A senior official at the Department of Veteran Affairs pushed one of the largest healthcare companies in the country to improve its &#8220;diversity profile&#8221; while accepting thousands of dollars in poker chips and lavish gift cards from minority business executives, federal investigators say.
John Windom, a 64-year-old Navy veteran, was tasked with spearheading a billion-dollar revamp of the VA&#8217;s electronic health records system. He used that perch to steer business to his lover and rake in thousands of dollars worth of luxury gifts and push government contractors to embrace DEI, according to federal prosecutors. 
Windom, who is black, is accused of forming a self-described &#8220;Power Group&#8221; composed of executives from minority-owned businesses that allegedly sent him expensive gifts while some earned federal DEI contracts. These unreported gifts included $8,200 in Louis Vuitton gift cards, $2,000 in cash, a $631 HEPA filter, concert tickets, and $3,800 in casino chips, according to an indictment. 
Members of the Power Group were left anonymous in federal charging documents though one was described as a &#8220;romantic partner&#8221; of Windom. Some of the contracts with Power Group companies were related to the VA electronic record project, though not all were. 
Dr. Kurt Miceli, the chief medical officer of Do No Harm, told The Daily Wire that the case showed the danger of implementing DEI initiatives at the federal level. 

“Diversity initiatives in federal contracting elevate race, gender, or other demographic traits over merit and proven capability when awarding taxpayer‑funded work,&#8221; he said. &#8220;The result: set-asides and preferences that explicitly discriminate based on identity rather than awarding projects through competitive bidding and qualifications.&#8221;
Windom was, until recently, the executive director of the Office of Electronic Health Record Modernization at the VA. In August 2017, he was tasked with bringing the department&#8217;s records system — part of the VA&#8217;s notoriously broken healthcare system — up to par with the rest of the federal government.
Prior to his involvement with VA, Windom <a href="https://www.congress.gov/116/meeting/house/110555/witnesses/HHRG-116-AP18-Bio-WindomJ-20200227.pdf">rose</a> to the rank of captain in the Navy, where he mostly held HR-related management positions involving training personnel and overseeing the Pentagon&#8217;s electronic health record system overhaul. He retired from the Navy in 2017 to take the position with the VA.
Two years into leading the electronic records project, Windom allegedly created a “Power Group” of seven executives and employees from minority-owned businesses that contracted with VA. These executives gave Windom a variety of kickbacks while he worked to get them access to federal benefits, federal investigators said. One of the individuals, identified only as &#8220;Person 4,&#8221; was in a romantic relationship with Windom from August 2016 to December 2018. 
In communications with these executives, Windom reminded them that “loose lips sink ships,” asked one for concert tickets, and told another one to “get the f**k off this ride,” if the arrangement was making them uncomfortable, according to messages included in the indictment. 
“As alleged, the defendant exploited his senior position for personal gain and concealed gifts and financial relationships that created serious conflicts of interest in the health care of our nation’s veterans,” said U.S. Attorney Jeanine Pirro. “Such conduct is not only a betrayal of the public trust — it undermines confidence in the institutions dedicated to serving those who have sacrificed for this country.”

Windom has been charged with concealment of material facts, false statements, and falsification of a record. His first court appearance is set for April 14. 
The <a href="https://www.justice.gov/usao-dc/media/1432916/dl?inline">charges</a> come as the Trump administration moves to crack down on DEI practices among federal contractors. President Donald Trump signed an executive order last week <a href="https://www.whitehouse.gov/presidential-actions/2026/03/addressing-dei-discrimination-by-federal-contractors/">directing</a> that contractors not engage in &#8220;any racially discriminatory DEI activities” for federal government work. 
In June 2017, Veterans Affairs Secretary David Shulkin announced that his department would adopt the same electronic health record standards as the Pentagon. Since that time the program has been plagued with problems, including ballooning costs and patient deaths. The program, which has been paused the last few years, is set to start up again this month. 
A few months after the project was announced, Windom was placed in charge. He directed $10 billion to be allocated to the company Cerner, which has since been acquired by Oracle, for the project. At the time, the contract was one of the biggest information technology contracts for the federal government. 
Soon after, investigators say he created the Power Group of minority business executives and employees. 
“Between August 2017 and June 2021, in multiple locations, Defendant WINDOM attended events with other Power Group members and routinely accepted personal benefits such as gifts, meals, alcohol, entertainment, and other services from members of the Power Group,” the indictment says. 
These events took place at restaurants and bars in and around the MGM National Harbor casino, as he used his position to “coerce” improper personal benefits, investigators said. He would routinely &#8220;demand&#8221; poker chips for games at the casino, the indictment alleges.

In November 2019, Windom asked for concert tickets for himself and another member of the Power Group from one of the business leaders, according to text messages.
“Damn near sitting on the stage,&#8221; he wrote the day of the concert. &#8220;You da man.&#8221;
These benefits were hidden from VA officials and the Office of Government Ethics, according to investigators. 
At the same time, Windom used his position “to encourage, monitor, and facilitate contracting and subcontracting opportunities for members of the Power Group,” both connected and not connected to the electronic health record project, the indictment said. 
While pushing for personal benefits from members of the Power Group, Windom allegedly pressured them “to make business decisions unrelated to” the electronic records project that “advanced” his “diversity objectives” before he “demanded to be rewarded.” 
He also “threatened economic and reputational harm to members of the Power Group, particularly but not only when they were not meeting his diversity-related networking expectations,” according to the indictment. 
In July 2018, Cerner entered into a diversity contract with Windom&#8217;s romantic partner as the lead after he “demanded” that it “improve its diversity profile and inclusion efforts,” the indictment said. Around that time, Cerner started increasing its DEI efforts and it released a DEI report in 2019 <a href="https://web.archive.org/web/20220411175937/https://www.cerner.com/-/media/cerner-media-united-states/pdf-downloads/cerner-hr-diversity-report-2019.pdf?vs=1&amp;hash=B80E8A916E1B68223F4AE46D6AA8CBDE701E80BD">showing</a> how the company took steps to &#8220;expand&#8221; on &#8220;diversity and inclusion efforts.&#8221;
In 2019, Windom allegedly worked to “pressure” a Power Group member “to complete diversity contract renewal negotiations with Cerner.”
Miceli said pushing DEI in contracting led to the most &#8220;qualified contractors&#8221; being sidelined and was particularly concerning when done in the healthcare realm. 
&#8220;When pushed aggressively at the federal level, DEI policies erode public trust, foster resentment, and violate core principles of equal treatment under the law, while inviting legal challenges and wasteful litigation that further burdens taxpayers,&#8221; he said. 
Messages included in the indictment paint a picture of Windom appearing to threaten Power Group members to stay silent about their relationship. 
In an October 11, 2017, message, Windom texted two Power Group members that one had made “a good comment to get you cut out” after that person suggested bringing another VA employee to where Windom was having drinks with a Power Group member. 
“Don’t mention to another person that you know me, interact with me or have any type of relationship with me,” he wrote on August 5, 2019.
One email included in the indictment appears to show that Windom was inadvertently announced to be in the audience of an event hosted by one of the Power Group members. 
“Weird last night. Not your fault personally but cleanup required. Can’t say I like [Person 4&#8217;s] cavalier response to these issues either. I was already exhausted but did not want to miss your event,” he wrote in an email. “The PA announcement of me let alone [Person 4] and me was ridiculous and did not kick the evening off right. I am a very discrete person as you know.”

