The below story is the first part of a series on the Office of the Director of National Intelligence&#8217;s DEI newsletter, &#8220;The Dive.&#8221;
Agents at the Central Intelligence Agency, the Federal Bureau of Investigation, and throughout the intelligence community were distributed a newsletter that celebrated an intelligence official for crossdressing, saying that dressing up in women’s clothes makes him “a better intelligence officer,” according to an <a href="https://dw-wp-production.imgix.net/2024/03/714636299-READ-ODNI-Newsletter-States-Crossdressing-Makes-Man-Better-Intelligence-Officer.pdf">internal document</a> obtained by The Daily Wire. 
The Office of the Director of National Intelligence sent its internal newsletter, called “The Dive” and obtained by The Daily Wire through a Freedom of Information Act request, to personnel across the entire Intelligence Community. Featured in the newsletter was an article by an anonymous official claiming that crossdressing makes him a better intelligence officer.
&#8220;I am an intelligence officer, and I am a man who likes to wear women’s clothes sometimes,&#8221; the article, titled “My Gender Identity and Expression Make Me a Better Intelligence Officer,” states in its opening line. The author goes on to argue that his decision to crossdress “merits attention given the climate of discussion around the topic and where it sits in the larger conversation about gender identity and expression and professional appearance.”
The unclassified newsletter, which specifies on each page that it is &#8220;for official use only&#8221; and &#8220;not cleared for public release,&#8221; was released to The Daily Wire last week, though information such as names of authors are redacted throughout. It was created by the Office of the Director of National Intelligence&#8217;s IC Diversity, Equity, Inclusion, and Accessibility Office and sent to the entire Intelligence Community.
The ODNI is a <a href="https://www.dni.gov/index.php/who-we-are/leadership/director-of-national-intelligence">cabinet-level agency</a> overseeing the rest of the IC, including the CIA, FBI, NSA, and intelligence components in each branch of the military. The newsletter comes as both the Intelligence Community and the wider federal bureaucracy have institutionalized the DEI agenda throughout their practices under the Biden administration, all while Trump prepares to <a href="https://www.axios.com/2022/07/22/trump-presidency-schedule-f-federal-employees">gut the administrative state</a> if he returns to the White House.
“I think my experiences as someone who crossdresses have sharpened the skills I use as an intelligence officer,” the anonymous intelligence officer claims, going on to say he is now &#8220;more aware of, and hopefully more supportive of, my women colleagues.” He expands on the point, saying that he has a “better appreciation for how it can be uncomfortable to wear women’s clothes sometimes.&#8221;

&#8220;I know firsthand how wearing heels can make your feet hurt and make it take longer to walk somewhere,” he says.
The anonymous intelligence officer also admits that crossdressing in the workplace causes a distraction within the intelligence office, but he pleads that those around him will grow more supportive of his choice to wear women’s clothes.
“When I crossdress it still distracts people, even though it is professional,&#8221; he writes. &#8220;It is my hope that we can learn to accept a wider range of gender identities and expressions.&#8221;
The anonymous intelligence official went into even greater depth on his crossdressing habits. “Although I like wearing a bra, I know it isn’t comfortable for everyone, and is less comfortable after a few hours,” the stunning document from the office of the United States’ most powerful intelligence official reads. “On top of the biases that women often face at work, it must be hard to be uncomfortable too.”
He even went on to claim that crossdressing also makes him a better ally for those who identify as “LGBTQIA+,” saying that “everyone is better off if they can bring their whole self to work. I definitely felt that, and now have supportive allies.” The official goes on to say, “I am part of a community that is not the majority and sometimes feel discriminated against.”
The intelligence officer also praised an <a href="https://www.odni.gov/files/documents/ICD/ICD_125-Gender-Identity-and-Inclusivity.pdf">ODNI directive</a> mandating that the intelligence community hold an annual transgender awareness training and requiring intelligence officials to use the “chosen name” and pronouns of colleagues who identify as the opposite sex.
He also discussed how crossdressing relates to gender more broadly. “It is challenging for some people to understand crossdressing, and non-binary or genderfluid people because gender is a part of overall identity,” the officer writes. “Many of us think of our identities as fixed, and some find this approach to gender threatening to their own identity.”
The author explains the difference between crossdressing and drag performances, the latter of which he says is “performative and traditionally associated with gay male culture” before pointing out that “crossdressing can be part of the journey of transgender people as they begin to affirm their true identity, but cross dressing is deliberately choosing to dress like the gender you aren’t.”
In addition to empowering him as an ally, the author says that his experience as a crossdresser has made him “better at understanding clandestine assets and their motivations” and “at understanding foreign actors.”
An ODNI spokeswoman confirmed that the newsletter was sent out to every element of the Intelligence Community.
“The IC Diversity, Equity, Inclusion and Accessibility (<a href="https://www.dni.gov/index.php/who-we-are/organizations/339-about/organization/diversity-equity-and-inclusion">IC DEIA</a>) Office manages the IC&#8217;s efforts to build a diverse and inclusive workforce, and as part of their work, they distribute The Dive, a quarterly magazine, to each IC element&#8217;s DEIA office and/or Equal Employment Opportunity office,” the spokeswoman told The Daily Wire.
The quarterly newsletter is an effort to &#8220;enlighten readers,&#8221; it explains.
“We seek to engage with officers across the IC, enlighten readers about advancements in DEIA, and empower every employee to speak their truth,” the end of the newsletter reads. “We have four teams: Analysis and Assessments, Communications and Branding, Outreach and Education, Strategy and Policy,” the IC DEIA Office went on to explain.
Rep. Mike Waltz (R-FL), a member of the House Select Committee on Intelligence and combat-decorated U.S. Army veteran who fought in the elite Green Berets, said the newsletter is another example of misplaced priorities.
“The world is on fire and our country faces unprecedented terrorist threats with an open southern border yet ODNI is prioritizing this?&#8221; Waltz told The Daily Wire. &#8220;Our intelligence officers should be 100% focused on preventing the next 9/11 rather than using resources promoting the next DEI initiative.”
The ODNI newsletter is the latest example of the United States Intelligence Community advancing far-left ideologies. The National Security Agency (NSA) published an internal DEI glossary, <a href="https://www.dailywire.com/news/exclusive-leaked-nsa-doc-reveals-massive-woke-glossary-pushing-critical-race-theory-gender-ideology-on-govt-employees">exclusively obtained</a> by The Daily Wire, that included terms like “white fragility,” “transmisogyny,” “settler colonialism,” and even the gender neutral pronouns of “ze” and “zir.”
Other federal agencies have poured millions of taxpayer funds into DEI initiatives, with the Pentagon spending as much as <a href="https://www.dailywire.com/news/bidens-pentagon-slated-to-spend-nearly-270-million-on-diversity-agenda">$270 million</a> under Biden to advance the leftwing agenda. There’s also the State Department, which the Daily Wire <a href="https://www.dailywire.com/news/exclusive-state-department-forced-to-disclose-multi-million-dollar-cost-of-bidens-diversity-agenda">exclusively revealed</a> had spent over $77 million over two years under Biden on DEI programs, with hundreds of millions more in requests for DEI-related initiatives.
Far-left beliefs on race and gender have been embedded within both the intelligence community and the wider federal government in large part due to executive orders from Biden that sought to institutionalize extreme ideologies into the operations of the federal bureaucracy. Former President Donald Trump has signaled that he may gut the federal bureaucracy through an executive order called Schedule F, which would remove civil services protections from thousands of bureaucrats who threaten to undermine his agenda.
Others are preparing to fill in the gap left by outgoing officials, assembling a personnel database of those who might serve in the next administration through the <a href="https://www.project2025.org/">Project 2025</a> Presidential Transition Project, an initiative from the Heritage Foundation that seeks to “pave the way for an effective conservative Administration.”

