Ukraine intelligence forces, built up with significant investment from the CIA, have carried out attacks behind enemy lines on what Ukraine says are figures and infrastructure important to the Russian war effort.
U.S. officials are often not consulted ahead of a strike and are not involved in Ukraine’s assassination operations. Ukraine’s intelligence and spy operations are as capable as they are because of significant investment from the U.S. over the past decade, however, according to <a href="https://www.washingtonpost.com/world/2023/10/23/ukraine-cia-shadow-war-russia/" target="_blank" rel="noopener">The Washington Post</a>.
After Russia annexed Crimea in 2014, the CIA began investing what would eventually become an estimated tens of millions of dollars in Ukraine’s intelligence services. American officials built up Ukraine’s spy services to run intelligence operations against Russia – mainly intercepting Russian communications. Ukraine intercepted hundreds of thousands of Russian messages and routed them through facilities in the U.S. for American officials to parse through.
Since Russia invaded Ukraine last year, Ukraine has used its intelligence services to carry out several highly sensitive and lethal missions, such as blowing holes in Russian naval vessels and bombing the Kerch Bridge connecting the Russian mainland to the Crimean Peninsula. Other operations have included targets less directly related to the war effort, raising concerns that Ukraine’s covert operations may cause rifts between it and its allies.
No operation is conducted without approval from Ukraine President Volodymyr Zelensky, officials told the Post. The Security Service of Ukraine, known as the SBU, and the intelligence division of Ukraine&#8217;s defense ministry, known as the GUR, have carried out dozens of assassinations against Russian targets since the war began.
Ukraine’s operations “has risks for Russia,” a former senior CIA official told the Post, “but it carries broader risks as well.”
“If Ukraine’s intelligence operations become even bolder — targeting Russians in third countries, for example — you could imagine how that might cause rifts with partners and come into serious tension with Ukraine’s broader strategic goals,” the official said.
Ukraine has targeted non-military partisans backing Russia’s war effort with bombs, such as a pro-Russia blogger who died in a St. Petersburg café. Another Ukraine intelligence operation targeted one of Russia&#8217;s best-known political philosophers, Aleksandr Dugin, an ally of Russian President Vladimir Putin. The mission missed Dugin, however, and killed only his daughter.

One high-profile operation that Ukraine’s intelligence service has denied involvement in is the sabotage of the Nord Stream pipelines in September of last year. U.S. officials have reportedly obtained evidence linking the pipeline explosions and Ukraine; the CIA <a href="https://www.dailywire.com/news/ukraine-made-plans-to-sabotage-nord-stream-pipelines-months-before-attack-report" target="_blank" rel="noopener">obtained</a> plans for a Ukrainian operation against the pipeline drawn up months before multiple explosions ripped through the lines.
“All targets hit by the SBU are completely legal,” SBU director Vasyl Malyuk said in a statement. Ukraine “does everything to ensure that fair punishment will ‘catch up’ with all traitors, war criminals and collaborators.”
Ukraine’s covert operations have sparked criticism and concern that the missions are going too far, including from inside Ukraine. Valentin Nalivaychenko, former head of the SBU and current Parliament member, <a href="https://www.economist.com/europe/2023/09/05/inside-ukraines-assassination-programme" target="_blank" rel="noopener">suggested</a> last month that Ukraine should restrain its assassinations.
“Clowns, prostitutes and jokers are a constant around the Russian government,” he said. “Kill one of them, and another will appear in their place.”
“Our security services shouldn’t do things just because they can,” he added.

The Central Intelligence Agency (CIA) secretly escorted former chief White House medical adviser Dr. Anthony Fauci into its headquarters to &#8220;influence&#8221; the COVID-19 origins investigation, according to Republican lawmakers.
Select Subcommittee on the Coronavirus Pandemic Chairman Brad Wenstrup (R-OH) said in a <a href="https://oversight.house.gov/wp-content/uploads/2023/09/2023.09.26-SSCP-Letter-to-HHS-OIG-Re.-AF-Movements.pdf" target="_blank" rel="noopener">letter</a> addressed to U.S. Department of Health and Human Services (HHS) Inspector General Christi Grimm that according to new information gathered by lawmakers, Dr. Anthony Fauci, then-director of National Institute of Allergy and Infectious Diseases (NIAID), played a role in the CIA&#8217;s review of the origins of COVID-19.
&#8220;The information provided suggests that Dr. Fauci was escorted into [CIA] Headquarters — without a record of entry — and participated in the analysis to &#8216;influence&#8217; the Agency&#8217;s review,&#8221; Wenstrup wrote. &#8220;Our goal is to ensure the scientific investigative process regarding the origins of COVID-19 was fair, impartial, and free of alternative influence.&#8221;
Fauci&#8217;s alleged visit to the George Bush Center for Intelligence headquarters in Langley, Virginia, did not have a date attached to Wenstrup&#8217;s letter, nor did the subcommittee Chairman disclose who provided the information to the panel.
Wenstrup requested Grimm make Special Agent Brett Rowland available for a voluntary transcribed interview and all documents and communications between federal agencies, including HHS, NIAID, and the U.S. Marshals Service.
&#8220;The American people deserve the truth — to know the origins of the virus and whether there was a concerted effort by public health authorities to suppress the lab leak theory for political or national security purposes,&#8221; Wenstrup wrote.
The allegations come after <a href="https://www.dailywire.com/news/cia-whistleblower-alleges-federal-agency-paid-covid-discovery-team-to-alter-wuhan-lab-findings" target="_blank" rel="noopener">whistleblower testimony</a> to the subcommittee claimed CIA officials paid six officers investigating the origins of COVID-19 to bury their conclusion that the virus likely originated from a Chinese lab.
Wenstrup and Rep. Mike Turner (R-OH) wrote that an anonymous &#8220;highly credible senior-level CIA&#8221; official alleged that six members with &#8220;significant scientific expertise&#8221; in the federal agency tasked with investigating the roots of SARS-CoV-2 found that the virus likely originated in a Wuhan laboratory.

