Google told House Republicans that various bugs prevented information about Donald Trump from auto-completing when users tried to search for information about the former president or the assassination attempt against him. The search engine also claimed those bugs caused searches for Trump to generate articles about Vice President Kamala Harris.
Rep. Jim Jordan (R-OH), chairman of the House Judiciary Committee, wrote Monday that the committee would meet with Google staff this week over concerns that “Google may now be interfering in the 2024 presidential election by censoring information about former President Donald Trump.”
“Alphabet also admitted to the Committee and Select Subcommittee that Autocomplete was not showing President Trump’s name in response to searches for ‘President Donald’ and similar terms. Alphabet claims ‘that this particular issue was caused by a bug’ and has been fixed by a recent update,” Jordan <a href="https://twitter.com/JudiciaryGOP/status/1820506144114188671">wrote</a>, in reference to Google&#8217;s parent company.
Jordan called it a “vague excuse” and told Google to prepared to answer more specific questions, including “How can the American people be confident that a similar issue, whether intentional or not, will not occur again?”

The commitee&#8217;s letter to Alphabet CEO Sundar Pichai said that Google had finally corrected the issue, where searching for information about attempted assassinations would return results about attempts on other presidents, but not Trump’s. 
The company faulted “built-in protections around political violence” that were “out of date.&#8221; Regardless of the cause, search results were impacted from the July 13th shooting through <a href="https://www.dailywire.com/news/google-struggles-to-explain-why-autocomplete-omits-trump-assassination-attempt" target="_blank" rel="noopener">at least July 29</a>. Google told The Daily Wire at the time that, while the bug suppressed auto-complete, users could still access information about the assassination attempt by searching manually.
But even manual searches for Trump frequently “returned news labels and stories about Vice President Harris,” Jordan wrote.
“Alphabet claimed that this error was the result of its algorithm that automatically generates and displays labels about news topics related to a Google Search inquiry,” Jordan wrote, noting that the company claimed search results “may be unexpected or imperfect, and bugs will occur.”
Jordan suggested that the errors tended to favor one political party, asking “Does the company seek to elevate liberal news outlets more prominently over conservative outlets in order to favor Democratic candidates? If not, what steps does the company take to audit how the algorithm is functioning?”
Jordan said Google has an ongoing obligation to produce to Congress documents pursuant to a February 2023 subpoena, even if the documents were created after the subpoena was received.
The Judiciary Committee has investigated political bias among big tech companies and digital advertisers, saying that an advertising association known as the Global Alliance for Responsible Media might have violated anti-trust laws by discouraging companies from advertising with conservative media sources and purporting to speak with one voice on behalf of advertisers in order to leverage changes in tech platforms that helped Democrats.

The House Judiciary Committee is ramping up its investigation into the Global Alliance for Responsible Media (GARM), which allegedly colluded with advertisers to keep business from conservative news outlets.
Committee Chair Jim Jordan (R-OH) on Thursday <a href="https://x.com/JudiciaryGOP/status/1819078756600099182">wrote</a> to more than 40 companies connected to GARM, instructing them to turn over relevant documents to the committee. Jordan also asked the companies—including behemoths like Pepsi, Adidas, and Shell—whether they agreed with GARM&#8217;s actions.
&#8220;The Committee has uncovered evidence of coordinated action by GARM and its member companies, including boycotts of disfavored social media platforms, podcasts, and news outlets,&#8221; Jordan writes.
Jordan&#8217;s letter is the latest step in the committee&#8217;s probe of GARM. Last month, Daily Wire co-founder Ben Shapiro <a href="https://www.dailywire.com/news/watch-here-ben-shapiro-testifies-to-congress-on-censorship-updated-live">testified</a> before the committee about GARM&#8217;s actions. Emails obtained by the committee <a href="https://www.dailywire.com/news/ad-firm-replaces-ceo-after-congressional-face-off-with-ben-shapiro-on-censorship">showed</a> GARM and ad-buying executives expressing contempt for conservatives, admitting that they used rules about &#8220;conspiracy theories&#8221; and &#8220;misinformation&#8221; as a pretext to withhold revenue from conservative news sites, including The Daily Wire.
The committee&#8217;s investigation could clarify whether GARM and ad firms were manipulating or misrepresenting their customers, or if those customers were active participants in denying ads to conservative websites. If those companies—many of whom are direct competitors—coordinated their activities, they could run afoul of antitrust laws, Jordan said.
According to the committee, GARM has &#8220;deviated far from its original intent&#8221; or creating a &#8220;&#8216;more sustainable and responsible digital environment,'&#8221; and instead &#8220;has collectively used its immense market power to demonetize voices and viewpoints the group disagrees with—even intervening in situations that do not have a so-called &#8216;brand safety&#8217; concern.&#8221;
Jordan asked each company whether it agreed with GARM executive Robert Rakowitz&#8217;s complaint that an “extreme global interpretation of the US Constitution” and “taking US norms and applying them globally” was a hindrance to advertisers.
The letters also ask whether the companies &#8220;participate in any collective boycotts with GARM or its members that it believes is exempt from antitrust law, and whether they supported or were &#8220;aware of the coordinated actions taken by GARM toward news outlets and podcasts such as The Joe Rogan Experience, The Daily Wire, Breitbart News, or Fox News, or other conservative media.&#8221;

Emails reveal that Joe Barone, GroupM’s Managing Partner Brand Safety Americas, admitted the group had “Daily Wire on our Global High Risk exclusion list, categorized as Conspiracy Theories.”
In an email to Rakowitz, GroupM Executive Vice President of Global Brand Safety John Montgomery admitted that the group did not find that The Daily Wire published misinformation.
GroupM CEO Christian Juhl struggled to explain the emails when he testified before the committee alongside Shapiro. He was <a href="https://www.dailywire.com/news/ad-firm-replaces-ceo-after-congressional-face-off-with-ben-shapiro-on-censorship">replaced</a> as CEO soon after.

