<a href="https://www.dailywire.com/topic/los-angeles" target="_blank" rel="noopener">Los Angeles</a> city officials approved a $1.8 million legal settlement brought by a Los Angeles police officer who said he was sexually harassed by a top aide for former Mayor Eric Garcetti — a scandal that a legal organization said stalled Garcetti&#8217;s <a href="https://www.dailywire.com/news/former-l-a-mayors-india-ambassador-nomination-backed-by-female-democrats-despite-sex-harassment-scandal" target="_blank" rel="noopener">confirmation as President Biden&#8217;s ambassador to India</a>.
Council members unanimously voted 13-0 to settle the 2020 lawsuit filed by LAPD Officer Matthew Garza, who served on Garcetti&#8217;s protective detail and accused Rick Jacobs of inappropriately touching and sexually harassing him over several years. Jacobs reportedly acknowledged &#8220;it&#8217;s possible&#8221; that he may have made sexual jokes, but denied harassing anyone.
&#8220;The city attempted to vilify Officer Garza when he spoke truth to power,&#8221; Greg Smith, Garza&#8217;s attorney, <a href="https://www.latimes.com/california/story/2023-11-08/l-a-city-council-approves-1-8-million-settlement-for-lapd-officer-who-claims-harassment-by-garcetti-advisor" target="_blank" rel="noopener">told</a> The Los Angeles Times. &#8220;I applaud the 13 to 0 vote by the City Council, affirming the merit of this case. Enabling predators isn&#8217;t leadership — residents of Los Angeles deserved better.&#8221;
The outlet reported at least two other male city employees who worked for Garcetti said his top aide had given them &#8220;unwanted hugs, touches,&#8221; or made &#8220;sexual comments.&#8221;
Two other men accused Jacob of groping them, while another staffer told The Times that Jacob&#8217;s alleged harassing behavior was &#8220;something everyone talked about&#8221; in the mayor&#8217;s office.
Garza&#8217;s lawsuit reportedly claimed that Garcetti and his wife, Amy Wakeland, witnessed Jacobs&#8217; alleged behavior. They have both denied that allegation, with Garcetti <a href="https://www.dailynews.com/2023/11/08/lapd-officer-gets-18m-in-sex-harassment-case-against-garcetti-aide-rick-jacobs/" target="_blank" rel="noopener">telling</a> the Times in May that he would have taken action if he had been informed about the problem.
Whistleblower Aid, a Washington, D.C.-based non-profit legal organization supporting individuals who report government and corporate lawbreaking, told The Daily Wire in an emailed statement the settlement exposed an alleged culture of harassment and intimidation running all the way to the top.

&#8220;Today&#8217;s settlement underscores the validity and seriousness of the allegations that Garcetti and his team fought so hard to deny and suppress,&#8221; Whistleblower Aid CEO Libby Liu said.
&#8220;It would not have been possible without the bravery and determination of a few individuals from inside Garcetti&#8217;s mayoral administration who refused to roll over for the sake of his future career ambitions and told the truth under oath,&#8221; Liu added. &#8220;The size of the settlement speaks volumes about the power of the evidence that these whistleblowers presented and the importance of holding enablers accountable.&#8221;
Former mayoral communications director Naomi Seligman, a whistleblower who the legal group represented, called the incidents &#8220;particularly egregious,&#8221; claiming Garcetti&#8217;s former administration contradicted its public commitment to gender equity and &#8220;zero tolerance&#8221; to sexual misconduct.
&#8220;People who subject subordinates to sexual pressure and humiliation can only continue the abuse if someone at the top enables it,&#8221; Seligman said. &#8220;The taxpayers of Los Angeles should not have to pick up the tab for Eric Garcetti&#8217;s derelict leadership. The controversy consumed Garceti&#8217;s final stretch as the top city official for Los Angeles, which lasted for more than 600 days while he simultaneously waited for confirmation as U.S. ambassador to India. 
Despite Sen. Charles Grassley (R-IA) saying that Garcetti &#8220;likely knew or should have known&#8221; about the alleged misconduct, Senate lawmakers confirmed the ex-mayor&#8217;s nomination 52-42 in March.