&#8220;According to the whistleblower, at the end of its review, six of the seven members of the Team believed the intelligence and science were sufficient to make a low confidence assessment that COVID-19 originated from a laboratory in Wuhan, China,&#8221; the representatives wrote.
But after the officers concluded their findings, the CIA whistleblower claims the intelligence agency offered financial incentives to six of the seven experts involved in the investigation to change their narrative on the virus, according to a letter sent to CIA Director William Burns.
&#8220;The seventh member of the Team, who also happened to be the most senior, was the lone officer to believe COVID-19 originated through zoonosis,&#8221; the letter continued. &#8220;The whistleblower further contends that to come to the eventual public determination of uncertainty, the other six members were given a significant monetary incentive to change their position.&#8221;
Questions about whether the virus leaked out of the Wuhan Institute of Virology or spread worldwide after the virus transmitted from animals to humans still divide U.S. agencies today.
The Department of Energy and the FBI were among the first federal agencies earlier this year to assess with moderate confidence that the pandemic&#8217;s origins were most likely a potential lab incident in Wuhan.
But the Office of the Director of National Intelligence declassified a long-awaited report in June about potential links between the Chinese lab and the origins of COVID, which stated three lab workers who became ill in 2019 could not be directly linked to the source of the pandemic as their symptoms were &#8220;consistent with but not diagnostic of COVID-19.&#8221;
Fauci, who led the COVID-19 response team for the White House in the Trump and Biden administrations, remains at the center of a conspiracy about the virus&#8217;s origins. He has publicly dismissed the lab leak theory since the beginning of the pandemic in 2020.
Earlier this year, the coronavirus subcommittee pressed Fauci about U.S. funding to the Wuhan lab after it reportedly emerged the NIH gave U.S.-based EcoHealth Alliance a $3.7 million grant in 2014, which approximately $600,000 went toward the Wuhan lab to study bat coronaviruses.
Fauci previously claimed the U.S. never spent money on virus research in a lab. But during an interview with <a href="https://www.science.org/content/article/anthony-fauci-becoming-devil-and-warning-his-successor" target="_blank" rel="noopener">Science</a> published on Monday, he appeared to have shifted his response about alleged funding for the specific gain-of-function research.
&#8220;I had no idea the grant to [EcoHealth and the Wuhan lab] existed until all this exploded,&#8221; Fauci said. &#8220;It&#8217;s $121,000-a-year grant, and I had a $6 billion portfolio.
&#8220;So, when I said to my people, &#8216;Tell me what&#8217;s going on,&#8217; they said. &#8216;This is the guidelines, and by no definition whatsoever is that gain-of-function of concern.&#8217; Now, people are saying maybe those guidelines are a little too loose. My feeling is, absolutely, you should reexamine that, and if you want to change it, change it.&#8221;

The CIA is planning to unleash an artificial intelligence tool to give analysts better access to sort through vast amounts of public information, according to a <a href="https://www.bloomberg.com/news/articles/2023-09-26/cia-builds-its-own-artificial-intelligence-tool-in-rivalry-with-china" target="_blank" rel="noopener">Bloomberg report</a>.
Randy Nixon, director of the CIA&#8217;s Open-Source Enterprise division, told the outlet that the ChatGPT-style tool will likely be used by all 18 U.S. intelligence agencies, like the National Security Agency (NSA), FBI, and various military agencies to find clues through primary information sources.
&#8220;We&#8217;ve gone from newspapers and radio, to newspapers and television, to newspapers and cable television, to basic internet, to big data, and it just keeps going,&#8221; Nixon said. &#8220;We have to find the needles in the needle field.&#8221;
Nixon said once an agency gathers such information, the analyst could start chatting and asking questions of the machines to provide sourced answers.
&#8220;Our collection can just continue to grow and grow with no limitations other than how much things cost,&#8221; he said.
Mass gathering of information from U.S. agencies comes as China has pledged to become the global leader in artificial intelligence by 2030, which has raised concerns over its use of AI in several surveillance systems to track civilians within the nation and worldwide.
FBI Director Christopher Wray accused China in July of stealing &#8220;more of our personal and corporate data than every nation big or small, combined,&#8221; warning that the Chinese government poses a &#8220;double&#8221; threat regarding AI, according to <a href="https://www.theregister.com/2023/09/26/cia_ai_tool/" target="_blank" rel="noopener">The Register</a>.
China &#8220;has already spent years stealing both our innovation and massive troves of data that turns out to be perfect for training machine learning models,&#8221; Wray said. &#8220;And now they&#8217;re in a position to close the cycle, to use the fruits of their widespread hacking to power with AI even-more-powerful hacking efforts.&#8221;

