The House of Representatives passed a massive bipartisan $900 billion package on Wednesday to increase pay for troops, authorize defense infrastructure spending, and provide hundreds of millions in funding for Ukraine.
The 3,000-page National Defense Authorization Act (NDAA) <a href="https://clerk.house.gov/Votes/2025320">passed</a> 312-112 with 197 Republicans and 115 Democrats voting in favor. House Republican leadership celebrated the legislation, saying that it was critical to advancing the Trump administration’s foreign policy goals. 
“With the NDAA, President Trump and Congressional Republicans are restoring American strength, defending our homeland, standing with our allies, and ensuring the United States remains the most powerful and capable military force the world has ever known,” House Speaker Mike Johnson (R-LA) <a href="https://x.com/SpeakerJohnson/status/1998935936164327660">said</a>. 
House Republicans said that the bill would codify 15 of President Donald Trump’s executive orders, including removing diversity, equity, and inclusion (DEI) mandates and initiatives from the military, declaring an emergency at the southern border, banning men from participating on women’s sports teams at military academies, and building a “Golden Dome” missile defense system.
&#8220;America is the world’s strongest country because of our military,&#8221; said Rep. Roger Williams (R-TX). &#8220;With FY26 NDAA, Congress sends a clear message: We are committed to protecting our homeland, keeping our troops safe, and preserving peace.&#8221;
The bill allocates $800 million in support to Ukraine the next two years, increases spending on shipbuilding, forces War Secretary Pete Hegseth to turn over footage of strikes on drug boats or face cuts to his travel budget, limits Hegseth’s authority to pull American troops out of Europe, repeals certain sanctions on Syria, increases troop pay by 3.8%, and repeals the authorizations of force for the 2003 Iraq War and the Persian Gulf War.
A ban on the Department of War funding transgender surgeries for troops did not make the final version of the legislation.

Eighteen Republicans, mostly members of the conservative House Freedom Caucus, voted against the final passage of the bill. Some voiced concerns about the amount of spending and aid allocated to Ukraine and other foreign countries, while others believe not enough waste was cut. 
Rep. Keith Self (R-TX) <a href="https://x.com/RepKeithSelf/status/1998885041263292751">said</a> that he voted no because there was no provision included to ban a central bank digital currency. Self said he had been promised that language because a central bank digital currency would be an “ultimate tool for government surveillance and control over every American’s finances. It would hand the federal government unprecedented power to track, restrict, and even freeze transactions.”
Rep. Tim Burchett (R-TN) took issue with the hundreds of millions allocated for Ukraine and said lawmakers did not have enough time to review the legislation. 
“Over 100 Democrats voted to pass this. That ought to tell you right there what this is about. Got some liberal stuff tucked in there, and it&#8217;s over 3,000 pages. We get it on Sunday, and they&#8217;re voting on it today. There&#8217;s no way we will ever know what was in there,” he said. 
The bill will now head to the Senate.

Two weeks ago, Bloomberg anchor Lisa Abramowicz, discussing the sale of Nvidia H200s to China with Commerce Secretary Howard Lutnick, <a href="https://www.dailywire.com/news/will-president-trump-sell-advanced-ai-chips-to-china">asked</a>, “Is it more of a national security risk to give China some of these high-powered chips, or is it more of a national security risk to not have United States tech in China?”
Lutnick replied, saying that very question was sitting on the president’s desk. On Monday, President Trump delivered his answer.
“I have informed President Xi, of China, that the United States will allow Nvidia to ship its H200 products to approved customers in China, and other Countries, under conditions that allow for continued strong National Security,” the president announced. “President Xi responded positively! 25% will be paid to the United States of America.”
The White House did not immediately respond to a request for clarification on whether that 25% will be paid by foreign governments, strictly Chinese buyers, or the AI companies themselves. In August, <a href="https://www.dailywire.com/news/morning-brief-trumps-d-c-takeover-a-china-chip-deal-border-wall-2-0">reports</a> surfaced of a separate arrangement in which Nvidia and AMD would share 15% of their profits with the United States government.
President Trump emphasized that Nvidia’s most advanced chips, Blackwell and Rubin, would not be included in H200 export authorization.
The decision drew an immediate rebuke from Senator Elizabeth Warren (D-MA). “After his backroom meeting with Donald Trump and his company’s donation to the Trump ballroom, CEO Jensen Huang got his wish to sell the most powerful AI chip we’ve ever sold to China.”
Warren called for Huang to “testify publicly and under oath” in front of Congress.

