a>. “I have faith in the Mayor, and it is time for the city to move forward and build trust between law enforcement and the communities they serve.”
A day later, Atlanta Mayor Keisha Lance Bottoms said that Brooks’ killing was “murder.” Bottoms sharp criticism of police officers’ conduct comes amid nationwide protests and riots over police brutality and alleged systemic police racism after the death of George Floyd. Morale among Atlanta police has plummeted in recent weeks and eight city police officers have resigned since June 1. Two to six resign in a typical month.

Former Atlanta Officer Charged With Felony Murder In Shooting Of Rayshard Brooks

Senate Republicans unveiled a comprehensive police reform bill Wednesday morning, beating House Democrats to the punch on an issue at the forefront of most Americans&#8217; minds.
The legislation, spearheaded by Sen. Tim Scott (R-SC) would establish a national &#8220;enhanced use-of-force database, pursue restrictions on chokeholds and create new commissions to study law enforcement and race,&#8221; <a href="https://www.foxnews.com/politics/senate-republicans-release-police-reform-legislation">Fox News reports</a>.
Republicans have been building on criminal justice reform legislation and police reform legislation that stagnated in Congress in recent years, in the hopes that new laws that serve both minority and law enforcement communities could be mutually acceptable to a bipartisan coalition of legislators.
&#8220;The answer to the question of which side do you support is &#8216;I support America,'&#8221; Sen. Scott said at the bill&#8217;s unveiling Wednesday morning, &#8220;And if you support America you support restoring the confidence that communities of color have in institutions of authority. If you support America, that means you know that the overwhelming number of officers in this nation want to do their job, go home to their family. It is not a binary choice. This legislation encompasses that spirit.&#8221;
Senate Majority Leader Mitch McConnell (R-KY), as well as Sen. Lindsey Graham (R-SC), stressed the immediate need for the 120-page bill, which both leaders expect to pass the Senate sometime later this week.
Democrats and anti-racism activists claim the Republican bill does not go far enough because it does not ban the use of chokeholds outright and does not address the issue of qualified immunity, which gives police officers some protections in cases where the use of force becomes excessive.
To handle the latter issue, though, both Republicans and Democrats would have to confront powerful public sector employee unions &#8212; a decision which could have consequences for fundraising and grassroots support. Republicans have long relied on police unions as a source of campaign cash, and Democrats may be reticent to go after any public sector employee union out of fear that others, like the powerful national teachers union or the Service Employees International Union (SEIU), could be next.
Democrats unveiled their own piece of legislation late Tuesday, though that bill will likely be turned away by the Senate, even if it passes the House.
The House&#8217;s Justice in Policing Act, according to Fox, would &#8220;lower the bar for police officers to face criminal prosecution by allowing charges not just in cases where alleged misconduct was intentional, but also in cases of reckless misconduct. It would also ban chokeholds, create a national database of cops who committed misconduct, boost police training and reform qualified immunity that can protect cops from lawsuits from victims of police brutality.&#8221;
Sen. Dick Durbin (D-IL), who had planned on assisting Democrats in their effort to get their bill passed in the Senate, attacked Scott&#8217;s bill with racially charged language in a speech Wednesday morning, calling the measure a &#8220;token&#8221; effort at handling police reform.