In January 2020, Windom sent an email to the Power Group reminding them that “loose lips sink ships.” 
When one of the Power Group members expressed some concern about the contracting arrangement, Windom reacted angrily, according to a text message included in the indictment. 
“If you don’t like it, get off. You can get the f**k off this ride,” Windom said. 
In June and November 2021, Windom allegedly lied to federal law enforcement when they asked him if he had received any gifts from Power Group members. After being approached by investigators, Windom told Power Group members to tell law enforcement he paid for their meals, according to the indictment. 
Costs of the electronic health records project have quickly climbed from the $10 billion originally estimated. The department now estimates that costs could exceed $37 billion, while the Government Accountability Office <a href="https://www.washingtonpost.com/investigations/2025/12/03/veterans-administration-va-hospitals-health/">said</a> costs could approach the hundreds of billions. 
Over 4,000 veterans have been harmed due to the health record modernization, which has led to four fatalities, <a href="https://fedscoop.com/va-ehr-six-cases-catastrophic-harm/">according</a> to lawmakers. The Government Accountability Office has continued to pressure the VA to take steps to speed up the rollout. 
The Daily Wire reached out to a publicly listed phone number for Windom and no lawyer has yet been listed yet in court records for his case.

In the last year of the Biden administration, the Department of Veterans Affairs inaugurated an effort to embed diversity, equity, and inclusion principles that would outlast their time in power.
In January 2024, the VA&#8217;s Inclusion, Diversity, Equity, and Access Council met to discuss the results of a survey, wherein employees were asked to identify &#8220;pain points&#8221; connected to their individual identities — based on race, gender identity, and a number of other factors — in order to further embed Diversity, Equity, and Inclusion (DEI) initiatives in the agency.
The discussion centered on &#8220;identity insights&#8221; and was designed to &#8220;improve employee experience,&#8221; records obtained by the Center to Advance Security in America reveal.
Just under 300 participants identified some 5,710 &#8220;pain points&#8221; that ranged from complaints about a colleague making an &#8220;inappropriate comment&#8221; to concerns that office holiday decorations excluded certain religious preferences. Other &#8220;pain points&#8221; were centered on general workplace environment and feeling that other employees did not understand certain sensitivities connected to those identity characteristics.
The 2024 meeting, which was planned three years earlier, began as a partnership between the Veterans Experience Office&#8217;s Employee Experience Organizational Management Directorate and the Office of Resolution Management, Diversity and Inclusion to improve employee experience by addressing the &#8220;pain points&#8221; they experienced in the workplace based on their identities.
Those identities — in addition to race, sex, sexual orientation, and gender identity — divided participants along religious lines and listed separate categories for Baby Boomers, Generation X-ers, Millennials, and Generation Z employees as well.
Of the 281 who were interviewed, only 3% answered based on only one identifier. Nearly one-fourth (24%) selected two identities, and 39% selected three. Of the remaining participants, 21% chose four identities, 11% chose five, and 2% chose six.
Following the late January meeting, the Council recommended a series of steps designed to make the VA a more receptive place for employees to express their &#8220;whole, authentic identity.&#8221;
&#8220;The three most pressing data fields that would benefit from a redesign as having emerged from the Identity Insights project include &#8216;gender,&#8217; &#8216;sexual orientation,&#8217; and &#8216;race,&#8217; as these categories either do not exist or do not exhaustively provide inclusive options for employees to holistically and accurately self-identify,&#8221; the study advised.
Another recommendation was for a &#8220;streamlined escalation pathway&#8221; for employees to resolve identity-based complaints — particularly &#8220;in the event of mistreatment, including reporting I*DEA issues, harassment, and general concerns with conduct in the workplace.&#8221;
Those complaints, the study indicated, could stem from interactions between employees, between employees and supervisors, and even between employees and the veterans they serve — with emphasis placed on the potential for veterans to create &#8220;pain points&#8221; that impact employees.
The study also suggested there should be an avenue for dealing with &#8220;the impacts of negative customer experiences on employees such as health practitioners providing additional coverage when LGBTQ+ Veterans are denied care by a colleague&#8221; — but did not provide evidence that such denial of care was happening within the VA system.
Almost one year to the day after that meeting — on January 27, 2025 — the VA under President Donald Trump had already begun to <a href="https://news.va.gov/press-room/va-ends-dei-stops-millions-in-spending-on-dei/">root out the DEI initiatives</a> within the department.
&#8220;Under President Trump, VA is laser-focused on providing the best possible care and benefits to Veterans, their families, caregivers, and survivors,&#8221; VA Director of Media Affairs Morgan Ackley explained. &#8220;We are proud to have abandoned the divisive DEI policies of the past and pivot back to VA’s core mission.&#8221;
In the year since, under Secretary of Veterans Affairs Doug Collins, the agency has <a href="https://department.va.gov/2025accomplishments/">cut $14 million</a> in spending that went solely to DEI-focused initiatives and training. It is unclear whether the recommendations made during that meeting were ever implemented, and if so, what the new administration may have in place to put a stop to the process.