The Senate voted 52-42 to send Garcetti to New Delhi.
The seven Republicans who voted in favor of moving forward were: Bill Cassidy (LA), Susan Collins (ME), Steve Daines (MT), Lindsey Graham (SC), Bill Hagerty (TN), Roger Marshall (KS), and Todd Young (IN).
Three Democrats voted against his nomination. Six senators did not vote.

Garcetti is a Democrat who served as mayor of Los Angeles from 2013 to 2022 and was <a href="https://www.nbclosangeles.com/news/local/mayor-garcetti-to-serve-as-biden-campaign-co-chair/2354734/" target="_blank" rel="noopener">named co-chair of Biden&#8217;s campaign</a> in 2020. After Biden became president, he first nominated Garcetti to be ambassador to India in July 2021. Garcetti was nominated again earlier this year for the new session of Congress.
The nomination was held up amid claims that Garcetti may have ignored sexual misconduct allegations against a top aide when he was mayor. Naomi Seligman, a former communication’s director for Garcetti, <a href="https://www.cnn.com/2023/03/13/politics/eric-garcetti-ambassador-india-naomi-seligman/index.html" target="_blank" rel="noopener">told CNN on Monday that Garcetti</a> is &#8220;unfit to become an ambassador or really to hold public office anywhere in this country or this world.&#8221;
<a href="https://www.grassley.senate.gov/news/news-releases/grassley-releases-staff-review-of-garcettis-awareness-of-misconduct-by-former-senior-advisor" target="_blank" rel="noopener">A review by staff</a> for Sen. Chuck Grassley (R-IA) found Garcetti &#8220;likely knew, or should have known, that his former senior advisor was sexually harassing and making racist remarks toward multiple individuals.&#8221;
Garcetti denied the assertions, insisting he did not witness any inappropriate behavior.
The White House voiced support for Garcetti up until he was confirmed, with spokesperson Olivia Dalton saying Biden “believes that we have a crucial and consequential partnership with India and that Mayor Garcetti will make a strong and effective ambassador,” <a href="https://www.ny1.com/nyc/all-boroughs/ap-top-news/2023/03/15/garcettis-long-stalled-india-envoy-nomination-faces-senate" target="_blank" rel="noopener">according to the Associated Press</a>.