According to various reports, an auto-shop owner whose store just outside the Capitol Hill Autonomous Zone, known either as “CHAZ” or “CHOP,” called 911 multiple times on Sunday night after a protester allegedly got into the store, stole cash and lit a counter on fire, but police and the fire department never showed up, even though a mob broke down the fence guarding the store and demanded that the owner release the then-subdued suspect.
The owner of Car Tender, John McDermott, <a href="https://www.kiro7.com/news/local/nobody-showed-up-911-calls-bring-no-response-after-break-auto-shop-near-capitol-hill-protest-zone/O42CQ6VUXVDBHIB3334DI7LPV4/">told KIRO 7 News</a> that he received a call after the suspect shattered a window, then set fire to the front counter. McDermott said the suspect poured hand sanitizer on a cassette tape, yanked the film out, poured hand sanitizer on that, then lit everything on fire. He added that he and his son Mason put out the fire before Mason pursued the suspect.
“I chased him down and as soon as I came face to face, he came at me so I put him on the ground,” said Mason McDermott, adding that he pinned the suspect while his father dialed 911 a total of 19 times. Mason McDermott said the suspect sliced McDermott’s jeans with a box-cutter.
“Other protesters soon arrived — and video on social media shows the mob eventually knocking over a section of fencing, running in to confront the owners and angrily demand the return of the original suspect,” <a href="https://nypost.com/2020/06/16/cops-refused-to-respond-to-shop-under-attack-near-seattle-chaz-report/">the New York Post</a> reported.
John McDermott said he was “heartbroken” when they “finally said that they weren’t going to send somebody. I mean, they are the cavalry.” He said he released the suspect to avoid “mayhem beyond mayhem” while his son drew a gun for protection.
“I think the mayor and governor need to get their act together — because this is beyond a protest,” Mason asserted, adding, “Nobody showed up when literally our lives are on the line.”
According to <a href="https://www.seattletimes.com/seattle-news/crime/no-cop-free-zone-police-chief-says-officers-are-responding-to-chop-with-caution/">The Seattle Times</a>, Police Chief Carmen Best said officers responded — but “observed the location from a distance.&#8221;
&#8220;They did not see any signs of smoke or fire or anything else and they did not see a disturbance,&#8221; said Best. &#8220;The officers did not observe, from the report that I read, anything they perceived as a threat to life safety and they did not go in.&#8221;
Deedee Sun of KIRO asked the Seattle Police Department why they had not come to the site. In an emailed statement, the department responded: &#8220;Seattle Police did respond to the incident last night and documented the incident on a report. The case number is #2020-188030. Due to limited staffing, we are unable to provide you with a redacted copy of the narrative.&#8221;
Asked by Sun why the Fire Department did not respond, Seattle Fire Chief Harold Scoggins answered, &#8220;We’re still trying to figure that out. We have a little more follow-up to do. We did look at the area and there are no signs of fire inside the building but there was a small fire set. The owners did put the fire out.”
McDermott said no police officer showed up at the scene.

San Diego K9 Officer Jonathan Wiese has been credited with saving the lives of two young girls after rappelling down a cliff to rescue them from a car their father had driven into the ocean in an apparent murder-suicide attempt over the weekend. 
According to <a href="https://www.sandiegouniontribune.com/news/public-safety/story/2020-06-14/hang-on-im-going-san-diego-police-officer-recounts-sunset-cliffs-rescue">The San Diego Union-Tribune</a>, Wiese was near the San Diego-Coronado Bridge responding to a call the girls’ mother made to police Saturday morning, in which she informed them that her husband was suicidal and planned to take the toddlers, both two-year-olds, to the bridge and drive off it. 
ABC-10 <a href="https://www.10news.com/news/local-news/officer-rescues-toddlers-after-father-drives-off-sunset-cliffs">reports</a> that when Wiese arrived at the cliff area, where the man ultimately drove off, he saw the car had flipped over in the ocean below, and started to think-up a quick plan of action. 
&#8220;My first thought was jump but I&#8217;m afraid of heights,&#8221; said Wiese, reports <a href="https://www.cbs8.com/article/news/local/san-diego-father-drove-truck-off-cliff-with-toddlers-inside-allegedly-on-purpose-sunset-cliffs/509-7c6264dc-5838-427a-a036-a28bc0f90ddb">CBS-8</a>. 
&#8220;I could see him and he had one of the girls in his arms, and I have a two-year-old daughter at home so I imagined, what if that was my wife and kid down there? You&#8217;re not going to stand there on the cliff and watch it happen,&#8221; said Wiese, who later recalled the rescue effort, reports the Tribune. 
Wiese grabbed his K9 leash, wrapped it around himself, and gave one end to the other officers arriving on scene. 
&#8220;We kind of  held on to each other, I’ve never done anything like that holding on to each other’s belts,&#8221; recalled Sgt. Briggitta Belz, one of the responding officers. 
Wiese then repelled down 30 feet to the rocks below and swam toward the man, grabbed him under the armpit, held them above water, and pushed them toward the shore, reports ABC-10. 
San Diego Police Chief David Nisliet called Wiese’s actions “probably the most heroic thing I&#8217;ve seen in my 32 years.” Both of the girls were still in the hospital as of Monday, but are expected to recover — a development Wiese said was the “best news you can have.”
“All I care about is that those girls are going to live and have a second chance at life,” said Wiese. 
Wiese, who appears to be no stranger to quick-thinking, was also commended for his heroism last September, several months after he single-handedly arrested the Chabad of Poway shooting suspect. (The shooter reportedly fled the scene after he was <a href="https://www.dailywire.com/news/rabbi-poway-synagogue-had-previously-asked-duty-hank-berrien">chased away</a> by Oscar Stewart, a former combat veteran, and Jonathan Morales, an armed off-duty border patrol agent.)
As <a href="https://www.nbcsandiego.com/news/local/poway-synagogue-shooting-officer-honored-hero/1964961/">NBC News San Diego</a> previously reported, Wiese was nearby about to have lunch with his family when he received a description of a shooting suspect, which matched the description of a person he saw outside a restaurant. 
Wiese then conducted the arrest, and later observed that he was just glad to  be there “to stop him and prevent any future damage and injury.”
San Diego Sheriff William D. Gore honored Wiese in a ceremony several months later, along with several dozen other officers who demonstrated heroism and courage, for his role in the arrest, reported the news agency. 
“Officer Wiese’s actions that day exemplified bravery, dedication, duty and his commitment to the citizens of San Diego,” said the sheriff. 
CBS News-8 reports that the father survived the ordeal, and has been charged with attempted murder and kidnapping.

