One of the things you learn as you get older is that Schoolhouse Rock was a lie. They told us that if the government wants to enact a major policy change that affects the lives of millions of people, there’s supposedly a procedure in place that they have to follow. A bill needs to originate in Congress. Then Congress votes on the bill. Then the president signs it. And it becomes law.
