Mike Gill, an accomplished Republican professional who served as chief operating officer of the Commodity Futures Trading Commission (CFTC) during the Donald Trump administration, died on Saturday after being shot during a <a href="https://www.dailywire.com/topic/crime" target="_blank" rel="noopener">vicious carjacking</a> spree in Washington, D.C., on Monday night, one that ended in police killing the perpetrator in Maryland early Tuesday morning.
“It is with profound sadness that I wish to inform the community of the passing of my husband, Mike Gill,” his wife, Kristina Gill, said in a statement Saturday night.
“His sudden departure has left a void in our lives that can never be filled. In this time of grief, we are grateful for the outpouring of love and support from family, friends, and the community, and extend our heartfelt gratitude to everyone who has reached out to offer condolences and assistance,” she added. “Thank you for respecting our privacy as we mourn the loss of an incredible man,” she added.
Gill was <a href="https://www.dailywire.com/news/trump-admin-official-shot-in-dc-in-critical-condition-after-carjacking-rampage" target="_blank" rel="noopener">gunned down</a> after being shot while picking up his wife, an education lawyer, blocks from the White House on K Street in downtown D.C. at 5:45 p.m.
Police shot and killed 28-year-old Artell Cunningham in connection with the violent carjacking spree. In 2021, Cunningham threatened police officers that he would have them all murdered if they did not release him following a domestic disturbance. He was charged with a felony for making the threats.

&#8220;His charges were quickly downgraded to misdemeanor threats to do bodily harm, on the same day of his arrest, per court records,&#8221; The Gazette <a href="https://gazette.com/news/wex/dc-carjacking-suspect-who-shot-trump-official-and-others-in-11-hour-crime-spree-had/article_4d68b7d8-fbc7-5599-90ae-e47cab5db373.html" target="_blank" rel="noopener">reported</a>. &#8220;In February, the United States Attorney&#8217;s Office of the District of Columbia dropped the charges against Cunningham, and the case was closed. The U.S. attorney for D.C. at the time was interim U.S. attorney Michael R. Sherwin, who served until March 2021.&#8221;
Carjackings in D.C. more than doubled in 2023 to nearly 1,000. The crime spree in D.C. has seen an FBI agent carjacked, a Democrat congressman carjacked outside his apartment, and multiple congressional staffers assaulted. Three people attempted to carjack a Secret Service vehicle that was guarding the granddaughter of President Joe Biden.

A 7-year-old girl from <a href="https://www.dailywire.com/topic/nashville">Nashville</a> is being hailed as a hero after she rescued her 3-year-old sister during a <a href="https://www.dailywire.com/topic/carjacking">carjacking</a> incident involving their grandfather while he was picking them up from daycare.
Convicted felon Elijah Malik McDowell, 27, who was on probation at the time, had been on the run after allegedly carjacking a black Dodge Charger by holding a 35-year-old victim at gunpoint, <a href="https://www.nashville.gov/departments/police/news/convicted-felon-probation-arrested-committing-two-carjackings-wednesday-evening">according</a> to the Metro Nashville Police Department. McDowell abandoned the car after crashing it and headed off on foot into a residential area. 
That’s where he encountered Luis Mena, who was picking up his granddaughters Stephanie, 3, and Amy, 7, from daycare. 
“We started fighting,” Mena told local news outlet <a href="https://www.wsmv.com/2023/10/27/nashville-7-year-old-saves-sister-after-grandfather-gets-carjacked-gunpoint/">WSMV</a>. He told the interviewer that McDowell opened the driver’s side door and attempted to force Mena out of his Toyota Tundra pickup truck. “But my T-shirt got all broken. He grabbed me from my T-shirt and threw me to the ground,” Mena said.
The grandfather said he lost consciousness, waking up because he heard his grandchildren crying. At first, he believed the suspect had taken off in the truck with the two little girls still inside.
“What made me conscious again was when one of my little kids cried,” Mena said, per WSMV. “That was my biggest worry — not only my truck getting stolen, but with my girls in it.”