With a government shutdown underway because Democrats are demanding $1.5 trillion in new spending, here are five brutal consequences of the stoppage.
Troops Protecting America Will Go Without Pay 
Thanks to the shutdown, members of the military working to protect America will go without pay until new funding is approved. Despite not getting paid, military personnel will still be expected to stay on duty and perform their required tasks. 
“Military personnel on active duty, including reserve component personnel on Federal active duty, will continue to report for duty and carry out assigned duties. This includes duty involving excepted and, to the extent they can be performed without incurring new obligations, non-excepted activities,” <a href="https://wjla.com/resources/pdf/79d6e679-134e-465a-ade4-dbb99d290dd9-CONTINGENCYPLANGUIDANCEFORCONTINUATIONOFOPERATIONSINTHEABSENCEOFAPPROPRIATIONS.pdf">according </a>to the Department of War’s shutdown contingency plan. 
Civilian employees of the military who are not needed in support roles will be furloughed while the shutdown continues. At the same time, other federal law enforcement officers, such as those working for the Department of Homeland Security, will also go without pay. 
“Our [Homeland Security] law enforcement officers will continue to work throughout the Democrats’ Shutdown to make sure our homeland is safe and secure. More than 200,000 of these patriots will go without pay,” <a href="https://x.com/Sec_Noem/status/1973229586910683546">said</a> Homeland Security Secretary Kristi Noem. “The Democrats will be forcing over 150,000 officers and nearly 50,000 members of the military—our frontline of defense—to continue protecting our nation without pay.”

The shutdown could stifle the work of certain federal law enforcement task forces cracking down on violent crime across the country, the National Association of Police Organizations <a href="https://www.dailywire.com/news/democrat-led-shutdown-will-put-law-enforcement-lives-on-the-line-without-pay-top-orgs-warn?author=Mary+Margaret+Olohan&amp;category=News&amp;elementPosition=2&amp;row=0&amp;rowType=Vertical+List&amp;title=Democrat-Led+Shutdown+Will+Put+Law+Enforcement+%E2%80%98Lives+On+The+Line%E2%80%99+Without+Pay%2C+Top+Orgs+Warn">warned</a>. 
“Federal funding for task forces will stop flowing,” the organization warned. “Federal grants, resources, and supports for state and local law enforcement will stop, leaving vital public safety initiatives in the lurch.”
The organization, which represents 250,000 law enforcement agents, stated that law enforcement personnel should not be expected to put their lives on the line without adequate compensation.
“To have them risk their lives without pay undermines support for the work they are doing and increases the stresses and strains the job puts on them and their families,” the organization added. “We are calling on all lawmakers to do the right thing and enact a continuing resolution to fund the government before time runs out.”
Veterans Will Lose Assistance
Military veterans will also lose access to key Department of Veteran Affairs assistance programs, <a href="https://www.legion.org/information-center/news/veterans-benefits/2025/october/whats-affected-by-the-government-shutdown">according</a> to the American Legion. They will no longer be able to receive transition program assistance or career counseling, regional benefit centers will be closed, and there will be no ground maintenance or placement of permanent headstones at VA cemeteries. Additionally, multiple hotlines will be closed. 
“President Trump opposes a lapse in appropriations, and on September 19, the House of Representatives passed, with the Trump Administration’s support, a clean continuing resolution to fund the government through November 21. Unfortunately, Democrats are blocking this Continuing Resolution in the U.S. Senate due to unrelated policy demands,” the VA <a href="https://www.nbcnews.com/politics/trump-administration/live-blog/government-shutdown-2025-trump-live-updates-rcna234261">said</a> in a letter to veterans. 
Travel 
While airports will continue to operate across the country, there could be delays as thousands of Federal Aviation Administration employees are <a href="https://www.reuters.com/business/world-at-work/faa-would-furlough-11000-employees-us-government-shutdown-2025-09-30/">expected</a> to be furloughed. Additionally, aircraft controllers and TSA employees will also be working without pay throughout the shutdown. 
“Under [President Trump’s] leadership, [the Department of Transportation] has hired 20% more air traffic controllers than the previous administration did in the same time period. Our team at the [FAA] did tremendous work to make this happen AHEAD of schedule,” said Secretary of Transportation Sean Duffy. “Now, [Sen. Schumer] and [Rep. Jeffries] are holding their paychecks HOSTAGE to push their America Last agenda through Congress.”
“The American people shouldn’t have to suffer through endless delays and cancellations because Democrats are too busy fighting for benefits for illegal immigrants! Make it make sense!” Duffy added.

Healthcare Programs Expire, Nutrition Programs Languish 
Certain healthcare programs have either expired or are expected to face delays as the shutdown continues. 
For example, the Acute Hospital Care at Home Initiative, which enables hospitals to obtain approval to treat Medicare patients with conditions such as respiratory diseases or bacterial infections at home, <a href="https://www.dailywire.com/news/popular-health-program-will-expire-if-senate-dems-force-government-shutdown-white-house-warns?author=Leif+Le+Mahieu&amp;category=News&amp;elementPosition=7&amp;row=0&amp;rowType=Vertical+List&amp;title=Popular+Health+Program+Will+Expire+If+Senate+Dems+Force+Government+Shutdown%2C+White+House+Warns">expired</a> on Tuesday. The popular program required congressional approval to continue and had been benefiting approximately 1,200 patients per month. 
Two other healthcare programs that could be impacted by the shutdown are the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which provides low-income families with additional nutrition, and the Supplemental Nutrition Assistance Program, which is intended to provide food benefits to low-income individuals. 
The <a href="https://www.nbcnews.com/politics/congress/government-shutdown-2025-air-travel-social-security-impact-rcna234594">programs</a> will move forward “subject to the availability of funding,” and House Speaker Mike Johnson said they could be significantly hampered by the program.

