Federal, state, and local emergency management whistleblowers slammed the Federal Emergency Management Administration (FEMA) on Friday in the wake of Hurricane Helene&#8217;s disastrous effects on the Southeast.
In a letter to Homeland Security Secretary Alejandro Mayorkas, Rep. Matt Gaetz (R-FL) wrote that whistleblowers have come forward accusing FEMA, which falls under the Department of Homeland Security, of misappropriating taxpayer dollars and leaving first responders on the ground with no orders while Americans struggle to get help in North Carolina, South Carolina, Georgia, Florida, and Tennessee. The whistleblower allegations come after Mayorkas <a href="https://www.nytimes.com/2024/10/02/us/politics/fema-funding-shortfall-hurricane-season.html" target="_blank" rel="noopener">warned</a> that FEMA was running short on funding for emergency response following Hurricane Helene.
Gaetz also blasted Mayorkas over reports of FEMA prioritizing funding for illegal immigrants over the past two years. Since the fall of 2022, FEMA-administered programs have spent $1.4 billion to address the illegal immigration crisis that has ballooned under the Biden-Harris administration, The New York Post <a href="https://nypost.com/2024/10/03/us-news/feds-say-theres-no-money-left-to-respond-to-hurricanes-after-fema-used-640-9m-this-year-on-migrants/" target="_blank" rel="noopener">reported</a>.
&#8220;My office has been in contact with whistleblowers in numerous emergency-management functions at the federal, state, and local levels, and they all point to the same critical management issue. FEMA has wasted taxpayer funds, misappropriated funds, and left other federal, state, and local responders without deployment orders on the ground,&#8221; Gaetz writes. &#8220;As reported and further confirmed by my office, hundreds, if not thousands of service members were deployed by the Department of Defense to North Carolina and have sat idle, waiting for FEMA.&#8221;

The White House shot back at Republicans&#8217; criticism of FEMA funds, accusing GOP politicians of “peddling bald faced lies,” according to <a href="https://thehill.com/homenews/administration/4916014-federal-response-criticized/" target="_blank" rel="noopener">The Hill</a>.
“But some Republican leaders – and their partners in rightwing media – are using Hurricane Helene to lie and divide us,” White House Senior Deputy Press Secretary Bates said. “Their latest missive: baselessly claiming that FEMA is out of money to respond to Hurricane Helene – because of an existing program that supports cities and towns that are sheltering migrants.”
The Biden-Harris administration says that the funding it has used for illegal immigrants comes from a different pile than the funding used for hurricane response.
“No disaster relief funding at all was used to support migrants housing and services. None. At. All,” Bates added.

A new bill in the <a href="https://www.dailywire.com/topic/u-s-house-of-representatives" target="_blank" rel="noopener">House</a> seeks to block entities such as non-governmental organizations from receiving federal aid if they assist illegal immigrants in violation of immigration laws.
Rep. <a href="https://www.dailywire.com/topic/matt-gaetz" target="_blank" rel="noopener">Matt Gaetz</a> (R-FL) introduced <a href="https://gaetz.house.gov/sites/evo-subsites/gaetz.house.gov/files/evo-media-document/The%20_BARRIER_%20Act%20of%202024.pdf" target="_blank" rel="noopener">legislation</a>, called the &#8220;Blocking Assistance and Resources to Restrict Illegal Entry and Residency (BARRIER) Act,&#8221; this week along with several GOP colleagues.
The bill would &#8220;limit the availability of Federal financial assistance for entities that aid or facilitate illegal immigration, and for other purposes,&#8221; according to the text of the legislation.
An entity such as a non-governmental organization or a corporation would be ineligible to receive &#8220;any&#8221; federal money if it violates immigration laws starting in the first fiscal year after enactment, the bill states.
Federal aid here is defined by a <a href="https://www.law.cornell.edu/definitions/uscode.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=31-USC-1993869070-1126820379&amp;term_occur=999&amp;term_src=" target="_blank" rel="noopener">part of U.S. Code</a> that covers grants, loans, and more — but not reimbursements for services in accordance with guidance issued by the OMB director.
Any group that &#8220;aids or facilitates&#8221; the entry of migrants into the Unites States in defiance of section 101 of the Immigration and Nationality Act could be impacted by this bill.
Violations include &#8220;providing, promoting, or advertising, transportation, shelter, financial support, or legal assistance&#8221; to migrants trying to enter the U.S. illegally or who are present without lawful status.

