The sex scandal that erupted around former Rep. Matt Gaetz before his exit from Congress centered on a 17-year-old high schooler who was homeless and wanting cash to pay for braces, court records reveal.
The girl at the center of the scandal is now an adult, but back in 2017 when she met the then-congressman, she was a high school junior living in Florida and offering to have sex with men for money, according to court documents made public last month and first reported by <a href="https://www.nytimes.com/2025/11/13/us/politics/in-matt-gaetz-scandal-circumstances-left-girl-vulnerable-to-exploitation.html">The New York Times</a>.
The woman’s attorney, Laura Wolf, told the Times that she and her client want the public to know some of the background involved in the Gaetz scandal.
“The vulnerable circumstances most crime victims face are rarely known to the public,” Wolf told the Times. “Although my client’s circumstances were revealed outside of her control, I hope it helps for the public to see a fuller and more human picture of her than the press has reported on to date.”
Gaetz has denied a core detail surrounding the scandal, that he had sex with the then 17-year-old girl.
“I never had sex with this person,” the former congressman told the Times in a text message. “This person threatened me with a lawsuit if I didn’t pay her $2.3 million dollars. … She never sued me because her story is fiction.”
Before she met Gaetz, the girl and her siblings split time living with each of her divorced parents. One of her parents was homeless and stayed in a shelter off and on. When the girl and her siblings stayed with that parent, they all stayed together at the shelter, according to Wolf.
The girl worked at McDonald’s to make money, according to a <a href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf">report</a> by the House Ethics Committee on Gaetz. In an effort to make extra cash, the girl signed up on a website that offered to set up older men with younger women ages 18 and above for a “sugar dating” relationship.
Through the website, the girl first met Joel Greenberg, a Florida tax collector and friend of Gaetz. Greenberg paid the girl for sex multiple times before taking her to a July 15, 2017, party at the home of Chris Dorworth, then a lobbyist for Ballard Partners. Gaetz also attended the party and, according to the girl’s testimony to the Ethics Committee, had sex with the girl twice. One of those times allegedly took place on a “pool table or … air hockey table.”
In 2022, Greenberg was <a href="https://www.cnn.com/2022/12/01/politics/joel-greenberg-sentencing">sentenced</a> to over a decade in prison after pleading guilty to underage sex trafficking, wire fraud, stalking, and a host of other crimes. The Justice Department declined to prosecute Gaetz.

Gail Slater, President Donald Trump’s nominee to lead the Justice Department’s Antitrust Division, is finally expected to be confirmed by the United States Senate in the coming days. From her work on the Senate staff of Vice President JD Vance to her pro-consumer bent, she’s proven she’ll be prudent and effective.
In her recent confirmation hearing, Slater made it clear that she will bring the DOJ back to its evidence-based approach of targeting companies that have truly harmed competition rather than those who are merely scapegoated for macroeconomic conditions. Adherence to the facts and the law will improve antitrust enforcement, allowing the department’s staff to focus their talents where they belong — on cheaters.
I believe in strong antitrust enforcement. As a lawmaker, I often joined bipartisan coalitions to encourage it when warranted. That legitimate enforcement of antitrust laws is impaired when overreach becomes the rage. Unfortunately, that&#8217;s exactly what happened under the Biden-Harris administration.
For example, as Fox News recently highlighted, the Biden DOJ recently went after Visa’s debit card network. Are we really supposed to believe that not enough companies are competing in the debit card space? With tokenization and decentralized finance tools spreading like Georgia Kudzu, actions like this strain credibility. More likely, the Biden-Harris administration needed to deflect blame for inflation, so Visa became a political “whipping boy.”
The Biden DOJ also sued property management software, blaming them for higher housing costs. Why blame supply chain issues, restrictive zoning laws, and high regulatory costs when you can just blame the software that told the American people about the rising costs of Biden’s economy, I guess?
Gail Slater can fix it. In her confirmation hearing, she said she will prioritize “surgical enforcement” over reckless attacks on innovative businesses. Instead of wielding antitrust law as a blunt instrument to reshape entire industries like the Biden Antitrust Division did, she will deploy it only as a “precision tool”—intervening only where there is clear, demonstrable evidence of consumer harm. And in those cases, Gail Slater will be a warrior for consumers. By removing so many false positive cases off the Antitrust Division docket, Slater will have significantly more time to devote to the most pressing threats to free speech and collusive corporate behavior, of which there remain plenty.
For example, Slater stated in her confirmation hearing that she will pay significant attention to Google. This is great news for the conservatives who have long argued that the company, as the dominant force in online search and digital advertising, has used its power to marginalize conservative perspectives, including by manipulating search algorithms, demonetizing conservative content on YouTube, and restricting access to conservative news outlets. Google could likely resolve many of these concerns by remediating the censorship it has allowed. Of course, putting the One America News Network on YouTubeTV would be a great start!
Another area of enforcement that Slater highlighted as a prime example of antitrust violations deserving DOJ scrutiny is the issue of group boycotts against conservative businesses. We’ve seen the coordinated exclusion of conservative media outlets from advertising platforms through entities like the Global Alliance for Responsible Media (GARM) and NewsGuard. We&#8217;ve also seen financial institutions denying services to firearm manufacturers and faith-based organization.
It is clear that when dominant players in an industry collude to exclude or financially strangle disfavored businesses, competition is not just distorted — it is intentionally sabotaged. This represents precisely the kind of collusive conduct that antitrust law was designed to address — and Slater’s DOJ will make sure these cases are treated with the seriousness they deserve.
As you can see, Slater’s strategy is not to avoid enforcement — it’s to make enforcement more effective. By concentrating on cases of monopolization and exclusionary practices, the DOJ can achieve more successes and stronger legal outcomes.
This kind of focused enforcement incentivizes better behavior and compliance from industry, too. When businesses know that the DOJ will act decisively where real harm exists, they are more likely to be better corporate citizens with consumer protection top of mind.
This is the antitrust policy America needs — one that fosters innovation, consumer choice, and economic growth while holding genuinely bad actors accountable. The Senate should confirm her immediately.