What actually happened was Amy had managed to get her little sister out of the vehicle during the attack.
“I was fighting with this guy,” Mena said. “[Amy] jumped from the truck, and she pulled her sister out of the truck so they could escape and be safe.”
“The materialistic things come and go. But my girls don’t,” he added.
McDowell ditched the vehicle a short time later and was apprehended by a police canine unit. He was treated at the hospital for dog bite injuries.
He was next charged with multiple crimes, including two counts of carjacking, two counts of felony evading arrest, unlawful gun possession by a convicted felon, gun use during the commission of a violent felony, possessing a “Glock switch” to make a gun fully automatic, aggravated assault for driving at the two children, reckless driving, resisting arrest, and driving on a revoked license, per the report. His bond was set at $211,000. 
WSMV reported that McDowell was previously convicted of aggravated assault and narcotics charges.

Rep. Henry Cuellar (D-TX) broke his silence on Tuesday morning after being carjacked Monday night by armed assailants in Washington, D.C.
The 68-year-old congressman was carjacked in D.C.&#8217;s upscale Navy Yard neighborhood just before 10 p.m. EST. A police alert said that law enforcement was searching for &#8220;three black males wearing all black clothing.&#8221;
&#8220;I was just coming into my place, three guys came out of nowhere and they pointed guns at me,&#8221; Cuellar told reporters. &#8220;I do have a black belt, but I recognize when you got three guns — I looked at one with a gun, another with a gun, a third one behind me — so they said they wanted my car and I said sure.&#8221;
&#8220;You got to keep calm under those situations and then they took off,&#8221; he continued. &#8220;They recovered the car. They recovered everything, what really got me upset was they took my sushi but anyway, that&#8217;s something else. And they did recover the sushi after all.&#8221;
Cuellar suggested that the incident did not significantly impact him emotionally and that his message following the incident was, &#8220;You got to support law enforcement.&#8221;
When asked by a reporter if security should be boosted for members of Congress following the incident, Cuellar responded: &#8220;I don&#8217;t know. I&#8217;ll leave that to House administration, but this happened less than a mile away from the Capitol.&#8221;
&#8220;And my place, you got our leader Hakeem [Jeffries] there, Katherine Clark who lives there, a whole bunch of members that live in that place,&#8221; he continued. &#8220;So, I&#8217;ll leave that up to the police.&#8221;

An alert that was sent out in the area said that the suspects were three black males.
“Alert: Armed Carjacking Investigation at the intersection of K street and New Jersey Avenue SE,” a local alert said, according to Punchbowl News. “Taken was a white Honda CHR with TX tags [redacted]. Lookout for three black males wearing all black clothing.”

The D.C. Metropolitan Police Department <a href="https://www.dailywire.com/news/police-release-photo-of-suspect-in-assault-of-house-democrat" target="_blank" rel="noopener">said</a> a couple of days later that they had arrested 26-year-old Kendrick Hamlin on a charge of simple assault.
“My morning coffee really saved the day yesterday, but not exactly how I expected it to,” Craig said. “On a serious note, I will also say that I was very, very lucky that I was not more injured — and I’ll have more to say about that soon.”
“I wanted to let everyone know that the outpouring of support from friends, constituents and colleagues has been overwhelming,” she continued. “I remain deeply grateful to the law enforcement officers for their quick response and subsequent arrest of a suspect last night.”

A Washington, D.C. grandmother on her way to chemotherapy treatment was reportedly accosted by a 15-year-old boy armed with a gun who demanded the keys to her car. As she struggled with him, she called for help, prompting neighbors to assail the teenager so much that he left the scene in an ambulance.
The incident reportedly occurred in the 22nd Street Southeast neighborhood of the nation&#8217;s capital.
“Next thing I know, he walked up talking about, ‘Give me your keys. I got a gun,’” the unnamed grandmother said. “I said, ‘Baby, you better shoot me, because you’re not taking my car.’”
“He pushed me to the door and I got up and I grabbed him and was hitting his a**, and hitting him and fighting him and I said, ‘You not going to take my car, youngin’,” the unnamed grandmother continued.
The grandmother showed <a href="https://wjla.com/news/local/dc-carjacking-crime-teen-ambulance-grandma-trying-carjack-grandma-chemo-chemotherapy-southeast-washington-district-gun-violence-senior-22nd-street-mpd-dmv" target="_blank" rel="noopener">7News</a> the scar she received from the teenager trying to seize her keys. The woman&#8217;s age is not specified in the report.
When she cried for help, she recalled, neighbors came. “They all came out to help me,” she said. The suspect ran across the street but was caught by the neighbors, who pummeled him.
“They caught him and I said, ‘oh, you going to jail today. You definitely going to jail, yes you are,’” the grandmother said.
“And they said it’s a wonder he wasn’t dead,&#8221; she declared. “On 22nd Street? He must didn’t know where he was. Nobody has seen this boy before.”
NBC4 <a href="https://www.nbcwashington.com/news/local/uptick-in-dc-carjackings-likely-linked-to-pandemic-police-say/3264880/" target="_blank" rel="noopener">reported</a> in late January that children as young as 13 years old had been named as suspects in Washington, D.C., carjackings and that police think those kinds of crimes soared during the pandemic. Between June 2020 and the end of January 2023, an average of roughly 40 carjackings per month have been committed.