Charles Marino, a former DHS adviser under former President Barack Obama, told the news outlet the &#8220;problem here is that the NGOs have taken over as the official travel agency&#8221; of the DHS.
Gaetz <a href="https://gaetz.house.gov/media/press-releases/congressman-gaetz-leads-coalition-introducing-legislation-end-taxpayer-funding" target="_blank" rel="noopener">unveiled</a> his bill with Reps. Lauren Boebert (R-CO), Mary Miller (R-IL), Eric Burlison (R-MO), Randy Weber (R-TX), Troy Nehls (R-TX), Andy Ogles (R-TN), and Andy Biggs (R-AZ) as co-sponsors.
&#8220;NGOs and non-profits serve as the foot soldiers for the Biden-Harris administration’s mass-migration policies by helping illegal aliens cross the border and stay here for years after illegally,&#8221; Gaetz said.
He added that the bill &#8220;will strip these organizations of their federal funding, which can be used to assist those who break federal law. The federal government should not be financing the destruction of its own country.&#8221;

The request comes after the White House <a href="https://www.whitehouse.gov/briefing-room/press-briefings/2024/07/25/press-briefing-by-press-secretary-karine-jean-pierre-and-national-security-communications-advisor-john-kirby-7/" target="_blank" rel="noopener">denied</a> Harris was ever given such a title, although President Joe Biden <a href="https://www.whitehouse.gov/wp-content/uploads/2021/07/Root-Causes-Strategy.pdf" target="_blank" rel="noopener">tasked</a> her in 2021 with stemming the &#8220;root causes&#8221; of migration to the southern border and she had often received the label by the press and others.
Gaetz sent a <a href="https://gaetz.house.gov/sites/evo-subsites/gaetz.house.gov/files/evo-media-document/Rep.%20Gaetz%20Letter%20to%20DHS%20on%20Border%20Czar_0.pdf" target="_blank" rel="noopener">letter</a> to DHS Secretary Alejandro Mayorkas that seeks communications from March 24, 2021, and March 24, 2022, that use terms such as “czar,” “border,” or “migration,” from DHS and its correspondence with the Office of the Vice President.
The congressman also wants any internal DHS directive or guidance from 2021 to the present &#8220;referring to the Vice President or the Office of the Vice President as having any formal or informal clearance, approval, or stakeholder input on Departmental decisions.&#8221;
Gaetz asked that any responsive documents be provided by August 30.