Trump defended the move, insisting it would not compromise national security. “We will protect national security, create American jobs, and keep America’s lead in AI,” he stated.
Earlier this month, Samuel Hammond, the chief economist at the Foundation for American Innovation, <a href="https://www.dailywire.com/news/will-president-trump-sell-advanced-ai-chips-to-china">told</a> The Daily Wire, “Permitting H200 exports to China would be a world-historic mistake. America’s current lead in AI would be radically diminished with very little to show for it.”
AI Czar David Sacks, speaking at the Salesforce Dreamforce conference, described the export policy as a complicated endeavor.
“What we ship to China is complicated,” he said, noting that current policy permits less advanced chips to be sold abroad, but that the fight in Washington is where that line is drawn. “Some people want to draw that line very, very restrictively.”
Sacks has not yet commented on the H200 decision — but earlier on Monday, he weighed in on the president’s forthcoming “One Rule” executive order. “There must be only one rulebook if we are going to continue to lead in AI,” Trump said, warning that “we are beating all countries at this point in the [AI] race, but that won’t last for long if we are going to have 50 States involved in the rules and approval process.”
Addressing concerns on the AI preemption, Sacks stated that with 50 different AI models for 50 different states, America will end up with a &#8220;regulatory morass worse than Europe.&#8221; The AI czar <a href="https://x.com/DavidSacks/status/1998125180753944985">added</a>, &#8220;If we want America to win the AI race, a confusing patchwork of regulation will not work.&#8221;

U.S. President Donald Trump&#8217;s plan to take government equity stakes in strategic industries doesn&#8217;t apply to major defense firms, the head of Boeing&#8217;s defense unit said on Saturday, in contrast to previous comments by a senior government official.
The government wants industry to make investments in facilities, and large contractors are expected be able to do this without government assistance, Steve Parker, Chief Executive Officer of Boeing Defense, Space &amp; Security, said on a panel at the Reagan National Defense Forum, an annual industry event in Simi Valley, California.
Speaking about the prospect of the U.S. government investing in exchange for ownership rights, &#8220;it really only applies on the supply chain, particularly for the smaller companies coming through where that might be a way forward for them,&#8221; Parker said.

Globally, the NSS seeks to align the financial and industrial power of America and its partners to counter China’s influence in the Global South through infrastructure investment and the continued dominance of the dollar system. Middle Eastern policy shifts from intervention to partnership and mutual development, while Africa strategy moves toward leveraging trade, energy investment, and critical mineral cooperation rather than traditional aid.

President Donald Trump signed an executive order Thursday aimed at ensuring TikTok becomes “American-operated all the way,” he said.
After months of delaying the enforcement of a law banning TikTok, Trump announced a new framework facilitated by his executive order, which would transfer ownership of the social media platform from China to a group of American investors. Congress passed a law in 2024 to either ban the Chinese-owned TikTok or force its sale due to national security and privacy concerns.
“This is going to be American-operated all the way,” Trump said as he signed the executive order. “I have great respect for President Xi, and I very much appreciate that he approved the deal, because to get it done properly, we really needed the support of China and the approval of China.”
Trump thanked Chinese President Xi Jinping for agreeing to the deal. He said some of the investors in the project included Oracle CEO Larry Ellison, entrepreneur Michael Dell, and Rupert Murdoch.
Vice President JD Vance played a key role in negotiating the framework. He said that the deal would allow Americans to use TikTok “with more confidence than they had in the past because their data is going to be secure, and it’s not going to be used as a propaganda weapon against our fellow citizens.”
Vance said that TikTok was valued at around $14 billion and that more details about the specific investors would be revealed in the coming days.
According to the text of the executive order, the framework resolves the national security concerns by removing “the TikTok application and certain other applications from the ‘control’ of a foreign adversary and precludes any ‘operational relationship’ between a formerly affiliated entity controlled by a foreign adversary and the new joint venture.”
It also “prohibits the storage of sensitive United States user data in a manner that would place such data under the control of a foreign adversary and requires such data to be stored in a cloud environment run by an American company.”
Earlier this year, the Supreme Court upheld the law banning TikTok, ruling that it did not violate the First Amendment for Congress to prohibit the application due to national security concerns.