On Tuesday, President Donald Trump signed an executive order on police reform in response to the tragic death of George Floyd while in the custody of a Minneapolis police officer. Senate Minority Leader Chuck Schumer (D-NY) denounced the move as a cheap effort to offset “years of inflammatory rhetoric and policies.”
In a statement, Schumer dismissed the executive order as a &#8220;modest&#8221; move that fails to offer anything comprehensive.
“While the president has finally acknowledged the need for policing reform, one modest executive order will not make up for his years of inflammatory rhetoric and policies designed to roll back the progress made in previous years,” Schumer said in a statement, as reported by <a href="https://thehill.com/homenews/senate/502970-schumer-pans-trump-executive-order-on-police-reform">The Hill</a>.
“Unfortunately, this executive order will not deliver the comprehensive meaningful change and accountability in our nation’s police departments that Americans are demanding,” he continued. “Congress needs to quickly pass strong and bold legislation with provisions that makes it easier to hold police officers accountable for abuses, and President Trump must commit to signing it into law.”
The order by Trump banned the use of chokeholds unless the officer&#8217;s life was in danger while instituting &#8220;information sharing to track officers who have repeated complaints against them and federal incentives for police departments to deploy non-police experts on issues like mental health, homelessness, and addiction,&#8221; according to <a href="https://www.foxnews.com/politics/trump-rose-garden-executive-order-police">Fox News</a>.
As noted by The Hill, the GOP-controlled Senate and the Democratic-controlled House have authored their own comprehensive bills on police reform. The House bill on police reform also includes a ban on chokeholds, a national standard on appropriate force, and a federal database of police misconduct.  Sen. Tim Scott (R-SC), said the Senate bill will address chokeholds by redirecting funds away from police departments that refuse to ban them.
“We reduce funding for those agencies that do not have a ban against chokeholds. I’m not going to eliminate it all. We’re working through the legislation,&#8221; he said.
Congressional Black Caucus Chair Karen Bass (D-CA) told Fox News on Sunday that the Fraternal Order of Police have supported aspects of police reform.
“Yesterday I had an hour-long meeting with the Fraternal Order of Police, and they are very supportive of the idea of national standards and significant training,” she <a href="https://thehill.com/homenews/sunday-talk-shows/502641-bass-fraternal-order-of-police-very-supportive-of-national">said</a>. “You should be accredited to be a police officer. Any profession that allows you to use lethal force, there should be very significant training.”
When signing the executive order on Tuesday, Trump made it clear that he “stands behind our dedicated law enforcement all the way&#8221; while emphasizing that the order will “uphold clear and high policing standards, promote accountability in law enforcement, and help equip police officers for constructive community engagement.”
“I strongly oppose the radical and dangerous efforts to defund, dismantle and dissolve our police departments,” he said. “Especially now when We’ve achieved the lowest recorded crime rates in recent history. Without police there is chaos, without law there is anarchy and without safety, there is a catastrophe.”

