President Donald Trump will reportedly sign an executive order on Monday ending cashless bail.
According to the <a href="https://nypost.com/2025/07/21/us-news/trump-calls-for-an-end-to-cashless-bail/?utm_source=chatgpt.com">New York Post</a>, the Trump administration will threaten to remove federal funding for jurisdictions that do not comply.
“Cashless bail policies allow dangerous individuals to immediately return to the streets and further endanger law-abiding, hard-working Americans because they know our laws will not be enforced,” a White House memo states.
President Trump spoke out about cashless bail last month in a Truth Social post, writing: “Crime in American Cities started to significantly rise when they went to CASHLESS BAIL. The WORST criminals are flooding our streets and endangering even our great law enforcement officers. It is a complete disaster, and must be ended, IMMEDIATELY!”

On August 11, he stated, ”By the way, every place in the country where you have no cash bail is a disaster. &#8230; I mean, bad politicians started it, bad leadership started it but that was the one thing that was central – no cash bail,” the president said.

“Illinois became the first state in the U.S. to eliminate its policy of allowing defendants to pay money to leave jail while awaiting trial when it passed a provision in its <a href="https://icjia.illinois.gov/researchhub/articles/the-2021-safe-t-act-icjia-roles-and-responsibilities">SAFE-T Act in 2021.</a> The new policy then took effect in Sept. 2023,” NY1 <a href="https://ny1.com/nyc/all-boroughs/news/2025/08/12/trump-vows-end-of--no-cash-bail--policies-amid-takeover-of-dc-police--mentions-chicago--new-york-?utm_source=chatgpt.com">noted</a>.
“The White House has pointed to a law enforcement study conducted in Yolo County, Calif., two years ago that determined a ‘zero bail’ policy spiked crime by 163% in that jurisdiction,” the Post pointed out.
The Yolo County <a href="https://yoloda.org/zero-bail-case-study-zero-bail-policies-increased-crime-in-every-category/?utm_source=chatgpt.com">website</a> noted in its 2023 study:

Arrested individuals released on Zero Bail reoffended at an average rate that was 70% higher than arrestees who posted bail. The average recidivism rate for those released on Zero Bail was 78% over 18 months, while the average recidivism rate for those released on bail was only 46%. Individuals released on Zero Bail committed new felonies 90% more often than those who posted bail.

The 18-year-old accused of killing a <a href="https://www.dailywire.com/topic/tennessee" target="_blank" rel="noopener">Tennessee</a> police officer and injuring two others when they were responding to a suspicious vehicle call early Friday morning was out of jail on felony charges at the time of the incident.
While responding to the call, investigators say Memphis police officer Joseph McKinney was killed by Jaylen Lobley, who was in the vehicle and fired out at the officers. The other officers with McKinney <a href="https://wreg.com/news/local/two-memphis-police-officers-shot-rushed-to-hospital/" target="_blank" rel="noopener">returned fire</a> and two were injured by gunfire. One officer was hospitalized in non-critical condition and one received medical attention at the scene of the shooting.
Lobley was also killed during the shootout as police took two other suspects into custody as well, including a 17-year-old who was in critical condition. Lobley had been released from jail without bond by a Shelby County judge after being hit with weapon and theft felony charges last month, <a href="https://www.localmemphis.com/article/news/crime/man-mpd-officer-killed-shooting-released-from-jail-by-shelby-county-judge/522-42482bcb-d8b3-4124-a32c-855c48a807f1" target="_blank" rel="noopener">according</a> to a report from ABC24. He was facing two counts of motor vehicle theft, unlawful possession of a weapon, and multiple vandalism charges.

According to the report, Lobley was arrested on March 5 for car theft and police found him in possession of a handgun with an illegal modifier. The report said he admitted to police that he had stolen two cars. On March 7, a judge allowed him to go free without bond on his own recognizance. ABC24 reported that the judicial commissioner who approved the release was Christopher Ingram.
Shelby County District Attorney Steve Mulroy <a href="https://www.scdag.com/news-releases/da-mulroy-issues-statement-on-officer-involved-shooting" target="_blank" rel="noopener">claimed</a> that his office had “strongly argued against lowering the bond” for Lobley, “citing the defendant&#8217;s danger to the community.”
​​Memphis Police Association President Matt Cunningham ripped into the decision to allow Lobley back on the street.
“The suspect in this shooting was released from jail on his own recognizance — he got right back out on the street and armed himself, and got into a shooting with an officer who died, and he lost his life as well — and that’s tragic, too,” he <a href="https://www.nbcnews.com/news/us-news/memphis-police-officer-teen-suspect-killed-early-morning-shootout-rcna147560" target="_blank" rel="noopener">told</a> NBC News. “If he had been kept in jail, he would be alive himself. So that’s the situation here in Shelby County, we have to do something about the revolving door at our jail.”