Veterans Affairs Secretary Doug Collins said that after a weekend of violent riots — during which property was vandalized and police officers and federal agents were targeted by protesters in the streets of Los Angeles — a local VA clinic was forced to close its doors.
Collins issued the statement on Monday afternoon, one day after President Donald Trump deployed National Guard troops to the California city in an effort to get the riots under control and protect the Immigration and Customs Enforcement (ICE) agents who were attempting to enforce federal immigration laws.
The VA secretary shared a photo showing the side of the Los Angeles VA building spray-painted with threats and profanities aimed at federal officials, adding, &#8220;To the violent mobs in Los Angeles rioting in support of illegal immigrants and against the rule of law – Your actions are interfering with Veterans’ health care.&#8221;

In an effort to contain the riots, the Trump administration also deployed a number of U.S. Marines from nearby Camp Pendleton, some of whom were expected to relieve the National Guard troops who had already been in the city for nearly two days. Today is Armed Forces Day, an occasion to express gratitude and respect for those men and women making the sacrifice to serve our country in uniform. This year, I can think of no better way to honor their commitment to duty than to give those reentering civilian life a shot at gainful employment.
Few people truly understand how hard it is to transition out of the military. In uniform, your mission is clear. Your role is defined. You live with structure, purpose, and a sense of belonging. But when service ends, the system that trained you offers little preparation for what comes next.
Sadly, this transition is often treated like a final administrative task rather than the critical life shift it truly is. You get a checklist, a few briefings, and a polite nod toward civilian life. But those things do not prepare you for the deeper shift — how to rebuild your purpose, your identity, and your worth in a world that operates differently.
When the structure and rhythm of military life disappear, veterans are suddenly confronted with a vacuum. The transition programs that are supposed to help prove unproductive because they are still led by people who don’t understand what it takes to succeed after service.
Our servicemen and women get stuck with outdated processes that are heavy on structure and light on relevance, leaving them unprepared for today’s fast-moving economy. If we continue with this approach,  we will keep losing people after the fight is over.
And it isn’t just veterans who are suffering. The economy is feeling the strain as well.
Industries from tech to logistics to healthcare are scrambling to find people who can build teams, make decisions, and lead under pressure. They spend hundreds of thousands of dollars to find qualified candidates, only to be disappointed because they don’t have the grit and follow-through to overcome the challenges faced by today’s organizations.
Hiring managers complain that new workers are entitled, lazy, and don’t take initiative. They say they’re tired of seeing the same resumes and hiring employees who don’t move the needle. But they overlook the group that can address these problems and more: veterans.
Veterans have developed leadership skills, adaptability, and mission-driven focus through years of training and real-world experience. Simply by enlisting, they demonstrated that they are willing to work for something bigger than themselves and make the sacrifices necessary to achieve it.
I have seen how the military trains men and women to lead, build teams, persevere, and thrive under pressure — traits companies claim to need. Yet too often, there is a disconnect. Too often, veterans are overlooked because they do not have the “experience” or necessary qualifications.
These things are undoubtedly important, but should not be the only consideration. When they are, two catastrophic things happen: companies miss out on thousands of uniquely qualified candidates, and veterans are left to suffer.
What could be a wonderful partnership becomes another statistic of veteran unemployment and corporate leadership struggles.
It&#8217;s not that veterans are not capable or that companies don&#8217;t care. The system was simply not built to align the two sides properly.
But that just isn’t good enough for our economy — or our veterans.
We need a new way forward, one that recognizes the immense, ever-changing challenges today’s organizations face while simultaneously valuing the skills veterans have developed through their service — even if they don’t show up on the job experience section in a resume.
It’s time for companies to consider veterans&#8217; unique skills and experiences. They might be exactly what the economy needs because, right now, America isn’t short on workers — it’s short on leaders.
Translating that experience into civilian terms is not simple. But it is possible.
For me, education was part of that process. I chose to study at Pepperdine University, where I was challenged to think differently, expand my leadership skills beyond the military, and see the civilian world not as foreign ground but as a new mission to master.
These years reminded me that growth does not stop when the uniform comes off. It simply changes form, morphing into another kind of challenge. And it&#8217;s one I believe veterans are perfectly suited to meet.
The solution, however,  isn’t more hiring initiatives, which soon become quotas and occasions for empty virtue signaling. Instead, we need deliberate pathways that match veterans’ capabilities and values with organizations willing to put leadership potential to work.
It is not about charity. It’s about putting proven leadership where it belongs — in the fight, making an impact. This can and does lead to real careers, authentic leadership, and incredible results.
If you are serious about building a team that can survive and thrive in the real world, stop overlooking veterans. We don&#8217;t need favors. We need opportunities. And the world needs what we have to offer. So this Armed Forces Day, America’s companies can show their gratitude by trusting those who have already proven they can lead.

The Department of Veterans Affairs for years defied a rule barring “gender alterations&#8221; to provide procedures designed to help people present as the opposite sex, internal documents obtained by The Daily Wire show.
The VA, known for providing prosthetic limbs to war heroes who suffered wounds on the battlefield, provided prosthetic penises called &#8220;3-in-1 (pee/pack/play),&#8221; as well as prosthetics designed to look like breasts, chest binders, wigs, and dilators for fake vaginas, the documents show.
Federal regulations exclude “gender alterations” from the medical services the VA is permitted to provide. But the VA interpreted that phrase narrowly, to mean only the surgeries themselves. “Since 2011, VA has provided all medically necessary transition-related care for transgender and gender diverse Veterans except surgeries,” one document said.
The Biden administration also stretched the definition of “medically necessary.” While a 2020 document said that hair removal was cosmetic and could not be covered, a document from the Biden administration taught VA staff how to pay outside providers to laser-remove the hair on a transgender person&#8217;s &#8220;face/neck, back, chest, abdomen, or genitalia,&#8221; and to record it with a vague &#8220;unlisted procedure code for skin, mucous membrane, and subcutaneous tissue.&#8221;
The VA even gave a presentation to &#8220;parking attendants or valets, maintenance staff, [and] housekeepers,&#8221; forcing them to “Articulate the key elements of VHA’s Directive on Providing Health Care for Transgender and Intersex Veterans” and training them to &#8220;ask the Veteran what name, gender, and pronoun, the Veteran prefers&#8221; so they could place them in shared hospital rooms with a member of the gender with which they identified.
The Trump administration on Monday said that, in accordance with the president&#8217;s <a href="https://www.whitehouse.gov/presidential-actions/2025/01/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government/">executive order</a> on Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government, it would stop providing “medical treatments for gender dysphoria,” except for those who had already begun the treatments at the VA. In the years preceding, the Biden administration took extraordinary steps to expand the services it provided to those pursuing a gender transition.
Biden-era documents said that the department intended to change the regulations to also cover surgeries, but that the process could take years. A document called &#8220;Gender-Affirming Care at VA: Resources for Providers&#8221; said that &#8220;While VA cannot provide gender-affirming surgeries at this time,&#8221; it would diagnose them with gender dysphoria, put them on hormones, give them voice training, store their eggs or sperm, remove their body hair, and write letters convincing outside surgeons to perform the surgery.
An April 2024 presentation by an &#8220;LGBTQ+ Veterans Care Coordinator&#8221; added that the VA would also cover &#8220;medically necessary post-operative and long-term care following gender-affirming surgery.&#8221; It also construed that broadly, including revision surgeries and testicle removal if there were complications with prescription hormones.
There were trainings for VA providers on &#8220;diagnosing gender dysphoria&#8221; and &#8220;assessment of readiness and consent for hormone therapy,&#8221; including showing how staff could use the VA computer system to book a &#8220;transgender and gender diverse national e-consult” that would connect local medical staff to specialized transgender &#8220;expert hub teams” in Minneapolis and Tucson.
The e-consult screen triggered a warning that &#8220;for individuals still active in the military (e.g., Guard, Reserves, Active Duty) transgender identity can be grounds for discharge and their VA medical records are accessible by the military.&#8221;
The department — whose motto is the Abraham Lincoln quote, &#8220;To care for him who shall have borne the battle and for his widow, and his orphan” — offered classes on how men could make their voices higher, called the &#8220;Gender-Affirming Program with Speech (GAPS).&#8221; The program entailed &#8220;4-8 individual sessions with a speech-language pathologist&#8221; who not only helped men with &#8220;achieving your authentic and affirming voice,&#8221; but also taught tips to make sure that their laughs, coughs, and sneezes didn&#8217;t give them away as men.
The VA used a form letter to convince outside doctors to perform genital surgery on veterans, giving the impression that it was written specifically for one patient after close observation. It said &#8220;I support (honorific) XXXX&#8217;s decision to undergo genital surgery, and I am available for coordination of care,&#8221; and asked VA doctors to fill in the blanks and sign their name to it. Another version said “We are of the opinion that [veteran] meets all of the criteria for a vaginoplasty, as set forth in the WPATH Standards of Care, Version 7.&#8221;
The VA also allowed veterans to change the “birth sex” field on their medical records, saying “despite the medical implications…this is the Veteran’s right.”