Amid national unrest over the tragic death of George Floyd during an arrest in Minneapolis, President Trump signed an executive order on Tuesday to usher in sweeping police reform, most specifically, the banning of chokeholds unless an &#8220;an officer’s life is at risk.&#8221;
Speaking from the White House Rose Garden on Tuesday, the president maintained his love for police before promoting &#8220;the highest professional standards&#8221; that he promised to be as &#8220;high and as strong as there is on Earth.&#8221;
&#8220;I thank you all for being here as we take historic action to deliver a future of safety and security for Americans of every race, religion, religion, color, and creed,&#8221; the president began. &#8220;I am joined today by law enforcement professionals and community leaders, though we may all come from different places in different backgrounds, we are united by our desire to ensure peace dignity, and equality for all  Americans.&#8221;
The president then acknowledged the several families he had met with, most of whom died at the hands of a police officer, including Ahmaud Arbery, Botham Jean, Antwon Rose, Jemel Roberson, Atatiana Jefferson, Michael Dean, Darius Tarver, Cameron Lamb, and Everett Palmer. Trump described them as &#8220;incredible people&#8221; who had greatly suffered.
&#8220;These are incredible people, and it&#8217;s so sad,&#8221; he said. &#8220;Many of these families lost their loved ones in deadly interactions with police. To all the hurting families, I want you to know that all Americans are by your side. Your loved ones will not have died in vain, we are one nation, we grieve together, and we heal together. I can never imagine your pain or the death of your anguish,  but I can promise to fight for justice for all of our people.&#8221;