<a href="https://gaetz.house.gov/sites/evo-subsites/gaetz.house.gov/files/evo-media-document/GAETZ_243.pdf" target="_blank" rel="noopener">The bill</a>, called the &#8220;Prevention of Election Interference Act of 2024,&#8221; seeks to prevent &#8220;major party&#8221; presidential candidates from being sentenced in court for a state criminal offense 120 days prior to a general presidential election — a deadline that has already passed for this year — and 60 days after the contest.
&#8220;During the covered time period, a major party candidate may submit an application to a State or Federal court of jurisdiction demonstrating that&#8221; such a sentence &#8220;may interfere with the campaign activities of the major party candidate,&#8221; the legislation says.
For a &#8220;remedy,&#8221; the bill states, &#8220;Upon receipt of an application &#8230; the State or Federal court of jurisdiction shall amend a sentence relating to the major party candidate, including by staying the sentence for the duration of the covered period or vacating such sentence.&#8221;
Republicans control the House, but Democrats lead the Senate. And with President Joe Biden — who is now backing Vice President Kamala Harris to be his successor — in the White House, Gaetz&#8217;s bill faces long odds of being enacted.
In May, a jury <a href="https://www.dailywire.com/news/verdict-trump-found-guilty-on-all-charges-in-hush-money-case" target="_blank" rel="noopener">convicted</a> Trump on dozens of felony counts in a New York hush-money case. Sentencing has been <a href="https://www.dailywire.com/news/judge-approves-delay-for-trump-sentencing-after-supreme-court-immunity-ruling" target="_blank" rel="noopener">postponed</a> until at least September as Trump seeks to get the <a href="https://abcnews.go.com/US/trump-asks-judge-toss-hush-money-conviction-dismiss/story?id=111807026" target="_blank" rel="noopener">conviction thrown out</a>. Trump is also facing a Georgia 2020 election case, which <a href="https://www.dailywire.com/news/court-pauses-georgia-election-case-against-trump-likely-until-after-the-2024-election" target="_blank" rel="noopener">likely will not reach the trial phase</a> before the November election.
Breitbart News, which first reported on Gaetz&#8217;s bill on Thursday, <a href="https://www.breitbart.com/politics/2024/07/25/exclusive-rep-matt-gaetz-proposes-to-block-lawfare-interference-in-presidential-elections/" target="_blank" rel="noopener">noted</a> that Trump has repeatedly declared &#8220;election interference&#8221; when discussing the New York case.
&#8220;President Trump deserves the ability to campaign without undue interference by federal or state officials!&#8221; Gaetz <a href="https://x.com/RepMattGaetz/status/1816490549764882941" target="_blank" rel="noopener">said</a> in a post to X. &#8220;Over the past two years, state officials and unelected bureaucrats have been keeping President Trump tied up in court with dubious charges, hindering his ability to campaign nationwide.&#8221;
Trump has broadly denied any wrongdoing and has argued that politically motivated prosecutors are conducting a &#8220;witch hunt&#8221; against him.
During a news conference after the verdict in the hush-money case, Manhattan District Attorney Alvin Bragg <a href="https://www.dailywire.com/news/verdict-trump-found-guilty-on-all-charges-in-hush-money-case" target="_blank" rel="noopener">said</a> that his team followed &#8220;the facts and the law without fear or favor,&#8221; and he thanked the jurors for performing a service that he described as &#8220;literally the cornerstone of our judicial system.&#8221;
On the federal level, special counsel Jack Smith was tasked with taking over the investigations into Trump’s retention of classified documents after leaving office and a second related to the 2020 election. Both have led to charges against Trump, but a judge <a href="https://www.dailywire.com/news/judge-dismisses-trump-classified-documents-case" target="_blank" rel="noopener">tossed</a> the classified documents case in mid-July. Smith has <a href="https://www.dailywire.com/news/jack-smith-appeals-dismissal-of-trump-docs-case" target="_blank" rel="noopener">appealed</a> the dismissal.

The <a href="https://dw-wp-production.imgix.net/2024/06/GAETZ_244_xml.pdf" target="_blank" rel="noopener">legislation</a>, if enacted, would amend the Internal Revenue Code of 1986 with language ordering the Treasury secretary to develop a plan for accepting the popular decentralized digital currency.
&#8220;By enabling taxpayers to use Bitcoin for federal tax payments, we can promote innovation, increase efficiency, and offer more flexibility to American citizens,&#8221; Gaetz told The Daily Wire.
He continued, &#8220;This is a bold step toward a future where digital currencies play a vital role in our financial system, ensuring that the U.S. remains at the forefront of technological advancement.&#8221;
Gaetz recently traveled to El Salvador to attend the second inauguration of President Nayib Bukele. In 2021, Bukele led his country to become the first nation to adopt Bitcoin as legal tender.