Zero-bail policy — a process eliminating set cash bail amounts for suspect criminals accused of misdemeanors and specific non-violent felonies — took effect in Los Angeles County on Sunday even as a dozen cities challenge the controversial system in court.
&#8220;This change just applies to a tiny segment of the pretrial system,&#8221; Jeff Stein from the Civil Rights Corps <a href="https://abc7.com/zero-bail-police-takes-effect-los-angeles-county-courts/13851402/" target="_blank" rel="noopener">told</a> ABC7. &#8220;It&#8217;s just about that window between when a person is arrested and when they see a judge in LA. That can last up to five days.&#8221;
According to reports, the Los Angeles County Superior Court instituted the policy known as Pre-Arraignment Release Protocols in July, arguing that cash bail processes discriminate against minorities and poor communities. The decision came after a Superior Court judge issued an order in late May when several plaintiffs filed a class action lawsuit claiming that they suffered “negative consequences because they could not afford bail, including missed work, separation from their families and lapsed medical care,” according to <a href="https://ktla.com/news/local-news/zero-bail-policy-reinstated-in-los-angeles-county/">KTLA</a>.
Under the new policy, suspects arrested on non-violent or non-serious offenses face being cited and released or booked and released at local law enforcement stations. If authorities actually charge a suspect with a crime, they are ordered to appear in court on a specific date for arraignment. If the suspect poses a threat to the public or is considered a flight risk, they would face a magistrate judge for a case review to determine if authorities should hold the suspect in custody until arraignment or released with certain restrictions.
But just before the policy took effect, a dozen cities in Los Angeles County filed a court action on Friday, arguing it poses a threat to public safety.
&#8220;There is and has been grave public concern regarding public safety in light of reduced enforcement and criminal consequences for various categories of `low-level&#8217; offenses that, despite the nomenclature, have profound and significant impacts on the day-to-day life of whole communities of plaintiff cities and others within the county,&#8221; the cities <a href="https://ktla.com/news/local-news/communities-officials-react-after-controversial-zero-bail-policy-takes-effect-in-l-a-county/" target="_blank" rel="noopener">reportedly</a> wrote in court papers.
The 12 cities <a href="https://ktla.com/news/local-news/communities-officials-react-after-controversial-zero-bail-policy-takes-effect-in-l-a-county/" target="_blank" rel="noopener">listed</a> in the suit are Arcadia, Artesia, Covina, Downey, Glendora, Industry, Lakewood, La Verne, Palmdale, Santa Fe Springs, Vernon, and Whittier.
&#8220;Our big hope would be to overturn the zero-bail policy or at least put a pause on it so that we have the ability to take a harder look at it and find out whether or not this is the right thing to do,&#8221; Glendora Mayor Gary Boyer reportedly said.
Los Angeles Police Department Chief Michel Moore issued a statement about the new policy on social media.
&#8220;Law enforcement is averse to the list of &#8216;book and release&#8217; offenses because that approach offers little to no deterrence to those involved in a range of serious criminal offenses,&#8221; Moore <a href="https://twitter.com/LAPDPIO/status/1706779249699586542" target="_blank" rel="noopener">said</a> on X. &#8220;We are asking the court to not release individuals who pose risks to the community&#8217;s safety, including those with repeated instances of prior serious offenses.&#8221;
California District Attorney Jeff Reisig criticized the county&#8217;s zero-bail policy on X on Sunday morning.
&#8220;They ignored the only thorough comparative study in CA on Zero Bail and its impact on statewide crime. My county,&#8221; Reisig <a href="https://twitter.com/jeffreisig/status/1708503984309465336" target="_blank" rel="noopener">said</a>. &#8220;What our 2023 study found was frightening: 163% more crime + 200% more violent crime committed in CA by arrestees released from jail on Zero Bail.&#8221;
Los Angeles has been plagued by rampant retail and personal theft in recent months.
Most types of violent crime are down in Los Angeles except theft, which is up 15% to more than 20,409 thefts compared to this time last year, according to police data <a href="https://www.dailywire.com/news/los-angeles-crime-task-force-arrests-11-linked-to-smash-and-grab-robberies" target="_blank" rel="noopener">reported</a> by The Daily Wire.
Since the fall of 2021, Los Angeles County has seen at least 170 organized retail thefts, including the smash-and-grab trend, according to the Los Angeles County Sheriff&#8217;s Office.

Rachael Abraham’s life was never easy. At 10-years-old, her mother signed away her rights to children, placing Rachael and her younger siblings in the foster care system.
Then, while Rachael was in high school, her white foster parents abandoned her and drove to California without leaving a forwarding address, the Washington Examiner <a href="https://www.washingtonexaminer.com/politics/a-murder-in-portland">reported</a> last December. For years, Rachael moved from friend’s house to friend’s house, until she met Shay Whitaker while working at a Subway restaurant at 19-years-old. Rachael moved in with Shay and her mother, and life started looking up.