SAFE POLICING FOR SAFE COMMUNITIES
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1.  Purpose.  As Americans, we believe that all persons are created equal and endowed with the inalienable rights to life and liberty.  A fundamental purpose of government is to secure these inalienable rights.  Federal, State, local, tribal, and territorial law enforcement officers place their lives at risk every day to ensure that these rights are preserved.
Law enforcement officers provide the essential protection that all Americans require to raise their families and lead productive lives.  The relationship between our fellow citizens and law enforcement officers is an important element in their ability to provide that protection.  By working directly with their communities, law enforcement officers can help foster a safe environment where we all can prosper.
Unfortunately, there have been instances in which some officers have misused their authority, challenging the trust of the American people, with tragic consequences for individual victims, their communities, and our Nation.  All Americans are entitled to live with the confidence that the law enforcement officers and agencies in their communities will live up to our Nation&#8217;s founding ideals and will protect the rights of all persons.  Particularly in African-American communities, we must redouble our efforts as a Nation to swiftly address instances of misconduct.
The Constitution declares in its preamble that one of its primary purposes was to establish Justice.  Generations of Americans have marched, fought, bled, and died to safeguard the promise of our founding document and protect our shared inalienable rights.  Federal, State, local, tribal, and territorial leaders must act in furtherance of that legacy.
Sec. 2.  Certification and Credentialing.  (a)  State and local law enforcement agencies must constantly assess and improve their practices and policies to ensure transparent, safe, and accountable delivery of law enforcement services to their communities.  Independent credentialing bodies can accelerate these assessments, enhance citizen confidence in law enforcement practices, and allow for the identification and correction of internal deficiencies before those deficiencies result in injury to the public or to law enforcement officers.
(b)  The Attorney General shall, as appropriate and consistent with applicable law, allocate Department of Justice discretionary grant funding only to those State and local law enforcement agencies that have sought or are in the process of seeking appropriate credentials from a reputable independent credentialing body certified by the Attorney General.
(c)  The Attorney General shall certify independent credentialing bodies that meet standards to be set by the Attorney General.  Reputable, independent credentialing bodies, eligible for certification by the Attorney General, should address certain topics in their reviews, such as policies and training regarding use–of-force and de-escalation techniques; performance management tools, such as early warning systems that help to identify officers who may require intervention; and best practices regarding community engagement.  The Attorney General&#8217;s standards for certification shall require independent credentialing bodies to, at a minimum, confirm that:
(i)   the State or local law enforcement agency&#8217;s use-of-force policies adhere to all applicable Federal, State, and local laws; and
(ii)  the State or local law enforcement agency&#8217;s use-of-force policies prohibit the use of chokeholds &#8212; a physical maneuver that restricts an individual&#8217;s ability to breathe for the purposes of incapacitation &#8212; except in those situations where the use of deadly force is allowed by law.
(d)  The Attorney General shall engage with existing and prospective independent credentialing bodies to encourage them to offer a cost-effective, targeted credentialing process regarding appropriate use-of-force policies that law enforcement agencies of all sizes in urban and rural jurisdictions may access.
Sec. 3.  Information Sharing.  (a)  The Attorney General shall create a database to coordinate the sharing of information between and among Federal, State, local, tribal, and territorial law enforcement agencies concerning instances of excessive use of force related to law enforcement matters, accounting for applicable privacy and due process rights.
(b)  The database described in subsection (a) of this section shall include a mechanism to track, as permissible, terminations or de-certifications of law enforcement officers, criminal convictions of law enforcement officers for on-duty conduct, and civil judgments against law enforcement officers for improper use of force.  The database described in subsection (a) of this section shall account for instances where a law enforcement officer resigns or retires while under active investigation related to the use of force.  The Attorney General shall take appropriate steps to ensure that the information in the database consists only of instances in which law enforcement officers were afforded fair process.
(c)  The Attorney General shall regularly and periodically make available to the public aggregated and anonymized data from the database described in subsection (a) of this section, as consistent with applicable law.
(d)  The Attorney General shall, as appropriate and consistent with applicable law, allocate Department of Justice discretionary grant funding only to those law enforcement agencies that submit the information described in subsection (b) of this section.
Sec. 4.  Mental Health, Homelessness, and Addiction.  (a)  Since the mid-twentieth century, America has witnessed a reduction in targeted mental health treatment.  Ineffective policies have left more individuals with mental health needs on our Nation&#8217;s streets, which has expanded the responsibilities of law enforcement officers.  As a society, we must take steps to safely and humanely care for those who suffer from mental illness and substance abuse in a manner that addresses such individuals&#8217; needs and the needs of their communities.  It is the policy of the United States to promote the use of appropriate social services as the primary response to individuals who suffer from impaired mental health, homelessness, and addiction, recognizing that, because law enforcement officers often encounter such individuals suffering from these conditions in the course of their duties, all officers should be properly trained for such encounters.
(b)  The Attorney General shall, in consultation with the Secretary of Health and Human Services as appropriate, identify and develop opportunities to train law enforcement officers with respect to encounters with individuals suffering from impaired mental health, homelessness, and addiction; to increase the capacity of social workers working directly with law enforcement agencies; and to provide guidance regarding the development and implementation of co-responder programs, which involve social workers or other mental health professionals working alongside law enforcement officers so that they arrive and address situations together.  The Attorney General and the Secretary of Health and Human Services shall prioritize resources, as appropriate and consistent with applicable law, to support such opportunities.
(c)  The Secretary of Health and Human Services shall survey community-support models addressing mental health, homelessness, and addiction.  Within 90 days of the date of this order, the Secretary of Health and Human Services shall summarize the results of this survey in a report to the President, through the Assistant to the President for Domestic Policy and the Director of the Office of Management and Budget, which shall include specific recommendations regarding how appropriated funds can be reallocated to support widespread adoption of successful models and recommendations for additional funding, if needed.
(d)  The Secretary of Health and Human Services shall, in coordination with the Attorney General and the Director of the Office of Management and Budget, prioritize resources, as appropriate and consistent with applicable law, to implement community-support models as recommended in the report described in subsection (c) of this section.
Sec. 5.  Legislation and Grant Programs.  (a)  The Attorney General, in consultation with the Assistant to the President for Domestic Policy and the Director of the Office of Management and Budget, shall develop and propose new legislation to the Congress that could be enacted to enhance the tools and resources available to improve law enforcement practices and build community engagement.
(b)  The legislation described in subsection (a) of this section shall include recommendations to enhance current grant programs to improve law enforcement practices and build community engagement, including through:
(i)    assisting State and local law enforcement agencies with implementing the credentialing process described in section 2 of this order, the reporting described in section 3 of this order, and the co responder and community-support models described in section 4 of this order;
(ii)   training and technical assistance required to 
adopt and implement improved use–of-force policies and procedures, including scenario-driven de-escalation techniques;
(iii)  retention of high-performing law enforcement officers and recruitment of law enforcement officers who are likely to be high-performing;
(iv)   confidential access to mental health services for law enforcement officers; and