The Trump administration plans to issue rules to restrict or potentially bar imports of Chinese drones and medium and heavy-duty vehicles after an earlier crackdown on cars and trucks, citing national security concerns.
The U.S. Commerce Department on Friday said it plans to issue rules as soon as this month to address national security risks involving information and communications technology that is integral to drones and their supply chain, as well as vehicles weighing more than 10,000 pounds from countries like China and other foreign adversaries.
It did not give details on what the import rules would be.
The Commerce Department and Chinese Embassy in Washington did not immediately comment.
Chinese imports account for the vast majority of U.S. commercial drone sales. More than half come from DJI, the world&#8217;s largest drone manufacturer.
The planned restrictions on drones and heavy-duty vehicles follow on from similar rules already scheduled on imports of cars and other trucks.
Democratic former President Joe Biden&#8217;s administration finalized rules in January that will effectively bar nearly all Chinese cars and trucks from the U.S. market starting in late 2026, as part of a crackdown on vehicle software and hardware from China.
The Commerce Department in January said it could also target for restrictions drone systems like onboard computers, communications and flight control systems, ground control stations, operating software and data storage.
The department opened national security investigations into the import of drones and related components in July and into medium and heavy duty vehicles and parts in April, which could lead to higher tariffs.
U.S. President Donald Trump in June signed executive orders to bolster defenses against threatening drones and to boost U.S. drone manufacturing.
In December, Biden signed legislation that could eventually ban DJI and Autel from selling new drone models in the United States.

With amazement, we saw how Ukraine and Israel embedded drones inside enemy territories, lying in wait until the time was right to turn them into weapons of war — all controlled remotely. This very strategic foundation is being laid throughout rooftops across America’s cities.
Drones are proliferating around the world for every imaginable use, from public safety, infrastructure inspection, delivery services, and, of course, for warfare. Cameras are getting better, flight times are increasing, and costs are coming down. These alluring trends are not slowing. Technological breakthroughs hold great promise for Americans to grow our economy and protect our nation.
While technological breakthroughs are typically created for the betterment of mankind, nefarious ideas often follow. The Wright brothers never imagined that their creation would one day be used to fly into buildings and intentionally kill over 3,000 people in one morning.
Most of the drones used in the United States are made by companies serving our main geopolitical rival, the People&#8217;s Republic of China. About <a href="https://www.fool.com/investing/2025/06/15/could-this-made-in-the-usa-drone-company-beat-dji/?msockid=2a1c322aee106f4a0b782763ef026e1a" target="_blank" rel="noopener">three-quarters of the American drone market</a> is dominated by Chinese-made drones, meaning there are roughly <a href="https://www.faa.gov/node/54496" target="_blank" rel="noopener">700,000 Chinese drones</a> flying over our country already. As the number of Chinese drones in our airspace continues to increase by the day, the potential threat to our safety and our privacy is only growing. It’s not just Chinese drones in our skies; it’s Chinese-made drone docks on our public and private rooftops, continually networked, albeit sold and installed by American companies.