Gaetz&#8217;s legislation would have the Treasury secretary &#8220;prescribe&#8221; regulations he or she deems necessary to receive payments on &#8220;certain&#8221; federal taxes with Bitcoin.
The congressman told The Daily Wire his proposal would &#8220;modernize our tax system by allowing federal income tax to be paid with Bitcoin.&#8221;
Provisions in the bill call for regulations that &#8220;specify when payment by such means will be considered received&#8221; and &#8220;require the immediate conversion of any bitcoin amount received to its dollar equivalent at the conclusion of any transaction.&#8221;

It demands rules to &#8220;identify types of nontax matters related to payment by such means that are to be resolved by persons ultimately liable for payment and financial intermediaries, without the involvement of the Secretary.&#8221;
The bill also seeks to &#8220;ensure that tax matters will be resolved by the Secretary, without the involvement of financial intermediaries.&#8221;
Other sections tackle contracts related to receiving payment by Bitcoin, fees, and liability. There is also a provision that says the revised language would apply to payments made one year after enactment.
The Internal Revenue Service (IRS) already <a href="https://www.irs.gov/newsroom/taxpayers-should-continue-to-report-all-cryptocurrency-digital-asset-income#:~:text=WASHINGTON%20%E2%80%94%20The%20Internal%20Revenue%20Service,their%202022%20federal%20tax%20returns." target="_blank" rel="noopener">requires</a> people to report transactions related to digital assets and <a href="https://www.cnn.com/2024/04/08/success/taxes-crypto-digital-assets-bitcoin/index.html" target="_blank" rel="noopener">pay taxes</a> on income or gains from crypto.
A <a href="https://pro.bloombergtax.com/brief/cryptocurrency-tax-laws-by-state/" target="_blank" rel="noopener">handful</a> of states, including New Jersey and Kentucky, have begun to implement their own crypto tax regulations. Colorado has even <a href="https://www.denverpost.com/2022/09/21/colorado-accepts-cryptocurrency-taxes/" target="_blank" rel="noopener">approved</a> the use of cryptocurrency for tax payments.

&#8220;Ron Paul had it right and so does Donald Trump,&#8221; Massie said in a <a href="https://gaetz.house.gov/media/press-releases/congressmen-matt-gaetz-and-thomas-massie-co-lead-legislation-exempt-tips">statement</a>.
&#8220;Taxing tips is regressive and goes against American tradition,&#8221; Massie added. &#8220;But now digital payments allow the government to tax every transaction, even those that historically have not been taxed. With inflation raging, it only makes sense to eliminate the tax on tips and provide relief to working folks.&#8221;
Gaetz said he was &#8220;proud&#8221; to join Massie in co-sponsoring the tax-relief legislation.
“As the cost of living continues to rise, the hardworking men and women in the service industry, many of whom may be working a second job to make ends meet, must be allowed to keep every dollar of tip money they earn,&#8221; Gaetz said.

The forces in the U.S. impeding aid to Ukraine and how they do it.&#8221; It names 338 individuals and 76 organizations, including Daily Wire hosts Ben Shapiro, Jordan Peterson, Michael Knowles, Matt Walsh, and Brett Cooper.
Vance and Gaetz, who are also listed, said the study is &#8220;largely an excuse to smear a large group of Americans who have been skeptical of aid to Ukraine&#8221; and is &#8220;being broadcast as a part of a coordinated media strategy that has all the hallmarks of a U.S.-targeting influence operation.&#8221;
The lawmakers said they want to assess whether there is a violation of U.S. law, noting that &#8220;all Americans can agree that our tax dollars should not be supporting direct attacks on U.S. persons based upon reasonable political disagreement&#8221; and requested various documents by June 28.
Sought-after records include materials related to any grants awarded to Bondarenko or his group. Vance and Gaetz also asked whether the agency is investigating any relevant violations of policy.
A State Department spokesperson told The Daily Wire in an email on Wednesday that the agency &#8220;had no role or involvement in the referenced &#8216;Roller Coaster&#8217; project published by texty.org.au.&#8221;
Rep. Jim Banks (R-IN), who is running for a Senate seat, went viral last week with a <a href="https://x.com/Jim_Banks/status/1799503437551325594" target="_blank" rel="noopener">post to X</a> raising the alarm about what he called an &#8220;Enemies list&#8221; from TEXTY — a characterization <a href="https://texty.org.ua/projects/112617/roller-coaster/" target="_blank" rel="noopener">rejected by the group</a>. Merrick Garland, attorney general at the Department of Justice, would not commit to providing lawmakers with any and all communications between his department and prosecutors’ offices that have pursued cases against former president Donald Trump.
On Tuesday, Garland visited Capitol Hill to testify as part of an oversight hearing in front of the House Judiciary Committee. GOP Rep. Matt Gaetz of Florida grilled the attorney general on his department’s relationship with a variety of local prosecutors’ offices that have either sued or charged Trump in recent months.
One of those cases resulted in an unprecedented ruling last week. A New York City jury sided with Manhattan District Attorney Alvin Bragg, finding Trump guilty of 34 felony counts, the first time in American history a current or former U.S. president has been found guilty of a crime.
Naming Bragg’s office alongside that of Fulton County District Attorney Fani Willis and New York Attorney General Letitia James in New York, Gaetz asked Garland if he would commit to “provide to the committee all documents, all correspondence between the department and” the local and state prosecutors.
Pressed repeatedly, Garland responded that the DOJ does “not control those offices. They make their own decisions.” 
“If you make a request, we will refer it to our office of legislative affairs. They will respond appropriately,” Garland later offered.
Either agree to turn over any documents and communications between the DOJ and local prosecutors or stop alleging that the accusation of a targeted legal campaign against Trump is a conspiracy theory, Gaetz told Garland.
“If it’s a conspiracy theory that will be evident” with the documents, Gaetz said. “But when you say, ‘Well, we’ll take your request and then we’ll sort of work it through the DOJ’s accommodation process,’ then you’re actually advancing the very dangerous conspiracy theory that you’re concerned about.”