Sec. 6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
(i)   the authority granted by law to an executive department or agency, or the head thereof; or
(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

On Monday night, a reporter for Fox News tweeted that he had obtained a memo from LAPD Police Chief Michel R. Moore that indicated the police offiers who had worked incredible amounts of overtime during the fiery protests in Los Angeles would not be paid for their time for time they served after June 7.
Bill Melugin tweeted, “LAPD officers racked up $40 million in overtime during the recent protests, but won’t be paid for it, and will instead be given comp time, according to a memo sent out by Chief Moore I obtained. Budget is out of cash. LAPD sources tell me morale is at ‘rock bottom.’”
Melugin continued, “According to multiple LAPD sources, LAPD Transit Division/MTA services, which is paid via OT, had 43 officers cancel their shifts today, and they are now averaging 12-18 cancellations per shift.”

Moore wrote to the DOC Communications Division on the evening of June 11:
<blockquote>I recognize that you have worked tirelessly these past couple weeks during the protests and prior to that during the Safer At Home order. Your dedication and commitment have not gone unnoticed. During this extraordinary time, including the full mobilization of our sworn members, the Department has expended more than $40 million dollars in overtime expenses. This amount far exceeds any budgetary reserve to address unusual occurrences.
Therefore, this notice is to advise Department personnel that as of June 7, 2020, pursuant to Memorandum of Understanding 24, Article 6. 1D, compensation for overtime shall be in the form of time at the appropriate rate (straight time or time-and-a-half). Previously, sworn employees could only accrue up to 150 hours of Compensatory Time Off. (CTO) As of June 7, 2020, this CTO cap will no longer apply.
Additionally, all non-essential overtime is canceled … Metropolitan Transit Authority (MTA) overtime will continue and be compensated in the form of time, until the Department is reimbursed by MTA …  Commanding Officers and Supervisors shall make every effort to ensure that essential overtime (i.e., court and extended end of watch) is minimized.</blockquote>
On Monday night, the LAPD, which has nearly 10,000 officers, as <a href="https://www.latimes.com/california/story/2020-06-15/lapd-spent-40-million-during-protests-coronavirus-officer-overtime-pay-is-curtailed">The Los Angeles Times</a> noted, issued this statement to Melugin:
<blockquote>The Los Angeles Police Department offers cash overtime to officers when it is available, and when those allotted amounts are depleted, that compensation is offered in time. The COVID-19 pandemic and full mobilization of the Department depleted that cash reserve before the end of the fiscal year and we transitioned to comp time last week. Regarding MTA details, consistent with our notice officers will be compensated in time, and when the MTA reimburses the Department the officers’ time compensation will be converted to cash.</blockquote>
The Times added, &#8220;The moves come as the City Council is scheduled Tuesday to take up a request to <a class="Link" href="https://www.latimes.com/california/story/2020-06-05/eric-garcetti-lapd-budget-cuts-10000-officers-protests" target="_blank" rel="noopener noreferrer">cut the LAPD’s budget by $100 million to $150 million</a>, and put the money into other programs. Neither Mayor Eric Garcetti nor the council has explained how those reductions would be achieved.&#8221;