FBI Director <a href="https://www.dailywire.com/topic/christopher-wray" target="_blank" rel="noopener">Christopher Wray</a> will face questioning from House lawmakers on Wednesday about the bureau’s investigation into the attempted assassination of former President <a href="https://www.dailywire.com/topic/donald-trump" target="_blank" rel="noopener">Donald Trump</a>.
The House Judiciary Committee led by Republican Rep. Jim Jordan (R-OH) will question Wray at 10:00 a.m. ET about the Trump assassination attempt and concerns about the politicization of the FBI. The hearing with Wray comes after lawmakers grilled Secret Service Director Kimberly Cheatle on Monday before she stepped down on Tuesday. 
According to the House Judiciary Committee, the <a href="https://judiciary.house.gov/committee-activity/hearings/oversight-federal-bureau-investigation-7" target="_blank" rel="noopener">hearing</a> “will examine the FBI’s investigation into the assassination attempt against President Trump and the ongoing politicization of the nation&#8217;s preeminent law enforcement agency under the direction of FBI Director Christopher Wray and Attorney General Merrick Garland.”
Jordan <a href="https://www.dailywire.com/news/whistleblowers-say-secret-service-knew-it-was-understaffed-in-days-leading-up-to-attempted-trump-assassination" target="_blank" rel="noopener">wrote a letter</a> to Wray last week asking him to provide the committee with documents about the FBI’s investigation into the attack on Trump and whether the campaign rally was left understaffed because of a NATO summit and a Jill Biden event.
“Information provided to this Committee raises serious questions about the thoroughness of the security planning by local, state, and federal law enforcement agencies in support of President Trump’s campaign rally,” Jordan wrote last week. 
“The Committee has several unanswered questions about the failures that led to the attempted assassination of a president—the first in over forty years—as well as the FBI’s ability to conduct a rapid, transparent, and thorough investigation in the wake of its recent scandals,” he added.

Wray will likely be asked about how many agents are working the Trump investigation, how many buildings were secured inside and outside the perimeter for Trump’s rally, the FBI’s evaluation of the shooter’s phone, and why the rooftop of the American Glass Research Building was left unsecured, allowing 20-year-old gunman Thomas Matthew Crooks to take several shots at Trump.
Several lawmakers have already expressed concerns about the FBI handling the inquiry into the assassination because of its handling of other high-profile investigations, like The Covenant School shooting. 
“My constituents are deeply concerned with the FBI conducting the sole investigation into the attempted assassination of President Trump,” Rep. Lance Gooden (R-TX) <a href="https://x.com/Lancegooden/status/1812865635283513610" target="_blank" rel="noopener">said</a> last week. “They don’t have faith in the current FBI leadership to get to the truth given how they have targeted President Trump with political witch hunt after witch hunt at the behest of Joe Biden.”

Representative <a href="https://www.dailywire.com/topic/jim-jordan" target="_blank" rel="noopener">Jim Jordan</a> (R-OH) grilled Secret Service Director Kimberly Cheatle on Monday about whether or not her agency turned down the Trump security team&#8217;s requests for more agents before a would-be assassin&#8217;s bullet struck former President Donald Trump.
Angry lawmakers from both sides of the aisle questioned Cheatle during Monday&#8217;s House Oversight Committee hearing, demanding answers on what went wrong that allowed a former president to narrowly escape a bullet to the head on live television.
Jordan noted that the day after Trump was shot, a Secret Service spokesperson said it was &#8220;absolutely false&#8221; they had denied Trump&#8217;s security team&#8217;s requests for more resources. However, several days later, The Washington Post reported that top Secret Service officials had indeed repeatedly turned down Trump&#8217;s security&#8217;s requests for more personnel, Jordan said.
&#8220;So which is it? Cause both statements can&#8217;t be true. Were you guessing or lying when you said you didn&#8217;t turn down requests from President Trump&#8217;s detail?&#8221; Jordan asked Cheatle.