NSA&#8217;s Jason Wang, technical director for the Computer and Analytic Sciences Research Group, <a href="https://www.nsa.gov/Press-Room/News-Highlights/Article/Article/2702241/artificial-intelligence-next-frontier-is-cybersecurity/" target="_blank" rel="noopener">said</a> in 2021 that AI would play a central role in the Intelligence Community&#8217;s efforts to secure and defend U.S. networks.
&#8220;I think the next frontier for us is probably in the cybersecurity space,&#8221; Wang said. &#8220;There&#8217;s a lot of opportunity … to bring machines to this very low latency, highly dynamic problem in ways that really are not human-time kinds of responses.&#8221;
&#8220;[Cybersecurity] is a space where we&#8217;ve gotten [AI] efforts underway that I think we&#8217;d love to mature along with our partners,&#8221; he said.
Earlier this year, Bloomberg reported that NSA Research Director Gil Herrera said the intelligence community needs to &#8220;find a way to take benefit of these large models without violating privacy.&#8221;
The CIA drafted Nixon earlier this year as the new Open Source Enterprise director to &#8220;speed up the agency&#8217;s development in open source intelligence just as the field is causing increasing concern and sparking rivalry in Washington,&#8221; according to <a href="https://www.intelligenceonline.com/government-intelligence/2023/01/13/randy-nixon-roped-in-to-get-cia-up-to-speed-on-osint,109901640-art">Intelligence Online</a>.
Nixon told Bloomberg the scale of how much the U.S. collects has grown over the last 80 years to a level that can sometimes be &#8220;daunting&#8221; and unusable for consumers.
He added that the AI tool would allow analysts move to a process &#8220;where the machines are pushing you the right information, one where the machine can auto-summarize, group things together.&#8221;

The committee sent a separate letter to former CIA chief operating officer Andrew Markridis, requesting that he participate in a &#8220;voluntary transcribed interview&#8221; on September 26, 2023. According to the whistleblower, Markridis &#8220;played a central role&#8221; in the formation and conclusion of the COVID investigation.
Markridis retired from the agency in 2022 after concluding his agency&#8217;s response to COVID.
Lawmakers also set a deadline on the same day for the CIA to turn over all records regarding the establishment of the COVID Discovery Teams, pay history that includes the awarding of any financial or performance-based incentive/financial bonuses, and all communications from those teams with all members of federal government agencies, including the FBI, State Department, Health and Human Services, Energy Department.

But Former Director of National Intelligence John Ratcliffe <a href="https://nypost.com/2023/04/18/ex-dni-john-ratcliffe-calls-covid-lab-leak-only-explanation/" target="_blank" rel="noopener">testified</a> before Congress in April that &#8220;a lab leak is the only explanation credibly supported by our intelligence, by science, and by common sense.&#8221;
&#8220;If our intelligence and evidence supporting a lab leak was placed side by side with our intelligence and evidence pointing to a natural origins or spillover theory, the lab leak side of the ledger would be long, convincing, even overwhelming — while the spillover side would be nearly empty and tenuous,&#8221; added Ratcliffe.

Democratic presidential candidate <a href="https://www.dailywire.com/topic/robert-f-kennedy-jr" target="_blank" rel="noopener">Robert F. Kennedy</a> Jr. told podcast giant Joe Rogan this week that he is concerned about the CIA assassinating him.
RFK Jr. told Rogan that he believes he has to &#8220;be careful&#8221; because he believes that the U.S. government could kill him like he claims they killed his uncle, President John F. Kennedy.
“He said, ‘I wanna take the CIA and shatter it into a thousand pieces and scatter it to the winds,’” RFK Jr. said of JFK. “And for the next thousand days of his presidency, he was at war with his military and intelligence apparatus.”
Rogan asked RFK Jr., “But what do you think happens when you get into office? You’re talking about your uncle who was assassinated and you believe the intelligence agencies were a part of that. What happens to you?”
“Well, I gotta be careful,” RFK Jr. responded. “You know, I’m aware of that and you know, I’m aware of that danger and I don’t live in fear of it at all. But I’m not stupid about it and I take precautions.”

In a tweet Thursday, the CIA said Pride Month is a time to recognize the agency&#8217;s &#8220;rich history&#8221; of &#8220;LGBTQ+ officers&#8221; and their work.