The Democrat-led Senate Foreign Relations Committee advanced the nomination of embattled former Los Angeles Mayor Eric Garcetti to be U.S. Ambassador to India — with the support of two Senate Republicans — amid allegations his office covered up sexual assault and harassment.
Garcetti, who welcomed the nomination from President Joe Biden in 2021, has been accused of turning a blind eye when a Los Angeles police officer was allegedly sexually harassed by a former top aide to the mayor. The former Los Angeles mayor denied the allegations, saying he did not witness any inappropriate behavior.
The issue has left an unprecedented two-year vacancy in New Delhi, which has left Republicans and some Democrats uncertain about supporting Garcetti because of his alleged past actions.
Despite the accusations against Garcetti, committee members voted 13-8, with Republican Sens. Todd Young of Indiana and Bill Hagerty of Tennessee supporting. The Democrat party, including two female Sens. Mazie Hirono of Hawaii and Tammy Duckworth of Illinois, reportedly told <a href="https://www.politico.com/news/2023/03/01/garcetti-nomination-india-breaking-point-00084906" target="_blank" rel="noopener">Politico</a> they plan on supporting Garcetti’s nomination.
Minority ranking member Sen. James Risch (R-ID) told <a href="https://twitter.com/AndrewDesiderio/status/1633496494648041477" target="_blank" rel="noopener">Punchbowl News</a> on Capitol Hill that he would vote against Garcetti’s nomination citing “new evidence [that] has raised enough questions regarding his judgment.”
“We must ensure that any chief of mission will, without question, protect our foreign service officers and embassy staff from all types of harassment,” Risch said.
Risch reportedly previously backed Garcetti in committee.
Garcetti cleared the hurdle after nearly 600 days since his nod from the Biden administration and shortly after committee member Sen. Marco Rubio (R-FL) placed a hold on the nomination, complicating his path to a floor vote by the full Senate.
Rubio included Garcetti’s nod in a list of “questionable individuals” nominated by the Biden administration, saying in a press release, “one of these nominees has ignored credible sexual assault accusations in his prior office.&#8221;
Congress advanced the former mayor’s nomination last year in the previous Congress just before he faced the sexual assault accusations, which surfaced when the Los Angeles area struggled during COVID as it faced intense lockdowns that contributed to residents moving out of the city.
Sen. Chuck Grassley (R-IA) requested an investigation into Garcetti last year that delayed the mayor’s ambassador nomination Senate confirmation vote.
The report found, according to CBS, that it was “more probable than not” that Garcetti was aware that his former aide Rick Jacobs “sexually harassed multiple individuals and made racist comments towards others.”
“Mr. Jacobs’ behavior was widely known and talked about,” the report reads. “It was pervasive, widespread and notorious — to the point that Mr. Jacobs sexually harassed someone in front of the mayor for a picture that would be memorialized for all of time. Such overt conduct suggests at best that Mr. Jacobs had no fear of any repercussions.”
Naomi Seligman, Garcetti’s former communications director and whistleblower who testified to sexual abuse at L.A. City Hall and was herself a victim, told The Daily Wire in an email statement that Garcetti’s advancement is “disheartening, to say the least.”
“Today’s vote, on International Women’s Day no less, shows a real disconnect between the rhetoric we hear from elected leaders who claim to support victims of workplace sexual harassment and the pass they give to party loyalists in the next breath,” Seligman said.
“It was already clear from the time of his nomination that Garcetti was unfit to represent our country, and each passing month reveals new embarrassments to the President and the Senate &#8211; from prior perjury before the Senate Foreign Relations Committee, strong arming senators to support his nomination, more witnesses and victims of sexual harassment, and multiple members of the Garcetti administration facing corruption charges and serving prison sentences,” she added.

Whistleblower Aid, the non-profit legal organization supporting individuals who lawfully report government and corporate law-breaking, previously called the committee’s support for Garcetti “a bitter pill to swallow” amid the sexual assault accusations placed against him.
In an email to The Daily Wire, the organization urged the full Senate to “reject Garcetti and confirm a nominee with a clear record on protecting victims of sexual harassment and abuse.”

Other Democrats did not disclose where they stood on the matter, while several others said they were looking into the allegations.
&#8220;Some of the issues I want to go over and see how much culpability or responsibility is with him in regards to the sexual harassment,&#8221; Sen. Ben Cardin (D-MD), a member of the Senate Foreign Relations Committee, told Politico.
Last week, Senator Marco Rubio (R-FL), a member of the Senate Foreign Relations Committee, included Garcetti&#8217;s nod in a list of &#8220;<a href="https://www.rubio.senate.gov/public/index.cfm/press-releases?id=6EDFC6CB-0758-43D9-B4C5-0977CECCB18C">questionable individuals</a>&#8221; nominated by the Biden administration, saying in a press release, &#8220;one of these nominees has ignored credible sexual assault accusations in his prior office.&#8221;