&#8220;There are a number of ways threats and risks can be mitigated with a number of different assets whether that be through personnel, whether that be through technology, or other resources,&#8221; Cheatle said.
&#8220;Well, tell the committee which it was,&#8221; Jordan interrupted. &#8220;They asked for additional help in some form or another. You told them no. How many times did you tell them no, and what did you tell them no to?&#8221;
&#8220;Again, I cannot speak to specific incidents, but I can tell you in general terms, the Secret Service is judicious with their resources,&#8221; Cheatle responded.
&#8220;What did they ask for, and how many times did you turn them down? Pretty basic questions,&#8221; Jordan asked again.
&#8220;So again, without having all of the details in front of me, sir —&#8221; Cheatle began.
&#8220;You didn&#8217;t get briefed on that before you came to this hearing knowing you were going to get asked that question?&#8221; Jordan asked. &#8220;What a change from &#8216;absolutely false,&#8217; unequivocally false to, &#8216;oh, by the way, there were some times when we didn&#8217;t give them what they wanted.&#8217; That&#8217;s a huge change in five days, and the fact that you can&#8217;t answer how many times you did that, that&#8217;s pretty darn frustrating not just for me but for the country.&#8221;
&#8220;I hear your frustration,&#8221; Cheatle responded.
Jordan followed up again, asking if the Secret Service denied resources to Trump&#8217;s security team after they discovered an Iranian <a href="https://www.politico.com/news/2024/07/16/iran-plot-assassinate-trump-00168830" target="_blank" rel="noopener">plot</a> to kill the former president.
Cheatle did not answer the question directly.
&#8220;Director, it looks like you won&#8217;t answer some pretty basic questions. It looks like you got a 9% raise and you cut corners when it came to protecting one of the most important individuals, most well-known individuals on the planet, a former president, likely the guy who&#8217;s going to be the next president,&#8221; Jordan said.
Cheatle has defiantly resisted calls from both sides of the aisle for her to immediately resign in the wake of the attempted assassination on July 13.
A bullet grazed Trump&#8217;s right ear while he was speaking during his rally in Pennsylvania, and he ducked behind a podium before being whisked away by Secret Service agents. He raised his fist and shouted, “Fight!” as he exited the stage.
Law enforcement returned fire immediately, killing the shooter. One rally-goer was killed, and two others were injured.

Dear Colleague,
Earlier today the House Judiciary Committee released a <a href="https://judiciary.house.gov/media/in-the-news/house-judiciary-committee-report-exposes-shadowy-corporate-coordination-silence" target="_blank" rel="noopener">shocking report</a> detailing its findings after a months-long investigation into what it describes as “apparent collusion” between the Global Alliance for Responsible Media (“GARM”) and some of the world’s largest brands, advertising holding companies, and social media platforms to demonetize conservative media outlets.
The Committee’s report details the scandalous perspective of GARM leader and co-founder, Mr. Rob Rakowitz, in never-before-disclosed emails. Mr. Rakowitz articulates his frustration with “extreme global interpretations of the US Constitution”, including “people advocating for freedom of speech online” and “taking US norms and applying them globally,” while “using principles of governance and applying them as literal law from 230 years ago (made by white men exclusively).” Mr. Rakowitz acknowledges “the professional fallout would be horrendous” if his opinion on this matter were to be publicly disclosed.
The Committee found evidence of GARM leadership and GARM Steer Team members discussing how to target conservative media like The Daily Wire, Breitbart, and Fox News. When specifically discussing The Daily Wire, one GARM member – an executive at GroupM – communicated to Mr. Rakowitz that: “I don’t know Daily Wire that well, but I would imagine that most of our clients wouldn’t want to be on either side of politically divisive content, so they probably block them anyway – but we should watch them carefully to make sure they don’t stoop below the GARM floor. If we block DW – why wouldn’t we block Fox News?” Another GroupM executive confirmed, “Fyi we have Daily Wire on our Global High Risk exclusion list, categorized as Conspiracy Theories…”
According to the report, Mr. Rakowitz regularly directs GARM members to use exclusion and inclusion lists from “trusted partners” like NewsGuard and GDI in order to “continue to give a leg up to professional news outlets.” Mr. Rakowitz continued, “we’re eager to make sure that ad dollars and media platforms stay clear of bad actors.”
Mr. Rakowitz describes GARM as, “the first ever consortium that&#8217;s brought together multiple global advertisers […], all of the agency holding companies, and significant media platforms.” The goal of GARM, according to Mr. Rakowitz, “is to remove harmful content from advertiser-supported media on digital media platforms, and ensure that the industry works together to ensure that this is prioritized by executives and enabled by media experts and technicians.”
GARM’s Brand Safety Floor and Suitability Framework includes standards targeting objectively criminal, abusive, and dangerous content; however, GARM also includes subjective standards that, in practice, are used to target conservative media for merely discussing debated and sensitive topics in a manner that is disfavored by GARM and its leadership. The application of the subjective elements of GARM’s Brand Safety Floor also frequently lead to conservative media content being erroneously maligned as misinformation, harassment, or even hate speech.
Based on the Committee’s findings, it appears that GARM’s two primary objectives are: (1) the accumulation of power; and (2) to bankrupt media companies, content producers, and even social media platforms who do not fall into lock step with GARM. According to the report, “The threat Mr. Rakowitz can pose to an entire platform is enormous, evidenced by his taking credit for Twitter’s revenue decline.”
We at The Daily Wire do not oppose rating agencies providing tools and information to advertisers so that they can make informed, targeted advertising placement decisions, and we do not feel entitled to earn advertising spending from advertisers merely because of our position in the marketplace. We are, however, gravely concerned with how GARM and its leaders have privately wielded their considerable concentration of market power &#8211; 90% of all ad spend worth $1 trillion &#8211; to target and attempt to bankrupt conservative media like The Daily Wire, and we are now calling for further investigations by Congress to fully understand the depth and breadth of this apparent censorship cartel, as well as to immediately halt any government coordination with these sophisticated and coercive campaigns against free speech.
Indeed, we have recently <a href="https://www.dailywire.com/news/daily-wire-and-the-federalist-sue-biden-state-department-over-censorship-effort" target="_blank" rel="noopener">sued the U.S. State Department</a> over alleged coordination with GARM’s own “trusted partners” NewsGuard and GDI, among others, to target The Daily Wire and other conservative media.
Because today’s Congressional report has highlighted the intentions and apparently collusive behavior of GARM and its members, we are asking that you earnestly evaluate your commitment to principles of free speech and that you reject GARM, Mr. Rakowitz, and any similar actors’ efforts to subvert conservative media.
If it is true that an informed public is essential to a functioning representative democracy, then everyone should oppose efforts to suppress conservative media’s vital role &#8211; and Constitutional mandate &#8211; to help preserve a free and open society.
We ask that you take a stand on the side of freedom with The Daily Wire and other conservative media on this issue.