Lesbians and gay men were once <a href="https://www.npr.org/2012/12/02/166238287/mission-diversify-cia-begins-lgbt-recruiting" target="_blank" rel="noopener">unable</a> to obtain security clearance to work in the CIA over concerns that they were a security risk because they were subject to blackmail. In 1995, former President Bill Clinton signed an executive order ending the practice of barring gay men and women from joining the CIA. Over the last decade, the CIA has <a href="https://www.npr.org/2012/12/02/166238287/mission-diversify-cia-begins-lgbt-recruiting" target="_blank" rel="noopener">begun</a> actively recruiting people from those demographics.
In the same Pride Month tweet, CIA said its 2023 theme for Pride Month is &#8220;WELCO-ME!&#8221; which stands for Wellness, Equity, LGBTQ+, Community, Openness, and &#8220;ME!&#8221;

U.S. intelligence reportedly heard months before three explosions ripped through the <a href="https://www.dailywire.com/topic/nord-stream-pipeline" target="_blank" rel="noopener">Nord Stream</a> 1 and 2 pipelines that <a href="https://www.dailywire.com/topic/ukraine" target="_blank" rel="noopener">Ukraine</a> was planning a covert attack on the infrastructure.
The Biden administration received intelligence from a close European ally in June 2022 that Ukrainian special forces operatives being directed by Ukraine’s highest-ranking military official, Gen. Valery Zaluzhny, were planning to sabotage the pipelines, according to <a href="https://www.washingtonpost.com/national-security/2023/06/06/nord-stream-pipeline-explosion-ukraine-russia/" target="_blank" rel="noopener">The Washington Post</a>. The U.S. intelligence document describing the intelligence was part of dozens of documents allegedly leaked online by Air National Guard member Jack Teixeira.
The Nord Stream network has long been a point of consternation for Ukraine. The pipelines made Europe more reliant on Russian natural gas while at the same time bypassing Ukrainian pipelines that would have awarded the country some portion of the profits, if used.
The pipelines blew up last September in what international investigators said appeared to be an act of sabotage. The pipelines’ destruction ahead of winter caused widespread concern that Europe would not have enough energy to keep warm when temperatures dropped. Russia, by that time, had severely restricted the amount of fuel it was sending to Europe through the pipelines in what was likely retaliation for Europe’s support of Ukraine and sanctions on Russia.
The plan, given to the CIA, involved a team of six Ukraine special forces members and was being run by Zaluzhny, according to the intelligence. Ukraine President Volodymyr Zelensky was to be kept in the dark about the operation.
Investigators have not determined if Ukraine planned and carried out the September attack on the pipeline. The operation outlined to U.S. intelligence three months before the attack shares significant similarities with how German investigators understand the operation to have happened.

German investigators <a href="https://www.wsj.com/articles/who-blew-up-nord-stream-investigators-focus-on-six-mysterious-passengers-on-a-yacht-25b47e9b" target="_blank" rel="noopener">said</a> in March that a group of six men who used fake passports to rent a yacht and sail around the Baltic Sea are suspected of planting explosives on the pipelines. The plan outlined to U.S. intelligence in June 2022 said six operatives using fake IDs would rent a boat and use a submersible to reach the bottom of the sea and sabotage the pipelines, according to the Post.
U.S. officials said in March that new intelligence pointed to a “pro-Ukrainian group” being behind the attack, <a href="https://www.nytimes.com/2023/03/07/us/politics/nord-stream-pipeline-sabotage-ukraine.html" target="_blank" rel="noopener">The New York Times</a> reported. Those officials reportedly did not have conclusive evidence linking the sabotage to Zelensky or his top lieutenants.
The revelation about the June U.S. intelligence report comes as Ukraine appears to be launching its long-awaited counteroffensive against Russia to reclaim eastern areas of the country still under Russian occupation.

Ukraine Made Plans To Sabotage Nord Stream Pipelines Months Before Attack: Report

<a href="https://www.dailywire.com/topic/cia" target="_blank" rel="noopener">CIA</a> Director William Burns made a covert trip to <a href="https://www.dailywire.com/topic/china" target="_blank" rel="noopener">China</a> in May in an effort to open up communications with Chinese intelligence leaders in the aftermath of the <a href="https://www.dailywire.com/news/chinese-spy-balloon-collected-intelligence-from-sensitive-military-sites-sent-back-to-beijing-in-real-time-report" target="_blank" rel="noopener">appearance of a spy balloon</a> over the U.S., according to multiple reports.
A <a href="https://www.ft.com/content/5fdfed4f-7270-455f-ac33-fedbef887423" target="_blank" rel="noopener">source told</a> the Financial Times that Burns&#8217; trip was for the purpose of meeting with intelligence officials and that he did not have any “diplomatic engagements” while in the communist country. 
“Last month, director Burns traveled to Beijing where he met with Chinese counterparts and emphasized the importance of maintaining open lines of communications in intelligence channels,” a U.S. official said. 
President Joe Biden has <a href="https://www.nbcnews.com/politics/national-security/cia-director-bill-burns-took-secret-trip-china-may-rcna87433" target="_blank" rel="noopener">been seeking</a> a “thaw” in the relationship between the U.S. and China since a Chinese spy balloon was shot down in February off the coast of South Carolina after traveling over the continental U.S. 
Last month, China’s top diplomat, Wang Yi, met with White House national security adviser Jake Sullivan in Vienna for several hours. But <a href="https://www.dailywire.com/news/beijing-snubs-u-s-rejects-meeting-between-top-military-officials" target="_blank" rel="noopener">tensions remain</a> as China snubbed the <a href="https://www.dailywire.com/topic/biden-administration" target="_blank" rel="noopener">Biden administration</a> last weekend, rejecting a request from the <a href="https://www.dailywire.com/topic/department-of-defense">Pentagon</a> for a meeting between the top military officials of Washington and Beijing last weekend.
Prior to Burns’ trip, the top senior official to visit China from the Biden administration occurred in July 2021 when Deputy Secretary of State Wendy Sherman visited. Secretary of State Antony Blinken was supposed to visit China in February, but his visit was canceled in the wake of the spy balloon controversy. 
The Biden administration <a href="https://www.dailywire.com/news/biden-admin-tried-to-conceal-chinese-spy-balloon-to-not-disrupt-blinken-trip-report" target="_blank" rel="noopener">reportedly knew</a> about the Chinese spy balloon sailing over the U.S. earlier than when it became widely known but kept quiet so as to not disrupt Blinken’s trip.
Bloomberg News <a href="https://www.bloomberg.com/news/articles/2023-02-04/from-china-to-big-sky-the-balloon-that-unnerved-the-white-house?leadSource=uverify%20wall#xj4y7vzkg">reported</a> that U.S. officials were “well aware” that the balloon had crossed into American airspace on January 28 and that it was over Idaho on Tuesday, but decided to not inform the public to not upend Blinken’s diplomatic trip to China.