Veterans Affairs Secretary Doug Collins said on Monday, in connection with the announcement that all such services will come to an end, that he&#8217;s confident &#8220;this is the right decision.&#8221;
“I mean no disrespect to anyone, but VA should not be focused on helping Veterans attempt to change their sex,&#8221; Veterans Affairs Secretary Doug Collins said in the statement. &#8220;The vast majority of Veterans and Americans agree, and that is why this is the right decision.”
“All savings VA achieves by stopping specific medical treatments for gender dysphoria will be redirected to help severely injured VA beneficiaries — such as paralyzed Veterans and amputees — regain their independence,” the department said in a statement.
&#8220;All eligible Veterans — including trans-identified Veterans — will always be welcome at VA and will always receive the benefits and services they’ve earned under the law. But if Veterans want to attempt to change their sex, they can do so on their own dime.”
The VA &#8220;has not kept consistent and reliable records regarding the total number of Veterans who endured these procedures, the total amount of money spent on them or the total number of employees involved,&#8221; the department said in its statement. &#8220;Veterans Health Administration estimates indicate that less than one tenth of one percent of the 9.1 million Veterans enrolled in VA health care are trans-identified.”
The statement also noted that the “VA’s LGBTQ+ Veteran Care Coordinator (VCC) and VISN Lead roles are not affected by this policy change, as they ensure clinically competent, Veteran-centered, and effective care,&#8221; and that bathrooms and patient rooms across VA facilities are now segregated by birth sex. The statement also noted the VA had rescinded Veterans Health Administration Directive 1341(4), which provided for certain transgender services.

Collins spoke with <a href="https://newsbusters.org/blogs/nb/curtis-houck/2025/02/10/another-one-bites-dust-veterans-affairs-axes-nearly-180k-politico" target="_blank" rel="noopener">Newsbusters</a> about his plan to cancel the Politico Pro subscriptions, telling the outlet that he was ushering in &#8220;a new day at VA&#8221; and adding, &#8220;We’re putting Veterans at the center of everything the department does, focusing relentlessly on customer service and convenience.&#8221;
&#8220;We’re working every day to find new and better ways of helping VA beneficiaries. That means cutting wasteful spending and redirecting resources toward programs that benefit Veterans, families, survivors and caregivers,&#8221; Collins added.
The VA has already taken actions to root out and terminate Diversity, Equity, and Inclusion (DEI) programs and initiatives, a move that could save the department millions of dollars.

Employees at the Department of Veterans Affairs improperly accessed the medical records of Republican vice presidential nominee JD Vance and Democrat vice presidential nominee Tim Walz, both veterans.
At least a dozen employees are now under criminal investigation for violating federal health privacy laws, The Washington Post <a href="https://www.washingtonpost.com/politics/2024/09/30/vance-walz-medical-records-breach-va/" target="_blank" rel="noopener">reported</a>. Officials from the VA notified the Vance and Walz campaigns about the records breach after it was discovered.
“We reported to law enforcement allegations that VA personnel may have improperly accessed Veteran records. We take the privacy of the Veterans we serve very seriously and have strict policies in place to protect their records,” VA Press Secretary Terrence Hayes <a href="https://nypost.com/2024/09/30/us-news/va-staffers-improperly-peeked-at-medical-records-of-vance-and-walz/" target="_blank" rel="noopener">told</a> the New York Post. “Any attempt to improperly access Veteran records by VA personnel is unacceptable and will not be tolerated.”
Sources familiar with the investigation told the Washington Post that employees of the agency’s healthcare sector, the Veterans Health Administration, accessed the records.
The office of the VA inspector general reportedly provided evidence to federal prosecutors showing multiple employees accessing the information. Among those who accessed the information were a physician and a contractor who looked through the candidates’ medical files.
The files were accessed using VA computers from government offices, and investigators are trying to determine whether either of the candidates’ health records have been shared.
The breach was uncovered last month during a routine review of the department’s high-profile accounts, the Post reported.
It is currently unclear what motivated the individuals to access the files, though some have said they were merely curious. Those who accessed the medical files reportedly didn’t have access to disability compensation records, which are kept more securely.
When VA Secretary Denis McDonough learned of the breach, he sent a department-wide memo reminding employees about privacy.