&#8220;Whistleblowers have disclosed to the Committee that the USSS led two briefings regarding the July 13 campaign rally on July 8, 2024, with the Western Pennsylvania Fusion Center (WPFC) and other stakeholders, to discuss the upcoming, unrelated visits by President Trump and First Lady Dr. Jill Biden,” Jordan wrote on Thursday.
“The USSS Special Agent in Charge Tim Burke reportedly told law enforcement partners that the USSS had limited resources that week because the agency was covering the North Atlantic Treaty Organization (NATO) summit in Washington, D.C. FBI personnel were present at those briefings,” he added.
The Secret Service has come under intense scrutiny after a 20-year-old man was able to fire off several shots at Trump on Saturday, injuring Trump and two other rally attendees, and killing 50-year-old Corey Comperatore.

Responding to the House GOP&#8217;s exposé of the apparent collusion between supposed guardians of free speech and advertisers, billionaire Elon Musk said on Thursday that his social media platform X would sue the perpetrators of the advertising boycott against conservative news organizations.
The House Judiciary Committee, led by Rep. Jim Jordan (R-OH), held a hearing on Wednesday. During the hearing, they interviewed four people regarding the issue: The Daily Wire co-founder Ben Shapiro; Herrish Patel, the president of Unilever; Christian Juhl, the Global Chief Executive Officer of GroupM; and Spencer Waller, a professor at Loyola University Chicago School of Law.
“Having seen the evidence unearthed today by Congress, X has no choice but to file suit against the perpetrators and collaborators in the advertising boycott racket. Hopefully, some states will consider criminal prosecution,” Musk tweeted.

“By basically demonetizing conservative platforms and websites, you make it that tough for those ideas to be heard,” Jordan <a href="https://www.newsmax.com/newsmax-tv/jim-jordan-garm-conservative-speech/2024/07/10/id/1172009/">told</a> Newsmax. “We asked the question for one of the companies who is on the board of this organization GARM, Global Alliance for Responsible Media — misnamed, should be named HARM — one of the companies that was there. I said, do you advertise on The Daily Wire? Do they advertise on Newsmax? Do they advertise on Breitbart?”
“And the answer to those questions was no. But they advertise on &#8216;The View.&#8217; They advertise in The Washington Post. So it&#8217;s totally biased. We all know that instinctively, but now we have documents that show it,” he added.
Jordan pointed out a reported attempt by GARM to boycott X after Musk bought it in October 2022.
“They use this term &#8216;uncommon collaboration,&#8217; which is a fancy way of saying it&#8217;s a cartel, and we&#8217;re going to set these standards,” Jordan said. “But the standards are such that they&#8217;re so subjective. They can sort of be gotten around any way you want. And then all they really do is advertise on left sides or where there are sites with no politics, and they never seem to put any advertising dollars or very little when it comes to conservative platforms and conservative websites.”