Burns, who became President <a href="https://www.dailywire.com/topic/joe-biden">Joe Biden&#8217;</a>s CIA director in March 2021, had three meetings scheduled with Epstein in 2014 when Burns was deputy secretary of state, the documents show. The report mentioned a planned lunch in August at a law firm in Washington and two evening appointments in September at Epstein’s townhouse in Manhattan.

House Republicans issued a subpoena threat to the <a href="https://www.dailywire.com/topic/cia" target="_blank" rel="noopener">CIA</a>, escalating their investigation into a letter used to discredit the <a href="https://www.dailywire.com/topic/hunter-biden" target="_blank" rel="noopener">Hunter Biden</a> laptop story weeks before the <a href="https://www.dailywire.com/topic/2020-election" target="_blank" rel="noopener">2020 presidential election</a>.
Committees &#8220;may resort to compulsory process&#8221; if the intelligence agency does not fully comply with a prior documents request, Judiciary Chairman <a href="https://www.dailywire.com/topic/jim-jordan" target="_blank" rel="noopener">Jim Jordan</a> (R-OH) and Intelligence Chairman Mike Turner (R-OH) wrote to CIA Director <a href="https://www.dailywire.com/news/epstein-scheduled-meetings-with-now-cia-director-report" target="_blank" rel="noopener">William Burns</a> on Wednesday.
The GOP investigators, who are following up on last week&#8217;s staff report that <a href="https://www.dailywire.com/news/active-cia-employee-asked-intel-veteran-if-he-would-sign-hunter-biden-letter-report" target="_blank" rel="noopener">revealed an active CIA employee</a> may have helped gather the signature of at least one former intelligence official, set a May 30 deadline for the records to be produced &#8220;in unredacted form.&#8221;
The laptop letter, which ultimately boasted the signatures of 51 intelligence veterans, warned the <a href="https://www.politico.com/f/?id=00000175-4393-d7aa-af77-579f9b330000" target="_blank" rel="noopener">&#8220;arrival&#8221; of a laptop full of emails</a> purportedly belonging to Hunter Biden had &#8220;all the classic earmarks of a Russian information operation.&#8221; Then-candidate Joe Biden, Hunter&#8217;s father, used the statement to <a href="https://www.washingtonexaminer.com/news/house-gop-demand-records-from-ex-intel-officials-about-hunter-biden-laptop-letter" target="_blank" rel="noopener">cast doubt on the laptop story</a> during a debate against former President Donald Trump.
Jordan and Turner said the CIA made a &#8220;minimal production&#8221; of documents on May 9 in response to their March request for records concerning the laptop letter. They also said the CIA &#8220;admitted&#8221; that it did not perform a complete search and afterward &#8220;committed&#8221; to conducting various sweeps for relevant information.
Besides looking for CIA phone records and communications from October 2020 with any of the 51 former intelligence officials who signed the letter, the chairmen wrote that the agency pledged to search for all documents related to the approval of retired CIA analyst David Cariens&#8217; memoir by the agency&#8217;s Pre-Publication Classification Review Board (PCRB), the very same team that <a href="https://twitter.com/MarkSZaidEsq/status/1656026433628643329" target="_blank" rel="noopener">reviewed the letter</a> before it got <a href="https://www.politico.com/f/?id=00000175-4393-d7aa-af77-579f9b330000" target="_blank" rel="noopener">published</a>.
Cariens told congressional investigators in a written statement that an active CIA employee involved in reviewing his memoir &#8220;asked&#8221; if he would sign the letter in October 2020, which he agreed to do after hearing the letter&#8217;s contents, per the staff report. Multiple former intelligence officials involved in spearheading the letter, including former <a href="https://www.dailywire.com/topic/cia" target="_blank" rel="noopener">CIA</a> Deputy Director <a href="https://www.dailywire.com/news/deep-state-connection-ex-cia-chief-says-blinken-spurred-bid-to-discredit-hunter-biden-laptop-story" target="_blank" rel="noopener">Michael Morell</a>, conceded that an active CIA official recruiting signatures would be improper.
House Democrats <a href="https://democrats-judiciary.house.gov/news/email/show.aspx?ID=4GMSLP43TQDXJOL4FR2E2YEOSM" target="_blank" rel="noopener">accused their GOP colleagues</a> of releasing a &#8220;cherrypicked&#8221; report, stating there &#8220;is substantial reason to question Mr. Cariens’ recollection of what happened, given the evidence and testimony on hand.&#8221; They published a bullet-point list that noted Cariens received the same invitation email from a former CIA official as other signatories and concluded that Republicans &#8220;are making expansive claims that CIA &#8216;promoted&#8217; the letter without hearing Cariens’ testimony or taking any steps to corroborate or refute the single email they received from the witness directly.&#8221;