“Veterans trust us to respect their privacy and protect the confidentiality of their information,” he wrote, according to a copy obtained by the New York Post. “We earn this trust by adhering to our core values of integrity, commitment, advocacy, respect, and excellence in everything we do – and by making sure that that we follow all laws and policies when accessing and safeguarding Veteran data.”
If found to have violated federal privacy laws, the employees could face up to a year in prison and a fine of up to $50,000.
This is the first election since 1996 in which both vice presidential candidates are veterans. Vance is a Marine Corps veteran who worked in public affairs and was deployed to Iraq for six months between 2005 and 2006. Walz served in the National Guard for 24 years and retired after learning his unit could be sent to Iraq, The Daily Wire <a href="https://www.dailywire.com/news/walz-embellished-and-selectively-omitted-facts-about-his-military-career-retired-national-guardsmen" target="_blank" rel="noopener">reported</a>. He also repeatedly lied about his rank when he retired, as he failed to meet the conditions to maintain a Command Sergeant rank and, therefore, retired as a Master Sergeant.

Veterans who depend on the U.S. Department of Veterans Affairs for benefits and healthcare may be in for a big disappointment: the department acknowledged it will run roughly $15 billion short through this year and 2025.
VA benefits accounts could plunge $2.9 billion, and healthcare accounts could be almost $12 billion short next year.
“Right now, due in large part to the historic PACT Act, VA is delivering more care and more benefits to more veterans than ever before,” VA Press Secretary Terrence Hayes stated. “These results are life-changing for veterans, their families, caregivers and survivors, and VA will continue to push to make sure that they get the care and benefits they deserve.”
But according to <a href="https://www.military.com/daily-news/2024/07/18/va-warns-congress-benefits-payments-are-risk-due-projected-15-billion-budget-shortfall.html">Military.com</a>, Congress was apprised in a slideshow that there could be “potential disruptions to benefits payments if there&#8217;s insufficient funding by the end of the fiscal year.”
“If VBA (Veterans Benefits Administration) has insufficient funding available, then compensation and pension payments to over 7 million veterans and survivors and readjustment benefit payments to over 500,000 individuals that are scheduled to be delivered on October 1, 2024, are at risk,” the slideshow stated.
“This represents by far the largest budget shortfall the Department of Veterans Affairs (VA) has experienced under any administration and a repudiation of the FY 2025 budget request that the Biden-Harris administration presented just four months ago,” Rep. Mike Bost (R-IL), Chairman of the House Veterans Affairs Committee Chairman, wrote VA Secretary Denis McDonough on Wednesday. ”Not only have your chief financial officers thrown out the dollar amounts requested for many key accounts, they have abandoned many of the estimates and projections that underpinned their budget. This is not just fiscal mismanagement; it is strategic whiplash.”
“I understand that priorities may change, but it boggles my mind how the roughly 10,000 full-time equivalent (FTE) workforce reduction and the nationwide VHA hiring restrictions that you defended just a few months ago have already become a more than 22,000 FTE increase. Hiring quality health care workers is difficult enough without a constantly moving target,” Bost added.

The Department of Veterans Affairs office dedicated to rooting out racism and harassment is itself a “hostile, toxic work environment with a permissive culture of rampant gossiping and innuendo,” where multiple layers of top officials participated in and covered up sexual harassment, an internal agency review concluded.
At one point, a senior manager fired a mid-level manager because both men wanted to sexually harass the same employee. When a complaint was filed, a political appointee sat on it, apparently partly for racial reasons.
The 125-page report paints a shocking portrait of the 400-person diversity office, in which employees spent much of their time filing complaints against each other instead of serving veterans. Employees engaged in “self-aggrandizing,” petty turf wars, and planned wasteful events, including one junket in which nine people travelled to dispense “diversity” training that was supposed to have been done by one person.
Deputy Assistant Secretary Harvey Johnson, the leader of the Office of Resolution Management, Diversity &amp; Inclusion (ORMDI), retired when confronted with evidence of his department&#8217;s behavior, as well as allegations that he had swept misconduct &#8220;under the rug.&#8221;
Archie Davis, the ORMDI Chief of Staff, has been moved to a different office pending discipline after the Office of Accountability and Whistleblower Protection (OAWP) concluded that he &#8220;engaged in misconduct of a sexual nature with a subordinate employee, including while he was in her direct chain of command,&#8221; &#8220;sexted&#8217; with a different subordinate employee,&#8221; covered up allegations against colleague, and a slew of other infractions.
The findings come as the VA has made some of the most bizarre and inflammatory “diversity” moves in the Biden administration — <a href="https://www.dailywire.com/news/veterans-affairs-rescinds-memo-banning-v-j-day-kiss-photo" target="_blank" rel="noopener">including an attempted ban on the iconic photo</a> that celebrated victory over Japan in World War II, and a new policy that could tamper with medical assessments to <a href="https://www.dailywire.com/news/biden-admin-wants-more-black-veterans-declared-mentally-disabled-in-the-name-of-equity" target="_blank" rel="noopener">deny benefits to white suicidal veterans</a> in the name of racial equity.
ORMDI is tasked with harassment prevention, equal employment opportunity, and diversity and inclusion for the VA, yet “the very office tasked with enforcing” such things itself engaged in wanton harassment and bizarre racism, according to the OAWP report, which was dated January 26 and obtained by The Daily Wire.
A female employee provided OAWP with messages showing that after meeting chief of staff Davis for the first time in early 2023, he began sending her flirtatious texts and copying her on emails in which he bullied subordinates, seemingly to boast of his power and to show what could be in store for her if she did not cooperate.
Western Region Supervisor Gary Richardson was also sexually harassing the same employee. She said that he would hound her on Microsoft Teams with personal chatter as they worked, and that he told her when she was not available, he would stare at her photo &#8220;to get my fix.&#8221; When she travelled to D.C. for work, he told her he had a &#8220;pass&#8221; from his wife and pressured her to go out with him.
And on March 2, Davis recommended that Richardson be fired for it, writing that &#8220;the predatory electronic messages should be sufficient to present Gary with the option of resignation of retirement in lieu of removal.&#8221;