The news came as a surprise as the panel was previously said to have <a href="https://www.nbcnews.com/politics/congress/house-expected-vote-whether-release-matt-gaetz-ethics-report-rcna182952" target="_blank" rel="noopener">voted against</a> disclosing the report after Gaetz <a href="https://www.dailywire.com/news/breaking-matt-gaetz-withdraws-name-from-ag-consideration" target="_blank" rel="noopener">withdrew from consideration</a> to become attorney general last month, leading to former Florida Attorney General Pam Bondi getting the nomination. A release is expected to happen after the final votes of the year, <a href="https://www.nbcnews.com/politics/politics-news/house-ethics-committee-release-report-matt-gaetz-investigation-rcna184675" target="_blank" rel="noopener">possibly later this week</a>.
&#8220;The Biden/Garland DOJ spent years reviewing allegations that I committed various crimes,&#8221; Gaetz said in a <a href="https://x.com/mattgaetz/status/1869406920768917618" target="_blank" rel="noopener">post</a> to X, adding, &#8220;I was <a href="https://www.dailywire.com/news/doj-chooses-not-to-charge-matt-gaetz-in-sex-trafficking-investigation" target="_blank" rel="noopener">charged with nothing</a>: FULLY EXONERATED. Not even a campaign finance violation. And the people investigating me hated me.&#8221;
He continued: &#8220;Then, the very &#8216;witnesses&#8217; DOJ deemed not-credible were assembled by House Ethics to repeat their claims absent any cross-examination or challenge from me or my attorneys. I’ve had no chance to ever confront any accusers. I’ve never been charged. I’ve never been sued.&#8221;

The House Ethics Committee &#8220;will reportedly post a report online that I have no opportunity to debate or rebut as a former member of the body,&#8221; Gaetz said before discussing the period during which the alleged misconduct took place.
&#8220;In my single days, I often sent funds to women I dated &#8211; even some I never dated but who asked,&#8221; he said. &#8220;I dated several of these women for years. I NEVER had sexual contact with someone under 18. Any claim that I have would be destroyed in court &#8211; which is why no such claim was ever made in court.&#8221;
Gaetz said his 30s &#8220;were an era of working very hard &#8211; and playing hard too.&#8221; He added, &#8220;It’s embarrassing, though not criminal, that I probably partied, womanized, drank and smoked more than I should have earlier in life. I live a different life now.&#8221;
Then, the former congressman ended his post with a swipe at Congress, alluding to the 1,547-page <a href="https://www.dailywire.com/news/congress-reveals-another-stopgap-bill-to-avert-government-shutdown" target="_blank" rel="noopener">continuing resolution</a> (CR) that seeks to provide funds to various departments through March 14, 2025, allocate more than $100 billion in disaster aid, and more.
&#8220;But at least I didn’t vote for CR’s that f*** over the country!&#8221; Gaetz said.
With a follow-up post to X, Gaetz prompted speculation about whether he might try to make a brief comeback to the House.