Rachael met Mario Abraham, married, and had three children. Before their marriage, however, Rachael’s little sister Marissa was sent back to Eugene, Oregon, on a bus by the same foster parents who abandoned Rachael years earlier. Rachael cared for her 16-year-old sister, who eventually met a man named Cevelino Capuia. In 2006, Capuia kidnapped a man and shot him. When he was arrested, he confessed to the crime and named his accomplice, Shawn Ryan Womack. On the day Capuia was arrested, Womack took Rachael’s little sister to the Oregon coast and shot her in the head.
“It is very sad that they took my sister away because all we knew and had was each other,” Rachael told a local newspaper at the time.
Rachael, who was of Somali descent, converted from Catholicism to Islam before she and Mario divorced. She then dated another man, who was a Muslim Somali, and had another daughter. After that relationship ended, Rachael began dating Mohamed Osman Adan, or Mo, to those who knew him. Together they had three more kids, meaning that by the age of 36, Rachael was mother to 7 children.
Soon, however, Mo showed that he had a darker side. He repeatedly beat her and threatened her. Fed up with the treatment, Rachael made the frightening decision to leave him, but this only escalated his torture.
Mo knew where Rachael was living, and would break into her home after midnight and punch, choke, and threaten Rachael, telling her he would kill her. During one of these break-ins, he held a gun to her head. Rachael called the police and was told to request a no-contact order.
“When I told him I was leaving him, he told me that he would kill me,” she wrote on that request.
Mo was told to stay at least 150 feet away from Rachael and our children, but he never adhered to the order. On the evening of June 23, 2022, Mo showed up at Rachael’s home and was let in by her 4-year-old – Mo’s daughter. He was on drugs and broke Rachael’s phone, then blocked her from escaping. For hours, he beat her and choked her five times, telling her he was “going to put you to sleep now,” as he knelt on her throat.
When Mo finished, he went upstairs to retrieve his phone, but Rachael got to it first and ran out the front door, calling the police. With a visible black eye, Rachael told police she believed Mo was going to kill her.
Mo was charged with five counts of felony strangulation but was released from jail with the requirement to wear a GPS ankle monitor. Again, he ignored his orders and went to Rachael’s home on July 27, 2022, where he cut off the ankle monitor. He later claimed someone broke into his apartment and cut it off while he was asleep. A bench warrant was issued for his arrest, but he was soon back out on the streets.
This time he returned to Rachael’s home on August 11, 2022, and broke in. He slammed Rachael to the ground and sat on her chest while covering her mouth. Barely able to breathe, she screamed and woke up her children. Mo began whipping Rachael in the face with prayer beads before he locked her outside. He was again arrested and charged with contempt of court for once again violating the no contact order.
Mo’s final attack came on the morning of August 27. He returned to Rachael’s home and began beating and yelling at her. She managed to call 911 and could be heard saying “I am not doing black magic!” before the line cut out. The operator called back, but no one answered. Meanwhile, Mo was dragging Rachael to her children’s bedroom, pushed her face into a window screen, and stabbed her with a kitchen knife. He kept stabbing, even after she died, and then placed her in a bed.
Then, he called his mother and told her what he had done, took a shower, and called 911 at 10:41 a.m. He told the operator that Rachael was dead and was told to perform CPR, but he refused. He claimed he acted in defense of his children and had taken the knife from Rachael.
Police arrived and found Rachael’s youngest children – ages 7, 4, and 2 – had been in the house during the killing. They quickly took the children outside before investigating the home. They found holes in the walls and broken door locks upstairs, as well as a large red stain in one of the children’s bedrooms where Rachael had died. In the bed, her body was covered by a sheet. Her face had been slashed vertically, her nose wounded deeply, and her upper lip sliced in half, the Examiner reported. She had been beaten and stabbed before and after she had been strangled to death.

Rachael’s death was made possible by progressive laws in Oregon that allowed Mo to be released from jail even with his clear history of abuse, ignoring court orders, and Rachael’s numerous statements that she knew he would kill her.
Many people could have made decisions that would have meant Rachael was still alive, still able to hug her and raise her children. Multnomah County District Attorney Mike Schmidt argued that his office had tried to keep Mo in prison by pursuing what he called a “high bail amount in this case,” which was only $60,000 – or $6,000 since a 10% surety was all that was required to get him out of prison. That never mattered anyway, as Mo was repeatedly released when no bail was actually set until August when Judge Angela Lucero set his bail at just $20,000, which only required a $2,000 payment to set him free.
That bail was paid by Amanda Trujillo of Portland Freedom Fund, a progressive organization that repeatedly posted bail for violent offenders who went on to violate their release conditions or skip their court hearings. As the Examiner noted, 39 of the 67 people the fund bailed out failed to adhere to court orders or appear in court. That means 58% of the fund’s recipients violated court orders – compared to the statewide average of 7%.
Trujillo tried multiple times to place the blame for Rachael’s murder on someone else. She said he had been referred by the African Youth and Community Organization (AYCO), which helps members of the Somali community navigate America’s complicated legal system. An advocate at AYCO, Mohamed Yahia, had been asked by Mo to help him fight a DWI charge in Minnesota. Yahia helped Mo fill out a motion for default judgment. Later, Yahia helped get Mo a job delivering donated air conditioners. In July 2022, Mo asked Yahia to write him a letter of support saying he had volunteered for the AYCO. Yahia wrote a simple letter stating as much, believing the letter was going to Mo’s parole officer for the DWI. The letter also contained a line saying Mo’s temperament had “seen improvement.”
This, Trujillo said, was the endorsement Portland Freedom Fund used to decide to bail out Mo, apparently without doing any independent research, or assuming that $20,000 bail for strangulation charges meant they weren’t that serious.
There was also Judge Benjamin B. Johnston, who let Mo out of jail and simply ordered him to “wear GPS [and have] no contact w/ Rachael Angel Abraham or children.” This came after Mo had already proved he would ignore court orders to stay away from Rachael.
The Portland Freedom Fund has since dropped off the radar, shutting down its social media accounts. It has been called out for its role in Rachael’s murder, and could not withstand the onslaught of online comments.