This was seemingly not because he, as Davis wrote, &#8220;breach[ed] that sacred line,&#8221; but because he was competition. Nine days later, Davis himself texted the employee: &#8220;Good morning Sexy! &#8230; Ain&#8217;t just attracted to your curves and those physical attributes that cause men to holler at ya. Your bold, audacious disposition and your alpha female demeanor are equally a turn-on for me.&#8221;
Davis subjected her to messages such as one that said, &#8220;I wanna make you lose your mind. When I&#8217;m thumping your clit with my tongue and you grab my head, I&#8217;ll keep it right there til you shiver and quiver and beg me to pound you,&#8221; according to screenshots obtained by The Daily Wire.
On another occasion, he sent her porn and texted her at 4:43am, &#8220;I hope you like it early in the morning. Often I imagine how good it will be to roll over on top of you and start the day by filling you up.&#8221;
The victim said that Davis &#8220;would always try to persuade me with money,&#8221; such as free trips to D.C., and told her &#8220;once you get on his bad side, you will feel his wrath.&#8221;
By July, when the woman was still not receptive, Davis got snippy, saying, &#8220;We&#8217;ve been talking for a year and I have been clear on my interest&#8230; My intent was to have it all with you.&#8221; Soon after, she became the subject of his chest-thumping bureaucratic missives, with him writing to her, &#8220;any further attempts to extend your official travel at this conference beyond August 10, 2023 will be viewed as further insubordination and will be dealt with as such.&#8221;
Six complaints resulted in little reform, with the victim eventually reaching out directly to VA Secretary Denis McDonough, who did not respond. &#8220;With Harvey and Archie being in a position of power&#8230; I felt like it wasn&#8217;t going to go nowhere,&#8221; she said.
Davis’ misconduct “was so wide-ranging, pervasive, and widely known” that ORMDI Deputy Assistant Secretary Johnson “either knew or should have” known about it, yet he continued to give Davis “outstanding” performance reviews, OAWP said.
When Johnson received a complaint about &#8220;erratic behavior&#8221; by Davis impacting &#8220;the safety of staff,&#8221; he did not take any documented action. It recommended that Johnson have his previous bonuses clawed back so he could not simply evade accountability by retiring with a pension.
The diversity office’s day-to-day actions seemed to have virtually no bearing on the wellness of veterans. The report said that ODMI is responsible for the &#8220;Diversity and Inclusion Program&#8221; which travels across the country to conduct &#8220;technical assistance reviews (TARs),&#8221; which VA policy says &#8220;may be composed of one or two members.&#8221; ORMDI would add employees to these junkets for trivial purposes such as taking notes or the be &#8220;extras.&#8221;
One employee said it was &#8220;fraud, waste, and abuse. You know, we had &#8212; I kid you not &#8212; maybe eight, nine people on this TAR that was [sic] sittin&#8217; around.&#8221;
Another employee alleged that even though ORMDI had 400 employees, it hired outside contractors to do actual work.
The VA diversity office was so chaotic that investigators from another agency, the US Postal Service, were called in to address their many complaints against each other. While some complaints showed severe misconduct, others evidenced bizarre, adolescent dysfunction or were petty, high-school style gossip.
Employees often gossiped about whether the purpose of their many junkets was for particular employees to have sex with each other, and filed complaints based on sniping and rumors.
Some sexual activity in the DEI office was consensual. One employee was happy that chief of staff Davis called her his &#8220;big brown sugar,&#8221; told him she wanted to &#8220;suck him dry,&#8221; and asked him about anal sex.
Rep. Juan Ciscomani (R-AZ) said that VA officials explained a delay in convening an investigation in part because they thought someone could only be investigated by a person of the same race.
Secretary McDonough acknowledged receiving an email from a whistleblower about the scandal, but said he could not recall his response clearly. The employees remained on the job even after House VA Committee Chair Rep. Mike Bost (R-IL) wrote to him about it because he did not read the chairman&#8217;s letter, despite congressional correspondence being part of his daily briefing.
&#8220;I don&#8217;t read the letters tab every day. And I&#8217;ve just ignored it,&#8221; McDonough said. &#8220;That is one of the things that really bothers me about it, and I saw no other way to address it than to just come clean.&#8221;
Gina Grosso, the Assistant Secretary for HRA/OSP, failed to take prompt action, explaining to OAWP that “there were so many complaints at once, and it took time to figure out who was the grieved, and it&#8217;s several things on my plate — on the plate. I don&#8217;t think I have any other great explanation, honestly.”

Grosso, a political appointee of Joe Biden, announced her resignation the day after Congress raised the issue.
“The sheer volume of complaints arising in ORMDI should have put [Human Resources and Administration/Operations, Security, and Preparedness] leaders on notice of the dysfunctional situation in ORMDI, but HRA/OSP leadership failed to take sufficient actions,” it said, referring to the human resources department that houses the DEI office.
In a February 14 <a href="https://www.youtube.com/watch?v=7pEafd-tYAU&amp;t=3s">congressional hearing</a>, Secretary McDonough said although a whistleblower contacted him about the issue, he didn’t remember it, and it didn’t get his attention when Bost wrote to him about it, because “I’ve just ignored” letters from Congress.
“The person who failed here is me,” McDonough told the committee. “This behavior suggests a real culture issue in ORMDI.”
The report concluded that &#8220;given the systemic deficiencies and failures documented in this report, VA must take immediate action to restore VA employees&#8217; trust in ORMDI.&#8221;
The VA did not return a request for information from The Daily Wire.

“The photograph, which depicts a non-consensual act, is inconsistent with the VA’s no-tolerance policy towards sexual harassment and assault,” the memo <a href="https://www.militarytimes.com/veterans/2024/03/05/va-reverses-plan-to-ban-iconic-wwii-kiss-photo-from-medical-sites/" target="_blank" rel="noopener">stated</a>.
“To foster a more trauma-informed environment that promotes the psychological safety of our employees and the veterans we serve, photographs depicting the ‘V-J Day in Times Square’ should be removed from all Veterans Health Administration facilities,” the memo directed.
On Tuesday, the memo went viral on social media, sparking nearly instant backlash.

Later on Tuesday, Veterans Affairs Secretary Denis McDonough took to social media to reassure critics that the photo would not be banned.