Gaetz told conservative commentator Charlie Kirk during an interview, “I’m still going to be in the fight, but it’s going to be from a new perch. I do not intend to join the 119th Congress,” CNN <a href="https://www.cnn.com/2024/11/22/politics/gaetz-not-rejoining-congress/index.html" target="_blank" rel="noopener">reported</a>.
The former Florida congressman resigned from the 118th Congress earlier this month after President-elect Donald Trump nominated him for attorney general. His withdrawal from AG consideration on Thursday <a href="https://www.dailywire.com/news/can-matt-gaetz-make-a-house-comeback-next-year" target="_blank" rel="noopener">prompted</a> journalists to immediately begin exploring whether Gaetz could return to the House next year to serve since he won his November election.

The nomination of Gaetz, a staunch Trump loyalist, was immediately criticized by Democrats and some Republicans, who expressed concern over the investigations into Gaetz over alleged sexual misconduct. Gaetz announced his decision to drop out of attorney general consideration on Thursday after meeting with senators on Capitol Hill on Wednesday. He said it was “clear that my confirmation was unfairly becoming a distraction to the critical work of the Trump/Vance Transition.”
The House Ethics Committee has weighed releasing a report on Gaetz after looking into the sexual misconduct allegations against him. CNN <a href="https://www.cnn.com/2024/11/21/politics/matt-gaetz-second-sexual-encounter-minor/index.html" target="_blank" rel="noopener">reported</a> on Thursday that the Ethics Committee was told of a second alleged sexual encounter between Gaetz and a 17-year-old girl in 2017. According to CNN, Gaetz announced that he was withdrawing his name 45 minutes after reporters had asked for comment from him on the second allegation.

To fill Gaetz&#8217;s seat, Florida Republican Gov. Ron DeSantis called for a special election, and Florida Secretary of State Cord Byrd <a href="https://www.pnj.com/story/news/politics/elections/2024/11/21/matt-gaetz-special-election-salzman-rudman-running-to-fill-seat/76450951007/" target="_blank" rel="noopener">said</a> an election date would be announced as soon as possible. Republicans hold a slim majority in the House, but the party isn&#8217;t concerned about losing Gaetz&#8217;s seat as Florida&#8217;s 1st district is deep red.
Gaetz told Kirk on Friday, “There are a number of fantastic Floridians who’ve stepped up to run for my seat, people who have inspired with their heroism, with their public service. And I’m actually excited to see Northwest Florida go to new heights and have great representation.&#8221;
“I’m going to be fighting for President Trump,&#8221; he added. &#8220;I’m going to be doing whatever he asks of me, as I always have. But I think that eight years is probably enough time in the United States Congress.”

Gaetz said that his decision to withdraw from the race came after meeting with senators on Capitol Hill on Wednesday. He said that it was “clear that my confirmation was unfairly becoming a distraction to the critical work of the Trump/Vance Transition.” Gaetz’s withdrawal comes as multiple senators expressed concern over his confirmation and the House Ethics Committee weighed releasing a report on alleged sexual misconduct.
“I had excellent meetings with Senators yesterday. I appreciate their thoughtful feedback – and the incredible support of so many. While the momentum was strong, it is clear that my confirmation was unfairly becoming a distraction to the critical work of the Trump/Vance Transition. There is no time to waste on a needlessly protracted Washington scuffle, thus I’ll be withdrawing my name from consideration to serve as Attorney General. Trump’s DOJ must be in place and ready on Day 1,” Gaetz wrote.
“I remain fully committed to see that Donald J. Trump is the most successful President in history. I will forever be honored that President Trump nominated me to lead the Department of Justice and I’m certain he will Save America.”
Trump released a statement on Gaetz’s decision, writing, “I greatly appreciate the recent efforts of Matt Gaetz in seeking approval to be Attorney General. He was doing very well but, at the same time, did not want to be a distraction for the Administration, for which he has much respect. Matt has a wonderful future, and I look forward to watching all of the great things he will do!”
Gaetz’s withdrawal from the AG position comes after he resigned from Congress when Trump nominated him to serve in the administration. Gaetz, a congressman since 2017, wrote in his resignation letter on November 14, “I do not intend to take the oath of office for the same office in the 119th Congress.”
The Florida congressman is the subject of an Ethics Committee investigation into alleged sexual misconduct. The committee met behind closed doors on Wednesday to discuss the report, but did not come to an agreement on releasing what it had found on Gaetz.
CNN reported on Thursday that the Ethics Committee was told of a second alleged sexual encounter between Gaetz and a 17-year-old in 2017. According to CNN, Gaetz announced that he was withdrawing his name 45 minutes after reporters had asked for comment from him on the second allegation.
Vice President-elect JD Vance took Gaetz around Capitol Hill to meet with key senators, and multiple Republicans urged their colleagues to wait for the confirmation hearing before rushing to judgment on any of the allegations against Gaetz. The Department of Justice also investigated Gaetz over alleged sex trafficking, but did not bring any charges against him.