The National Security Agency, responsible for monitoring threats both foreign and domestic for the U.S. military, assumed a new responsibility under the Biden administration — creating a massive glossary of woke terms for employees, ranging from “anti-racist” to the gender-neutral pronouns “ze” and “zir.”
A copy of the <a href="https://dw-wp-production.imgix.net/2023/11/NSA-DEI-GLOSSARY-WM-FINAL.pdf">NSA’s Diversity, Equity, and Inclusion Glossary</a> obtained and verified by The Daily Wire shows the agency now provides definitions for terms such as “queer theory” and “white fragility,” as part of its expansive guide to 327 social justice terms that blame “white Europeans” for engaging in “settler colonialism” and warn of “transmisogyny.”
The 34-page document, published internally on May 6th, 2022, but never released publicly before The Daily Wire’s investigation, pushes blatantly left-wing views on race and sex. It explicitly endorses the tenets of Critical Race Theory and Queer Theory, both of which are included as terms on the glossary.
The leaked, unclassified NSA document identifies itself as a “a glossary of terms and language commonly used in dialogue regarding diversity, equity, inclusion, and social justice” and cites radical Critical Race Theory educators such as Robin DiAngelo and Ibram X. Kendi.

It cites DiAngelo while defining the term “white fragility” as “the state in which even a minimum amount of racial stress becomes intolerable, triggering a range of defensive moves [in white people].” It adds “these behaviors … function to reinstate white racial equilibrium.”

There’s also “whiteness,” which the agency defines as a “broad social construction that embraces the white culture, history, ideology, racialization, expressions, experiences, epistemology, emotions and behaviors,” all in order to reap “material political, economic, and structural benefits for those socially deemed white.”
But the agency, which has been sharply criticized for its mass surveillance operations on American citizens, goes beyond openly endorsing the extreme tenets of Critical Race Theory with its glossary — it pushes queer theory as an approach that “critically deconstructs and challenges binaries such as male and female or heterosexual and homosexual.”
The DEI glossary goes on to list a plethora of different vocab words associated with queer theory like “transmisogyny,” which it defines as the “intersection of transphobia and misogyny.”

“Ze” and “zir,” meanwhile, are noted as “gender neutral pronouns that can be used instead of he/she” and “his/her,” while “two spirit,” is defined as a “Native American term for individuals who identify as both male and female.”
Other terms defined in the glossary include “genderqueer,” “AFAB/AMAB: Assigned Female At Birth, Assigned Male At Birth,” “Latinx,” and “same gender loving,” a term that serves as “a description for homosexuals” who think that terms such as gay and lesbian “carry negative connotations.”
There’s also “demigender” — with variations such as“demiboy” and “demigirl” included — defined as “having a partial connection to one or more genders.”
A member of the House Intelligence Committee who viewed the document says he was shocked at the level of indoctrination within one of our most powerful military agencies.
“I just can&#8217;t overemphasize how shocking this is,” Rep. Mike Waltz (R-FL), a combat-decorated U.S. Army veteran who fought in the elite Green Berets, told The Daily Wire. “I’m a member of the Intelligence Committee in the House and it is an authentic document.”
“This isn’t some kind of diversity document, with terms like white fragility and definitions of whiteness and ‘ze’ and ‘zir’ in, say, the Small Business Administration,” Waltz said. “This is the NSA, the National Security Agency, one of the most powerful agencies in the world, that the world has ever seen.”
The glossary also works to undermine the very founding of the United States, blasting America’s founders in its definition of “settler colonialism: “Settler colonialism typically includes oppressive governance … and enforcement of codes of superiority,” before charging “examples include white European occupation of land in what is now the United States.”