Former <a href="https://www.dailywire.com/topic/los-angeles" target="_blank" rel="noopener">Los Angeles</a> City Council President Nury Martinez announced Wednesday her resignation from her seat following leaked audio recordings exposing her three other top L.A. officials using offensive and racist language during a meeting last year.
&#8220;It is with a broken heart that I resign my seat for Council District 6, the community I grew up in and my home,&#8221; Martinez said, adding, &#8220;To my staff — I&#8217;m sorry that we&#8217;re ending it this way.”
Martinez first resigned as president of the Los Angeles City Council on Monday, within hours after the recordings went public.
The conversation with the former councilwoman also involved Councilmembers Gil Cedillo and Kevin de León and Los Angeles County Federation of Labor President Ron Herrera, who resigned shortly after Martinez.
The meeting, which took place in October 2021, was primarily focused on redistricting the city, which happens once a decade.
During the closed-door recorded conversation, L.A. officials met to discuss how the city would redraw council district boundaries over the next 10 years — geared toward helping Latino political leaders maintain their power, re-elect Latino members, and protect economic interests.
However, the leaked audio recordings, first published by anonymous Reddit users and later reported by The Los Angeles Times, exposed Martinez&#8217;s racist statements about a fellow council member Mike Bonin, a gay white man, and his adopted black son.
Martinez was also heard making racist remarks about Oaxacan immigrants living in the Koreatown neighborhood of Los Angeles and offensive comments regarding Los Angeles County District Attorney George Gascón&#8217;s association with the black community.
Councilmember de León was also heard making offensive comments in the recording about Bonin.
In the moments after Martinez&#8217;s resignation, Mayor Eric Garcetti issued a <a href="https://www.lamayor.org/statement-mayor-garcetti-resignation-nury-martinez" target="_blank" rel="noopener">statement</a> saying the former councilwoman &#8220;made the right decision,&#8221; that he realizes &#8220;is painful to her personally but unquestionably in the best interests of a city that I know she loves.”
&#8220;Racism and hateful words cannot ever be overlooked by our community or within one&#8217;s self, and she needs the time and space to reflect, make amends, and move forward with her life,&#8221; Garcetti said, adding her two former colleagues — Cedillo and de León — &#8220;must arrive at the same decision soon.”
&#8220;Angelenos deserve a government focused squarely on meeting challenges in their neighborhoods that are too serious to risk a paralyzed City Council,&#8221; Garcetti said.
California Governor Gavin Newsom also <a href="https://www.gov.ca.gov/2022/10/12/governor-gavin-newsom-responds-to-resignation-of-nury-martinez-from-los-angeles-city-council/">said</a> that the councilwoman made the right decision.

Rapper Snoop Dogg has endorsed candidate Rick Caruso for Los Angeles mayor.
Caruso used to be a Republican and is now a Democrat, but is known as the billionaire developer who constructed the Grove and Americana at Brand shopping areas.
In a recorded Zoom video call, Snoop Dogg endorsed Caruso, a supportive move, which was later confirmed by a member of Caruso’s campaign, per the <a href="https://www.latimes.com/entertainment-arts/music/story/2022-05-17/snoop-dogg-endorses-rick-caruso-l-a-mayor">Los Angeles Times</a>. The story was first reported by Fox LA reporter Elex Michaelson.
On Twitter, Michaelson <a href="https://twitter.com/Elex_Michaelson/status/1526640243205492736">wrote</a>, &#8220;Exclusive: [Rick Caruso] is endorsed by [Snoop Dogg] in the race for L.A. Mayor. In a zoom call, Snoop says Caruso is the &#8216;real deal&#8217; who has been active in the community for decades. “You got my support,” Snoop Dogg reportedly said in the Zoom call. “We’re a part of whatever you’re a part of, as far as bringing love to the community and keeping people there that were a part of the community.”
Right now, Caruso is in a close election against Representative Karen Bass for the top spot in the race for L.A. mayor. The other main candidate vying for the spot is City Councilmember Kevin de León after two others recently left the race.
Bass has also received support from people from the entertainment industry, such as leaders at companies, as well as famous celebrities, like film director J.J. Abrams, actor and rapper Donald Glover, and Ari Emanuel, the chief executive of Endeavor.
Caruso has other endorsements in his pocket from A-listers, too, such as actress and businesswoman Gwyneth Paltrow, music executive Scooter Braun, Snap CEO Evan Spiegel, as well as Ted Sarandos of Netflix.
Caruso’s campaign <a href="https://carusocan.com/">website</a> says he is running for mayor of the city “to put an end to street homelessness, make our communities safer, and clean up corruption.”
“We cannot tolerate the homelessness, crime and corruption that politicians have created for us,” his site <a href="https://carusocan.com/issues/">reads</a>. “We can end homelessness, We can stop crime. We can end corruption. We can fix LA.”
One of his main campaign issues has been public safety and cutting down on crime in the city. His website explains that while he was President of the Police Commission, he &#8220;cut crime, fought corruption and stood up to political pressure to force real reform.”
He also says he came into the position “at a time of great turmoil for the LAPD with the Department operating under a federal consent decree. Caruso restored public trust in the LAPD, especially among Black, Asian and Latino Angelenos.”
He promises to restore the budget of the LAPD, return to community-based policing, and place 1,500 new police officers on the streets. His website also presses people not to defund the police, but rather invest in improving them.
Los Angeles police union, the Los Angeles Police Protective League, also endorsed Caruso in February.
“We believe that the people of Los Angeles and the members of the LAPD agree: Our approach to public safety needs to change. Rick is not a typical politician, and we believe that he can fix L.A.,” Lt. Craig Lally, the union president, <a href="https://www.latimes.com/california/story/2022-02-24/la-police-union-endorses-rick-caruso-la-mayor">said</a> in a news release distributed by the Caruso campaign.
Caruso was unanimously chosen by the group&#8217;s political action committee and board of directors.
“I’m deeply grateful to have the support of the front-line police officers in the city. We cannot reduce crime in L.A. without their contributions,” Caruso noted in a statement. “I have deep respect for the city’s labor unions and look forward to working with them as mayor.”