The political elites in Illinois have lost their collective mind. At a time when both major and minor crimes in Chicago are out of control and people feel unsafe, the state’s leadership thought it would be a good idea to inhibit citizens from exercising their constitutional right to own a gun, while simultaneously literally giving criminals a get-out-of-jail-free card by <a href="https://www.npr.org/2023/07/18/1188349005/illinois-ends-cash-bail-system-state-supreme-court" target="_blank" rel="noopener">ending</a> cash bail, and now allowing certain illegal immigrants to become police officers.
Let’s start with Illinois’ gun grab. The new law, enacted in January 2023, bans the sale of nearly 200 different types of so-called assault <a href="https://www.illinois.gov/news/press-release.25890.html#:~:text=SPRINGFIELD%20%2D%20Standing%20alongside%20lawmakers%20and,switches%20in%20Illinois%2C%20effective%20immediately." target="_blank" rel="noopener">weapons</a>, including the AR-15 and AK-47. The law also bars the sale of magazines that have more than 15 rounds of ammunition for handguns and more than 10 rounds of ammunition for a long gun.
Illinois Democrat Governor J.B. Pritzker gloated at the signing ceremony stating, “Illinois now officially prohibits the sale and distribution of these mass-killing machines.” But if only Governor Pritzker was a student of facts and not just someone afraid of scary-looking guns, he would recognize the ineffectiveness of laws like these. 
The data do not support those in favor of more and more gun control. Only 12% of mass killings are “mass <a href="https://www.heritage.org/the-constitution/report/the-current-gun-debate-mass-shootings?_ga=2.66986990.1762492120.1567008225-1261428870.1565801058">public shootings</a>.” Most mass killings are familicides – murders of family members or intimate partners – and felony-related killings – robberies or gang-related turf battles. Mass public shootings account for less than one-half-of-one percent of all gun deaths every year.
<a href="https://abcnews.go.com/US/type-gun-us-homicides-ar-15/story?id=78689504" target="_blank" rel="noopener">ABC</a> News reports, &#8220;&#8230;there are only 20 million assault rifles in the United States, a fraction of the estimated 400 million guns in the country.&#8221; In 2019, handguns were used in 62% of the nation’s gun murders, according to FBI data.
&#8220;According to <a class="zZyg UbGl iFzk qdXb WCDh DbOX tqUt " href="https://bjs.ojp.gov/content/pub/pdf/suficspi16.pdf" target="_blank" rel="noopener" data-testid="prism-linkbase">a 2016 Survey of Prison Inmates</a> from the Bureau of Justice Statistics, handguns were the most common type of gun possessed by federal and state prisoners. About 18% of the prisoners said they possessed a handgun, and 2% or less possessed a rifle or shotgun,&#8221; according to ABC News.
Criminals, by definition, do not care about the law. That is what makes them criminals. The same prison inmate survey found that only 7% of prisoners purchased their weapons under their own name from a licensed dealer. More than half of prisoners had stolen the weapon, found it at the scene of a crime, or obtained it off the street or from the underground market. Furthermore, from August 1988 through August 2019, more than “85 percent of <a href="https://www.usconcealedcarry.com/resources/gun-facts-and-fiction/mass-shootings/" target="_blank" rel="noopener">Mass Public Shootings</a> occurred in gun-free zones.” Criminals don’t care about the law, so gun laws will not affect them.
In addition, although the law will likely be strictly enforced in Chicago, most Illinois county <a href="https://news.wttw.com/2023/01/17/sheriffs-across-illinois-say-they-won-t-enforce-new-assault-weapons-ban#:~:text=A%20number%20of%20sheriffs%20across,County%20Sheriff%20Jeff%20Bullard%20said." target="_blank" rel="noopener">sheriffs</a> have issued statements announcing they will not enforce the law. More than half the counties in the state have passed resolutions, declaring themselves “2nd amendment <a href="https://www.chicagotribune.com/news/breaking/ct-met-second-amendment-sanctuary-county-movement-illinois-20190416-story.html" target="_blank" rel="noopener">sanctuary counties</a>.”
And if our leaders really wanted to save lives, shouldn’t they be banning cars and trucks? 46,980 people <a href="https://injuryfacts.nsc.org/motor-vehicle/overview/introduction/?utm_source=Google_Search&amp;utm_medium=cpc&amp;utm_campaign=Injury_Facts&amp;gclid=CjwKCAjwt52mBhB5EiwA05YKo9GD5WF_GcF-soM70NPD7rxE-vLbp4eYYof4zoAo7_W5sYDRzGagtxoCDm4QAvD_BwE" target="_blank" rel="noopener">died</a> in motor vehicle crashes nationwide in 2021. By contrast, less than half that number of people, 20,958 died as a result of <a href="https://www.pewresearch.org/short-reads/2023/04/26/what-the-data-says-about-gun-deaths-in-the-u-s/">gun</a> violence. The right to bear arms is guaranteed in the Constitution, the right to drive a car is not. It&#8217;s a simple comparison, but it shows how politicians aren’t worried about saving lives, they are worried about making headlines.
The Illinois gun <a href="https://www.illinois.gov/news/press-release.25890.html#:~:text=SPRINGFIELD%20%2D%20Standing%20alongside%20lawmakers%20and,switches%20in%20Illinois%2C%20effective%20immediately." target="_blank" rel="noopener">law</a> does allow those who owned the now-banned guns and magazines prior to the law’s enactment can keep them … but only if they are registered with law enforcement, effectively creating an Illinois gun registry. 
Not satisfied with disarming law-abiding citizens, Illinois also decided to become one of the only states to eliminate cash bail for people arrested and awaiting trial for their crimes. Under the new law, called “the <a href="https://www.illinoispolicy.org/illinois-supreme-court-criminal-cash-bail-goes-away-sept-18/" target="_blank" rel="noopener">SAFE-T</a> Act.” Judges across Illinois will not require those charged with a crime to post bail in order to leave jail while they await trial.
<a href="https://www.ky3.com/2022/09/09/gates-are-open-illinois-ending-cash-bail-system/" target="_blank" rel="noopener">Prosecutors</a> from rural Southern Illinois to Chicago are concerned by a section of the law that they say appears to identify a subset of crimes in which the only reason a defendant could be held in jail awaiting trial is if there is a high likelihood, they’ll flee to avoid prosecution. Those crimes include aggravated battery, robbery, burglary, aggravated DUI, kidnapping, vehicular homicide, and all drug offenses.
The Illinois Fraternal Order of <a href="https://www.npr.org/2023/07/18/1188349005/illinois-ends-cash-bail-system-state-supreme-court" target="_blank" rel="noopener">Police</a> opposed the law and called a recent decision by the Illinois State Supreme Court “a slap in the face to those who enforce our laws and the people those laws are supposed to protect. The court ignored the pleas of nearly every prosecutor in the state of Illinois, Democrat and Republican, that the elimination of cash bail will put dangerous criminals back on the street, instead of keeping them in jail or forcing them to post cash bail as they await trial,” the group said.
This policy will almost inevitably result in more crime, with many examples of its shortcomings in other liberal cities. In <a href="https://yoloda.org/wp-content/uploads/2023/02/PRESS-RELEASE-ZERO-BAIL-STUDY-2023-1.pdf" target="_blank" rel="noopener">Yolo County</a>, California, the District Attorney’s Office conducted a review of the re-arrest of people released from under the $0 bail initiative. The study found that more than 70% of those released were rearrested, with 29% of rearrested for a crime of violence including murder, attempted murder, kidnapping, robbery, carjacking, and domestic violence.
And now, the brain trust in Illinois has decided that non-citizens can become police and arrest American citizens. Illinois House Bill 3751 was just signed into law and beginning January 1, 2024, will allow illegal immigrants with valid federal work permits and DACA recipients to join law enforcement in <a href="https://www.newsweek.com/fact-check-illinois-police-officers-illegal-immigrants-law-1816306#:~:text=The%20bill%2C%20which%20will%20come,that%20federal%20laws%20currently%20forbid." target="_blank" rel="noopener">Illinois</a> – something that federal laws currently forbid. What could possibly go wrong?
These three laws reinforce that the Left actually embraces violence and chaos, especially in Democrat-controlled cities like Chicago. Disarm the citizens and free the criminals.
The Left knows the answer to the gun crisis, they just don’t like it. Reducing the number of criminal shootings requires authorities to enforce the gun laws that are in place rather than pleading them down, keep criminals in jail, eliminate &#8220;gun-free zones,&#8221; and expand the right for citizens to legally carry a concealed weapon. Criminals will start thinking twice if the person next to them could be a good guy with a gun.