While the NSA charges that “white Europeans” are guilty of colonization, it goes on to define “decolonize” as a process that “requires a recognition of systems of oppression” in order to unlearn “values, beliefs, and conceptions, that have caused physical, emotional, or mental harm to people through colonization.”
“White privilege,” meanwhile, is defined as an “unquestioned and unearned set of advantages, entitlements, benefits, and choices bestowed on people solely because they are white.” It adds that white people benefit from “societal structuring that prioritizes white people and whiteness” and offers an additional definition for the term “overprivileged.”
The NSA adopts one of the core tenets of Critical Race Theory, that racism is institutional and systemic, with its definition for “white supremacy,” which it calls a “historically-based, institutionally-perpetuated system of exploitation of continents, nations, and people of color by white people and nations of the European continent.”
But the NSA goes on to promote this view more blatantly when it gives definitions for five different types of racism: cultural, structural, institutional, individual, and internalized. The glossary says that institutional racism creates “advantages for whites and oppression and disadvantages for … people of color.”
The NSA also claims that structural racism is a “feature of the social, economic, and political systems in which we all exist,” calling it the “most profound and pervasive form of racism.”
There’s also a definition for the word “Euro-Centric,” which states “most use this term with a clear awareness of the historic oppressiveness of Eurocentric tendencies in U.S. and European society,” it reads.
The phrase “Critical Race Theory” is even included on the list itself, with references to the “intersectionality of race and racism,” the “marginalization of people of color,” and its supposed aim pose a “challenge to dominant ideology.”
The document also includes a wide array of terms that promote gender ideology, featuring “drag queen/king” and “passing privilege,” which explains that there is a “variation in the degree to which medically and/or socially transitioned people are recognized as their correct gender,” and that this comes with “levels of privilege.” Those who are not gay or trans, meanwhile, are said to have “heterosexual privilege.”
“Gender binary” is defined as “the idea that there are only two genders.” It goes on to say “This idea is challenged by those who identify as non-binary,” including “genderqueer” and “agender.”
The glossary not only defines words, but also attempts to steer readers away from terms that are now “problematic.” The definition of “female-bodied,” for example, explains that the “term is very problematic as it genders bodies nonconsensually and plays into cissexism (in that breasts or a vulva, for example, are considered inherently female.)” The term “male-bodied” is also included alongside a similar note.
The definition of “gender affirming surgery” notes that “sex change” is  “an outdated and often offensive term.” Also problematic, according to the guide, is the term “homosexual” — “This is not a preferred term. Homosexual males typically prefer the term gay and homosexual females typically prefer the term lesbian.”
“MTF” and “FTM,” according to the glossary, are abbreviations for those who were “assigned” as male or female at birth,  but then attempted to transition into the opposite sex. But the NSA document extends even farther into gender ideology and claims that those two terms are also potentially “problematic.” It goes on to promote the alternative terms “MTM” and “FTF” – terms are used to identify “a transgender individual who has medically transitioned and feels their birth sex was never an identity to which they could relate.”
“A person with a birth sex of female may have lived as a female for many years but never identified as a woman,” it continues.
“Pansexual” is said to refer to the “potential for sexual attractions or romantic love toward people of all gender identities and biological sexes.” The document specifies that pansexuality “deliberately rejects the gender binary and derives its origin in the transgender movement.”

There are also several terms that are associated with grievance politics, including “microaggression,” “micro-invalidation,” and even “sizeism,” which is “discrimination against people based upon their perceived (or self-perceived) body size or shape.”
But the NSA’s document makes it clear that the agency’s goal is not merely to advance liberalism, but to push “social justice&#8221; and &#8220;equity.” In fact, liberalism is said to obstruct more progressive political ends. A definition for “neo-liberalism” calls the ideology “a substantial subjugation and marginalization of policies and practices informed by the values of social justice and equity.”
Waltz said defining these woke terms shouldn’t be anywhere on the NSA’s priority list, especially with the national security risks facing the United States.
“It is disturbing that this is what the senior leadership of one of our most critical intelligence agencies is worried about when we literally have the world on fire,” Waltz said, highlighting the October 7 Hamas terrorist attack on Israel that went undiscovered by the intelligence community.
“Those holding the keys to power, those with their finger on the nuclear button or on incredibly powerful surveillance capabilities” are being “indoctrinated that our civilian institutions are inherently racist, are systemically misogynistic and have a colonialist past and therefore bad.”
“Our military is not focused on lethality. They&#8217;re focused on diversity and climate,” adding “that&#8217;s going to result in our enemies not fearing us and respecting us as they should.”
“Who wants to put their life on the line to defend that, and does that then lead to questions of whether those inherently flawed institutions should have true oversight over a very powerful intelligence agency in a very powerful military?” he went on to ask.
The document is marked as “unclassified,” a security designation that means the material is not classified but is not publicly releasable without authorization.
The NSA’s<a href="https://www.nsa.gov/Culture/diversity-equity-inclusion-accessibility/"> publicly available</a> diversity, equity, inclusion, and accessibility site states that “diversity and inclusion strategies inform our daily operations,” and that the agency is actively “cultivating relationships with external partners and leveraging those partnerships to increase the diversity of NSA’s hiring talent pool.”
The NSA also states that it strives to be the “model for diversity and equitable practices and outcomes throughout the Federal Government.”
President Biden issued an <a href="https://www.whitehouse.gov/briefing-room/presidential-actions/2021/01/20/executive-order-advancing-racial-equity-and-support-for-underserved-communities-through-the-federal-government/">executive order</a> aimed at creating a “whole-of-government equity agenda” on his first day in office. Biden issued another <a href="https://www.whitehouse.gov/briefing-room/presidential-actions/2021/06/25/executive-order-on-diversity-equity-inclusion-and-accessibility-in-the-federal-workforce/">executive order</a> in June 2021, which sought to establish “a coordinated Government-wide initiative to promote diversity and inclusion in the Federal workforce, expand its scope to specifically include equity and accessibility.”