President Donald Trump weighed into the controversy surrounding the death of 27-year-old Rayshard Brooks at the hands of police officers in Atlanta last weekend, calling it &#8220;very disturbing.&#8221;
Speaking at a White House roundtable event, the president said that it was a &#8220;terrible situation&#8221; that resulted in Rayshard&#8217;s death.
“I thought it was a terrible situation,” Trump said, as reported by <a href="https://www.foxnews.com/politics/trump-rayshard-brooks-death-very-disturbing">Fox News</a>. “To me it was very disturbing.”
Rayshard Brooks was killed in Atlanta, Georgia, last Friday night after an altercation with police in a Wendy’s parking lot, where police were called on reports that Brooks was “passed out” behind the wheel of his vehicle in the drive-through line.
Body camera footage released by the police department on Sunday shows that the situation remained mostly calm until Brooks tested as over the limit on the breathalyzer. When the officers attempted to handcuff Brooks for driving while under the influence, Brooks attempted to flee, grappling with police, who repeatedly warned him to “stop fighting” and that he would “get Tased.” In the struggle, Brooks managed to get hold of one of the officers’ taser. One of the officers then used his Taser on Brooks, who was running away before turning and allegedly attempting to shoot the officer with the taser. It was at this point that an officer fired on Brooks.
“These new videos indicate that during a physical struggle with officers, Brooks obtained one of the officer’s Tasers and began to flee from the scene,” the Georgia Bureau of Investigation <a href="https://gbi.georgia.gov/press-releases/2020-06-13/gbi-investigates-officer-involved-shooting-atlanta">said</a>. “Officers pursued Brooks on foot and during the chase, Brooks turned and pointed the Taser at the officer. The officer fired his weapon, striking Brooks.”
Officer Garrett Rolfe, who fired the fatal shots, has been terminated from duty while Officer Devin Brosnan has been placed on administrative duty. Atlanta Mayor Keisha Lance Bottoms believed that lethal force was not justified in this situation.
“I do not believe that this was a justified use of deadly force,” <a href="https://www.cnbc.com/2020/06/14/atlanta-officer-fired-after-fatal-shooting-of-black-man.html">Bottoms said</a> during a press conference on Saturday afternoon.
But Steven Gainor, a police union president, maintains that the use of lethal force was justified. “If I’m an untrained individual and I aim [a Taser] at your head, that could be deadly,” he said. “You could lose an eye.”
On Saturday, looters set fire to the Wendy&#8217;s where Rayshard Brooks was killed. Authorities have offered a $10,000 to whoever provides information leading to an arrest of those who started the fire.
Mayor Keisha Lance Bottoms <a href="https://www.11alive.com/article/news/local/atlanta-mayor-bottoms-addressing-public-safety-rayshard-brooks/85-1ac0b3d0-7c1d-4f49-9f32-222dff1a9c85">said the shooting</a> has prompted her to make immediate changes to the police department, arguing that Brooks was fleeing in fear of being locked up on the weekend of his daughter&#8217;s birthday.
&#8220;It pissed me off, it makes me sad, and I&#8217;m frustrated,&#8221; she said. &#8220;And nothing I&#8217;m going to do is going to change what happened on Friday. I would venture to say when I saw him run, if you all haven&#8217;t watched the entirety of that bodycam video, he talked about his daughter&#8217;s birthday. And the first thing I thought when he ran was that he probably didn&#8217;t want to be locked up over the weekend. And I know that, because I&#8217;ve had family members in that position. They get locked up on the wrong day for something stupid.&#8221;
&#8220;The task force on policing convened last week, then we had the shooting of Brooks,&#8221; she continued. &#8220;The committee continues to work but it is clear we do not have another minute, day or hour to waste. And, so, I am signing some administrative orders calling on our COO to coordinate with our interim chief to come up with reforms on use-of-force policy.&#8221;

Trump: Shooting Of Rayshard Brooks ‘Very Disturbing’

Angered by the police chief of their Florida city kneeling with protesters, the entire SWAT team of Hallandale Beach <a href="https://miami.cbslocal.com/2020/06/12/hallandale-beach-swat-team-resigns/">resigned from the SWAT team</a>. The ten members, including eight officers and two sergeants, who sent their resignations in a memo that listed their grievances to City of Hallandale Beach Police Chief Sonia Quinones, stated they would remain on the police force but not the SWAT team.
The memo stated “The risk of carrying out our duties in this capacity is no longer acceptable to us and our families. The anguish and stress of knowing that what we may be lawfully called upon to do in today’s political climate combined with the team’s current situation and several recent local events, leaves us in a position that is untenable,” as <a href="https://www.miamiherald.com/news/local/community/broward/article243510121.html">The Miami Herald</a> reported.
The Herald <a href="https://www.miamiherald.com/news/local/community/broward/article243510121.html">reported</a> that the memo continued:
<blockquote>The team is minimally equipped, under trained and often times restrained by the politicization of our tactics to the extent of placing the safety of dogs over the safety of the team members. Regardless, the team has continued to operate under these conditions with a growing sense of hesitancy. This hesitancy creates officer safety issues that cannot be ignored or overlooked.
The City Administration has shown a clear disdain for our agency and the team with their lack of willingness to provide adequate budgets to address the above mentioned equipment and training concerns. Human resources recently attempted (under the guise of membership in the pension board) to thwart Officer DiStefano’s attempt to collect a disability pension for a debilitating injury suffered during an execution of his duties as a member of this team.</blockquote>
The memo continued, “The City Commission has openly disrespected officers individually, during campaigns and on the dais,” claiming that Vice-Mayor Sabrina Javellana had actively protested against them and compared them to the Minneapolis Police Department.
The memo concluded, &#8220;Until these conditions and sentiments are rectified and addressed, we cannot safely, effectively and in good faith carry out duties in this capacity without putting ourselves and our families at this needless increased level of risk,&#8221; <a href="https://www.cnn.com/2020/06/13/us/florida-hallandale-beach-swat-resignations/index.html">CNN</a> reported.
Hallandale Beach City Manager Greg Chavarria issued a statement saying, &#8220;The City of Hallandale Beach continues to have special weapons and tactics coverage through regional mutual aid, which the City has used for SWAT operations in the past. While the voluntary resignation of our officers from this assignment is unfortunate, our residents should be assured it has not had any impact on our commitment to protecting their safety. Also, while these officers have resigned from the SWAT Team, they have not resigned from the Department.”
Chavarria added, &#8220;They specifically mention their displeasure with the Chief joining members of our community in taking a knee against racism, hatred, and intolerance earlier this week. They have incorrectly stated the gesture was in support of an elected official. This is simply not true.”