Chairman Jordan. Ranking Member Nadler. Members of the Committee. Good morning.
We are in the midst of a trust crisis in the world of media. That is because so many in the legacy media simply lie in order to preserve Left-leaning narratives. To take just the most recent example, we were told by the legacy media that Joe Biden was just fine. For years. Anyone who questioned his health and mental fitness was trafficking in “cheap fakes.”
Then Joe Biden went out and engaged in a full-scale mental collapse on stage in front of hundreds of millions of people.
So we can see why Americans – at least Americans who aren’t Democrats – don’t trust the media.
The question, then, isn’t why the legacy media have lost Americans’ trust – the answer to that is obvious: they don’t deserve our trust. The question is why, despite that loss of trust, the legacy media continue to gain share in the advertising market.
The answer is simple: there is, in fact, an informal pressure system created by Democratic legislators, this White House, legacy media, advertisers, and pseudo-objective “brand safety” organizations. That system guarantees that advertising dollars flow only to Left-wing media brands.
Let me explain how this works.
When a conservative competitor to the legacy media arises, members of the legacy media and their political allies rush to paint such competitors as dangerous. The commentator Kara Swisher of The New York Times, for example, told the head of YouTube that my videos on Daily Wire were a &#8220;gateway drug&#8221; that would lead children, including her teenage son, to watch neo-Nazi content (never mind the fact that I am an Orthodox Jew). 
Elected Democrats pick up that same messaging. In 2017, Senator Dianne Feinstein told lawyers at Facebook, Google, and Twitter, “You created these platforms…and now they’re being misused. And you have to be the ones to do something about it – or we will.”
Social media companies react to such threats. They have responded by adopting the standards of third-party Left-wing “informational safety” groups like the Global Alliance for Responsible Media, or GARM. GARM purportedly sets “brand safety” standards – objective standards by which advertisers and platforms can supposedly determine just what sort of content ought to be deemed “safe” for advertising. In reality, GARM acts as a cartel. Its members account for 90% of ad spending in the United States–almost $1 trillion. In other words, if you’re not getting ad dollars from GARM members, it’s nearly impossible to run an ad-based business. And if you’re not following their preferred political narratives – the ones Kara Swisher and Dianne Feinstein would follow – you will not be deemed “brand safe.” Your business will be throttled.
We at The Daily Wire have experienced this first-hand. In 2017 after Feinstein made her threats to bring the weight of government down on social media platforms, Daily Wire YouTube channels saw a one thousand percent increase in content enforcements over a two-year period. Since 2021, after Democrat officials further turned up the heat on social media companies, my Facebook page has seen an over eighty percent drop in impressions.
Or take Joe Rogan. When Rogan said that he had taken ivermectin after getting covid, White House press secretary Jen Psaki pressured Spotify to take action, stating, “we want every platform to be doing more to be calling out mis- and dis-information, while also uplifting accurate information.” Spotify complied. Spotify, of course, works with GARM.
So, what “brand safety” standards does GARM apply? The standards begin with the inarguable, like preventing the distribution of child sexual abuse material. But GARM doesn’t draw the line at what is criminal, abusive, or dangerous. Their standards include restrictions on:

<li>“Hate speech”</li>
<li>“Harassment”</li>
<li>“Misinformation” </li>
<li>Or, my favorite, “insensitive,” “irresponsible” and “harmful” treatment of “debated sensitive social issues.”</li>
</ul>
These criteria are highly subjective in theory. And they’re purely partisan in practice. For example, last year Daily Wire host Matt Walsh was fully demonetized on YouTube–a GARM member. Why? For “misgendering,” which to GARM, is to say that men are not women. Perfectly obvious facts now run afoul of GARM’s censorship standards.
Companies targeted by GARM like The Daily Wire, Breitbart, Fox News, and so many others reach hundreds of millions of people with opinions and beliefs long established as within the mainstream of American conservative thought. GARM and its members have no respect for the beliefs of those people. They want them marginalized and squashed.
It is time to stand up for the First Amendment in this Congress. 
Congress can do so in two ways. First, Congress must investigate the informal and perhaps formal arrangements between censorship cartels like GARM and executive branch agencies – the Daily Wire has already filed a federal lawsuit against the State Department for allegedly doing just this.
Second, Congress can itself stop engaging in violation of free speech principles.
Two weeks ago, writing in dissent in Murthy v. Missouri, Justice Alito condemned what he called “sophisticated” and “coercive” government campaigns against free speech.
Members of this committee have engaged in precisely such campaigns. When Congressman Schiff speaks about targeting social media companies that must be “pulled and dragged into this era of corporate responsibility” because they are too tolerant of “misinformation,” he knows what he is doing. He is participating in a sophisticated coercive campaign against free speech. When Congresswoman Jayapal blames social media for placing America at the “precipice of a democratic crisis,” and calls on them to target those they deem “hate groups,” she knows what she is doing. She is participating in a sophisticated coercive campaign against free speech. When Congressman Hank Johnson says “We need a constitutional amendment to allow the legislature to control the so-called free speech rights of corporations,” he knows what he is doing, too.
We all know what these governmental actors – what some of you – are doing. You are using the tacit threat of government action to compel private companies to throttle viewpoints you don’t like.
The First Amendment was not designed to enable workarounds by elected officials. It was directed at Congress. At you. You abdicate your fundamental duty when you exert pressure on private companies to censor speech. And some in this room have been doing just that for years. We in the non-legacy media have been feeling the effects. In the name of the Constitution – and yes, in the name of democracy – it must stop.