A former National Security Agency (NSA) employee pleaded guilty on Monday to attempting to sell classified national defense information to an FBI employee he believed to be an agent of the Russian Federation.
Jareh Sebastian Dalke, 31, of Colorado Springs, faces a possible life sentence after he pleaded guilty today to six counts of attempting to transmit classified National Defense Information (NDI) to an officer or agent of a foreign government, <a href="https://www.justice.gov/opa/pr/former-nsa-employee-pleads-guilty-attempted-espionage" target="_blank" rel="noopener">according</a> to the Department of Justice.
His <a href="https://www.justice.gov/media/1320846/dl?inline" target="_blank" rel="noopener">plea agreement</a> states that federal prosecutors agreed not to request more than 22 years in prison, but the U.S. authorities said the judge would ultimately determine his sentence.
Dalke <a href="https://apnews.com/article/nsa-russia-spy-classified-colorado-dalke-51c4b13ef035f3dca8b62c433e6149d5" target="_blank" rel="noopener">reportedly</a> admitted to the charges during a hearing before U.S. District Judge Raymond Moore, where he answered the judge’s questions concerning the terms of his deal and acknowledged he has been taking medication for mental illness over the last year while in custody.
Dalke, an Army veteran, worked as an Information Systems Security Designer for the U.S. intelligence agency, which focuses on gathering and analyzing intelligence and counterintelligence from foreign and domestic sources.
During his short employment with the agency, authorities said Dalke obtained three documents classified as Top Secret//Sensitive Compartmented Information. According to court documents, the information he planned to give to the purported Russian agent included military offensive capabilities of an unnamed country and other sensitive U.S. defense capabilities.
“Dalke admitted that between August and September 2022, in order to demonstrate both his ‘legitimate access and willingness to share,’ he used an encrypted email account to transmit excerpts of three classified documents to an individual he believed to be a Russian agent,” DOJ officials said in a news release. “In actuality, that person was an FBI online covert employee.”
In August 2022, Dalke requested $85,000 in exchange for all the classified information, which unknowingly told the FBI online covert employee would be of value to Russia and would disseminate more information in the future when he returned to the Washington, D.C., area.
Federal authorities arrested Dalke on September 28, 2022, at Union Station in downtown Denver after transferring five files — four containing classified information— using a laptop computer and instructions provided by the covert FBI employee.
The other file contained a letter, which said in Russian and Cyrillic characters: “My friends!” and states, in part, “I am very happy to finally provide this information to you. … I look forward to our friendship and shared benefit. Please let me know if there are desired documents to find and I will try when I return to my main office.”
The FBI arrested Dalke moments after he transmitted the files.
According to court documents, Dalke requested a 9-month leave of absence shortly after he began working for the agency to help a family member with a medical condition. But when the agency denied his request, Dalke submitted his resignation.
After leaving the agency and giving the classified information to the undercover FBI employee, court documents state that Dalke reapplied to work at the NSA.
Last year, Dalke’s federal public defender reportedly downplayed his clients&#8217; access to the top secret information since he worked for the intelligence agency for less than a month.

The <a href="https://www.dailywire.com/topic/national-security-agency-nsa" target="_blank" rel="noopener">National Security Agency</a> (NSA) is establishing a new Artificial Intelligence (AI) Security Center to further develop and integrate AI in federal intelligence.
In a <a href="https://www.defense.gov/News/News-Stories/Article/Article/3541838/ai-security-center-to-open-at-national-security-agency/" target="_blank" rel="noopener">press release</a>, the Defense Department clarified that the AI Security Center would also consolidate existing AI and security-related activities across the NSA. NSA Director Paul Nakasone first disclosed the new center during a National Press Club luncheon on Thursday.
&#8220;The AI Security Center will work closely with U.S. Industry, national labs, academia across the [intelligence community], and Department of Defense and select foreign partners,&#8221; said Nakasone.

Nakasone cited China and Russia’s AI-related activities as the main motivators behind the consolidation, declaring a need for the U.S. to maintain an advantage in AI. According to Nakasone, consolidation would also prevent the theft of AI intelligence and technologies.
The director clarified that humans, not AI, would have the final say on analyzing threats.
“Within the Department of Defense, within the intelligence community, AI helps us, but our decisions are made by humans and that’s an important distinction,” said Nakasone.
However, Nakasone declined to answer a reporter’s question on whether Americans should stop the expansion of the surveillance society due to the potential of AI to curtail personal freedoms.