The Daily Wire reached out to the CIA for comment on the new letter from Jordan and Turner. The agency did release a statement last week but did not address the allegation about the PCRB official.
&#8220;The role of CIA’s Pre-Publication Review Board is to review materials submitted by current and former officers to determine if the materials contain any classified information,&#8221; a CIA spokesperson said. &#8220;In the case of the referenced letter, it was submitted to the PCRB in October 2020 and was reviewed only for classification, as is standard practice.&#8221;

David Cariens, a retired CIA analyst, told congressional investigators in a written statement that an active CIA employee involved in reviewing his memoir &#8220;asked&#8221; if he would sign the letter in October 2020, which he agreed to do after hearing the letter&#8217;s contents, a new report shows.
&#8220;When the person in charge of reviewing the book called to say it was approved with no changes, I was told about the draft letter. The person asked me if I would be willing to sign. &#8230; After hearing the letter’s contents, and the qualifiers in it such as, &#8216;We want to emphasize that we do not know if the emails provided to the New York Post by President Trump’s personal attorney, Rudy Giuliani, are genuine or not and that we do not have evidence of Russian involvement &#8230;&#8217; I agreed to sign,&#8221; Cariens said.
This admission appears in a staff memo <a href="https://judiciary.house.gov/sites/evo-subsites/republicans-judiciary.house.gov/files/evo-media-document/2023-05-10_the_hunter_biden_statement_how_senior_intelligence_community_officials_and_the_biden_campaign_worked_to_mislead_american_voters-sm.pdf" target="_blank" rel="noopener"> released</a> Wednesday by Republicans who lead the House Judiciary Committee, its Weaponization panel, and the House Intelligence Committee. The CIA employee mentioned by Cariens appears to be part of the agency&#8217;s Prepublication Classification Review Board (PCRB), the very same team that <a href="https://twitter.com/MarkSZaidEsq/status/1656026433628643329" target="_blank" rel="noopener">reviewed the letter</a> before it got <a href="https://www.politico.com/f/?id=00000175-4393-d7aa-af77-579f9b330000" target="_blank" rel="noopener">published</a>.
&#8220;Not only did they review and approve the letter, they were actively soliciting, recruiting people to sign on,&#8221; House Judiciary Chairman Jim Jordan (R-OH) <a href="https://twitter.com/FoxNews/status/1656248983440834561" target="_blank" rel="noopener">told Fox News host Sean Hannity</a> on Tuesday. &#8220;That is not supposed to happen,&#8221; he added, before suggesting that the CIA employee may have made a &#8220;big mistake.&#8221;
House Democrats <a href="https://democrats-judiciary.house.gov/news/email/show.aspx?ID=4GMSLP43TQDXJOL4FR2E2YEOSM" target="_blank" rel="noopener">accused their GOP colleagues</a> of releasing a &#8220;cherrypicked&#8221; report, stating there &#8220;is substantial reason to question Mr. Cariens’ recollection of what happened, given the evidence and testimony on hand.&#8221; They published a bullet-point list that noted Cariens received the same invitation email from a former CIA official as other signatories and concluded that Republicans &#8220;are making expansive claims that CIA &#8216;promoted&#8217; the letter without hearing Cariens’ testimony or taking any steps to corroborate or refute the single email they received from the witness directly.&#8221;
The letter went public on October 19, 2020, with the signatures of 51 intelligence veterans, saying the laptop&#8217;s alleged contents have &#8220;all the classic earmarks of a Russian information operation.&#8221; After POLITICO, the news outlet that first reported the statement, <a href="https://www.politico.com/news/2020/10/19/hunter-biden-story-russian-disinfo-430276" target="_blank" rel="noopener">published a headline</a> that said the former intelligence officials were claiming the story was &#8220;Russian disinfo,&#8221; then-candidate Joe Biden, Hunter&#8217;s father, used the statement to <a href="https://www.washingtonexaminer.com/news/house-gop-demand-records-from-ex-intel-officials-about-hunter-biden-laptop-letter" target="_blank" rel="noopener">cast doubt on the laptop story</a> during a debate against former President Donald Trump.
Among the signees <a href="https://www.politico.com/f/?id=00000175-4393-d7aa-af77-579f9b330000" target="_blank" rel="noopener">on the letter</a> were Cariens and his wife Janice, a former CIA operational support office. Other intelligence veterans who added their names to the letter were former CIA Directors Leon Panetta, John Brennan, and Michael Hayden. Dan Hoffman, the CIA&#8217;s <a href="https://www.washingtonexaminer.com/news/extraordinarily-dangerous-former-cia-moscow-station-chief-blasts-leaks-on-russian-informant" target="_blank" rel="noopener">former Moscow station chief</a>, recently <a href="https://www.dailywire.com/news/cia-veteran-reveals-why-he-didnt-sign-hunter-biden-laptop-letter" target="_blank" rel="noopener">came forward</a> to say that he and &#8220;many others&#8221; were asked to sign the letter but declined to do it.