The Daily Wire&#8217;s Editor Emeritus Ben Shapiro is set to testify to Congress on Wednesday for its hearing on the Global Alliance for Responsible Media, which is under investigation by the House Judiciary Committee for organizing its member organizations to work in coordination to demonetize disfavored news outlets.
The Judiciary Committee&#8217;s investigation into GARM began more than a year ago, when Chairman Jim Jordan (R-OH) <a href="https://judiciary.house.gov/sites/evo-subsites/republicans-judiciary.house.gov/files/evo-media-document/2023-03-22-jdj-to-rakowitz-rajamannar-garm.pdf" target="_blank" rel="noopener">wrote</a> to the head of GARM and its parent organization, the World Federation of Advertisers, to alert them that the committee believed GARM was &#8220;potentially violating U.S. antitrust law by coordinating their members’ efforts to demonetize and eliminate disfavored content online.&#8221; In the past year that investigation has <a href="https://www.dailywire.com/news/docs-show-corporate-giants-are-colluding-to-demonetize-conservative-platforms-judiciary-committee-says" target="_blank" rel="noopener">gotten more targeted</a>, with the committee specifically charging that GARM targeted conservative outlets including The Daily Wire, Breitbart, and Fox News.
Shapiro has also long had GARM in his sights — the advertiser coalition which controls 90% of global advertising dollars and counts the biggest corporations in the world as its members was the subject of the first episode of his Facts series. He described GARM as part of &#8220;a network of global elites who have created a universal framework full of guidelines and ratings designed to enforce ‘approved’ narratives and punish disapproved ones.&#8221;

Also testifying at the Judiciary hearing will be executives at Unilever, a consumer goods giant, and GroupM, the world&#8217;s largest media buying agency. Both are on the steering committee of GARM, and have been scrutinized by Jordan&#8217;s committee.
Jordan in letters to GARM members has said that documents the committee has obtained &#8220;directly connect&#8221; the steering committee with efforts to suppress conservative news, and show that the censorship efforts are due to politics, not the so-called &#8220;brand safety&#8221; claims that GARM bases its existence on.
“Evidence the Committee has obtained suggests that GARM members, led by Steer Team members, are colluding to demonetize conservative platforms and voices,&#8221; Jordan wrote in public correspondence to the companies. &#8220;Further, this coordination does not always revolve around ‘brand safety’ and ‘harmful’ content as GARM publicly claims, but instead the desire to censor conservative and other views that GARM members disfavor.&#8221;
GARM is a relatively new creation, created by the World Federation of Advertisers in 2019. Its flagship creation was the Brand Safety Floor &amp; Suitability Framework, which it hopes will be used by the entire ad industry to address the &#8220;challenge of harmful online content.&#8221;
Just months after GARM was launched, it was announced by the World Economic Forum that it would become a flagship project of its “Platform for Shaping the Future of Media, Entertainment and Culture.”
GARM’s stated goal is to create a &#8220;common understanding&#8221; in the whole industry of &#8220;what harmful and sensitive content is&#8221; as well as &#8220;where ads should not appear,&#8221; basing it all on the importance of &#8220;brand safety&#8221; for its members.
Shapiro has said that brand safety is &#8220;a dog whistle for censorship,&#8221; and that GARM has laid out subjective guidelines that can be used to censor news it doesn&#8217;t like.
&#8220;The framework lists subjective terms like hate speech as a problem — it says that anything surrounding transgenderism that they decide is dehumanizing or discussing what they deem to be a debated social issue in an insensitive way is off limits,&#8221; Shapiro said. &#8220;The framework is deliberately vague, allowing those in control to pick and choose how they enforce it and against whom.&#8221;
The Judiciary Committee under Jordan has already uncovered emails showing the White House pressuring social media giant Facebook to limit companies like The Daily Wire, which was the top publisher on the platform. In 2021 emails uncovered by Jordan&#8217;s committee, White House digital director Rob Flaherty suggested to Facebook that it &#8220;change the algorithm so that people were more likely to see NYT, WSJ, any authoritative news source over Daily Wire, Tomi Lahren, polarizing people.&#8221;
Members of the ad industry have called Jordan&#8217;s investigation an assault, complaining that the probe could have a “chilling effect” on its efforts to help companies responsibly spend their ad dollars.
The Judiciary Committee said the member companies know the Judiciary Committee has obtained evidence that will expose how &#8220;personal biases&#8221; drive its operations.
&#8220;These companies know the evidence collected shows that members of GARM have worked for years to spread their personal biases and censor conservative voices and journalists online,&#8221; a committee spokesman said. &#8220;These companies are simply trying to get ahead of the incriminating evidence before it becomes public.&#8221;
The Judiciary Committee subpoenaed both GARM and the WFA after it failed to produce requested documents last year. The head of GARM, Rob Rakowitz, agreed to voluntarily appear for transcribed testimony after he was <a href="https://www.dailywire.com/news/congress-calls-in-head-of-advertisers-alleged-censorship-operation-using-antitrust-laws-to-target-woke-collusion" target="_blank" rel="noopener">called on by the committee</a> in April.
The hearing is scheduled to begin at 10:00 a.m. (EST).