While a number of people took to social media to complain about the numerous celebrities and politicos who ignored SoFi Stadium&#8217;s mask mandate while taking in Sunday&#8217;s Super Bowl LVI, comedian Adam Carolla offered a possible explanation for at least one offender.
Pointing to Los Angeles Mayor Eric Garcetti — who explained away a maskless photo with former NBA player Magic Johnson by claiming he had held his breath — Carolla suggested an &#8230; alternate theory.
&#8220;You know how I talk out of my a** &#8230; Well, I can breathe out of it too,&#8221; Carolla tweeted along with a photo of Garcetti standing with several others at the big game, all of whom are either not wearing masks or have their masks pulled below their chins.

Garcetti, who has imposed mask mandates in Los Angeles, was also photographed maskless at the last championship game at SoFi Stadium — where masks were required, even outdoors, until Wednesday — and he claimed to have &#8220;<a href="https://dailywire.com/news/these-fers-will-keep-lying-garcetti-says-he-was-holding-his-breath-when-photographed-maskless-at-nfl-playoff-game/">held his breath</a>&#8221; when removing his mask for photos.

Carolla recently called out Bill Maher&#8217;s audience for applauding the HBO host&#8217;s call for a return to normal after two years of COVID-19 related restrictions.

Radio host and former California gubernatorial candidate Larry Elder slammed California’s mask mandates as a “joke,” following Sunday’s Super Bowl LVI during which multiple celebrities were seen maskless, despite Los Angeles’ other mask requirements.
“If you go to a restaurant here in L.A. County you are supposed to show proof you’ve been vaccinated,” Larry Elder told Fox News’ Bill Hemmer on “<a href="https://www.foxnews.com/media/larry-elder-on-california-mask-mandate-the-whole-thing-is-a-joke">America’s Newsroom</a>.” “Walk in with a mask. Sit at a table, remove the mask. All servers are wearing masks. As you saw at the Super Bowl, 78,000 people not wearing masks, although remember the L.A. mayor wasn’t wearing a mask the other day at the NFC championship game. He was holding his breath. 78,000 people were holding their breath the entire game.”
“The whole thing is a joke,” Elder continued. “They were handing out N-95 masks for everybody entering the stadium. The only concession stand that didn’t make money was the facemask stands. Kids are going to school now and have to wear masks. Come July, a mandate that all kids have to be vaccinated and wear masks while the governor now is trying to ease the mandates, but he is caught between a rock and a hard place… I don’t know what the rules are.”