The Metropolitan Police Department stated there had been 41 carjackings through late January in Washington, D.C. Among them were carjackings committed by a 16-year-old and a 13-year-old. ‘They’re very young,” Sgt. Valkyrie Barnes stated.
&#8220;We saw a drastic, just, drop and closure of, you know, Department of Parks and Recs, their sports programs, schools went virtual. You know, … legal guardians are trying to do their best to provide some level of supervision while also trying to make ends meet,&#8221; Barnes added.

The former Alabama star was introduced last at the home game against the Tennessee Titans, running out of the tunnel to <a href="https://www.dailywire.com/topic/50-cent" target="_blank" rel="noopener">50 Cent</a>&#8216;s &#8220;Many Men&#8221; amid thunderous applause. He later briefly got into the game, which the Commanders lost by a 21-17 score. It capped a remarkable comeback for the 6-foot, 1-inch, 230-pound running back.

Robinson was cleared medically after healing from the two gunshot wounds, one of which hit him in the buttocks and the other which struck his right knee but missed bones and ligaments. Although he was not in the starting lineup, Robinson led the team with 22 rushing yards on nine carries.
Robinson, who starred at <a href="https://www.dailywire.com/topic/alabama">University of Alabama</a> before being selected by the Commanders in the third round of this year’s NFL draft, was the apparent victim of a car-jacking attempt in August.
“We have been made aware that Brian Robinson Jr. was the victim of an attempted armed robbery or carjacking in Washington D.C.,” the team <a href="https://www.nfl.com/news/commanders-rookie-rb-brian-robinson-in-stable-condition-following-shooting">said</a> in a statement at the time.
Metro Police Department spokesman Dustin Sternbeck said the incident happened on August 26 shortly before 6 p.m. ET in the 1000 block of H Street, NE, in the district. The location is in the Carver Langston neighborhood, just northeast of Capitol Hill. Police responded to a report of shots fired and found Robinson suffering from “a couple gunshot wounds to his lower extremities,” Sternbeck said.
Police identified two potential suspects and recovered a gun near the crime scene.
Robinson had stood out in training camp this season and appeared poised to be the team’s starting running back.
Robinson emerged as a starter as a fifth-year senior at Alabama last year, rushing for 1,343 yards and 14 touchdowns as the Crimson Tide made it to the college football championship game, losing 33-18 to Georgia.

A Florida employee of Chick-fil-A rushed to the rescue of a mother and her baby when a man attempted to carjack the mother’s car, police announced Wednesday.
Mykel Gordon ran toward the mother’s car after she had taken her child out of the car and William Branch, 43, of DeFuniak Springs, brandishing a stick, allegedly seized her keys from her waistband. Branch then got in the car as the woman screamed for help, prompting Gordon to yank Branch out of the car and struggle with him on the ground.
“A major shout-out to this young man for his courage!” the Okaloosa Sheriff’s office tweeted accompanying a video of the incident.