“I’ll leave that question for someone else to answer,” said Nakasone. “[A]s a nation we need an ability to understand what our adversaries do and we need a national security that balances this with civil liberties, privacy, and I think that that’s what our intelligence community does very well.”
NSA’s AI Security Center is the latest federal intelligence initiative focused on developing and advancing AI technologies. Earlier this week, the CIA <a href="https://www.dailywire.com/news/cia-creating-ai-tool-to-sort-through-public-information-report" target="_blank" rel="noopener">revealed</a> that it was planning to unleash an AI tool to 18 intelligence agencies to sort through public information. Those agencies included the NSA, as well as the FBI and military. 
Earlier this month, the Department of Homeland Security (DHS) <a href="https://www.dailywire.com/news/dhs-announces-anti-bias-ai-policies-first-chief-ai-officer" target="_blank" rel="noopener">announced</a> its first chief AI officer and new policies ensuring equity in AI usage.
These developments largely align with a <a href="https://media.defense.gov/2022/Jun/22/2003022604/-1/-1/0/Department-of-Defense-Responsible-Artificial-Intelligence-Strategy-and-Implementation-Pathway.PDF" target="_blank" rel="noopener">roadmap</a> issued last year by the Defense Department tracking the implementation of AI.
A significant asset for AI Security Center operations would be the continued existence of Section 702.
Section 702 of the Foreign Intelligence Surveillance Act (FISA) is a controversial surveillance power enacted in 2008 with the intent to track foreign nationals that, by consequence of design, also exposes Americans’ communications. That section is scheduled to expire at the end of this year.
As he has <a href="https://www.dailywire.com/news/nsa-asks-for-reauthorization-of-surveillance-powers-as-republicans-prepare-to-investigate-security-agencies" target="_blank" rel="noopener">done</a> throughout this year, Nakasone advocated on Thursday for Section 702’s reauthorization. The director claimed it was a necessary surveillance power for saving American lives and interests, citing federal intelligence obtained on the Chinese origins of fentanyl.
“[T]he President’s Intelligence Advisory Board called 702 the cornerstone of the intelligence community’s ability to uncover and track threats to America, and noted that 702 does not threaten the civil liberties of Americans so long as the right culture processes and oversight are in place,” said Nakasone.
However, that same advisory board recommended limiting Section 702 to foreign intelligence purposes only in a July <a href="https://www.dailywire.com/news/fbi-access-to-spy-tool-should-be-restricted-white-house-advisers-say" target="_blank" rel="noopener">report</a>. The board also recommended a number of other reformations to Section 702, including removal of intelligence agents’ authority to query non-national security-related crime.
The board’s findings are conducive with the consistent abuses of Section 702 since its enactment.
Notably, in 2017, the Foreign Intelligence Surveillance Court <a href="https://www.dailywire.com/news/report-obama-illegally-spied-americans-years-ben-shapiro" target="_blank" rel="noopener">found</a> that the Obama-era NSA abused Section 702 to spy on Americans for years.
Similarly, in May, the court reported that the FBI <a href="https://www.dailywire.com/news/fbi-misused-surveillance-tool-over-278000-times-report" target="_blank" rel="noopener">misused</a> the Section 702 database over 278,000 times.

The CIA is planning to unleash an artificial intelligence tool to give analysts better access to sort through vast amounts of public information, according to a <a href="https://www.bloomberg.com/news/articles/2023-09-26/cia-builds-its-own-artificial-intelligence-tool-in-rivalry-with-china" target="_blank" rel="noopener">Bloomberg report</a>.
Randy Nixon, director of the CIA&#8217;s Open-Source Enterprise division, told the outlet that the ChatGPT-style tool will likely be used by all 18 U.S. intelligence agencies, like the National Security Agency (NSA), FBI, and various military agencies to find clues through primary information sources.
&#8220;We&#8217;ve gone from newspapers and radio, to newspapers and television, to newspapers and cable television, to basic internet, to big data, and it just keeps going,&#8221; Nixon said. &#8220;We have to find the needles in the needle field.&#8221;
Nixon said once an agency gathers such information, the analyst could start chatting and asking questions of the machines to provide sourced answers.
&#8220;Our collection can just continue to grow and grow with no limitations other than how much things cost,&#8221; he said.
Mass gathering of information from U.S. agencies comes as China has pledged to become the global leader in artificial intelligence by 2030, which has raised concerns over its use of AI in several surveillance systems to track civilians within the nation and worldwide.
FBI Director Christopher Wray accused China in July of stealing &#8220;more of our personal and corporate data than every nation big or small, combined,&#8221; warning that the Chinese government poses a &#8220;double&#8221; threat regarding AI, according to <a href="https://www.theregister.com/2023/09/26/cia_ai_tool/" target="_blank" rel="noopener">The Register</a>.
China &#8220;has already spent years stealing both our innovation and massive troves of data that turns out to be perfect for training machine learning models,&#8221; Wray said. &#8220;And now they&#8217;re in a position to close the cycle, to use the fruits of their widespread hacking to power with AI even-more-powerful hacking efforts.&#8221;

NSA&#8217;s Jason Wang, technical director for the Computer and Analytic Sciences Research Group, <a href="https://www.nsa.gov/Press-Room/News-Highlights/Article/Article/2702241/artificial-intelligence-next-frontier-is-cybersecurity/" target="_blank" rel="noopener">said</a> in 2021 that AI would play a central role in the Intelligence Community&#8217;s efforts to secure and defend U.S. networks.
&#8220;I think the next frontier for us is probably in the cybersecurity space,&#8221; Wang said. &#8220;There&#8217;s a lot of opportunity … to bring machines to this very low latency, highly dynamic problem in ways that really are not human-time kinds of responses.&#8221;
&#8220;[Cybersecurity] is a space where we&#8217;ve gotten [AI] efforts underway that I think we&#8217;d love to mature along with our partners,&#8221; he said.
Earlier this year, Bloomberg reported that NSA Research Director Gil Herrera said the intelligence community needs to &#8220;find a way to take benefit of these large models without violating privacy.&#8221;
The CIA drafted Nixon earlier this year as the new Open Source Enterprise director to &#8220;speed up the agency&#8217;s development in open source intelligence just as the field is causing increasing concern and sparking rivalry in Washington,&#8221; according to <a href="https://www.intelligenceonline.com/government-intelligence/2023/01/13/randy-nixon-roped-in-to-get-cia-up-to-speed-on-osint,109901640-art">Intelligence Online</a>.
Nixon told Bloomberg the scale of how much the U.S. collects has grown over the last 80 years to a level that can sometimes be &#8220;daunting&#8221; and unusable for consumers.
He added that the AI tool would allow analysts move to a process &#8220;where the machines are pushing you the right information, one where the machine can auto-summarize, group things together.&#8221;