The laptop, which Hunter Biden allegedly abandoned at a repair shop in <a href="https://www.dailywire.com/topic/delaware" target="_blank" rel="noopener">Delaware</a> and was later seized by the FBI, became a subject of interest in the final weeks of the 2020 campaign when the New York Post <a href="https://nypost.com/2020/10/14/email-reveals-how-hunter-biden-introduced-ukrainian-biz-man-to-dad/" target="_blank" rel="noopener">began reporting</a> on details of the younger Biden&#8217;s shady business dealings and personal life that it contained. Over the past couple years, many of the contents of the laptop have been <a class="c-link c-link--focus-visible" href="https://www.washingtonpost.com/technology/2022/03/30/hunter-biden-laptop-data-examined/" target="_blank" rel="noopener noreferrer" data-stringify-link="https://www.washingtonpost.com/technology/2022/03/30/hunter-biden-laptop-data-examined/" data-sk="tooltip_parent" data-remove-tab-index="true">analyzed and shown to be authentic</a>, which has galvanized Republicans who believe there was a <a href="https://www.dailywire.com/news/jim-jordan-subpoenas-big-tech-executives-in-collusion-investigation" target="_blank" rel="noopener">coordinated effort</a> involving Big Tech and government agents to suppress damaging information about the Bidens.
Federal investigators have been looking into Hunter Biden for years. After Biden&#8217;s lawyers met with Department of Justice officials late last month, sources <a href="https://www.washingtonpost.com/national-security/2023/05/03/hunter-biden-criminal-charges-david-weiss/" target="_blank" rel="noopener">told The Washington Post</a> that potential charges for tax- and gun-related crimes may soon follow from Delaware&#8217;s U.S. Attorney David Weiss. Hunter Biden has said he expects to be <a href="https://www.washingtonexaminer.com/news/big-footing-house-investigation-into-hunter-biden-could-hit-firewall" target="_blank" rel="noopener">cleared of wrongdoing</a>, and his father, now-President Joe Biden, <a href="https://www.nbcnews.com/politics/white-house/biden-defends-son-hunter-ahead-possible-federal-tax-gun-charges-rcna83154" target="_blank" rel="noopener">told MSNBC</a> last week that his son has “done nothing wrong.”
Congressional Republicans have released portions of a transcribed interview in which former <a href="https://www.dailywire.com/topic/cia" target="_blank" rel="noopener">CIA</a> Deputy Director <a href="https://www.dailywire.com/news/deep-state-connection-ex-cia-chief-says-blinken-spurred-bid-to-discredit-hunter-biden-laptop-story" target="_blank" rel="noopener">Michael Morell</a> <a href="https://judiciary.house.gov/sites/evo-subsites/republicans-judiciary.house.gov/files/evo-media-document/2023-04-20-jdj-mt-to-blinken-re-public-statement-on-hunter-biden-emails_0.pdf" target="_blank" rel="noopener">said &#8220;yes&#8221;</a> when asked if a call around mid-October 2020 from <a href="https://www.dailywire.com/topic/antony-blinken" target="_blank" rel="noopener">Antony Blinken</a>, an adviser to President Biden&#8217;s campaign who is now secretary of state, triggered a series of events that led to the letter. Morell also testified that Steve Ricchetti, chairman of the Biden campaign, called Morell following the <a href="https://nypost.com/2020/10/22/trump-and-joe-biden-debate-hunter-corruption-claims-at-final-debate/" target="_blank" rel="noopener">October 22, 2022, debate</a> to thank him for helping to put together the letter.
While Blinken <a href="https://www.dailywire.com/news/blinken-denies-asking-for-hunter-biden-laptop-letter" target="_blank" rel="noopener">denies soliciting the letter</a>, emails show Morell asked fellow intelligence veterans to add their names to the letter with a stated purpose of giving Biden&#8217;s 2020 campaign a debate &#8220;<a href="https://www.dailywire.com/news/former-cia-chief-sought-debate-talking-point-with-hunter-biden-laptop-letter" target="_blank" rel="noopener">talking point</a>.&#8221; Emails also show discussion about edits, including former Director of National Intelligence James Clapper, another signee, suggesting &#8220;it would strengthen the verbiage if you say this has all the classic earmarks of a Soviet/Russian information operation rather than the &#8216;feel&#8217; of a Russian operation.&#8221;
Multiple former intelligence officials involved in spearheading the letter conceded that an active CIA official recruiting signatures would be improper, as shown in their testimony to congressional investigators. Marc Polymeropoulos, a former CIA official who helped draft the letter, said such an action would be &#8220;unprofessional,&#8221; while Morell said it would be &#8220;inappropriate&#8221; for a current employee to get involved in the political process. Nick Shapiro, another former CIA official who shopped the letter around to media outlets, guessed that &#8220;it was someone who acted inappropriately and was just stupidly outing it and asking these folks if they were going to sign it.&#8221;
The Daily Wire reached out to the CIA, seeking comment on the report, as well as the specific allegations that an active employee solicited at least one signature. The agency responded, but did not address the allegation about the PCRB official.
&#8220;The role of CIA’s Pre-Publication Review Board is to review materials submitted by current and former officers to determine if the materials contain any classified information,&#8221; a CIA spokesperson said. &#8220;In the case of the referenced letter, it was submitted to the PCRB in October 2020 and was reviewed only for classification, as is standard practice.&#8221;
The staff report released on Wednesday said the CIA has &#8220;failed&#8221; to respond to a request to produce documents. The memo also noted that investigators have sought to follow up with Cariens for additional information as some details, including the exact timing of his contact with PCRB, remain unclear.