Ben Shapiro Set To Testify To Congress On Alleged Collusion Against Conservatives In Ad Industry

House Republicans this week demanded documents from YouTube as part of an investigation into who pressured it to change its policies to prohibit certain videos involving guns.
The House Judiciary Committee and the Select Subcommittee on the Weaponization of the Federal Government <a href="https://judiciary.house.gov/sites/evo-subsites/republicans-judiciary.house.gov/files/evo-media-document/2024-06-18%20JDJ%20to%20Donovan%20-%20YouTube%20re%20firearms%20policy%20update.pdf" target="_blank" rel="noopener">wrote</a> to lawyers for Alphabet, the parent company of Google and Youtube, saying that information suggests that “YouTube’s decision to change its firearms policy may have been influenced by government officials and third parties interested in suppressing certain Second Amendment-related content.”
On Tuesday, <a href="https://support.google.com/youtube/answer/7667605?hl=en" target="_blank" rel="noopener">new YouTube policies</a> went into effect pertaining to videos about firearms, saying that “certain content showing how to remove safety devices will be prohibited. Content showing the use of homemade firearms, automatic firearms, and certain firearm accessories will be age restricted.”
Manhattan District Attorney <a href="https://www.dailywire.com/news/trump-prosecutor-alvin-bragg-attended-fundraiser-for-group-that-fought-to-keep-trump-off-ballot" target="_blank" rel="noopener">Alvin Bragg</a>, the far-left prosecutor who targeted former President Donald Trump, said the change was “<a href="https://manhattanda.org/d-a-bragg-applauds-youtube-for-changing-firearm-content-guidelines-in-response-to-advocacy-from-office/" target="_blank" rel="noopener">in response to</a> advocacy” from his office.
The line of questioning highlights a pattern in which the government seemingly circumvents the First Amendment by manipulating private companies, who are not required to respect free speech in the same way the government is. 
Judiciary Committee Chairman Rep. Jim Jordan (R-Ohio) said that documents obtained by the committee showed that “the federal government has pressured Alphabet to censor certain content, including content that did not violate YouTube’s content moderation policies.”
His letter says a subpoena issued in February 2023 compelled “Alphabet to produce communications between Alphabet and the Executive Branch, internal Alphabet communications discussing communications from the Executive Branch, and Alphabet communications with third parties that may have been working with the Executive Branch,” and that the subpoena was “continuing in nature.”
“To develop effective legislation, such as the possible enactment of new statutory limits on the Executive Branch’s ability to work with Big Tech to restrict the circulation of content and deplatform users, the Committee and the Select Subcommittee must first understand how and to what extent the Executive Branch coerced and colluded with companies and other intermediaries to censor speech,” it said.
YouTube did not immediately return a request for comment.
The Daily Wire and The Federalist are <a href="https://www.dailywire.com/news/federal-judge-slaps-down-biden-administrations-attempt-to-dismiss-daily-wire-censorship-lawsuit" target="_blank" rel="noopener">suing</a> the State Department for a similar move, arguing that when the government uses private companies as its proxies, it is still violating the Constitution.
U.S. District Judge Jeremy D. Kernodle rejected early motions by the government, recalling that &#8220;if there is any fixed star in our constitutional constellation, it is that no official, high or petty, can prescribe what shall be orthodox in politics, nationalism, religion, or other matters of opinion or force citizens to confess by word or act their faith therein.&#8221;
The House Small Business Committee says the State Department is <a href="https://www.dailywire.com/news/state-department-subpoenaed-over-use-of-foreign-propaganda-weapon-against-domestic-media" target="_blank" rel="noopener">hiding records</a> showing the extent of its ties to firms like NewsGuard and the Global Disinformation Index, which make lists of news outlets that are used as blacklists by advertisers.
The House Oversight Committee is also <a href="https://www.dailywire.com/news/congress-to-probe-media-rating-firm-newsguard-for-possible-taxpayer-funded-censorship" target="_blank" rel="noopener">focused</a> on NewsGuard, which has received federal money.
Jordan&#8217;s committee is also honed in on the Global Alliance for Responsible Media <a href="https://www.dailywire.com/news/misinformation-honcho-says-jim-jordan-is-assaulting-ad-industry-by-asking-for-documents-that-could-prove-partisan-bias" target="_blank" rel="noopener">(GARM)</a>, part of a trade group consisting of major companies that run advertisements, and which he says may have violated antitrust laws by having the companies coordinate to blacklist conservative news outlets.

Congress’ Censorship-By-Proxy Probe Explores Government’s Role In New YouTube Policies

Lawyers for <a href="https://www.dailywire.com/topic/hunter-biden" target="_blank" rel="noopener">Hunter Biden</a> appeared to use his relationship with then-Vice President Joe Biden to help him evade fraud charges as the Securities and Exchange Commission investigated a business linked to the first son, according to House Republicans. 
Lawmakers on the House Oversight Committee and House Judiciary Committee sent <a href="https://oversight.house.gov/wp-content/uploads/2024/06/6.18.2024-Letter-to-the-SEC-re-Hunter-Biden.pdf" target="_blank" rel="noopener">a letter</a> to the SEC on Tuesday requesting documents related to its 2016 investigation into several of Hunter’s business associates over fraud associated with business entity Rosemont Seneca Bohai. In his response to the SEC for documents needed for the investigation, Hunter asked for confidentiality because of his father’s position, House Republicans said Tuesday. 
“As a threshold matter, we request that you treat this matter with the highest degree of confidentiality, consistent with Commission policy and applicable law,” Hunter’s legal team wrote on April 20, 2016, according to House Republicans. “The confidential nature of this investigation is very important to our client and it would be unfair, not just to our client, but also to his father, the Vice President of the United States, if his involvement in an SEC investigation and parallel criminal probe were to become the subject of any media attention.”
Just weeks later, the SEC charged multiple individuals associated with Rosemont Seneca, but not Hunter Biden, with fraud charges. 
According to the lawmakers, Rosemont Seneca had a bank account used “to funnel other foreign payments and benefits to Hunter Biden, including money from Ukraine and a new sports car from an oligarch in Kazakhstan.”
 Devon Archer, a former partner of Hunter who was convicted over the scheme, previously testified that Hunter was the corporate secretary for Rosemont Seneca. Hunter has told the lawmakers that he did not have a position at the entity.