Prior to the Super Bowl, Los Angeles Public Health Director Barbara Ferrer had said, “Transmission is super high here. And we’ve got to get to lower rates before it makes sense to be taking off our masks.”
“When asked why the SoFi mask requirement made sense, when millions of people have attended NFL games this year, including in places without strict mask rules, Ferrer didn’t answer directly. She suggested risk for transmission remained high in large venues, and emphasized that determining where a person became infected can often be difficult, if not impossible,” <a href="https://www.wdbj7.com/2022/02/03/officials-urge-mask-wearing-fans-attending-super-bowl/">WDBJ7</a> reported on February 2.
Los Angeles County Supervisor Kathryn Barger had another perspective, asserting of masks, “They don’t make a difference when they’re not consistently followed or enforced. I strongly believe individuals should be allowed to make an informed choice about whether to mask up or not.”
Last week, Dr. Erica Pan, the deputy director for California’s Center for Infectious Diseases, told the California Medical Association, “We’re still recommending it while rates are high, and certainly in indoor settings, indoor crowded settings — especially if you don’t know people’s vaccination status,” the <a href="https://www.latimes.com/california/story/2022-02-09/when-it-is-really-safe-to-take-off-your-mask-in-california">Los Angeles Times</a> reported, adding that Ferrer stated last week, “I will say, unequivocally, that we should not be lifting the masking mandate when we’re reporting thousands and thousands of new cases every day.&#8221;
She added, &#8220;That doesn’t make sense to us here at Public Health.”

“Los Angeles County Public Health officials issued repeated reminders over the past two weeks that masks must be worn at such mega events, even at outdoor gatherings,” Deadline noted.
On Monday, when asked about the photos, Newsom protested:

The rest of the time I wore it as we all should, um — not when I had a glass of water — and I encourage everybody else to do so. And, uh, that’s it.</blockquote>
He added, “I was trying to be gracious. I made a mis — I was trying to be gracious. I took the mask off for a brief second but, no, I encourage people to continue to wear them.”
Meanwhile, Los Angeles Public Health Director Barbara Ferrer stated, “Transmission is super high here. And we&#8217;ve got to get to lower rates before it makes sense to be taking off our masks.”
After L.A. County Supervisor Kathryn Barger said people should be permitted to decide for themselves whether to wear masks, Los Angeles County Supervisor Holly Mitchell fired, “I&#8217;m not sure what motivated Supervisor Barger to make her public statement yesterday. As chairwoman of the board and the person who actually represents SoFi Stadium, I stand by the director of our department of public health and literally ever other public health official across the country, who acknowledges that mask wearing is an easy form of protection.”

Protesters showed up at the home of Los Angeles Democratic Mayor Eric Garcetti on Thursday night hours after he signed a new anti-camping law that prohibits people from pitching tents near homeless shelters, daycare centers, schools, under- and overpasses, freeways, libraries, and parks.
According to the Los Angeles Police Department, the action started peacefully at about 7:30 p.m. with about 50 demonstrators. Hours later, officers in riot gear were reportedly deployed to disperse the crowd.
“No one was in danger. Our role last night was to facilitate a peaceful protest and make sure that everyone’s First Amendment rights were protected,” said LAPD Lt. Rex Ingram, <a href="https://losangeles.cbslocal.com/2021/07/30/protesters-vandalize-mayor-eric-garcettis-home-ordinance-restrict-homeless-encampments/">per CBSLA</a>. “Unfortunately around midnight, they were a little bit loud and boisterous, and were getting a little out of hand, and that’s why we decided to give them a dispersal order.”
Police made no arrests and said there were no confrontations.
According to CBSLA, “some damage was left to the property, including vulgar graffiti on the outer pillars that were covered up with paper to be cleaned up later Friday morning.” Lt. Ingram told the outlet there was also “a bunch of toilet paper on the trees” and that a felony vandalism investigation was underway.
Damage also included broken windows, a <a href="https://kfiam640.iheart.com/content/2021-07-30-la-mayors-house-vandalized/">report</a> broadcast on KFI radio said.