Miami Republican Mayor Francis Suarez said Sunday that no cash bail policies in cities and counties across the country are contributing to rising crime.
On a panel of mayors from major cities appearing on CBS&#8217;s &#8220;<a href="https://www.cbsnews.com/video/4-mayors-on-the-challenges-facing-their-cities/" target="_blank" rel="noopener">Face the Nation</a>&#8221; Sunday, Suarez, who also serves as President of the U.S. Conference of Mayors, said that bail reform has created &#8220;lawlessness.&#8221; He said that the lax punishment for criminals has led to increased crimes like petty theft and harming the economy.
&#8220;What I&#8217;m focusing on is that the no cash bail is creating lawlessness in a lot of our cities,&#8221; said Suarez. &#8220;What&#8217;s happening is, for example, people get out right away, they&#8217;re not even, you know, they don&#8217;t even have to post bail. So they&#8217;re able to get out right away. And so we&#8217;re seeing someone go into like a CVS, for example, and take thousands of dollars worth of merchandise, which is causing a CVSs to close, which hurts the, you know, the rest of the city, but that&#8217;s not particularly related to, to the gun violence issue. It&#8217;s related more to petty crime, which is creating lawlessness in some of our cities.&#8221;
Suarez also touted his policing policies in Miami. &#8220;We are funding our police,&#8221; he said. &#8220;A lot of cities cut into the defunding police movement. And we&#8217;re seeing [police funding] as a bipartisan issue.&#8221;
Last week, some <a href="https://www.dailywire.com/news/houston-restaurant-owners-are-sleeping-in-their-businesses-armed-to-keep-out-burglars-because-of-citys-lax-bail-policies" target="_blank" rel="noopener">Houston</a> bar and restaurant owners started sleeping in their places of business to deter criminals, citing the city&#8217;s lax bail policies.
“I have been burglarized 15 times in the last year,” Lindsey Rae, the owner of Two-Headed Dog, said during a recent city council meeting, via the New York Post. “We’re seeing, if they are getting caught, they’re getting re-released because of the cash bond issues we’re having,” she added. “They can come back and rob us again.”
A 2021 investigation from ABC affiliate KTRK found that Houston’s bail policies had allowed more criminals back onto the streets. The outlet found that in 2011, just 3.5% of cases filed in Harris County court resulted in the defendant being released on felony bond; in 2021, the defendant was released in 18.8% of cases, nearly six times as often.
The probe also found that criminals committed more crimes while out on bail. In 2011, just 3.5% of cases involved a defendant who was already out on at least one existing felony bond; in 2021, that number rose to 19%. Of those cases, 968 accused felons allegedly committed four or more new crimes since being released on bond. One case investigated by the outlet found that the offender was out on 13 separate bonds.