The director of the <a href="https://www.dailywire.com/topic/national-security-agency-nsa" target="_blank" rel="noopener">National Intelligence Agency</a> (NSA) asked Congress on Thursday to reauthorize a controversial <a href="https://www.dailywire.com/topic/spying" target="_blank" rel="noopener">surveillance power</a> aimed at foreign nationals that can expose the communications of Americans. 
NSA Director Paul Nakasone said that there was vital security interest in renewing Section 702 of the Foreign Intelligence Surveillance Act (FISA) before it expires at the end of the year, which allows intelligence agencies to obtain the online communications of foreign nationals without a warrant. 
Section 702 has come under fire from civil liberties groups because the messages of Americans could be exposed if they are communicating with a foreigner under surveillance. Its renewal could also face increased opposition in Congress as Republicans look to investigate the security agencies. 
&#8220;This authority provides the U.S. government irreplaceable insights, whether we&#8217;re reporting on cybersecurity threats, counterterrorism threats, or protecting U.S. and allied forces,&#8221; Nakasone <a href="https://www.axios.com/2023/01/13/nsa-leader-plea-key-surveillance-power?utm_source=twitter&amp;utm_campaign=editorial&amp;utm_medium=social" target="_blank" rel="noopener">said</a> at a meeting of the U.S. Privacy and Civil Liberties Oversight Board. “We have saved lives because of 702.”
Section 702, first implemented in 2008, was <a href="https://apnews.com/article/politics-united-states-government-us-republican-party-surveillance-donald-trump-aa98d51e59d02a1361833d1a4f431e23?utm_campaign=TrueAnthem&amp;utm_medium=AP&amp;utm_source=Twitter" target="_blank" rel="noopener">renewed</a> by then-President Donald Trump in 2018 even after he <a href="https://apnews.com/article/north-america-donald-trump-politics-077b8a0f34354149ac2b55ce533f203a">said</a> the power was linked to the widely discredited Steele Dossier that purported to have evidence of collusion between Russia and the Trump campaign. After initial skepticism, Trump renewed the powers following a discussion with then-House Speaker Paul Ryan (R-WI). 
Nakasone said that the power “plays an outsize role in protecting the nation” and plays an important role in understanding hostile nations like China. He added that he couldn’t fully explain everything allowed by the powers due to national security. 
Critics have said that the surveillance powers are dangerous and allow the spy agencies a backdoor to monitor U.S. citizens without a warrant. Fox News host Tucker Carlson <a href="https://www.dailywire.com/news/explosive-tucker-carlson-accuses-biden-administration-of-spying-on-him" target="_blank" rel="noopener">claimed</a> in June 2021 that the NSA was “monitoring” his show’s “electronic communications,” which could have been related to interview requests with foreign nationals. 
Cindy Cohn, the executive director of the Electronic Frontier Foundation said at the Thursday meeting that Section 702 powers were essentially a “national security exception to the U.S. Constitution.” 
“The American people and indeed people all around the world have lost the ability to have a private conversation over digital networks,” she added. 
The expiration of Section 702 could set up a debate among House Republicans as some in the party have grown increasingly skeptical of intelligence agencies in the wake of the Russia collusion hoax, which was in part made possible by shoddy intelligence. 
House Republicans also voted this week to create a committee to investigate the FBI and other security agencies. “The security state believes itself to be above the Constitution and the laws passed by Congress,” Rep. Dan Bishop (R-NC) said Tuesday from the House floor. “Today we’re putting the deep state on notice. We’re coming for you on behalf of everyday Americans.”
Rep. Mike Gallagher (R-WI) said there were “legitimate concerns” with Section 702, but told The Associated Press that reforms could be made to ensure that “there won’t be abuses in the future.”

A 30-year-old former <a href="https://www.dailywire.com/topic/national-security-agency-nsa" target="_blank" rel="noopener">NSA</a> agent was arrested after the feds said that he had been trying to sell government secrets to an undercover <a href="https://www.dailywire.com/topic/fbi" target="_blank" rel="noopener">FBI</a> agent he thought was a foreign operative.
Jareh Sebastian Dalke of Colorado Springs, Colorado, made his first appearance in court on Thursday after he was hit with espionage related <a href="https://www.justice.gov/opa/pr/former-nsa-employee-arrested-espionage-related-charges" target="_blank" rel="noopener">charges</a> for allegedly attempting to transmit National Defense Information (NDI) to a Russian operative.
According to the Department of Justice, Dalke used an encrypted email account to send several classified documents to a person he believed worked for the Russian Foreign Intelligence Service.
 “In actuality, that person was an undercover FBI agent. Dalke subsequently arranged to transfer additional classified information in his possession to the undercover FBI agent at a location in Denver, Colorado,” the DOJ said.
Dalke, who was an information systems security designer for the NSA between June and July this year, was arrested on Wednesday when he went to meet up with his contact to allegedly sell classified information.
The DOJ said that Dalke told an undercover FBI agent that he was still working for the agency and that he would exchange secrets for a specific cryptocurrency. The information in question reportedly related to U.S. cyber security.
“On or about Aug. 26, 2022, Dalke requested $85,000 in return for additional information in his possession. Dalke also told the FBI undercover agent that he would share additional information in the future, once he returned to the Washington, D.C., area. Although he was not employed by the NSA while communicating with the FBI, Dalke re-applied to the NSA in August 2022,” the DOJ said.
Court documents show that Dalke allegedly <a href="https://www.cbsnews.com/colorado/news/jareh-sebastian-dalke-charged-russia-fbi-colorado-springs-police-officer/" target="_blank" rel="noopener">told</a> the undercover agent that he &#8220;recently learned that my heritage ties back to your country, which is part of why I have come to you.&#8221;
He allegedly also said that he wanted to sell the documents because he &#8220;questioned our role in damage to the world in the past and by mixture of curiosity for secrets and a desire to cause change.&#8221;
According to the charges, one of the documents that were intended to be sold were classified as “secret,” while two more were “top secret.” He was charged with three violations of the Espionage Act.
Dalke had previously worked as a volunteer with the Colorado Rangers, a state law enforcement group. Colonel Ronald M. Abramson, of the Rangers, said that he was disappointed with the allegations.
&#8220;We are enormously disappointed in the allegations but we have to wait for the federal process to run its course,&#8221; Abramson told CBS News Colorado. Dalke has since been suspended from work with the Rangers.
If convicted, Dalke could be sentenced to life in prison or execution.