2024 Presidential candidate Robert F. Kennedy Jr. blamed the <a href="https://www.dailywire.com/topic/cia">Central Intelligence Agency (CIA)</a> for the assassinations of his uncle and former President John F. Kennedy.
Kennedy, who announced his bid for White House last month, said during an interview Sunday with John Catsimatidis on WABC 770 AM&#8217;s &#8220;<a href="https://dcs.megaphone.fm/WABC5717149723.mp3?key=342f272575981096f6b5ef08d2b6af4b&amp;request_event_id=505c221f-4a3f-45a6-aa10-e1d1697fd510" target="_blank" rel="noopener">Cats Roundtable</a>&#8221; that the CIA was &#8220;beyond a reasonable doubt&#8221; involved in his uncle&#8217;s murder while riding in a motorcade in Dallas, Texas, on Nov. 22, 1963.
&#8220;The evidence is overwhelming that the CIA was involved in the murder and in the cover-up,&#8221; Kennedy said, referring to the book &#8220;JFK and the Unspeakable&#8221; by James Douglas, which compiled evidence supporting the theory of the federal government&#8217;s involvement.
Kennedy formally launched his 2024 Democratic presidential campaign last month on the promise of ending the merger of state and corporate power, becoming the second Democrat to announce a bid for the White House after longtime author, lecturer, and self-help guru Marianne Williamson announced her candidacy last month — both seeking to replace President Joe Biden, who officially announced his reelection campaign on April 25th in a video.
The CIA denies the claim made by RFK Jr. on its <a href="https://www.cia.gov/static/9a38d5a70e38c768763718c45d98a092/Lie-That-Linked-CIA.pdf" target="_blank" rel="noopener">website</a>, calling the theory a &#8220;lie.&#8221;
According to the Warren Commission Report created by the US government, Lee Harvey Oswald — a former Marine and onetime defector to the Soviet Union — was responsible for assassinating President Kennedy. Soon after the killing of JFK, authorities arrested and charged Oswald with the killings of Kennedy and Dallas police officer J.D. Tippit.
Although Oswald denied killing Kennedy and claimed he was a &#8220;patsy,&#8221; he was never tried — Oswald was shot dead at the age of 24 on national television at the Dallas Police headquarters by nightclub owner Jack Ruby less than 48 hours after JFK&#8217;s assassination.
Last year, President Joe Biden released about 98% of documents the CIA and FBI fought to keep secret about the JFK assassination. The rest of the records remain redacted in whole or in part, according to the National Archives, which controls the classified information.
Reports <a href="https://www.dailywire.com/news/what-are-they-hiding-secret-jfk-assassination-documents-to-be-released-next-week" target="_blank" rel="noopener">suggested</a> that the CIA and FBI wanted the documents concealed because intelligence and law-enforcement informants from the era of the assassination who are still alive could be at risk by being publicly identified.
The National Archives and Records Administration has argued with the CIA and FBI for years, asserting that the agencies ignored the 1992 John F. Kennedy Assassination Records Collection Act designed to release all the documents.

Kennedy Assassination Records Collection Act catalyzed the release of files that suggested the CIA&#8217;s Mexico City station had surveilled Oswald when he visited Mexico City several weeks before the assassination and boasted he would kill Kennedy. POLITICO contended that documents point to the fact that the failure of the CIA station in Mexico to act with more speed when they surveilled Oswald in September and October 1963 prevented them from possibly stopping the assassination.
Former Fox News host Tucker Carlson revealed during one of his shows last year that he spoke to a source with direct knowledge of the documents sealed in Kennedy&#8217;s assassination, alleging the CIA was involved.
&#8220;We spoke to someone who had access to these still hidden CIA documents, a person who was deeply familiar with what they contained,&#8221; Carlson <a href="https://www.foxnews.com/opinion/tucker-carlson-heres-source-cia-jfks-assassination" target="_blank" rel="noopener">said</a>. &#8220;We asked this person directly, &#8216;Did the CIA have a hand in the murder of John F. Kennedy, an American president?&#8217;
&#8220;And here&#8217;s the reply we received verbatim,&#8221; Tucker said. &#8220;&#8216;The answer is yes. I believe they were involved. It&#8217;s a whole different country from what we thought it was. It&#8217;s all fake,'&#8221; he said, quoting the source.