The Illinois Supreme Court put a controversial law that would eliminate cash bail for some crimes on hold.
The SAFE-T Act (Safety, Accountability, Fairness and Equity-Today Act) was set to take effect at 12:01 am on New Year&#8217;s Day, but late Saturday afternoon the court ordered the stay to “maintain consistent pretrial procedures” while the justices prepare to take up the matter. Last Wednesday, a Kankakee County judge ruled that cashless bail was unconstitutional and the policy would not be implemented in the counties that sued to block the measure. Attorney General Kwame Raoul said he would appeal that decision.
“Had the SAFE-T Act gone into effect on January 1, 2023, while litigation is pending, the administration of justice in Illinois would have been uneven, thus harming the citizens of the state,” DuPage County State’s Attorney Robert Berlin and Kane County State’s Attorney Jaime Mosser <a href="https://www.cbsnews.com/chicago/news/supreme-court-halt-safe-t-act/">said</a> in a joint statement.
The counties filed an emergency motion late Friday afternoon to suspend the law pending the resolution of current litigation.
“Only the Supreme Court’s final decision on the merits will be binding on all Illinois courts,” Raoul <a href="https://www.cbsnews.com/chicago/news/supreme-court-halt-safe-t-act/">said</a> in a statement. “It is important to note that the order issued today by the court is not a decision on the merits of the constitutionality of the SAFE-T Act, and I appreciate the court’s interest in expediting the appeal. We look forward to mounting a robust defense of the constitutionality of the law and ensuring that it goes into effect across the state.”
The high court has not set a date to hear the appeal.
Democratic state Sen. Elgie R. Sims, Jr., who sponsored the bill, <a href="https://www.dailywire.com/news/prosecutor-rips-democrat-kim-foxx-in-scathing-resignation-letter-zero-confidence-in-leadership">said</a> it is an avenue to “fundamentally change” the criminal justice system in Illinois, describing it as “a big, bold, complex, transformational agenda.”
<a href="https://www.nbcchicago.com/news/local/heres-what-to-know-about-illinois-safe-t-act-and-the-new-changes-coming/3011535/">According</a> to NBC 5 Chicago, the SAFE-T Act was authored by the Illinois Legislative Black Caucus and emerged after George Floyd died in the custody of Minneapolis police officers in May 2020. It included reforms to law enforcement training, accountability, and the statewide elimination of monetary bail.
Conservatives and Republicans have criticized the law, citing the risks of potentially releasing dangerous criminals back into communities. GOP state Sen. John Curran said Republicans had been “frozen out of the process” and weren’t “allowed an opportunity to participate” in making revisions.
Leftist Cook County State’s Attorney Kim Foxx, one of many “reform-minded” prosecutors elected with the support of political action committees <a href="https://chicago.suntimes.com/politics/2020/2/20/21146269/george-soros-kim-foxx-bill-conway-states-attorney">funded</a> by George Soros, helped craft the law. She has <a href="https://www.chicagotribune.com/politics/ct-kim-foxx-hiring-2022-safet-act-20221025-znhd4fax5rb7bnqfb4s6howiju-story.html">accused</a> other prosecutors who vocally opposed it of taking part in “a misinformation campaign.”

The Bail Project, an organization that <a href="https://bailproject.org/" target="_blank" rel="noopener">openly states</a> that it wants to “disrupt the money bail system” and is <a href="https://www.dailymail.co.uk/news/article-11573851/The-Bail-Project-shuts-Las-Vegas-chapter-releasing-man-went-nearly-kill-waiter.html">backed by celebrities</a> including John Legend, Danny Glover, and Richard Branson, has closed its Las Vegas chapter after being sued for posting bond for a career criminal who shot an Asian waiter six days later.
Rashawn Gaston-Anderson was arrested in November 2021 for burglary and theft, just one day after he had been arrested for carrying a concealed weapon but released without having to pay bail. The Bail Project paid the $3,000 to free him after the burglary and theft arrest. Six days later, he shot Chengyan Wang at the Shanghai Taste restaurant 11 times. Wang miraculously survived and is now suing the Bail Project.
Gaston-Anderson, 24, pleaded guilty and was sentenced earlier this month to seven to 18 years behind bars for the shooting.
The Bail Project used “no due diligence in determining whether Rashawn Gaston-Anderson would be a danger to the community and likely re-offend,” the lawsuit states.
In an interview at the Clark County Detention Center, Anderson <a href="https://www.8newsnow.com/investigators/non-profit-that-bailed-out-man-who-shot-chinatown-waiter-ceases-operations-following-backlash-from-critics/">said</a> the public advised him to seek out The Bail Project because he could not co-sign for himself.
Wang told <a href="https://news3lv.com/news/local/man-convicted-in-chinatown-waiter-shooting-gets-prison-sentence-las-vegas-shanghai-taste-rashon-gaston-anderson-lvmpd-metro-police-southern-nevada-clark-county-courts">News 3</a> that his lungs and his stomach had been hit by the hail of bullets.
“I can still vividly remember when the first police officer on the scene immediately helped me stop the bleeding on my neck and helped me put pressure on other ones,” he <a href="https://news3lv.com/news/local/man-who-shot-chinatown-waiter-seven-times-reaches-plea-agreement-las-vegas-southern-nevada-rashawn-gaston-anderson-chengyan-wang-lvmpd-metro-police-courts">recalled</a>.
The regional director for the West for The Bail Project, Cameron Pipe, stated, “It’s an absolute tragedy and The Bail Project, myself speaking for The Bail Project found it absolutely shocking.” Queried as to whether any red flags had been noted regarding Gaston-Anderson before The Bail Project posted his bond, Pipes <a href="https://www.8newsnow.com/investigators/non-profit-that-bailed-out-man-who-shot-chinatown-waiter-ceases-operations-following-backlash-from-critics/">replied</a>, “Every single decision that we make at The Bail Project goes through the exact same thorough review.”
A local Las Vegas bail bonds business commented on The Bail Project’s actions vis-à-vis Gaston-Anderson. Manny Ceballos, the owner of Aztec Bail Bonds, asserted, “We pick and choose who we want to do business with. We just don&#8217;t bail out habitual problem cases.” His wife, Lilia, added, “I don&#8217;t think they care and truly don&#8217;t care because some man nearly lost his life.”
“We provide free bail assistance and what we call community release with support which includes rides to and from court, court notifications and we attempt to navigate services in the community based on our clients’ self-identified needs,” Katie Poor, the deputy general counsel for The Bail Project, stated.