Former U.S. intelligence contractor <a href="https://www.dailywire.com/topic/edward-snowden" target="_blank" rel="noopener">Edward Snowden</a> has received Russian citizenship on the order of Russian President <a href="https://www.dailywire.com/topic/vladimir-putin" target="_blank" rel="noopener">Vladimir Putin</a>.
Putin signed the order granting Snowden, who has lived in Moscow since 2013 evading U.S. authorities, Russian citizenship on Monday, according to <a href="https://www.reuters.com/world/europe/putin-grants-russian-citizenship-us-whistleblower-edward-snowden-2022-09-26/" target="_blank" rel="noopener">Reuters</a>. Snowden previously received permanent residency to live in <a href="https://www.dailywire.com/topic/russia" target="_blank" rel="noopener">Russia</a> in October 2020.
Snowden worked as a contractor for the National Security Agency in 2013 when he left his job at an NSA facility in Hawaii and flew to Hong Kong. From there, Snowden released thousands of documents on U.S. domestic surveillance programs and global security operations. While some have hailed Snowden&#8217;s actions, U.S. authorities have sought his extradition to prosecute him on charges of violating the Espionage Act.
Snowden was a systems administrator for the CIA before he moved into the private sector working for the contractors Dell and, later, Booz Allen Hamilton. While at Dell, Snowden began contract work for the NSA, working at a facility in Japan before moving to a facility in Hawaii. In early 2013, Snowden left Dell and went to work for Booz Allen, staying at the same Hawaii-based NSA facility.
In 2013, Snowden began downloading thousands of classified documents on U.S. and foreign intelligence operations. After leaving the U.S., Snowden began sharing his cache of documents with journalists who began reporting out some of its contents. Snowden&#8217;s supporters praised him as a whistleblower for revealing information on NSA domestic surveillance operations. Critics accused Snowden of irreparably harming U.S. national security and endangering American lives.
The Snowden leaks <a href="https://www.nbcnews.com/feature/edward-snowden-interview/who-edward-snowden-man-who-spilled-nsas-secrets-n114861" target="_blank" rel="noopener">spurred</a> then-President Barack Obama and Congress to take action at the time against what was seen as unconstitutional invasions of Americans&#8217; privacy revealed in the Snowden leaks. Top U.S. officials took steps to stop an NSA program that was gathering and storing data on millions of Americans.
The House Intelligence Committee launched an investigation into the Snowden leaks in 2014 and published a 38-page <a href="https://s3.documentcloud.org/documents/3245804/Hpsci-Snowden-Review-Declassified.pdf" target="_blank" rel="noopener">report</a> two years later highly critical of the former intelligence contractor. Snowden is “not a whistleblower,” the report said.
“Snowden caused tremendous damage to national security, and the vast majority of documents he stole have nothing to do with programs impacting individual privacy interests – they instead pertain to military, defense, and intelligence programs of great interest to America’s adversaries,” it continued.
Snowden moved to Russia and received asylum protections to hide out of reach of U.S. authorities. From Moscow, Snowden leads the Freedom of the Press Foundation that <a href="https://freedom.press/about/" target="_blank" rel="noopener">monitors</a> “press freedom violations in the United States.”
While Snowden has criticized the treatment of journalists in the U.S., he has been silent on critiquing Russia&#8217;s own instances of restricting journalism and limiting transparency.
After receiving permanent residency in Russia in 2020, Snowden applied for Russian citizenship so he could hold the same citizenship as his son, who at the time was not yet born.

Former <a href="https://www.dailywire.com/topic/cia">CIA</a> and <a href="https://www.dailywire.com/topic/national-security-agency-nsa">NSA</a> director <a href="https://www.dailywire.com/topic/michael-hayden">Michael Hayden</a> bashed Republicans on Wednesday, saying that he agreed with the claim that there was no more dangerous “political force” than Republicans. 
Hayden made the comments in response to a <a href="https://twitter.com/EdwardGLuce/status/1557984573354565633">tweet</a> from Financial Times editor and writer Edward Luce. Luce tweeted, “I’ve covered extremism and violent ideologies around the world over my career. Have never come across a political force more nihilistic, dangerous &amp; contemptible than today’s Republicans. Nothing close.”
The former intelligence director shared the statement, <a href="https://twitter.com/GenMhayden/status/1560027626626072577">saying</a>, “I agree. And I was the CIA director.”
Hayden, who was appointed to be CIA director by former President George W. Bush, led the agency from 2006 to 2009. Previously, he was first appointed by former President Bill Clinton to be director of the NSA, a role he held from 1999 to 2005.
The Air Force general began his career during the Cold War when the threat of nuclear war between the Soviet Union and the U.S. was a very real possibility and has witnessed the rise of an increasingly powerful China in the last several decades. 
During his tenure leading the two intelligence giants, he would have been heavily involved with the U.S. response to Islamic terrorism as he was heading up the NSA during the September 11, 2001 attacks. 
He endorsed Joe Biden during the 2020 presidential election. 
Last year, he even <a href="https://www.dailywire.com/news/former-cia-director-good-idea-to-send-maga-wearing-unvaxxed-americans-to-afghanistan">said</a> that it was a “good idea” to send &#8220;MAGA wearing unvaxxed&#8221; Americans to Afghanistan.
Hayden was widely criticized by conservatives for his statement seemingly indicating that he believes Republicans are more of a threat than ISIS or the Chinese Communist Party.