Angered By Police Chief Kneeling, City’s Entire SWAT Team Resigns From SWAT Duties

Jon Stewart, the former host of &#8220;The Daily Show,&#8221; characterized America&#8217;s police as enforcers of segregation and economic inequality.
Speaking with The <a href="https://www.nytimes.com/interactive/2020/06/15/magazine/jon-stewart-interview.html?smtyp=cur&amp;smid=tw-nytimes" data-analytics-module="body_link" data-analytics-post-depth="20">New York Times Magazine</a>, Stewart said he was not at all surprised by the death of George Floyd while in the custody of a Minneapolis police officer. Though most Americans would call for police reform, Stewart said the Floyd incident goes much deeper.
&#8220;I&#8217;d like to say I&#8217;m surprised by what happened to him, but I&#8217;m not,&#8221; Stewart said. &#8220;This is a cycle, and I feel that in some ways, the issue is that we&#8217;re addressing the wrong problem.&#8221;
&#8220;We continue to make this about the police — the how of it. How can they police? Is it about sensitivity and de-escalation training and community policing? All that can make for a less-egregious relationship between the police and people of color. But the how isn&#8217;t as important as the why, which we never address,&#8221; he added, as reported by <a href="https://www.businessinsider.com/jon-stewart-police-are-a-border-patrol-who-perpetuate-segregation-2020-6">Business Insider</a>.
The &#8220;why&#8221; for the police, according to Stewart, is to be an enforcer of America&#8217;s economic inequality that &#8220;came down to torment the black community.&#8221; Though segregation ended legally in the United States, Stewart appears to believe the police are still enforcers of it.
&#8220;The police are, in some respects, a border patrol, and they patrol the border between the two Americas. We have that so that the rest of us don&#8217;t have to deal with it. Then that situation erupts, and we express our shock and indignation,&#8221; Stewart said.
The comedian called upon white people to actually live up to the country&#8217;s &#8220;defining words&#8221; if they want to fix the problem.
&#8220;There&#8217;s always this begrudging sense that black people are being granted something, when it&#8217;s white people&#8217;s lack of being able to live up to the defining words of the birth of the country that is the problem,&#8221; Stewart said. &#8220;There&#8217;s a lack of recognition of the difference in our system.&#8221;
Stewart then addressed the scores of white people who protested during the COVID-19 shutdown, comparing them with black people who have been facing racism for up to 400 years.
&#8220;And if we don’t address the why of that treatment, the how is just window dressing,&#8221; Stewart said. &#8220;You know, we’re in a bizarre time of quarantine. White people lasted six weeks and then stormed with rifles, shouting: &#8216;Give me liberty! This is causing economic distress! I’m not going to wear a mask, because that’s tyranny!&#8217; That’s six weeks versus 400 years of quarantining a race of people. The policing is an issue, but it’s the least of it. We use the police as surrogates to quarantine these racial and economic inequalities so that we don’t have to deal with them.&#8221;
Stewart did not mention if he supports calls to defund the police.