Homeless advocates claim the new restrictions “criminalize” homelessness. An analysis by UCLA researchers estimated that camping could be off-limits in at least 40% of the city under the new policy. They concluded that transients could have difficulties complying with the law due to a lack of housing and shelters in L.A.
As The Daily Wire <a href="https://www.dailywire.com/news/l-a-s-new-rules-on-encampments-limit-role-of-law-enforcement-seek-voluntary-compliance-from-homeless">reported</a> earlier this month, the ordinance also bans occupying space within ten feet of a driveway, five feet of a building entrance or exit, or two feet of any fire hydrant. In addition, the new rules limit the role of law enforcement and rely on voluntary compliance from transients.
The two councilmembers that opposed the measure, Mike Bonin and Nithya Raman, are the targets of recall drives seeking to remove them from office primarily over their approaches to homelessness and crime.
The ordinance goes into effect in late August.

The White House announced on Friday that President Joe Biden will nominate Los Angeles Mayor Eric Garcetti as ambassador to India. 
Garcetti has recently faced complications surrounding several allegations coming out of his administration, which could reportedly create complications around his confirmation by the Senate.
As <a href="https://www.washingtonpost.com/politics/2021/07/09/garcetti-india-ambassador-india/">reported</a> by The Washington Post:

A former top aide to Garcetti, Rick Jacobs, has been accused of sexual harassment during his time in the office, and Garcetti’s chief of staff, Ana Guerrero, was suspended in June after mocking labor icon Dolores Huerta.
A Los Angeles police officer is suing the city, saying that Jacobs harassed him and that Garcetti did not stop the behavior. Jacobs has denied the allegations, and Garcetti has said he did not witness any inappropriate behavior.

“Mayor Garcetti has been clear that he takes any allegations of harassment very seriously and has made clear this type of misconduct is unacceptable in his office in any form. He has also said that he never witnessed this behavior nor was told about it prior to the litigation,” a White House spokesperson said Friday before restating Biden’s confidence in his selection, per the Post. 
The Los Angeles area struggled during COVID-19 as it faced intense lockdowns which partly resulted in people leaving the city. Under Mayor Garcetti, the homelessness problem in Los Angeles also became more of an issue, and he has faced criticism over his inability to combat it.
According to the <a href="http://www.laalmanac.com/social/so14.php">Los Angeles Almanac</a>, “On June 12, 2020, Los Angeles Homeless Services Authority issued its first release of 2020 results from the annual homeless count taken in January. The count revealed a 12.7 percent increase in homelessness for Los Angeles County from 2019 to 2020. The city of Los Angeles saw a 14.2 percent increase.”
As <a href="https://www.politico.com/news/2021/07/09/biden-names-more-ambassador-nominees-tapping-eric-garcetti-for-india-post-498971">reported</a> by Politico, Garcetti was interested in an ambassador position to Mexico. “He was passed over for several posts in administration, including Transportation secretary, and had been interested in a high-profile post, with one close ally saying he angled for ambassador to Mexico. (Garcetti is half-Mexican and half-Jewish.),” per the outlet.
The White House <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/07/09/president-biden-announces-his-intent-to-nominate-four-individuals-to-serve-as-ambassadors/">announced</a> additional nominations for ambassadors and noted that Garcetti has pushed for climate change initiatives as mayor of Los Angeles. “Garcetti co-founded Climate Mayors and led more than 400 U.S. mayors to adopt the Paris Climate agreement.  He is the current Chair of C40 Cities – a network of 97 of the world’s biggest cities taking bold climate action and has led the organization’s engagement and expansion in India as well as C40’s global response to the COVID pandemic through the sharing of best practices and resources,” the White House noted.
As the Los Angeles Times <a href="https://www.latimes.com/california/story/2021-07-09/la-mayor-garcetti-nominated-us-india-ambassador-biden">reported</a>, Garcetti “would become the first L.A. mayor to voluntarily leave office before the end of his term in more than a century.” 
Garcetti, in a statement about his appointment, said he loves Los Angeles and “will always be an Angeleno.” 
“I have committed my life to service — as an activist, as a teacher, as a naval officer, as a public servant, and if confirmed, next as an ambassador,” he said. “Part of that commitment means that when your nation calls, you answer that call.”