The FBI may have conducted millions of warrantless searches of Americans’ electronic data last year, U.S. intelligence officials acknowledged in a <a href="https://www.dni.gov/index.php/newsroom/reports-publications/reports-publications-2022/item/2291-statistical-transparency-report-regarding-national-security-authorities-calendar-year-2021">report released Friday</a>.
The report from the Office of the Director of National Intelligence revealed that the bureau conducted up to 3.4 million searches of U.S. data drawn from the National Security Agency. Senior Biden administration officials told <a href="https://www.wsj.com/articles/fbi-conducted-potentially-millions-of-searches-of-americans-data-last-year-report-says-11651253728?st=3lqihvs2yofe1vl&amp;reflink=desktopwebshare_permalink">The Wall Street Journal</a> the number is likely inflated due to the way individual queries are tabulated, but the number was still nearly triple that of the prior year.
“We’re committed to proactively informing the public, who entrusts us to protect our nation and our civil liberties, on the Intelligence Community’s use of key national security authorities,” said ODNI Chief of Civil Liberties, Privacy, and Transparency Ben Huebner.

The report is the first time a U.S. intelligence agency has published an accounting of how the FBI scoops up data through Foreign Intelligence Surveillance Act. The FBI has been heavily criticized for abusing this process in the Trump-Russia collusion investigation and Section 702, which governs the bureau’s actions, is set to expire next year.
The NSA collects vast amounts of data from international phone calls and emails under the law, passed in the wake of 9/11, to safeguard national security. But the data is only analyzed if an intelligence agency culls it from the NSA database.
The 3.4 million figure “is certainly a large number,” a senior FBI official told reporters Friday, after the report was released. “I am not going to pretend that it isn’t.”
The majority of the searches were related to an investigation into alleged attempts by alleged Russian actors to hack into the U.S. infrastructure, senior U.S. officials told The Wall Street Journal.
The report does not say how many individual Americans may have had their data searched, as some queries involved the same people. Further complicating the matter is that the 3.4 million figure is at least partially based on search terms that were used, and some searches were conducted using hundreds of terms, officials said.

The National Security Agency (NSA) Inspector General announced on Tuesday that it will be conducting a review into recent allegations that the agency targeted the communications of a member of the media after Fox News host Tucker Carlson claimed that the NSA was spying on him. 
In a <a href="https://oig.nsa.gov/Portals/71/Reports/Announcements/NSAOIG_Review_Alleged_Targeting_Media.pdf?ver=ySQsnr1lf8fSqS5u94V37Q==">statement</a>, the Inspector General said:

The National Security Agency Office of the Inspector General (OIG) announced that it is conducting a review related to recent allegations that the NSA improperly targeted the communications of a member of the U.S. news media. The OIG is examining NSA’s compliance with applicable legal authorities and Agency policies and procedures regarding collection, analysis, reporting, and dissemination activities, including unmasking procedures, and whether any such actions were based upon improper considerations. If circumstances warrant, the OIG will consider other issues that may arise during the review.

Although Carlson is not mentioned specifically by name in the statement, according to <a href="https://www.wsj.com/articles/tucker-carlsons-spying-allegations-being-investigated-by-national-security-agency-watchdog-11628607609">The Wall Street Journal</a>, “[a] person familiar with the matter said the review concerns Mr. Carlson.”
The NSA provided The Daily Wire with a statement from an NSA spokesperson, which said that the &#8220;NSA remains fully committed to the rigorous and independent oversight provided by the NSA Inspector General&#8217;s office. The OIG plays a critical role in our Agency&#8217;s mission by overseeing the activities of NSA/CSS and providing recommendations that continue to promote effectiveness, efficiency, and accountability within the Agency.&#8221;
In June, Carlson <a href="https://www.wsj.com/articles/tucker-carlsons-spying-allegations-being-investigated-by-national-security-agency-watchdog-11628607609">said</a> that a whistleblower told his show that the NSA was spying on him.
At the time, the NSA put out a <a href="https://twitter.com/NSAGov/status/1410025399032193027">statement</a> saying that Carlson’s allegation that the NSA had been “monitoring our electronic communications and is planning to leak them in an attempt to take this show off the air” was untrue. The agency added that “Carlson has never been an intelligence target of the Agency and the NSA has never had any plans to try to take his program off the air.”

HARMEET DHILLON, ATTORNEY: I&#8217;m not buying it. I think that what they&#8217;re saying now is inconsistent with what they&#8217;ve said before. And it&#8217;s also inconsistent with the facts as Tucker has revealed them. For example, Tucker said on his show on several nights that a source within the government came to him and read out several of Tucker&#8217;s texts and messages. And so, what the government is allegedly saying today is that the unmasking occurred regarding third parties talking with one another about Tucker Carlson. Okay, so that&#8217;s inconsistent with them intercepting Tucker Carlson. Number two, there&#8217;s only a handful of people in the United States government who have the ability and the right to unmask people. And that right was widely abused during the end of the Obama administration [in] 2016. And I am afraid it&#8217;s being abused right now. And so, this raises more questions than it answers. And I think that we really need to be looking at reining in the abuses in the national security community of these types of issues, and no American journalist should be surveilled this way.