If anyone thinks that this is paranoid or excessive, remember that in China, there is effectively no such thing as a private sector. Chinese drone companies — like all other Chinese companies — are ultimately answerable to the Chinese Communist Party.
Across American cities, many drone docking stations are made by the Chinese company Shenzhen Da-Jiang Innovations Sciences and Technologies Ltd, commonly known as DJI. These <a href="https://www.youtube.com/watch?v=OwUwgpqgcMA" target="_blank" rel="noopener">DJI docks</a> are being installed at our public safety departments as &#8216;Drone as First Responder&#8217; (DFR) programs. These drone stations connect online 24/7 and can launch autonomously, thus offering real-time video surveillance. While DFR is a powerful and promising innovation in public safety, concern arises when it’s implemented using DJI systems — technology the Department of Defense classifies as Chinese military hardware. Because these systems require persistent connectivity, unlike manually flown drones, they create the perfect vector for foreign surveillance or disruption. In fact, there is evidence, as reported by the Department of Homeland Security, that the Chinese government is already using drones to spy on us.
The first responder programs, when done right, expedite emergency reactions and enhance safety, however, when performed by adversarial military hardware, it amounts to a foreign surveillance on our communities. Unfortunately, a growing number of our public safety departments are adopting drone programs that include DJI military hardware docking stations.
China has already been caught deploying unlisted technologies capable of surveilling Americans within Chinese-made <a href="https://www.reuters.com/sustainability/climate-energy/ghost-machine-rogue-communication-devices-found-chinese-inverters-2025-05-14/" target="_blank" rel="noopener">solar panels</a>. It is not farfetched to imagine them using their drone dominance to do the same thing — and on a massive scale. With <a href="https://www.cbsnews.com/news/chinas-buildup-of-the-surveillance-state-intelligence-matters/" target="_blank" rel="noopener">400 million cameras</a>, China also dominates the world’s <a href="https://www.bbc.com/news/business-50348861" target="_blank" rel="noopener">surveillance camera market</a>. The idea of our country’s main rival cornering both markets within our own country has been alarming for leaders in Congress and the Pentagon alike.
Recognizing the security risks associated with Chinese drones, President Trump issued a significant Executive Order (EO) advancing American leadership in drone technology. His EO is aimed at “unleashing American drone dominance” and “restoring American airspace sovereignty.” For similar national security concerns, in May of 2019, President Trump prohibited U.S. companies from doing business with Huawei, a Chinese surveillance camera company, without government approval.
Following President Trump’s lead, State and local governments have the authority to prohibit the purchase of new Chinese-manufactured drones and docks. American-made alternatives are a clear national security priority. Our modern emergency response systems should not be an intelligence gatherer or a potential saboteur for our main adversary.
This is not about fear as much as it is about foresight. Replacing Chinese drone docks with American systems is a matter of basic sovereignty, security, and common sense. Our skies should serve us, not the Chinese Communist Party.

A new bill that would protect Americans&#8217; ability to opt out of biometric security checks at the airport is being challenged by the airline industry, which claims that it would slow down travel and jeopardize security.
The <a href="https://www.congress.gov/bill/119th-congress/senate-bill/1691/text">bill</a>, the Traveler Privacy Protection Act of 2025, would limit the ability of the Transportation Security Administration (TSA) to store and use the biometric data of Americans going through the airport. Lawmakers say the bill is necessary to protect privacy and standardize how biometric data is used by the federal government.
The bipartisan proposal, first introduced by Democrat Senator Jeff Merkley (OR), is backed by Republican Senators Roger Marshall (KS), John Kennedy (LA), and Steve Daines (MT). The bill is set to be heard before the Senate Committee on Commerce, Science, and Transportation on Wednesday morning.
“Privacy is one of America’s most sacred liberties, and we must protect it,” Marshall said when the bill was introduced in May. “In no universe should the federal government collect biometric data from Americans without their full, informed consent. The Traveler Privacy Protection Act strengthens safeguards around this sensitive data and brings transparency for travelers.”
The legislation would require TSA to give travelers the option to have their identity verified without facial recognition technology, standardize practices toward those who opt out, and ensure that those who opt in do not have their data stored indefinitely.
On Monday, a coalition of groups including the U.S. Travel Association, Airlines for America, the American Association of Airport Executives, and the Airports Council International-North America, sent a <a href="https://dw-wp-production.imgix.net/2025/07/2025.07.28_S.1691-Letter-to-CST_FINAL.pdf">letter</a> to the Commerce Committee Chair Ted Cruz (R-TX) and ranking member Senator Maria Cantwell (D-WA) in opposition to the bill.
“Limiting the use of FRT thwarts ongoing efforts to modernize the travel experience as we prepare to welcome the world for the 2026 FIFA World Cup, America’s 250th birthday, and the 2028 Summer Olympics, and jeopardizes the Trump Administration’s recent success in modernizing airport screening with the implementation of One Stop Security, the enforcement of REAL ID, and the end of the ‘shoes off’ policy,” the groups wrote in a letter obtained by The Daily Wire.
The letter also argued that the legislation would bog down security processing and “weaken aviation security and immigration enforcement across the country.”
Over the last few weeks, the committee has been working to address concerns from both the TSA and the airline industry with the bill, and will introduce an Amendment in the Nature of a Substitute to deal with some of those concerns. The committee incorporated around 80% of the TSA’s technical assistance requests for the legislation, according to a source familiar with the matter.
That amendment bill has not yet been publicly released, though it was referenced in the airline industry&#8217;s letter leading to congressional concern that TSA is sharing drafts of legislation with the airline industry and using them to lobby against legislation.
“Now that senators are prepared to safeguard Americans’ privacy, TSA is getting their industry friends to carry water,” a senior GOP congressional aide told POLITICO.
The TSA did not respond to requests for comment from The Daily Wire.
While passengers are currently allowed to opt out of facial recognition, the <a href="https://www.congress.gov/bill/119th-congress/senate-bill/1691/text">draft</a> of the bill would guarantee that all passengers are given “the option to opt-in to the use of facial recognition or facial matching technology for identity verification at the screening location” and ensure that they will not be treated differently based on their choice.
The legislation would also ensure that data collected for testing purposes would be deleted within 90 days of collection.