In the midst of a crime wave engulfing New York City, New York GOP gubernatorial candidate Lee Zeldin focused on bail reform in the state as he consistently attacked New York Democrat Governor Kathy Hochul for supporting it.
Early in the debate, Zeldin attacked Hochul’s erstwhile support for cashless bail, saying, “Kathy Hochul supports cashless bail; as soon as it got implemented she was out bragging about it. She chose the champion of the Defund the Police movement and the architect of cashless bail, Brian Benjamin — yeah, that guy who got arrested and had to resign — that was her first big decision to make as lieutenant governor. We need to repeal cashless bail. &#8230; We need to make our streets safe again. I’m running to take back our streets and to support unapologetically our men and women in law enforcement.”
New York passed a major bail reform law in 2019 which barred cash bail unless there were a serious misdemeanor or felony. Defendants could not be held by judges based on whether the judge thought the defendant was dangerous. That law was reformed after public outcry in both 2020 and 2022.
Hochul has <a href="https://www.politico.com/news/2022/08/24/new-york-democrats-bail-reform-00052207" target="_blank" rel="noopener">stated</a>, “We never said that the cause of crime in the state is because of bail reform. That is too simplistic. That is a political slogan.”
The NYPD <a href="https://www1.nyc.gov/site/nypd/news/p00056/nypd-citywide-crime-statistics-july-2022" target="_blank" rel="noopener">reported</a> in August compared to July 2021, July 2022 found  citywide shooting incidents had increased 13.4% and the number of murders citywide increased for the month by 34.3%.
That same month, Hochul <a href="https://spectrumlocalnews.com/nys/central-ny/politics/2022/08/08/hochul-defends-bail-reform-as-zeldin-challenges-her-on-crime" target="_blank" rel="noopener">stated</a>, “I will look at all the data. I’ve yet to see data that shows a correlation with a net increase in crime and the bail laws. Because it doesn’t exist in any other city.”
Later, Hochul mocked Zeldin for his focus on bail reform.
Zeldin prompted Hochul’s cavalier answer by declaring,  “I stated that the first day that I’m in office, I’m going to declare a crime emergency and suspend cashless bail and these other criminal laws because there is a crime emergency. My opponent thinks that right now, there’s a polio emergency going on but there’s not a crime emergency — different priorities that I’m hearing from people right now that are not being represented, from this governor who still to this moment, what are we, halfway through this debate? She still hasn’t talked about locking up anyone committing any crimes.”
“Anyone who commits a crime under our laws, especially with the change we made to bail, has consequences. I don&#8217;t know why that&#8217;s so important to you,” Hochul replied.
Then she avoided talking about the numerous incidents of people being attacked, segueing to a pitch for gun control: “All I know is that we can do more. We could do so much more if there was a nationwide ban, but certainly a state ban on teenagers being able to get guns, assault weapons. That’s what happened in Buffalo; a teenager walked into a shop and was able to buy an assault weapon.”
“I don’t know why it is so hard to articulate what needs to get done,” Zeldin fired back. “When you have a district attorney  refusing to enforce the law, stand up. When you’re asked about the Jose Alba case — I was in front of the district attorney’s office that day — you had a press conference, you were asked; you said it was a local decision, you’re not going to get involved in it. I said Alvin Bragg should be removed; you said he just got there; cut him some slack; he’s doing his job.”
“I say we should overhaul cashless bail,” Zeldin continued. “You’re saying there’s no data to support it, you have to elect me to find out what my position on it might be in January.”