Matthew Sexton, who runs the Chick-fil-A branch in Fort Walton Beach where the incident occurred, told <a href="https://www.wapt.com/article/chick-fil-a-worker-praised-for-helping-a-woman-with-baby-who-was-being-carjacked/41225280" target="_blank" rel="noopener">CNN</a>, “I&#8217;m grateful for my amazing Team Member, Mykel Gordon, who so selflessly jumped in to intervene and help our Guests. I couldn&#8217;t be prouder of his incredible act of care.”
After Gordon tackled Branch, other employees joined in the effort to subdue the suspect.
Chick-fil-A employees have a long record of helping customers above and beyond the call of duty; in October 2019, after a woman dropped her phone and it slid into a storm drain, a Virginia employee of the Chick-fil-A not only refunded her food order but also did something incredible, pulling the manhole cover up from the street and then actually climbing down into the drain to retrieve her phone.
As <a href="https://katu.com/news/offbeat/chick-fil-a-climbs-down-storm-drain-to-get-customers-phone" target="_blank" rel="noopener">KATU</a> reported, Shauna Hall, from Stafford, Virginia, told her story <a href="https://www.facebook.com/shauna.hall07/posts/10219623415954385?__tn__=K-R" target="_blank" rel="noopener">on Facebook</a>, saying that the young man “calls the county trying to get some help. They hang up on him but we get the idea to go back out and call my phone to see if we can hear it (fearing we won’t as the hole is most definitely full of water because of course we are in the middle of a drought but had a full day of rain yesterday).”
&#8220;He then climbs down into the hole and retrieves my phone which miraculously is not broken or wet. I was so thankful I freaking hugged him. Not only did he slice his finger and was filthy from laying on the ground and climbing in the hole, I find out he had actually just gotten off shift and was still willing to help me,&#8221; she added.

Another time, a teenage boy working at a Chick-fil-A looked through the drive-thru window and <a href="https://www.dailywire.com/news/watch-teenage-chick-fil-employee-does-something-hank-berrien" target="_blank" rel="noopener">noticed that a 6-year-old boy in a car in the drive-thru lane was choking</a>, so he jumped through the drive-thru window and ran to the car. Once there, he found the mother of the boy begging for someone to help her save her child from being choked by a seatbelt that had gotten tangled around his neck. He then yanked out his pocketknife and cut the young child free.

As the Chicago Police Department announced that 57% of the carjacking suspects in 2022 are juveniles, Chicago mayor Lori Lightfoot told young people at a townhall gathering devoted to public safety “there are too many young people in this room who do not feel loved, too many, and we’ve got to change that around if we’re going to change around the trajectory of their lives.”

But at a meeting of youths discussing carjackings, when asked by <a href="https://www.cnn.com/videos/us/2022/04/01/car-jacking-increase-tips-gothere-cnnplus.cnn">CNN</a> “what did you see when you’re on the ground on a day-to-day basis with carjackings going on,” one young man offered, “I think most of the people that do carjackings, they do carjackings because they’re either bored and they don’t have nothing else or they do it off of  peer pressure.”
Vondale Singleton, the founder and CEO of the CHAMPS Male Mentoring Program, told CNN, “Our young men have a lot of time on their hands; schools shut down and they were bored, so they’re out here joyriding and they don’t understand the ramifications of their actions and choices and decisions that they make &#8230;”
Sergeant Ebony Bullock of the South Fulton Police in Georgia told CNN, “So the most important thing is being aware of your surroundings.  Make sure that you’re in a well-lit area; you’re not by yourself, and you’re not fumbling when you get to your car and not distracted. &#8230; You’re staying vigilant when you’re alone because that’s when you become a prime target.”
Yet last week, Kwame Amoaku, 51, the head of Chicago&#8217;s Film Office, was rushed to intensive care after being attacked by three juveniles attempting to steal his car, and it was early in the morning.
At roughly 8 a.m. Wednesday outside his home near the National Museum of Mexican Art, Amoaku noticed three young men inside his car. When he confronted them, they assaulted him and then fled in an SUV, only to return moments later and assault him again before stealing his car. He <a href="https://reelchicago.com/article/update-new-details-on-the-kwame-amoaku-attack/">wrote on Facebook</a>, “This AM I was attacked, beaten, and my car stolen by three kids. Thanks to all who have reached out. I&#8217;m in the ICU, I&#8217;m going to be ok.”
His daughter wrote on Facebook, “My dad was viciously attacked outside his home.  He will be unable to work or cook for himself. Please donate if you are able. You never think this would happen to your family. Until it does.”