The Florida lawmaker also pressed Garland on Matthew Colangelo, who served as the third-ranking official in the Biden Justice Department before joining Bragg’s team of prosecutors in the case against Trump in Manhattan. Garland said he had no knowledge of why Colangelo joined Bragg’s team.
“I did not dispatch Mr. Colangelo anywhere,” Garland answered to accusations from Gaetz. “I assume he applied for a job there and got the job. I tell you I had nothing to do with it.”

Attorney General Merrick Garland denied involvement in one of his former top deputies taking a key role in prosecuting former president Donald Trump in his Manhattan hush-money trial.
Rep. Matt Gaetz (R-FL) questioned Garland on Tuesday during a hearing in the House Judiciary Committee on the trajectory of Matthew Colangelo’s career. Colangelo served as the third-highest-ranking official in the Department of Justice before he joined Manhattan District Attorney Alvin Bragg’s office to take a lead role in prosecuting Trump.
Gaetz accused Garland of “dispatching” Colangelo as part of a coordinated strategy to attack Trump, who is challenging President Joe Biden for the White House in 2024.
“That is false. I did not dispatch Matthew Colangelo,” Garland responded.
Gaetz pushed the attorney general on Colangelo’s career, expressing skepticism that Colangelo’s shift from senior official at the Department of Justice to Bragg’s team prosecuting Trump is coincidental.
“Matthew Colangelo became the assistant Attorney General at the very beginning of the Biden administration without having been Senate confirmed, goes and gets the senior role at the DOJ,” Gaetz responds. “Colangelo makes this remarkable downstream career journey from the U.S. Department of Justice in Washington, D.C., and then pops up in Alvin Bragg&#8217;s office to go get Trump – and you’re saying that’s just a career choice that was made that has nothing to do with the lawfare coordinated by the DOJ?”