Airline Industry Lobbies Against Bill That Would Restrict TSA Use Of Biometric Data

The pilots who flew the B-2 bombers that attacked multiple Iran nuclear sites last weekend are coming to the White House, according to President Donald Trump.
During an interview on &#8220;Sunday Morning Futures,&#8221; anchor Maria Bartiromo asked Trump if he was going to &#8220;do something&#8221; for the &#8220;courageous&#8221; pilots after noting the president wants to &#8220;honor&#8221; them.
&#8220;Yes, they&#8217;re going to come to the White House. But what you said is right. These people flew 36 hours in a small space, a big plane, but a small spaces mostly occupied by bombs, and they flew so brilliantly,&#8221; Trump said.
He added, &#8220;They hit a target the size of this circle &#8230; a little target, they say half the size of a refrigerator door from 50,000 feet up in the air. Going at a rapid speed, because they&#8217;re going very fast when they&#8217;re over a pretty rough territory. And they hit it every single time. And then they knocked out two other sites aside from that.&#8221;

For a mission dubbed Operation Midnight Hammer, the B-2 bombers launched from the United States and refueled multiple times while in flight during the trip to Iranian airspace, Joint Chiefs Chairman Dan Caine <a href="https://www.dailywire.com/news/b-2-bombers-arrive-back-in-missouri-after-hammering-iranian-nuclear-sites" target="_blank" rel="noopener">said</a> in a news conference. As <a href="https://www.dailywire.com/news/b-2-bombers-arrive-back-in-missouri-after-hammering-iranian-nuclear-sites" target="_blank" rel="noopener">reported</a> by The Daily Wire, they struck targets at Fordo and Natanz and Tomahawk missiles fired from a United States submarines hit Isfahan moments later. Following the attack, the B-2 bombers made a <a href="https://www.dailywire.com/news/b-2-bombers-arrive-back-in-missouri-after-hammering-iranian-nuclear-sites" target="_blank" rel="noopener">return trip</a> to Missouri.
Trump, who says the strikes were necessary to prevent Tehran from achieving a nuclear weapon, deemed the attack a success.
&#8220;Those pilots went in there with those beautiful planes and the most sophisticated bombs anywhere in the world. Think of it, they can go 30 stories deep into granite. Who would think that&#8217;s even possible? And they did obliterate it, it turned out,&#8221; Trump told Bartiromo.
Defense Secretary Pete Hegseth has also praised the pilots and others involved in the operation.
&#8220;I want to recognize pilots who flew those bombers; who flew those fighters; who flew those refuelers: Warriors. I want to recognize the sailors, on those destroyers, in those subs. on those carriers: Warriors. All of them. I want to recognize our soldiers doing air defense, base defense, QRF: Warriors. All of them,” Hegseth said in a statement. &#8220;Every American involved in this operation performed flawlessly.&#8221;