On Monday, a 73-year-old grandmother had her arm severed and later died after being dragged down the street as four teenagers carjacked her car and she was trapped outside the vehicle with her arm caught by the seatbelt.
“Locals said the teens did momentarily stop the vehicle to open the door to kick her out, but failed to make sure she safely exited the vehicle,” <a href="https://www.dailymail.co.uk/news/article-10639945/NoLA-grandmother-73-killed-dragged-arm-SEVERED-seatbelt-carjacking.html">The Daily Mail</a> reported. New Orleans Police Department Superintendent Shaun Ferguson stated of Linda Frickey, 73, “Her arm was severed from her body.”

One witness told <a href="https://www.fox8live.com/2022/03/22/she-was-screaming-please-let-her-go-neighbors-recount-brutal-violent-mid-city-carjacking-that-killed-woman/" target="_blank" rel="noopener">Fox 8</a>, “It was dragging a lady by the seatbelt outside the car. The door had closed on the seatbelt, and she was stuck in it…I got out of my vehicle screaming, ‘Please stop,’ &#8230; other neighbors were also screaming.”
A neighbor in the area said she ran to get a sheet to cover Frickey. She recalled, “She was screaming, and she was screaming to please let her go and then they slowed down and opened the door to kick her out and they made the corner by Rouses. As soon as I saw her, I screamed. I just started running for her I thought if I could somehow, I don’t know what I could do, but I thought if I could dislodge her from this car … when I looked down her body was already there, and her arm was &#8230; It’s just not something you expect to see.”
The neighbor’s husband, who sat next to Frickey as the neighbor prayed the ambulance would get there quickly added, “I was angry, I was telling her to hang in there because every time I heard a siren I was hoping and praying it was the ambulance. I kept telling her to hang in there, breathing, her eyes were moving. I’ve never seen something so horrific.”
New Orleans Mayor LaToya Cantrell stated, “Yesterday our city witnessed a shocking and horrific act of violence. It was startling beyond belief, and I absolutely condemn this senseless and unimaginable tragedy in the strongest possible way. I send my heartfelt condolences to the family of the victim, and my gratitude to the NOPD and Chief Shaun Ferguson for the quick and efficient work in apprehending the four suspects in less than 24 hours. I thank them for their diligence and professionalism in making our City safer. But it does not end with our police force. It takes all of us coming together to address the issues we face, and I am confident that by working together, we can make New Orleans a safer and prosperous city for all of us.”
On Tuesday morning the New Orleans police department announced that the four teenagers had been arrested.
Frickey&#8217;s sister Jinnylynn Griffin wrote on Facebook: “This senseless act affected our family. We lost a loving sister, wife, mother, grandmother, aunt and friend. RIP my beautiful sister Linda Frickey, you will forever be missed.”

Grandmother Dies After 4 Teenagers Carjack And Drag Her Down Street, Severing Her Arm