Is it a coincidence that select cities are experiencing spikes in violent crime in the wake of the “<a href="https://www.heritage.org/crime-and-justice/report/progressive-prosecutors-sabotage-the-rule-law-raise-crime-rates-and-ignore">progressive prosecutor</a>” movement? Hardly. Their policies encourage lawlessness, harm law-abiding residents (especially minorities), drive businesses out of cities, and demoralize the police by treating them like criminals.
These prosecutors claim otherwise, of course. They insist that their decision to not prosecute entire categories of crime; their reluctancy to ask for bail; their refusal to add sentencing enhancements; their decision to release hardened, convicted felons from prison; their decline to prosecute violent juvenile offenders in adult court; and their disregard of those who commit shoplifting, drug possession, and prostitution – among other crimes – reflect sound policies that have not contributed to the recent spikes in crime.
They’re lying. Let’s take a look at the facts:
Crime rates, including violent crime rates, have had an overall <a href="https://www.pewresearch.org/fact-tank/2020/11/20/facts-about-crime-in-the-u-s/">drop</a> in the last 30 years, yet incarceration rates peaked in 2008 – long before George Soros or his “reform” prosecutors came along. Why? Because genuinely progressive prosecutors, working with other stakeholders, created domestic violence courts, drug courts, veterans courts, family justice centers, and thousands of other alternatives to incarceration that are compassionate, create accountability, and provide opportunities with the right incentives for defendants to recover their lives by changing their thinking and behaviors. If someone refuses to complete these programs, though, these prosecutors can still seek incarceration.
Violent crime is geographically and demographically concentrated in inner cities, many of which are presided over by rogue prosecutors, where minority members of their communities are disproportionately victimized, including constituting a majority of homicide victims. As Rafael Mangual of The Manhattan Institute notes in his recent <a href="https://www.amazon.com/Criminal-Justice-Decarceration-Depolicing-Wrong-ebook/dp/B09NPFH2VT">book &#8220;Criminal (In)Justice</a>,&#8221; “while black people constitute 13.4% of the population, they made up more than 53% of the nation’s homicide victims in 2020.” In other words, the policies of these prosecutors are harming the very individuals they are supposed to be helping.
To truly help those individuals – and communities as a whole – these prosecutors should seek appropriate bail and prison sentences for dangerous defendants.
The idea that appropriately long prison sentences won’t help protect communities is nonsense. Studies show that the longer the prison sentence, the lower the recidivism rate. In fact, the <a href="https://www.ussc.gov/">United States Sentencing Commission</a> recently released a <a href="https://www.ussc.gov/research/research-reports/length-incarceration-and-recidivism-2022">report</a> which found that “the odds of recidivism were lower for federal offenders sentenced to more than 60 months incarceration compared to a matched group of offenders receiving shorter sentences&#8230;[and] the odds of recidivism were approximately 29% lower for federal offenders sentenced to more than 120 months incarceration.” The authors also found that the “odds of recidivism were approximately 18% lower for offenders sentenced to more than 60 months up to 120 months of incarceration.”
When violent criminals are not required to post bail, there are also increases in crime. That’s simply common sense. Moreover, in an <a href="https://dc.law.utah.edu/scholarship/194/">academic paper</a> on the subject, two law professors analyzed the Cook County Bail Reform Study, which supposedly proved that lax bail laws do not impact the crime rate. The authors found that, contrary to the Study’s findings, the “bail reform” changes in Cook County “appear to have led to a substantial increase in crimes committed by pretrial releasees in Cook County,” and the “number of released defendants charged with committing new crimes increased by 45%.” Worse yet, “the number of pretrial releases charged with committing new violent crimes increased by an estimated 33%.”
No wonder the public is souring on these rogue prosecutors’ radical policies and the havoc they wreak. Voters in liberal San Francisco recently removed rogue DA Chesa Boudin from office. His successor has <a href="https://www.heritage.org/crime-and-justice/commentary/gascon-recall-effort-takes-big-step-forward-los-angeles">pledged</a> to hold criminals accountable while still offering diversionary treatment programs like drug court to appropriate individuals—something prosecutors have been doing for many, many years.
Ironically, after voters recalled Boudin, one of George Soros’s representatives objected to the Washington Free Beacon <a href="https://freebeacon.com/democrats/soros-stiff-arms-chesa-boudin-after-san-francisco-voters-kick-him-to-curb/">calling</a> Boudin a “George Soros darling” in an attempt to put distance between Soros and the failed DA.
A similar issue occurred when we wrote about Baltimore’s now-defeated (and federally indicted) rogue prosecutor <a href="https://www.heritage.org/crime-and-justice/commentary/meet-marilyn-mosby-the-rogue-prosecutor-wreaking-havoc-baltimore">Marilyn Mosby</a>. A Soros representative reached out and objected to our characterization of Mosby as a Soros-backed prosecutor, since he never directly contributed to her campaign, even though she attended numerous trips paid for by Soros-funded or inspired groups.
The rogue prosecutor movement operates under two principles: (1) that the entire criminal justice system is racist and (2) that the only way to address this supposed racism is to reverse, engineer, and dismantle the current system by electing pro-criminal, anti-victim zealots into office. Flush with cash or support from George Soros and his like-minded wealthy friends, candidates like George Gascon (Los Angeles), Larry Krasner (Philadelphia), Kim Foxx (Chicago), Kim Gardner (St. Louis), and others have been elevated into office and have imposed their pro-criminal agendas on an unsuspecting electorate. The consequences have been predictable and deadly.  
Prosecutors are the gatekeepers to the criminal justice system. Our nation’s 2,300 or so elected district attorneys have a solemn duty to enforce the law and to do so fairly, compassionately, and without favor. This shouldn’t be a Left or Right, blue or red, Democrat or Republican issue. Either you support law and order and equality under the law, or you back a radical social experiment that, so far, has led to utter chaos and misery.
These are the facts.

A Manhattan man accused of slashing a woman in Times Square was apparently arrested for a violent robbery just three days before the attack, but had been released without bail.
Late last month, 30-year-old Anthony Evans allegedly slashed at an Asian woman with a box cutter in an unprovoked attack in Times Square. On Wednesday, prosecutors said the attack occurred after Evans was allowed to walk free following a violent robbery just days earlier, the New York Post <a href="https://nypost.com/2022/08/03/accused-times-square-slasher-set-free-on-violent-robbery-charges-days-before-the-attack/?utm_source=facebook&amp;utm_medium=news_tab">reported</a>.
On July 22, Evans allegedly stole from the SkyFoods market. A manager noticed the theft and followed Evans out of the store to confront him. Evans punched the manager in the face, according to a criminal complaint reviewed by the Post. Then, on July 26, Evans allegedly stole an 18-pack of Miller Light from a Walgreens, but a female employee was able to retrieve the beer from him outside.
Evans was arrested and charged with both crimes. As the Post noted, he faces charges of second-degree robbery and petty larceny. During his arraignment on July 27, prosecutors asked for his bail to be set at $50,000, but Judge Denise Johnson released him without setting a monetary bail.
While free, Evans allegedly rushed up to a random Asian woman in Times Square and slashed her with a box-cutter in an attack that was caught on video. The woman, a 59-year-old seamstress, required 19 stitches in her hand due to the attack.
Prosecutors from the Manhattan District Attorney’s Office on Wednesday asked that Evans’ bail be set at $200,000, citing his earlier release for a violent felony. The slashing attack in Times Square is being investigated as a possible hate crime, the Post reported.
The judge ordered Evans to be held pending a mental evaluation.
The woman who was attacked has been “traumatized,” her daughter <a href="https://nypost.com/2022/08/01/woman-slashed-in-times-square-is-deeply-traumatized/">told</a> the Post earlier this month. Neither the woman nor her daughter have been named.
“It was a very violent event, a very violent thing to do,” the victim’s 23-year-old daughter told the outlet. “I wouldn’t wish this upon anybody — even my worst enemies.”
The daughter also told the outlet she wanted to know why her mother was attacked.
“I hope it wasn’t for malicious reasons,” she said.
“I just want to make sure that it’s clear that we don’t know what is the motivation behind the attack,” she added. “If it’s mental health-related, I hope [the suspect is] found and receive[s] the necessary treatment. If the perpetrator had malicious reasons, I hope they’re found and prosecuted.”