President Donald Trump accused Democrats on Thursday of disclosing intelligence about the U.S. strike over the weekend, claiming the bombings on Iranian nuclear facilities did not fully destroy the sites after he declared they were &#8220;obliterated.&#8221;
In a post on Truth Social, Trump went so far as to suggest the culprits should face prosecution, although he did not name anyone in particular.
&#8220;The Democrats are the ones who leaked the information on the PERFECT FLIGHT to the Nuclear Sites in Iran. They should be prosecuted!&#8221; Trump <a href="https://truthsocial.com/@realDonaldTrump/posts/114751173173020083" target="_blank" rel="noopener">said</a>.
A probe is already underway after CNN, as well as The New York Times, reported on early intelligence claiming the bombings did not completely destroy the sites and set back Tehran&#8217;s nuclear program only by a few months.
&#8220;We’re doing a leak investigation with the FBI right now, because this information is for internal purposes, battle-damage assessments,&#8221; Defense Secretary Pete Hegseth <a href="https://www.dailywire.com/news/rubio-hegseth-slam-media-over-iran-strike-leak-professional-stabbers-undermining-u-s-victory" target="_blank" rel="noopener">said</a> on Wednesday. &#8220;And CNN and others are trying to spin it to make the president look bad when this is an overwhelming success.&#8221;
The CIA and Director of National Intelligence Tulsi Gabbard contend that further analysis <a href="https://www.dailywire.com/news/cia-reveals-intelligence-showing-u-s-destroyed-key-iranian-nuclear-facilities" target="_blank" rel="noopener">indicates</a> the facilities were in fact destroyed by the strike, which the Trump administration says was necessary to keep Iran from achieving nuclear weapons.
Senate Minority Leader Chuck Schumer (D-NY) <a href="https://x.com/SenSchumer/status/1938360522614649104" target="_blank" rel="noopener">claimed</a> after a briefing on the Iran strike that it was clear the Trump administration lacked a &#8220;coherent strategy&#8221; and &#8220;no plan&#8221; for keeping Iran from getting a nuclear weapon. He also pushed for a war powers vote and more answers.
Earlier in the day, Trump <a href="https://www.dailywire.com/news/fire-everyone-involved-trump-unloads-on-media-after-hegseth-presser-on-iran-strikes" target="_blank" rel="noopener">assailed</a> the journalists from <a href="https://edition.cnn.com/2025/06/24/politics/intel-assessment-us-strikes-iran-nuclear-sites" target="_blank" rel="noopener">CNN</a> and The <a href="https://www.nytimes.com/2025/06/24/us/politics/iran-nuclear-sites.html" target="_blank" rel="noopener">New York Times</a> who reported on the early intelligence, relying on unnamed sources.
“FAKE NEWS REPORTERS FROM CNN &amp; THE NEW YORK TIMES SHOULD BE FIRED, IMMEDIATELY!!! BAD PEOPLE WITH EVIL INTENTIONS!!!” he <a href="https://truthsocial.com/@realDonaldTrump/posts/114750055630968441" target="_blank" rel="noopener">exclaimed</a> in all capital letters on Truth Social.
Trump also threatened a defamation lawsuit against the news outlets, demanding they retract the stories and offer apologies for them, but CNN and The New York Times are <a href="https://x.com/CNNPR/status/1937954110302519517" target="_blank" rel="noopener">defending</a> their reporting.
&#8220;No retraction is needed. No apology will be forthcoming. We told the truth to the best of our ability. We will continue to do so,&#8221; <a href="https://x.com/maxwelltani/status/1938352292807221619" target="_blank" rel="noopener">said</a> New York Times lead newsroom attorney David McCraw.
White House Press Secretary Karoline Leavitt <a href="https://www.dailywire.com/news/leavitt-debunks-completely-false-report-that-top-dems-not-given-advanced-notice-of-iran-strikes" target="_blank" rel="noopener">shot down</a> another CNN report over the weekend that claimed the Trump administration did not provide advanced notice of the strike to Democrat leaders in Congress, which led to a correction.