Two St. Louis, Missouri, police officers were in their fully marked police vehicle on Saturday when a man stepped into traffic, walked up to the passenger side of the vehicle, and pointed a handgun at the officers in an attempt to carjack the vehicle.
The officers were responding to a call of shots fired when the incident happened, FOX 2 <a href="https://fox2now.com/news/st-louis-police-arrest-man-who-tried-carjacking-officers/">reported</a>. A police summary of the incident that the “officers were able to maneuver out of harm’s way while the suspect simultaneously discovered he was attempting to carjack a fully marked police car. The suspect took off running.”
Assisting officers were able to locate the suspect and take him into custody.
The St. Louis Post-Dispatch <a href="https://www.stltoday.com/news/local/crime-and-courts/no-charges-filed-against-man-arrested-in-carjacking-attempt-on-two-st-louis-cops/article_fdf95b7f-e767-551f-9e35-6e60b06a2c41.html#:~:text=Louis%20cops,-Kim%20Bell&amp;text=Twitter-,ST.,27%2Dyear%2Dold%20man.">reported</a> Tuesday that prosecutors have declined to file charges against the man, even though the St. Louis Police Department (SLPD) sought charges of first-degree robbery, armed criminal action, and resisting arrest. Evita Caldwell, a spokeswoman for the SLPD, confirmed to the Post-Dispatch that prosecutors refused to file charges.
A spokeswoman for Circuit Attorney Kimberly Gardner <a href="https://www.ksdk.com/article/news/local/no-charges-man-accused-carjack-st-louis-police-vehicle/63-1eb4cf87-ece0-43ba-b416-e13df208797f">told</a> KSDK that the case was still “under investigation” and declined to tell the outlet why charges hadn’t been filed. The outlet also noted that the man who was arrested in the case “is currently facing charges for several incidents over the past few years in St. Louis and Jefferson County, including domestic assault, violating an order of protection and first-degree property damage.”
Carjackings have increased during the pandemic, The Daily Wire has previously reported. In 2021, carjackings in D.C. <a href="https://www.dailywire.com/news/d-c-carjackings-surge-nearly-74-in-2021-report">reportedly</a> increased 74% between January and July 12 over the same period in 2020.
“Mayor Muriel Bowser has not responded to multiple requests for comment on the crimes and inquiries on how to combat them, but D.C. police revealed they launched a carjacking task force using ‘bait cars’ to catch suspects in the city,” Fox News <a href="https://www.foxnews.com/us/washington-dc-police-carjacking-bait-cars">reported</a> at the time.
In January 2022, six teenagers aged 13 through 17 were arrested in the nation’s capital for separate carjackings, The Daily Wire <a href="https://www.dailywire.com/news/d-c-police-arrest-six-kids-ages-13-through-17-in-separate-armed-carjackings">reported</a>.
In December 2021, Rep. Mary Gay Scanlon (D-PA) was walking to her SUV “when she said two black males approached her and demanded her keys. After she handed over her keys, one man drove her vehicle followed by the second man in another SUV,” The Daily Wire reported.
Later that same day, five suspects – four men and one woman – were apprehended for the crime. Scanlon’s office released a statement thanking police for their hard work:

She thanks the Philadelphia Police Department for their swift response, and appreciates the efforts of both the Sergeant at Arms in D.C. and her local police department for coordinating with Philly PD to ensure her continued safety.</blockquote>

Man Attempts To Carjack Fully Marked Police Car With Officers Inside

As rising crime continues to beleaguer the nation&#8217;s capital in 2022, Washington, D.C., police have made arrests in three separate armed carjackings in the past week that were carried out by teenagers, including two as young as ages 13- and 14-years-old.
According to D.C. police, &#8220;On Monday, January 24, 2022, a 14-year-old juvenile male and a 13-year-old juvenile male, both of District Heights, MD, were arrested and charged with Armed Carjacking (Gun).&#8221; The <a href="https://mpdc.dc.gov/release/arrests-made-armed-carjacking-gun-offense-1700-block-massachusetts-avenue-northwest">alleged carjacking occurred</a> at 11:20 am on Monday morning, and &#8220;the suspects approached the victim&#8221; while one &#8220;brandished a handgun and the victim fled from their vehicle.&#8221;
&#8220;The suspects were apprehended by responding officers and a handgun was recovered,&#8221; according to a statement.
Last Thursday, D.C. police arrested two <a href="https://mpdc.dc.gov/release/arrests-made-armed-robbery-gun-offenses-third-district-0">15 year olds</a> in relation to two separate offenses that occurred on the same day:
<blockquote>At approximately 6:00 pm, the suspects approached the victim in the 1700 block of 8th Street, Northwest. The suspects brandished a handgun and demanded property from the victim. The victim complied. The suspects then fled the scene in a vehicle.</blockquote>

<a href="https://www.nbcwashington.com/news/local/four-teens-arrested-in-carjacking-offenses-in-northwest-dc/2946014/">NBC News 4</a> reports that Metro police also arrested a 16-year-old girl and 17-year old-boy &#8220;charged with armed carjacking and possession of a BB gun.&#8221;
Likewise, a 16-year-old boy from the Northwest part of the city was charged with armed carjacking. A 16-year-old boy from Southwest was charged with possession of a BB gun.
The arrests come after just last week a D.C. candidate for city council was carjacked — and the whole incident was captured in a shocking video at a local gas station. Based on police reports, the following video is similar to the barrage of carjackings the teens allegedly carried out on unsuspecting victims.