Reps. Jim Jordan (R-OH) and James Comer (R-KY) wrote that Hunter appeared to use his father’s position to escape prosecution over the fraud scheme. 
Their Tuesday letter asks SEC Chair Gary Gensler to provide documents about the agency&#8217;s investigation into the fraud, specifically in relation to Hunter Biden’s involvement with Rosemont Seneca.  They also asked for a transcribed interview with Tejal D. Shah, the attorney who led the investigation into the Rosemont Seneca fraud case.
“Mr. Biden’s response gratuitously invoked his father’s position as the Vice President in what could be interpreted as an effort to discourage further SEC scrutiny,” House Oversight Chair James Comer (R-KY) and House Judiciary Chair Jim Jordan (R-OH) wrote. “And on May 11, 2016, the SEC published a press release — announcing the charging of seven individuals—with no mention or charging of Hunter Biden.”

Manhattan District Attorney <a href="https://www.dailywire.com/topic/alvin-bragg" target="_blank" rel="noopener">Alvin Bragg</a> is slated to testify before a GOP-led House committee next month, just one day after former President <a href="https://www.dailywire.com/topic/donald-trump" target="_blank" rel="noopener">Donald Trump</a> is scheduled to be sentenced following his guilty verdict in a New York hush-money case.

Matthew Colangelo, a prosecutor who has drawn <a href="https://judiciary.house.gov/media/press-releases/chairman-jordan-demands-documents-about-bragg-prosecutor-matthew-colangelo" target="_blank" rel="noopener">scrutiny</a> for making the jump to Bragg&#8217;s team after leaving a senior role at the Biden administration&#8217;s Department of Justice (DOJ), is also expected to testify.
&#8220;We respect our government institutions and plan to appear voluntarily before the subcommittee,&#8221; Bragg&#8217;s office said in a statement after bemoaning &#8220;dangerous misinformation, baseless claims and conspiracy theories&#8221; following the jury&#8217;s guilty verdict.
Judiciary Chairman Jim Jordan (R-OH), who also leads the Weaponization panel, had been pushing for Bragg to appear at a hearing on June 13 about the DA&#8217;s office. Bragg previously <a href="https://www.dailywire.com/news/bragg-agrees-to-testify-before-house-on-trump-prosecution" target="_blank" rel="noopener">agreed</a> to testify, but pushed for a new date because the Trump case had yet to run its full course.
The hearing planned for this week is still on, with Missouri Attorney General Andrew Bailey, former Federal Election Commission Commissioner Trey Trainor, and Baker Hostetler of counsel Elizabeth Price Foley <a href="https://house.us12.list-manage.com/track/click?u=0275399506e2bdd8fe2012b77&amp;id=3322de2da3&amp;e=5ad049e321" target="_blank" rel="noopener">announced</a> as witnesses.
At the end of May, jurors returned a <a href="https://www.dailywire.com/news/verdict-trump-found-guilty-on-all-charges-in-hush-money-case" target="_blank" rel="noopener">guilty verdict</a> against Trump on all 34 felony counts of falsifying business records to allegedly cover up a tryst with adult film star Stormy Daniels as part of a “catch-and-kill” scheme to influence the 2016 election.

Trump, who denied the affair and pleaded not guilty to the charges, has <a href="https://www.reuters.com/world/us/white-house-race-plunges-into-uncharted-territory-trump-awaits-july-sentencing-2024-05-31/" target="_blank" rel="noopener">vowed</a> to appeal. Bragg praised the jury and said his team followed &#8220;the facts and the law without fear or favor.&#8221; Sentencing is scheduled for July 11. It remains unclear whether Trump will get any prison time.
Republicans have raised concerns about Bragg being motivated by politics, noting how the feds declined to bring the hush-money case against Trump. They also point to Colangelo&#8217;s <a href="https://judiciary.house.gov/sites/evo-subsites/republicans-judiciary.house.gov/files/evo-media-document/JDJ%20to%20AG%20Letitia%20James%20re%20Colangelo.pdf" target="_blank" rel="noopener">past work</a>, which included leading a <a href="https://www.nytimes.com/2022/12/05/nyregion/alvin-bragg-trump-investigation.html" target="_blank" rel="noopener">civil inquiry</a> against Trump in New York before joining the DOJ.
The DOJ <a href="https://www.politico.com/f/?id=00000190-075b-d29e-a9f3-677bfc9e0000" target="_blank" rel="noopener">responded</a> to a demand by Jordan for information that might show a coordinated effort, claiming a &#8220;comprehensive search&#8221; of emails turned up no communications between the Manhattan DA and agency leadership regarding the investigation and prosecution of Trump.
As he runs another campaign for the White House, Trump is facing three other criminal matters on the state and federal level related to his handling of classified documents and the 2020 election. The former president has maintained his innocence throughout.