Rep. <a href="https://www.dailywire.com/topic/matt-gaetz" target="_blank" rel="noopener">Matt Gaetz</a> (R-FL) is pushing for the House to get involved in a lawsuit filed by first son <a href="https://www.dailywire.com/topic/hunter-biden" target="_blank" rel="noopener">Hunter Biden</a>&#8216;s lawyers <a href="https://www.dailywire.com/news/hunter-biden-sues-irs-over-whistleblower-leaks" target="_blank" rel="noopener">against</a> the Internal Revenue Service (IRS) over <a href="https://www.dailywire.com/topic/whistleblower" target="_blank" rel="noopener">whistleblower</a> disclosures.
A <a href="https://gaetz.house.gov/sites/evo-subsites/gaetz.house.gov/files/evo-media-document/Johnson%20IRS%20letter%20FINAL.pdf" target="_blank" rel="noopener">letter</a> Gaetz sent on Wednesday urges Speaker <a href="https://www.dailywire.com/topic/mike-johnson" target="_blank" rel="noopener">Mike Johnson</a> (R-LA) to task the House Office of General Counsel to intervene in the case to defend the IRS agents who raised concerns about the federal inquiry into Biden.
&#8220;Due to federal law, this is the only available action of Hunter Biden and the Democrats to silence the I.R.S. whistleblowers who have so bravely come forward with details of Hunter Biden’s tax fraud,&#8221; Gaetz wrote.
&#8220;The interests of the House of Representatives and the legal rights of our whistleblowers are not being zealously defended by the United States Department of Justice (DOJ), who is defending the lawsuit on behalf of the I.R.S.,&#8221; he added.
Biden&#8217;s lawsuit, filed in September, accused IRS investigators <a href="https://www.dailywire.com/news/ex-fbi-agent-says-irs-whistleblower-was-right-bidens-were-tipped-off-during-investigation" target="_blank" rel="noopener">Gary Shapley and Joseph Ziegler</a> of working to <a href="https://www.nbcnews.com/politics/joe-biden/hunter-biden-files-lawsuit-irs-alleging-unlawful-release-tax-informati-rcna105557" target="_blank" rel="noopener">&#8220;embarrass and inflict harm&#8221;</a> on him with the disclosure of confidential taxpayer information and violating the law.
ABC News <a href="https://abcnews.go.com/US/doj-moves-dismiss-lawsuit-filed-hunter-biden-irs/story?id=106425515" target="_blank" rel="noopener">reported</a> in January the Justice Department moved to dismiss the case. Shapley&#8217;s legal team <a href="https://abcnews.go.com/US/hunter-biden-sues-irs-whistleblowers-criticized-doj-probe/story?id=102112021" target="_blank" rel="noopener">denied</a> improper disclosures beyond what is allowed in statutes governing whistleblowers.
&#8220;We should be doing everything we can to protect these brave whistleblowers,&#8221; Gaetz said in his letter to Johnson. He cited <a href="https://cha.house.gov/_cache/files/5/3/5361f9f8-24bc-4fbc-ac97-3d79fd689602/1F09ADA16E45C9E7B67F147DCF176D95.118-rules-01102023.pdf" target="_blank" rel="noopener">House rules</a> and <a href="https://www.law.cornell.edu/uscode/text/2/5571" target="_blank" rel="noopener">U.S. Code</a> concerning the House Office of General Counsel getting involved in litigation.

Gaetz requested the speaker &#8220;task the House Office of General Counsel with moving to intervene in Biden v. IRS to protect the prerogatives of the House of Representatives and to protect the rights of all Americans to make protected disclosures to Congress.&#8221;
Attached to his letter, Gaetz said, was the complaint filed by Biden, as well as the partial motion to dismiss of the DOJ.
&#8220;A cursory read of these materials should make clear to the House Office of General Counsel that the rights of the House are implicated in this case and not being adequately represented to the Court by the DOJ,&#8221; Gaetz said.
&#8220;To give but [one] example among many: the complaint takes an extremely narrow read of Internal Revenue Code § 6103’s whistleblower provisions, a read which DOJ does not contest,&#8221; he added.
&#8220;The House clearly has an interest in the broadest possible read of the subject matter that an individual may properly disclose to committees of Congress,&#8221; Gaetz concluded.
Biden is facing criminal indictments that branched out of the investigation led by special counsel David Weiss rocked by the whistleblower allegations last year. He has pleaded not guilty to federal gun and tax charges.
The first son also participated in a closed-door <a href="https://www.dailywire.com/news/comer-eyes-public-hearing-with-hunter-biden-to-address-discrepancies" target="_blank" rel="noopener">deposition</a> with House investigators last month as part of an impeachment inquiry into his father, President Joe Biden, but <a href="https://www.dailywire.com/news/impeachment-witness-tony-bobulinski-claims-hunter-and-james-biden-perjured-themselves" target="_blank" rel="noopener">declined to show up</a> for a public hearing last week.