A spokesperson for the D.C. police told <a href="https://m.washingtontimes.com/news/2022/jan/20/carjacking-spike-dc-area-mirrors-violent-nationwid/">The Washington Times</a> last week that the perpetrators of carjackings in Washington are increasingly younger.
“We have noticed that a large number of these crimes are committed by young teenagers,” the spokesperson said.
According to D.C. Police Union President Greggory Pemberton, &#8220;the police department is stretched thin.&#8221;  He told the Washington Times that the D.C. police has 400 fewer officers than a year ago.
&#8220;With this shortage of officers and detectives, there is a reduced ability to respond to and investigate these crimes,&#8221; Pemberton said.
“To be threatened at gunpoint is shocking, but I am not surprised that I was attacked given the increase in carjackings and the crisis facing young people in this city,” Fleming tweeted. “The perpetrators of violent crime are getting younger and younger.”

As the City of Brotherly Love endures a historic crime wave, the Philadelphia Police Department published a new guide to help residents survive a carjacking.
In a Facebook <a href="https://www.facebook.com/phillypolice/photos/a.379174475909/10158671466800910/">post</a> on Wednesday, Commissioner Danielle Outlaw reported that there were 757 reported carjackings in Philadelphia last year — an increase of 34% over 2020. From those incidents, police arrested 150 individuals and cleared 93 investigations.
Outlaw also explained that the department is devoting assets to solve the problem:
<blockquote>Plainly put, the PPD has deployed additional resources to investigate these incidents and apprehend offenders. This includes plain-clothed officers deployed to targeted areas and an operational Task Force dedicated to combating carjackings within the city.
In addition, every PPD detective division, as well as our Major Crimes Unit, which investigates crime rings and trends, has assigned detectives to investigate patterns, hotspots, and develop intelligence pertaining to carjackings. Our intelligence bureau is also gathering information from multiple sources, participating in mutual exchanges of information with our law enforcement partners, and identifying locations, trends, and patterns associated with carjackings in the city. Along with our efforts, the Attorney General&#8217;s Office is aiding in investigating carjackings in Philadelphia while providing additional investigative technology to our Department.</blockquote>
In the meantime, Outlaw provided Philadelphians with a guide to surviving a carjacking.

The guide suggested that residents exercise caution in residential driveways, parking lots and garages, gas stations, and ATMs. Residents are also warned that criminals may deploy certain schemes to facilitate vehicle theft — such as ordering food and stealing the delivery driver’s vehicle.
If a resident finds himself the victim of a carjacking, Philadelphia Police suggest that he give up his car and leave the scene, avoid verbal and physical confrontation, make a mental note of the suspect, and “let the carjacker know” if there is a child in the car.
Last month, Rep. Mary Gay Scanlon (D-PA) was <a href="https://www.dailywire.com/news/breaking-democratic-congresswoman-mary-gay-scanlon-carjacked-at-gun-point-in-philadelphia">carjacked</a> in broad daylight after touring FDR Park in South Philadelphia. She was approached by two armed men who took her car keys and personal belongings. She was not injured.
“Everyone deserves to feel safe in our city, and sadly, as we know, that hasn’t always been the case this year,” Philadelphia Mayor Jim Kenney, a Democrat, said in a statement. “It’s disheartening, and quite frankly infuriating, that criminals feel emboldened to commit such a reckless crime in the middle of the day in what should be a place of tranquility and peace — one of Philadelphia’s beautiful parks. I’m thankful that she was not physically harmed during this incident, and my thoughts are with her during what I’m sure is a traumatic time.”
Later that day, five suspects were <a href="https://www.dailywire.com/news/5-arrested-after-lawmaker-was-carjacked-at-gunpoint">apprehended</a> in nearby Delaware after state police discovered them with Scanlon’s vehicle. 
Scanlon was a co-sponsor of the “Mental Health Justice Act” — a bill drafted “to authorize the Secretary of Health and Human Services to award grants to States and political subdivisions of States to hire, employ, train, and dispatch mental health professionals to respond in lieu of law enforcement officers in emergencies involving one or more persons with a mental illness or an intellectual or developmental disability, and for other purposes.”