&#8220;VA is NOT banning this photo from VA facilities,&#8221; Veterans Affairs said in a statement provided to The Daily Wire.
The VA added that a memo was sent out that should not have been, and it has now been rescinded.
White House Press Secretary Karine Jean-Pierre echoed the VA&#8217;s statement on Tuesday as well, saying the memo was &#8220;not sanctioned.&#8221;
“The VA is not going to be banning this photo,” Karine Jean-Pierre <a href="https://apnews.com/article/times-square-kiss-photo-veterans-affairs-memo-b24d5dba6930be867e9ac1be6dff16e5" target="_blank" rel="noopener">said</a>. “I can definitely say that the memo was not sanctioned, and so it’s not something that we were even aware of.”
The famous photo, which also shows people spilling out of bars, restaurants, and movie theaters to celebrate the end of the war, was snapped by journalist Alfred Eisenstaedt in New York City on August 14, 1945. A Navy photojournalist also caught the moment from a different angle.
The man and woman in the photo are thought to be <a href="https://www.cbsnews.com/news/sailor-nurse-from-iconic-vj-day-photo-reunited/" target="_blank" rel="noopener">George Mendonsa and Greta Friedman</a>, both of whom passed away within the last decade.

A new “equity” initiative in the Department of Veterans Affairs (VA) aims to declare more black people to be mentally disabled.
Black veterans currently receive disability payments for mental health conditions at nearly twice the rate of whites. But the Biden administration&#8217;s <a href="https://department.va.gov/wp-content/uploads/2024/02/final_Equity-Assessment-and-Action-Steps-for-Mental-Health-Compensation-Benefits-.pdf">Equity Assessment and Action Steps for Mental Health Compensation Benefits</a>, released Wednesday, said that to attain &#8220;equity,&#8221; that number needs to be even higher.
“A higher percentage of Black Veterans currently receive disability compensation benefits than white Veterans for mental health conditions (21.7% vs. 12.7%),&#8221; the assessment said. &#8220;On average, Black Veterans also apply for disability compensation at higher rates and receive slightly higher disability ratings from VA than white Veterans. However, Black Veterans have lower grant rates than white Veterans for mental health conditions (70.3% vs. 76.0%). &#8230; In response to these new findings, VA will [be] taking immediate and aggressive action to eliminate this gap and ensure that Black Veterans get the benefits they deserve.&#8221;
The justification uses a tortured logic in which, although there is a large discrepancy in blacks&#8217; favor when it comes to actually being granted government disability checks, the Biden administration sliced the numbers until they found a secondary metric in which blacks were slightly behind: The percentage who apply for disability but are deemed ineligible.
The &#8220;grant rate&#8221; means the portion of people who sought a disability rating who had it granted by the VA, as opposed to the VA saying that the evidence did not support a finding of disability. The Biden administration contends that the &#8220;grant rate&#8221; needs to be equal by race — even though that would make the percentage of each race actually receiving checks even more unequal.
The move appears to put pressure on evaluators to either look the other way at fraud and rubber-stamp unjustified disability ratings for blacks, or deny benefits to potentially suicidal whites. It also puts the Biden administration in conflict with science, with the result of ostensibly objective medical evaluations being swayed for political reasons.
Ironically, the six-point discrepancy in grant rate, used to justify more equity policies, was likely caused by an existing VA &#8220;equity&#8221; policy that encouraged blacks to apply for disability. “In recent years, VA has worked to engage Black Veteran [sic] to encourage them to file for the benefits they’ve earned,” the VA said. People who have to be persuaded that they are disabled are likely to have borderline cases more prone to be rejected, causing the &#8220;grant rate&#8221; to go down for their group.
The VA said it plans to continue that effort, even though it mathematically contradicts its own purported goal. “Throughout 2024, VA will work to continue this trend by working with directly with Black Veterans and organizations to spread the word about this study and encourage Veterans to apply,” it said.
The VA declined to answer questions from or share data with The Daily Wire.
But it acknowledged in its paper that even when it comes to grant rates, blacks are actually ahead of whites in one category, and behind in the other. “There has not been a grant rate gap by race since 2011 for Veterans who filed within one year of discharge,” the paper admitted, but “the gap remains for Veterans who filed more than a year after discharge.”
About half of veterans seek disability within a year of leaving service, while half wait longer. The VA said there was a racial &#8220;gap&#8221; in the second category, with whites about 2% ahead of blacks, but that there was no racial &#8220;gap&#8221; in the first category, when blacks were about 2% ahead of whites.
Rather than try to ameliorate the disparity in which blacks are more likely than whites to get disability if they apply within a year of leaving the service, it will lean into it by “doing direct outreach to encourage Black Veterans to file for disability compensation benefits within the first year of discharge,” VA said.
The argument that VA assessors reject certain blacks&#8217; applications out of racism, while readily granting other blacks&#8217; applications, is a more convoluted one than the simple explanation that assessors make decisions based on whether the evidence supports it.
Black people are overrepresented among VA employees by double their portion of the population. They make up a quarter of the VA’s workforce, giving the VA the fourth-highest rate of black employees out of 19 Cabinet agencies, a Daily Wire review of Office of Personnel Management data showed. Nonetheless, the Veterans Benefits Administration (VBA) released a <a href="https://department.va.gov/wp-content/uploads/2024/02/final_VBA-Benefits-Equity-Assurance-Plan.pdf">Benefits Equity Assurance Plan</a> in conjunction with the study that said it will seek to hire more blacks by recruiting employees at HBCUs.
The VBA also said it will &#8220;mandate unconscious bias and implicit bias training for all VBA employees.&#8221; Implicit bias training has been derided by scholars as <a href="https://www.vox.com/identities/2017/3/7/14637626/implicit-association-test-racism" target="_blank" rel="noopener">junk science</a>.
The Equity Assurance Plan said it stems from &#8220;President Biden’s Executive Order (EO) 13985 on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, and EO 14091, which charged the Federal Government with advancing equity.&#8221; It said it “has created a new Office of Equity Assurance led by a career senior executive to assess any disparities,” and will use artificial intelligence to try to make sure all numbers are equal by race.
“VBA will continue to champion  uniform training and curricula related to inclusion, diversity, equity, and access (I*DEA) to ensure consistent messaging and instruction to its workforce in the respective benefit programs and services,” it said.
The military is undergoing a <a href="https://www.dailywire.com/news/more-pronouns-less-recruits-u-s-military-facing-unprecedented-recruiting-crisis-under-biden" target="_blank" rel="noopener">recruitment crisis</a> driven largely by a decline in white people who want to enlist.