It appears a key element is Florida Governor Ron Desantis&#8217; administration not setting up a special election to determine a successor to Gaetz. DeSantis <a href="https://x.com/GovRonDeSantis/status/1856993208900739437" target="_blank" rel="noopener">said</a> last week he instructed Secretary of State Cord Byrd to announce a schedule for special elections for seats held by Gaetz and other Trump picks, but Byrd has <a href="https://dos.fl.gov/elections/for-voters/special-elections/" target="_blank" rel="noopener">yet to do so</a>.
Further strengthening the case for a comeback, CBS correspondent Scott MacFarlane <a href="https://x.com/MacFarlaneNews/status/1859685899396604295" target="_blank" rel="noopener">reported</a> on X that a House aide said: &#8220;Florida officials sent federally-required election certifications to the Clerk of the House confirming who was elected to serve during the 119th Congress. It&#8217;s unclear whether Gaetz will try to retake his seat. Matt Gaetz Withdraws Name From AG Consideration

After meeting behind closed doors on Wednesday, the House Ethics Committee did not agree to release a report on former Rep. Matt Gaetz (R-FL), who was nominated by President-elect Donald Trump for attorney general.
Ethics Committee Chair Michael Guest (R-MS) told reporters following the meeting, &#8220;There was not an agreement by the committee to release the report,&#8221; POLITICO <a href="https://www.politico.com/live-updates/2024/11/20/congress/ethics-panel-does-not-agree-to-release-gaetz-report-00190655" target="_blank" rel="noopener">reported</a>. Guest added that the committee agreed to &#8220;reconvene as a committee on Dec. 5 to further consider this matter.&#8221;
The committee&#8217;s investigation into Gaetz is over alleged sexual misconduct, but Guest has said that the report has not yet been finalized. While most of the committee members did not reveal any details about the meeting, the top Democrat on the Ethics Committee, Rep. Susan Wild of Pennsylvania, said that her party did not agree with the decision to withhold the report from the public.
&#8220;I do not want the American public or anyone else to think Mr. Guests’ characterization of what transpired today would be some sort of indication that the committee had unanimity or consensus on this issue not to release the report,&#8221; she said.
Gaetz resigned from Congress shortly after being tapped by Trump for attorney general. Typically, the Ethics Committee drops investigations into members once they are no longer in Congress, but reports have been released on former members at least twice in the past, according to POLITICO.
The former Florida congressman was also the subject of a DOJ sex trafficking investigation, but no charges were brought against him. Some Republican senators — such as Maine&#8217;s Susan Collins, Lisa Murkowski of Alaska, and Kevin Cramer of North Dakota — have <a href="https://www.newsweek.com/matt-gaetz-senate-republicans-attorney-general-donald-trump-1988093" target="_blank" rel="noopener">expressed concerns</a> over Gaetz&#8217;s nomination for attorney general. Gaetz needs a simple Senate majority to be confirmed, and beginning in January, Republicans will hold 53 seats.

Republican senators <a href="https://www.washingtontimes.com/news/2024/nov/20/lindsey-graham-josh-hawley-say-meeting-matt-gaetz-/" target="_blank" rel="noopener">met</a> with their colleague, Vice President-elect J.D. Vance (R-OH), and Gaetz earlier in the day as part of the Trump transition team&#8217;s effort to win over their support.
Hawley said he thought the meeting &#8220;went great and it&#8217;s full steam ahead.&#8221; He also dismissed the notion that some Republicans decided to vote against Gaetz even before talking with him.
&#8220;I&#8217;ve read about my colleagues, some of them here in the Senate who say, &#8216;We&#8217;ve got deep concerns.&#8217; Of course I&#8217;m reading all of the slander and garbage in the press,&#8221; Hawley explained.
Hawley said the ruckus over Gaetz, which includes coverage of <a href="https://www.dailywire.com/news/matt-gaetz-resigns-from-congress-following-attorney-general-nomination" target="_blank" rel="noopener">a House ethics investigation</a> into him, and others is nearly what Supreme Court Justice Brett Kavanaugh dealt with as a nominee.
&#8220;The answer to that is let the guy speak,&#8221; Hawley said, adding Gaetz &#8220;deserves to be able to address this himself. He deserves to be able to lay out his vision and the president&#8217;s vision for the DOJ.&#8221;
Hawley argued Trump should be allowed to have a Cabinet that &#8220;reflects his agenda&#8221; and noted that he believes the press and &#8220;the establishment&#8221; despise the breadth of the president-elect&#8217;s coalition.
